The project "Plastic Credits - Financing the Transition to the Global Circular Economy" supports the implementation of a waste management structure in India's rural regions. By that it aims to improve the current waste collection and treatment structures in the pilot regions Goa, Maharashtra, and Kerala. Herein, the project focuses on low value plastics (LVP), and especially multi-layer plastics (MLP), that have no market value. In order to analyze the environmental impacts of the project, an Environmental Impact Assessment (EIA) was conducted. The considered environmental components comprise: greenhouse gas emissions, usage of primary resources, impacts on marine and terrestrial wildlife, standard of living, and economic costs.
How do recent changes in consumption in the wake of the COVID-19 pandemic affect the avoidance of packaging waste? How can an increase in packaging waste be countered and the previous trend towards unpackaged and reusable solutions be revived and promoted?
To tackle these questions, we use a systemic approach that regards packaging as a network of interrelated interests of industry (manufacturing and logistics), trade (retail and catering), consumers and the waste management sector. To analyse this network, we applied three methods. First, we analysed secondary sources such as surveys. Second, we conducted semi-structured interviews with seven actors from industry, consumer education and waste management in May and June 2020. Third, we used the questions from the interview guideline to do an online survey among representatives of the public waste management industry.
Seitdem Einweg-Plastikartikel wie Kunststofftüten und Strohhalme verboten wurden, sind Straßen und Strände sauberer geworden. Zudem wurde auch die öffentliche Diskussion über nachhaltigen Konsum intensiviert. Die Gesamtmenge an Kunststoff-Abfällen ließ sich mit "Plastikverboten" hingegen nicht signifikant reduzieren. Zu diesem Ergebnis kommt der vorliegende Polyproblem-Report der gemeinnützigen Röchling Stiftung und des Beratungshauses Wider Sense in Zusammenarbeit mit dem Wuppertal Institut. Die Autor*innen haben die Wirkung staatlicher Verbote von Einweg-Plastikprodukten unter die Lupe genommen und die Erfahrungen aus Deutschland, Kenia und Kalifornien analysiert.
Der Regionalverband Ruhr (RVR) legte nach 2017 zum zweiten Mal seinen "Bericht zur Lage der Umwelt in der Metropole Ruhr" vor. Die aktuelle Analyse, die das Wuppertal Institut erstellte, beschreibt die Umwelt- und Lebenssituation im Ruhrgebiet anhand von 20 ausgewählten Indikatoren. Das Fazit der Wissenschaftlerinnen und Wissenschaftler: Es wurde bereits viel erreicht, jedoch nehmen der globale Klimawandel und seine Auswirkungen exponentiell an Tempo zu und betreffen alle Bereiche des menschlichen Lebens. Extreme Trockenperioden, Hitzewellen oder anhaltende Starkregenereignisse mit Überflutungen in bisher nicht gekannten Ausmaßen stellen auch das Ruhrgebiet vor neue und akute Herausforderungen.
2013 wurde das Abfallvermeidungsprogramm des Bundes verabschiedet. Mit dem Programm sollten Abfallmengen reduziert werden. Das Programm wurde einer kritischen Bewertung unterzogen und wird nun im Jahr 2020 fortgeschrieben. Dafür wurden in einer UBA-Studie prioritäre Abfallströme und Konzepte erarbeitet und Maßnahmenvorschläge entwickelt, um die Abfallvermeidung zukünftig konkreter auszugestalten.
The waste prevention program (WPP) from 2013 must be evaluated every 6 years and updated if necessary. The review and evaluation of the implementation of the WPP took place within the scope of the project. Based on the analysis results for the implementation of the WPP at federal, state and municipal level and an assessment of existing prevention potentials, concrete proposals for a possible further development and updating of the program on prioritized waste streams and corresponding priority prevention approaches were developed. In addition, structural adjustment and change needs of the WPP were worked out and further research was shown.

Effectiveness and efficiency of food-waste prevention policies, circular economy, and food industry

The study sheds light on the background of the prevention of plastic waste from packaging and disposable products by explaining the need for action, the environmental impacts and risks to human health. Experiences of the members of the PREVENT Waste Alliance and their partners in the prevention of plastic waste by multi-actor partnerships are presented by means of 17 best practice examples. Finally, the study gives recommendations for the reduction of plastic waste and the further work of the PREVENT Waste Alliance. These include success factors for waste prevention, necessary next steps and conclusions regarding the necessary political framework conditions.
Because prevention is closely linked to complex consumption patterns, even cultural changes, such as increasing environmental awareness, changes in the average size of households or changes in the industrial structure of an economy, are relevant factors for the interpretation of changes in the generation of waste - it is more or less impossible to isolate the effect of specific waste prevention measures in this complex system. This must be considered, in particular, in international comparisons of policies and their potential transferability. The guidelines of the European Commission on waste prevention also point to the particular problem of data availability in the area of prevention: as waste statistics focus mainly on the treatment and fate of wastes, they are often of limited value for prevention of waste because they don't give sufficient information about their origins or reasons for their generation.
Against this background, this report has the following objectives:
Chapter 2 discusses strengths and weaknesses of typical waste-based prevention indicators; Chapter 3 analyses possible indicators that consider an upstream perspective and take into account the ecological rucksacks of products and components that have become waste; Chapter 4 focuses on specific product groups that could be targeted by waste prevention indicators.
In general, the report describes the complexity of measuring waste prevention and outlines pros and cons of possible approaches. The final chapter aims to draw rather pragmatic conclusions on possibly most preferable options for future policy-making.
Das Kreislaufwirtschaftsgesetz (KrWG) verlangt mit Bezug auf das Abfallvermeidungsprogramm (AVP) die Benennung zweckmäßiger Maßstäbe für Abfallvermeidungsmaßnahmen (AVM), anhand derer die Fortschritte bei der Entkopplung der mit der Abfallerzeugung verbundenen Auswirkungen auf Mensch und Umwelt vom Wirtschaftswachstum erfasst werden können. Das AVP benennt mögliche Indikatoren, allerdings ist unklar, inwieweit diese das Entstehen von Abfällen darstellen oder die Effekte von AVM abbilden können. Mögliche Bewertungsmaßstäbe für die Messung des Abfallvermeidungserfolges wurden analysiert, auf ihre Eignung geprüft und ein Set an Indikatoren erarbeitet, um eine kontinuierliche Messung des Erfolges von AVM zu ermöglichen.
Each year, approximately one-third of the food produced for human consumption is lost or wasted worldwide. The waste of resources used for this food has significant environmental impacts in terms of land and water use as well as greenhouse gas emissions. Consequently, one of the targets of the UN sustainable development goals is to halve per capita global food waste at the retail and consumer levels and reduce food losses along production and supply chains by 2030. However, sufficient knowledge about the suitability of instruments for food waste prevention is still lacking. The purpose of this paper is therefore threefold: first, it outlines the generation and causes of food losses and waste. Second, it discusses good practices from different countries, such as laws to reduce food waste, voluntary agreements, awareness campaigns and results from behavioural economics. Finally, based on these findings, this paper identifies barriers to as well as requirements for the implementation of effective and efficient instruments.
