Vor dem Hintergrund einer kontinuierlich zunehmenden Pro-Kopf-Wohnfläche und den damit verbundenen negativen Auswirkungen auf Klima und Umwelt sollen mit dieser Arbeit die Bundesförderprogramme auf deren Anreizwirkung bezüglich eines achtsamen Umgangs mit der Ressource Wohnfläche überprüft werden. Der Fokus dieser Arbeit liegt auf den durch die Förderbank KfW durchgeführten Bundesförderprogrammen, die ein wichtiges Instrument der Nachhaltigkeitsstrategie des Bundes im Bereich Wohngebäude bilden. Mithilfe eines Screenings der aktuellen Förderprogramme der KfW sowie durch Gespräche mit Vertretenden der KfW soll kritisch beleuchtet werden, wie sich die derzeit verfolgten Leitbilder der Förderung im Wohngebäudebereich zu dem Leitbild einer achtsamen Wohnflächennutzung verhalten. Zudem sollen mögliche Anknüpfungspunkte für Suffizienzstrategien im Handlungsfeld Wohnfläche identifiziert und in den Kontext des aktuellen Sach- und Forschungsstands gestellt werden. Auf Grundlage der gewonnenen Erkenntnisse soll gezeigt werden, wie Suffizienzstrategien im Handlungsfeld Wohnfläche anhand innovativen Modellvorhaben erprobt werden können, um daraus Erkenntnisse für die Bundesförderung abzuleiten.
Die Schaffung von bezahlbarem und sozial gerechtem Wohnraum stellt eine zentrale Herausforderung der nachhaltigen Stadtentwicklung dar. Zur Begegnung dieser Herausforderungen spielen innovative Wohnformen wie gemeinschaftliche Wohnprojekte eine bedeutende Rolle, da sie vielfältige soziale Nachhaltigkeitsaspekte aufweisen und dadurch zu einer nachhaltigen Stadtentwicklung beitragen können. In diesem Kontext bleibt die Frage offen, ob die Gemeinschaften in Wohnprojekten nach ihrer Gründung beständig bleiben. Das Ziel der Arbeit war die Beantwortung der folgenden Forschungsfrage: "Wie können gemeinschaftliche Wohnprojekte dauerhaft in Bezug auf ihre Weiterentwicklung bestehen bleiben und somit langfristig eine nachhaltige Stadtentwicklung unterstützen?"
Zur Beantwortung der Forschungsfrage wurde eine qualitative Studie in Form von narrativen Interviews mit Bewohner:innen gemeinschaftlicher Wohnprojekte durchgeführt. Die Ergebnisse aus Literatur und Praxis konnten acht besonders relevante Faktoren für die Beständigkeit von gemeinschaftlichen Wohnprojekten identifizieren: Soziale Durchmischung, Organisationsstruktur, Gemeinschaftspflege, Vertrauen, Soziales Netzwerk, Kommunikationskultur, gelebte Nachhaltigkeit, Flexibilität und Anpassungsfähigkeit. Diese Faktoren ermöglichen eine nachhaltige und anpassungsfähige Gemeinschaft, welche zu einer nachhaltigen Stadtentwicklung beitragen kann. Dafür sollten gemeinschaftliche Wohnprojekte ihre vorhandenen Potenziale weiterhin ausbauen.
Bei der Großen Transformation handelt es sich laut Wissenschaftlichen Beirat Globale Umweltveränderungen (WGBU) um einen ganzheitlichen Wandel des fossilen ökonomischen Systems in Richtung klimaverträglicher Nachhaltigkeit und höherer Lebensqualität. Schon heute lebt mehr als die Hälfte der Menschheit in Städten - in Deutschland sind es über 80 %. In der Transformationsforschung spielen daher Städte eine zentrale Rolle. In Bottrop finden derzeit zwei großangelegte ökologische Transformationsprozesse statt. Zum einen wird die Emscher im Norden der Stadt renaturiert. Der bisher als Abwasserkanal genutzte Fluss erstreckt sich über das gesamte Ruhrgebiet und wird in einer insgesamt 20 Jahre langen Umbauphase zu einem naturnahen Gewässer zurückgeführt. Zum anderem ist Bottrop Gewinner des Wettbewerbs InnovationCity Ruhr. Im Frühjahr 2010 rief der Initiativkreis Ruhr einen Wettbewerb aus, bei dem die Klimastadt der Zukunft gefunden werden sollte. Ziel von InnovationCity Ruhr ist es die CO2-Emmissionen in Bottrop bis 2020 zu halbieren und somit eine Vorbildfunktion zur klimafreundlichen Wandlung für das gesamte Ruhrgebiet einzunehmen. Die erfolgreiche Implementation solcher Transformationsprozesse ist laut WBGU von der Akzeptanz, Legitimation und Partizipation der Bevölkerung abhängig. Diese Forschungsarbeit zeigt mittels einer Methodentriangulation von Interviews mit acht Bottroper Bürgerinnen und Bürger sowie der Anwendung einer Collagenmethode, welche Einstellungen und Präferenzen die Bottroper Bevölkerung in Bezug zum urbanen Leben hat. Dabei steht die Frage im Mittelpunkt: Was bedeutet Lebensqualität für die Bottroper und wie lässt sich diese mit der Großen Transformation vereinbaren? Anschließend werden sowohl Anknüpfungspunkte als auch Interessenkonflikte zu den Transformationsprozessen Emscher-Umbau und InnovationCity Ruhr aufgedeckt. Diese Masterarbeit ist in Zusammenarbeit des Wuppertal Instituts mit der Universität Duisburg Essen im Studiengang "Urbane Kultur Gesellschaft und Raum" entstanden.
Sustainability research builds upon its mutual relationship with the society to find futureoriented solutions to deal with societal challenges. In other words, it is a matter of research to produce societal impact. Furthermore, funders and researchers themselves increasingly desire for accountability, to show if societal impact is achieved. To deal with that, two adaptive questions have to be answered: How can societal impact be understood or defined? And what can be learned from theoretical and methodological approaches, as well as practical examples? Built on the answers through a comprehensive literature review and expert interviews, the third question is asked: How can the assessment of societal impact of sustainability-oriented Projects look in practice? The result is the development of a holistic framework on the project-level and its operationalization. It was tested on three cases of the Wuppertal Institute, which has the mission to be a pulse generator for a sustainable societal transformation. The results show that the tool is implementable and a start of an assessment series. Nevertheless, the lack of consensus about the theoretical background influences the design of practical applications. One significant development is the focus shift of the assessment towards the project process and its productive interactions. This enables to collect data about whether societal impact is produced, but also how. The results suggest that clear assessment boundaries are required to deal with uncontrollable externalities. Furthermore, a practical question of the thesis is, if the integration of directly involved stakeholders into the assessment provide an added value. This can be answered positively. But it should be also observed that financial and human resources are key challenges about the extent, as well as the processing of the results. The analysis indicates that to assess societal impact is a suitable instrument and a key step to deal with societal challenges. The developed holistic framework and its operationalization can be used to inspire future research.
Alternative power initiatives are socio-ecological innovations that substantially contribute to city's sustainable development and, therefore, are of particular societal benefit and value. Cities should, consequently, have an inherent interest in their existence and proliferation. This, however, asks for strategic innovation management. While, acknowledgement of the project's innovativeness constitutes the precondition for management, in the further process of steering activity the tasks to reduce hurdles, create open space and support the project's capacities need to be mastered. Thereby, cities are increasingly asked to become innovative themselves in order to find ways to optimally make use of their available tools and capacities.
Since urban processes need models of possible futures (referred to as travelling concepts) to drive their development, this study investigates whether planned-from-scratch smart city Kashiwa-no-ha International Campus Town Initiative can produce such an image with its smart governance approach, that is combined with an urban living lab. Using geographical governance research in relation to urban development processes as a framework, this master's thesis derives its own definition of the fuzzy concept of smart governance within the smart city vision based on a socio-geographical understanding of space, here referred to as Smart Urban Governance. Additionally, a set of indicators for the operationalisation of Smart Urban Governance is designed and applied to the case study. Methodologically, the thesis pursues a qualitative approach and, in this context, carries out a descriptive and normative governance analysis of Kashiwa-no-ha on the basis of the existing literature and empirical surveys conducted by the author.
In summary, the strong role of academia in the urban planning context of community-building in Kashiwa-no-ha is exemplary and has led to a collaborative code of conduct between the traditional actors, mediated by a public-private-academic partnership, as well as to co-innovation between the city, developers, and citizens in form of a public-private-people partnership. Although the flagship project successfully addresses a large number of the Smart Urban Governance indicators defined in this context, there is potential for improvement, for example, in terms of participation, transparency, inclusion, and public spaces. Since Kashiwa-no-ha Smart City is still in an implementation phase until 2030, the thesis concludes with a forecast and a recommendation for action based on a strengths, weaknesses, opportunities, and threats analysis.
This thesis conceptualizes the school as a socio-technical system, in which change towards sustainable development and a transition towards more climate awareness are necessary. The multi-level perspective (MLP) framework is applied to the German school system and to climate protection projects (CPPs) as examples of niche activities integrating climate protection (CP) in the school. The thesis utilizes the analytical levels of the MLP (landscape, regime, and niche) and the concept of regulative, cognitive, and normative rules and addresses the question: How do actors in CPPs perceive drivers and barriers for transitioning towards more climate awareness in the German school system? The data were collected through expert interviews and analyzed by conducting a qualitative content analysis.
The results show that the German school system is characterized by an inherent rigidity, deep-set normative role dynamics, and an unappreciated role of schools in society. They also highlight the importance of public pressure, strategic CP orientation, and hands-on approaches. CPPs can be a driving force for this in individual schools, but, overall, CP needs to be addressed more systematically in the school and more substantial efforts and reforms are necessary. Highly motivated niche actors play an important role and represent key drivers for such developments.
This thesis reveals the complex and systemic nature of the challenges the German school system is faced with. It highlights the difficulties of integrating CP and the importance of substantial and transformative political action. The thesis demonstrates the crucial need to recognize the significance of schools and their actors for society and to integrate new methods and approaches into the school. This thesis also contributes to the body of literature on socio-technical systems and sustainability transitions. It offers an operationalization of the MLP and reveals strengths and limits as well as future research outlooks.
Die elektrische Energieversorgung von Kommunen wird nach einer Privatisierungswelle Ende der 1990er Jahren mehr und mehr wieder in kommunale Hand zurückgeholt und Kommunen entdecken Chancen und Möglichkeiten, die sich dadurch ergeben.
In Nordhessen ist ein Trend der Rekommunalisierung erkennbar durch die Neugründung von Stadt- und Gemeindewerken zur Elektrizitätsversorgung oder deren Weiterentwicklung. Dieser Prozess wird unter anderem durch die Städtische Werke Aktiengesellschaft, Kassel angetrieben, die als Partner die Kommunen insbesondere beim Rückkauf der Stromnetze, der Gründung von eigenen Stadtwerken und dem Vertrieb von Energieprodukten unterstützen. Gleichzeitig ist seit Mitte Dezember 2013 der Energieversorger E.ON Mitte AG von den nordhessischen und südniedersächsischen Landkreisen (zurück)gekauft und als Energie aus der Mitte GmbH & Co. KG (EAM) wieder in kommunaler Hand.
Vor dem Hintergrund dieser Entwicklungen untersucht die vorliegende Arbeit den Prozess der Rekommunalisierung der Energieversorgung in Nordhessen und beschreibt die damit verbundenen Herausforderungen für die Kommunen.
Am Beispiel von drei Kommunalwerken in Nordhessen wird die Fragestellung untersucht, wie der Prozess der Rekommunalisierung gestaltet werden kann und welche Teilprozesse wie Netzrückkauf, Vertrieb und Erzeugung mit welchen Herausforderungen verbunden sind. Auch die Frage, welche Bedeutung die Rekommunalisierung von E.ON Mitte AG hat, wird untersucht.
Um möglichst viel Wissen über die Rekommunalisierungsvorgänge von beteiligten Personen zu erlangen, wurde das Erhebungsverfahren der leitfadengestützten Experteninterviews ausgewählt. Die Auswertung der erhobenen Daten erfolgte mit der Methodik Grounded Theory.
This thesis explores the opportunities and constraints for the adoption of a post-growth economy as a plausible approach towards sustainability by social movements. With the transdisciplinary perspective of sustainability science, the qualitative study of social movements and post-growth found that Germany does not have a post-growth movement. Nevertheless, the environmental movement and, in particular, Friends of the Earth Germany are suitable candidates of change for post-growth. However, they have not adopted post-growth yet because of certain gaps in bridging concepts of post-growth with their own work. To fill this gap, the study recommends to operationalize post-growth in five steps: (1) to distinguish between "sustainable liberalism" and "fair de-growth" as two major types of post-growth, (2) to re-frame the promises of economic growth as myths, (3) to complement "political choice" as means towards post-growth with "social choice", (4) to identify and compile areas of a post-growth economy, and (5) to overcome
the inherent power dilemma between agents of change and actors of these areas, that are required to be transformed, while forming coalitions between both. If these recommendations are taken into account by academics and activists, the environmental movement is more likely to successfully activate causal mechanisms of change for the transition to a post-growth economy. With its critique on the current comprehension of progress as economic growth, postgrowth is initiating a new, more fruitful phase of the sustainability discourse.
Die verheerenden Mengen an Abfall am Ende des Lebenszyklus von Produkten zu bewältigen, gilt als eine der größten Herausforderungen auf dem Weg zu einer Circular Economy. Die negativen Folgen, die sich aus dem Missmanagement von Kunststoffabfällen aufgrund fehlender oder nicht funktionierender Abfallwirtschaftsstrukturen in weiten Teilen der Erde ergeben, werden zunehmend deutlich. Bei der Circular Economy als elementarer Lösungsansatz sollen Stoffströme geschlossen und Produktlebenszyklen verlängert werden. Ein Instrument zur Annäherung an dieses Modell ist der Handel mit sogenannten Plastic Credits - ein Mittel, um den Ausbau regionaler Infrastrukturen für die Sammlung und das Recycling von Kunststoffabfällen zu finanzieren. Die Abnehmer von Plastic Credits sind die treibende Kraft hinter dem Mechanismus. Es ist weiterführende Forschung notwendig, insbesondere in Bezug auf die Frage, wie Unternehmen das Instrument der Plastic Credits nutzen und in ihre Gesamtstrategie integrieren. Diese Masterarbeit widmet sich der dabei vorgelagerten Frage: Existieren bestimmte Profile bei Unternehmen, die in Plastic Credits investieren, und lassen sich hierbei spezifische Cluster bilden?
Im Rahmen der Beantwortung dieser Frage wurden Expert*innen-Interviews mit Hilfe der qualitativen Inhaltsanalyse nach Mayring ausgewertet. Dabei haben sich drei konkrete Unterfragen ergeben, die sich auf die Motivation, Branchenzugehörigkeit und räumliche Verortung der Abnehmer beziehen.
Die Ergebnisse zeigen, dass sich die Abnehmer von Plastic Credits bereits umfangreich mit der Kunststoffabfallproblematik und der damit verbundenen Auswirkung auf die Umwelt beschäftigen. Offen bleibt, inwiefern Maßnahmen zur Vermeidung von neuartigem Kunststoff, der Verbesserung der Recyclingfähigkeit der Produkte oder der Einsatz von Rezyklaten in der Herstellung dem Weg der Kompensation vorangestellt werden. In Bezug auf die Branchenzugehörigkeit legen die Ergebnisse nahe, dass vorrangig Unternehmen, die mit einem erschwerten Rezyklate-Einsatz konfrontiert sind, in Plastic Credits investieren. Welche Auswirkungen Maßnahmen wie die Entbürokratisierung der Zulassungsverfahren für neue Recyclingprozesse oder verpflichtende Anteile an recycelten Materialien in bestimmten Produkten auf die Investition in Plastic Credits haben, wird sich in Zukunft zeigen. Die Analyse der räumlichen Verortung gab Aufschluss darüber, dass zurzeit im Wesentlichen Unternehmen aus dem globalen Norden in Plastic Credits investieren - jedoch verbunden mit dem Ziel, eine Finanzierung aus den Projektländern heraus zu intensivieren.
