The contribution of natural resources and ecosystems to economic processes still remains under-assessed by market evaluation and productivity analysis. Following the historical lines of the classical productivity debate ranging from the French Physiocrats to early neoclassical growth theories, the productivity concept underwent a gradual transformation from its previous understanding based on natural resources and other environmental factors to its contemporary narrow notion. This paper claims that the course of the classical debate has shaped the scope of predominant contemporary analysis. Except for some very recent findings, multifactor productivity largely focusses on a two-factor model. Material Flow Analysis (MFA) provides a useful step for widening the measurement and notion of productivity.
During the UNCED conference in Rio de Janeiro 1992 unsustainable consumption and production patterns were identified as one of the key driving forces behind the unsustainable development of the world (Agenda 21, chapter 4). These consumption and production patterns are based on the European model of industrialisation, spread around the globe in the age of colonisation and brought to extremes by the upper-class of industrialised societies, in particular in the United States, but also in a number of countries in the South. Therefore, all states of the world share the task of developing sustainable consumption and production patterns, while particular responsibility rests with the industrialised nations of Europe, North America and Japan. They, and the thriving but small rich elite in the transition countries and in the South, form a global consumer society, with shared products, lifestyles and aspirations. As it is essential to support the transition towards sustainable development by providing the proper information in an operational manner, the UNCED conference has called for the development of suitable means of information, and in particular for the development of sustainability indicators applicable throughout the world (Agenda 21, chapter 40). The UNDESA set of indicators for changing consumption and production patterns offers helpful advice in this regard but still lacks the theoretical underpinning needed to consistently complete it by defining the few still missing indicators. This paper undertakes to suggest such a methodology based on the environmental space concept. It derives a set of science based indicators from this approach which are easily applicable in everyday life and analyses the environmental relevance of the consumption clusters chosen for analysis as well as the relevance of the phenomena characterised by the indicators suggested. As households are just one actor in the field of consumption, a qualitative assessment of influences is performed and the result depicting the key actors for each environmentally relevant consumption cluster is presented as an actor matrix.
The article analyses Japanese approaches to dealing with eco-efficiency from an institutional perspective. Our main outlook is that though promising attempts have been made despite the overall economic crisis, a better horizontal coordination among both administrations and businesses is required. The governance processes can be analysed following approaches developed by New Institutional Economics and related policy analysis. The paper is divided into three sections. The first introduces the concept of eco-efficiency and explains the demand for regulatory policies from theories of market failures; the paper argues in favour of innovationoriented regulation. The second examines how a nation's institutional capabilities influence knowledge generation towards new solutions that sell on the markets; the "capacity-building approach" as developed by Martin Jänicke is explicitly discussed. The third section discusses contemporary Japanese policies with regard to waste, energy and material flows both on the governmental and the business level. It explains how European approaches diffuse and merge with domestic Japanese institutions. However, governance of eco-efficiency is expected to continue to differ due to ongoing national differences and specific conditions of knowledge creation.

A cognitive perspective derives from recent research on simple heuristics and context-based rationality; it is proposed that those recent findings can serve to analyse decision-making of individual actors or firms and, thus, should complement economic analysis. A second proposition is that eco-efficiency and normative rules such as a Factor Four strongly rely upon institutions, i.e. the ability of institutions to evolve over time and the development of those institutions that are most appropriate to enhance technological change. In this regard, business institutions and competition are crucial, but regulatory needs remain in order to safeguard continuity of knowledge creation. The framework allows for an analysis why overall adoption of eco-efficiency still can be considered relatively slow and why some markets and firms are far ahead. As a brief case study the article reflects upon German waste law’s ability to enhance eco-efficiency.

The paper explores a framework for analysing governance towards sustainable development. Departing from the thesis about a possible positive role for corporate action, it refers to recent theorizing about both market and government failures. Discussing externalities, public goods, information and adaptation deficits, as well as bureaucracies' self-interest, corruption and capture of the regulator, the paper stresses the importance of governance aiming at synergies between corporate and political governance. Concerning framework conditions, it outlines principles of regulated self-regulation. Following the thesis about a positive role, the paper adds recent insights about theories of the knowledge-based firm, which help to analyse market evolution. In this context, it outlines the concept of "responsible corporate governance". Because governance involves actors in their daily operations and certainly goes beyond setting a frame, the paper finally discusses innovation-inducing regulation, serving complementary functions to a framework and business operations. The conclusion is drawn that governments' main function is to facilitate learning processes, thus departing from states' function as known from welfare economics. Thus, governance will have to be explored as collective learning, involving business, governments, and civil societies’ actors.
The first Meeting of the Parties to the Kyoto Protocol (MOP 1) took place from 28 November to 10 December 2005 in Montreal, in conjunction with the eleventh meeting of the Conference of the Parties to the Framework Convention on Climate Change (COP 11). This meeting signifies a successful start into a new era of international climate policy: The Kyoto Protocol, which in the past had been sometimes declared as being dead, has become operational.
The challenges of the meeting were framed along the "Three Is", Implementation, Improvement and Innovation. The first challenge (Implementation) entailed in particular the adoption of the Marrakesh Accords, the agreements reached at COP 7 in Marrakesh that set out the detailed rules for making the Kyoto Protocol operational. The second challenge (Improvement) referred to improving the work of the Framework Convention and the Kyoto Protocol in the near future. The third and most important challenge (Innovation) referred to the further evolution of the regime.
This article by Bettina Wittneben, Wolfgang Sterk, Hermann E. Ott und Bernd Brouns provides an account of the main developments in Montreal along the lines of the "Three Is". The paper concludes with an assessment and outlook on international climate policy.
Additional binding reduction targets for greenhouse gases are necessary and they must also apply to important developing and transition countries. So far, these countries have been treated as a uniform group. In future, different rules will have to be used according to varying capabilities and different exposures to risk. A team of 14 researchers from
rich and poor countries puts forward proposals on how to proceed.
In 2005 two very important milestones of international climate policy were reached: The entry into force of the Kyoto Protocol and the installation of a European wide emissions trading system. In Germany, the publication of the fifth report of the inter-ministerial working group on climate policy was published with an evaluation of climate protection policies. In 2004 the Japanese climate protection policy was fully revised so that Japan will also bring forth important developments in this area. The traditional close cooperation in this area between Japan and Germany, must now result in more concrete projects to keep this dynamic going well into the future. There is much potential to achieve a lot.
Within the unique framework of the Germany in Japan Year 2005-2006, the German Ministry for the Environment, the Ministry for Innovation of Northrhine-Westfalia, together with the Institute for Global Environmental Strategies (Japan) and the Wuppertal Institute (Germany) put together a two day event in Tokyo comprising an experts workshop and a one day conference.
At the conference, experts and practitioners of the German government, the states, the private sector and environmental organisations from Germany and Europe presented the decisive factors for success as well as the difficulties encountered namely in introducing an eco-tax and the Emissions Trading Scheme. Japanese experts and practitioners reported on Japanese approaches and reviewed the German/European experiences in light of the Japanese situation. At the expert workshop, researchers and decision makers discussed the experiences with policy dialogues and stakeholder involvement. They assessed the transferability of German/European experiences into the Japanese context and the broader inclusion of civil society into the governmental decision making process, that is so say, the opportunities in co-operating with politics, private sector and environmental organisations. This report documents the events and highlights the most outstanding conclusions and ideas for further cooperation in the future.
Der Verkehrssektor ist keineswegs der einzige, jedoch ein wesentlicher Verursacher der Klimaprobleme. Der Automobilverkehr als traditioneller Hauptbelaster im Verkehrsbereich zeigt zwar vergleichsweise positive Tendenzen, trotzdem ist auch hier noch erheblicher weiterer Handlungsbedarf gegeben. Das Wuppertal Institut hat hier in übersichtlicher und systematischer Form Stand und Perspektiven zusammengetragen. Nach einer ausführlichen Einbettung in den Klimadiskurs erfolgt die schrittweise Konzentration auf den PKW-Verkehr Deutschlands. Für diesen Bereich werden im Detail die denkbaren technischen Ansätze und die möglichen Umsetzungsmaßnahmen erörtert.
Was wird dann aus der Wirtschaft? : Über Suffizienz, Wirtschaftswachstum und Arbeitslosigkeit

In einer Situation, in der das Wirtschaftswachstum als eine der wichtigsten Aufgaben dieser Gesellschaft gilt und als eines der entscheidenden Mittel zur Minderung der Arbeitslosigkeit angesehen wird, gerät Suffizienz, die sich für eine maßvolle Nutzung der Ressourcen und ein anderes Verständnis von Wohlstand einsetzt, leicht in den Ruf ökonomischer und sozialer Unverträglichkeit. Dieser Verdacht ist unberechtigt. Einmal ist in entwickelten Industriegesellschaften nur noch mit einem bescheidenen Wirtschaftswachstum zu rechnen, das kaum neue Arbeit schaffen wird. Dann wird zu zeigen sein, dass ein an Suffizienz orientiertes Wirtschaften nicht nur Ressourcen schont sondern auch neue Erwerbsarbeit ermöglicht. Hohe Arbeitslosigkeit lässt sich darüber hinaus auch durch kluge Sozial- und Arbeitsmarktpolitik vermindern. Zu überwinden ist sie nur, wenn die Erwerbsarbeit geteilt wird.
At the time of the Rio Conference, it had already become clear that climate change is far from being just an ecological issue; it is also an issue of equity. In particular, climate change was identified as an issue of intergenerational equity. It became ominously clear to observers that global warming, since it modifies important parameters of the ecology of the planet, such as sea levels or weather patterns, will affect the relations between present and future generations. Today's generation, by filling up the absorptive capacity of the atmosphere, lives at the expense of tomorrow's generation. At the same time, it came to the fore that the use of fossil fuels not only affects inter-generational equity, but also intra-generational equity, i.e., the relations between nations and social groups within a generation. Who will be allowed to reap the benefits from fossil fuel combustion? Who will have to carry the burden of emission abatement? Equity within a generation has at least two dimensions (Wuppertal Institute, 2005). First, it implies the fair distribution of burdens and benefits of fossil fuel use among nations. Secondly, however, it also implies the universal protection of human dignity by securing the fundamental rights of every human person to water, food, housing, and health. The article will focus on the latter dimension; it will explore the links between human rights and climate change, without, however, losing sight of the broader framework of equity in climate politics.

und Obdachlosigkeit. Der Klimawandel verschärft die sozialen Krisen. Der Streit um Emissionsrechte wird für viele Menschen zur Überlebensfrage. Die meisten Länder verfolgen hingegen vor allem nationale Wirtschaftsinteressen. Die Klimadiplomatie steckt in der Sackgasse.
Die Zahl der regionalen Handelsabkommen ist in den letzten Jahren stark gestiegen. Gleichzeitig steht die Handelsliberalisierung verstärkt in der Kritik der Öffentlichkeit, die sich gegen Umweltschäden und soziale Ungerechtigkeit als Ergebnis der Abkommen wendet. Das Instrument der Folgenabschätzungen soll dazu beitragen, die Auswirkungen von Handelsabkommen zu ermitteln. Das Paper gibt auf der Basis der EU-Nachhaltigkeitsprüfung und der NAFTA-Umweltprüfung einen Einblick in den Analyserahmen, in die Partizipationsmöglichkeiten sowie in den politischen Rückhalt des Instruments. An den Beispielen werden die Einflussmöglichkeiten von Folgenabschätzungen auf die Gestaltung des Welthandels diskutiert.
Das Paper untersucht, inwiefern die Kooperation mit Stakeholdern in globalen Wertschöpfungsketten dazu beitragen kann, dass globalisierte Produktion ökologischer und vor allem fairer gestaltet werden kann. Am Beispiel zweier Initiativen aus dem Bekleidungssektor, der Multi-Stakeholder Initiative "Fair Wear Foundation" und der Business Initiative "Business for Social Compliance Initiative", werden verschiedene Ansätze auf ihren Beitrag hin verglichen.
Öko-faire Preise im Welthandelsregime : Wasser - natürliche Ressource, Handelsware und Menschenrecht

Preise für natürliche Ressourcen stehen im Spannungsverhältnis zwischen Ökologie und Fairness. So dient die Einführung und Erhöhung von Preisen auf der einen Seite dem Schutz der Umwelt, weil sie die Ressourcennachfrage verringern. Auf der anderen Seite drohen sie, arme Bevölkerungsgruppen von der Nutzung lebenswichtiger Güter wie Wasser auszuschließen. Mit diesem vermeintlichen Antagonismus beschäftigt sich dieses Paper und zeigt, wie Preise fair und sozial verträglich gestaltet werden können.
Die steigende Inanspruchnahme der Natur durch die Menschen und die immensen Gegensätze zwischen Arm und Reich sind zentrale Herausforderungen unserer Zeit. In diesem Beitrag wird globale Dematerialisierung, also die Minderung des weltweiten Ressourcenverbrauchs, als das zentrale Ziel gesehen und aufgezeigt, wie Handel zu diesem Ziel beitragen kann. Handelsinduzierte Umverteilungen von Ressourceninanspruchnahmen - Nutzen, Belastungen sowie Kompensationen - werden unter dem Blickpunkt internationaler Ressourcengerechtigkeit thematisiert. Es werden drei Kriterien abgeleitet, die ein alternatives Handelssystem regeln könnten und mit denen bereits heute bewertet werden kann, inwiefern der internationale Handel zur globalen Dematerialisierung und ressourcengerechteren Verteilung zwischen Armen und Reichen beiträgt.
Wie lassen sich Wertschöpfungsketten im Zeitalter der Globalisierung ökologisch und fair gestalten? Konventioneller Kaffeeanbau führt gegenwärtig zu ökologischen und sozialen Problemen. Inwieweit kann Produktion und Vermarktung von Qualitätskaffee eine Alternative für Erzeuger und Verbraucher bieten? Aus den Erfahrungen kolumbianischer Kleinbauernorganisationen leiten sich Möglichkeiten und Grenzen dieses Ansatzes ab.
Biologische Vielfalt und Saatgut sind seit einigen Jahren umkämpfte Ressourcen; geistige Eigentumsrechte wie Patente oder Sortenschutzrechte sind Instrumente, mit denen versucht wird, die Vielfalt Inwertzusetzen. Doch dies ist weder ökologisch sinnvoll noch sozial gerecht. In dem Paper werden die Folgen geistiger Eigentumsrechte an genetischen Ressourcen aufgezeigt und die Dichotomie zwischen Gesellschaft und Natur überwunden. Anhand der Konzepte der ökologischen Gerechtigkeit sowie des Environmental Justice Movement werden Möglichkeiten aufgezeigt, den Umgang mit genetischen Ressourcen gestalten zu können.

The United Nations climate change conference in Nairobi came at the end of a year where public awareness of climate change had reached unprecedented heights. Nonetheless, the conference proceeded with its usual diplomatic ritual, apparently unaffected by time pressure. While it did see some progress on important issues for developing countries such as the Adaptation Fund, the Nairobi Work Programme on Impacts, Vulnerability, and Adaptation to Climate Change, and the Clean Development Mechanism (CDM), on questions regarding the future of the regime it proved to be at best a confidence-building session that served to hear further views. More serious work on the future of the regime must therefore be expected of the next Conferences of the Parties.

National welfare is no longer an effective frame of reference for enlightened foreign policy. Policy consideration must encompass the common welfare of a world society. Environmental and resource crises are inextricably tied to security and justice. Sixty years after the founding of the United Nations there should be a new effort to establish a genuinely sustainable global order - a "San Francisco 2.0".
In less than ten years, emissions trading has forged ahead as a climate policy instrument - from the setting of the agenda through the formulation of policy to the stage of implementation. This has happened at several policy levels: on the one hand, as international emissions trading in the framework of the Kyoto Protocol, and on the other hand as emissions trading for energy-intensive companies within the European Union. Not only because of the speed of the process, but also because emissions trading is generally being perceived as an effective means to avoid greenhouse gas emissions, ist introduction is mostly regarded as a success story. This claim is here critically examined with the help of a number of theoretical hypotheses borrowed from the field of multilevel governance research. The theoretical discussion is woven into a detailed descriptive-analytic account of the introduction of emissions trading, bringing out the most important players, conflicts and milestones in the process. What were the consequences of this rapid introduction for the interdependence of players and institutions in the multi-level policy system? To what extent was it accompanied with a transfer of authority from national governments to supranational or international institutions? Can we speak here of a further loss of sovereignty by national states in the age of globalisation? And has the introduction of emissions trading, as a new generation of climate policy instruments, brought about institutional changes in negotiation patternsand decision-making processes? This set of questions is being derived from the concept of multi-level governance which serves as the framework of analysis of this paper and is then being used to analyse fifteen theses in order to explain the complexity of the introduction of emissions trading and highlight problems and deficits in the negotiating processes. The aim of the paper is to give a answer to the question of whether the meteoric rise of the policy instrument may be described as a "success story".
Deutschlands Vorreiterrolle auf dem Prüfstand : wie schützen wir die Menschenrechte im Treibhaus?

Dieses Papier diskutiert das System der Lastenverteilung des Greenhouse Development Rights-Modells. Nach dem Modell müssen alle Länder einen Beitrag zum Klimaschutz leisten. Aber den wohlhabenden und emissionsintensiven Ländern wird ein überproportional hohes Minderungsziel abverlangt, damit die Länder des Südens einer nachhaltigen Entwicklung den Vorrang geben können. Deutschland müsste bis zum Jahre 2020 anstelle der von der Bundesregierung offiziell angestrebten 40 Prozent eine Verpflichtung zu 84 Prozent Treibhausgasminderung übernehmen. Dieses ambitionierte Ziel kann nicht nur innerhalb Deutschlands erreicht werden. Zusätzlich zu den 40 Prozent Emissionsminderung, die auf nationaler Ebene angestrebt sind, müsste die Bundesregierung weitere gut 40 Prozent Emissionsminderung in anderen Ländern realisieren. Dafür muss Deutschland intensiv mit Schwellen- und Entwicklungsländern kooperieren, zum Beispiel über umfassende Finanztransfers sowie eine Initiative für eine groß angelegte Nord-Süd-Technologieallianz. Dadurch könnte die Bundesregierung ihrem Anspruch, eine gerechtigkeitsfähige Vorreiterrolle beim Klimaschutz wahrzunehmen, eine neue Dimension verleihen.
Dieses Papier gibt einen Überblick über die verschiedenen Formen der Technologiekooperation und prüft ihre Verwendbarkeit für die internationalen post-2012-Klimaverhandlungen. Es plädiert für einen umfassenden Ansatz unter Einbeziehung aller Elemente, also des gemeinsamen RD&D, der gemeinsamen Standardsetzung und der Finanzierung neuer Technologien. Die Vor- und Nachteile eines separaten Technologieprotokolls werden abgewogen - wobei die Nachteile überwiegen. Abschließend wird, unter Verweis auf die Verhandlungen in Bali, die Gründung einer Technologieallianz für Klimaschutz mit den Entwicklungs- und insbesondere den Schwellenländern empfohlen. Dies würde die post-2012-Verhandlungen entscheidend voranbringen, die diplomatische und technologische Zusammenarbeit mit den aufstrebenden Schwellenländern stärken und die Führungsrolle der Europäischen Union in der Klimapolitik - aber nicht nur dort - festigen.
The international climate negotiations have seen endless struggles between countries from South and North for almost 17 years, ever since the initiation of negotiations by the International Negotiation Committee (INC) for the United Nations Framework Convention on Climate Change (UNFCCC). The 13th meeting of the Conference of the Parties to the UNFCCC and the 3rd meeting of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP 13 / CMP 3) held in Bali in December 2007 (the Bali conference) could mark the beginning of a rapprochement. Parties agreed on initiating a new "Ad-hoc working group on Long-Term Cooperative Action under the Convention" (AWG-LCA) that aims to negotiate a post-2012 agreement with participation of all parties, including the US and developing countries, by the end of 2009 at COP 15 / CMP 5 in Copenhagen. This article examines the outcomes of the Bali conference, focussing on the negotiations regarding post-2012, flexible mechanisms, financial mechanisms, technology transfer and deforestation. Finally, the article concludes that the Bali Conference saw a significant shift in the battle lines, a rearrangement of positions and alliances that might well announce a decisive new era in global climate policy and provides a real chance to agree on an effective and workable post-2012 agreement in Copenhagen.
What is the significance of the 2007 United Nations Climate Change Conference in Bali? The formal outcomes, especially the "Bali Action Plan", are described and commented on, along with the challenges for negotiating a post-2012 agreement in Copenhagen during 2008 and 2009. The article concludes that the outcome of the Bali meeting is insufficient when compared to the nature of the challenge posed by climate change. However, it can nevertheless be considered a success in terms of "Realpolitik" in paving the way for the negotiations ahead, because some real changes have been discerned in the political landscape. The challenges for the road towards Copenhagen are manifold: the sheer volume and complexity of the issues and the far-reaching nature of decisions such as differentiation between non-Annex I countries pose significant challenges in themselves, while the dependency on the electoral process in the USA introduces a high element of risk into the whole process. The emergence of social justice as an issue turns climate policy into an endeavour to improve the world at large - thereby adding to the complexity. And, finally, the biggest challenge is the recognition that the climate problem requires a global solution, that Annex I and non-Annex I countries are mutually dependent on each other and that only cooperation regarding technology in combination with significant financial support will provide the chance to successfully tackle climate change.
Dieses Wuppertal Paper richtet sich an die interessierte Öffentlichkeit sowie an Produzenten und Dienstleister, die zur Anpassung an den Klimawandel beitragen können. Es gibt zunächst einen Überblick zur Problematik des Klimawandels und über die voraussichtlichen Schäden bzw. die Kosten der Anpassung. Die Autoren beschreiben sodann die Auswirkungen auf klimasensible Wirtschaftsbereiche und skizzieren schließlich die Chancen, die sich für die Unternehmen aus der zukünftig notwendigen Anpassung in vielen vom Klimawandel betroffenen Bereichen bieten. Fazit: Der Erfolg bei der Anpassung der bestehenden Produkte sowie bei der Gestaltung neuer Produkte an den Klimawandel wird auch maßgeblich über die künftigen Marktchancen von vielen Unternehmen in Deutschland und darüber hinaus entscheiden.
Aufgrund der asymmetrischen Struktur von Ursache und Wirkung (historische Hauptverursacher im Norden, besondere Verwundbarkeit des Südens) und aufgrund der schnell aufholenden Entwicklung der Schwellenländer sind vor allem die Nord-Süd-Beziehungen ein entscheidender Faktor bei der Bewältigung des Klimaproblems. Die "alten", traditionellen Industriestaaten werden die sich industrialisierenden Staaten des Südens nur dann zu eigenen Minderungsleistungen bewegen können, wenn sie - neben eigenen ambitionierten Reduktionen - auch in hohem Maße die Minderungsmaßnahmen im Süden finanzieren und die ärmeren Staaten bei der Anpassung unterstützen. Technologische Unterstützung und Finanzierung sind deshalb bei der internationalen Klimakonferenz (COP13) in Bali im Jahr 2007 zu einem Kernprojekt für die post-2012-Verhandlungen geworden.
Selbst konservative Schätzungen rechnen mit mehreren Dutzend Milliarden US-Dollar für die Minderung des Treibhausgasausstoßes und für Anpassungsmaßnahmen pro Jahr. Es ist daher nötig, bei der Finanzierung der Bekämpfung des Klimawandels nicht allein auf staatliche Mittel zu setzen, sondern auch private Mittel verstärkt mit einzubeziehen.
Diese Kurzstudie, die für das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) Anfang 2008 erstellt wurde, bietet eine Aufstellung und Bewertung der bestehenden Finanzierungsoptionen auf multilateraler (und zum Teil bilateraler) Ebene, sowie eine Darstellung von in der Planung befindlichen Instrumenten und innovativer Vorschläge für neue Formen der Zusammenarbeit von staatlichen und privaten Akteuren.
Finanzmärkte und Klimasystem haben eines gemeinsam: Sie sind Gemeingüter, wurden aber übernutzt wie die sprichwörtliche Gemeindewiese. Sie sollten allen zugutekommen, wurden jedoch nach dem Recht des Stärkeren zur Bereicherung weniger missbraucht. Damit sich das in den jetzigen Krisen nicht wiederholt, müssen die Industrieländer sicherstellen, dass die staatlichen Mittel, die sie für die Bankenliquidität mobilisieren, zugleich für klimapolitische Projekte eingesetzt werden. Bisher jedoch geschieht das Gegenteil: Unsere Wirtschaftsordnung lädt die (Finanz-) Marktakteure geradezu ein, die öffentlichen Güter auszubeuten.
The study "A Green New Deal for Europe" consists of two basic elements: Firstly it aims to cope with the economic crisis through intensive measures in order to systematically stimulate the eco-industries, to create jobs and to boost economic recovery. Secondly it aims at establishing the foundation for a green modernisation of the European economy. The study examines existing EU strategies policies and programs concerning their suitability to implement the Green New Deal. It proposes exemplary measures in the field of energy, mobility and resource use. The study has been compiled by the Wuppertal Institute on behalf of the Greens/European Free Alliance (EFA) Group in the European Parliament.
Wie viel ist genug? - Diese Frage stellt sich unausweichlich angesichts der offensichtlichen sozialen und ökologischen Probleme in der Welt. Gefragt ist nicht nur ein ressourcenleichtes Wirtschaftssystem, sondern eine leistungsbefriedete Gesellschaft, die den geordneten Rückzug aus der Wachstumslogik schafft, weil das Wohlergehen aller ihr Ziel ist.
Pit stop Poznan : an analysis of negotiations on the Bali action plan at the stopover to Copenhagen

This paper analyzes the international climate negotiations that took place at the 14th Conference of the Parties to the UNFCCC (COP) and the 4th Meeting of the Parties to the Kyoto Protocol (CMP) held in Poznan, December 1–12, 2008. It works out the main issues at stake in the negotiations, contrasts divergences in interests amongst negotiating Parties, and summarizes the main results achieved in Poznan. Furthermore, it contextualizes the Poznan negotiations within the broader political and economic context, which has shaped climate policy making throughout 2008. The paper ends with an outlook on the tasks ahead in 2009, until the next COP/CMP in December 2009 in Copenhagen.
Ein institutionelles Reformprogramm zur Förderung transdisziplinärer Nachhaltigkeitsforschung

Die deutsche Politik orientiert sich in weiten Teilen an Nachhaltigkeit. Da erstaunt es, dass transdisziplinäre Nachhaltigkeitsforschung im Land kaum etabliert ist. Ein institutionelles Reformprogramm, das die besonderen Strukturbedingungen des deutschen Wissenschaftssystems berücksichtigt, vermag dies zu ändern.
Unter dem Label "Transition Management" ist in den Niederlanden in den letzten zehn Jahren ein Forschungsfeld entstanden, das sich insbesondere dem "Wie" nachhaltiger Systemübergänge widmet. Obwohl die niederländischen Ansätze teilweise adaptiert wurden, steht ein geschlossenes Forschungsprogramm für die deutsche Nachhaltigkeitsdebatte noch aus.
Das Hauptaugenmerk einer alternativen Wirtschaftspolitik muss über eine kurz- und mittelfristige sozioökonomische Analyse hinausgehen. Den Klimawandel aber auch die Verfügbarkeit von Ressourcen betreffend, sind kritische Punkte teilweise bereits überschritten. Die natürlichen Reserven werden immer knapper, verglichen mit einer stetig steigenden globalen Nachfrage durch Bevölkerunganstieg und Wirtschaftwachstum. Erforderlich sind daher eine neue Qualität und Quantität an Basisinnovationen ("Green Tech"), die naturverträglichen technologischen Fortschritt befördern und einen ökonomischen Megatrend "Grünes Wachstum" auslösen. Zudem ist bei Klima- und Ressourcenschutz in größerem Maße als bisher ein integrierter Ansatz anzuwenden.
Ausgangspunkt des Impulspapiers von Manfred Linz und Gerhard Scherhorn ist ihre Feststellung, dass alle Energieszenarien bis 2010 unter einer Überschätzung der technologischen Lösungen litten. Die Szenarien gingen davon aus, dass das Klimaziel auch bei unveränderter Steigerung der Energienachfrage allein mit Energieeffizienz und der Erschließung erneuerbarer Energien erreicht wird. Auf die Hemmnisse, die sich aus widerstrebenden Interessen, dem Zeitbedarf der Anpassung und der Verknappung der naturgegebenen Ressourcen ergeben, gehen sie kaum ein. Die Autoren nehmen die aktuelle Wachstumsdebatte im Zuge der Einsetzung einer Enquetekommission zum Anlass, darauf zu verweisen, dass den Produzenten und Konsumenten noch immer die politischen Voraussetzungen dafür fehlen, ihre Energienachfrage aus eigenem Antrieb zu verringern.
Die vorliegende Studie im Auftrag des Ministeriums für Klimaschutz, Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes NRW liefert zunächst in Kapitel 2 einen Überblick über wichtige grundsätzliche Zusammenhänge, die für eine Diskussion der Strompreiseffekte eines beschleunigten Ausstiegs zu berücksichtigen sind und stellt etwaige Preiswirkungen in den größeren Zusammenhang weiterer, ggf. auch positiver ökonomischer Wirkungen einer beschleunigten Energiewende. In Kapitel 3 werden anschließend die bisher öffentlich verfügbaren Untersuchungen und wissenschaftlichen Stellungnahmen zu der Frage der zu erwartenden Strompreiseffekte einzeln vorgestellt und bewertet. Das Fazit in Kapitel 4 fasst schließlich den aus den verschiedenen Studien und Stellungnahmen abgeleiteten aktuellen Wissensstand zur Untersuchungsfrage zusammen und geht kurz auf mögliche politische Maßnahmen zur Begrenzung der Strompreiseffekte sowie der damit potenziell verbundenen negativen Auswirkungen ein.
Können Suffizienzstrategien, d.h. Ansätze des "Weniger", "Langsamer", "Regionaler", Orientierungspunkt für unternehmerische Strategien werden? Dieser Frage geht das vorliegende Impulspapier nach. Dabei zeigt sich, dass es schon vielfältige Beispiele dafür gibt, dass Unternehmen "Suffizienz zum Business Case" praktizieren. Das Impulspapier bettet seine Überlegungen in die aktuelle Debatte zu nachhaltigen Ressourcenstrategien ein und zeigt auf, welche Beiträge eine aufgeklärte Managementforschung dazu leisten kann.
80 % weniger Treibhausgasemissionen pro Person bis 2050 im Vergleich zum Basisjahr 1990 - mindestens - aber besser noch: 95 % weniger! So lautet die Herausforderung, die der Klimaschutz an ein zukunftsfähiges Deutschland und an einen zukunftsfähigen Stadtverkehr stellt. Das ist keine Kleinigkeit, die sich mit Verbesserungen im Detail erreichen ließe. Mit welchen Strategien kann also das angesagte Leitbild einer (fast) CO2-emissionsfreien Stadt im städtischen Personenverkehr verfolgt werden? Und in welchen Größenordnungen muss dabei eigentlich gedacht und gehandelt werden? Diesen Fragen nach den erforderlichen CO2-Minderungen wird mit einem Backcasting-Szenario, einem "Szenario des Erforderlichen" am Beispiel der Großstadt Wuppertal nachgegangen.
Im Juni 2011 hat der Wissenschaftliche Beirat Globale Umweltveränderungen (WBGU) sein neues Hauptgutachten zur "Großen Transformation" vorgelegt. Eine besondere Brisanz liegt in den wissenschaftspolitischen Empfehlungen. Was bedeuten diese Empfehlungen für die Wirtschafts- und Managementwissenschaften?
The multi-level perspective has successfully been applied to the analysis of complex sector transitions in the energy, the health or the food production sector. Is this framework also helpful to understand and give prescriptive advice for sustainability transformations within a national science system? Based on a comprehensive study of the diffusion of transdisciplinary sustainability research in Germany, this article analyzes the institutional dimension of a changing science-society relation in the German science system. It uses the multi-level perspective as a fruitful heuristic in order to identify potential pathways for a broader diffusion of transdisciplinary sustainability science. The importance of niche coalitions of frontrunner universities and research institutes are highlighted.
Transdisziplinarität sucht mögliche Lösungen für komplexe gesellschaftliche Probleme. Dafür bricht sie disziplinäre Engsicht auf und bringt außerwissenschaftliche Perspektiven ein. Sie übt Wissenskultur in Forschung und Praxis, die in der Nachhaltigkeitswissenschaft einen Vorreiter gefunden hat: die environmental literacy, die uns vom Wissen zum Entscheiden leitet.
Der Wissenschaftliche Beirat Globale Umweltveränderungen (WBGU) hat in seinem im Jahr 2011 erschienenen Hauptgutachten zur "großen Transformation" die Veränderungsprozesse aufgezeigt, die notwendig sind, um mit den globalen Umwelt- und Klimaherausforderungen des 21. Jahrhunderts angemessen umzugehen. Welche Rolle können Unternehmen bei dieser "großen Transformation" spielen? Die Menschheit ist seit wenigen Jahrzehnten in eine Epoche eingetreten, in der sie die globalen ökologischen Randbedingungen ihres Zusammenlebens und Wirtschaftens selber massiv beeinflusst ("Anthropozän"). Nur durch eine "große Transformation" (WBGU) scheint es möglich, im Jahr 2050 für rund 9 Milliarden Menschen Wohlstand innerhalb der gegebenen globalen ökologischen Grenzen zu gewährleisten. Ein solch umfassender Wandlungsprozess benötigt dabei mehr als rein technologische Veränderungen. Es handelt sich um ein Transformationsprogramm auch auf ökonomischer, institutioneller und kultureller Ebene. Das Verständnis für diese mehrdimensionalen Veränderungen kann als "Transformative Literacy" bezeichnet werden. Eine solche Fähigkeit bzw. Bildung ist heute in Politik, Wirtschaft und Gesellschaft erst in Ansätzen verankert. Der Beitrag gibt einen Einblick in die Bausteine eines solchen umfassenden Wandlungsverständnisses. Im Ausblick zeigt er drei aktuell dominante "Schulen" der Transformationsdebatte auf und beleuchtet sie vor dem Hintergrund des Bezugsrahmens.
Die "Große Transformation" erfordert neue Formen des Wissens und der Integration von Wissen. Die sich ergebenden Herausforderungen lassen sich mit dem Begriff der transformative literacy rahmen. Sie beschreibt die Fähigkeit, Informationen über gesellschaftliche Veränderungsprozesse zu verstehen und eigenes Handeln in diese Prozesse einzubringen. Sie hat eine technologische, ökonomische, institutionelle und kulturelle Dimension - wobei oft die technologische Sicht auf Veränderungsprozesse dominiert. Um die "Große Transformation" zu meistern, muss dieses Ungleichgewicht beseitigt werden.
Economy of sufficiency : essays on wealth in diversity, enjoyable limits and creating commons

Another summit of change, known as Rio+20, has passed in summer 2012, nourishing the rumours of a green economy. Building up a green economy seems to be the all over recipe for different crises of capitalism, among them climate change and resource scarcity. Yet efficiency and consistency, as their main strategies, do not suffice to reach sustainable levels, as they cause rebound effects and keep stimulating economy growth. Obviously, there are limits to green growth, too. Can we conceive an economy, and respective economic institutions, that serve human needs and wealth without a built-in necessity to grow? What kind of political, mental, and individual changes does a sufficiency economy require? And what are perspectives and policies to actually start implementing it?
Just before Rio +20 the symposium "Economy of Sufficiency", devoted to Wolfgang Sachs on the occasion of his 65th birthday in 2011, examined these questions in three dimensions. Accordingly this selection of contributions to the symposium follows the chapters "Wealth in diversity" (Ashok Khosla, Marianne Gronemeyer, Vandana Shiva), "Enjoyable limits" (Richard B. Norgaard, Tim Jackson) and "Creating commons" (Ezio Manzini, Silke Helfrich).
The essays indicate the historical development of the ideas on a sufficiency economy. Wandering through discourses of sustainable development for several decades, the authors map the range of perspectives, practices as well as barriers and bridge them between cultures, agencies and schools.
Die Debatte um den Veggie-Day hat gezeigt: sehr schnell wird das alte Konfliktmuster "Freiheit vs. Staat" aktiviert. Selbst das eingestaubte Bild einer "Ökodiktatur" dient wieder als Schreckgespenst und Wahlkampfhilfe. Dabei lohnt es sich sehr wohl, über das Verhältnis von Staat und individueller Freiheit zu streiten. Uwe Schneidewind und Angelika Zahrnt zeigen in dem Buch, wie dieses Verhältnis im Zeitalter der Nachhaltigkeit neu auszutarieren ist und ein zeitgemäßer Liberalismus aussehen kann. Das Buch erweitert den Blick auf die Debatte über die Wohlstandspolitik und es provoziert. Es verbindet die individuelle Suche nach dem guten Leben mit der Aufforderung an die Politik, diese Suche zu erleichtern und zu unterstützen. Wo hat die individuelle Konsumfreiheit heute ihre Grenzen, wenn wir - wie z. B. beim Klimawandel - um ihre weltweiten Folgen wissen? Wer hat die Verantwortung dafür, dass ökologische Grenzen eingehalten werden? Welchen Handlungsspielraum hat das Individuum und wie kann Politik ihn erweitern? Eine gute Politik sorgt dafür, dass eine Vielfalt individueller Lebensstile möglich ist, ohne die Lebensentwürfe anderer einzuschränken. Sie schafft Möglichkeitsräume für gutes Leben, so die beiden Autoren. Von einer ökologisch orientierten Wirtschaftsordnung über die Gestaltung einer auf das richtige Maß setzenden Stadt- und Verkehrspolitik bis zu neuen Impulsen in der Verbraucher-, Arbeits- und Gesundheitspolitik reichen dabei die Ansatzpunkte einer Suffizienzpolitik. Das Buch zeigt die Ansätze auf und entwickelt daraus ein umfassendes politisches Programm.
Arbeit, Gesundheit und Verbraucherschutz sind nur drei Beispiele für Bereiche, in denen die Politik aktiv dazu beitragen kann, dass Menschen ein gutes Leben führen und mitgestalten können. Bislang geschieht das zu wenig, weil das Wachstumsmantra des Bruttoinlandsprodukts den Blick auf soziale und ökologische Notwendigkeiten verstellt.
Die Einsicht, dass es notwendig wäre, ihr Konsumverhalten zu ändern, bringt nur die wenigsten dazu, weniger Fleisch zu essen oder das neueste Produktmodell zu ignorieren. Suffizienten Konsumpraktiken stehen unterschiedliche innere und äußere Hindernisse im Weg. Die gute Nachricht: Sie lassen sich beseitigen.
Seit der im Jahr 1972 erschienenen Studie "Grenzen des Wachstums" hat sich die ökologische Debatte stark auf die Gefahr der Verknappung von Rohstoffen konzentriert. Die neuere Umweltforschung zeigt, dass noch weit vor dem Ende der fossilen Rohstoffe andere Umweltgrenzen überschritten werden. Der Beitrag widmet sich den sich daraus ergebenden Konsequenzen für Unternehmen.
Wie die Gesellschaft, so differenziert sich auch das Wissenschaftssystem weiter aus. Immer höhere Spezialisierungen führen zu vermeintlich höherer Produktivität, lässt aber Wirtschaft, Politik und Medien in ihrer Eigenlogik erstarren. Uwe Schneidewind plädiert daher für eine Bürgeruniversität um die verschiedenen Gesellschaftsbereiche neu aufeinander zu beziehen. Er skizziert die Kernbausteine seiner Bürgeruniversität und zeigt den Weg der Wissenschaft zurück in die Mitte der Gesellschaft auf.
Emscher 3.0 : from grey to blue - or, how the blue sky over the Ruhr region fell into the Emscher

The river Emscher is - similar to the river Ruhr - the symbol of one of the internationally most renowned industrial regions: the Ruhr area with its 5 million inhabitants and an important location of key industries such as steel, chemical and materials industry. The revitalisation of the Emscher over the last 20 years marks a new phase in the region's history and is an impressive example of ecological and socio-economic transformation affecting all aspects of life along the river. What can we learn from the Emscher conversion for upcoming tasks in other infrastructure fields?
Der Begriff des "Reallabors" erfreut sich in der nachhaltigkeitsorientierten Transformationsforschung und Forschungspolitik einer wachsenden Resonanz. "Städte als Reallabore" spielen dabei eine wichtige Rolle. Der vorliegende Beitrag gibt einen Einblick in die Hintergründe, den Begriff und das Konzept sowie wichtige Diskussionspunkte des "Reallabor"-Ansatzes. Er illustriert seine Aussagen am Beispiel des ersten umfassenderen Reallaborforschungsprogrammes, das vom baden-württembergischen Forschungsministerium im Jahr 2014 aufgelegt wurde.
Das globale Klimaregime besteht den Realitätstest nicht. Doch anstatt den Kopf in den Sand zu stecken, sollten sich ambitionierte Staaten zu einer Klimaallianz zusammenschließen. Deren Mitglieder verstehen Klimaschutz als Chance, Wohlstand für alle zu schaffen, ohne dafür die Lebensgrundlagen zu zerstören.
Die große Resonanz auf die Idee der Bürgerwissenschaftist auch Ausdruck für den Bedeutungsverlust der Hochschule in der Gesellschaft. Hochschulen scheinen kaum präsent im Ringen um viele gesellschaftlich brennende Fragen: zum Beispiel bei der Suche nach neuen Modellen der Ökonomie oder bei der Entwicklung angepasster Technologien. Doch Hochschule und Bürgerwissenschaftmüssen kein Gegensatz sein - im Gegenteil: Als Bürgerhochschule kann die Hochschule zum wichtigen Katalysator einer starken Bürgerwissenschaft werden.
Enabling the great transformation : transdisciplinarity as individual and institutional challenge

Realizing a sustainable future in the Anthropocene requires a "great transformation." The massive technological, economic, social, and cultural change this implies is based on new forms of literacy and knowledge integration. It depends on a highly transdisciplinary "transformative science," i.e., scientific knowledge production that not only focuses on "system knowledge" but also on "target" and on "transformation" knowledge, and thus integrates different disciplines and practical expertise. The existing science system is actually not fulfilling this new social contract between science and society. Frontrunner institutions like the IASS and "transdisciplinary personalities" like Klaus Töpfer are important change agents to bring forward the transformative mission of a future Earth science.
The 2014 United Nations Climate Change Conference had been scheduled from 1 to 12 December in Lima/Peru. While in the run-up to the conference, China and the US in a surprise bilateral move had announced plans to cut greenhouse gas emissions that exceeded expectations, the conference was characterised once again by a deep division between key players from the former so-called "developed" and "developing" world. The negotiations thus took 32 hours longer than planned and ended on Sunday morning at 1.22 am. More importantly, the conference failed almost completely to resolve the tasks it was supposed to do in order to prepare the last round of negotiations before next year's conference in Paris 2015, which is supposed to deliver a comprehensive future climate agreement. A team of researchers from the Wuppertal Institute attended the conference and have compiled a first assessment of the results.
The year 2015 has special importance for the transformation towards sustainable development. New Sustainable Development Goals (SDGs) are then supposed to replace the Millennium Development Goals (MDGs). The aim is to offer a new orientation for political action in the coming decades. The WBGU recommends orienting the new catalogue of goals towards the key message of the 1992 Earth Summit: that development and environmental protection must be considered together and do not contradict each other. The SDGs should not be reduced to poverty eradication, but must address all dimensions of sustainable development. In particular, global environmental change must be incorporated, otherwise even poverty eradication will become impossible. Up to now, too little attention has been paid to this link in the ongoing discourse on SDGs. Although many reports mention the concept of planetary guard rails or planetary boundaries, they do not back this up with specific targets. The WBGU presents recommendations on how guard rails for global environmental problems should be incorporated in the SDG catalogue and operationalized by means of corresponding targets.
Vor einem stärkeren Einfluss der Zivilgesellschaft auf die Wissenschaft warnte Professor Günter Stock, Präsident der Union der deutschen Akademien der Wissenschaften, auf dem Leibniztag 2014. Er sieht die Autonomie der Wissenschaft in Gefahr. In der neuen Ausgabe von "Bild der Wissenschaft" widerspricht Uwe Schneidewind in seinem Essay "Die Wissenschaft braucht mehr Demokratie": Eine Rechtfertigungspflicht gegenüber nicht-wissenschaftlichen gesellschaftlichen Perspektiven würde der Wissenschaft intellektuell nicht schaden, sondern nützen.
A book promoting policies to make it easier to live the Good Life must do two things. Firstly, it must demonstrate that such policies are necessary; secondly, it must set out how such a policy programme is to be implemented. In other words, it has to show that the politics of sufficiency is feasible.
"The Politics of Sufficiency" deals with claims of feasibility, and with the objections to them. It demonstrates that a politics of the Good Life can be both justified and legitimated in modern free democratic societies - indeed, that it is an essential condition of such societies. The main section of the book sets out in detail how such a politics can be implemented, organised along four political dimensions. At the same time, this book can only represent a beginning, and that is its aim - a starting-point for a broad discussion over the coming years.
Die Transition-Town-Bewegung versteht sich als eine BürgerInnenbewegung, die den Wandel hin zu einer zukunftsfähigen Gesellschaft "von unten" vorantreibt. Sie setzt auf das Veränderungspotential von gemeinschaftlichem Handeln und verfolgt einen ganzheitlichen Bildungsansatz, der psychologische Aspekte des Wandels integriert. Die AutorInnen geben einen Einblick in das Konzept, präsentieren erste empirische Daten zur deutschen Bewegung und diskutieren ihre Potentiale und Grenzen.
Bildung für nachhaltige Entwicklung (BNE) wird zunehmend als soziale Innovation bezeichnet. In Lernprojekten der BNE können vor Ort Themen der Stadt- und Regionalentwicklung aufgegriffen und durch Lernende projektorientiert bearbeitet werden. In dem Beitrag wird dies an zwei Fallbeispielen verdeutlicht, die jeweils durch lokale BNE-Netzwerke getragen werden. Die Netzwerke werden vor dem Hintergrund der transition theory näher beschrieben und hinsichtlich ihrer Innovations- und Diffusionskraft im lokalen Raum beleuchtet. Abschließend werden notwendige Kompetenzen der Change Agents im Netzwerk skizziert.

Für die Transformation zur nachhaltigen Entwicklung hat das Jahr 2015 eine besondere Bedeutung. Neue Ziele für nachhaltige Entwicklung (Sustainable Development Goals, SDGs) sollen die dann auslaufenden Millenniumentwicklungsziele (MDGs) ablösen und dem politischen Handeln für die kommenden Jahrzehnte eine neue Orientierung bieten. Der WBGU empfiehlt, den neuen Zielkatalog an der zentralen Botschaft des Erdgipfels von 1992 auszurichten, wonach Entwicklung und Umweltschutz gemeinsam betrachtet werden müssen und keinen Widerspruch zueinander darstellen. Die SDGs sollten nicht auf Armutsbekämpfung reduziert werden, sondern müssen alle Dimensionen nachhaltiger Entwicklung erfassen. Insbesondere müssen die globalen Umweltveränderungen einbezogen werden, denn andernfalls wird auch Armutsbekämpfung unmöglich. Dieser Zusammenhang wird im laufenden Diskurs zu den SDGs bisher unzureichend berücksichtigt. Viele Berichte nennen zwar das Konzept der planetarischen Leitplanken bzw. Grenzen, aber unterlegen es nicht mit konkreten Zielen. Der WBGU legt Empfehlungen vor, wie Leitplanken für globale Umweltveränderungen im SDG-Katalog verankert und durch entsprechende Targets (Handlungsziele) operationalisiert werden sollten.
Ein attraktives Nahverkehrsangebot ist sozial- und umweltpolitisch unverzichtbar. Fehlende Finanzierungsmöglichkeiten der Kommunen gefährden den erforderlichen Ausbau des ÖPNVs. Eine Diskussion über Finanzierungsalternativen ist daher notwendig. Eine Möglichkeit dazu wäre, den Nahverkehr in Zukunft nach dem Vorbild des Rundfunkbeitrages für Haushalte durch eine allgemeine Umlage zu finanzieren - dem Bürgerticket.
