In this paper three approaches on transitions pathways are combined to study the role of agricultural nature conservation in the Dutch land use domain for achieving internationally agreed climate and biodiversity targets. The three perspectives used are the Multilevel Perspective (MLP), Initiative Based Learning (IBL) and Integrated Assessment Modelling (IAM). The analysis provides insights in how the combination of different research approaches can lead to more comprehensive policy advice on how agricultural nature conservation could help to achieve internationally agreed sustainability goals related to climate change and biodiversity. IAM shows under which conditions agricultural nature conservation could be consistent with European and global long-term goals regarding food security, biodiversity and climate. MLP provides insight into the extent in which agricultural nature conservation has affected or changed the existing nature and agricultural regimes. IBL, finally, reveals the challenges of encouraging agricultural nature conservation with policy measures. Our analysis shows that a combined perspective provides a deeper understanding of the underlying processes, reasons and motives of agricultural nature conservation, leading to more comprehensive policy recommendations.
Deutschland verfügt über eines der weltweit führenden Systeme im Bereich der Abfallwirtschaft - vorrangiges Ziel ist es, Abfall sicher und umweltschonend zu entsorgen. Allerdings kommen nur ca. 14 Prozent der in der Industrie eingesetzten Rohstoffe aus dem Recycling, der Rest sind noch immer Primärmaterialien. Kreislaufwirtschaft findet noch nicht ausreichend statt: Rezyklate, aus Abfällen gewonnene Sekundärrohstoffe, werden noch weit unterhalb der möglichen Mengen in Produktions- und Nutzungsprozesse zurückführt. Werteverlust, Abhängigkeit von volatilen Rohstoffmärkten, geringere Ressourcenproduktivität und Externalitäten in Form von Umweltverschmutzung ließen sich damit vermeiden. Eine Digitalisierungsoffensive in Industrie und Abfallwirtschaft könnte dies bewirken. Eine Studie des Bundesministeriums für Umwelt, Naturschutz, Bau und Reaktorsicherheit (BMUB) verweist darauf, dass kein Umweltleitmarkt so stark von der Digitalisierung profitieren könnte wie die Kreislaufwirtschaft - und dass gleichzeitig kein Sektor bisher so schlecht aufgestellt ist.
Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.
Auf dem Weg in eine Ressourcenleichte Gesellschaft benötigen die betroffenen Akteurinnen und Akteure Leitbilder, an denen sie einen massiven Wandel wie diesen orientieren können. Der vorliegende Band stellt fünf solcher Leitbilder dar. Sie waren Hauptbestandteil des Projekts "Erfolgsbedingungen für Systemsprünge und Leitbilder einer ressourcenleichten Gesellschaft" und wurden mithilfe der Szenario -Methode erstellt. Inhaltlich wurden sie von Pionierinnen und Pionieren sowie Expertinnen und Experten ressourcenleichten Lebens erarbeitet, so dass alltagsnahe, praxistaugliche Elemente für die Leitbilder entwickelt wurden. Die Leitbilder zeigen eine große Spannbreite von Möglichkeiten, einen massiven gesellschaftlichen Wandel, wie er für eine Ressourcenleichte Gesellschaft nötig wäre, zu erreichen. Entsprechend unterschiedlich sind auch die möglichen Ressourcenschonungseffekte. Diese werden abschließend dargestellt und miteinander verglichen.
Thema des vorliegenden Textes sind Wandlungsprozesse, die - so die Annahme - Voraussetzung sind, um eine ressourcenleichte Gesellschaft zu realisieren. Für den Fall, dass kleine Veränderungen oder Eingriffe nicht ausreichen, sondern vielmehr radikale Veränderungen im systemischen Gefüge erforderlich sind, entwickelt dieser Band das Konzept des "Systemsprungs" und dessen Rolle bei der Realisierung einer Ressourcenleichten Gesellschaft. Als Zugang zur Konzeption des Begriffs dienen bereits existierende Ansätze aus unterschiedlichen wissenschaftlichen Disziplinen. Es erfolgt dann mit der Untersuchung der Transformationsforschung die Bezugnahme auf einen Forschungsansatz, welcher den Übergang zu einer nachhaltigeren Lebensweise bzw. Gesellschaft zu erforschen und - als transformative Forschung - zu gestalten sucht. Kapitel 3 setzt die Diskussion aus dem Blickwinkel der Zukunftsforschung fort und analysiert verschiedene Konzepte von Auslösern radikaler Prozesse des Systemwandels.
Der vorliegende Bericht ist Band 4 der abschließenden Berichterstattung zum Projekt "Erfolgsbedingungen für Systemsprünge und Leitbilder einer Ressourcenleichten Gesellschaft". Es zeigt sich, dass in der Gesellschaft heute schon ein ausgeprägtes Bewusstsein für die Notwendigkeit des schonenden Umgangs mit natürlichen Ressourcen existiert. Gleichzeitig bestehen aber zahlreiche Ungewissheiten bezüglich der Möglichkeiten, dies umzusetzen. Es werden verschiedenste gesellschaftliche und wirtschaftliche Zwänge wahrgenommen, die einer entsprechenden Umsetzung derzeit entgegenstehen. Insgesamt aber wird in der Gesellschaft eine grundlegende Veränderungs-bereitschaft - oder oftmals eher noch: Veränderungssehnsucht - erkennbar. Als Motive dafür sind neben der Schonung begrenzt vorhandener natürlicher Ressourcen auch eine Entlastung bezüglich (in der Wahrnehmung der Betroffenen) oft ebenfalls bis an Belastbarkeitsgrenzen genutzter menschlicher Ressourcen relevant. Aus der Alltagsperspektive heraus sind in einer Ressourcenleichten Gesellschaft also ökologische und soziale Fragestellungen untrennbar miteinander verbunden.
The transition from today's "take, make, waste" economic paradigm to a circular economy requires a joint effort from actors on all levels: governments, business, and civil society. While companies are among the drivers of the circular transformation, they find it hard to achieve a circular economy on their own. Hence, cross-industry collaboration is one of the imperatives for scaling a circular economy. Against this background, econsense, together with Accenture and the Wuppertal Institute, launched its study "Germany's Transition to a Circular Economy - How to Unlock the Potential of Cross-Industry Collaboration".
Based on a survey and expert interviews within the econsense community, the study finds that companies are yet to unlock the full potential of cross-industry collaboration. While two thirds of analysed industry collaborations have a high potential for scaling the circular economy, only 43 per cent of those already show a high degree of interaction. The study provides concrete guidance for companies to get started with circularity and identify the right partners for cross-industry collaboration. Specifically, the report recommends companies: 1) Understand what circularity is about and map it on their own operations and processes. 2) Understand the different circular business models and identify the ones relevant to each business. 3) Discover areas where collaboration can help to create the needed foundation and to execute circular actions.
In the coming years, we must set a course that will allow as to protect our climate, reduce resource consumption, and preserve biodiversity. A profound ecological system change is on the horizon in all central areas of action of the economy and society, or transformation arenas.
Digitalisation is a prerequisite for the success in this change and will impact these arenas at multiple levels: Digital technologies and applications will make it possible to improve current procedures, processes, and structures (Improve) and help us take the first steps towards new business models and frameworks (Convert). Despite this, digitalisation itself must be effective enough to facilitate a complete ecological restructuring of our society and lives to achieve more far-reaching economic transformation and value creation (Transform).
The ability to obtain, link, and use data is a basic prerequisite for tapping into the potential of digitisation for sustainability transformation. However, data is not a homogeneous raw material. Data only gains value when we know the context in which it was collected and when we can use it for a specific purpose.
The discussion on what structures and prerequisites are necessary for the system-changing use of data has only just begun. This study was conducted to serve as a starting point for this discussion as it describes the opportunities and prerequisites for a data-based sustainability transformation. This study focuses on environmental data, data from plants, machines, infrastructure, and IoT products. Our task will be to increase the use this data for systemic solutions (system innovation) within transformation arenas where different stakeholders are working together to initiate infrastructure, value chain, and business model transformation.
Digitale Technologien und Anwendungen tragen dazu bei, gegenwärtige Verfahren, Prozesse und Strukturen zu verbessern (Improve) oder erste Schritte in eine neue Ausrichtung von Geschäftsmodellen oder Rahmenbedingungen zu gehen (Convert). Gleichzeitig muss die Digitalisierung aber auch für einen umfassenden Umbau von Wirtschaft und Wertschöpfung sowie für die ökologische Neuorientierung von Gesellschaft und Lebensstilen wirksam werden (Transform). Gerade diese letzte Wirkungsebene wird entscheidend für den Erfolg des ökologischen Wandels sein und muss stärker in den Fokus der Debatte rücken.
Hier setzt das Projekt "Digitalisierung gestalten - Transformation zur Nachhaltigkeit ermöglichen" an. Innerhalb des Projekts sollen die besonderen Transformationspotenziale der Digitalisierung herausgearbeitet und für Deutschland am Beispiel von drei ausgewählten Handlungsfeldern zu diskutiert werden: 1) Digitale Circular Economy - mit Daten zur Ressourceneffizienz. 2) Intelligente Mobilität im Umweltverbund - vernetzt, attraktiv und klimaschonend. 3) Transparenz für eine nachhaltige Agrar- und Ernährungswende.
Diese Studie ist der Startpunkt des Projekts. In dieser skizzieren die Forschenden die Potenziale der Digitalisierung als eine Erfolgsvoraussetzung für den ökologischen Systemwandel in den genannten Bereichen.
The first step of complete transformation will be utilizing digital technologies and applications to improve current procedures, processes, and structures (Improve). Next, complete digitalisation will pave the way for new business models and framework conditions (Convert). Finally, comprehensive transformation of the economy and value creation will ensure the effective reorientation of society and lifestyles towards sustainability (Transform). This last step is critical for a successful ecological transformation, or a "green transformation", must be placed front and centre during international debate.
Through this report, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we will discuss three exemplary areas of ecological transformation where action is necessary: 1) A digital and circular economy that uses data to increase resource efficiency. 2) Intelligent, sustainable mobility that connects us in eco-friendly ways. 3) Transparent transitions towards sustainable food chains and agriculture.
This report represents the first phase of the Shaping Digital Transformation project. In this report, we will outline the framework of our project to create a starting point for further debates.
Innerhalb des Projekts "Digitalisierung gestalten - Transformation zur Nachhaltigkeit ermöglichen" werden die besonderen Transformationspotenziale der Digitalisierung herausgearbeitet und für Deutschland am Beispiel der ausgewählten Handlungsfelder Mobilität, Circular Economy sowie Landwirtschaft und Ernährung diskutiert.
Dieser Bericht adressiert das Handlungsfeld einer klimaschonenden und ressourceneffizienten Kreislaufwirtschaft, die Circular Economy. Bisher wird Kreislaufwirtschaft dabei vor allem mit Fokus auf Recycling und Wiederverwertung von Materialien diskutiert. Das greift jedoch zu kurz - es muss um die Skalierung von neuen, ressourcenschonenden Geschäftsmodellen und der umfassenden Transformation von Wertschöpfungsketten und Industriestrukturen gehen.
Die Analyse zeigt: richtig eingesetzt ist Digitalisierung unverzichtbar für diesen Wandel.
Der vorliegende Bericht möchte Anstöße für diesen Weg liefern und neue Impulse für eine klima- und ressourcenschonende Industrietransformation in Deutschland setzen. Der Bericht verarbeitet dabei Ergebnisse eines interdisziplinären Workshops zum Thema "Die digital-ökologische Industrietransformation gestalten - Geschäftsmodelle und politische Rahmenbedingungen für Klima- und Ressourcenschutz" mit Expertinnen und Experten aus Forschung, Zivilgesellschaft, Behörden und Privatunternehmen.
Within the Shaping Digitalisation project, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we are discussing three stand-out areas where action is most needed to achieve ecological transformation: mobility, the circular economy, and agriculture and food.
This report addresses the second area in need of action. Up until now, discussions on the circular economy have been limited to recycling and the re-use of materials. We must expand the scope of these discussions to include new, resource-efficient business models and the comprehensive transformation of value chains and industrial structures. Our analysis has found that digitalisation is indispensable for this transformation if used properly.
We hope this report will provide the impetus needed to kick-start a climate- and resource-friendly industrial transformation in Germany. Here, we have incorporated the findings of our interdisciplinary workshop on "Shaping the Digital-Ecological Industrial Transformation - Business Models and Political Framework Conditions for Climate and Resource Protection" that was attended by experts from international research institutes, civil organizations, public authorities, and private companies.
In den nächsten Jahren müssen die Weichen für Klimaschutz, zur Reduktion des Ressourcenverbrauchs sowie der Erhaltung der Artenvielfalt gestellt werden. In allen zentralen Handlungsbereichen von Wirtschaft und Gesellschaft - den sogenannten Transformationsarenen - steht ein tiefgreifender ökologischer Systemwandel an.
Digitalisierung ist eine Erfolgsvoraussetzung für diesen Wandel und wirkt auf verschiedenen Ebenen: digitale Technologien und Anwendungen ermöglichen, gegenwärtige Verfahren, Prozesse und Strukturen zu verbessern (Improve) oder erste Schritte in eine neue Ausrichtung von Geschäftsmodellen oder Rahmenbedingungen zu gehen (Convert). Gleichzeitig muss die Digitalisierung aber auch für einen weitergehenden Umbau von Wirtschaft und Wertschöpfung sowie für die ökologische Neuorientierung von Gesellschaft und Lebensstilen wirksam werden (Transform).
Die Fähigkeit zur Gewinnung, Verknüpfung und Nutzung von Daten ist eine Grundvoraussetzung, um die Potenziale der Digitalisierung für die Nachhaltigkeitstransformation zu erschließen. Daten sind dabei jedoch kein homogener Rohstoff - Daten erlangen erst einen Wert, wenn der Kontext, in welchem sie erhoben wurden, bekannt ist und sie für den angestrebten Zweck nutzbar gemacht werden können.
Die Diskussion darüber, welche Strukturen und Voraussetzungen für die systemverändernde Nutzung von Daten erforderlich sind, hat erst begonnen. Die vorliegende Studie leistet hierzu einen ersten Beitrag und beschreibt die Möglichkeiten und Voraussetzungen für eine datenbasierte Nachhaltigkeitstransformation. Der Schwerpunkt liegt dabei auf Umweltdaten, Daten von Anlagen, Maschinen, Infrastrukturen oder von Produkten im Internet der Dinge (Internet of Things). Die Aufgabe ist, diese Daten stärker als bisher für systemische Lösungsansätze (Systeminnovationen) in den jeweiligen Transformationsarenen einzusetzen, bei denen unterschiedliche Stakeholder zusammenarbeiten und gemeinsam den Umbau von Infrastrukturen, Wertschöpfungsketten und Geschäftsmodellen einleiten.
Digitalisation is in full swing and it is changing and influencing the world of the 21st century as no other dynamics of change has done before. Dealing with its impacts and at the same time shaping digitalisation itself is therefore a core task for achieving a globally sustainable transformation (German Advisory Council on Global Change - WGBU, 2019). But which direction should digitalisation take to ensure that it makes e ective contributions to globally sustainable development? And what is the specific approach needed to steer digitalisation in the right direction?
Die Autoren verdeutlichen in diesem Papier, dass der Megatrend Digitalisierung nicht zwingend unkontrollierbar über die Wirtschaft und die Gesellschaft hereinbricht. Seine Wirkung hängt vom menschlichen Verhalten, von der Gestaltung neuer Prozessen in Organisationen, aber auch Anpassungen der gesetzlichen Rahmenbedingungen ab. Dieses sozio-kulturelle, organisatorische und institutionelle Umfeld der digitalen Innovationen könne und müsse im Sinne ökologischer Nachhaltigkeit beeinflusst werden. Politik sei hier aufgefordert auf der Basis fundierter Analysen flankierend tätig zu werden. Die Autoren fordern daher, für die Digitalwirtschaft eine eigene sektorspezifische Politik zu entwickeln, wie sie für andere umweltrelevante Sektoren - etwa die Energiewirtschaft, Chemieindustrie oder Autoindustrie - bereits etabliert ist.
Das Vorhaben analysiert 1.) die Argumente verschiedener Positionen im Wachstumsdiskurs und formuliert eine idealtypische "vorsorgeorientierte Postwachstumsposition". Er präsentiert zudem Ursachen von Wirtschaftswachstum und identifiziert gesellschaftliche Bereiche, deren Funktion vom Wirtschaftswachstum abhängen könnte. Darüber hinaus werden Reformvorschläge diskutiert, um diese Wachstumsabhängigkeit zu verringern. Das Vorhaben untersucht 2.) die Relevanz der Postwachstumsdebatte für Ressourcenpolitik und eine entsprechende Instrumentierung. Außerdem werden 3.) konstitutive Kernelemente einer nachhaltigen (Postwachstums-)Gesellschaft bestimmt. Das Vorhaben setzt damit Impulse zur gesellschaftlichen Debatte über die Ausgestaltung und Instrumentierung von Transformationspfaden für "gesellschaftliches Wohlergehen innerhalb planetarer Grenzen".

Nowadays, high expectations are set for a digitally enabled circular economy (CE), to enhance resource efficiency. Tracing, tracking, and storing information is most important for this. In this paper, the application of Internet of Things (IoT) and Distributed Ledger Technology (Blockchain) are hence discussed by presenting the case of professional Electrical and Electronic Equipment (EEE) in Italy. Within the context of CE, prevention of electronic waste (WEEE) is extremely relevant as it is a fast-growing waste stream, and the products contain environmentally damaging substances as well as valuable and rare materials. The use of a proper combination of IoT and blockchain can help the producers to keep control on products until EEE end-of-life, while promoting CE strategies and supporting decision-making. Based on the outcomes of five interviews conducted in 2019 to companies of the EEE sector, potential improvements in the EEE end-of-use management are discussed. After providing the definition of requirements for both the technical solution and its testing are provided, three solution variations and the related business models are created and presented, as well as considerations on their environmental and economic impacts. The study shows how digital technologies can support the appropriate and circular management of EEE products and WEEE.
The Digital Product Passport (DPP) is a concept for collecting and sharing product-related information along the life cycle of a product. DPPs are currently the subject of intense discussion, and various development efforts are being undertaken. These are supported by regulatory activities, especially in the case of the battery passport. The aggregation of product life-cycle data and their respective use, as well as the sharing of these data between companies, entrepreneurs, and other actors in the value chain, is crucial for the creation of a resource-efficient circular economy. Despite the urgent need for such a solution, there is currently little attention given to the digital infrastructure for the creation and handling of the DPPs (i.e., the so-called DPP system). Moreover, there is so far no common understanding of what the requirements for a DPP system are. This is the background and underlying motivation of our paper: we identify the requirements for a DPP system in a structured way, i.e., based on stakeholder involvement and current literature from science and industry. In addition, we compose, categorize, and critically analyze the results, i.e., the list of requirements for DPP systems, in order to identify gaps. Summarized, our research provides insights into the criteria to be considered in the creation of an actual DPP system.
A large number and variety of activities are being undertaken to introduce Digital Product Passports (DPPs). However, only a few DPPs have made it into practice so far, so there is some uncertainty about which impact DPPs will actually have. With this paper, we aim to provide a structured overview of the current development of DPPs. We provide insights of 76 current corporate, policy, and research activities that exist and their objectives. To allow for a structured assessment and discussion of the diverse approaches we defined 13 criteria for a comparable description, categorization and evaluation. We expect that this overview will not only encourage feedback and contributions from the DPP community, as well as valuable discussions with and among experts. It is also intended to help promote and facilitate the adoption of DPPs for the Circular Economy by facilitating collaborations and suggestions for ongoing activities.
Digital product passport : the ticket to achieving a climate neutral and circular European economy?

The introduction of a Digital Product Passport (DPP) is an opportunity to create a system that can store and share all relevant information throughout a product's life cycle. This would provide industry stakeholders, businesses, public authorities and consumers with a better understanding of the materials used in the product as well as their embodied environmental impact.
With the COVID-19 pandemic, the Russian invasion of Ukraine and the cost-of-living crisis, now is a critical moment to transform our economic and business models, while also addressing the huge scale of material emissions. DPPs can be a pivotal policy instrument in this goal. Furthermore, DPPs can accelerate the twin green and digital transitions as part of EU efforts to deliver positive climate action and sustainable economies.
In 2020, the European Commission (EC) adopted a new Circular Economy Action Plan (CEAP), which emphasised the need for circular economy initiatives to consider the entire life cycle of products, from the production of basic materials to end-of-life disposal. The Circular Economy Package published in March 2022 includes a proposal for an Ecodesign for Sustainable Products Regulation (ESPR), which builds upon the Ecodesign Directive that covers energy-related products.
A DPP will form a key regulatory element of the ESPR by enhancing the traceability of products and their components. This will provide consumers and manufacturers with the information needed to make better informed choices by taking their environmental impact into consideration.
As discussed in the report, there is widespread agreement amongst business leaders that a well-designed DPP could have both short- and longer-term benefits, improving access to reliable and comparable product sustainability information for businesses, consumers and policymakers.
A well-designed DPP can unify information, making it more readily accessible to all actors in the supply chain. This will support businesses to ensure an effective transformation towards a decarbonised industry. It could also create incentives for companies to make their products more sustainable, as improving access to reliable and consistent information across supply chains will make it easier for customers to make comparisons.
Digital platforms may yield a host of advantages in putting circular economy into effect. This paper analyses the related chances and discusses requirements of digital platforms for the realization of a circular economy. It specifically points to potential solutions offered by digital platforms for existing barriers. From there it identifies issues that need specific attendance to create economically and ecologically functional platforms. Three economically relevant perspectives are discussed for this: a management perspective, a legislative perspective and a social/systems perspective.
Der vorliegende Bericht fasst die Inhalte des Projekts "Erfolgsbedingungen für Systemsprünge und Leitbilder einer Ressourcenleichten Gesellschaft" im Überblick zusammen und diskutiert diese. Er stellt damit den ersten Band der Berichte zu diesem Projekt dar. Nach einer Einführung wird die Ressourcenleichte Gesellschaft als ressourcenschonende, weitgehend dematerialisierte Gesellschaft mit hoher Lebensqualität definiert. Es folgt eine Vorstellung der Methodik bei der Leitbildentwicklung und die Skizzierung der Leitbilder selbst. Daraufhin werden die Ergebnisse von Diskussionen zu den Leitbildern mit Expertinnen und Experten in sogenannten Stakeholder-Workshops auf der einen Seite sowie mit Vertreterinnen und Vertretern der verschiedenen sozialen Milieus in Fokusgruppen und einer moderierten Online Community auf der anderen Seite dargestellt.
Digitale Treffen, Videokonferenzen, Streaming - die Coronakrise hat unseren beruflichen und privaten Alltag mit einem Schlag in virtuelle Räume katapultiert und die Digitalisierung vorangetrieben. Daraus lassen sich auch Lehren für den Einsatz von digitalen Technologien für die nachhaltige Entwicklung ziehen.
Ziel dieses Berichts im Rahmen des Projekts "Erfolgsbedingungen für Systemsprünge und Leitbilder einer Ressourcenleichten Gesellschaft" ist es, eine solche Ressourcenleichte Gesellschaft zu definieren. Hierzu wird zunächst der Rahmen für eine Ressourcenleichte Gesellschaft durch Aufbereitung der relevanten Diskurse bestimmt. Kapitel 1 zeichnet die zeitgeschichtliche Entwicklung des ressourcenbezogenen Nachhaltigkeitsdiskurses von 1972 bis in die Gegenwart nach. Aus dieser Analyse werden relevante Gesichtspunkte für eine Ressourcenleichte Gesellschaft identifiziert und am Ende des Kapitels in einer Übersicht dargestellt. Das zweite Kapitel entwickelt darauf aufbauend den bereits genannten definitorischen Rahmen, d.h. es erfolgt eine grundsätzliche Erarbeitung der normativen Kriterien, die eine solche Gesellschaft ausmachen sollte. Kapitel 3 skizziert dann existierende Zugänge zur Ressourcenleichten Gesellschaft und zeigt wichtige Merkmale dieser Ansätze auf, welche zur Entwicklung der Ressourcenleichten Gesellschaft durch Kontrastierung oder Übernahme von Merkmalen beitragen können.
This paper analyses the potential of digital information technology to enable the reliable provision of product information along the plastics supply chain. The authors investigate the possible contribution of a product passport equipped with decentralised identifiers and verifiable credentials to overcome information deficits and information asymmetry in the circular plastics economy. Through this, high-quality plastics recycling could be enabled on a larger scale than currently possible.
This study presents in detail: the use of plastic products and the opportunities for recyclate use in the construction sector, quantities of plastic used, take-back systems, recycling techniques, current recyclate use and plastic construction product packaging.Potentials for increasing high-quality recyclate use were identified. Existing hurdles and options for action for industry and politics are presented. Current recyclate use as well as its potential use are strongly dependent on the application area of plastics. The biggest hurdles for the use of recycled materials are product life time, dismantling and technical requirements.
In dieser Studie werden detailliert dargestellt: die Verwendung von Kunststoffprodukten und Möglichkeiten des Rezyklateinsatzes im Baubereich, verwendete Kunststoffmengen, Rücknahmesysteme, Verwertungstechniken, aktueller Rezyklateneinsatz und Bauproduktverpackungen aus Kunststoff. Potentiale zur Steigerung des hochwertigen Rezyklateinsatzes wurden identifiziert und bestehende Hürden und Handlungsoptionen für Politik und Wirtschaft dargestellt. Aktueller Rezyklateinsatz sowie technische und mengenmäßige Potentiale sind stark abhängig vom Einsatzbereich der Kunststoffe. Die größten Hürden für einen Rezyklateinsatz sind dabei Produktlebensdauer, Rückbaufähigkeit und technische Anforderungen.
The construction sector is the second largest area for the application for plastics. Due to the long life times of construction products, the implementation of the circular economy faces its own challenges. To investigate this challenge, the study covers a market study for Germany, voluntary take-back and recycling schemes of construction products, as well as the use of plastic recyclates in construction products. In addition, plastic packaging of construction products is covered. Opportunities and barriers to the use of recycled plastics in construction products are derived from the intersection of available technologies, recyclate supply, and technical requirements for construction products. The report concludes with recommendations to various stakeholders on how to promote the use of recyclates in construction products and their packaging. Important points here are the introduction of a recyclate quota for films as construction product packaging and the description of recycling possibilities and recyclate content in the technical documentation of construction products.
Digitalisation is taking place at a fast pace in all European countries and it is transforming the economies, societies, communication, jobs and the necessary skills for the workplace and everyday life. The Covid-19 pandemic is also accelerating digitalisation at many levels.
To address the great challenges resulting from this, the European Commission has launched the Green Deal, a long-term transformation strategy towards an innovative and sustainable society. Three important initiatives under the Green Deal are the New Circular Economy Action Plan, the Biodiversity Strategy for 2030 and the Zero Pollution Action Plan. The various strategies and action plans draw up a large portfolio of measures, instruments and milestones that are always linked to digital technologies. Ideally, these are eco-innovative and sustainable and contribute to improving living conditions in Europe.
The EIO Biennial Report 2020, which looks at a different topic every two years, considers digitalisation a major opportunity to accelerate the transition to a circular Europe. In the current report, the authors provide an overview of eco-innovation trends, illustrated by digital technology and policy practices that can further drive the circular economy.
Ob die Rückführung von industriellen und gewerblichen Sekundärkunststoffen, das heißt von Abfällen bzw. von bereits wiederaufbereiteten Kunststoffrezyklaten, gelingen kann, ist von mehreren Faktoren wie insbesondere den spezifischen Materialeigenschaften, den Mengen, in denen sie anfallen, den aktuellen Marktpreisen (auch gegenüber Neuware) und auch der räumlichen Nähe von Sortier- bzw. Wiederaufbereitungsinfrastruktur abhängig. Trotz eigentlich guter Voraussetzungen für ein werkstoffliches Recycling, gelangen einzelne in Unternehmen anfallende Abfallchargen häufig in eine thermische Verwertung, weil sich ein Recycling wirtschaftlich nicht lohnt. Grund hierfür ist unter anderem, dass der Informationsaustausch zu den oben genannten Faktoren für Unternehmen häufig noch sehr mangelhaft ist.
Aktuell in Entwicklung befindliche digitale Plattformen und Applikationen sowie zugehörige Geschäfts- und Betreibermodelle, welche Kunststoffverarbeiter untereinander sowie Wertstofferzeuger und -verwerter vernetzen sollen, können künftig höhere Recyclingquoten ermöglichen und ökologische Einsparpotenziale heben.
Der Artikel führt Entwicklungen und Ergebnisse aktueller Forschungsprojekte zu solchen Vernetzungen zusammen, zeigt die aktuelle Situation des werkstofflichen Recyclings von industriellen und gewerblichen Kunststoffabfällen auf und beleuchtet welche Voraussetzungen für eine erfolgreiche Kreislaufführung von industriellen Kunststoffen gegeben sein müssen. Es wird insbesondere analysiert, in welcher Weise digitale Technologien und die durch sie erzielbare Informationstransparenz eine verbesserte Kreislaufwirtschaft bewirken können und in welcher Weise dies Wertschöpfungsnetzwerke räumlich beeinflussen kann.
Ziel des Projektes war es, eine ressourceneffiziente Kreislauschließung in der Kunststoffwirtschaft durch verschiedene digitale Software und Sensorlösungen zu ermöglichen. Das Projekt war in folgende Arbeitspakete gegliedert:
Arbeitspaket 1: Bestimmung der Ist-Situation. Arbeitspaket 2.1: Entwicklung innovativer Prozessmesstechnik. Arbeitspaket 2.2: F&E zu einer digitalen Applikation. Arbeitspaket 2.3: Konzeption eines Wertschöpfungsnetzwerkes. Arbeitspaket 3.1: Erprobung und Optimierung. Arbeitspaket 3.1: Nachhaltigkeitsbewertung. Arbeitspaket 4: Aktivierung und Dissemination der Ergebnisse. Arbeitspaket 5: Kommunikation. Arbeitspaket 6: Projektmanagement.
Die Projekt-Ergebnisse werden im vorliegenden Abschlussbericht, gegliedert in diese Arbeitspakete, vorgestellt.
