In this paper three approaches on transitions pathways are combined to study the role of agricultural nature conservation in the Dutch land use domain for achieving internationally agreed climate and biodiversity targets. The three perspectives used are the Multilevel Perspective (MLP), Initiative Based Learning (IBL) and Integrated Assessment Modelling (IAM). The analysis provides insights in how the combination of different research approaches can lead to more comprehensive policy advice on how agricultural nature conservation could help to achieve internationally agreed sustainability goals related to climate change and biodiversity. IAM shows under which conditions agricultural nature conservation could be consistent with European and global long-term goals regarding food security, biodiversity and climate. MLP provides insight into the extent in which agricultural nature conservation has affected or changed the existing nature and agricultural regimes. IBL, finally, reveals the challenges of encouraging agricultural nature conservation with policy measures. Our analysis shows that a combined perspective provides a deeper understanding of the underlying processes, reasons and motives of agricultural nature conservation, leading to more comprehensive policy recommendations.
CICERONE aims to bring national, regional and local governments together to jointly tackle the circular economy transition needed to reach net-zero carbon emissions and meet the targets set in the Paris Agreement and EU Green Deal. This document represents one of the key outcomes of the project: a Strategic Research & Innovation Agenda (SRIA) for Europe, to support owners and funders of circular economy programmes in aligning priorities and approaching the circular economy transition in a systemic way.
For some time, 3D printing has been a major buzzword of innovation in industrial production. It was considered a game changer concerning the way industrial goods are produced. There were early expectations that it might reduce the material, energy and transport intensity of value chains. However for quite a while, the main real world applications of additive manufacturing (AM) have been some rapid prototyping and the home-based production of toys made from plastics. On this limited basis, any hypotheses regarding likely impacts on industrial energy efficiency appeared to be premature. Notwithstanding the stark contrast between early hype and practical use, the diffusion of AM has evolved to an extent that at least for some applications allows for a preliminary assessment of its likely implications for energy efficiency.
Unlike many cross-cutting energy efficiency technologies, energy use of AM may vary substantially depending on industry considered and material used for processing. Moreover, AM may have much greater repercussions on other stages of value chains than conventional cross-cutting energy efficiency technologies. In case of AM with metals the following potential determinants of energy efficiency come to mind:
- A reduction of material required per unit of product and used during processing;
- Changes in the total number and spatial allocation of certain stages of the value chain; and
- End-use energy efficiency of final products.
At the same time, these various streams of impact on energy efficiency may be important drivers for the diffusion of AM with metals. This contribution takes stock of AM with metals concerning applications and processes used as well as early evidence on impacts on energy efficiency and combine this into a systematic overview. It builds on relevant literature and a case study on Wire Arc Additive Manufacturing performed within the REINVENT project.
The Port of Rotterdam is an important industrial cluster, comprising mainly oil refining, chemical production and power generation. In 2016, the port's industry accounted for 19% of the Netherlands' total CO2 emissions. The Port of Rotterdam Authority is aware that the cluster is heavily exposed to future decarbonisation policies, as most of its activities focus on trading, handling, converting and using fossil fuels. Based on a study for the Port Authority using a mixture of qualitative and quantitative methods, our article explores three pathways whereby the port's industry can maintain its strong position while significantly reducing its CO2 emissions and related risks by 2050. The pathways differ in terms of the EU's assumed climate change mitigation ambitions and the key technological choices made by the cluster's companies. The focus of the paper is on identifying key risks associated with each scenario and ways in which these could be mitigated.
This SUITS policy brief aims to highlight how the transformational process of the nine local authorities involved in SUITS into learning organizations made these cities far better prepared to cope with the challenges due to the pandemic than they would otherwise have been. Due to the higher levels of organizational resilience and the awareness of individuals' importance during such external crises, the nine local authorities were not just trying to react to the unforeseen challenges, but were able to act with a clear pathway and to use their experiences to facilitate their learning from recent years. Of course, the pandemic could not have been foreseen, but as SUITS local authorities are becoming learning organizations, they are enhancing their organizational capacity. In so doing, they have been learning a required resilience to reduce the "complexity and confusion - of what to do best" in the beginning of the crisis and to cope with the challenges. This advantage was of enormous relevance for the local authorities.
Given that over 50% of Myanmar's urban inhabitants and nearly 75% of the rural population lack access to adequate electricity, the country's development agenda includes electrification as a key policy goal. The government's National Electrification Project (NEP) aims to reach 100% household electrification by 2030. To achieve this ambitious target, the government of Myanmar has established a set of strategic electrification priorities. The primary focus is to electrify the country through extension of the national grid and construction of large power plants based on fossil fuels and renewable energy.
For decades, decentralised energy solutions have played a niche role in Myanmar's electrification journey. Local developers have constructed thousands of nominal "mini-grids", powered by a range of sources, including water, diesel, and solar. With the support of local communities, these initiatives provide positive stimuli for the social and economic development of villages across the country. To achieve its electrification goals, the NEP includes a segment to promote the development of new mini-grids through a set of subsidies and private sector cooperation initiatives. These target remote regions, which are difficult to electrify through extension of the main grid.
This report takes an in-depth look at decentralised electrification through community-based mini-grids with a focus on renewable energy. The aim is to provide insights into the potential role of sustainable electrification and to identify both enabling and limiting factors related to the institutional and policy landscape (macro), as well as the local conditions (micro). It also aims to explore whether the cooperative model is a suitable organisational framework for the operation of mini-grids in Myanmar. The results of the study will help to inform policymakers and supporters of decentralised electrification about the potential role for cooperatives and provide ways to improve the operating environment for sustainable, community-based mini-grids.
The German Energiewende is a deliberate transformation of an established industrial economy towards a nearly CO2-free energy system accompanied by a phase out of nuclear energy. Its governance requires knowledge on how to steer the transition from the existing status quo to the target situation (transformation knowledge). The energy system is, however, a complex socio-technical system whose dynamics are influenced by behavioural and institutional aspects, which are badly represented by the dominant techno-economic scenario studies. In this paper, we therefore investigate and identify characteristics of model studies that make agent-based modelling supportive for the generation of transformation knowledge for the Energiewende. This is done by reflecting on the experiences gained from four different applications of agent-based models. In particular, we analyse whether the studies have improved our understanding of policies' impacts on the energy system, whether the knowledge derived is useful for practitioners, how valid understanding derived by the studies is, and whether the insights can be used beyond the initial case-studies. We conclude that agent-based modelling has a high potential to generate transformation knowledge, but that the design of projects in which the models are developed and used is of major importance to reap this potential. Well-informed and goal-oriented stakeholder involvement and a strong collaboration between data collection and model development are crucial.
The paper describes quantitative scenarios on a possible evolution of the EU petrochemical industry towards climate neutrality. This industry will be one of the remaining sectors in a climate neutral economy still handling hydrocarbon material to manufacture polymers. Concepts of a climate neutral chemical industry stress the need to consider the potential end-of-life emissions of polymers produced from fossil feedstock and draft the vision of using renewable electricity to produce hydrogen and to use renewable (hydro)carbon feedstock. The latter could be biomass, CO2 from the air or recycled feedstock from plastic waste streams.
The cost-optimization model used to develop the scenarios describes at which sites investments of industry in the production stock could take place in the future. Around 50 types of products, the related production processes and the respective sites have been collected in a database. The processes included cover the production chain from platform chemicals via intermediates to polymers. Pipelines allowing for efficient exchange of feedstock and platform chemicals between sites are taken into account as well. The model draws on this data to simulate capacity change at individual plants as well as plant utilization. Thus, a future European production network for petrochemicals with flows between the different sites and steps of the value chain can be sketched.
The scenarios described in this paper reveal how an electrification strategy could be implemented by European industry over time with minimized societal costs. Today's existing assets as well as geographical variance of energy supply and the development of demand for different plastic sorts are the major model drivers.
Finally, implications for the chemical industry, the energy system and national or regional governments are discussed.
Decarbonizing transportation in emerging economies will be one of the key challenges in global climate change mitigation efforts. In this paper, pathways are developed towards achieving a 1.5° degree scenario for land-transport for four emerging economies (Brazil, India, Kenya and Vietnam). The aim is to highlight the key opportunities and challenges for low-carbon transport in countries with rapidly growing mobility demand. The main focus of this paper is to reconcile actual and required emission reduction targets and develop plausible pathways to achieve these targets. The paper also identifies potential strategies and measures for these countries to follow these pathways. The analysis considers the contributions of "avoid" (cutting travel growth), "shift" (to lower CO2 modes) and "improve" (vehicle and fuel CO2 characteristics) interventions to decarbonisation scenarios. These scenarios aim to inform renewed Nationally Determined Contributions and shed light on the feasibility of deep decarbonisation pathways that would be in line with the Paris Agreement. Results from this study show that achieving 1.5DS would require dramatic changes in travel patterns, technology and fuels, and major intensification of current policy approaches. Decarbonization solutions will need to include greater use and investment of efficient modes, major shifts toward near-zero carbon fuels such as clean electricity, systems integration, modal shift and urban planning solutions. Although the socio-economic situations and national transport systems differ between the selected countries, some fairly similar strategies appear likely to be core to the mitigation effort, such as rapid growth in light- and heavy-duty vehicle electrification and investments in public transit systems.
Financial institutions play a crucial role in achieving the 2015 Paris Climate Agreement. They can manage capital flows for financing the required transformation towards a decarbonized industry. Currently established policy programs and regulations at European and national level increasingly address financial institutions to make their climate warming impact measurable and transparent. However, required science-based assessment methods have not been sufficiently developed so far.
This paper discusses methodological opportunities and challenges for measuring carbon footprints of financial institutions. Based on a scientific case study undertaken with the German GLS Bank, the authors introduce an innovative method for quantifying greenhouse gas emissions from a bank's asset with a focus on loans. The authors apply an input/output database to calculate greenhouse gas (GHG) intensities and allocate them with bank's loans and investments.
Moreover, the paper provides insights of calculating avoided GHG emissions initiated by a bank's investment and loans. In conclusion, a high degree of consistent and standardized assessment methods and guidelines need to be developed and applied to promote comparability and transparency.
