This paper reports on a nationwide field survey of managing energy efficiency of buildings under energy performance contracting (EPC) in Chinese building sector. The survey aims at getting insight of Chinese experiences of EPC and survey yielded information on profile, specificity and risk specifications of EPC in Chinese building sector. The key findings are that the existing EPC projects are mainly driven by policies and majority of first parties in EPC are owners of public buildings. The contract specificity is worryingly low, with underspecification prominent in the contract sections of renewal and change of the planned solutions, dispute resolution and compensation for personal and property damage. Insufficient risk specification was a major cause of contract failure and disputing. High risks are observed in not enough feasibility study, delay in completion, operational risks, delay in payment and uninsured loss. Most post EPC projects would be worryingly unsuccessful, given to the facts that many of them have not established their energy team, have no further investment and have no effective maintenance. The Chinese existing emission trading scheme (ETS) offers a vital opportunity for upscaling EPC in building sector and policy framing is needed for linking EPC projects and ETS.

Achieving sustainability has become one of the fundamental goals of many urban transportation systems in the past two decades. The emerging concept of sustainability has developed enormous interests among researchers and practitioners to develop a sustainable transport system. While many have focused on developing an appropriate definition of a sustainable transport by measures and indicators of sustainability to assess if a transport system is moving towards or away from sustainability, many others have put forward different strategies to make a transport system sustainable. Defining sustainable transport and identifying indicators are important to make this concept more correct, focused, and measurable.
This study tries to measure and monitories urban transportation sustainability from viewpoint of anÿurban planner. The question comes out from the relation between urban transportation sustainability and usage of public transportation. How these two facts link to each other? Are there any logical relations between usage of public transportation and sustainable development? How we can define specific indicator for measuring sustainability of transportation or on the other words, how can we standardized indicator to measure and monitor the urban sustainable transportation?
For response, exceeding questions two cities are selected which have a similarity and differences in structure and data sets. Our approach is to draw upon a raft of suitable analytical techniques to find out the approach base for comparison of structure between different cities, and then to apply the examples to examine the degree to which specified policy targets might be met in the future. The analytical framework includes Descriptive statistics, correlation and Regression analysis, and application of sustainable transportation indicator for case studies distributions.
The techniques proposed to provide a starting point for that dialogue toward more appropriate policies and their monitoring. It can be concluded that the new approach of sustainable transportation indicator for measuring sustainability of transportation is highly correlated with selected variables, which indicates that the new indicator has meaningful applicability to be used as indicator for transportation certificate system. This methods can be used for measuring, monitoring, and evaluating the sustainability of urban transportation for different areas and used the results as a standardize indicator for transportation certificate system for comparing and ranking the transportation sustainability of different cities. In addition, the result of this study can be used as for monitoring and assessment of plan for (SUMP) Sustainable urban mobility planning.
Fossil independence and substantial reductions in CO2 emissions seem to be possible with 2nd generation biofuels. New technologies allow a full carbon-to-fuel conversion of non-edible plant parts such as straw or wood, and the cultivation of algae or salt-resistant plants uncouples bioenergy from food production. Nevertheless, impacts on biodiversity, global land and water use are widely unclear and their competitiveness with 1st generation biofuels and electric mobility is an open question. An interdisciplinary team of Empa, University of Zurich and the Wuppertal Institute of Climate, Environment and Energy evaluated the most sustainable production techniques and assessed their potential for our future mobility.

The transformation of energy systems is influencing economic policy agendas all over the world, particularly in industrialized countries. In this process, Germany has taken a pioneering role, and hence the technical innovations, legal frameworks, and business models established there are also of interest for other countries trying to achieve broader use of renewable energies. Energy cooperatives have been an important building block in the energy transition in Germany, although their practical importance is neither quantitatively nor qualitatively reflected in the academic literature. Drawing on recently collected data, this paper presents an overview of German energy cooperatives in terms of organization, financing, and membership. We then review literature from economics and the social sciences that has been used to analyze cooperatives on various levels in other fields. We discuss how these theories could be applied to create a better understanding of energy cooperatives, and we derive a preliminary research agenda for their analysis. We also assess the scope for interdisciplinary work among economists, sociologists, and other disciplines.
Considering the role of transport for a 1.5 Degree stabilization pathway and the importance of light-duty vehicle fuel efficiency within that, it is important to understand the key elements of a policy package to shape the energy efficiency of the vehicle fleet. This paper presents an analysis focusing on three types of policy measures: (1) CO2 emission standards for new vehicles, (2) vehicle taxation directly and indirectly based on CO2 emission levels, and (3) fuel taxation. The paper compares the policies in the G20 economies and estimates the financial impact of those policies using the example of a Ford Focus vehicle model. This analysis is a contribution to the assessment of the role of the transport sector in global decarbonisation efforts. The findings of this paper show that only an integrated approach of regulatory and fiscal policy measures can yield substantial efficiency gains in the vehicle fleet and can curb vehicle kilometres travelled by individual motorised transport. Using the illustrative example of one vehicle model, the case study analysis shows that isolated measures, e.g. fuel efficiency regulation without corresponding fuel and vehicle taxes only have minor CO2 emission reduction effects and that policy measures need to be combined in order to achieve substantial emission reduction gains over time. The analysis shows that the highest level of impact is achieved by a combination regulatory and fiscal policies rather than only one policy even if this policy is more aggressive. When estimating the quantitative effect of fuel efficiency standards, vehicle and fuel tax, the analysis shows that substantial gains with regard to CO2 emission are only achieved at a financial impact level above 500 Euros over a four year period.
For a long time, water shortages and flooding have been challenges in many parts of China. Meanwhile, the Chinese government announced the change of water management from engineering-oriented approach towards integrated approach in the last decades. However, the announced changes in management approach does not necessarily lead to the wide implementation of institutions, infrastructures and practice. They can be confronted by a strong resistance from the existing management approach. In fact, the development of water resources management is a complex process. Such a complexity raise the following questions: did fundamental changes really take place in the structure of water supply and demand management and flood management in China? If yes, how? In order to answer this question, the author (1) developed conceptual frameworks to enable a detailed and precise analysis of regime development; (2)applied the elaborated conceptual frameworks to explore the development of the water resources management regime in China, at the example of three case studies. These three case studies were: - Flood Management (IFM) took place in the Dongting Lake Area in the middle Yangtze River, - Water allocation in the Yellow River Basin, - The experimentation period of Water Saving Society in China. With the support of the developed framework, the case studies show that fundamental changes, i.e. transitions, have taken place in flood management regime and water supply-demand regime in China, but transitions have not yet completed, due to, namely, the lack of reconfiguration of other regime components and other relevant regimes. In addition, the case studies also depict how the start of transitions were triggered and how informal learning processes influenced regime development. The thesis contributed to sustainability transitions research by developing an operational approach to analyze transitions of water resource management regime and by expanding the empirical basis for transitions research to natural resources management regime in emerging economies.
This study aims to investigate whether, to what extent and how a transition toward integrated flood management has taken place in the Dongting Lake area at the middle Yangtze. Accordingly, we conducted a longitudinal research of its flood management (1949–2009). We developed an analytical framework linking regime components to two societal learning types (double and triple-loop learning) that are key to a regime transition. Our study shows that the transition toward integrated flood management has already started, but the whole regime transformation will still take time to complete, due to, for example, the not-yet-ready decision-making processes that shape the structure changes as well as the incompatibilities between what is on paper and real implementation. To understand how the regime transition took place, we investigated where and how triple-loop learning was initiated as well as how so-called "informal learning processes" has contributed to the transition of Dongting flood management.
For decades, the Chinese government has been searching for solutions to cope with the increasing imbalance between the supply and demand of water in the Yellow River Basin. This paper aims at a better understanding of the development of the water allocation regime in the Yellow River Basin between 1950 and 2009, introducing a fresh perspective based on the notion of "regime transition". Accordingly, we investigated 1) whether so-called "Windows of Opportunity for Transition (WOPTs)" emerged, triggering a transition, and whether WOPT(s) resulted in a stable transition towards the new regime; 2) how informal learning processes and epistemic communities have contributed to the regime change. We adapted Kingdon's "multiple stream model" and identified four WOPTs from the 1950s, analyzing the reconfiguration process of the regime after the onset of the transition. Our examples of two types of informal learning processes demonstrate their contribution to the creation of WOPTs and the reconfiguration of the regime. Furthermore, this study indicates, in a qualitative manner, how epistemic communities contribute to the knowledge base of the regime, and thus to its development. Finally, we have provided a general insight into the further development of the water allocation regime and highlighted potential avenues for further studies.
To achieve an efficient use and allocation of limited water resources and thus resolve increasing water use conflicts due to fast rising societal water demands, in 2000, the Chinese government started a management strategy of 'Construction of a Water Saving Society (WSS)'. It is guided by the principle that socio-economic development should consider the carrying capacity of the ecosystem and focuses on institutional innovation, building on the water rights concept. This paper explores the innovation process during the transition towards WSS by investigating the development course of the innovation process during the transition towards WSS, and the adaptive capacity of the existing water management regime underlying the innovation process. Accordingly, an analysis framework consisting of three types of governance activities and factors determining a regime's adaptive capacity was developed, based on the theory of transition management and adaptive governance. The Tianjin and Zhangye WSS experiments were selected for a deep understanding of local innovations. It is revealed that co-evolution of all three types of governance activities that are claimed to be essential for transition has taken place. However, the current adaptive capacity of the regime still needs further enhancement to support the transition towards the desired WSS in China. Finally, some general insights are provided for policy innovations in other political economies.
New energy efficiency policies have been introduced around the world. Historically, most energy models were reasonably equipped to assess the impact of classical policies, such as a subsidy or change in taxation. However, these tools are often insufficient to assess the impact of alternative policy instruments. We evaluate the so-called engineering economic models used to assess future industrial energy use. Engineering economic models include the level of detail commonly needed to model the new types of policies considered. We explore approaches to improve the realism and policy relevance of engineering economic modeling frameworks. We also explore solutions to strengthen the policy usefulness of engineering economic analysis that can be built from a framework of multidisciplinary cooperation. The review discusses the main modeling approaches currently used and evaluates the weaknesses in current models. We focus on the needs to further improve the models. We identify research priorities for the modeling framework, technology representation in models, policy evaluation, and modeling of decision-making behavior.
Die Arbeit stellt einen inhaltlichen Beitrag zur Nachhaltigkeitsdiskussion im Energiebereich dar, ordnet sich in den Forschungsstrang der Energy-Analysis ein und dient der politischen Entscheidungsvorbereitung bei Ungewissheit. Folgenden Fragen wird für die deutsche Ebene im globalen Kontext vornehmlich nachgegangen: - Welchen Kriterien muss ein zukunftsfähiges Energiesystem genügen, mit welchen Technologien und Strategien lässt es sich innerhalb welcher Zeiträume realisieren" - Wie handeln wichtige Akteure und welche Maßnahmen sind nötig" - Sind internationalen Kooperationen notwendig und nach welchen Leitlinien müssen diese gestaltet werden" Die Methode der Methode Energy-Analysis wird zudem durch die Integration aller diskutierten Nachhaltigkeitsdimensionen weiterentwickelt und aktuellen Diskussionen angepasst. Entstanden ist die Arbeit in einem Team des Wuppertal Instituts für Klima, Umwelt, Energie und muss im Kontext der anderen Arbeiten gesehen werden. Zunächst werden so genannte präventive Technologiebewertungen wichtiger technologischer Strategien vorgenommen. Dabei finden Methoden wie Ökobilanzierungen, Systemanalysen, Szenarioanalysen und ökonomische Betrachtungen Anwendung. Daran anschließend erfolgt die Analyse von Technologielinien des Energiebereichs. Diese werden anhand technischer, ökologischer, ökonomischer und sozialer Kriterien in Bezug auf die zuvor festgelegten Ziele bewertet. Der Kern der Untersuchung besteht in dem Durchführen einer systemanalytischen Untersuchung und dem Erstellen von Energieszenarien auf deutscher und globaler Ebene. Es wird damit u. a. der Frage nachgegangen, wie Klimaschutzziele zu erreichen sind. Auf den Szenarien aufbauend erfolgt eine tiefer gehende Betrachtung zweier Teilbereiche, denen eine entscheidende Rolle zukommen wird (Biomasse, Solarkooperation mit Nordafrika). Methodisch werden diese Bereiche aus akteursorientierter und systemischer Perspektive analysiert und daraus Handlungsempfehlungen abgeleitet.
COP 10 vervollständigt CDM, bringt aber keine neue Bewegung in die internationale Klimapolitik

While the number of projects under the Clean Development Mechanism (CDM) is expanding rapidly, there currently are relatively few transport projects in the global CDM portfolio. This article examines existing CDM transport projects and explores whether sectoral approaches to the CDM may provide a better framework for transport than the current project‐based CDM. We ask: Would a sectoral approach to the CDM promote the structural change and integrated policymaking needed to achieve sustainable transport policy, making it hence more desirable than the framework of the current project‐based CDM? We conclude that it is possible to design sectoral transport activities within clear project boundaries that fit into a framework of a programmatic or policy‐based CDM. Although we are able to ascertain that transport policy research yields several modelling tools to address the methodological requirements of the CDM, it becomes apparent that sectoral approaches will accentuate transport projects' problems regarding high complexity and related uncertainties. The CDM may need new rules to manage these risks. Nonetheless, sectoral approaches allow the scaling up of activities to a level that affects long‐term structural change.
Institutional theory scholars have been successful at explaining how organizations strive to attain a stable framework for their patterns of interaction, but have, until recently, struggled to account for institutional renewal. Institutional change happens when new practices become accepted and interactions between organizations carry new meanings. This historical study of the international climate change mitigation regime (1992 - 1997) provides insight into the dynamic processes that take place during the early stage of institutionalization. More specifically, the thesis examines the following issues: How do power differentials shift during institutional change? How do institutions operate in the environmental field? How can entrepreneurs influence their institutional setting? How do certain groups of organizations bring about or support particular sets of ideological frames? The empirical study analyses the policy innovation of the Clean Development Mechanism, proposed in the Kyoto Protocol to the United Nations Framework Convention on Climate Change. The thesis confirms that the proposed governance of climate-friendly technology transfer constitutes institutional change and the emergence of a proto-institution. It furthermore analyzes how the organizational actors brought about this innovation and how the change in meaning was introduced into the public sphere. The qualitative research methods that were employed include observation at climate negotiations, focus groups of climate policy professionals, semi-structured interviews of policy makers, and content analysis of archival data.
The material stocks in the anthroposphere are growing faster than ever due to urbanization and growing per capita use. Owing to the growing potential insecurity of raw material supply the evaluation of resources gains increasing attention. Despite growing utilization of anthropogenic deposits, ‘urban mining’ has not yet sufficiently been supported by specific exploration methods. An exploration method for anthropogenic deposits is proposed and described by application to the copper stocks of Switzerland. The method combines material flow analysis with a bottom‐up analysis of material stocks. The stock composition and temporal characteristics are analysed by surveys and literature analysis. The stock amounts to 269±31 kg capita -1 for the year 2000. The retrospective data are used as parameters to construct a dynamic stock model, which is calibrated by historical trade statistics. The potential for drafting scenarios is discussed. The stock situation in Switzerland is reviewed and compared with that of other regions.
Um die Klimaschutzziele der Bundesregierung zu erreichen sind im Rahmen der Energiewende die CO2-Emissionen besonders in den Sektoren Strom und Wärme durch geeignete Maßnahmen zu reduzieren. Aus diesem Grund liegt der Fokus auf einer Steigerung des Anteils regenerativer, CO2-freier Erzeugungsanlagen an der Energieversorgung. Kann man im Stromsektor bereits auf ein beachtliches Wachstum des Anteils erneuerbarer Energien in der Erzeugung zurückblicken, so stagnieren die Werte im Wärmebereich, obwohl dieser ein hohes Einsparpotenzial aufweist.
Zur Aktivierung der Wärmewende ist eine Vielzahl an Maßnahmen von Nöten. Eine Möglichkeit, erneuerbare Wärme in die Wärmeversorgung dicht besiedelter Stadtgebiete zu integrieren, stellen Wärmenetze dar. Die verlustarme Verteilung über weite Strecken ermöglicht eine verbrauchsferne Erzeugung, wodurch auch Gebiete ohne verfügbare Flächen beispielsweise mit solarthermischer Wärme versorgt werden können. Des Weiteren vereinfachen Wärmenetze die Kopplung der Sektoren Strom und Wärme, da sie durch die Brennstoff- und Erzeugungstechnologieoffenheit verstärkt durch Wärme aus Kraft-Wärme-Kopplungsanlagen (KWK) und Power-to-heat-Systeme gespeist werden können. Die fluktuierende, nichtregelbare Erzeugung und Einspeisung erneuerbarer Energien stellt die Netzbetreiber allerdings vor neue Herausforderungen zur Sicherstellung eines stabilen Netzbetriebes.
Die vorliegende Arbeit beschäftigt sich mit den Auswirkungen der vermehrten Einspeisung erneuerbarer Wärme auf alle weiteren Komponenten eines Energiesystems, welches aus Erzeugungs-, Verteilungs- und Speicherungsinfrastruktur besteht. Erneuerbare Wärmeerzeuger, insbesondere Solarthermieanlagen, sind durch eine fluktuierende, dargebotsabhängige Erzeugung charakterisiert. Aus diesem Grund sind der konventionelle Betrieb sowie bei Neubauprojekten die Auslegung der regelbaren KWK-Anlagen dahingehend anzupassen, dass ein möglichst hoher Anteil erneuerbare Wärme in die Versorgung integriert werden kann, ohne dass es zu wirtschaftlichen Einbußen für den Versorger kommt. Ebenso ist ein effizienter und stabiler Netzbetrieb zur Gewährleistung einer kontinuierlichen Versorgungssicherheit von höchster Priorität. Zu diesem Zweck erfolgt im Rahmen dieser Arbeit die Erarbeitung von zwei Simulationsprogrammen, mit denen zum einen Wärmenetze verschiedenster Größe und Topologie sowie zum anderen regelbare und regenerative Erzeugungsanlagen sowie alle weiteren Komponenten eines Energiesystems zur Betriebssimulation abgebildet werden können.
Die Auswahl von drei geeigneten Simulationsszenarien und aussagekräftigen technischen sowie ökonomischen und ökologischen Kennzahlen ermöglicht neben einer umfassenden Bewertung ebenso die Ableitung von Handlungsmaßnahmen, die eine verstärkte Einbindung der Wärmewende in die Energiewende ermöglichen.

This research project approached the emergence of social business innovations from the periphery, working towards the core: the first article features the representation of the concept of Social Business City, which was newly implemented by Wiesbaden in 2010. Here, social businesses are to be founded with the help of a network based on both public and private institutions. At the time of conducting the research, three such Social Business Cities existed: Wiesbaden (Germany), Fukuoka (Japan) and Pistoia (Italy); in 2016 Barcelona joined the list of Social Business Cities. The second article analyses the ways in which microfinance organisations that are based on the concept of social business according to Yunus differ from one another. Included in this research was Grameen Bank in Bangladesh, Social Business Women in Germany and Grameen America in the United States. Subsequently, a third article investigates the similarities and differences to be found between social businesses and charities. The research focuses on advantages and disadvantages on both sides and aims at answering the questions: which approach is appropriate under what circumstances and which aspects could be adopted by the other?
Finally, we investigated the various cooperation of the Grameen Group with global players such as Danone, Veolia and Intel in Bangladesh and the particular challenges which result therefrom.

Die Beteiligungslandschaft wird im Kontext nachhaltiger Entwicklung und in der Perspektive der Politischen Psychologie betrachtet. Ausgangspunkt sind Wechselwirkungen zwischen politisch vermittelter und in Verbindung mit Nachhaltigkeit besonders geforderter Partizipationsnotwendigkeit einerseits und individuell empfundenem Vertrauensverlust in die Fähigkeit der Politik zur Lösung von Umweltproblemen andererseits. Betrachtet werden Partizipationsmotive der Politik (z.B. Steigerung von Legitimität) und Partizipationsmotive von Bürgerinnen und Bürgern (z.B. die "echte" Chance auf Mitentscheidung, insbesondere bei Verfahren mit starkem Regionalbezug). Beide Motive sind eingebettet in eine weitgehend entscheidungsferne "Partizipationsarchitektur". Die Verfahren liegen überwiegend auf einer informativen und auf einer konsultativen Ebene. Auch zeigen sich Diskrepanzen auf der Ebene der politischen Aufforderungen zur Partizipation. Diese erfolgen eher, wenn es um Problemlösungen geht und eher nicht, wenn es um Investitionen und wirtschaftliche Gewinne geht. Intensiv werden partizipative Ansätze im Kontext von Klimaschutz und Energiewende verfolgt. Doch auch diese Partizipationsangebote gehen selten über die informative Ebene hinaus. Inhaltlich sind v.a. technische Lösungsansätze zur Reduktion der CO2-Emissionen fixiert worden, hingegen wurden politische wie soziale Lösungsansätze überwiegend ausgespart. Insgesamt besteht die Gefahr partizipativer Irritationen bis hin zu Erschöpfung, wenn Bürgerinnen und Bürger einerseits zur Beteiligung aufgefordert und aktiviert werden, andererseits aber erfahren, dass sie im politischen Geschehen wenig bewirken können.

Im Zeitalter der Aufklärung werden mittelalterliche Naturvorstellungen von neuzeitlichen abgelöst, die von Naturbeherrschung geprägt sind. Doch weshalb mussten auf der Epochenschwelle Scheiterhaufen brennen, weshalb war die Befreiung aus dem Naturzusammenhang patriarchal angelegt? Uta von Winterfeld untersucht aus feministischer und herrschaftskritischer Perspektive "Naturpatriarchen" auf die Schattenseiten ihrer aufklärenden Absicht: Das befreite Denken eines René Descartes ist auf Kontrolle und Beherrschung der Natur angewiesen; bei Francis Bacon verdrängt das männliche Schaffen die produktive Seite einer als weiblich gedachten Natur; Giordano Bruno verweist darauf, wie widersprüchlich und ambivalent neuzeitliche Naturvorstellungen sind. Die damals entstehenden Naturwissenschaften entzaubern eine "dunkle" oder "böse" Natur - die doch zuvor von geistlichen und weltlichen Obrigkeiten in Gestalt der dunklen und bösen "Hexe" erst geschaffen worden ist. Die Frage der Naturpatriarchen nach der Methode des richtigen Vernunftgebrauchs gilt noch immer: Wie kann ein emanzipiertes Subjekt aus dem Naturzusammenhang befreit werden, ohne ihm ein anderes Subjekt, als Objekt, zwangsläufig zu unterwerfen?

Bis 1990 verlief durch den Schaalsee die deutsch-deutsche Grenze. 2021 treffen sich dort Menschen aus dem Osten und aus dem Westen, aus der Stadt und vom Land. Sie arbeiten heute schon für ein gutes Leben in und mit der Natur, und sie erzählen von einem anderen Morgen.
MORGEN werden Lebensmittel wertvoll sein, wenn ihre Herstellung die Bodenfruchtbarkeit erhöht und das Wasser schützt. Davon können auch kleine Initiativen und Betriebe gut leben. Sie werden von einer Verwaltung unterstützt, die sich in der ökologischen Landwirtschaft gut auskennt. All das wird möglich, weil die Politik sich etwas traut.
MORGEN wird der Wald vielfältig sein und kann sich selbst verjüngen. Denn er muss nicht mehr liefern, was Handwerk und Industrie brauchen, weil diese nun nehmen wollen, was der Wald kann. Die Politik hat verstanden, dass Wald in Verbindung mit Boden und Wasser ein elementares Gut ist.

In the long term, any definition of adequacy consistent with UNFCCC Article 2 will require increased mitigation efforts from almost all countries. Therefore, an expansion of emission limitation commitments will form a central element of any future architecture of the climate regime. This expansion has two elements: deepening of quantitative commitments for Annex B countries and the adoption of commitments for those countries outside of the current limitation regime. This article seeks to provide a more analytical basis for further differentiation among non-Annex I countries. To be both fair and reflective of national circumstances, it is based on the criteria of responsibility, capability and potential to mitigate. Altogether, non-Annex I countries were differentiated in four groups, each including countries with similar national circumstances: newly industrialized countries (NICs), rapidly industrializing countries (RIDCs), ‘other developing countries’, and least developed countries (LDCs). Based on the same criteria that were used for differentiating among non-Annex I countries, a set of decision rules was developed to assign mitigation and financial transfer commitments to each group of countries (including Annex I countries). Applying these decision rules results in (strict) reduction commitments for Annex I countries, but also implies quantifiable mitigation obligations for NICs and RIDCs, assisted by financial transfers from the North. Other developing countries are obliged to take qualitative commitments, but quantifiable mitigation commitments for these countries and the LDC group would be not justifiable. As national circumstances in countries evolve over time, the composition of the groups will change according to agreed triggers.

A policy mix for resource efficiency in the EU : key instruments, challenges and research needs

Against the background of an often wasteful use of natural resources, the European Union has made resource efficiency a top policy priority. Policy formulation is, however, at a very early stage in many Member States, with often vague notions of what resource efficiency means, characterised by fragmented instruments and overlapping competencies. This paper develops a conceptual framework for defining, assessing and developing resource efficiency policy mixes. It argues that a mix of policies and instruments is best suited to overcoming the complex challenges of the 21st Century. Such a mix addresses multiple resource domains at a strategic, high level and contains interacting instruments targeting multiple actors, levels of governance and sectors and life-cycle stages of resource use. This paper looks at criteria for effective resource efficiency policy instruments, presents both an indicative policy mix across 9 policy domains and case studies (on environmental harmful subsidies, supply chain efficiency in food systems and product-service systems) and identifies key challenges to overcome trade-offs in instrument design, maximise synergies, reduce conflicts, promote coherence, coordinate activities and move from theory to practice. Research needs are discussed regarding who shall devise, implement, and coordinate such a policy mix, considering negotiating power, timing and complexity.

Several studies in Germany aimed at the development of a sound database on existing waste prevention measures by public bodies at the local, regional and federal levels. These results are the starting point for the creation of a national prevention program, which has to be presented by all European Member States until the end of 2013 - due to the revised European Waste Framework Directive. Based on this empirical foundation, this paper draws conclusions with regard to drivers and barriers for eco-innovations in the field of waste prevention. The analysis shows that an optimized adaptation of information on waste prevention to the needs of specific target groups is still missing but could be a relevant driver. With regard to barriers the results of the study show that waste prevention is by no means always a win–win-situation. Institutional frameworks are missing to coordinate the different interests and for the exchange of experiences that could help to realize learning effects regarding innovation approaches.

This chapter addresses material leakage as a major problem of international open markets for used goods, in particular for used vehicles. It develops elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. The arguments in favour of such a proposal are as follows: Any regulation should actively seek for industry participation, taking advantage of business interest in supplying a sufficient amount of materials while lowering materials cost. It should also address public issues such as sustainability of recycling and waste. A first section analyses contracts as a tool to overcome knowledge problems that occur when many actors are involved. A second short section gives empirical evidence for material leakage in the case of used vehicles from Germany. A third section develops elements of an international metal covenant. A fourth section analyses potential impacts and discusses legal and institutional issues. Finally, some conclusions are drawn.

Der Verfasser legt eine vergleichende Analyse von Abfallwirtschaftsregimen in drei deutschen Stadtregionen vor. Als Fallbeispiele wurden Frankfurt in der Rhein-Main-Region, Berlin als Kern der Metropolregion Berlin-Brandenburg und Bochum im Ruhrgebiet ausgewählt. Einerseits weisen die drei Stadtregionen eine ganze Reihe von Gemeinsamkeiten auf, die sie für einen solchen Vergleich geeignet erscheinen lassen.
Alle drei Stadtregionen bilden Zentren wichtiger Metropolregionen in Deutschland, denen angesichts ihrer Bevölkerungsdichte sowie der ökonomischen und politischen Bedeutung besondere Relevanz für die Planung von Infrastruktursystemen zukommt. Gleichzeitig unterscheidet sich jedoch die Bedeutung der drei Fallregionen innerhalb ihrer Metropolregion durchaus deutlich, von der absoluten Dominanz in Berlin-Brandenburg bis zur Polyzentralität im Ruhrgebiet, woraus sich auch unterschiedliche Herausforderungen an regionale Planungsverbände und die Gestaltung der Kooperationsbeziehungen mit den Umlandgemeinden ergeben.
Als Bestandteile von Metropolregionen sind sie alle drei intensiv in internationale Geschäfts- und Wissensnetzwerke eingebunden, sind Standort für die Entwicklung soziotechnischer Innovationen und verfügen in vielen Bereichen über hochqualifizierte Humanressourcen. Auch im Hinblick auf die spezielle Situation der Abfallwirtschaft zeigen sich vergleichbare Ausgangsbedingungen: In allen drei Regionen wurde auf eine vollständige Privatisierung der kommunalen Abfallwirtschaft verzichtet, nach wie vor werden mit der Sammlung und Entsorgung von Abfällen Unternehmen beauftragt, die sich überwiegend im kommunalen Besitz befinden.

Nach dem überwiegend vollzogenen Schritt von der genossenschaftlichen zur marktwirtschaftlichen Mobilitätsdienstleistung scheint das kommerzielle Car-Sharing in Deutschland am Beginn eines Systemwandels zu stehen. Dieser Wandel ist wahrscheinlich die Voraussetzung für den angestrebten breiten Markterfolg. Eine unerwünschte Nebenfolge könnte allerdings sein, dass die positiven ökologischen Effekte, mit denen auch das kommerzielle Car-Sharing bis heute verbunden wird, in der Zukunft deutlich zurückgehen oder sich sogar ins Gegenteil verkehren. Ob sich ein positiver oder negativer ökologischer Saldo einstellt, hängt entscheidend davon ab, wie sich die Angebotsstrategien der Car-Sharing Unternehmen einerseits und die Nutzerpräferenzen andererseits entwickeln.

This paper presents the educational program "Encouraging Sustainability", initiated and realized by the "Foundation Forum für Verantwortung", the "ASKO EUROPA-FOUNDATION", and the "Europäische Akademie Otzenhausen/European Academy Otzenhausen" in cooperation with the Wuppertal Institute for Climate, Environment and Energy. The goal is to intensify the public discourse on sustainability within civil society concerning options of sustainable consumption and production patterns. The innovative program consists of two parts: (1) Twelve Books About the Future of the Earth (see section 2), (2) six didactical modules (section 3): From Knowledge to Action. The educational modules focus on important topics and key issues discussed in the context of sustainability: climate change, resource use, energy efficiency, population growth, water use, securing future food supplies, biodiversity etc. The didactical materials are developed as “open learning scenarios: all materials can be linked to many communication forms and situations in a flexible manner. For the creation and realisation of the educational materials the authors have chosen the concept of Sinus-Milieus, developed by Sinus Sociovision, in order to address specific target groups (section 4). The main target groups in the program "Encouraging Sustainability" are "leading groups of society" and multipliers because of their high resource and energy consumption on the one hand and because of their skills and educational background on the other hand. In the last section of this paper (section 5) the first experiences from the implementation of the modules are presented. The authors emphasize that the broad and flexible approach chosen, should work effectively in a period in which green issues rank high in the public opinion worldwide.

The discussion of sustainable development focused attention on new environmental goals and raised the issue of improving resource productivity. A first step towards sustainability would be to slow-down and reduce the man-induced movements of materials: this is the focus of dematerialization approach which emphasizes what socialist countries used to neglect most – minimizing the use of scarce input factors. This paper applies the dematerialization approach to the discussion on sustainable development in central and eastern Europe. In the early 1990s all countries in eastern Europe have developed new environmental programs which mainly focus on reducing pollution. Environmental strategies focusing on reducing emissions are important but not sufficient for reaching sustainability. A new orientation in the environmental policy in the young market economies is required. Dematerialization approach can be a new option for environmental policy in central and eastern Europe. Dematerialization requires a mix of instruments. Important role can be played by an ecological fiscal reform which covers ecological tax reform and the restructuring of subsidies.

The enhanced use of biomass for the production of energy, fuels, and materials is one of the key strategies towards sustainable production and consumption. Various life cycle assessment (LCA) studies demonstrate the great potential of bio-based products to reduce both the consumption of non-renewable energy resources and greenhouse gas emissions. However, the production of biomass requires agricultural land and is often associated with adverse environmental effects such as eutrophication of surface and ground water. Decision making in favor of or against bio-based and conventional fossil product alternatives therefore often requires weighing of environmental impacts. In this article, we apply distance-to-target weighing methodology to aggregate LCA results obtained in four different environmental impact categories (i.e., non-renewable energy consumption, global warming potential, eutrophication potential, and acidification potential) to one environmental index. We include 45 bio- and fossil-based product pairs in our analysis, which we conduct for Germany. The resulting environmental indices for all product pairs analyzed range from -19.7 to +0.2 with negative values indicating overall environmental benefits of bio-based products. Except for three options of packaging materials made from wheat and cornstarch, all bio-based products (including energy, fuels, and materials) score better than their fossil counterparts. Comparing the median values for the three options of biomass utilization reveals that bio-energy (-1.2) and bio-materials (-1.0) offer significantly higher environmental benefits than bio-fuels (-0.3). The results of this study reflect, however, subjective value judgments due to the weighing methodology applied. Given the uncertainties and controversies associated not only with distance-to-target methodologies in particular but also with weighing approaches in general, the authors strongly recommend using weighing for decision finding only as a supplementary tool separately from standardized LCA methodology.
Der vorliegende Artikel vergleicht die Nutzung nachwachsender Rohstoffe zur Erzeugung von Energie (Wärme und Elektrizität), Kraftstoffen und Gebrauchsprodukten anhand von vier ausgewählten Umweltbelastungskategorien. Dazu wurden Ökobilanzdaten aus 11 verschiedenen Publikationen für insgesamt 45 Produktpaare auf Basis nachwachsender und fossiler Rohstoffe analysiert und bezogen auf Einwohneräquivalente pro Hektar landwirtschaftliche Fläche miteinander verglichen. Die Ergebnisse zeigen im Allgemeinen Vorteile für die nachwachsenden Produktalternativen in den Kategorien Nichterneuerbarer Energieverbrauch und Treibhauspotenzial, während Produkte aus fossilen Ausgangsstoffen beim Eutrophierungspotenzial günstiger abschneiden und sich in der Kategorie Versauerungspotenzial uneinheitliche Resultate ergeben. Durch die Nutzung nachwachsender Rohstoffe zur Erzeugung von Gebrauchsgütern und Energie lassen sich durch Substitution der fossilen Produktalternativen größere ökologische Entlastungen realisieren als durch die Herstellung von Biokraftstoffen, die als Vollsubstitute für Diesel eingesetzt werden. Wesentliche Nachteile der Biomassenutzung sind mit dem Pflanzenanbau im Rahmen der konventionellen Landwirtschaft verbunden. Durch andere Bewirtschaftungsformen (z. B. Extensivierung) und eine besser an die jeweiligen Verwendungszwecke angepasste Auswahl bzw. Verarbeitung der nachwachsenden Rohstoffe könnten die Umweltbelastungen durch Energie, Kraftstoffe und Gebrauchsprodukte aus nachwachsenden Rohstoffen deutlich verringert werden.

This paper claims that countries of the North must develop a new model of wealth - one less harmful to the environment and capable of being applied throughout the world. There are reasons to be hopeful they will do so: first, they have the means at their disposal; second, it is a misconception that environmental protection is a cost; and third, there is mounting pressure for change as indicated by air, water and soil quality data. The challenge is to move the emphasis away from end-of-the-pipe pollution control to improving resource productivity. The best way of doing this is through the imposition of "green taxes" to raise resource prices. If governments compensate by cutting other taxes to make the change revenue-neutral, there would be real benefits to the environment and the economy, particularly in developing countries.

There is urgent need to change the way we make use of non-renewable resources, especially metals, to sustain their availability for vital technologies associated with achieving change towards sustainability, but also to minimize negative impacts and to achieve a fair distribution of the wealth and burdens associated with their production and use. Especially public actors (state governments and administrations) have recently formulated strategies as a means to guide action fostering these goals. Yet, these strategies are very different in their character, which makes it difficult to compare them and learn how to best design strategies for a given context to contribute to the necessary change. To approach this question, we analyzed 37 national mineral resource-related strategy documents worldwide concerning their contextual conditions, motivation, and objectives. Following the general inputs for transition strategies (current and target state, transition strategy), we identified four clusters of strategy documents that share similarities in their approaches and support the development of specific recommendations for future strategy design in terms of both content and process. Designing strategies with a clear structure that interlinks a systems-based description of the current state, a clear vision (oriented at sustainability principles) and a sufficiently differentiated but at the same time flexible transition pathway improves their potential to contribute to more sustainable metal production and use.
Als eine der energieintensivsten Branchen wird auch von der Stahlindustrie ein Beitrag zum Klimaschutz erwartet. Da die bestehenden kohlebasierten Verfahren der Stahlerzeugung kaum noch Verbesserungspotential besitzen, kann langfristig nur über neue Verfahren ein großer CO2-Minderungseffekt erzielt werden. Die vorliegende Arbeit bewertet drei innovative Verfahren der Stahlerzeugung im Vergleich zur etablierten Hochofenroute. Die vergleichende Bewertung schließt nicht nur technische und betriebswirtschaftliche Aspekte, sondern auch gesellschaftliche, sicherheitstechnische und ökologische Aspekte mit ein und soll so eine ganzheitliche Einschätzung der neuartigen Verfahren ermöglichen. Die untersuchten Verfahren sind die Hochofenroute in Kombination mit Kohlenstoffabscheidung und -speicherung (CCS), die Wasserstoff-Direktreduktion und die Eisenerzelektrolyse. Die ganzheitliche Bewertung der drei Verfahren zeigt eine kläre Präferenz für die Wasserstoff-Direktreduktion als Zukunftsverfahren am Standort Deutschland, knapp gefolgt von der Eisenerzelektrolyse. Unter Verwendung dieser innovativen Methode könnte auch langfristig Primärstahl zu wettbewerbsfähigen Konditionen am Standort Deutschland produziert werden. Spätestens ab 2050 werden politische Rahmenbedingungen, steigende Preise für fossile Energieträger und Rohstoffe, sowie ansteigende Kosten für CO2-Emissionen voraussichtlich dafür gesorgt haben, dass die konventionellen Verfahren der Stahlerzeugung unattraktiv werden. Wichtige Voraussetzungen für die rechtzeitige Einphasung der neuen Verfahren sind eine konsequente Umsetzung der Energiewende und international verbindliche Klimaschutzziele sowie damit korrespondierende Anreizmechanismen.

Die nachhaltigkeitsorientierte Transformation von urbanen Räumen ist eine akute Herausforderung. In den letzten Jahren haben koproduktive, experimentelle, transdisziplinäre und häufig informelle Stadtwandelprojekte als Such- und Lösungsräume hohe Sichtbarkeit erlangt. Schlüsselakteure hierfür stellen - so die These - Verwaltungsvertreter:innen einer integrierten Stadtentwicklung und -planung, Wissenschaftler:innen einer transformativen Forschung sowie zivilgesellschaftliche Stadtmacher:innen dar. Die Autor:innen, verankert in diesen drei Gruppen, kritisieren die häufig nur situative Zusammenarbeit dieser drei Akteursgruppen. Ein Modell der Zusammenarbeit im Spannungsfeld zwischen Gemeinsamkeiten, jeweiligen Potentialen und herausfordernden Eigenlogiken der Akteurssysteme wird entwickelt. Darauf aufbauend wird vorgestellt, wie durch strategischen Trialog und reflexive Lernprozesse die Zusammenarbeit verbessert und die Wirksamkeit koproduktiven und experimentellen Stadtwandels erhöht werden kann.

Sustainable development, as it emerged in Agenda 21 from the Rio conference in 1992, will only be meaningful when it touches the lives of ordinary people; then it becomes a reality. Local Agenda 21 (LA21) seeks to achieve that objective. This article assesses the origins of LA21, reviews its social and political significance, and considers its prospects in the light of case study experience emerging from the UK, Germany and Norway, focusing on the role of local government as a major stakeholder in Agenda 21 (A21). The range of response to LA21 has proved to be varied. A successful transformation to a more sustainable world will require visionary political leadership, supportive administrations, networks of experience sharing, alliances with non‐governmental organisations and local industry, and effective community mobilisation. All of that, in turn, requires equally supportive economic and social policy backing from national governments. This article will indicate that, not surprisingly, it is the domestic political context, nationally and locally, which in the main determines the speed and nature of response to LA21, now and in the future. By understanding and being aware of these contexts, factors impeding progress towards LA21 may be addressed, whilst at the same time retaining the diversity of response which is an essential part of local sustainability.
For the option of “carbon capture and storage”, an integrated assessment in the form of a life cycle analysis and a cost assessment combined with a systematic comparison with renewable energies regarding future conditions in the power plant market for the situation in Germany is done. The calculations along the whole process chain show that CCS technologies emit per kWh more than generally assumed in clean-coal concepts (total CO2 reduction by 72-90% and total greenhouse gas reduction by 65-79%) and considerable more if compared with renewable electricity. Nevertheless, CCS could lead to a significant absolute reduction of GHG-emissions within the electricity supply system. Furthermore, depending on the growth rates and the market development, renewables could develop faster and could be in the long term cheaper than CCS based plants. Especially, in Germany, CCS as a climate protection option is phasing a specific problem as a huge amount of fossil power plant has to be substituted in the next 15 years where CCS technologies might be not yet available. For a considerable contribution of CCS to climate protection, the energy structure in Germany requires the integration of capture ready plants into the current renewal programs. If CCS retrofit technologies could be applied at least from 2020, this would strongly decrease the expected CO2 emissions and would give a chance to reach the climate protection goal of minus 80% including the renewed fossil-fired power plants.
In the Paris Accord to the UN Climate Change Conference COP21 in 2015, the international community agreed to "make every effort" to reach a significant reduction in greenhouse gas (GHG) emissions and to limit global average temperature rise to preferably 1.5°C by 2100 (UNFCC 2018). A transition to a climate-friendly energy supply, however, would come largely at the expense of coal - a fossil fuel with large global reserves that are also widely dispersed regionally. Therefore, especially since the turn of the millennium, the question has been raised as to how coal could be used in a climate-friendly way in the future. So far, the only way to do this is to apply CCS technology or CCU. CCS involves the capture of carbon dioxide (CO2) emissions from fossil fuel-fired power plants or industrial sources and its storage underground, such as in deep saline aquifers or in depleted oil and natural gas fields, or their use for enhanced oil or gas recovery (EOR/EGR). When carbon capture and utilisation (CCU) is applied, the CO2 is further used, for example as feedstock for the production of durable plastics. Due to the relatively low potential of CCU compared to CCS (IPCC 2005), only CCS is considered in this thesis.
The majority of studies and roadmaps have discussed CCS as a technology option that could make a significant contribution to achieving the objective of decreasing GHG emissions for many years (IPCC 2014a, 2018). Particularly in the power sector, however, these expectations have not yet been met. As of November 2019, worldwide only two small base-load power plants, capturing a total of 2.4 Mt CO2/year and mainly using it for EOR, are in operation, together with a few pilots in industrial applications and, in particular, natural gas processing (in total 30 Mt CO2/year) (Global CCS Institute 2019).
Early on, it became clear that the predicted high deployment targets and their underlying studies should be critically questioned for various reasons. Particularly due to the lack of a systems-analytical evaluation of this technology (which was relatively new at the time), no reliable answers could be given about the ecological, economic, social and structural effects of its large-scale application. Such analyses are, however, a pre-condition for comprehensively classifying the contribution of a new technology as a promising option for a sustainable energy supply system and assessing it in comparison to other technologies.
To address these challenges, several studies, most of which initiated by the author, were conducted on this topic between 2004 and 2018. The resulting papers became the basis for this thesis.
Nachhaltige Energieversorgung spielt eine wichtige Rolle für den Klimaschutz. Dabei gehört die Steigerung der Energieeffizienz zu den zentralen Elementen einer Energiewende. Die vorliegende Fallstudie beschäftigt sich intensiv mit einem in der Policy Analyse bisher vernachlässigten Politikfeld: der Energieeffizienzpolitik.
In Deutschland wird viel Energie dazu gebraucht, um Gebäude zu heizen. Hier existieren große wirtschaftliche Effizienzpotentiale. Die EU sieht darin eine "Schlüsselrolle" und fordert von ihren Mitgliedstaaten mit der Richtlinie 2002/91/EG Rahmenbedingungen für energieeffizientere Gebäude. Mit Ansätzen der EU-Implementationsforschung und der Politikfeldanalyse untersucht die Arbeit den Implementationsprozess dieser Richtlinie zwischen 2003 und 2010 in Deutschland und beschreibt die formale und praktische Effektivität des Ergebnisses mithilfe neu entwickelter kontextspezifischer Kriterien. Eine detaillierte Prozess-Analyse identifiziert relevante Faktoren, die das politische Ergebnis beeinflusst haben.
Formal hat Deutschland die EU-Gebäude-Richtlinie größtenteils implementiert. Doch einige Anforderungen sind verspätet oder unbefriedigend praktisch implementiert worden. Eine wichtige Ursache der Verzögerung waren inhaltliche Differenzen zwischen den politischen Ressorts. An der öffentlichen Debatte beteiligten sich starke Befürworter beider Seiten, die den Prozess zusätzlich beeinflussten. Für den Vollzug der Energieeinsparverordnung (EnEV) sind die Bundesländer zuständig; ihre Kontrolle der energetischen Mindeststandards bei Bestandsgebäuden ist jedoch nicht befriedigend. Es gibt kaum Daten zu der Frage, ob neu gebaute oder sanierte Gebäude den gesetzlichen Anforderungen entsprechen. Ursachen für den mangelhaften Vollzug liegen im Zielkonflikt zwischen ambitionierter Klimaschutzpolitik auf der einen und Bürokratieabbau auf der anderen Seite. Hier war der Bundesrat, der behördliche Stichproben ablehnte, entscheidender Akteur. Die Verzögerungen und die ineffektive praktische Implementation der Richtlinie in Deutschland waren Resultat politischer Auseinandersetzungen. Es gab also keine institutionellen oder administrativen Probleme bei der Implementation im engeren Sinne, wie sie Implementationsdefizite in anderen Fällen erklären.
Abschließend werden konkrete Handlungsempfehlungen entwickelt, wie die Bundesregierung eine effektive Implementation der EU-Gebäude-Richtlinie gewährleisten (u. a. bessere formale Implementation des Energieausweises und der Heizungsinspektion sowie effektivere Durchsetzung der EnEV durch Stichprobenkontrollen) und erfolgreich gegen Widerstände von Interessengruppen durchsetzen kann (z. B. indem sie Pro-Effizienz-Interessenkoalitionen stärkt und neben dem Ordnungsrecht auch begleitende Instrumente weiterentwickelt, beispielsweise finanzielle Anreize sowie Information und Beratung, auch um mit dem gängigen Missverständnis aufzuräumen, die EnEV sei freiwillig).
Renewable energy can become the major energy supply option in low-carbon energy economies. Disruptive transformations in all energy systems are necessary for tapping widely available renewable energy resources. Organizing the energy transition from non-sustainable to renewable energy is often described as the major challenge of the first half of the 21st century. Technological innovation, the economy (costs and prices) and policies have to be aligned to achieve full renewable energy potentials, and barriers impeding that growth need to be removed. These issues are also covered by IPCC's special report on renewable energy and climate change to be completed in 2010. This article focuses on the interrelations among the drivers. It clarifies definitions of costs and prices, and of barriers. After reviewing how the third and fourth assessment reports of IPCC cover mitigation potentials and commenting on definitions of renewable energy potentials in the literature, we propose a consistent set of potentials of renewable energy supplies.

Johannes Venjakob beschreibt die langfristige Entwicklung des polnischen Energiesektors in Form qualitativ-narrativer Szenarios, wobei er besonderes Augenmerk auf die Rolle erneuerbarer Energieträger richtet. In seiner Studie zieht er Erklärungsansätze aus der Institutionenökonomik heran und untersucht Veränderungsprozesse im Beziehungsgeflecht aus Technologien, Akteuren und Institutionen. Inwieweit stellt der polnische EU-Beitritt eine Weggabelung in der Entwicklung des polnischen Energiesystems dar?
Im Mittelpunkt von Venjakobs Analysen steht darüber hinaus die wechselseitige Beeinflussung von Raumstrukturen und Energiesystem. Am Beispiel Polens zeigt er auf, wie sich der Umbau zu einem stärker regenerativ ausgerichteten Energiesystem langfristig auf die Raumstruktur auswirken könnte. Dabei betrachtet er auch die Frage, wie sich geographische Forschungsarbeiten mit Methoden der wissenschaftlichen Zukunftsforschung verbinden lassen. Venjakobs Buch leistet einen wichtigen Beitrag zur Entwicklung der geographischen Energieforschung und trägt zur konzeptionellen und inhaltlichen Erweiterung der wissenschaftlichen Zukunftsforschung bei. Es wendet sich vor allem an Wissenschaftlerinnen und Wissenschaftler, die an der Schnittstelle zwischen Energiethemen und Zukunftsforschung arbeiten und Interesse an der Erprobung innovativer Methoden in diesem Kontext haben.
Recent trends in the German CCS debate : new players, arguments and legal framework conditions

Because of a growing global energy demand and rising oil prices coal-abundant nations, such as China and the United States, are pursuing the application of technologies which could replace crude oil imports by converting coal to synthetic hydrocarbon fuels - so-called coal-to-liquids (CtL) technologies. The case of CtL is well suited to analyse techno-economic, resources-related, policy-driven and actor-related parameters, which are affecting the market prospects of a technology that eases energy security constraints but is hardly compatible with a progressive climate policy. This paper concentrates on Germany as an example - the European Union (EU)'s largest member state with considerable coal reserves. It shows that in Germany and the EU, CtL is facing rather unfavourable market conditions as high costs and ambitious climate targets offset its energy security advantage.
Because of a growing dependence on oil imports, powerful industrial, political and societal stakeholders in the UnitedStates are trying to enhance national energy security through the conversion of domestic coal into synthetic hydrocarbon liquid fuels - so-called coal-to-liquids (CtL) processes. However, because of the technology's high costs and carbon intensity, its market deployment is strongly affected by the US energy, technology and climate policy setting. This paper analyses and discusses policy drivers and barriers for CtL technologies in the United States and reaches the conclusion that an increasing awareness of global warming among US policy-makers raises the requirements for the technology's environmental performance and, thus, limits its potential to regional niche markets in coal-producing states or strategic markets, such as the military, with specific security and fuel requirements.
Several countries with large coal deposits but limited domestic oil reserves show high interest in coal-to-liquid (CtL) technologies, which could reduce crude oil imports by converting coal into liquid hydrocarbon fuels. After decades of successful large-scale operating experiences in South Africa, CtL activities in the United States, China and Germany have been fanned by the high oil price in the last years. However, CtL indicates negative techno-economic and resource-related features, such as high capital costs, high greenhouse gas discharges and high water consumption. Therefore, the technology's diffusion strongly depends on a favourable framework of policies and strong technology advocates. Daniel Vallentin analyses interdependencies between technical and non-technical parameters affecting the diffusion of CtL technologies in the United States, China and Germany. Applying the inter-disciplinary technological system approach, he identifies factors which determine the market prospects of CtL in these countries, including costs, the geographic distribution of coal reserves, actor constellations and technology, energy and climate policies. At the end of his study, he derives general conclusions with regard to driving forces and barriers for CtL diffusion. As the investigated countries are major consumers of energy and belong to the world's largest emitters of greenhouse gases, their strategies in substituting crude oil based fuels are of utmost global relevance. Therefore, Vallentin's study is recommended to experts, planners, decision-makers, and politicians in the field of climate and resource protection.
Sustainability as defined by the Brundtland Commission, is a composite and thus ambitious policy target. It comprises environmental, economic, social, and institutional criteria with equal importance. Because of this complexity the first step of a (Local) Agenda 21 process should be to develop a vision of a sustainable society - a "leitbild" - useful as a compass, not a road map (or, even worse, a blueprint), attached by indicators that help to measure progress, distance to target, and failures of plans or their implementations. In the following article a model is proposed how local sustainability indicators can be developed and how they can help to reduce the complexity of sustainability and to concretize a program for the Local Agenda 21. To get a practical impression of the theoretical presentation an example is given in the last part of the article. It shows the experiences made while developing sustainability indicators in the City of Iserlohn.
