The paper undertakes a closer look on the relation of institutions and policy mixes within the multi-level scope of the European Union in the policy field of resource efficiency and maps out different configurations. Based on an extensive analysis of scope, foci, instruments and especially the distribution of institutional responsibilities in 32 EU countries, the paper aims to amplify the categorisation of policy mix characteristics developed by Rogge and Reichardt by considerations on the institutional background of policy mixes. It specifically brings into question the potential impact of different institutional settings on the consistency and coherence of approaches in this evolving policy field. Resource efficiency is an eminently cross-cutting policy concept and a specific interesting unit of analysis due to the observable heterogeneity of implementation approaches. However, it is still mainly disconnected from energy issues and, at the same time, EU policy has shifted to the circular economy approach, indicating further need for streamlining with the resource efficiency approach. The paper stresses the need to include institutional and multi-level governance issues for policy design and the development of policy mixes, especially in the context of the now refocused resource efficiency agenda to the transition to a circular economy.
Modelling studies which project pathways for the future of energy in India currently have several implicit assumptions with regards to the social, institutional, and political changes necessary for energy transitions. This paper focuses on the specific question of land use change required for realising ambitious clean energy targets. Demand for land is likely to be a critical question in India's energy future given the challenges with land acquisition in the country as a result of high population density and significant rights enjoyed by landowners. Yet, there is a lack of literature relevant to India which makes a quantitative assessment of the land use impacts of different types of low carbon technologies. I calculate and compare the land requirements in India of ground based solar photovoltaic (PV) power, nuclear power, and wind energy. All three types of technologies are expected to grow substantially as a share of India's electricity mix in the coming years. The analysis suggests that land demands of ground based solar PV are likely to be substantial compared to wind energy and nuclear power, and some policy suggestions are provided which may help mitigate that challenge.
Against the background of the question which role tax based instruments have to play in policy mixes to counteract the unbroken growth trend of global resource use, this chapter initially describes how the insights from a country comparative study on national resource policy frameworks could be linked to instruments for the internalisation of external environmental costs on a European scale. On the basis of a project specific but substantiated resource use vision and potential governance principles for three transition processes to reach the goals, the tax concepts are subsequently connected to simulation scenarios in order to illustrate the resource impacts that could be achieved by those policy reforms. Conclusively, barriers to such fundamental changes of framework conditions are briefly reflected upon and some conclusions are drawn.

Die Religionen haben in Sachen Klimawandel rhetorisch mobilgemacht, und ihre Warnrufe gipfeln darin, die Erdüberhitzung bedrohe nicht nur die Natur, sondern auch das Zusammenleben der Menschen. Betont werden etwa die "Verwundbarkeit der Armen" ("Islam Declaration"), das "Leiden für alle Lebewesen" (Buddhismus), die "ökologischen Schulden" (Papst Franziskus) und die "Klimagerechtigkeit" (Weltkirchenrat). Zudem haben sich mit letzterer Losungzahl reiche NGOs identifiziert; die Parole "Climate Justice" ist in den 2000er Jahren zur Fanfare der Zivilgesellschaft geworden, die die internationale Klimapolitik bis heute begleitet. Was hat es mit der "Climate Justice" auf sich? Wie verändert sich der Klimadiskurs, wenn man die Gerechtigkeitsperspektive einnimmt? Und welche Folgen hat das für die Entwicklungspolitik?
Von Beginn an haben die modernen Wirtschaftswissenschaften gesellschaftliche Prozesse nicht nur beobachtet und beschrieben, sondern diese auch selbst katalysiert und beeinflusst. Damit haben sie einer Entwicklung den Weg gebahnt, die neben unbestrittenen Erfolgen zu ökologischen Zerstörungen, sozialen Verwerfungen und immer wiederkehrenden ökonomischen Krisen geführt hat. Mehr denn je braucht es eine transformative Wirtschaftswissenschaft, die insbesondere die Bedingungen und Möglichkeiten einer nachhaltigen Entwicklung von Wirtschaft und Gesellschaft analysiert und verbessern hilft.
Energy efficiency activities are high on the current EU energy policy agenda. Key policy instruments like the Energy Efficiency Directive (EED), the Energy Performance of Buildings Directive (EPBD) and the Energy Labelling Directive are under revision.
In a project for the German government, we therefore analysed the effectiveness and consistency of existing sectoral policy packages anew, to open the discussion on which policy changes to the EU's energy efficiency policy packages are crucial to reach the targets.
This comprehensive review addressed the industrial, buildings, and transport sectors plus the overarching governance framework (targets and roadmaps, EED, energy taxation and EU ETS). For each of these, the first step was a gap analysis of the main deficits in the sectoral policy packages, against effective model packages.
At first glance, the combination of energy efficiency policies at EU level seems already quite comprehensive. However, their design and implementation often lack a consistent and ambitious approach to leverage their full potential.
To give some examples of the many shortcomings identified, the governance framework suffers from exceptions and the transport sector being only marginally considered in the EED; an outdated Energy Tax Directive has very low minimum rates and several exception clauses; there is a lack of commitment to implement energy management systems and investment projects in large companies; a clear EU-wide definition of nearly zero energy buildings (nZEB) is missing; and the labelling of energy-using products is still confusing for consumers. Subsequently, we elaborated comprehensive policy recommendations to increase the effectiveness of all these policies, and to bridge some gaps with new policies. A list of priorities was established to sort them by their relevance.
From 7 to 18 November 2016, the twenty-second Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Marrakech. Due to the early entry into force of the Paris Agreement, Marrakech also hosted the first Conference of the Parties serving as Meeting of the Parties to the Paris Agreement (CMA1). Researchers from the Wuppertal Institute observed the conference and elaborated a detailed analysis of the results. The report starts by discussing developments regarding the implementation of the Paris Agreement, in particular the detailed "rulebook" and cooperative mechanisms. Next, the article discusses developments in the various avenues for raising climate ambition that have been put in place by the Paris conference: the 2018 facilitative dialogue, the engagement of non-state and sub-national actors, and the elaboration of mid-century climate strategies. In addition, the article discusses other Marrakech developments, in particular on issues of climate finance and adaptation, as well as recent developments in the wider world that have an impact on the UNFCCC, in particular developing alliances, developments in the International Civil Aviation Organisation (ICAO) and under the Montreal Protocol, and possible repercussions of the US presidential election.
Two for one : integrating the sustainable development agenda with international climate policy

2015 was a watershed for international sustainability governance. With the Paris climate agreement and Agenda 2030, the international community adopted new targets and processes which are to guide policy for decades to come. Both emphasise the need for integration. In practice, however, climate change and sustainable development have so far been siloed issues.
Der vorliegende Bericht ist Ergebnis eines zweijährigen Forschungsprojekts im Rahmen des Virtuellen Instituts "Transformation - Energiewende NRW". Das Projekt wurde von der Stiftung Mercator finanziert. Der Bericht beschäftigt sich in mehreren Schritten mit der Transformation des Energie- und Industrielandes NRW: Er analysiert die ökonomischen Effekte der Energiewende in NRW und arbeitet Erfolgsfaktoren sowie Gestaltungsmöglichkeiten für industrielle Transformationsprozesse heraus. Nachfolgend werden zentrale Ergebnisse dieser Analyseschritte knapp zusammengefasst.
The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.
Comparing the Agenda 2030 of the United Nations and the Laudato si' by the Pope, both authored in 2015, one point stands out: the Development enthusiasm of the twentieth century is gone. In its place, we are now dealing with the demise of expansive modernity. The motto of the previous century (playing on words of the Lord's Prayer), "on Earth as in the West", now seems like a threat. The world is in crisis roundabout: the biosphere is being shattered and, in more ways than one, the gap between the rich and the poor is widening. While both publications agree that the global economic model can now be considered old iron, there are equally significant differences. While the Agenda 2030 seeks to repair the existing global economic model significantly, the encyclical calls for a pushing back of economic hegemony and for more ethical responsibility on all levels. While the Agenda 2030 envisions a green economy with social democratic hues, the encyclical foresees a post capitalist-era, based on a cultural shift towards eco-solidarity.
Wenn sich im November die internationale Staatengemeinschaft zur 23. UN-Klimakonferenz (Conference of the parties, kurz COP23) in Bonn trifft, um über die Umsetzung des Pariser Klimaabkommens zu beraten, wird auch die Forderung nach mehr Gerechtigkeit in der Klimapolitik laut werden. Denn die Parole "Climate Justice" ist in den 2000er-Jahren nicht nur zur Fanfare der Zivilgesellschaft geworden, die die internationale Klimapolitik bis heute begleitet. Längst fordern auch die vom Klimawandel besonders betroffenen Staaten, die Hauptverursacher der Erderwärmung - und damit vorwiegend die Staaten des globalen Nordens - stärker in die Pflicht zu nehmen.
Doch was hat es mit der "Climate Justice" auf sich? Wie verändert sich der Klimadiskurs, wenn man die Gerechtigkeitsperspektive einnimmt? Und welche Folgen hat das für die Entwicklungspolitik? Mit diesen Fragen befasst sich der vorliegende Beitrag.
In der vorliegenden Szenariostudie zeigen Forscher des Wuppertal Instituts, wie sich die Treibhausgasemissionen des Verkehrs in Deutschland von 166 Millionen Tonnen im Jahr 2016 bis zum Jahr 2035 auf null senken lassen - eine Zielmarke, die unter der Prämisse notwendig ist, dass die Erderwärmung auf möglichst 1,5 Grad Celsius begrenzt werden soll. Die Umsetzung dieser von der Staatengemeinschaft auf dem Klimaschutzgipfel in Paris 2015 vorgegebene Zielmarke erfordert eine rasche und konsequente Reduktion der Treibhausgasemissionen in allen Sektoren und auf nationaler wie globaler Ebene.
Zahlreiche einkommensarme Haushalte in Deutschland und diejenigen, die nahe der Armutsgrenze leben, leiden unter den in den letzten Jahren gestiegenen Stromkosten. In der Folge kann eine zunehmende Anzahl von Stromsperren beobachtet werden. Nach Angaben der Bundesnetzagentur wurden im Jahr 2014 insgesamt knapp 350.000 Unterbrechungen der Stromversorgung aufgrund von Zahlungsrückstände durch die Energieunternehmen veranlasst. Um solche Stromsperren zu vermeiden, bieten immer mehr Versorgungsunternehmen ihren Kunden einen Prepaidzähler als Antwort auf ausstehende Zahlungen und eine wachsende Zahl von Haushalten mit Energieschulden an. Das Phänomen der Energiearmut in Deutschland ist relativ jung und damit die Anzahl der Prepaidzähler noch niedrig. Erfahrungen in diesem Zusammenhang sind daher im Vergleich zu anderen Ländern (z. B. Großbritannien) rar. Im Auftrag des Ministeriums für Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes Nordrhein-Westfalen hat das Wuppertal Institut die erste wissenschaftlichen Befragung von Haushalten mit Prepaidzählern in Deutschland durchgeführt und stellt die Ergebnisse in diesem Wuppertal Report vor.
How is it possible to increase homeowners' insulation activity? Answering this question is key to successful policies regarding energy-efficient buildings worldwide. In Germany, doubling today's insulation rate of about 1% is an important element for reaching the government's target of an 80% reduction in energy demand in the building sector by 2050.
This thesis uses an agent-based model analysis to improve the understanding of homeowners' insulation activity and to explore new approaches aiming at its increase in Germany. Two agent-based models were developed and utilized. The first model was developed mainly based on insights derived from a structured literature review. The second emerged from the previous one, incorporating the results of an online survey conducted among 275 homeowners.
The results indicate that homeowners' economic means have little influence on their decision to install insulation. Instead, their insulation decision-making is mostly affected by situational factors and their attitudes towards insulation. Situational factors, such as the condition of the building, are important because they initiate homeowners' individual decision-making processes on insulation. The simulation results show that improving homeowners’ attitudes about insulation by providing information has a comparatively low potential for increasing their insulation activity. Out of the policy options this thesis explored, the introduction of an obligation to insulate the walls within one year after change of house ownership was found to have the greatest impact on homeowners' insulation activity.
Against the background of environmental problems arising from the growing extraction of natural resources and resource depletion, achieving a sustainable development is an indispensable challenge in the twenty-first century. In this article we want to show how socio-technical and product-service innovations can change social practices - the routine doings in everyday life - and, thus, support transition of socio-technical systems. We introduce theoretical considerations on how social practice theories and the framework of the Multi-Level Perspective in transition research can be linked to better understand transition processes from a micro-macro-link perspective. We then present cases based on desk research in the field of practices in bathing, heating and nutrition to show how these have changed over the past decades. Building on this, examples of concepts for sustainable product-service-design in these areas are introduced as leverage points to change social practices in everyday life. These have been developed in research projects or design student seminar works, respectively. We argue that this implies sustainable product-service-systems should be developed in a user- and actor-integrated framework, such as Sustainable LivingLabs. The integration of users and other stakeholders into participatory co-creation processes enables tailored solutions that take actual routines and dependencies seriously into account.
Die MENA-Region steht nicht nur vor erheblichen gesellschaftlichen Herausforderungen, sondern weist ebenfalls deutlichen Entwicklungsbedarf im Stromsystem auf und erfordert dessen nachhaltige Transformation. Durch einen möglichst hohen regionalen Verbleib der damit anfallenden Wertschöpfung könnten sich Chancen für Technologieausrüster ergeben. Allerdings herrscht im derzeitigen Marktstadium noch immer hohe Unsicherheit inwieweit zukünftig tatsächlich eine Marktentwicklung stattfindet. Vor diesem Hintergrund erfolgt die Entwicklung eines multikriteriellen Bewertungsrahmens für Investitionen in die lokale Produktion, wobei Aspekte der Transition-Forschung Anwendung finden.
This paper outlines the key elements of a low-carbon stabilization pathway for land transport, focusing on the potential of key policy measures at the local and national level, opportunities for synergies of sustainable development and climate change objectives, and governance and institutional issues affecting the implementation of measures. It combines several approaches to provide an integrated view on the decarbonization of the transport sector based on recent literature. It will assess the quantitative basis potential climate change mitigation pathways and will then look into policy and institutional aspects that relate to the feasibility of these pathways. This combination of quantitative and qualitative analysis to measure the potential, options, and feasibility of climate change mitigation strategies in the transport sector aims to synthesize recent papers on the subject and draw conclusions for future research.
Facing an ever-increasing global consumption of natural resources and related environmental as well as socioeconomic challenges, the transition towards a circular economy will be of crucial importance. The issue is high on the political agenda, especially since the European Commission published its Circular Economy Action Plan in December 2015. Apparently different stakeholders have very different perceptions of the concept as well as different expectations for its implementation. During a workshop series by the Friedrich Ebert Stiftung, experts from policy, science, administration, industry and unions discussed key issues for the circular economy: What's the status quo in Germany? How can the circular economy be implemented in a comprehensive and efficient way? Which instruments are available? Is the legal framework on EU and national level sufficient for the evolvement of a circular economy? What is the role of the consumer? What are the economic potentials especially with regard to job creation? How can research and innovation policy contribute to this process? This paper aims to summarise the different discussions.
Stepping up waste prevention : challenges and opportunities for national waste prevention programmes

Decarbonisation of energy systems requires deep structural change. The purpose of this research was to analyse the rates of change taking place in the energy systems of the European Union (EU), in the light of the EU's climate change mitigation objectives. Trends on indicators such as energy intensity and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios for the electricity, residential, transport, and industry sectors. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that the EU has made significant progress in decarbonising its energy systems. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.
Die Energiewende gilt als eine der zentralen gesellschaftlichen Projekte unserer Zeit. Ihre Bedeutung beschränkt sich nicht nur auf ihren bekannten Beitrag zum globalen Klimaschutz und auf die Reduzierung der Gefahren durch den Gebrauch von Atomenergie. Sie soll auch dazu dienen, die Energieimportabhängigkeit Deutschlands, mögliche Auswirkungen von Energiepreisschocks und die Wahrscheinlichkeit der Einbeziehung in zukünftige Ressourcenkriege zu reduzieren. Neben diesen Schutzfunktionen kann sie aber auch neue Geschäftsfelder und Arbeitsplätze schaffen und Innovationen in den Bereichen Effizienz und erneuerbare Energien voranbringen und damit einen Beitrag zu einer zukunftsorientierten, ökologischeren wirtschaftlichen Entwicklung beitragen.
Bereits 2010 hat die Bundesregierung Ziele in Bezug auf den Ausbau erneuerbarer Energien, die Steigerung der Energieeffizienz sowie die Reduktion des CO2-Ausstoßes formuliert. Während die Ziele hinsichtlich des Ausbaus erneuerbarer Energien im Stromsektor und am Wärmeverbrauch voraussichtlich erreicht werden, sind im Bereich der Energieeffizienzsteigerung weitere Anstrengungen notwendig. Zwar gibt es zahlreiche Energiedienstleistungsangebote und Förderprogramme, mit denen die Energieeffizienz gesteigert werden sollen, allerdings haben diese - insbesondere bei kleinen und mittleren Unternehmen (KMU) - bisher nicht zu den gewünschten Ergebnissen geführt. Daher ist es Ziel der Arbeit, Ansätze für ein Konzept zur Realisierung von Energieeffizienzpotentialen in KMU zu entwickeln.
Der Untersuchungsraum der Arbeit liegt im östlichen Ruhrgebiet in der Region Unna/Kamen/Bergkamen/Bönen/Holzwickede und ist auf das Projekt "SWOT-Analyse zur Energiewende Unna/Kamen/Bergkamen/Bönen/Holzwickede“ des Wuppertal Instituts zurückzuführen, in dessen Rahmen diese Arbeit entstand. Im Zuge der Analyse wurden zentrale interne und externe Einflussfaktoren auf die Entscheidung regionaler KMU zur Durchführung von Energieeffizienzmaßnahmen analysiert sowie Praxisbeispiele zur Realisierung von Energieeffizienzpotentialen ausgewertet. Abschließend wurden die Analyseergebnisse zu ersten Ideen für ein Konzept zur Realisierung von Energieeffizienzpotentialen in KMU ausgearbeitet und als Handlungsempfehlungen formuliert.
Seit 2005 ist ein Großteil der deutschen Strom- und Gaskonzessionsverträge ausgelaufen und eröffnete vielen Kommunen die Chance, die Energieversorgung wieder in die eigenen Hände zu nehmen. Gleichzeitig übernimmt die kommunale Ebene in einem zunehmend dezentral strukturierten Energieversorgungssystem eine immer wichtigere Rolle, da die Umsetzung der energiepolitischen Ziele der Bundesregierung vor allem vor Ort, in den Kommunen stattfindet. Ziel dieser Arbeit war es daher, zu ermitteln wie viele Kommunen im Zeitraum von 2005 bis 2016 durch die Gründung neuer Unternehmen im Bereich der Energieversorgung tätig geworden sind und welche Rolle die kommunalen Energieversorgungsunternehmen im Rahmen der Energiewende einnehmen können.
Auf Grundlage der bereits 2013 vom Wuppertal Institut durchgeführten Sondierungsstudie, die zahlreiche Neugründungen bis 2012 erfasste, konnten in dieser Arbeit insgesamt 139 kommunale Energieversorgungsunternehmen ermittelt werden, deren Gründung zwischen 2005 und 2016 stattfand. Dieses Ergebnis belegt für diesen Zeitraum einen ausgeprägten Trend zur Rekommunalisierung im Bereich der Energieversorgung. In einer umfangreichen Literaturanalyse sowie acht Experteninterviews mit kommunalen Ansprechpartnern und Geschäftsführern junger Stadtwerke, konnte darüber hinaus belegt werden, dass die kommunalen Energieversorger aufgrund ihrer Fachexpertise und ihrer ausgeprägten Vernetzung mit den Bürgern, örtlichen und regionalen Akteuren und der Kommune, wichtige Instrumente zur Umsetzung kommunaler Klimaschutzziele darstellen. Sie sind nicht nur in der Lage, sich im energiewirtschaftlichen Wettbewerb zu beweisen und zu positionieren, sondern können aufgrund ihrer lokalen Verankerung auch Potenziale erschließen, die von privaten Versorgern weitgehend ungenutzt bleiben. Diese umfassen beispielsweise Potenziale zur Energieerzeugung und -einsparung auf Kundenseite, aber auch die Möglichkeiten regenerativer Wärmeversorgung durch Nah- oder Fernwärme und eine stärkere Beteiligung der Bürger. Neben den zusätzlichen Wertschöpfungseffekten, von denen die Kommunen profitieren, ermöglichen die kommunalen Energieversorgungsunternehmen somit auch die aktive Mitgestaltung der Energiewende vor Ort, unter Einbeziehung der lokalen Akteure und Bürger.
What leads to lunch : how social practices impact (non-)sustainable food consumption / eating habits

The field of nutrition will face numerous challenges in coming decades; these arise from global consumption patterns and lead to a high use of resources. Actors in the catering sector face difficulties in promoting their solutions for a more sustainable situation in their field, one of them being the lack of acceptance from consumers. We must ask the question of how to influence consumer behavior and bring forth a transition towards more sustainable food consumption. This paper presents results of a qualitative assessment of eating practices. A group of ten consumers participated in problem-centered interviews and provided data on their eating-out behavior over the course of two weeks. Using the theoretical approach of practice theory, the data gathered in this study were used to form an understanding of the practice of eating out with a focus on the daily routines that influence consumer choices. The results indicate that the practice of eating out is highly dependent on external factors. Busy lifestyles, mobility routines and a perceived lack of time prompt the decision to eat out. Consumers consciously do so to save time and effort and to streamline their schedules. Mobility seems to be an important driver for eating out. Participants try to limit the ways they undertake eating out yet often stop for a meal in-between appointments spontaneously. Findings suggest that nutrition knowledge and sustainable mindsets have little influence on the eating decisions away from home: Participants show a high level of distrust towards quality claims and put their health concerns aside eating out. We can conclude that the act of eating out is strongly influenced by daily routines and those practices that precede or succeed it. Changes in work and mobility patterns are very likely to have an impact on the way consumers eat away from home.
Gut 40 Jahre währt bereits die Auseinandersetzung um den Stopp des menschgemachten Klimawandels. Angesichts dessen fragen sich manche Aktivisten, ob dieser "Kampf" um die klimapolitischen Reduktionsziele, insbesondere beim Verbrauch fossiler Energieträger, noch zu gewinnen sei. Die Klimaengagierten aller Länder haben sich zwar vereinigt, aber es handelt sich doch, des ausbleibenden Erfolgs wegen, um eine in Teilen depressionsgeneigte Gemeinschaft. Jeremy Leggett, Mitstreiter der ersten Stunde, will mit seinem aktuellen Buch "The Winning of the Carbon War" dagegen Hoffnung und Zuversicht verbreiten. A case study in the rural area of South Westphalia, Germany, showed the importance of independent intermediaries to support the development and implementation of sustainable energy and efficiency projects. The idea behind the project "Dorf ist Energie(klug)" (Village is Energy(smart)) was to foster, accompany, and support energy and efficiency projects in villages from the first idea to final implementation. Therefore, the South Westphalia Agency as independent intermediary initiated an application process in which villages could apply with their innovative energy and efficiency project ideas. During the following process the chosen "coaching villages" benefitted from the consultation of teams of thematic experts. Villages with less developed projects were supported through idea workshops with experts and study visits.
The accompanying scientific study evaluated the overall process focussing on the transferability, the sustainability and the quality of the process. Furthermore, a self evaluation tool for (energy) projects in villages was developed and tested in two of the participating coaching villages.
The paper gives a short insight into the project "Dorf ist Energie(klug)". It presents the methodology of the accompanying study and the results with a special focus on the role of the South Westphalia Agency as independent intermediary. Finally, it discusses the transferability and sustainability of the project.
Energiesuffizienz ist neben Energieeffizienz ein zweiter Weg, den Energieverbrauch zu reduzieren. Während Energieeffizienz bei unverändertem Nutzen den Energieinput senkt, ist Energiesuffizienz eine Strategie mit dem Ziel, die Menge an technisch bereitgestellter Energie durch Veränderungen der Quantität oder Qualität des Nutzens aus Energie auf ein nachhaltiges Maß zu begrenzen oder zu reduzieren. Das kann durch Reduktion, Substitution oder Anpassung des Nutzens an den Bedarf im Alltag geschehen. Viele Haushalte praktizieren schon Energiesuffizienz, aber die Hemmnisse für eine stärkere Nutzung sind groß. Auch die Energiesuffizienz im Haushalt benötigt daher eine Flankierung durch die Politik. Im BMBF-Projekt "Energiesuffizienz" wurde daher erstmals eine integrierte Energiesuffizienzpolitik untersucht, die insbesondere den Stromverbrauch in den privaten Haushalten adressiert.
Energy of the future? : Sustainable mobility through fuel cells and H2 ; Shell hydrogen study

Over the years Shell has produced a number of scenario studies on key energy issues. These have included studies on important energy consumption sectors such as passenger cars and commercial vehicles (lorries and buses) and the supply of energy and heat to private households, as well as studies on the state of and prospects for individual energy sources and fuels, including biofuels, natural gas and liquefied petroleum gas.
Shell has been involved in hydrogen production as well as in research, development and application for decades, with a dedicated business unit, Shell Hydrogen. Now, in cooperation with the Wuppertal Institute in Germany, Shell has conducted a study on hydrogen as a future energy source. The study looks at the current state of hydrogen supply path- ways and hydrogen application technologies and explores the potential and prospects for hydrogen as an energy source in the global energy system of tomorrow. The study focuses on the use of hydrogen in road transport and specifically in fuel cell electric vehicles (FCEVs), but it also examines non-automotive resp. stationary applications.

Mit dem Klimaschutz-Teilkonzept Mobilität für die Stadt Wolfsburg wurde eine neue Methode erprobt, mit der sich klimaschutzrelevante Handlungspotenziale an der Schnittstelle von Stadt- und Verkehrsplanung identifizieren lassen. Die Methode erlaubt es, bei der Abschätzung von Potenzialen zur Minderung verkehrsbedingter CO2-Emissionen stadträumliche Gegebenheiten zu erfassen und eine räumliche Differenzierung vorzunehmen. Sie stellt neben den für die Stadt- und Verkehrsplanung schon bestehenden Ansätzen die Analyse von variierenden CO2-Minderungspotenzialen innerhalb der Teilräume einer Stadt in den Vordergrund und ist eine sinnvolle Ergänzung zu den im verkehrsplanerischen Kontext oft angewandten Verkehrssimulationen.
In the face of growing popularity of eco-feedback innovations, recent studies draw attention to the relevance of the human factor for a more effective design of eco-feedback. This paper explores these challenges more deeply by employing a mixed methods approach. We provide in-situ insights from a Living Lab experiment on the effect of smart home systems and traffic light feedback on heating energy consumption in private households. Our results from an interrupted time series analysis of logged data on indoor room temperature, CO2 concentration and consumption of natural gas show that the interventions do not affect heating as expected, neither for automating behaviour via high-tech smart home systems nor via low-tech traffic light feedback. Smart home systems do not promise a significant reduction of heating energy consumption and a traffic light feedback on indoor air quality does not lead to a reaction of indoor CO2 concentrations, but may reduce heating energy consumption. Qualitative interviews on heating practices of participants suggests that comfort temperatures, lack of competences and inert heating systems do override expected effects of the feedback interventions. We propose that high-tech smart home systems should carefully consider the handling competences of users. Low-tech feedback products on the other hand should by design stronger address user experience factors like comfort temperatures.
Dass alle Welt auf den US-Präsidenten und sein populistisches Nein zum Klimaabkommen von Paris schaut, wird den Erfordernissen der internationalen Klimapolitik nicht gerecht. Wir sollten jetzt eher so handeln, als ob es die USA gar nicht gäbe. Es ist jedenfalls höchste Zeit, innerhalb und außerhalb der internationalen Verträge neue Allianzen der Vernunft zu bilden.
One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.
The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case study that impacts affecting the social, cultural and political spheres were more often considered significant than impacts affecting the physical and material livelihood dimensions. Regarding sustainability assessments of large-scale renewable energy plants, these findings underline the importance (as for other large-scale infrastructure developments) of placing greater emphasis on the inclusion of social aspects in impact assessments.

Lack of a comprehensive policy on resource efficiency and the possibility of using secondary raw materials to obtain resource and impact decoupling continue to be the key issues that India will have to grapple with in the years to come.

Policy brief 2 focuses on analysing the potential for decoupling in the Indian buildings and construction sector. Primary and secondary research was conducted to identify the factors that influence decoupling. Subsequently, a framework was established to make it possible to measure the nature and extent of decoupling that is possible within the existing policy environment. Furthermore, gaps, drivers and barriers have been identified which could enable a potential analysis study on decoupling to be carried out. In addition, examples of good practice from Germany and other European countries have been studied with a view to learning lessons that can help to bridge the current gaps in India.
A continuing trend of global urbanization leads to a geographical concentration of population and social activities that causes a regional compression of concomitant resource and energy consumption. This paper argues that a Sustainable Living Lab infrastructure (SusLab) in urban areas facilitates a systematic integration of user's consideration in the design and development of Product-Service Systems (PSS) that enables changes of daily routines in favor of urban wealth development and conservation of ecosystem services. The authors build on the Sustainable Consumption and Production (SCP) Model of the Wuppertal Institute that provides a theoretical framework of sociotechnical rearrangements towards urban sustainability transition. Therefore, a reconfiguration of social practices and PSS in a desired direction according to social, ecological and economic concerns is reconsidered on the micro level in line with efficiency, consistency, and sufficiency strategies. The authors introduce an assessment framework for urban sustainable development and illustrate multifarious concepts of PSS that are aiming to decouple wealth development from resource and energy consumption in urban areas.

Ein undurchsichtiger Tarifdschungel, unzureichende Verbindungen und ungerechtfertigt hohe Preise - das schreckt viele Menschen davon ab, den Bus oder die Bahn zu nehmen. Wegen der anhaltenden Unterfinanzierung stehen bessere ÖPNV-Angebote nicht in Aussicht. Dabei ist es gerade aus Klimaschutzgründen erforderlich, den öffentlichen Personennahverkehr als Rückgrat einer klimaschonenden Mobilität auszubauen und seinen Anteil im Verkehr in Stadt und Region zu steigern.
Das neue Finanzierungsmodell "Bürgerticket" könnte dazu beitragen: Es könnte eine stabile Finanzierungsbasis schaffen und den Umstieg vom Auto auf den ÖPNV fördern. Für das Bürgerticket wird von allen ein zweckgebundener Solidarbeitrag zur Finanzierung der ÖPNV-Betriebskosten erhoben. Im Gegenzug haben dann alle Bürgerinnen und Bürger freie Fahrt in Bussen und Bahnen. Ein "Semesterticket für alle" - das ist die Idee.
Der Autor hat am Beispiel Wuppertals den möglichen Einfluss des Bürgertickets auf die Verkehrsmittelwahl untersucht und daraus Klimaschutzpotential sowie Kosten in Szenarien abgeschätzt. Abgerundet wird die Studie durch Vorschläge für Politik und Wirtschaft, wie dieses innovative Finanzierungsmodell in der Praxis umgesetzt werden kann.

On 12 December, the twenty-first Conference of Parties (COP-21) of the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement. This marked the conclusion of the long process of crafting a new international climate regime that began with the adoption of the Bali Roadmap in 2007, failed spectacularly in Copenhagen in 2009, and resumed with a new approach in Durban 2011. This article summarizes and analyzes the main contents of the Paris Agreement.
Städte und Klimawandel : Ruhrgebiet 2050 ; integriertes Modell Ruhrgebiet und Regionaler Modal Shift

Das Ziel des Teilprojekts "Integriertes Modell Ruhrgebiet 2050" war die Entwicklung und Anwendung eines integrierten Modellsystems, mit dem die Auswirkungen von Handlungsansätzen zur Reduzierung des Energieverbrauchs und von Treibhausgasemissionen in Stadtregionen bis zum Jahr 2050 abgeschätzt und bewertet werden können. In dem Teilprojekt wurde ein für das östliche Ruhrgebiet vorhandenes Flächennutzungs- und Verkehrsmodell auf das gesamte Ruhrgebiet erweitert und durch Teilmodelle des Energieverbrauchs von Gebäuden und Verkehr ergänzt. Die Ergebnisse sollen Zivilgesellschaft, Planung und Politik Hinweise darauf geben, welche Maßnahmen auf europäischer, nationaler, regionaler und lokaler Ebene durchgeführt werden müssen, um die Ziele der Energiewende im Ruhrgebiet zu erreichen.
Im Fokus des Teilprojekts "Regionaler Modal Shift" stand der regionale Personenverkehr im Ruhrgebiet. Hier werden bislang 53 Prozent aller Wege mit dem motorisierten Individualverkehr zurückgelegt gegenüber einem Ziel-Modal Split mit einem Pkw-Anteil von 25 Prozent und jeweils 25 weiteren Prozenten für Fuß- und Radverkehr sowie ÖPNV. Ein zentraler Ansatz zur Reduzierung des Energieverbrauchs und der Treibhausgasemissionen ist die Verlagerung (Modal Shift) von motorisiertem Individualverkehr auf den Umweltverbund (Fuß, Rad, ÖPNV, Car-Sharing). Die polyzentrische Struktur des Verkehrsnetzes des Ruhrgebiets bietet gute Voraussetzungen für eine klimafreundliche Mobilität im Umweltverbund. Darüber hinaus kann Elektromobilität einen weiteren Beitrag zur Reduzierung von Energieverbrauch und Treibhausgasemissionen leisten.
Dieser Bericht stellt die Ergebnisse aus den beiden Teilprojekten in integrierter Form dar.
Optimization and simulation models are fit to work on a multitude of technical, economic, and techno-economic questions. However, they are by now not able to satisfactorily include societal aspects like acceptance, spatial implications and legal frameworks. In order to advance scope and explanatory power of simulation models, collaboration in interdisciplinary research teams is needed. Yet the exchange in such teams and its coordination can prove challenging. Furthermore, disciplinary approaches and methods for simulation and optimization might not be familiar to all participants.
To this end, a new conceptual model is introduced. The conceptual model employs few basic elements and concepts for describing and explaining arbitrary societal and technical relationships. Most notably, the conceptual model is general in its design, so contributions to the problem formulation and design components can be made by all team members regardless of their discipline. The procedure is based on common agent-based concepts without using their terminology. Consequently, an exchange among all team members becomes possible without them necessarily being proficient in agent-based modeling. A reduced presentation of workshop results exemplifies the use of novel elements for deriving an emergent agent-based simulation.
To minimize the impact of end-of life vehicles on the environment they have to be managed in accordance with the legal requirements. Against this background it is important to comprehend the whereabouts of permanently decommissioned passenger cars. From the available statistical sources it was only possible to account for the whereabouts in parts for the last years. The subject-matter of the research project was the closure of this "statistical gap" to the maximum extent possible. The objectives of the project were the identification of the possible reasons underlying the "statistical gap", the determination, itemisation and, to the maximum extent possible, quantification of information on the actual whereabouts of permanently decommissioned vehicles and the development of measures and instruments that can be used to permanently improve the data situation.
Altfahrzeuge enthalten sowohl Schadstoffe als auch Wertstoffe und sind daher nach den Vorgaben der Altfahrzeugverordnung ordnungsgemäß zu behandeln und zu verwerten. Gefahren für die Umwelt können so vermieden und Wertstoffe zurückgewonnen werden. Dementsprechend ist es wichtig, dass die ordnungsgemäße Behandlung und Verwertung von Altfahrzeugen auch belegt werden kann. Grundlegend ist vor diesem Hintergrund, dass nachvollziehbar ist, wo Fahrzeuge verbleiben, die außer Betrieb gesetzt und in Deutschland nicht wieder zum Straßenverkehr zugelassen werden. Mit den vorliegenden statistischen Angaben war dies in den letzten Jahren nur teilweise möglich. Beispielsweise war vor Projektbeginn für das Jahr 2013 der Verbleib von 1,18 Millionen Fahrzeugen nicht aufklärbar. Ziel des Vorhabens war es daher, den Verbleib von außer Betrieb gesetzten Fahrzeugen möglichst lückenlos aufzuklären. Darauf aufbauend erarbeiteten die Autoren Vorschläge, um die Datenlage dauerhaft zu verbessern.
As of June 2017, 150 countries have ratified the Paris Climate Agreement. This agreement calls for, among other things, strong reductions in CO2 emissions by 2030 and beyond. This paper reviews the Nationally Determined Contribution (NDCs) plans of six Association of Southeast Asian Nations (ASEAN) countries and compares their current and projected future CO2 levels across sectors, and their stated targets in the context of their economic and demographic situations. This comparison reveals wide variations in the types of targets, with the "ambition" level changing as the perspective changes from total CO2 to CO2/capita and per unit gross domestic product (GDP). We also review national plans as stated in NDCs and find that while there are many types of policies listed, few are quantified and no attempts are made to score individual or groups of policies for their likelihood in achieving stated targets. We conclude that more analysis is needed to better understand the possible impacts of current policies and plans on CO2 emissions, and whether current plans are adequate to hit targets. Considerations on better aligning targets are also provided.
Since human nutrition is responsible for about 30 % of the global natural resource use and in order to decrease resource use to a level in line with planetary boundaries, Lukas et al. (2016) proposed a re-source use reduction in the nutrition sector by a factor 2 (Material Footprint).
The catering sector needs clearly defined indicators to assess their business activities' impact on ecology, social aspects, economic value, and health status. Within the project NAHGAST two sets of indicators, called NAHGAST Meal-Basis and NAHGAST Meal-Pro were developed. The indicator sets are proposed to measure several, with sustainability-associated challenges, such as such as the ecological, social and economical effects, which may come along with the production and the consumption of a meal. Basically, the NAHGAST Meal-Basis deals with qualitative indicators, such as the amount of organic food per serving or the percentage of food wasted. This set is supposed to enable leaders to assess the sustainability of their meals and to visualize future improvements on a simplistic level. The NAHGAST Meal-Pro deals with a more sophisticated set of indicators, such as the carbon and material footprint or the cost recovery per meal. Both sets are underpinned with sus-tainable targets and elaborated as an Excel-based assessment tool, which is tested within a one-year case study. The usefulness and the limits of the tool, as well as current results of the implementation including pro-posed challenges, are discussed.
Food labels are able to support consumers in making more sustainable food choices in out-of-home consumption situations. Thereby, the effect of changing consumption behaviour depends on the format of food labels and on the information it provides. In order to assess the importance of the amount of information as well as the design of food labels displaying sustainability aspects, we test different formats of food labels using a best-worst choice design. So far, no research tested a variation of information depth while keeping label designs fixed. We find clear preferences across both dimensions. Results indicate that consumers regard labels with a higher information depth as more helpful in order to choose a sustainable meal. For the label design it became obvious that the slider-design is preferred over footprints and traffic light label design.
The future belongs to the youth, but do they really have a say in it? Learning processes with regard to a successful socio-ecological change must start in childhood and adolescence in order to succeed in social transformation. The youth cannot be a passive part in a changing society - they have to be actively included in its design. When allowed to participate, young people can make important and effective contributions - which should not be reduced to sub-projects and opportunity structures. In a socio-political context, participation means involvement, collaboration, and commitment. In the context of intra- and inter-generational equity, as the core part of sustainable development, participation strategies should be developed that allow for a permanent and purposeful involvement of children and adolescents. Participation of young people is an important and appropriate step in strengthening those who are so strongly affected by the planning processes but are otherwise powerless. A successful involvement and participation of non-professional actors requires a target group-oriented method, a supportive culture of participation, as well as clarity and decision latitude. Abiding by these rules leads to central results.
Vision development towards a sustainable North Rhine-Westphalia 2030 in a science-practice-dialogue

The paper presents the results of a participatory vision development process in the Federal State of North Rhine-Westphalia (NRW) in Germany. The vision development was part of a scientific research project that accompanied the development of a sustainability strategy for NRW at state level. The Sustainability Strategy NRW was adopted in July 2016 and contains parts of the vision developed in the research project: Sentences from the narrative text vision and proposed targets and indicators that back-up the vision for a sustainable NRW in 2030 were used by the state of NRW. The vision was developed in iterative steps in three consecutive dialogue rounds with different stakeholders from science and practice. The paper presents the methodological approach and the results of the vision formulation process. The paper discusses the lessons learned from the vision development - from both practical and theoretical perspectives of transition management. The paper explores the relevance of setting ambitious targets for sustainable development as part of a state strategy by taking the proposed target of a "4 × 25% modal split" by 2030 as an example. The project demonstrated that a participatory approach for vision development is time and resource consuming, but worth the effort as it improves the quality and acceptance of a vision. Furthermore, the project demonstrated that transformative science contributes valuable inputs for sustainability transitions and for facilitating participatory vision development.
Business model resilience : understanding the role of companies in societal transformation processes

Business model resilience (BMR) is introduced as a conceptual framework to better understand the systemic dimension of companies affected by and shaping sustainability transformations. It offers an interdisciplinary approach for management studies and a framework for orientation in management practice.
Stadtwerke sind im Ruhrgebiet strukturprägend und haben eine lange Tradition. Sie sind fester Bestandteil der Akteurskonstellation im Energiebereich der Emscher-Lippe-Zone. Schon heute zeichnen sich die Stadtwerke des Ruhrgebiets vielfach dadurch aus, dass sie die mit der Energiewende verbundenen Chancen nutzen. Ihre technische und gesellschaftliche Struktur entspricht weitgehend den mit der Energiewende verbundenen Transformationsprozessen hin zu einer stärkeren Dezentralität der Erzeugung und der Demokratisierung der Energieversorgung. Die meisten Stadtwerke des Ruhrgebiets sind auf mehreren Wertschöpfungsstufen im Energiebereich tätig. In der Stromerzeugung haben sie einen Schwerpunkt im Bereich der Kraft-Wärme-Kopplung und bei erneuerbaren Energien. Zudem sind sie vielerorts Partner und teilweise sogar Mitinitiator bürgerschaftlichen Engagements zum Ausbau erneuerbarer Energien. Als Verteilnetzbetreiber für Strom, Gas und Wärme sorgen sie vielerorts für die Integration und Verteilung erneuerbarer Energien. Die Energiewende findet weitgehend in den örtlichen Verteilnetzen statt und bedeutet für die Stadtwerke des Ruhrgebiets eine Zunahme an komplexen Koordinierungsfunktionen und teilweise auch die Herausbildung völlig neuer Aufgaben.
Background: Global targets for reducing resource use have been set by organizations such as the International Resource Panel and the European Commission. However, these targets exist only at the macro level, e.g., for individual countries. When conducting an environmental analysis at the micro level, resource use is often neglected as an indicator. No sum parameter indicating all abiotic and biotic raw materials has been considered for life cycle assessment, as yet. In fact, life cycle assessment databases even lack some of the specific input flows required to calculate all abiotic and biotic raw materials. In contrast, the cumulative energy demand, an input-based indicator assessing the use of energy resources, is commonly used, particularly when analyzing energy-intensive product systems.
Methods: In view of this, we analyze the environmental relevance of the sum parameter abiotic and biotic raw material demand, which we call the material footprint. First, we show how abiotic and biotic raw material demand can be implemented in the Ecoinvent life cycle assessment database. Employing the adapted database, the material footprint is calculated for 12 individual datasets of chosen materials and crops. The results are compared to those of the cumulated energy demand and four selected impact categories: climate change, ozone depletion, acidification, and terrestrial eutrophication.
Results: The material footprint is generally high in the case of extracted metals and other materials where extraction is associated with a large amount of overburden. This fact can lead to different conclusions being drawn compared to common impact categories or the cumulative energy demand. However, the results show that both the range between the impacts of the different materials and the trends can be similar.
Conclusions: The material footprint is very easy to apply and calculate. It can be implemented in life cycle assessment databases with a few adaptions. Furthermore, an initial comparison with common impact indicators suggests that the material footprint can be used as an input-based indicator to evaluate the environmental burden, without the uncertainty associated with the assessment of emission-based impacts.
Many low-carbon transport strategies can help achieve other economic, social and environmental objectives. These include improving access to mobility, reducing traffic and parking congestion, saving consumers money, supporting economic development, increasing public health and safety, and reducing air and noise pollution. Based on Avoid-Shift-Improve approaches and case studies from Germany, Colombia, India and Singapore, this paper shows that low-carbon transport generates significant and quantifiable benefits that can create a basis for political and societal coalitions.
Estimates suggest that currently available and cost effective measures can reduce transport Greenhouse Gas emissions by 40-50% compared to 2010. Yet, a number of barriers affect the optimal exploitation of this potential. Considering the possible economic, social and environmental benefits of sustainable transport, the shift towards a low-carbon pathway of this sector can be a win-win situation for climate protection and local development goals. This paper aims to make a contribution to understand these opportunities by highlighting the linkages between objectives, presenting case studies, facts and figures. The paper will also explore assessment methodologies and tools that can help practitioners to assess sustainable development benefits (SDB) and providing evidence for policy-makers to make more informed decisions on transport investments and polices.
There is a large potential for cost-effective solutions to reduce greenhouse gas emissions and to improve the sustainability of the transport sector that is yet unexploited. Considering the cost-effectiveness and the potential for co-benefits, it is hard to understand why energy gains and mitigation action in the transport sector is still lagging behind the potential. Particularly interesting is the fact that there is substantial difference among countries with relatively similar economic performances, such as the OECD countries in the development of their transport CO2 emission over the past thirty years despite the fact that these countries had relatively similar access to efficient technologies and vehicles. This study aims to apply some well established political science theories on the particular example of climate change mitigation in the transport sector in order to identify some of the factors that could help explain the variations in success of policies and strategies in this sector. The analysis suggests that institutional arrangements that contribute to consensus building in the political process provide a high level of political and policy stability which is vital to long-term changes in energy end-use sectors that rely on long-term investments. However, there is no direct correlation between institutional structures, e.g. corporatism and success in reducing greenhouse gas emissions in the transport sector. Environmental objectives need to be built into the consensus-based policy structure before actual policy progress can be observed. This usually takes longer in consensus democracies than in politically more agile majoritarian policy environments, but the policy stability that builds on corporatist institutional structures is likely to experience changes over a longer-term, in this case to a shift towards low-carbon transport that endures.

Energy sufficiency has recently gained increasing attention as a way to limit and reduce total energy consumption of households and overall. This paper presents selected results of a research project funded by the German Federal Ministry of Education and Research that examined the potentials and barriers for energy sufficiency with a focus on electricity in households, how household members perceive sufficiency practices, and how policymakers could support and encourage these. Bottom-up calculations for an average 2-person household in Germany yielded a total electricity savings potential from energy efficiency and sufficiency combined of theoretically up to 75 %.
The continuous growth of per capita living space was identified as one important driver for additional energy consumption both for heat and electricity. The paper will present findings of a representative survey of 600 persons responsible for the housework. It revealed that a part of the households is already practicing sufficiency options or are open towards these. Up to 30 % of these households can imagine, given the right conditions and policy support, to move to a smaller dwelling or to share an apartment with others when they are older.
Results of a first comprehensive analysis of an energy sufficiency policy to encourage and support households to sufficiency practices form the second part of the paper, with a focus on the feasibility and potential effectiveness of instruments for limiting the growth in average living space per person. This includes a case study on fostering communal housing projects as a measure to reduce living space. Further, the feasibility of a cap scheme for the total electricity sales of a supplier to its customers was examined. Instruments supporting energy-efficient and sufficient purchase and use of equipment complete the integrated energy sufficiency and efficiency policy package.
The paper will finally present the project's conclusions on an integrated energy sufficiency policy package resulting from this analysis.

Kern des Projektes war es zu untersuchen, wie der Untersuchungsraum in Bezug auf die Energiewende aufgestellt ist und welche Entwicklungspotenziale künftig im Zuge einer gesellschaftlich und politisch gewollten Energiewende genutzt werden können. Zur Qualifizierung des wissenschaftlichen Nachwuchs wurde im Rahmen der hier bearbeiteten Forschungsfragen Studierende darin angeleitet, im Bereich der energiebezogenen Transformationsforschung eigenständig Teilaspekte zu untersuchen.
Dementsprechend wurden vom Wuppertal Institut insgesamt vier Studienarbeiten mit verschiedenen Themenschwerpunkten ausgeschrieben. Diese sollten am konkreten Beispiel der zu untersuchenden Region aufzeigen, welche Stärken und Schwächen, aber auch Chancen und Risiken in Bezug auf die pro-aktive Gestaltung der Energiewende bestehen. Zusätzlich sollte untersucht werden, wie stark kleine und mittlere Unternehmen (KMU) in der Region Unna davon betroffen sind beziehungsweise inwieweit sie als Akteure der Energiewende die Nachhaltigkeit ihrer unternehmerischen Tätigkeit stärken und sichern können. Auch die regionalwirtschaftlichen Effekte wie Wertschöpfungs- und Arbeitsplatzeffekte, die erzielbar wären, wenn die mittelständischen Unternehmen der Region pro aktiv die Herausforderungen der Energiewende in den Bereichen Energieeffizienz, erneuerbare Energien und dezentrale KWK aufgreifen, waren Bestandteil der Studienarbeiten. Der Schwerpunkt lag hier insbesondere im Bereich Energieeffizienz.
Ohne Wissenschaft kein Kohleausstieg: Techno-ökonomische Fakten, aber auch sozialwissenschaftliche Expertise sind vonnöten, um Alternativen zur Kohleverstromung zu entwickeln, Perspektiven für die Bergbauregionen aufzuzeigen und zwischen Interessensgruppen zu vermitteln. Zumal es nicht der letzte Ausstieg sein wird, den uns die nötige Energiewende abverlangt.
Moderne Gesellschaften sind in allen Lebensbereichen von Strom abhängig. Längere Stromausfälle oder gar ein Blackout könnten zu einer Gefährdung der öffentlichen Sicherheit führen. Um dies zu verhindern, gewinnt das Konzept der Resilienz an Bedeutung bei der Ausgestaltung von Energiesystemen. Resiliente Energiesysteme sollen Störungen aller Art "aushalten" können und ihre Systemdienstleistungen weiterhin erbringen. Im Zuge der Energietransition wird das Energiesystem dezentraler und gilt aufgrund verschiedener Charakteristika als Energie-Resilienz fördernd. Kleine Erzeugungsanlagen in der Nähe zu den Verbrauchern mit einer hohen räumlichen Dispersion und einer hohen Diversifizierung der Energieträger sorgen für geringe Schäden im Fall eines Anlagenausfalls. Die Kommunen als Orte dezentraler Stromerzeugung gewinnen an Bedeutung und können durch Entscheidungen die Resilienz der Stromversorgung beeinflussen.
Ziel der Arbeit ist es, die Rolle von Energie-Resilienz in den kommunalen Strategien anhand von zwei Kommunen im Ruhrgebiet, Unna und Bergkamen, durch dezentrale Stromerzeugungsstrukturen zu analysieren. Dazu wurden qualitative Interviews mit den Bürgermeistern der Kommunen geführt und mit der Inhaltsanalyse nach Mayring (2002) ausgewertet. Um die raumspezifischen Besonderheiten dieses altindustriellen Gebiets durch die Energietransition herauszuarbeiten, wurde die Multi-Level-Perspektive nach Geels (2002) aus der Transition-Forschung angewendet und um den spezifischen räumlichen Kontext der Kommunen erweitert. Die Ergebnisse zeigen, dass die Existenz kommunaler Stadtwerke mit eigener Stromerzeugung in beiden Kommunen als maßgeblicher Energie-Resilienz steigernder Faktor gewertet werden kann. Jedoch ist Energie-Resilienz keineswegs als Ziel von Seiten der Kommunen existent, vielmehr geht es um Einnahmen und Wertschöpfung, die durch Stadtwerke in der Kommune verbleiben. Als wichtigste hemmende Faktoren stellten sich Richtungswechsel in der Energiepolitik auf höheren politischen Ebenen heraus sowie der Mangel an verfügbaren Flächen für dezentrale Stromerzeugungsanlagen. In Bergkamen führt zusätzlich eine Pfadabhängigkeit durch die Bergbau-Tradition zu Widerstand gegen Windkraftanlagen. Somit finden durch die Stadtwerke einerseits Energie-Resilienz steigernde Handlungsweisen statt, andererseits werden diese durch hemmende Faktoren beschränkt. Vorhandene Chancen und Potenziale bleiben ungenutzt.
The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. It analysed progress of national policies by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Analysis of the National Energy Efficiency Action Plans (NEEAPs), the expert survey with input from over 1,100 experts on policy ambition and progress in each Member State, as well as 28 Country Reports have been central elements in EEW3. This paper will present the main conclusions and policy recommendations of EEW3. In doing so, it will first summarise the findings of the document analysis based on the 28 Country Reports, showing developments of energy efficiency policies since the second NEEAP in 2011 in a cross-country overview for six sectors. These findings are then contrasted with the experts' perspective on progress in energy efficiency policies in their countries as collected in the EEW survey. Moreover, ten case studies of good practice energy efficiency policies are shown, three of them will be presented in more detail. The paper ends with key policy conclusions for improving the effectiveness of European energy efficiency policies. A key finding is that policy implementation has improved a lot since 2011 but more is needed to achieve the EED Art. 7 and other targets.
One of the most pressing issues of climate policy is how to get building owners to invest in the energy efficiency of their homes. The German federal government has set the goal of decreasing the energy demand of buildings by 80 to 95 percent until 2050. One pillar of the strategy to support building owners in this task is the provision of targeted energy advice, to both motivate owners to implement an energy efficiency refurbishment and help them to choose the most efficient measures. In this paper we analysed the demand for energy advice in three German cities of the Ruhr area finding the number of energy consulting provided to be extremely low compared to the stated goals. Based on the approach of joint knowledge production we invited stakeholders from the three cities to participate in a series of workshops in order to develop ideas how to more effectively bring homeowners and energy advisors together. As a result, different energy advice experiments were co-operatively developed for each city targeting different groups by using tailored channels for outreach. The evaluation of both the process as well as the outcome of the experiments indicates that while joint knowledge production is a suitable approach to enable knowledge transfer and formation of new networks between different stakeholders in science and practice, it does not necessarily lead to superior approaches with regard to effectively addressing a policy issue at hand. Apart from the experiment in which the window of opportunity change of building ownership was taken advantage of, participation of target groups in the experiments has been soberingly low, underlining the value of so-called trigger points when designing effective outreach strategies to building owners.
Energy efficiency improvements have numerous benefits/impacts additional to energy and greenhouse gas savings, as has been shown and analysed e.g. in the 2014 IEA Report on "Multiple Benefits of Energy Efficiency". This paper presents the Horizon 2020-project COMBI ("Calculating and Operationalising the Multiple Benefits of Energy Efficiency in Europe"), aiming at calculating the energy and non-energy impacts that a realisation of the EU energy efficiency potential would have in 2030. The project covers the most relevant technical energy efficiency improvement actions and estimates impacts of reduced air pollution (and its effects on human health, eco-systems/crops, buildings), improved social welfare (incl. disposable income, comfort, health, productivity), saved biotic and abiotic resources, and energy system, energy security, and the macroeconomy (employment, economic growth and public budget). This paper explains how the COMBI energy savings potential in the EU 2030 is being modelled and how multiple impacts are assessed. We outline main challenges with the quantification (choice of baseline scenario, additionality of savings and impacts, context dependency and distributional issues) as well as with the aggregation of impacts (e.g. interactions and overlaps) and how the project deals with them. As research is still ongoing, this paper only gives a first impression of the order of magnitude for additional multiple impacts of energy efficiency improvements may have in Europe, where this is available to date. The paper is intended to stimulate discussion and receive feedback from the academic community on quantification approaches followed by the project.
Die Energiewende regional gestalten : auf dem Weg zu einer Energiewende-Roadmap im Ruhrgebiet

Diese Broschüre ist ein Produkt des Rahmenprogramms zur Umsetzung der Energiewende in den Kommunen des Ruhrgebiets: Die Aufgabe des Projektes bestand darin auszuloten, in welcher Weise Kommunen ihre Handlungskapazitäten zur Umsetzung der Energiewende in der Region bewahren beziehungsweise perspektivisch erweitern können.
Das Rahmenprogramm steuerte in seiner dreijährigen Projektlaufzeit (2013-2016) einen Beitrag zur Analyse der Handlungsfähigkeit von Kommunen im Ruhrgebiet zur Umsetzung der Energiewende bei und systematisierte bisherige Handlungsansätze in der Region. Es setzte an bestehenden Rahmenbedingungen an und versuchte, in Zusammenarbeit mit regionalen Akteurinnen und Akteuren künftige Handlungsansätze für eine langfristig angelegte Umsetzung der Energiewende in der Region zu identifizieren. Das vorliegende Dokument führt Ergebnisse des Projektes zusammen und formuliert strategische Hinweise für die weitere Umsetzung der Energiewende im Ruhrgebiet.
Für die Energiewende im Ruhrgebiet muss eine umfassende Strategie einer Wärmewende verfolgt werden. Wichtige Treiber dafür sind die Stadtwerke mit ihren Nah- und Fernwärmenetzen. Doch im Wärmemarkt sind die bisherigen Transformationserfolge gering. Während erneuerbare Energien mittlerweile einen Anteil von über 30 Prozent im Stromsektor haben, spielen sie im Wärmebereich mit lediglich rund 10 Prozent eine bescheidene Rolle. Die erforderliche Wärmewende ist gekennzeichnet durch eine ausgeprägte Wechselwirkung zwischen den Sektoren Strom, Wärme, Gas und Mobilität (Sektorenkopplung).
Following the decisions of the Paris climate conference at the end of 2015 as well as similar announcements e.g. from the G7 in Elmau (Germany) in the summer of 2015, long-term strategies aiming at (almost) full decarbonisation of the energy systems increasingly move into the focus of climate and energy policy. Deep decarbonisation obviously requires a complete switch of energy supply towards zero GHG emission sources, such as renewable energy. A large number of both global as well as national climate change mitigation scenarios emphasize that energy efficiency will likewise play a key role in achieving deep decarbonization. However, the interdependencies between a transformation of energy supply on the one hand and the role of and prospects for energy efficiency on the other hand are rarely explored in detail.
This article explores these interdependencies based on a scenario for Germany that describes a future energy system relying entirely on renewable energy sources. Our analysis emphasizes that generally, considerable energy efficiency improvements on the demand side are required in order to have a realistic chance of transforming the German energy system towards 100 % renewables. Efficiency improvements are especially important if energy demand sectors will continue to require large amounts of liquid and gaseous fuels, as the production of these fuels are associated with considerable energy losses in a 100 % renewables future. Energy efficiency on the supply side will therefore differ considerably depending on how strongly the use of liquid and gaseous fuels in the various demand sectors can be substituted through the direct use of electricity. Apart from a general discussion of the role of energy efficiency in a 100 % renewable future, we also look at the role of and prospects for energy efficiency in each individual demand sector.
Energy-intensive processing industries (EPIs) produce iron and steel, aluminum, chemicals, cement, glass, and paper and pulp and are responsible for a large share of global greenhouse gas emissions. To meet 2050 emission targets, an accelerated transition towards deep decarbonization is required in these industries. Insights from sociotechnical and innovation systems perspectives are needed to better understand how to steer and facilitate this transition process. The transitions literature has so far, however, not featured EPIs. This paper positions EPIs within the transitions literature by characterizing their sociotechnical and innovation systems in terms of industry structure, innovation strategies, networks, markets and governmental interventions. We subsequently explore how these characteristics may influence the transition to deep decarbonization and identify gaps in the literature from which we formulate an agenda for further transitions research on EPIs and consider policy implications. Furthering this research field would not only enrich discussions on policy for achieving deep decarbonization, but would also develop transitions theory since the distinctive EPI characteristics are likely to yield new patterns in transition dynamics.
Szenarien spielten und spielen eine zentrale Rolle für die Gestaltung der Energiewende. Sie beschreiben dabei auf konsistente Weise die mögliche zukünftige Entwicklung des Systems unter bestmöglicher Berücksichtigung des aktuellen Wissens bezüglich des Systems, d.h. der internen Abhängigkeiten und Wechselwirkungen der Systemkomponenten, aber auch die Abhängigkeit der Systementwicklung von äußeren Faktoren. Damit liefern Szenarien Leitplanken für zentrale technisch-strukturelle, energiepolitische, ökonomische und gesellschaftliche Weichenstellungen, die einen zielgerichteten Transformationsprozess flankieren müssen.
Bei der Energiewende handelt es sich um einen komplexen Transformationsprozess, der nicht allein aus der nationalen Perspektive betrachtet werden kann. Er ist nicht vollständig unabhängig, sondern in einen Mehr-Ebenen-Prozess eingebunden. Es gilt entsprechend sowohl lokale als auch regionale, nationale, europäische und auch die internationalen Energiewendeprozesse und zugehörigen Rahmenbedingungen zu diskutieren und zu beachten. Es gilt aber auch, über den eigentlichen Energiebereich hinausgehende Trends in ihren Wechselwirkungen mit dem Energiesystem zu identifizieren und zu analysieren. Mit der Energiewende wird zudem eine Zielvielfalt angesprochen. Es geht über das Erreichen von Klimaschutzzielen hinaus um eine größere Vielfalt von gesellschaftlich-politischen Zielen.
Der Transformationsprozess hat keine eindimensionale Zielorientierung, sondern muss in einer mehrdimensionalen Betrachtung analysiert werden.
Dieser Artikel ist der Frage gewidmet, welchen Beitrag eine verstärkte Sektorenkopplung zum Gelingen der Energiewende leisten kann. Ausgehend von einer Einführung der Prinzipien und Technologien bietet er Einblicke in die zur Erforschung der Sektorenkopplung angewendeten Methoden, sowie ausgewählte Ergebnisse.
Hinsichtlich der Energieversorgung versteht man unter Sektorenkopplung im Allgemeinen eine engere Verzahnung und Verknüpfung verschiedener Energieanwendungsbereiche, sowie die Zunahme von Verzweigungs- und Verknüpfungsstellen im Energiesystem. Die wesentlichen Anwendungsbereiche der Energie sind dabei die Bereitstellung von Strom, Wärme und Mobilität.
This article presents an account of how deeply entrenched the neoclassical economic paradigm with its homo economicus and unlimited growth ideals has become in our societies and why this inhibits solutions for sustainable futures. Drawing on political economists like Karl Polanyi and Antonio Gramsci it also highlights how the current questioning of this paradigm and thus informed mindsets provides a renewed window of opportunity for a Great Transformation towards more sustainable futures. It reviews Transition Towns, Beyond GDP and Common Good Economies as examples of movements that lead the way in putting a new paradigm into practice.
