Our perception of design is changing, for design today is no longer concerned only with aesthetics. Now the key factors are interdisciplinary competence and approaches to problem solving. Both politicians as well as businesses recognise design's hybridity and increasingly implement it as a driver of sustainable development (see Chap. 2: Design as a Key Management Factor for Sustainability).
But what exactly does "sustainability" mean? What does it mean in this specific context? People must make use of natural resources to meet their basic needs. In this process, resources are transferred into commercial circulation and usually transformed into products with a particular function. Yet the environment is limited and humanity uses more resources than the Earth can sustainably provide. It is time to rethink and generate the same usage while consuming fewer resources (see Chap. 3: Environmental Space - Challenging Transitions).
Most countries have incorporated sustainability strategies into their political agendas in order to counteract the threats of climate change caused by the overuse of natural resources, high CO2 emissions, and other factors. The indicators for these strategies vary greatly from country to country (see Chap. 4: Sustainability - Challenges, Politics, Indicators).
These indicators need to be taken into account if we are to successfully implement a product or service within a specific context. A concept can only be successful when country-specific indicators are taken into account and the societal context is incorporated into the plan right from the start. The goal is to develop services that support national sustainability targets in production and consumption systems (see Chap. 5: Managing Sustainable Development).
When it comes to companies, these changes can simply be introduced in the form of services or products. In the end, it is the users who decide on the success or failure of innovative solutions by either integrating them into their daily lives or ignoring them. Solutions will only be integrated into users' lives when their role within the social framework remains unchallenged by behavioural transformations caused by use of the solution. In order for users to be able to adopt innovations, sustainable development must take place simultaneously on many different levels. These multi-levelled transitions allow for the transformation of society as a whole. Designers can act as agents of change by providing the needed innovations (see Chap. 6: Transition Requires Change Agents for Sustainability).
If we are to develop suitable solutions and new approaches, the real needs have to be analysed at the beginning of the development process. New physical products, which frequently result in auxiliary products, are often developed without taking into account the overall context, whereas the development of service-orientated solutions is ignored. A physical product is not absolutely necessary. A service (which is naturally dependent on physical products) can usually fulfil the need just as well - or perhaps even better and at a lower cost – while using fewer or no resources (see Chap. 7: Needs & Services - An Approach). There are a variety of possible approaches to integrate sustainability into the design process (see Chap. 8: Design Process).
Precisely which solution is "most or more sustainable" (this is dependent on the defined targets and the indicators used) is often not immediately obvious, and we must turn to a set of methods for a transparent and tangible assessment (see Chap. 9: Sustainability Assessment in Design - Overview and Integration of Methods).

This report analyses the international climate negotiations at the UN climate conference in Warsaw in November 2013. The report covers the discussions under the Durban Platform on developing a new comprehensive climate agreement by 2015 and increasing short-term ambition as well as the issues relating to near-term implementation of previous decisions in the areas of emission reductions and transparency, adaptation, loss and damage, finance and technology. The report concludes that Warsaw once again starkly highlighted the sharp divisions and lack of trust among countries. Industrialised countries' collective lack of leadership strongly contributed to re-opening the traditional North-South divide. As a result, on many issues the outcomes hardly go beyond the lowest common denominator. The conference only agreed on the bare minimum to move the 2015 process forward and also made no headway in strengthening short-term ambition. Some progress was made with the establishment of the "Warsaw international mechanism for loss and damage associated with climate change impacts" and the completion of the rules for reducing emissions from deforestation and forest degradation. However, here as well further substance, in particular financial support from industrialised countries, is required to actually fill these mechanisms with meaning. If countries want to escape from groundhog day, they will have to start seeing and utilizing the UN climate process rather differently.
This report focuses on the contribution of ICT to improvements in resource efficiency and transport intensity at the macro, meso and micro levels. It presents the research on environmental effects of e-business and e-work.
The research strand explored the implication of ICT and its applications from the micro- (case study), meso- (different e-business types) and macro-level (macro-economic and policy level).
The "macro-analysis-module" aimed at quantifying the potential contribution of e-business and ICT to dematerialisation and resource productivity. The analysis followed a top-down approach complementary to the case study based microanalyses. It compromised the analysis of energy-use and selected material flows (CO(2)) of three EU Member States to determine whether there is any macro-level evidence of dematerialization and increased resource productivity resulting from e-business and ICT.
From a micro and meso level perspective, the research object has been the provision of new IT based applications instead of "traditional" products, services and customs (e-commerce and telework). The research quantified the resource- and transport efficiency of e-business in different case studies and identified key factors determining the impact on resource- and transport efficiency.
The waste prevention program (WPP) from 2013 must be evaluated every 6 years and updated if necessary. The review and evaluation of the implementation of the WPP took place within the scope of the project. Based on the analysis results for the implementation of the WPP at federal, state and municipal level and an assessment of existing prevention potentials, concrete proposals for a possible further development and updating of the program on prioritized waste streams and corresponding priority prevention approaches were developed. In addition, structural adjustment and change needs of the WPP were worked out and further research was shown.
The cost of power is usually calculated by focusing only on the power plant - equipment, operating cost, maintenance and fuel. However, the true cost of generating power goes beyond that, and includes costs that society has to pay for, such as air and water pollution, displacement of communities and the effects of climate change caused by carbon emissions from the power plants. This report by energy researcher Maria Yetano Roche uses well established international methods to identify the true Nigerian cost of each energy source.
The energy system of Jordan is facing a rise in energy demand while at the same time having quite limited own conventional energy resources. Especially because of their high import dependency, Jordan is starting to change its energy system and puts a higher focus on renewable energy (like wind and solar) and energy efficiency.
In this short paper the authors discuss the transformation of energy companies in Germany and highlight the possibilities of energy efficiency services. Furthermore, they examinate the transferability to Jordan, based on the results of a questionnaire among Jordan energy experts. Due to the low level of research knowledge in the specific field, this is an exploratory research approach. The role, challenges and opportunities of Jordan's state-owned National Electric Power Company NEPCO have been highlighted.
Economic performance of a country is generally being measured through GDP (Gross Domestic Product), a variable that has also become the de facto universal metric for "standards of living". However, GDP does not properly account for social and environmental costs and benefits. It is also difficult to achieve sustainable decision-making aiming at sustainable progress and well-being if welfare is being considered from a purely financial point of view. The study highlights the benefits and some of the shortcomings of GDP. It serves as a helpful and practicable instrument for monetary and fiscal policies. The real problem presumably is that GDP growth is too often confused with (sustainable) welfare growth in people's minds. While there certainly is a correlation between the two, this study shows that this is a highly conditional correlation, void of substantial causality for GDP levels observable in the European Union. In order to be able to assess people's well-being and general sustainable development in the sense of sustainability, an alternative instrument going beyond GDP is necessary. Using so called SWOT analyses, several alternative progress indicators have been assessed in the context of this study. On the one hand it was analysed how far ecological and social factors can be integrated in the GDP measurements. Thereby difficulties arose then trying to monetise these factors. As a further possibility indicators were analysed which are to replace GDP as a whole. The category supplementing GDP seems to be the most realistic and acceptable option for going beyond GDP. Within this approach, GDP is being complemented with additional environmental and/or social information. In order to make this kind of solution feasible the study claims the establishment of an overarching and transparent indicator system for improving economic decision-making in support of sustainable development.
Towards an effective and equitable climate change agreement : a Wuppertal proposal for Copenhagen

This paper presents comprehensive proposals for the post-2012 climate regime: the scale of the challenge, emission targets for industrialised countries, increased actions by Southern countries, financing, technology, adaptation and deforestation. The proposals are based on ongoing research by the Wuppertal Institute.
The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.
This report examines the role of waste management in the context of a circular economy transition. Key challenges relate to moving beyond the perception of "waste as a problem" to "waste as a resource". To this end high levels of cooperation are needed between the waste industry and enterprises engaged in circular economy business models. Collecting high quality waste streams for re-use, remanufacturing and recycling also requires citizen engagement and integrated infrastructure development from the municipal to the EU level. Ultimately, both waste prevention as well as a widespread growth in circular economy activities will require a coherent and holistic approach that takes recovery options into account at every stage of the product life cycle. Co-benefits will include reducing environmental burden as well as creating both high-skilled and low-skilled jobs for an inclusive, green economy. In concrete terms, this report examines five waste streams identified in the EU's Circular Economy Action Plan: municipal waste, packaging waste, food waste, bio-waste and critical raw materials. It looks at the current state of policy development, presents trends and data comparing Member State performance, reviews the state of technological development, and assesses employment opportunities relevant to each waste stream in the overarching context of assessing progress toward the circular economy transition in the EU. Case studies of specific options for collecting and treating waste based on experiences in Denmark, Italy and Slovenia complement the more macro-level analysis of trends. Finally, key policy options are identified, in particular focused on ways to prevent waste, align circular economy and waste management objectives and improve the quality and reliability of indicators toward more robust monitoring.
There's no decarbonisation without energy efficiency : but take care of the "rebound effects"

This study intends to provide a comprehensive overview of the water-energy nexus' relevance to the Iranian electricity sector, by illustrating key trends, analysing water-related challenges and identifying knowledge gaps. It summarises the results of a workshop, and a series of dialogues with Iranian energy and water experts, in which both the current situation and future water-related risks and impacts on the Iranian power sector were discussed. Based on those results, it highlights research needs and further options for scientific collaboration.
The Portfolio of Measures describes the actual effects of different types of measures on congestion by presenting case studies and drawing conclusions out of them.
The portfolio presents information on the potential of walking and cycling measures to relieve urban congestion. Cities are actively seeking information and implementation experience from other cities. However, information available on websites, portals and good-practice guides is of mixed quality. In providing more information on the impact of walking and cycling measures, this portfolio aims at contributing to political agenda setting and measure selection.
The first part of the portfolio provides some general findings about the role of walking and cycling measures in relieving congestion, based on literature review and an expert survey carried out within the FLOW project. It is then followed by 20 cases in which walking measures, cycling measures or combinations of measures have been successfully implemented in Europe and abroad. The case studies have been clustered in five big groups according to their topics: Cycling infrastructure (moving traffic); Walking and Cycling Infrastructure (moving traffic); Cycling infrastructure (parking and bike sharing); Traffic management strategies; Mobility management and Measures for more than one mode. The final chapter summarises the effects of the 20 cases and elaborates some general lessons learned. On general finding is - the measures described have helped reduce congestion or at least have increased walking and/or cycling levels without increasing congestion.
Germany and Japan have both gained substantial experience with hydrogen production and applications, albeit with focus on different sectors. They also share similar drivers for hydrogen development and, of course, similar technical and economic opportunities and challenges. However, there also are relevant differences in the policy priorities and approaches.
Notwithstanding differing emphases and patterns, the two countries share three main drivers for hydrogen development and deployment: climate mitigation and other environmental goals, energy supply diversification, and technological leadership. In this context, hydrogen has been identified by the German and the Japanese governments during the Energy Policy Dialogue as having potential for closer cooperation.
The authors of this study provide an overview of demand-side deployment by sector (residential, transport, industry, power generation and power-to-x) for both countries, as well as of their hydrogen policy debates, key institutions, R&D programs and demonstration projects. They also present a short survey on relevant international platforms and initiatives in which Japan and Germany participate.
On the basis of a meta-analysis of the role of hydrogen in 18 long-term energy system scenarios for Germany and 12 scenarios for Japan, this study draws conclusions on the possible role of hydrogen in the long term energy policy debates of both countries. Subsequently, the authors discuss sustainability criteria and certification schemes for clean hydrogen, compare the greenhouse gas intensity of different hydrogen supply chains and provide a data-based analysis to identify countries which could become important suppliers of clean hydrogen.

This report includes the results and calculations of the HP case study within the Digital Europe project. This case study investigates the environmental effects of mobile computing devices as an element of the growing ICT infrastructure for applications such as ecommerce, egovernment and telework. Specifically, the resource intensity of a notebook computer and a handheld device will be analysed and discussed.
This report presents the calculations and findings as well as the resulting recommendations from the Barclays Plc case study within the Digital Europe project. Chapter 2 gives the background to the case study; chapter 3 investigates the environmental aspects; and chapter 4 highlights social aspects of different banking scenarios. Chapter 5 outlines future scenarios in the sector and chapter 6 finally makes recommendations for business and government.
This report presents the findings and recommendations of the EMI case study undertaken as part of the Digital Europe project. Chapter 2 sets out the background to the case study; chapter 3 investigates the environmental impacts of digital music; and chapter 4 highlights the social impacts of digital music. Chapter 5 outlines future scenarios for the sector and chapter 6 draws recommendations for business and government.
Europe needs a new vision of progress. An energy transition has this potential. It can give the "European idea" a future-oriented content. The goal for 2050 is clear: a Europe without fossil and nuclear energy! This is not a utopia. Studies, resolutions of the EU and some member states prove that this vision is feasible and has many advantages: more jobs, more security of supply, fewer premature deaths due to air pollution, reduction of resource conflicts, falling energy costs. New green lead markets for renewable energies and resource efficiency are emerging. A European energy transition requires an alliance, ideally fuelled by neighbours France and Germany. Many are hoping for Germany as a driver of nuclear and coal phase-out. But deciding on "revolutionary goals" is not enough: finally implementing them is what Germany and Europe are waiting for. This report shows which concrete steps can advance this vision of progress.

In the context of the German-Korean Energy Policy Dialogue, integration of renewable power sources and smart grids have been identified as topics with high relevance. This study aims to support mutual learning and exploration of new fields for collaboration by identifying similarities and differences in the respective status quos, strategies and policies in both countries.
After a short introduction to the South Korean energy situation, Chapter 2 provides an overview of the South Korean power market, its situation regarding renewable power sources and the Korean definition of smart grids. Chapter 3 of this study highlights the major South Korean energy strategies and regulatory frameworks relevant to integration of renewable energies and smart grids. In Chapter 4, the status and perspectives of renewable energy sources integration and smart grids in South Korea are discussed, presenting various demonstrative examples, new business models and the current situation of technology deployment. Chapter 5 puts South Korea in the global context and compares it to Germany. Finally, Chapter 6 draws conclusions and presents recommendations on suitable areas for mutual learning.
This handbook was developed in the context of a joint project of the Wuppertal Institute and the Centre for Social Investment (CSI) called the System Innovation Lab. It combined sustainability transformation research insights with those of social innovation in order to design an on-the-job training and coaching that would enable participants to take a systemic approach to innovation and test what this means in their respective work settings. Focussing on the topic of sustainable energy futures in Europe it addressed young European leaders in government, the private sector and civil society working on energy issues and combined latest theoretical insights with novel innovation and leadership methods to spread the capacity and courage that transforming entire sectors requires.

This report on urban mobility performance measurement is aimed at enabling stake- holders of the city of Bucharest and the public to understand their current urban mobility situation through a point-based results framework. It shall provide the city of Bucharest with a yardstick to measure its performance and benchmark the progress against some of its counterparts. It measures the urban mobility and compares it with 13 other European cities: Berlin, London, Vienna, Brussels, Moscow, Rome, Zurich, Paris, Amsterdam, Copenhagen, Oslo, Budapest and Madrid.
Similar to many other European cities, Bucharest employs a Sustainable Urban Mobility Plan (SUMP) in order to continuously improve urban transport and mobility and to make it more sustainable. In this respect, the report should also be regarded as a document which supports the stakeholders in Bucharest in their efforts to develop transport and mobility in the city more sustainable.
The book shows that the implementation of a sustainable energy strategy in Iran provides the opportunity for further economic and social development. In this context, the aim of the book is to provide some of the analyses needed to rethink the country’s energy strategy and to grasp the chances. The authors hope to make a contribution to the emerging and rapidly growing discussion on better energy alternatives and the respective opportunities for investment, innovation and modernization. While the Paris Agreement (PA) has enshrined ambitious long-term objectives, the current level of action of the Parties to the Agreement falls far short of this ambition, as is recognised in the very COP decision adopting the Agreement. The Global Stocktake (GST) established in Art. 14 of the PA is a key element to address this problem. Its purpose is to review the implementation of the PA and to assess the progress made towards the collectively agreed goals.
The aim of this report is to develop recommendations on how to maximise the potential impact of the GST. The report starts from a perspective of what the GST could ideally do, irrespective of decisions already taken under the UNFCCC and other political constraints. In the second step, the report takes these limitations into account and suggests ways for how to nonetheless work towards the desired outcome.
Based on the European Waste Framework Directive and the German Recycling Management Act of 01.06.2012 the objectives for a national waste prevention programme were defined. As main objective, according to art. 1 WFD, the "prevention or reduction of the disadvantageous impacts of waste generation and management on the human health and the environment" is recommended. Indicators for a quantitative and qualitative monitoring are derived for both, the individual measures as well as for a waste prevention programme.
Rather than examining aggregate emissions trends, this study delves deep into the dynamics affecting each sector of the EU energy system. It examines the structural changes taking place in power production, transport, buildings and industry, and benchmarks these with the changes required to reach the 2030 and 2050 targets. In so doing it aims to influence both the ambition and direction of future policy decisions, both at Member State and EU level.
In order to assess the adequacy of the EU and its Member States policies with the 2030 and 2050 decarbonisation objectives, this study goes beyond the aggregate GHG emissions or energy use figures and analyse the underlying drivers of emission changes, following a sectoral approach (power generation, buildings, industry, and transport). Historical trends of emission drivers are compared with the required long-term deep decarbonisation pathways, which provide sectoral "benchmarks" or "corridors" against which to analyse the rate and direction of historical change for each Member State and the EU in aggregate. This approach allows the identification of the necessary structural changes in the energy system and policy interventions to reach deep decarbonisation, and therefore the comparison with the current policy programs at European and Member State level.
The report surveys current proposals and positions on issues such as differentiated participation of countries in the new agreement, a differentiated spectrum of commitments, effort sharing and options for how to organise the negotiation process. The report finds that for the level of participation, the selection of commitment types, and choice of effort-sharing approaches there is no silver bullet. A portfolio approach that incorporates multiple options may be most suited to ensure environmental effectiveness, cost- effectiveness and political feasibility.
