      <title>Transport pathways for light duty vehicles : towards a 2° scenario</title>

      <description>The transport sector is the second largest and one of the fastest growing energy end-use sectors, representing 24% of global energy-related greenhouse gas emissions. The International Energy Agency has developed scenarios for the transport sector within the overall concept of mitigation pathways that would be required to limit global warming to 2 °C. This paper builds on these scenarios and illustrates various passenger travel-related strategies for achieving a 2° transport scenario, in particular looking at how much technology improvement is needed in the light of different changes in travel and modal shares in OECD and non-OECD countries. It finds that an integrated approach using all feasible policy options is likely to deliver the required emission reductions at least cost, and that stronger travel-related measures result in significantly lower technological requirements.</description>

      <title>Indicators for environmentally sustainable household consumption</title>

      <description>The objective of this paper is to identify those areas of consumption in which private households can make significant contributions to environmental sustainability, and to present a transparent and comprehensive set of indicators for them. The analysis of the environmental impacts of households focuses on consumption clusters that allow different life spheres of private households to be distinguished. Two criteria guided the investigation of the relevance of these clusters: (i) the environmental significance of the consumption cluster in terms of resource consumption, and (ii) the potential influence of households compared with other actors. Resource consumption was chosen as a simplified but reliable representation of environmental pressure dynamics. Growing resource consumption goes together with growing environmental pressures and vice versa, although not necessarily proportionally. The key resources analysed are energy and material consumption, and land use. Based on this analysis, three consumption clusters were identified as priority fields for action by households: construction and housing, food/nutrition and transport (in this order). All other consumption clusters can be considered environmentally marginal, providing combined saving potentials of less than 10% of the total resource consumption. Finally, from a description of the respective roles of actors based on anecdotal evidence, a semi-quantitative "actor matrix" is presented, indicating the relative influence of different actors in each consumption cluster.</description>

      <title>National waste prevention programs : indicators on progress and barriers</title>

      <description>Defining the prevention of waste as top priority of the waste hierarchy - as confirmed by the revised Waste Framework Directive (WFD)- is much more than a simple amendment of ways to deal with waste, but means nothing less than a fundamental change of the socio-technical system of waste infrastructures and requires a transition from end-of-pipe technologies towards an integrated management of resources. The WFD therefore obligates member states to develop national waste prevention programs as a new policy instrument with the development of waste prevention indicators as one of the core elements. The article discusses the limitations of waste-based key figures and shows the need for more process-oriented indicators. As part of the development of national waste prevention programs such indicators reveal the relevance of different barriers that have to be overcome in order to make prevention an effective top priority in the waste hierarchy. With regard to path dependencies caused by sunk costs in end-of-pipe waste infrastructures the absolute amount of integrated environmental investments, as well as their share of the total waste-related investments, can be seen as indicators for the level of innovation activities aimed at waste prevention. Sector-specific indicators for the production phase could be used as benchmarks and to highlight differences in the need for policy interventions.</description>
