Vernacular architecture's use of passive building techniques has been developed in response to the prevailing climatic conditions of the past. Today, buildings are designed with complete indifference to the climate and materials. Energy consumption in buildings is mainly connected to space cooling, supply of hot water, lighting, cooking and, use of appliances. Space cooling and lighting are directly influenced by the design of the building. Energy codes should be concerned with "sufficiency" as well as "efficiency". A more economic and ecological approach to building design is needed.
Das übergeordnete Ziel des Forschungs-Projektes RESTORE 2050 (Regenerative Stromversorgung & Speicherbedarf in 2050; Förderkennzeichen 03SF0439) war es, wissenschaftlich belastbare Handlungsempfehlungen für die Transformation des deutschen Stromsystems im europäischen Kontext zu geben. Dafür wurden auf Basis der zukünftig prognostizierten Entwicklung von Stromangebot und -nachfrage innerhalb des ENTSO-E Netzverbundes für den Zeithorizont des Jahres 2050 sowie mittels örtlich und zeitlich hoch aufgelöster meteorologischer Zeitreihen die Themenkomplexe (1) Nationale Ausbaustrategien für erneuerbare Energien, (2) Übertragungsnetzausbau und (3) Alternativmaßnahmen wie Lastmanagement, (4) Bedeutung des EE-Stromaustauschs mit Drittstaaten und (5) die Rolle von Stromspeichern auf Übertragungsnetzebene analysiert. Die aus den Untersuchungsergebnissen abgeleitenden Handlungsempfehlungen stellen wichtige Beiträge für die weitere Integration von erneuerbaren Energien dar und geben Hinweise für den Aufbau einer leistungsfähigen europäischen Infrastruktur.
Auch der Verkehr muss zukünftig seine Beiträge zur klimapolitisch gebotenen Dekarbonisierung von Wirtschaft und Gesellschaft leisten. Dabei rücken insbesondere Segmente in den Fokus der Aufmerksamkeit, die sich durch ein besonders stark ausgeprägtes Wachstum auszeichnen. Dies trifft insbesondere für den Versandhandel und den Paketversand zu. Eine klimapolitisch bedeutsame Frage ist hierbei, wie sich das Wachstum des Versandhandels in einer Einkaufsverkehr und Güterverkehr integrierenden Gesamtbilanz auf die verkehrlich bedingten Emissionen von Klimagasen auswirkt. Welche Faktoren begünstigen eher höhere und welche geringere Emissionen? Wie wirken aktuelle Trends? Wie lassen sich diese Faktoren in einer Weise steuern, dass hieraus Beiträge zur Dekarbonisierung erwachsen können? Welche Akteure sind dabei jeweils besonders relevant?
Die vorliegende explorative Studie versucht auf einige dieser Fragen Antworten zu geben. Für die Beantwortung der genannten Fragen geht es zunächst darum, die Treiber des Wachstums im Versandhandel hinsichtlich ihrer Bedeutung zutreffend einzuschätzen. Untersucht wird dazu deskriptiv die Entwicklungsdynamik von Versandhandel und Paketversand. Zudem werden die hauptsächlichen Determinanten der Klimawirkungen von Versandhandel und Einkauf im stationären Einzelhandel identifiziert.
Durch den zu erwartenden Rückgang der Braunkohleverstromung in Deutschland wird der Strukturwandel in der Lausitz weiter beschleunigt werden. Die Energiewende erfordert also eine konsistente strukturpolitische Flankierung, für diejenigen Regionen, die bisher ökonomisch stark vom Braunkohlebergbau (inklusive Vorketten und Folgeindustrien) abhänging sind. Vor diesem Hintergrund hat die Brandenburger Landtagsfraktion von Bündnis 90 / Die Grünen das Wuppertal Institut beauftragt, erste Empfehlungen für strategische Ansätze einer präventiven Strukturpolitik in der Lausitz zu entwickeln. Die Kurzstudie nimmt besonders in den Blick, welche Erkenntnisse sich aus den Erfahrungen mit dem Strukturwandel in Nordrhein-Westfalen und insbesondere dem Rheinischen Revier für die Gestaltung des Strukturwandels in der Lausitz ableiten lassen.
Renewable energy plays a key role in the sustainable pathway towards a low carbon future and, despite new supply capacities, the transformation of the energy system also requires the adoption of a method which allows for the integration of increasing amounts of renewable energy. This requires a transition to more flexible processes at an industrial level and demand side management (DSM) is one possible way of achieving this transition. Currently, increased shares of variable renewable energy can cause the electricity supply to become more volatile and result in changes to the electricity market. In order to develop a new dynamic equilibrium to balance supply and demand, sufficient flexibility in demand is required. As adequate storage systems are not available in the short to medium term, the potential for large electricity consumers to operate flexibly is an attractive, pragmatic and feasible option. Recent studies in Germany suggest that there is significant potential for DSM in so-called "energy-intensive industries". However, the figures (which fall in the approximate range of 1,250-2,750 MW positive and 400-1,300 MW negative shiftable load) should be interpreted with caution. The range of industrial processes considered are diverse and vary from plant to plant, with the result that it is difficult to provide accurate calculations of the accumulated potential for Germany or the EU as a whole. Based on extensive surveys and panel discussions with representatives from energy-intensive industries (aluminum, cement, chemicals, iron & steel, pulp & paper), which together account for approximately one third of the industrial electricity demand in Germany, our paper provides an overview of both the opportunities and the barriers faced by DSM. One of the key findings is the possible loss in energy efficiency due to DSM: in order to decrease or increase production depending on the stability needs of the electricity system, plants and processes may no longer operate at their optimum levels. The effects on downstream production must also be taken into account in order to gain a more complete understanding of the overall effects of industrial DSM.
Heat integration and industrial symbiosis have been identified as key strategies to foster energy efficient and low carbon manufacturing industries (see e.g. contribution of Working Group III in IPCC's 5th assessment report). As energy efficiency potentials through horizontal and vertical integration are highly specific by site and technology they are often not explicitly reflected in national energy strategies and GHG emission scenarios. One of the reasons is that the energy models used to formulate such macro-level scenarios lack either the necessary high technical or the spatial micro-level resolution or both. Due to this lack of adequate tools the assumed huge existing potentials for energy efficiency in the energy intensive industry cannot be appropriately appreciated by national or EU level policies. Due to this background our paper describes a recent approach for a combined micro-macro energy model for selected manufacturing industries. It combines national level technical scenario modelling with a micro-modelling approach analogous to total site analysis (TSA), a methodology used by companies to analyse energy integration potentials on the level of production sites. Current spatial structures are reproduced with capacity, technical and energy efficiency data on the level of single facilities (e.g. blast furnaces) using ETS data and other sources. Based on this, both, the investments in specific technologies and in production sites are modelled and the evolvement of future structures of (interconnected) industry sites are explored in scenarios under different conditions and with different objectives (microeconomic vs. energy efficiency optimization). We further present a preliminary scenario that explores the relevance of these potentials and developments for the German steel industry.
Energy intensive industries are one of the fields in which strong increases of energy efficiency and deep decarbonisation strategies are particularly challenging. Although European energy intensive industries have already achieved significant energy and greenhouse gas reductions in the past, much remains to be done to make a significant contribution to achieving European as well as national climate mitigation targets of greenhouse gas emission reductions by -80% or more (compared to the baseline of 1990). North Rhine-Westphalia (NRW) is a European hotspot for coping with this challenge, accommodating more than 10% of the energy intensive industries of the EU28. It is also the first German state to have adopted its own Climate Law, enacting state-wide CO2 emission reductions by 80% until 2050 compared to 1990. The state government initiated the project "Platform Climate Protection and Industry North-Rhine Westphalia" to identify and develop the necessary far-reaching low carbon innovation strategies for energy intensive industries. Heart of the project was a dialogue process, which involved a broad spectrum of stakeholders from steel, chemical, aluminium, cement, glass and paper producing industries. Besides enhancing and broadening the knowledge on high efficiency and low-carbon technologies within industries, the aim was to explore possible pathways and preconditions for the application of these technologies in energy intensive industries as well as to strengthen the motivation of companies for initiatives and investments in technologies with lower CO2 emissions. The results of the dialogue shall provide a basis for a possible low-carbon industry roadmap NRW and may also serve as an example for other industrialized regions in the EU and globally. The paper sketches the structured dialogue process with the stakeholders from companies as well as industrial associations and presents the learnings regarding the engagement of energy intensive industries into ambitious climate policies on a regional level. These include existing limitations as well as chances in the respective sectors on the state level, regarding their economic and technical structures as well as their innovation systems. The findings are based on more than a dozen stakeholder workshops with industry companies and more than 150 individual representatives of NRW's energy intensive industries as well as on background research in the initial phase of the project.
Understanding the diversifying role of civil society in Europe's sustainability pathway is a valid proposition both scientifically and socially. Civil society organisations already play a significant role in the reality of cities, what remains to be explored is the question: what is the role of civil society in the future sustainability of European cities? We first examine the novelty of new forms of civil society organization based on a thorough review of recent case studies of civil society initiatives for sustainable transitions across a diversity of European projects and an extensive literature review. We conceptualize a series of roles that civil society plays and the tensions they entail. We argue that, civil society initiatives can pioneer new social relations and practices therefore be an integral part of urban transformations and can fill the void left by a retreating welfare state, thereby safeguarding and servicing social needs but also backing up such a rolling back of the welfare state. It can act as a hidden innovator - contributing to sustainability but remaining disconnected from the wider society. Assuming each of these roles can have unintended effects, such as being proliferated by political agendas, which endanger its role and social mission, and can be peeled off to serve political agendas resulting in its disempowerment and over-exposure. We conclude with a series of implications for future research on the roles of civil society in urban sustainability transitions.
Measures to address climate change can result in human rights violations when the rights of affected populations are not taken into consideration. Climate change projects in so-called "developing" countries are often financed and/or also implemented by industrialised countries. The research project ClimAccount Human Rights Accountability of the EU and Austria for Climate Policies in Third Countries and their possible Effects on Migration focused on the accountability of the EU and its Member States with regard to negative impacts of climate change measures they are involved in on human rights in third countries - especially those associated with "migration effects". Based on three case studies - projects registered under the Kyoto Protocol's Clean Development Mechanism - the human rights dimension of climate change action was discussed, areas of human rights concerns that were discernible in all three case study projects were identified, the issue of extraterritorial human rights obligations was analysed and the subject of access to justice was scrutinized.
Das vorliegende Grünbuch für eine Citizen Science Strategie 2020 stellt die Ziele, Potenziale und Herausforderungen von Citizen Science in Deutschland dar und zeigt Handlungsoptionen für die Entwicklung einer nationalen Strategie zur Einbindung von Bürgerinnen und Bürgern in die Wissenschaft auf. Dabei wird der Fokus auf drei Handlungsfelder gelegt: Die Stärkung etablierter Strukturen, die Neuschaffung von Rahmenbedingungen und die weitere Integration von Cititzen Science in bestehende Konzepte durch verschiedene Maßnahmen. Außerdem werden im Grünbuch vor allem auch die Ziele und Möglichkeiten ebenso wie eine Vision für die Rolle von Citizen Science im Jahr 2020, unter anderem in Form von zehn Leitbildern, definiert. Im Vordergrund stehen auch hier die breite Etablierung, Anerkennung und Einbeziehung von Citizen Science in gesellschaftsrelevante Kontexte.
Im März 2016 endete der Beteiligungsprozess zum Klimaschutzplan 2050 der Bundesregierung mit der Übergabe der Ergebnisse an Umweltministerin Hendricks. Die Vorschläge wurden bei Bürgerkonferenzen in fünf Städten sowie in einem Online-Dialog, an dem sich rund 500 Bürgerinnen und Bürger beteiligt hatten, entwickelt und diskutiert. Parallel dazu hatten Bundesländer, Kommunen und Verbände in Fachforen getagt und dabei rund 400 Vorschläge eingebracht. Daraus entstand ein Maßnahmenkatalog mit Vorschlägen, die wissenschaftlich auf ihre Klimawirkung und Kosten und Nutzen untersucht wurden. Das Wuppertal Institut war gemeinsam mit der Ifeu GmbH mit der wissenschaftlichen Begleitung des Beteiligungsprozesses der Bundesländer, Kommunen und Verbänden beauftragt.
Im Rahmen des Verbundprojekts "Transformationsprozesse für nachhaltige und wettbewerbsfähige Wirtschafts- und Industriestrukturen in NRW im Kontext der Energiewende" wurde eine retrospektive Fallstudie zum Transformationsprozess durchgeführt. Zielsetzung war es, Charakteristiken zu entwickeln, wie relevante Transformationsprozesse beschreiben werden können und speziell Treiber und Hemmnisse von Transformationsprozesse zu identifizieren. Dabei ging es explizit darum, solche Charakteristiken zu finden, die für industrielle Transformation innerhalb der deutschen Energiewende für Unternehmen und Regionen relevant sind.
This thesis investigates the relationship between public and private sector efforts to optimise energy efficiency finance initiatives in an emerging country context, using Thailand as a case study. Demand-side energy efficiency measures could significantly reduce pressures on energy systems in emerging economies in Southeast Asia while at the same time reducing greenhouse gas emissions. Rapidly increasing energy needs, combined with dependence on fossil fuel imports have put energy systems in the region under pressure. Due to high urbanisation growth rates, and comparatively inefficient industries, demand-side energy efficiency measures could be part of the solution. The lack of external energy efficiency finance for industry and building owners is a major barrier, but reports and country examples contain mixed messages about how to best overcome this challenge. The dominant discourse around energy efficiency finance originates from international organisations who advocate for the public sector to focus all efforts on maximising private sector investments. However, developed country experience and some emerging country examples, suggest that the problem is more complex. Therefore, this thesis focuses on how to optimise energy efficiency finance. Thailand serves as a case study due to the range of energy efficiency initiatives designed and implemented in that country since the early 1990s. Transition studies and Multi-Level Perspective, were chosen as the theoretical framework and heuristic tool for the analysis. Qualitative data in the form of interviews with forty-eight experts from government, the private sector and academia form the core of this research. The research found that in Thailand, after more than 10 years of public sector support for energy efficiency finance initiatives, success in the private sector has been limited. Challenges identified include: (1) a lack of de-risking measures (2) renewable energy projects receiving most funding; (3) lack of guidance from the Central Bank of Thailand and (4) missing cross-coordination with relevant ministries to create additional demand for energy efficiency finance services. Suggestions for next steps are provided. The main finding from this research is that EEF in an emerging country context will never be transitioned 100% to the private sector, but will be reliant on long-term consistent support from the public sector. Policy makers and international organisations must therefore carefully evaluate the existing framework conditions before choosing which energy efficiency finance initiatives to support. The Multi-Level Perspective analytical framework could provide such an analytical tool to further unleash the energy efficiency potential in Southeast Asia.
On behalf of the Port of Rotterdam Authority, the Wuppertal Institute developed three possible pathways for a decarbonised port of Rotterdam until 2050. The port area is home to about 80 per cent of the Netherlands' petrochemical industry and significant power plant capacities. Consequently, the port of Rotterdam has the potential of being an international leader for the global energy transition, playing an important role when it comes to reducing CO2 emissions in order to deliver on the EU's long-term climate goals.
The three decarbonisation scenarios all built on the increasing use of renewables (wind and solar power) and the adoption of the best available technologies (efficiency). The analysis focuses on power plants, refineries and the chemical industry, which together are responsible for more than 90 per cent of the port area's current CO2 emissions.
The decarbonisation scenarios describe how CO2 emissions could be reduced by 75 to 98 per cent in 2050 (compared to 2015). Depending on the scenario, different mitigation strategies are relied upon, including electrification, closure of carbon cycles or carbon capture and storage (CCS). The study includes recommendations for local companies, the Port Authority as well as policy makers. In addition, the study includes a reference scenario, which makes it clear that a "business as usual" mentality will fall well short of contributing adequately to the EU's long-term climate goals.
The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. EEW3 analysed the progress made in the implementation of energy efficiency policies in European Member States since the publication of the second National Energy Efficiency Action Plans (NEEAPs) in 2011 by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Results are presented in Country Reports for each of the 28 Member States, the Expert Survey Report, 10 Case Studies presenting outstanding energy efficiency policies in Europe, the Key Policy Conclusions, the project summary report in brochure format and this Feedback Loop Report, which summarises the overall EEW3 portfolio.
Der Endbericht stellt die Ergebnisse des Projekts "Energiesuffizienz - Strategien und Instrumente für eine technische, systemische und kulturelle Transformation zur nachhaltigen Begrenzung des Energiebedarfs im Konsumfeld Bauen/Wohnen" dar. In dem Projekt wurde untersucht, wie energiesuffiziente Alltagsroutinen, soziale Praktiken und Lebensstilaspekte mit den sozialen und ökologischen Anforderungen an eine nachhaltige Entwicklung in Einklang gebracht werden können und wie die strukturellen und politischen Rahmenbedingungen gestaltet werden müssen, so dass Energiesuffizienz im Alltag akzeptabler und praktikabler wird. Für die drei prinzipiellen Energiesuffizienz-Ansätze Reduktion, Substitution und Anpassung wurden Reduktionspotenziale für den Haushaltsstromverbrauch quantifiziert. Für ausgewählte Anwendungsfelder wurden die Ergebnisse in Form von Suffizienzspektren dargestellt. Anschließend wurden Politikansätze zur Unterstützung von Energiesuffizienz in Privathaushalten analysiert und Vorschläge für ein integriertes Paket von Politikinstrumenten für Energieeffizienz und -suffizienz entwickelt. Die Erkenntnisse des Projektes sind unter anderem in einen internetbasierten Haushalts-Strom-Check, in ein Handbuch zur nachhaltigen Produktgestaltung für die Geräteindustrie und in die Entwicklung von Vorschlägen für nationale und EU-Instrumente zur Reduktion des Stromverbrauchs und zur Förderung des kommunalen Klimaschutzes eingeflossen.
The amount of land directly disturbed by mining is a key generic environmental pressure indicator. A novel method based on the measurement of the cumulative net area disturbances using Landsat satellite images and its correlation with the cumulative ore production at the mine site was applied. Weighted disturbance rates (WDRs) were calculated indicating the annual quantity of hectares newly disturbed per million metric tons of ore extracted. Results show that open pit (OP) have a smaller average WDR (5.05 ha/Mt) than underground (UG) mines (11.85 ha/Mt). This is explained by the relation between the annual amounts of new net area disturbed and of ore extracted which is larger for UG than for OP mines due to the annual extraction volume (lower for UG). Overall findings demonstrate that bauxite mining has the highest WDR (7.98 ha/Mt), followed by gold (6.70 ha/Mt), silver (5.53 ha/Mt), copper (4.5 ha/Mt) and iron (4.25 ha/Mt).
Auf dem Weg vom Energierohstoff zum Endnutzer entstehen Energieverluste durch Transport, Aufbereitung und Umwandlung, die dazu führen, dass der Primärenergieträger, also der Energierohstoff, nur mit einem bestimmten Nutzungsgrad in einen Endenergieträger (vom Endkunden eingekauften Energieträger für die Nutzung im Gebäude) umgewandelt wird. Der Kehrwert dieses Nutzungsgrades heißt "Primärenergiefaktor". Je größer der Primärenergiefaktor, desto größer die Verluste der Bereitstellung.
Im Rahmen des Forschungsprojekts "Energiesuffizienz - Strategien und Instrumente für eine technische, systemische und kulturelle Transformation zur nachhaltigen Begrenzung des Energiebedarfs im Konsumfeld Bauen/Wohnen" wurden vielfältige denkbare Suffizienzentscheidungen und -handlungen beobachtet, analysiert, beschrieben und systematisiert. Doch welche dieser Entscheidungen und Handlungen werden bereits heute breit praktiziert, welche werden möglicherweise zukünftig akzeptiert und welche Rahmenbedingungen müssen sich dazu ändern? Eine zentrale Forschungsfrage des Projektes war es zu untersuchen, welche Akzeptanz und Akzeptabilität für bestimmte Suffizienzentscheidungen und –handlungen in der deutschen Bevölkerung besteht. Wie offen sind Menschen für das Teilen von Waschmaschinen oder für einen Umzug in eine kleinere Wohnung, wenn die eigene Wohnung durch Veränderungen der Personenzahl des Haushalts zu groß geworden ist? Wie schätzen Menschen, die eine sehr große Wohnfläche haben, diese selbst ein?
Suffizienzentscheidungen und -handlungen müssen in der Regel von der haushaltsführenden Person initiiert und getragen werden und können direkt oder indirekt zu einem höheren Arbeitsaufwand führen. Deshalb sind insbesondere die Akzeptabilität der Optionen für die Haushaltsvorstände sowie deren Akzeptanz und die Einstellung dieser Personengruppe zu Suffizienzentscheidungen und -handlungen von besonderer Relevanz. Um die Beantwortung der o. g. Forschungsfrage quantitativ zu untermauern, wurde deshalb eine Breitenbefragung konzipiert und durchgeführt, in der 601 haushaltsführende Personen als zentrale Akteure suffizienzrelevanter Entscheidungen im Haushalt interviewt wurden.
Viele Städte in Nordrhein-Westfalen stehen vor vielfältigen sozialen, ökologischen und ökonomischen Herausforderungen, wie wachsenden sozialen Ungleichheiten, den Auswirkungen des Klimawandels, des demographischen Wandels und der Bewältigung des Strukturwandels. Stadt- und Quartiersentwicklung, Städtebau und die infrastrukturelle Versorgung sind zentral von diesen Veränderungen betroffen und müssen zukunftsweisende Lösungen entwickeln. Ein wichtiger Aspekt wird hierbei die Resilienz der Städte gegenüber Störereignissen und Krisen sein.
Vor diesem Hintergrund zeigt das Gutachten "Resiliente Stadt - Zukunftsstadt" auf, wie die konzeptionelle Leitidee einer resilienten Stadt in verschiedenen Handlungsfeldern und auf verschiedenen Ebenen umgesetzt werden kann. Es werden wichtige Zukunftsfragen der Städte aufgegriffen, Strategien der Resilienz für zentrale Handlungsfelder entwickelt und wichtige Hinweise für die Umsetzung in die Planungspraxis gegeben.
Anders als existierende Programme, die Energiearmut auf der individuellen Ebene identifizieren, wird hier eine GIS-MCDA (multi-criteria decision analysis) zur kleinräumlichen Verortung und Identifikation energiearmutsgefährdeter Quartiere, im Kontext raumwärmeseitiger Risiken von Energiearmut, entwickelt. Nach Kenntnis des Autors werden damit erstmals für eine deutsche Großstadt räumliche Hotspots von Energiearmut identifiziert. Der entwickelte raumbezogene Ansatz liefert wichtige Erkenntnisse zum wissenschaftliche Verständnis des Phänomens Energiearmut und bietet das Potenzial einen Beitrag dazu zu leisten energiearme Haushalte effektiver zu adressieren.
This Policy Brief outlines the "identity crisis" in which voluntary carbon standards find themselves after the adoption of the Paris Agreement. It describes how the new international legal framework threatens to undermine the legitimation and credibility of voluntary carbon standards and discusses first ideas how the arising challenges could be dealt with.
Staatliche Regulierung ist verpönt. Häufig läuft es dann auf den Appell hinaus: Jeder einzelne Bürger habe es selbst in der Hand. Doch die Alltagsroutinen sind in der Regel mächtiger als das Umweltbewusstsein. Beim Marmor für das Badezimmer spielen Amortisationszeiten keine Rolle. Die solare Warmwasseranlage ist dagegen oftmals "zu teuer". Gesetzliche Standards hingegen verselbstständigen Energieeffizienz und den Ausbau erneuerbarer Energien. Sie machen "Öko zur Routine". Dieser Artikel beschreibt die Notwendigkeit für das Schaffen neuer Routinen und zeigt wie dies durch Standards, Limits und faire Umsetzungsbedingungen sowie attraktive Alternativangebote zum gegenwärtigen, häufig nicht nachhaltigen Verhalten auch möglich ist.
Rather than examining aggregate emissions trends, this study delves deep into the dynamics affecting each sector of the EU energy system. It examines the structural changes taking place in power production, transport, buildings and industry, and benchmarks these with the changes required to reach the 2030 and 2050 targets. In so doing it aims to influence both the ambition and direction of future policy decisions, both at Member State and EU level.
In order to assess the adequacy of the EU and its Member States policies with the 2030 and 2050 decarbonisation objectives, this study goes beyond the aggregate GHG emissions or energy use figures and analyse the underlying drivers of emission changes, following a sectoral approach (power generation, buildings, industry, and transport). Historical trends of emission drivers are compared with the required long-term deep decarbonisation pathways, which provide sectoral "benchmarks" or "corridors" against which to analyse the rate and direction of historical change for each Member State and the EU in aggregate. This approach allows the identification of the necessary structural changes in the energy system and policy interventions to reach deep decarbonisation, and therefore the comparison with the current policy programs at European and Member State level.
A fundamental problem has been the lack of widely-accepted methods for analysing the impact of walking and cycling on transport network performance. By trying to put walking and cycling on an equal footing with motorised transport, the FLOW multimodal urban road transport network performance analysis methodology (the FLOW methodology) aims to contribute to a more informed debate on the role of walking and cycling on transport network performance.
The Portfolio of Measures describes the actual effects of different types of measures on congestion by presenting case studies and drawing conclusions out of them.
The portfolio presents information on the potential of walking and cycling measures to relieve urban congestion. Cities are actively seeking information and implementation experience from other cities. However, information available on websites, portals and good-practice guides is of mixed quality. In providing more information on the impact of walking and cycling measures, this portfolio aims at contributing to political agenda setting and measure selection.
The first part of the portfolio provides some general findings about the role of walking and cycling measures in relieving congestion, based on literature review and an expert survey carried out within the FLOW project. It is then followed by 20 cases in which walking measures, cycling measures or combinations of measures have been successfully implemented in Europe and abroad. The case studies have been clustered in five big groups according to their topics: Cycling infrastructure (moving traffic); Walking and Cycling Infrastructure (moving traffic); Cycling infrastructure (parking and bike sharing); Traffic management strategies; Mobility management and Measures for more than one mode. The final chapter summarises the effects of the 20 cases and elaborates some general lessons learned. On general finding is - the measures described have helped reduce congestion or at least have increased walking and/or cycling levels without increasing congestion.

Seit der Bundesrat gefordert hat, dass ab 2030 nur noch emissionsfreie Fahrzeuge zugelassen werden sollen, hat die Debatte um den richtigen Weg in die Zukunft der Mobilität an Fahrt aufgenommen. Prof. Dr. Uwe Schneidewind und Prof. Dr. Manfred Fischedick begründen, warum die Bundesrats-Initiative, die de facto einem Zulassungsverbot für neue Benzin- und Dieselfahrzeuge gleichkommt, genau den richtigen Innovationsimpuls setzt - und es falsch wäre, ihn mit einseitigen Festlegungen zu verbinden.
Real-world laboratories are growing in popularity promising a contribution to both: the understanding and facilitation of societal transformation towards sustainability. Baden-Württemberg substantially funds real-world labs as part of the initiative "science for sustainability". To facilitate learning with and from these so-called BaWü-Labs, they are supported by accompanying research conducted by two teams. This article presents first insights and theses on real-world labs as a research format, based in particular on the work of the accompanying research team ForReal. The team supports the labs in their realization and in providing general insights, e.g. by learning from related international research approaches and dialog with international experts, and analyzes suitable quality features and methods (the latter together with the University of Basel team). The theses presented here put up for discussion first insights on real-world labs as a transformative research approach and reflect on them from a theoretical perspective. They illustrate the relevance of a goal-oriented use of methods and present learning processes as core characteristics of real-world labs. The theses were formulated based on discussions with the BaWü-Labs, exchange in international contexts as well as a thematic literature review.
Schrumpfungsprozesse und die dadurch möglichen Veränderungen der städtischen Siedlungsstrukturen können als Potenzial gesehen werden, das Leitbild der Verkehrsvermeidung umzusetzen und auf diese Weise zum Klimaschutz beizutragen. Empirisch ist erwiesen, dass Einwohner kompakter Städte mit hoher Dichte und gemischter Nutzung verhältnismäßig kurze Wege bzw. Wegeketten zurücklegen und hier der Anteil des Umweltverbundes verhältnismäßig hoch ist. Allerdings sind empirische Analysen über Klimaschutzeffekte von Verkehrsvermeidung weniger eindeutig: Welche Klimaschutzpotenziale entfalten unterschiedliche siedlungsstrukturelle Entwicklungen in schrumpfenden Städten? Diese Frage wird am Fall der Stadt Wuppertal untersucht.
Das Forschungsvorhaben befasst sich mit der Fragestellung, welche Faktoren und Bedingungen die Anpassungskapazität von Kommunen in Deutschland maßgeblich beeinflussen. Dazu wurden im Projekt empirische Befragungen mit kleineren und mittleren Kommunen wie auch eine Fachworkshopreihe mit insgesamt elf Kommunen durchgeführt. Vor diesem Hintergrund erarbeitete das Projekt Vorschläge und Unterstützungsangebote zum systematischen Aufbau von Kapazitäten zur Anpassung an den Klimawandel auf lokaler Ebene. Insbesondere die Stärkung institutioneller Faktoren, die die Fähigkeit einer Kommune beeinflussen, sich organisatorisch, prozedural und fachlich-strategisch auf neue Herausforderungen wie den Folgewirkungen des Klimawandels adäquat einzustellen, erweisen sich hier als ein wichtiger Baustein für Unterstützungsansätze.
