Ohne Wissenschaft kein Kohleausstieg: Techno-ökonomische Fakten, aber auch sozialwissenschaftliche Expertise sind vonnöten, um Alternativen zur Kohleverstromung zu entwickeln, Perspektiven für die Bergbauregionen aufzuzeigen und zwischen Interessensgruppen zu vermitteln. Zumal es nicht der letzte Ausstieg sein wird, den uns die nötige Energiewende abverlangt.
Für die Energiewende im Ruhrgebiet muss eine umfassende Strategie einer Wärmewende verfolgt werden. Wichtige Treiber dafür sind die Stadtwerke mit ihren Nah- und Fernwärmenetzen. Doch im Wärmemarkt sind die bisherigen Transformationserfolge gering. Während erneuerbare Energien mittlerweile einen Anteil von über 30 Prozent im Stromsektor haben, spielen sie im Wärmebereich mit lediglich rund 10 Prozent eine bescheidene Rolle. Die erforderliche Wärmewende ist gekennzeichnet durch eine ausgeprägte Wechselwirkung zwischen den Sektoren Strom, Wärme, Gas und Mobilität (Sektorenkopplung).
Mit der Nachhaltigkeitsanleihe NRW erschließt das Land das international wachsende Segment des nachhaltigen Investments für die Kreditfinanzierung des Landeshaushalts. Ziel der vorliegenden Studie ist es, die Bewertung positiver Nachhaltigkeitseffekte für die in 2016 emittierte Nachhaltigkeitsanleihe NRW zu erproben und Handlungsempfehlungen zur Bewertung zukünftiger Nachhaltigkeitsanleihen zu entwickeln. Für eine umfassende Nachhaltigkeitsanalyse ist aufgrund der Vielschichtigkeit der finanzierten Projekte und fehlender Standards zur Bewertung sozialer Kriterien eine umfangreiche Untersuchung erforderlich, wodurch sie für eine regelmäßige und standardisierte Wirkungsanalyse zukünftiger Anleihen nicht in Frage kommt. Stattdessen verfolgt die vorliegende Studie einen pragmatischen Ansatz zur Bewertung. Der Fokus liegt auf der Evaluation der potenziellen Treibhausgas-Minderung (THG-Minderung), da deren Bewertung sich derzeit als Standard für eine Wirkungsanalyse solcher Anleihen abzeichnet. Darüber hinaus werden die nächsten Schritte für eine Weiterentwicklung der Methodik und des Indikatorensets im Rahmen zukünftiger Wirkungsanalysen aufgezeigt.
Suffizienz wird als persönlicher Lebensstil hoch geschätzt. Als unentbehrlicher Teil zukunftsfähigen Lebens und Wirtschaftens wird sie aber erst Wirkung erlangen, wenn sie politisch durchgesetzt und damit verpflichtend wird. In einem ersten Text hat der Autor 30 Suffizienzpolitiken kartiert und begründet. Jetzt ist zu überlegen, auf welche Weise staatliche Maßnahmen dieser Art mit ihren Anreizen, aber eben auch mit ihren Grenzsetzungen und Verboten in der Wahlbevölkerung annehmbar werden können. Auch wenn Anordnungen des Staates verpflichtend sind, sind sie für ihre Wirksamkeit doch auf eine möglichst große Bereitschaft angewiesen, sie hinzunehmen und möglichst auch gutzuheißen und zu unterstützen. Schon darum, weil sonst Wege gesucht werden, diese Politiken zu umgehen, oder weil den Urhebern dieser Politiken bei den nächsten Wahlen das Vertrauen entzogen wird. Wie also sind Suffizienzpolitiken überzeugend zu begründen? Wie sind sie möglichst wirksam vorzustellen? Welche Widerstände sind zu erwarten? Was wiederum lässt sich tun, um die Abwehr zu überwinden?
Untersucht werden acht Politiken, um aus ihnen Merkmale für die Akzeptanz von Suffizienzpolitiken zu gewinnen. Die Beispiele sind in sich sehr unterschiedlich. Alle jedoch, ob gelungen, beabsichtigt oder bisher ohne Erfolg, lassen sich auf Auskünfte zum Thema dieser Arbeit hin befragen. Ein Schlusskapitel wertet sie aus und hält fest, was aus ihnen an Einsicht für die vor unserer Generation liegenden Aufgaben zu gewinnen ist. Das Ganze ist als eine Handreichung gedacht für politische Entscheiderinnen und Entscheider wie für aktive Bürger und Bürgerinnen.
Article 6 of the Paris Agreement establishes three approaches for countries to cooperate with each other in implementing their climate protection contributions. However, Article 6 sketches out only some basic contours; the details are to be filled in by further negotiations. This article surveys the views countries have submitted so far in order to identify the main issues at stake, points of controvery and convergence and possible ways forward. The submissions reveal some sharp differences in opinions on key issues such as the scope of the new mechanisms, how to operationalise the Article 6 requirement to increase ambition, whether to have international provisions on the promotion of sustainable development, and how to protect environmental integrity in the use of Article 6. The article concludes with a number of recommendations on how to address these controversies.
What leads to lunch : how social practices impact (non-)sustainable food consumption / eating habits

The field of nutrition will face numerous challenges in coming decades; these arise from global consumption patterns and lead to a high use of resources. Actors in the catering sector face difficulties in promoting their solutions for a more sustainable situation in their field, one of them being the lack of acceptance from consumers. We must ask the question of how to influence consumer behavior and bring forth a transition towards more sustainable food consumption. This paper presents results of a qualitative assessment of eating practices. A group of ten consumers participated in problem-centered interviews and provided data on their eating-out behavior over the course of two weeks. Using the theoretical approach of practice theory, the data gathered in this study were used to form an understanding of the practice of eating out with a focus on the daily routines that influence consumer choices. The results indicate that the practice of eating out is highly dependent on external factors. Busy lifestyles, mobility routines and a perceived lack of time prompt the decision to eat out. Consumers consciously do so to save time and effort and to streamline their schedules. Mobility seems to be an important driver for eating out. Participants try to limit the ways they undertake eating out yet often stop for a meal in-between appointments spontaneously. Findings suggest that nutrition knowledge and sustainable mindsets have little influence on the eating decisions away from home: Participants show a high level of distrust towards quality claims and put their health concerns aside eating out. We can conclude that the act of eating out is strongly influenced by daily routines and those practices that precede or succeed it. Changes in work and mobility patterns are very likely to have an impact on the way consumers eat away from home.
Renewable energy targets in the European Union (EU) have raised the demand for timber and are expected to increase dependence on imports. However, EU timber consumption levels are already disproportionally high compared to the rest of the world. The question is, how much timber is available for the EU to sustainably harvest and import, in particular considering sustainable forest management practices, a safe operating space for land-system change, and the global distribution of "common good" resources. This article approaches this question from a supply angle to develop a reference value range for the current as well as future sustainable supply of timber at the EU-27 and global levels. For current supply estimates, national-level data on forest area available for wood supply, productivity in that area, as well as the rate available for harvest were collected and aggregated into three potential supply scenarios. For future supply estimates, a safe operating space scenario halting land use change, a sensitivity analysis, and a literature review were performed. To provide both a comparison of global versus EU sustainable supply capacities and to develop a benchmark toward evaluating and comparing levels of consumption to sustainable supply capacities, per capita calculations were made. Results revealed that the per capita sustainable supply potential of EU forests is estimated to be around three times higher than the global average in 2050. Whether a global or EU reference value is more appropriate for EU policy orientation, considering both strengthened economic and cultural ties to the forest in forest-rich countries as well as the need to prevent problem shifting associated with exporting land demands abroad, is discussed. Further research is needed to strengthen and harmonize data, improve methods for modeling future scenarios and incorporate interdisciplinary and multi-stakeholder perspectives toward the development of robust and politically relevant reference values for sustainable consumption levels.
Vor dem Hintergrund der europäischen Klimaschutzziele bis 2050 und der damit erforderlichen Dekarbonisierung der Wirtschaft werden in dem Vorhaben die Weiterentwicklungsoptionen der europäischen Energieeffizienzpolitiken untersucht. Es werden die Sektoren private Haushalte, Verkehr und Industrie betrachtet sowie der förderliche Rahmen, d. h. auch sektorübergreifende Instrumente. In den vorgeschlagenen Politikpaketen soll sich die Vielfalt der Instrumententypen abbilden. Neben Best-Practice-Beispielen liegen Länderstudien für drei große Volkswirtschaften der EU vor (Deutschland, Frankreich, Italien) und mit Polen auch eine Länderstudie für einen Mitgliedstaat aus dem mittelosteuropäischen Raum.
Schon seit dem 19. Jahrhundert gilt Wasserstoff als Basis einer nachhaltigen Energiezukunft. Auch wenn sich noch keine kommerzielle Nutzung etabliert hat, sind Wasserstofftechnologien in den vergangenen Jahren deutlich weiterentwickelt worden. In Zusammenarbeit mit dem Wuppertal Institut hat Shell untersucht, welchen Beitrag Wasserstoff zu einer nachhaltigen Energieversorgung - vor allem im Verkehr - künftig leisten kann.
Der Beitrag baut eine Brücke zu den Forderungen nach einer "transformativen Wirtschaftswissenschaft". Er macht deutlich, dass die Herausforderung der Ökonomie nicht lediglich bei einer verbesserten Politikberatung, sondern am Grundverständnis des Faches ansetzen muss. Er beleuchtet dabei vier Aspekte (1) die Begrenzungen durch den methodologischen Individualismus als erkenntnistheoretische Grundlage der Wirtschaftswissenschaften, (2) die Annahme exogen gegebener Präferenzen, (3) die Berührungsangst mit Normativität, (4) das Ausblenden ihres performativen und sozialwissenschaftlichen Charakters und zeigt unter anderem die institutionellen Konsequenzen für eine sich erneuernde Wirtschaftswissenschaft auf.
Vision development towards a sustainable North Rhine-Westphalia 2030 in a science-practice-dialogue

The paper presents the results of a participatory vision development process in the Federal State of North Rhine-Westphalia (NRW) in Germany. The vision development was part of a scientific research project that accompanied the development of a sustainability strategy for NRW at state level. The Sustainability Strategy NRW was adopted in July 2016 and contains parts of the vision developed in the research project: Sentences from the narrative text vision and proposed targets and indicators that back-up the vision for a sustainable NRW in 2030 were used by the state of NRW. The vision was developed in iterative steps in three consecutive dialogue rounds with different stakeholders from science and practice. The paper presents the methodological approach and the results of the vision formulation process. The paper discusses the lessons learned from the vision development - from both practical and theoretical perspectives of transition management. The paper explores the relevance of setting ambitious targets for sustainable development as part of a state strategy by taking the proposed target of a "4 × 25% modal split" by 2030 as an example. The project demonstrated that a participatory approach for vision development is time and resource consuming, but worth the effort as it improves the quality and acceptance of a vision. Furthermore, the project demonstrated that transformative science contributes valuable inputs for sustainability transitions and for facilitating participatory vision development.
In der vorliegenden Szenariostudie zeigen Forscher des Wuppertal Instituts, wie sich die Treibhausgasemissionen des Verkehrs in Deutschland von 166 Millionen Tonnen im Jahr 2016 bis zum Jahr 2035 auf null senken lassen - eine Zielmarke, die unter der Prämisse notwendig ist, dass die Erderwärmung auf möglichst 1,5 Grad Celsius begrenzt werden soll. Die Umsetzung dieser von der Staatengemeinschaft auf dem Klimaschutzgipfel in Paris 2015 vorgegebene Zielmarke erfordert eine rasche und konsequente Reduktion der Treibhausgasemissionen in allen Sektoren und auf nationaler wie globaler Ebene.
Wissenschaft und Utopie scheinen auf den ersten Blick gar nicht zusammenzupassen. Steht "Utopie" doch für das Kontrafaktische, für das Irreale. Wissenschaft holt dagegen auf den Boden der Tatsachen zurück. Doch ein zweiter Blick offenbart, wie stark Wissenschaft und Utopie aufeinander bezogen sind und sich ein Aufbruch in eine utopische Wissenschaft lohnt.
A continuing trend of global urbanization leads to a geographical concentration of population and social activities that causes a regional compression of concomitant resource and energy consumption. This paper argues that a Sustainable Living Lab infrastructure (SusLab) in urban areas facilitates a systematic integration of user's consideration in the design and development of Product-Service Systems (PSS) that enables changes of daily routines in favor of urban wealth development and conservation of ecosystem services. The authors build on the Sustainable Consumption and Production (SCP) Model of the Wuppertal Institute that provides a theoretical framework of sociotechnical rearrangements towards urban sustainability transition. Therefore, a reconfiguration of social practices and PSS in a desired direction according to social, ecological and economic concerns is reconsidered on the micro level in line with efficiency, consistency, and sufficiency strategies. The authors introduce an assessment framework for urban sustainable development and illustrate multifarious concepts of PSS that are aiming to decouple wealth development from resource and energy consumption in urban areas.
What can reasonably be expected from the UNFCCC process and the climate conference in Paris 2015? To achieve transformative change, prevailing unsustainable routines embedded in socio-economic systems have to be translated into new and sustainable ones. This article conceptualizes the UNFCCC and the associated policy processes as a catalyst for this translation by applying a structurational regime model. This model provides an analytical distinction of rules (norms and shared meaning) and resources (economic resources as well as authoritative and allocative power) and allows us to conceptualize agency on various levels, including beyond nation states. The analysis concludes that the UNFCCC's narrow focus on emission targets, which essentially is a focus on resources, has proven ineffective. In addition, the static division of industrialized and developing countries in the Convention's annexes and the consensus-based decision-making rules have impeded ambitious climate protection. The article concludes that the UNFCCC is much better equipped to provide rules for climate protection activities and should consciously expand this feature to improve its impact.
Accelerating the diffusion of domestic biogas is considered to be a promising option for reaching the goal of universal access to energy by 2030, particularly for the provision of cooking energy for rural populations in developing countries. The aim of this study is to develop a systematic account of the factors that influence the diffusion of domestic biogas technologies. To achieve this objective, a three step analysis approach is applied. In the first step, a conceptual model is built based on insights from scholars that have been studying the diffusion of energy innovations in rural contexts. In the next step, a qualitative content analysis of scientific literature is undertaken to test and refine the categories proposed by the conceptual model and to systematically organise the empirical evidence of the factors that influence the diffusion of domestic biogas in developing and emerging countries. The systemised evidence is used to identify the components and interactions between the household configurations and socio-economic context that determine both the adoption process at household level and the overall technology diffusion. Finally, in the last step, we reflect on the implications of the resultant systematic conceptualisation regarding the purpose and design of programmes promoting the dissemination of domestic biogas technologies.
Two for one : integrating the sustainable development agenda with international climate policy

2015 was a watershed for international sustainability governance. With the Paris climate agreement and Agenda 2030, the international community adopted new targets and processes which are to guide policy for decades to come. Both emphasise the need for integration. In practice, however, climate change and sustainable development have so far been siloed issues.
The cost of power is usually calculated by focusing only on the power plant - equipment, operating cost, maintenance and fuel. However, the true cost of generating power goes beyond that, and includes costs that society has to pay for, such as air and water pollution, displacement of communities and the effects of climate change caused by carbon emissions from the power plants. This report by energy researcher Maria Yetano Roche uses well established international methods to identify the true Nigerian cost of each energy source.
Against the background of environmental problems arising from the growing extraction of natural resources and resource depletion, achieving a sustainable development is an indispensable challenge in the twenty-first century. In this article we want to show how socio-technical and product-service innovations can change social practices - the routine doings in everyday life - and, thus, support transition of socio-technical systems. We introduce theoretical considerations on how social practice theories and the framework of the Multi-Level Perspective in transition research can be linked to better understand transition processes from a micro-macro-link perspective. We then present cases based on desk research in the field of practices in bathing, heating and nutrition to show how these have changed over the past decades. Building on this, examples of concepts for sustainable product-service-design in these areas are introduced as leverage points to change social practices in everyday life. These have been developed in research projects or design student seminar works, respectively. We argue that this implies sustainable product-service-systems should be developed in a user- and actor-integrated framework, such as Sustainable LivingLabs. The integration of users and other stakeholders into participatory co-creation processes enables tailored solutions that take actual routines and dependencies seriously into account.
Szenarien spielten und spielen eine zentrale Rolle für die Gestaltung der Energiewende. Sie beschreiben dabei auf konsistente Weise die mögliche zukünftige Entwicklung des Systems unter bestmöglicher Berücksichtigung des aktuellen Wissens bezüglich des Systems, d.h. der internen Abhängigkeiten und Wechselwirkungen der Systemkomponenten, aber auch die Abhängigkeit der Systementwicklung von äußeren Faktoren. Damit liefern Szenarien Leitplanken für zentrale technisch-strukturelle, energiepolitische, ökonomische und gesellschaftliche Weichenstellungen, die einen zielgerichteten Transformationsprozess flankieren müssen.
Decarbonisation of energy systems requires deep structural change. The purpose of this research was to analyse the rates of change taking place in the energy systems of the European Union (EU), in the light of the EU's climate change mitigation objectives. Trends on indicators such as energy intensity and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios for the electricity, residential, transport, and industry sectors. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that the EU has made significant progress in decarbonising its energy systems. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.
The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.
This report examines the role of waste management in the context of a circular economy transition. Key challenges relate to moving beyond the perception of "waste as a problem" to "waste as a resource". To this end high levels of cooperation are needed between the waste industry and enterprises engaged in circular economy business models. Collecting high quality waste streams for re-use, remanufacturing and recycling also requires citizen engagement and integrated infrastructure development from the municipal to the EU level. Ultimately, both waste prevention as well as a widespread growth in circular economy activities will require a coherent and holistic approach that takes recovery options into account at every stage of the product life cycle. Co-benefits will include reducing environmental burden as well as creating both high-skilled and low-skilled jobs for an inclusive, green economy. In concrete terms, this report examines five waste streams identified in the EU's Circular Economy Action Plan: municipal waste, packaging waste, food waste, bio-waste and critical raw materials. It looks at the current state of policy development, presents trends and data comparing Member State performance, reviews the state of technological development, and assesses employment opportunities relevant to each waste stream in the overarching context of assessing progress toward the circular economy transition in the EU. Case studies of specific options for collecting and treating waste based on experiences in Denmark, Italy and Slovenia complement the more macro-level analysis of trends. Finally, key policy options are identified, in particular focused on ways to prevent waste, align circular economy and waste management objectives and improve the quality and reliability of indicators toward more robust monitoring.
Energy-intensive processing industries (EPIs) produce iron and steel, aluminum, chemicals, cement, glass, and paper and pulp and are responsible for a large share of global greenhouse gas emissions. To meet 2050 emission targets, an accelerated transition towards deep decarbonization is required in these industries. Insights from sociotechnical and innovation systems perspectives are needed to better understand how to steer and facilitate this transition process. The transitions literature has so far, however, not featured EPIs. This paper positions EPIs within the transitions literature by characterizing their sociotechnical and innovation systems in terms of industry structure, innovation strategies, networks, markets and governmental interventions. We subsequently explore how these characteristics may influence the transition to deep decarbonization and identify gaps in the literature from which we formulate an agenda for further transitions research on EPIs and consider policy implications. Furthering this research field would not only enrich discussions on policy for achieving deep decarbonization, but would also develop transitions theory since the distinctive EPI characteristics are likely to yield new patterns in transition dynamics.
Comparing the Agenda 2030 of the United Nations and the Laudato si' by the Pope, both authored in 2015, one point stands out: the Development enthusiasm of the twentieth century is gone. In its place, we are now dealing with the demise of expansive modernity. The motto of the previous century (playing on words of the Lord's Prayer), "on Earth as in the West", now seems like a threat. The world is in crisis roundabout: the biosphere is being shattered and, in more ways than one, the gap between the rich and the poor is widening. While both publications agree that the global economic model can now be considered old iron, there are equally significant differences. While the Agenda 2030 seeks to repair the existing global economic model significantly, the encyclical calls for a pushing back of economic hegemony and for more ethical responsibility on all levels. While the Agenda 2030 envisions a green economy with social democratic hues, the encyclical foresees a post capitalist-era, based on a cultural shift towards eco-solidarity.
Various electricity generation technologies using different primary energy sources are available. Many published studies compare the costs of these technologies. However, most of those studies only consider plant-level costs and do not fully take into account additional costs that societies may face in using these technologies. This article reviews the literature on the costs of electricity generation technologies, aiming to determine which types of costs are relevant from a societal point of view when comparing generation technologies. The paper categorises the relevant types of costs, differentiating between plant-level, system and external costs as the main categories. It discusses the relevance of each type of cost for each generation technology. The findings suggest that several low-carbon electricity generation technologies exhibit lower social costs per kWh than the currently dominant technologies using fossil fuels. More generally, the findings emphasise the importance of taking not only plant-level costs, but also system and external costs, into account when comparing electricity generation technologies from a societal point of view. The article intends to inform both policymakers and energy system modellers, the latter who may strive to include all relevant types of costs in their models.
In October 2014, the European Council agreed on a target of improving overall energy efficiency by at least 27 per cent by 2030. According to the European Council's conclusions, this target should not be translated into nationally binding targets. Nevertheless individual Member States are free to set higher national objectives if desired. However, it is difficult to assess the degree of ambition of a national target because so far not much light has been shed upon the exact size of the untapped efficiency potentials.
This paper provides an in-depth analysis and comparison of existing studies on energy efficiency potentials in the European Union's (EU) Member States by 2030. It includes a structured overview of the results, information on the quality of the available data and suggestions for improvement.
The review shows that comprehensive studies on national energy efficiency potentials are rare and hardly comparable. The existing studies agree on the existence of significant potentials for energy efficiency. Their outcomes, however, vary significantly in terms of national levels. Assuming low policy intensity, energy savings between 10 and 28 per cent could be realised by 2030 compared to a baseline development, in the case of high policy intensity 7-44 per cent. Technical energy efficiency potentials in the different EU Member States are estimated at 14-52 per cent. On average, energy savings of 27 per cent by 2030 appear to be feasible with significant policy effort. We conclude that the deviation in Member States' energy efficiency potentials resulting from different studies represents an indication of the so far poor quality of underlying data. In order to allow for a concretisation of efficiency potential estimates, the comparability and detail of information sources should be improved.
In addition to the expansion of renewable energies, the efficient use of energy is crucial in order to ensure energy transition successful. The Federal Government of Germany has therefore set itself clear objectives with the National Energy Efficiency Action Plan (NAPE), which aims to reduce the primary energy consumption in Germany - compared to 2008 levels - by 20 per cent until 2020, and by 50 per cent until 2050. In addition, greenhouse gas emissions should fall by 40 per cent compared to 1990.
To reach this goal, the German Federal Ministry of Economic Affairs and Energy (BMWi) inter alia launched the "National Top Runner Initiative (NTRI)" in January 2016. It is an important component and concerns private homes, as well as industry, retail and services.
The NTRI is intended to bring energy efficient and high-quality appliances (so called Top Runners) onto the market more quickly, thus accelerate market replacement. For this purpose, motivation, knowledge and competence in product-related energy efficiency is to be strengthened and expanded along the whole value chain - from the appliance manufacturer to the retailer and the consumer. Manufacturers are pushed to develop more efficient products and consumers get valuable information about Top-Runner products and how they can benefit. In this context, retailers are especially relevant as they act as "gatekeeper" between manufacturers and consumers. They play a key role in advancing an energy efficient production and consumption. They do not only select the products but they also have a direct contact to consumers and influence the purchase decision. In this paper, special emphasis will be put on the role of retailers and the efforts of the National Top Runner Initiative will be illustrated. Barriers and incentives to motivate this target group will be elaborated.
The paper undertakes a closer look on the relation of institutions and policy mixes within the multi-level scope of the European Union in the policy field of resource efficiency and maps out different configurations. Based on an extensive analysis of scope, foci, instruments and especially the distribution of institutional responsibilities in 32 EU countries, the paper aims to amplify the categorisation of policy mix characteristics developed by Rogge and Reichardt by considerations on the institutional background of policy mixes. It specifically brings into question the potential impact of different institutional settings on the consistency and coherence of approaches in this evolving policy field. Resource efficiency is an eminently cross-cutting policy concept and a specific interesting unit of analysis due to the observable heterogeneity of implementation approaches. However, it is still mainly disconnected from energy issues and, at the same time, EU policy has shifted to the circular economy approach, indicating further need for streamlining with the resource efficiency approach. The paper stresses the need to include institutional and multi-level governance issues for policy design and the development of policy mixes, especially in the context of the now refocused resource efficiency agenda to the transition to a circular economy.
After two decades of privatization and outsourcing being the dominant trends across public services, an inclination towards founding new municipal power utilities can be observed. In this article, the authors examine the preservation strategies of the German energy regime following the transition approach developed by Geels. From the multi-level perspective, it can be stated that innovations take place in niches and have to overcome the obstacles and persistence of the conventional fossil-nuclear energy regime. Through an empirical analysis, it can be concluded that the established regime significantly delays the decentralization process required for a transformation of energy structures on local electricity grids. Furthermore, it is shown that municipal utilities (Stadtwerke) are important key actors for the German Energiewende (energy transition) as they function as local energy distributors and they meet a variety of requirements to promote fundamental structural change. The trend towards re-municipalization and the re-establishment of municipal utilities reveal the desire to further strengthen the scope of local politics.
Concretely defined targets are guiding policy efforts and the measures required to achieve national energy and low-carbon transformations in order to reach the maximum 2 degree climate change mitigation target agreed at the COP in Paris in 2015. Reducing energy consumption by harnessing the potential of energy efficiency, expanding the use of renewable energy resources, and transforming all sectors into low-energy and low-carbon structures is crucial. Among the G20 states, most states have set targets for renewable energies, energy efficiency, and greenhouse gas (GHG) emission reductions. Yet, it seems that starting points and target units differ a lot between the G20, and hence comparability is difficult. This topical paper presents a synopsis on the current targets within the G20. The relative lack of energy efficiency targets shows that this pillar needs much greater efforts in current and future energy policy.
The future belongs to the youth, but do they really have a say in it? Learning processes with regard to a successful socio-ecological change must start in childhood and adolescence in order to succeed in social transformation. The youth cannot be a passive part in a changing society - they have to be actively included in its design. When allowed to participate, young people can make important and effective contributions - which should not be reduced to sub-projects and opportunity structures. In a socio-political context, participation means involvement, collaboration, and commitment. In the context of intra- and inter-generational equity, as the core part of sustainable development, participation strategies should be developed that allow for a permanent and purposeful involvement of children and adolescents. Participation of young people is an important and appropriate step in strengthening those who are so strongly affected by the planning processes but are otherwise powerless. A successful involvement and participation of non-professional actors requires a target group-oriented method, a supportive culture of participation, as well as clarity and decision latitude. Abiding by these rules leads to central results.
Energy efficiency activities are high on the current EU energy policy agenda. Key policy instruments like the Energy Efficiency Directive (EED), the Energy Performance of Buildings Directive (EPBD) and the Energy Labelling Directive are under revision.
In a project for the German government, we therefore analysed the effectiveness and consistency of existing sectoral policy packages anew, to open the discussion on which policy changes to the EU's energy efficiency policy packages are crucial to reach the targets.
This comprehensive review addressed the industrial, buildings, and transport sectors plus the overarching governance framework (targets and roadmaps, EED, energy taxation and EU ETS). For each of these, the first step was a gap analysis of the main deficits in the sectoral policy packages, against effective model packages.
At first glance, the combination of energy efficiency policies at EU level seems already quite comprehensive. However, their design and implementation often lack a consistent and ambitious approach to leverage their full potential.
To give some examples of the many shortcomings identified, the governance framework suffers from exceptions and the transport sector being only marginally considered in the EED; an outdated Energy Tax Directive has very low minimum rates and several exception clauses; there is a lack of commitment to implement energy management systems and investment projects in large companies; a clear EU-wide definition of nearly zero energy buildings (nZEB) is missing; and the labelling of energy-using products is still confusing for consumers. Subsequently, we elaborated comprehensive policy recommendations to increase the effectiveness of all these policies, and to bridge some gaps with new policies. A list of priorities was established to sort them by their relevance.
Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.

Kern des Projektes war es zu untersuchen, wie der Untersuchungsraum in Bezug auf die Energiewende aufgestellt ist und welche Entwicklungspotenziale künftig im Zuge einer gesellschaftlich und politisch gewollten Energiewende genutzt werden können. Zur Qualifizierung des wissenschaftlichen Nachwuchs wurde im Rahmen der hier bearbeiteten Forschungsfragen Studierende darin angeleitet, im Bereich der energiebezogenen Transformationsforschung eigenständig Teilaspekte zu untersuchen.
Dementsprechend wurden vom Wuppertal Institut insgesamt vier Studienarbeiten mit verschiedenen Themenschwerpunkten ausgeschrieben. Diese sollten am konkreten Beispiel der zu untersuchenden Region aufzeigen, welche Stärken und Schwächen, aber auch Chancen und Risiken in Bezug auf die pro-aktive Gestaltung der Energiewende bestehen. Zusätzlich sollte untersucht werden, wie stark kleine und mittlere Unternehmen (KMU) in der Region Unna davon betroffen sind beziehungsweise inwieweit sie als Akteure der Energiewende die Nachhaltigkeit ihrer unternehmerischen Tätigkeit stärken und sichern können. Auch die regionalwirtschaftlichen Effekte wie Wertschöpfungs- und Arbeitsplatzeffekte, die erzielbar wären, wenn die mittelständischen Unternehmen der Region pro aktiv die Herausforderungen der Energiewende in den Bereichen Energieeffizienz, erneuerbare Energien und dezentrale KWK aufgreifen, waren Bestandteil der Studienarbeiten. Der Schwerpunkt lag hier insbesondere im Bereich Energieeffizienz.
This policy brief discusses the importance of SUMPs (Sustainable Urban Mobility Plans). We test the hypothesis that the development of an ambitious plan in itself does not necessarily translate into successful policies and measures and in actual sustainable urban mobility. We find that the existence of a SUMP correlates positively with a higher share of public transport but that the existence of a SUMP does not as yet have a significant impact on the overall share of non-motorised modes of transport.
Many low-carbon transport strategies can help achieve other economic, social and environmental objectives. These include improving access to mobility, reducing traffic and parking congestion, saving consumers money, supporting economic development, increasing public health and safety, and reducing air and noise pollution. Based on Avoid-Shift-Improve approaches and case studies from Germany, Colombia, India and Singapore, this paper shows that low-carbon transport generates significant and quantifiable benefits that can create a basis for political and societal coalitions.
Estimates suggest that currently available and cost effective measures can reduce transport Greenhouse Gas emissions by 40-50% compared to 2010. Yet, a number of barriers affect the optimal exploitation of this potential. Considering the possible economic, social and environmental benefits of sustainable transport, the shift towards a low-carbon pathway of this sector can be a win-win situation for climate protection and local development goals. This paper aims to make a contribution to understand these opportunities by highlighting the linkages between objectives, presenting case studies, facts and figures. The paper will also explore assessment methodologies and tools that can help practitioners to assess sustainable development benefits (SDB) and providing evidence for policy-makers to make more informed decisions on transport investments and polices.
Since human nutrition is responsible for about 30 % of the global natural resource use and in order to decrease resource use to a level in line with planetary boundaries, Lukas et al. (2016) proposed a re-source use reduction in the nutrition sector by a factor 2 (Material Footprint).
The catering sector needs clearly defined indicators to assess their business activities' impact on ecology, social aspects, economic value, and health status. Within the project NAHGAST two sets of indicators, called NAHGAST Meal-Basis and NAHGAST Meal-Pro were developed. The indicator sets are proposed to measure several, with sustainability-associated challenges, such as such as the ecological, social and economical effects, which may come along with the production and the consumption of a meal. Basically, the NAHGAST Meal-Basis deals with qualitative indicators, such as the amount of organic food per serving or the percentage of food wasted. This set is supposed to enable leaders to assess the sustainability of their meals and to visualize future improvements on a simplistic level. The NAHGAST Meal-Pro deals with a more sophisticated set of indicators, such as the carbon and material footprint or the cost recovery per meal. Both sets are underpinned with sus-tainable targets and elaborated as an Excel-based assessment tool, which is tested within a one-year case study. The usefulness and the limits of the tool, as well as current results of the implementation including pro-posed challenges, are discussed.
In recent years, a number of energy scenario studies which aim to advise policy makers on appropriate energy policy measures have been developed. These studies highlight changes required to achieve a future energy system that is in line with public policy goals such as reduced greenhouse gas emissions and an affordable energy supply. We argue that behavioural changes towards energy-sufficient lifestyles have considerable potential to contribute to public policy goals and may even be indispensable for achieving some of these goals. This potential should, therefore, be reflected in scenario studies aiming to provide comprehensive advice to policy makers. We analyse the role that energy-sufficient lifestyles play in prominent recent global energy scenario studies and find that these studies largely ignore the potential of possible behavioural changes towards energy-sufficient lifestyles. We also describe how such changes have been considered in several other scenario studies, in order to derive recommendations for the future development of global energy scenarios. We conclude that the inclusion of lifestyle changes in energy scenarios is both possible and useful. Based on our findings, we present some general advice for energy scenario developers on how to better integrate sufficiency into future energy scenario studies in a quantitative manner.
Städte und Klimawandel : Ruhrgebiet 2050 ; integriertes Modell Ruhrgebiet und Regionaler Modal Shift

Das Ziel des Teilprojekts "Integriertes Modell Ruhrgebiet 2050" war die Entwicklung und Anwendung eines integrierten Modellsystems, mit dem die Auswirkungen von Handlungsansätzen zur Reduzierung des Energieverbrauchs und von Treibhausgasemissionen in Stadtregionen bis zum Jahr 2050 abgeschätzt und bewertet werden können. In dem Teilprojekt wurde ein für das östliche Ruhrgebiet vorhandenes Flächennutzungs- und Verkehrsmodell auf das gesamte Ruhrgebiet erweitert und durch Teilmodelle des Energieverbrauchs von Gebäuden und Verkehr ergänzt. Die Ergebnisse sollen Zivilgesellschaft, Planung und Politik Hinweise darauf geben, welche Maßnahmen auf europäischer, nationaler, regionaler und lokaler Ebene durchgeführt werden müssen, um die Ziele der Energiewende im Ruhrgebiet zu erreichen.
Im Fokus des Teilprojekts "Regionaler Modal Shift" stand der regionale Personenverkehr im Ruhrgebiet. Hier werden bislang 53 Prozent aller Wege mit dem motorisierten Individualverkehr zurückgelegt gegenüber einem Ziel-Modal Split mit einem Pkw-Anteil von 25 Prozent und jeweils 25 weiteren Prozenten für Fuß- und Radverkehr sowie ÖPNV. Ein zentraler Ansatz zur Reduzierung des Energieverbrauchs und der Treibhausgasemissionen ist die Verlagerung (Modal Shift) von motorisiertem Individualverkehr auf den Umweltverbund (Fuß, Rad, ÖPNV, Car-Sharing). Die polyzentrische Struktur des Verkehrsnetzes des Ruhrgebiets bietet gute Voraussetzungen für eine klimafreundliche Mobilität im Umweltverbund. Darüber hinaus kann Elektromobilität einen weiteren Beitrag zur Reduzierung von Energieverbrauch und Treibhausgasemissionen leisten.
Dieser Bericht stellt die Ergebnisse aus den beiden Teilprojekten in integrierter Form dar.
Alle sind für den Klimaschutz. Aber niemand will sich einschränken. Ökoroutine möchte durch Standards und Limits die Strukturen ändern. Schluss mit moralischen Appellen! Strategischer Konsum ist ein Mythos. Es ist einfacher die Bedingungen im Stall zu verbessern als das Konsumverhalten. Nullemissionsautos können bis 2030 der Standard für Neuzulassungen werden. So wird Öko zur Routine. Viele Beispiele zeigen: Das Konzept funktioniert bereits in der Praxis.
In dem Forschungsprojekt "Technologien für die Energiewende" (TF_Energiewende) bewertet ein Konsortium von drei Verbundpartnern und zehn Technologiepartnern unter der Federführung des Wuppertal Instituts seit Herbst 2016 den mittelfristigen Forschungs- und Entwicklungsbedarf für die zentralen Technologien, die im Rahmen der Energiewende derzeit und zukünftig benötigt werden.
Stadtwerke sind im Ruhrgebiet strukturprägend und haben eine lange Tradition. Sie sind fester Bestandteil der Akteurskonstellation im Energiebereich der Emscher-Lippe-Zone. Schon heute zeichnen sich die Stadtwerke des Ruhrgebiets vielfach dadurch aus, dass sie die mit der Energiewende verbundenen Chancen nutzen. Ihre technische und gesellschaftliche Struktur entspricht weitgehend den mit der Energiewende verbundenen Transformationsprozessen hin zu einer stärkeren Dezentralität der Erzeugung und der Demokratisierung der Energieversorgung. Die meisten Stadtwerke des Ruhrgebiets sind auf mehreren Wertschöpfungsstufen im Energiebereich tätig. In der Stromerzeugung haben sie einen Schwerpunkt im Bereich der Kraft-Wärme-Kopplung und bei erneuerbaren Energien. Zudem sind sie vielerorts Partner und teilweise sogar Mitinitiator bürgerschaftlichen Engagements zum Ausbau erneuerbarer Energien. Als Verteilnetzbetreiber für Strom, Gas und Wärme sorgen sie vielerorts für die Integration und Verteilung erneuerbarer Energien. Die Energiewende findet weitgehend in den örtlichen Verteilnetzen statt und bedeutet für die Stadtwerke des Ruhrgebiets eine Zunahme an komplexen Koordinierungsfunktionen und teilweise auch die Herausbildung völlig neuer Aufgaben.
In the Paris Agreement, the governments of the world have pledged to attain climate neutrality in the second half of this century. More precisely, in Art. 4.1 parties agreed to "achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases". However, the collective as well as the majority of measures by individual countries fall short of embarking on a pathway towards that objective. But nevertheless, an increasing number of actors - countries, sub-national entities, as well as corporations - have stepped up their efforts and set themselves carbon neutrality goals.
In this Policy Brief Lukas Hermwille and Markus Gornik portray the commitments of Costa Rica, Norway, Sweden, the City of Melbourne, Australia and the corporation Microsoft. All cases have set themselves ambitious neutrality goals and have implemented measures to achieve them. However, none of the cases will be able to achieve accomplish neutrality on their own, at least not on short-term. The remaining emissions will be compensated using carbon credits either from domestic offset schemes (Costa Rica) or from international schemes.
For the time being, voluntary carbon neutrality goals, as presented in this Policy Brief, are an effective way to demonstrate leadership in climate protection. For the near future, pioneering actors that set voluntary carbon or climate neutrality goals could provide a significant source of demand for international carbon credits.
This article presents an account of how deeply entrenched the neoclassical economic paradigm with its homo economicus and unlimited growth ideals has become in our societies and why this inhibits solutions for sustainable futures. Drawing on political economists like Karl Polanyi and Antonio Gramsci it also highlights how the current questioning of this paradigm and thus informed mindsets provides a renewed window of opportunity for a Great Transformation towards more sustainable futures. It reviews Transition Towns, Beyond GDP and Common Good Economies as examples of movements that lead the way in putting a new paradigm into practice.
Shaping the Paris mechanisms part III : an update on submissions on article 6 of the Paris Agreement

At the 46th meeting of the UNFCCC's subsidiary bodies in Bonn, it was decided that Parties submit their input on selected aspects of the Art. 6 negotiations shortly before COP 23, taking place in Bonn in early November. This Policy Paper summarises the views submitted in October 2017 to identify points of controversy and convergence. It builds on previous papers summarising the views submitted in September 2016 and March 2017, respectively.
Shaping the Paris mechanisms part II : an update on submissions on article 6 of the Paris Agreement

Article 6 of the Paris Agreement established three approaches for countries to cooperate with each other: cooperative approaches under Art. 6.2, a new mechanism to promote mitigation and sustainable development under Art. 6.4, and a framework for non-market approaches under Art. 6.8. Detailed rules for these three approaches are currently being negotiated.
This Policy Paper summarises the views submitted by Parties in March 2017 to identify points of controversy and convergence. It builds on a previous paper which summarised views submitted in September 2016.
Compared to the 2016 round of submissions, some conceptual advances can be noted. However, a number of issues continue to be controversial with little indication of a convergence of views.
From 7 to 18 November 2016, the twenty-second Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Marrakech. Due to the early entry into force of the Paris Agreement, Marrakech also hosted the first Conference of the Parties serving as Meeting of the Parties to the Paris Agreement (CMA1). Researchers from the Wuppertal Institute observed the conference and elaborated a detailed analysis of the results. The report starts by discussing developments regarding the implementation of the Paris Agreement, in particular the detailed "rulebook" and cooperative mechanisms. Next, the article discusses developments in the various avenues for raising climate ambition that have been put in place by the Paris conference: the 2018 facilitative dialogue, the engagement of non-state and sub-national actors, and the elaboration of mid-century climate strategies. In addition, the article discusses other Marrakech developments, in particular on issues of climate finance and adaptation, as well as recent developments in the wider world that have an impact on the UNFCCC, in particular developing alliances, developments in the International Civil Aviation Organisation (ICAO) and under the Montreal Protocol, and possible repercussions of the US presidential election.
Dieser Artikel ist der Frage gewidmet, welchen Beitrag eine verstärkte Sektorenkopplung zum Gelingen der Energiewende leisten kann. Ausgehend von einer Einführung der Prinzipien und Technologien bietet er Einblicke in die zur Erforschung der Sektorenkopplung angewendeten Methoden, sowie ausgewählte Ergebnisse.
Hinsichtlich der Energieversorgung versteht man unter Sektorenkopplung im Allgemeinen eine engere Verzahnung und Verknüpfung verschiedener Energieanwendungsbereiche, sowie die Zunahme von Verzweigungs- und Verknüpfungsstellen im Energiesystem. Die wesentlichen Anwendungsbereiche der Energie sind dabei die Bereitstellung von Strom, Wärme und Mobilität.
Im Rahmen des Projektes werden mögliche Bewertungsmaßstäbe für die Erfolgsmessung von Abfallvermeidungsmaßnahmen vertiefend analysiert und bewertet sowie ein passendes Set an Indikatoren erarbeitet und ein geeignetes Daten-Erfassungskonzeptes entwickelt. Bezogen auf das Datenerfassungskonzept gibt es im Bereich Wiederverwendung (WV) erhebliche Datenlücken zu den tatsächlich wiederverwendeten Mengen gebrauchter Produkte. Der vorliegende Zwischenbericht enthält die Ergebnisse einer ersten Datenerhebung auf Basis einer Befragung der 400 Wiederverwendungseinrichtungen in Deutschland. Ergänzend wurde das Potential der aus Online-Angeboten gewinnbaren Gebrauchtprodukte zur WV recherchiert.
This report is a deliverable of the project "Bridging the raw materials knowledge gap for reuse and remanufacturing professionals" (ReUK) and of the second work package "Identification of knowledge gaps and industry needs". Funded by the Knowledge and Innovation Community for Raw Materials, ReUK will develop life-long education services tailor-made for the needs of the reuse- and remanufacturing sector in Europe. The present "Report on ten knowledge gaps" represents a further key step in delivering these services.
Since the majority of network concession contracts in Germany were set to expire some time between 2005 and 2016, a window of opportunity arose in which to rebuild and remunicipalise the local energy supply. As a result, 72 new local power companies were established in Germany within the space of just seven years (between early 2005 and late 2012). This paper provides an introduction to the topic of establishing municipal utilities in Germany. The findings were identified on the basis of the comprehensive screening of all newly established municipal utilities in Germany. Our analysis provides information about regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utilities and the role of strategic partnerships. The key findings are that remunicipalisation is not a question of size and that knowledge gaps may be closed by entering into close strategic partnerships.
Feedback devices can be used to inform households about their energy-consumption behavior. This may persuade them to practice energy conservation. The use of feedback devices can also - via word of mouth - spread among households and thereby support the spread of the incentivized behavior, e.g. energy-efficient heating behavior. This study investigates how to manage the impact of these environmental innovations via marketing. Marketing activities can support the diffusion of devices. This study aims to identify the most effective strategies of marketing feedback devices. We did this by adapting an agent-based model to simulate the roll-out of a novel feedback technology and heating behavior within households in a virtual city. The most promising marketing strategies were simulated and their impacts were analyzed. We found it particularly effective to lend out feedback devices to consumers, followed by leveraging the social influence of well-connected individuals, and giving away the first few feedback devices for free. Making households aware of the possibility of purchasing feedback devices was found to be least effective. However, making households aware proved to be most cost-efficient. This study shows that actively managing the roll-out of feedback devices can increase their impacts on energy-conservation both effectively and cost-efficiently.
Reallabore sind derzeit ein populärer Forschungsansatz an der Schnittstelle zwischen Wissenschaft und Gesellschaft. Neben vermuteten Potentialen, wie der Erzeugung von Transformationswissen und einem Beitrag zu gesellschaftlichem Wandel, gibt es auch vielfältige offene Fragen, u. a. im Hinblick auf das Verhältnis zu transdisziplinärer Forschung, der Übertragbarkeit des erzeugten Wissens oder der Gestaltung von Experimenten in der "realen Welt". Auch eine breit getragene Definition von Reallaboren existiert derzeit nicht. Dieses Diskussionspapier möchte daher dreierlei leisten: Es beginnt mit dem Herausarbeiten von Reallabor-Merkmalen als a) Beitrag zu Transformationsprozessen, b) Experimenten als zentraler Forschungsmethode, c) Transdisziplinarität als Forschungsmodus, d) dem Ziel der Ausweitung und Übertragung der Ergebnisse und e) Reallaboren als Orten wissenschaftlichen und gesellschaftlichen Lernens. Im Nachgang werden diese Merkmale durch Rückbezug auf die einschlägige Literatur vertieft diskutiert. Abschließend werden mit Reallaboren vergleichbare Forschungsansätze (Sustainable Living Labs, Urban Transition Labs und Niche Experiments) im Hinblick auf ihre Ausgestaltung der fünf herausgearbeiteten Merkmale vorgestellt und Reallabore damit in den internationalen Forschungskontext eingebettet. Das Diskussionspapier will damit Forschenden und Praktiker_innen in Reallaboren eine Orientierung ermöglichen. Die vorgestellten konzeptionellen Überlegungen basieren auf einem thematischen Literatur-Review, ebenso wie Diskussionen mit Reallabor- und Transformationsforschenden in nationalen und internationalen Kontexten. Sie sind im Rahmen der Begleitforschung des Forschungsprojektes "ForReal" zu den Baden-Württembergischen Reallaboren entstanden. Dem Charakter eines Diskussionspapieres entsprechend sind die hier vorstellten Rahmungen zum Reallaboransatz als Angebot zur Diskussion, Erweiterung und Verbesserung zu verstehen.
In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe.
This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking.
The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas:
Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments;
Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges;
Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems.
As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed at fostering research and policymaking to jointly achieve decarbonised energy systems in countries around the world. It convenes leading scientists, practitioners and policymakers and aims at supporting governments in proceeding jointly towards the design and implementation of climate-friendly low carbon societies.
Mit dem Klimaschutz-Teilkonzept Mobilität für die Stadt Wolfsburg wurde eine neue Methode erprobt, mit der sich klimaschutzrelevante Handlungspotenziale an der Schnittstelle von Stadt- und Verkehrsplanung identifizieren lassen. Die Methode erlaubt es, bei der Abschätzung von Potenzialen zur Minderung verkehrsbedingter CO2-Emissionen stadträumliche Gegebenheiten zu erfassen und eine räumliche Differenzierung vorzunehmen. Sie stellt neben den für die Stadt- und Verkehrsplanung schon bestehenden Ansätzen die Analyse von variierenden CO2-Minderungspotenzialen innerhalb der Teilräume einer Stadt in den Vordergrund und ist eine sinnvolle Ergänzung zu den im verkehrsplanerischen Kontext oft angewandten Verkehrssimulationen.
The maritime part of all transport via the port of Rotterdam is linked to the brunt of all CO2 emissions (87 %) the port can potentially influence. This report aims to quantitatively grasp the maritime transport of the Port of Rotterdam, in terms of ships, total tonnages, energy consumption and CO2 emissions in respect to types of cargo and regions.
In the first and broad part of the report, the emissions and energy demands of sailing ships are assessed. Emissions and energy demand for the port itself are subject of a separate part at the end.
Im Verkehrssektor sind die Emissionen in den vergangenen Jahren gestiegen statt gesunken. Schnelle Entscheidungen und innovative Mobilitätskonzepte sind notwendig, damit Städte klimafreundlicher werden können. Haben sich Kommunen aber einmal festgelegt, ist der Umstieg auf einen alternativen Ansatz mitunter schwierig und teuer - es können Pfadabhängigkeiten entstehen. Dabei weiß niemand derzeit genau, welche Technologien sich in den kommenden Jahrzehnten durchsetzen werden. Dies gilt gleichermaßen auch für zahlreiche Bereiche bei der Umsetzung der Energiewende. Die vorliegende Analyse des Akademienprojektes "Energiesysteme der Zukunft" (ESYS) zeigt Strategien für den Umgang mit Pfadabhängigkeiten auf und will damit Politikerinnen und Politiker in ihrem Entscheidungsprozess unterstützen.
Die Autorinnen und Autoren erklären in der Analyse, wie die Entscheidungstheorie Kommunal- und Bundesspolitiker bei der Gestaltung eines zukunftsfähigen Mobilitätssystems und beim Umbau der Energieversorgung helfen kann. Am Beispiel des kommunalen Flottenumbaus wird verdeutlicht, wie sie Lösungen bewusst auswählen und dabei trotzdem flexibel bleiben können.
The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. It analysed progress of national policies by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Analysis of the National Energy Efficiency Action Plans (NEEAPs), the expert survey with input from over 1,100 experts on policy ambition and progress in each Member State, as well as 28 Country Reports have been central elements in EEW3. This paper will present the main conclusions and policy recommendations of EEW3. In doing so, it will first summarise the findings of the document analysis based on the 28 Country Reports, showing developments of energy efficiency policies since the second NEEAP in 2011 in a cross-country overview for six sectors. These findings are then contrasted with the experts' perspective on progress in energy efficiency policies in their countries as collected in the EEW survey. Moreover, ten case studies of good practice energy efficiency policies are shown, three of them will be presented in more detail. The paper ends with key policy conclusions for improving the effectiveness of European energy efficiency policies. A key finding is that policy implementation has improved a lot since 2011 but more is needed to achieve the EED Art. 7 and other targets.
Out of the comfort zone! : Governing the exnovation of unsustainable technologies and practices

Innovations are important for sustainability transformations, yet often prove insufficient for replacing established unsustainable structures. The promotion of renewable energy, for example, has been insufficient for pushing coal out of the energy market. The prevalent "innovation bias" should be overcome by complementing innovation politics and research with a stronger occupation with the purposive termination of unsustainable technologies, products and practices. This article therefore introduces the concept of "exnovation" and discusses the need of, as well as different approaches for, the governance of exnovation processes.
In order to analyse the mid- and long-term impacts of energy related policies, different modelling approaches can be derived. However, the results of even the best energy system model will highly depend on the underlying input data. First, in this contribution the importance and availability issues of grid data in the context of energy system modelling are highlighted. Second, this paper focuses on power grid modelling based on open and publicly available data from OpenStreetMap using open source software tools. Two recent approaches developed to build electrical transmission network models using openly available data sources are presented and discussed. The proposed methods provide transparent assumptions, simplifications and documentation of grid modelling. This results in the ability of scientists and other stakeholders to validate, discuss or reproduce the results of energy system models. Thus the new open approaches offer a unique opportunity to increase transparency, comparability and reproducibility of results in energy system modelling.
Die vorangegangenen Analysen im RESTORE2050 Projekt, die im Rahmen dieses Berichts weitergeführt werden, haben gezeigt, dass der Einsatz von Wasserstoffspeichern zur Residuallastglättung nur bedingt geeignet ist. Zwar bietet die Technologie ein hohes technisches Potenzial hinsichtlich der Speicherkapazitäten und der installierbaren elektrischen Leistungen. Jedoch führt ein systemdienlicher Einsatz, bei dem positive Residuallastspitzen u. a. durch Anheben geringer Residuallasten gesenkt werden, wie er in den Modellrechnungen des RESTORE2050 Projektes implementiert ist, zu einer Absenkung der Deckungsraten von erneuerbaren Energien (EE) im europäischen Stromsystem. Dies ist dadurch begründet, dass die Umwandlung und Speicherung von EE-Strom als Wasserstoff (H2) im Vergleich zu anderen Speichertechnologien hohe Wandlungsverluste sowohl bei der H2-Erzeugung als auch bei der Rückverstromung aufweisen. Daher wird im Rahmen dieses Aufstockungsprojektes (RESTORE2050_plus) untersucht, welchen Beitrag alternative Einsatzstrategien der H2-Speicher zur Minimierung der negativen Residuallast, also potenzielle erneuerbaren Stromüberschüssen, und gleichzeitig zur Erhöhung der EE- Versorgungsanteile leisten kann.
Innerhalb des Projektes NsB-Ress untersuchten Forscherinnen und Forscher eine Konsumform hinsichtlich seiner Ressourceneffizienz- und Diffusionspotenziale, die eine ressourcenschonendere und -effizientere Nutzung natürlicher Ressourcen verspricht. Das Credo: nutzen statt besitzen. Zum Zweck dieser Untersuchung machten sie eine Bestandsaufnahme der aktuell und zukünftig marktrelevanten NsB-Angebote, deren Ressourceneinsparpotenziale im Nachgang analysiert wurden. Durch diese Schritte sollen Erkenntnisse und Aussagen über den möglichen Ressourcenverbrauch und Reboundeffekte möglich werden. Weiterhin wurden Erfolgsfaktoren für die Diffusion von Angeboten identifiziert sowie Einsparpotenziale erschlossen, um auszuloten, wie NsB-Angebote frühzeitig ressourcenleicht gestaltet werden können. Am Ende des Projektes sollen Handlungsempfehlungen für relevante Akteure - also Politik, Wirtschaft sowie Verbraucherinnen und Verbraucher - generiert werden.
Das Projektteam zeichnet in der vorliegenden Broschüre ein differenziertes Bild, das sowohl ökologisch als auch sozial wünschenswerte und förderungswürdige NsB-Angebote aufzeigt, aber auch diejenigen benennt, die mit Reboundeffekten verbunden sein können und deshalb einer politischen Rahmensetzung bedürfen.
Energy efficiency improvements have numerous benefits/impacts additional to energy and greenhouse gas savings, as has been shown and analysed e.g. in the 2014 IEA Report on "Multiple Benefits of Energy Efficiency". This paper presents the Horizon 2020-project COMBI ("Calculating and Operationalising the Multiple Benefits of Energy Efficiency in Europe"), aiming at calculating the energy and non-energy impacts that a realisation of the EU energy efficiency potential would have in 2030. The project covers the most relevant technical energy efficiency improvement actions and estimates impacts of reduced air pollution (and its effects on human health, eco-systems/crops, buildings), improved social welfare (incl. disposable income, comfort, health, productivity), saved biotic and abiotic resources, and energy system, energy security, and the macroeconomy (employment, economic growth and public budget). This paper explains how the COMBI energy savings potential in the EU 2030 is being modelled and how multiple impacts are assessed. We outline main challenges with the quantification (choice of baseline scenario, additionality of savings and impacts, context dependency and distributional issues) as well as with the aggregation of impacts (e.g. interactions and overlaps) and how the project deals with them. As research is still ongoing, this paper only gives a first impression of the order of magnitude for additional multiple impacts of energy efficiency improvements may have in Europe, where this is available to date. The paper is intended to stimulate discussion and receive feedback from the academic community on quantification approaches followed by the project.
Die meisten Konzessionsverträge für Strom und Gas auf der örtlichen Verteilnetzebene sind zwischen 2005 und 2016 ausgelaufen. Viele Gemeinden in Deutschland haben dies als Chance verstanden, um mit der Gründung eigener Stadtwerke die örtliche Energieversorgung stärker selbst gestalten zu können. Bei diesem Trend zur Rekommunalisierung waren Städte und Gemeinden mit unter 25.000 Einwohnern besonders stark beteiligt. Im Folgenden sollen die verschiedenen Aspekte der Rekommunalisierung näher betrachtet werden.
A case study in the rural area of South Westphalia, Germany, showed the importance of independent intermediaries to support the development and implementation of sustainable energy and efficiency projects. The idea behind the project "Dorf ist Energie(klug)" (Village is Energy(smart)) was to foster, accompany, and support energy and efficiency projects in villages from the first idea to final implementation. Therefore, the South Westphalia Agency as independent intermediary initiated an application process in which villages could apply with their innovative energy and efficiency project ideas. During the following process the chosen "coaching villages" benefitted from the consultation of teams of thematic experts. Villages with less developed projects were supported through idea workshops with experts and study visits.
The accompanying scientific study evaluated the overall process focussing on the transferability, the sustainability and the quality of the process. Furthermore, a self evaluation tool for (energy) projects in villages was developed and tested in two of the participating coaching villages.
The paper gives a short insight into the project "Dorf ist Energie(klug)". It presents the methodology of the accompanying study and the results with a special focus on the role of the South Westphalia Agency as independent intermediary. Finally, it discusses the transferability and sustainability of the project.
Der vorliegende Beitrag beschäftigt sich mit der Rolle dezentraler Akteure bei der Transformation des deutschen Energiesystems. Er betrachtet die Energiewende als ein gesellschaftspolitisches, technisches, soziales und ökologisches Leitprojekt für eine "Große Transformation". Die sozio-technische Hypothese dabei ist, dass (weltweit?) ein Trend zur "Re-Vergesellschaftung" der Energieerzeugung und nutzung auf modernstem technischen Niveau stattfindet in Verbindung mit einer regionalen und überregionalen Netzstruktur und (teilweise) auch großtechnischer erneuerbarer Stromerzeugung (z. B. Windkraftparks). Um den notwendigen massiven Ausbau erneuerbarer Stromerzeugung für die Dekarbonisierung von Gebäuden und Verkehr so gering wie möglich zu halten (Akzeptanz, Kosten), werden Energie/Stromeffizienz und die Begrenzung von Rebound Effekten (z. B. Lebensstiländerungen; nachhaltigere Produktions- und Konsummuster) zum Imperativ.
Transitions towards sustainability are urgently needed to address the interconnected challenges of economic development, ecological integrity, and social justice, from local to global scales. Around the world, collaborative science-society initiatives are forming to conduct experiments in support of sustainability transitions. Such experiments, if carefully designed, provide significant learning opportunities for making progress on transition efforts. Yet, there is no broadly applicable evaluative scheme available to capture this critical information across a large number of cases, and to guide the design of transition experiments. To address this gap, the article develops such a scheme, in a tentative form, drawing on evaluative research and sustainability transitions scholarship, alongside insights from empirical cases. We critically discuss the scheme's key features of being generic, comprehensive, operational, and formative. Furthermore, we invite scholars and practitioners to apply, reflect and further develop the proposed tentative scheme - making evaluation and experiments objects of learning.
Das Ziel der Studie erschließt sich aus der Idee, eine Übersicht über den Stand der Erkenntnisse in den Bereichen Ressourcenkonsum (t) und Ausgaben (€) sowie Zeitverwendung (h) mit Bezug auf Typologien (Wohnen, Mobilität, Ernährung) zu erhalten. Darauf basierend wurden Transitionlandkarten entwickelt, die eine offene Erschließung von Pfadveränderungen und Lösungswegen für nachhaltigere Konsumentscheidungen und Lebensstilveränderungen ermöglichen.
Eine besondere Herausforderung für die Wärmewende stellen leitungsgebundene Wärmeversorgungsstrukturen dar. Aufgrund ihrer hohen Kapitalbindung bei gleichzeitig hoher Lebensdauer müssen hier frühzeitig die richtigen Weichen in Richtung Energiewende gestellt werden. Eine Vielzahl von Akteuren, Stadtwerken und Energieversorgern, über Planer und Handwerker bis hin zur Immobilienwirtschaft stehen vor der Schwierigkeit, einen langfristig kompatiblen Pfad in Richtung Klimaschutz und Energiewende einzuleiten. Vor diesem Hintergrund sollen in diesem Artikel aus technologischer Sicht Optionen aus dem Themenfeld "LowEx und gekoppelte Wärmeversorgungsstrukturen" näher betrachtet werden.
Die deutschen Braun- und Steinkohlekraftwerke produzieren 40 % des deutschen Stroms - sind aber für 80 % der Treibhausgasemissionen in diesem Sektor verantwortlich. Ein sukzessiver Ausstieg aus der Kohleverstromung kann daher einen entscheidenden Beitrag leisten, die deutschen Klimaziele zu erreichen und den Pfad zur Einhaltung der Klimaziele von Paris offen zu halten. Vor diesem Hintergrund hat sich in den letzten Jahren in Deutschland eine Debatte um einen möglichen nationalen Kohleausstieg entsponnen.
Der Naturschutzbund Deutschland (NABU) hat das Wuppertal Institut daher beauftragt, zentrale wissenschaftliche Studien und politische Positionspapiere zum Thema Kohleausstieg zu analysieren. In der nun vorliegenden Metastudie fassen die Autoren den aktuellen Diskussionsstand zu wichtigen Eckpfeilern eines beschleunigten Kohleausstiegs in Deutschland zusammen. Analysiert wurden insbesondere Aussagen zur klimapolitischen Notwendigkeit und zur energiewirtschaftlichen Machbarkeit unterschiedlicher Zeithorizonte eines Kohleausstiegs sowie Optionen für eine sozialverträgliche Gestaltung des damit einhergehenden Strukturwandels.
The transformation processes towards a sustainable development are complex. How can science contribute towards new solutions and ideas leading to change in practice? The authors of this book discuss these questions along the energy transition in the building sector.
A transformative research that leaves the neutral observer position needs appropriate concepts and methods: how can knowledge from different disciplines and from practice be integrated in order to be able to explain and understand complex circumstances and interrelations? What role do complex (agent-based) models and experiments play in this respect? Which mix of methods is required in transformative science in order to actively support the actors in transformation processes?
Theses questions are illustrated by the example of the BMBF funded project "EnerTransRuhr".

Combating climate change requires a fundamental simultaneous transformation of various sectoral systems that are key to the functioning of our economies and societies, such as energy, industry, transport, housing, and agriculture. This report by the COP21 RIPPLES project examines sector-specific challenges to decarbonisation and what contribution international governance could make to overcoming these challenges.
Taking a sectoral perspective, the report identifies the key governance challenges that exist internationally towards the deep transformations required, and specifies the resulting key governance functions to be fulfilled by means of international cooperation/international institutions.
To this end, the report first clarifies a number of key concepts, including international (climate) governance, international and transnational institutions, institutional complexes and poly-centricity. It then derives a number of functions that international institutions can fulfil from the relevant literature: providing guidance and signals, setting rules, providing transparency and accountability, providing capacity building, technology and finance, and facilitating knowledge and learning. This is the basis for an investigation into the key governance challenges and the potential of international governance in 14 key sectoral systems.
Facing an ever-increasing global consumption of natural resources and related environmental as well as socioeconomic challenges, the transition towards a circular economy will be of crucial importance. The issue is high on the political agenda, especially since the European Commission published its Circular Economy Action Plan in December 2015. Apparently different stakeholders have very different perceptions of the concept as well as different expectations for its implementation. During a workshop series by the Friedrich Ebert Stiftung, experts from policy, science, administration, industry and unions discussed key issues for the circular economy: What's the status quo in Germany? How can the circular economy be implemented in a comprehensive and efficient way? Which instruments are available? Is the legal framework on EU and national level sufficient for the evolvement of a circular economy? What is the role of the consumer? What are the economic potentials especially with regard to job creation? How can research and innovation policy contribute to this process? This paper aims to summarise the different discussions.

Les religions se sont exprimées en termes choisis sur la question du changement climatique et ont émis des signaux d'alarme, les plus sérieux soulignant la menace que le réchauffement de la planète fait planer, non seulement sur la nature, mais aussi sur la cohabitation des etres humains. Elles ont par exemple mis l'accent sur la "vulnérabilité des pauvres" ("Islam Declaration"), la "souffrance de tous les etres vivants" (bouddhisme), la " dette écologique" (pape Francois) et la "justice climatique" (Conseil oecuménique des églises). De plus, de nombreuses ONG ont fait leur ce dernier mot d'ordre ; la "justice climatique" est devenue dans les années 2000 le slogan clamé haut et fort par la société civile accompagnant la politique climatique internationale jusqu'ici. Mais qu'en estil de cette justice? Comment le débat sur le climat se modifie-t-il dans la perspective de la justice? Et quelles sont les conséquences pour la politique de développement?
Sustainable out-of-home nutrition can help achieve overarching sustainability goals through a transformation in demands of consumers in this growing market. Studies indicate that individual food choice behaviours in out-of-home settings relate to a wide set of personal, social and situational factors. These factors can be influenced by various intervention strategies. In an expert meeting and a focus group we invited caterers and consumers to generate, discuss and evaluate various practical intervention ideas. Both parties largely perceive the explored ideas as useful and agree on key intervention ideas. Overall caterers and consumers state to prefer nudging strategies over information and participation interventions.
Dass alle Welt auf den US-Präsidenten und sein populistisches Nein zum Klimaabkommen von Paris schaut, wird den Erfordernissen der internationalen Klimapolitik nicht gerecht. Wir sollten jetzt eher so handeln, als ob es die USA gar nicht gäbe. Es ist jedenfalls höchste Zeit, innerhalb und außerhalb der internationalen Verträge neue Allianzen der Vernunft zu bilden.
On 8 November 2016, Donald Trump was elected to become the 45th President of the United States of America. In his campaign, he repeatedly expressed his intention to "cancel the Paris Agreement". How can the course set with the adoption of the Paris Agreement be continued independently of the developments in the US? Lukas Hermwille and Wolfgang Obergassel sketch possible consequences of the sea change of US climate policy for the international negotiation process and identify options for a "Trump-resilient" way forward.
Für die Energiewende in Deutschland ist zeitnah ein nennenswerter Ausbau der Stromnetze auf Transport- und Verteilnetzebene erforderlich. Mittel- bis langfristig werden für die Umstellung der Strom- und Energieversorgung auf erneuerbaren Energien (EE) zusätzlich große Speicherkapazitäten benötigt. Dabei sind kostengünstige und mit minimalen Energieverlusten verbundene Speicher- und Erzeugungstechnologien anzustreben. Lösungsansätze dafür werden bisher überwiegend auf der Stromseite diskutiert. Chancen, die sich aus der Kopplung von Strom- und Gasnetzen ergeben, werden kaum wahrgenommen. Das erhebliche Lösungspotential der vorhandenen Gasinfrastruktur und -Anwendungstechnologien mittels Power-to-Gas sowie die damit verbundenen Auswirkungen auf eine nachhaltige Gestaltung der Energiewende finden zu wenig Beachtung.
Vor diesem Hintergrund hatte das Forschungsvorhaben "Integration fluktuierender erneuerbarer Energien durch konvergente Nutzung von Strom und Gasnetzen - Konvergenz Strom- und Gasnetze" zum Ziel, unter Berücksichtigung der Kopplung von Strom- und Gasnetzen, (1) die Potenziale zur Aufnahme, Speicherung und Verteilung von EE zu bestimmen, (2) die dynamischen Energieströme aus Angebot und Nachfrage in der gesamten Energieversorgungsstruktur zu modellieren, (3) die Kopplung volkswirtschaftlich zu analysieren und (4) Handlungsempfehlungen für den Ausbau der Netzinfrastrukturen und die Entwicklung eines zukünftigen Energiemarktes abzuleiten.
Vielfältige Einflüsse wirken auf die Energie- und Wasserversorgung ein, auch aus Faktoren resultierend, die nicht mit dem Klimawandel zusammenhängen. Es besteht damit zum einen die Herausforderung, die Folgen des Klimawandels unter den allgemeinen Bedingungen gesellschaftlicher Transformation modellhaft zu erfassen. Die Produktions- und Versorgungssysteme in Deutschland müssen sich langfristig an die Folgen des Klimawandels anpassen. Das Kapitel thematisiert deshalb zum anderen die Verletzlichkeit von Energiesystem und Wasserinfrastruktur und stellt dar, wie sie in unterschiedlichen Szenarien berechnet werden kann. Die Ergebnisse dieser unterschiedlichen Szenariorechenläufe setzen einen Rahmen, der die vielfältigen Anpassungserfordernisse aufzeigt. Wenn die Versorgung in Zukunft sicher und effizient sein soll, sind darüber hinaus auch die anderen, nichtklimatischen Einflussfaktoren zu berücksichtigen.
The article gives insights into the implementation process of sustainable management strategies in the food service sector. Furthermore, the normative requirements for sustainability in form of a mission statement, called "sustainable food services" are presented. The authors perceive this mission statement as a means to transfer current political demands (as in the SDG of the UN) into the sector.
