This study aims to investigate whether, to what extent and how a transition toward integrated flood management has taken place in the Dongting Lake area at the middle Yangtze. Accordingly, we conducted a longitudinal research of its flood management (1949–2009). We developed an analytical framework linking regime components to two societal learning types (double and triple-loop learning) that are key to a regime transition. Our study shows that the transition toward integrated flood management has already started, but the whole regime transformation will still take time to complete, due to, for example, the not-yet-ready decision-making processes that shape the structure changes as well as the incompatibilities between what is on paper and real implementation. To understand how the regime transition took place, we investigated where and how triple-loop learning was initiated as well as how so-called "informal learning processes" has contributed to the transition of Dongting flood management.
For decades, the Chinese government has been searching for solutions to cope with the increasing imbalance between the supply and demand of water in the Yellow River Basin. This paper aims at a better understanding of the development of the water allocation regime in the Yellow River Basin between 1950 and 2009, introducing a fresh perspective based on the notion of "regime transition". Accordingly, we investigated 1) whether so-called "Windows of Opportunity for Transition (WOPTs)" emerged, triggering a transition, and whether WOPT(s) resulted in a stable transition towards the new regime; 2) how informal learning processes and epistemic communities have contributed to the regime change. We adapted Kingdon's "multiple stream model" and identified four WOPTs from the 1950s, analyzing the reconfiguration process of the regime after the onset of the transition. Our examples of two types of informal learning processes demonstrate their contribution to the creation of WOPTs and the reconfiguration of the regime. Furthermore, this study indicates, in a qualitative manner, how epistemic communities contribute to the knowledge base of the regime, and thus to its development. Finally, we have provided a general insight into the further development of the water allocation regime and highlighted potential avenues for further studies.
To achieve an efficient use and allocation of limited water resources and thus resolve increasing water use conflicts due to fast rising societal water demands, in 2000, the Chinese government started a management strategy of 'Construction of a Water Saving Society (WSS)'. It is guided by the principle that socio-economic development should consider the carrying capacity of the ecosystem and focuses on institutional innovation, building on the water rights concept. This paper explores the innovation process during the transition towards WSS by investigating the development course of the innovation process during the transition towards WSS, and the adaptive capacity of the existing water management regime underlying the innovation process. Accordingly, an analysis framework consisting of three types of governance activities and factors determining a regime's adaptive capacity was developed, based on the theory of transition management and adaptive governance. The Tianjin and Zhangye WSS experiments were selected for a deep understanding of local innovations. It is revealed that co-evolution of all three types of governance activities that are claimed to be essential for transition has taken place. However, the current adaptive capacity of the regime still needs further enhancement to support the transition towards the desired WSS in China. Finally, some general insights are provided for policy innovations in other political economies.
In the past few decades, geochemically scarce metals have
become increasingly relevant for emerging technologies in
domains such as energy supply and storage, information and
communication, lighting or transportation, which are regarded as
cornerstones in the transition towards a sustainable post-fossil
society. Accordingly, the supply risks of scarce metals and possible
interventions towards their more sustainable use have been
subject to an intense debate in recent studies. In this article, we
integrate proposed intervention options into a generic life cycle
framework, taking into account issues related to knowledge
provision and to the institutional setting. As a result, we obtain
a landscape of intervention fields that will have to be further
specified to more specific intervention profiles for scarce metals
or metals families. The envisioned profiles are expected to have
the potential to reduce action contingency and to contribute to
meeting the sustainability claims often associated with emerging
technol ogies.
Das Paper stellt zunächst die unterschiedlichen Commonsbegriffe vor und zeigt die den Debatten innewohnenden politischen Rationalitätsmuster auf. Weiter wird von der Ideengeschichte vorherrschender politischer und ökonomischer Logiken erzählt und dargelegt, weshalb und inwiefern diese Logiken Commons zerstören. Die Ambivalenz öffentlichen und privaten Eigentums wird am Beispiel Wald aufgezeigt. Schließlich werden Theorie und Praxis von Commons, Commoning und Commoners skizziert.

This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.
Defining the prevention of waste as top priority of the waste hierarchy - as confirmed by the revised Waste Framework Directive (WFD) - is much more than a simple amendment of ways to deal with waste, but means nothing less than a fundamental change of the socio-technical system of waste infrastructures and requires a transition from end-of-pipe technologies towards an integrated management of resources. The WFD therefore obligates member states to develop national waste prevention programs as a new policy instrument with the development of waste prevention indicators as one of the core elements. The article discusses the limitations of waste-based key figures and shows the need for more process-oriented indicators. As part of the development of national waste prevention programs such indicators reveal the relevance of different barriers that have to be overcome in order to make prevention an effective top priority in the waste hierarchy. With regard to path dependencies caused by sunk costs in end-of-pipe waste infrastructures the absolute amount of integrated environmental investments, as well as their share of the total waste-related investments, can be seen as indicators for the level of innovation activities aimed at waste prevention. Sector-specific indicators for the production phase could be used as benchmarks and to highlight differences in the need for policy interventions.
Concerns over climate change and the security of industrial feedstock supplies have been opening a growing market for biobased materials. This development, however, also presents a challenge to scientists, policy makers, and industry because the production of biobased materials requires land and is typically associated with adverse environmental effects. This article addresses the environmental impacts of biobased materials in a meta-analysis of 44 life cycle assessment (LCA) studies. The reviewed literature suggests that one metric ton (t) of biobased materials saves, relative to conventional materials, 55 ± 34 gigajoules of primary energy and 3 ± 1 t carbon dioxide equivalents of greenhouse gases. However, biobased materials may increase eutrophication by 5 ± 7 kilograms (kg) phosphate equivalents/t and stratospheric ozone depletion by 1.9 ± 1.8 kg nitrous oxide equivalents/t. Our findings are inconclusive with regard to acidification (savings of 2 ± 20 kg sulfur dioxide equivalents/t) and photochemical ozone formation (savings of 0.3 ± 2.4 kg ethene equivalents/t). The variability in the results of life cycle assessment studies highlights the difficulties in drawing general conclusions. Still, common to most biobased materials are impacts caused by the application of fertilizers and pesticides during industrial biomass cultivation. Additional land use impacts, such as the potential loss of biodiversity, soil carbon depletion, soil erosion, deforestation, as well as greenhouse gas emissions from indirect land use change are not quantified in this review. Clearly these impacts should be considered when evaluating the environmental performance of biobased materials.
The potential of natural gas as a bridging technology in low-emission road transportation in Germany

Greenhouse gas emission reductions are at the centre of national and international efforts to mitigate climate change. In road transportation, many politically incentivised measures focus on increasing the energy efficiency of established technologies, or promoting electric or hybrid vehicles. The abatement potential of the former approach is limited, electric mobility technologies are not yet market-ready. In a case study for Germany, this paper focuses on natural gas powered vehicles as a bridging technology in road transportation. Scenario analyses with a low level of aggregation show that natural gas-based road transportation in Germany can accumulate up to 464 million tonnes of CO2-equivalent emission reductions until 2030 depending on the speed of the diffusion process. If similar policies were adopted EU-wide, the emission reduction potential could reach a maximum of about 2.5 billion tonnes of CO2-equivalent. Efforts to promote natural gas as a bridging technology may therefore contribute to significant emissions reductions.
City-wide programmes of activities : an option for significant emission reductions in cities?

The cement industry is one of the major energy consuming and CO2 emitting sectors in China. In 2010, 1,868 million tons of cement has been produced, which accounted for 56.1% of the world's total cement production. The 11th Five-Year Plan (FYP) (2006-2010) included policy measures for CO2 emission abatement in cement production. Based on the main governmental framework of CO2 mitigation policies at national level in the cement sector, key policies and technologies used during this period are identified and their effects on CO2 reduction are assessed. This paper calculates the reduction of CO2 emissions related to four main policies and technologies for efficient cement production in the 11th and the 12th FYP (2011-2015) with 2005 as a reference year. These are waste heat recovery, closing outdated facilities, substitution for clinker production and other technologies aiming to increase energy efficiency. Due to these measures, we estimate that a total CO2 emission reduction during the 11th FYP of 397 million tonnes could be saved, which is considerably different to 185.75 million tonnes estimated by Zeng (2008) and 303 million tonnes by the NDRC by using different calculation methods. Of the four technologies, the 4th group of energy efficiency increasing techniques was the most important policy and avoided the largest amount of CO2 emissions. Previous energy intensity reduction was mainly due to the outdated production closing and energy efficiency improving. Based on the assessment of technology performance, it appears that there is still a large emission reduction potential in cement production processes. The paper calculates this potential for the 12th FYP period (2011-2015) based on these four identified policy measures. The result is compared to the Chinese government targets in the 12th FYP and promising future CO2 mitigation policies and technologies are proposed, such as the use of alternative energy.
The study presents the results of an integrated assessment of carbon capture and storage (CCS) in the power plant sector in Germany, with special emphasis on the competition with renewable energy technologies. Assessment dimensions comprise technical, economic and environmental aspects, long-term scenario analysis, the role of stakeholders and public acceptance and regulatory issues. The results lead to the overall conclusion that there might not necessarily be a need to focus additionally on CCS in the power plant sector. Even in case of ambitious climate protection targets, current energy policy priorities (expansion of renewable energies and combined heat and power plants as well as enhanced energy productivity) result in a limited demand for CCS. In case that the large energy saving potential aimed for can only partly be implemented, the rising gap in CO2 reduction could only be closed by setting up a CCS-maximum strategy. In this case, up to 22% (41 GW) of the totally installed load in 2050 could be based on CCS. Assuming a more realistic scenario variant applying CCS to only 20 GW or lower would not be sufficient to reach the envisaged climate targets in the electricity sector. Furthermore, the growing public opposition against CO2 storage projects appears as a key barrier, supplemented by major uncertainties concerning the estimation of storage potentials, the long-term cost development as well as the environmental burdens which abound when applying a life-cycle approach. However, recently, alternative applications are being increasingly considered–that is the capture of CO2 at industrial point sources and biomass based energy production (electricity, heat and fuels) where assessment studies for exploring the potentials, limits and requirements for commercial use are missing so far. Globally, CCS at power plants might be an important climate protection technology: coal-consuming countries such as China and India are increasingly moving centre stage into the debate. Here, similar investigations on the development and the integration of both, CCS and renewable energies, into the individual energy system structures of such countries would be reasonable.
If the current energy policy priorities are retained, there may be no need to focus additionally on carbon capture and storage (CCS) in the power plant sector of Germany. This applies even in the case of ambitious climate protection targets, according to the results of the presented integrated assessment study. These cover a variety of aspects: Firstly, the technology is not expected to become available on a large scale in Germany before 2025. Secondly, if renewable energies and combined heat and power are expanded further and energy productivity is enhanced, there is likely to be only a limited demand for CCS power plants, as a scenario analysis of CCS deployment in Germany shows. Thirdly, cost analysis using the learning curve approach shows that the electricity generation costs of renewable electricity approach those of CCS power plants. This leads to the consequence that, from 2020, several renewable technologies may well be in a position to offer electricity at a cheaper rate than CCS power plants. In addition, a review of new life cycle assessments for CO2 separation in the power plant sector indicates that the greenhouse gas emissions from 1 kW h of electricity generated by first-generation CCS power plants could only be reduced by 68 % to 87 % (95 % in individual cases). Finally, a cautious, conservative estimate of the effective German CO2 storage capacity of approximately 5 billion tonnes of CO2 is calculated, including a fluctuation range yielding values between 4 and 15 billion tonnes of CO2. Therefore, the total CO2 emissions caused by large point sources in Germany could be stored for 12 years (basic value) or for 8 or 33 years (sensitivity values).
Johannes Venjakob beschreibt die langfristige Entwicklung des polnischen Energiesektors in Form qualitativ-narrativer Szenarios, wobei er besonderes Augenmerk auf die Rolle erneuerbarer Energieträger richtet. In seiner Studie zieht er Erklärungsansätze aus der Institutionenökonomik heran und untersucht Veränderungsprozesse im Beziehungsgeflecht aus Technologien, Akteuren und Institutionen. Inwieweit stellt der polnische EU-Beitritt eine Weggabelung in der Entwicklung des polnischen Energiesystems dar?
Im Mittelpunkt von Venjakobs Analysen steht darüber hinaus die wechselseitige Beeinflussung von Raumstrukturen und Energiesystem. Am Beispiel Polens zeigt er auf, wie sich der Umbau zu einem stärker regenerativ ausgerichteten Energiesystem langfristig auf die Raumstruktur auswirken könnte. Dabei betrachtet er auch die Frage, wie sich geographische Forschungsarbeiten mit Methoden der wissenschaftlichen Zukunftsforschung verbinden lassen. Venjakobs Buch leistet einen wichtigen Beitrag zur Entwicklung der geographischen Energieforschung und trägt zur konzeptionellen und inhaltlichen Erweiterung der wissenschaftlichen Zukunftsforschung bei. Es wendet sich vor allem an Wissenschaftlerinnen und Wissenschaftler, die an der Schnittstelle zwischen Energiethemen und Zukunftsforschung arbeiten und Interesse an der Erprobung innovativer Methoden in diesem Kontext haben.
Der Umbau der durch den Einsatz fossiler Energieträger dominierten Energiesysteme steht weit oben auf der politischen Agenda. Angesichts des fortschreitenden Klimawandels, der Ressourcenverknappung und des ökonomischen Aufholens der Schwellen- und Entwicklungsländer wird diese Frage immer dringlicher. Zahlreiche politische, gesellschaftliche, ökonomische und ökologische Herausforderungen sind mit diesem Umbau verbunden. Angesichts der Langlebigkeit der heute gebauten Infrastrukturen ergibt sich hieraus ein zentrales Feld für die wissenschaftliche Zukunftsforschung. Der Einsatz von Energieszenarios ist über Jahre erprobt und trotz zahlreicher methodischer und inhaltlicher Unsicherheiten bei der Erarbeitung der Szenariostudien bleiben sie unersetzlich - sofern sie wissenschaftliche Standards hinsichtlich der Wertneutralität und Überprüfbarkeit erfüllen. Auch in der geographischen Forschung findet sich das Thema "Energie" wieder verstärkt auf der Agenda. Bereits vor dem Hintergrund der Ölpreiskrisen in den 1970er-Jahren setzten sich Geographinnen und Geographen mit Energiethemen auseinander - angesichts des anstehenden Umbaus der Energiesysteme wird auch wieder die Frage aktuell, inwiefern sich die Transformation des Energiesystems und die Raumstruktur gegenseitig beeinflussen. Dabei werden nicht nur inhaltliche Fragen aufgeworfen, vielmehr ist auch zu klären, wie sich das Thema "Energie" in die etablierten geographischen Forschungsdisziplinen von der Klimageographie über die Wirtschafts- und Bevölkerungsgeographie bis hin zur Siedlungsgeographie eingliedern lässt. Die Ausführungen im vorliegenden Artikel gehen noch einen Schritt weiter und werfen die Frage auf, inwiefern sich durch die Verbindung geographischer Forschung und Energiethemen auch ein neues methodisches Experimentierfeld auftut. Konkret wird aufgezeigt, dass die Geographie verstärkt den Blick in die Zukunft wagen und sich von der Analyse rezenter Strukturen lösen sollte. Die Frage der zukünftigen Raumstrukturen angesichts des Umbaus der Energiesysteme ist von zentraler Bedeutung, unter Anwendung von Methoden der wissenschaftlichen Zukunftsforschung muss die Geographie hier antworten liefern.
The Energy End-use Efficiency and Energy Services Directive (ESD) of the European Union requires the member states to define and attain an overall target of at least 9 % annual energy savings between 2008 and 2016. Even if this target is indicative, this is the first international framework mandating countries to report on their energy savings results and prove achievement of their targets. The directive thus also required the development of harmonised calculation methods that can be used by member states for this proof and reporting. Existing literature covers most of the usual issues related to energy savings evaluation, but mostly looking at single, given energy efficiency programmes or policies. The evaluation objective for the ESD implementation is different, as it aims at accounting for the whole energy savings achieved in a country. Moreover, one of the main difficulties is the diversity in history and experience on this topic among the member states. In this context, the European project EMEEES has worked out an integrated system of bottom-up and top-down methods for the measurement of energy savings. The paper presents the overview of its final results. The proposals, inter alia, include 20 bottom-up and 14 top-down case applications of general evaluation methods. They enable more than 90 % of the potential energy savings to be measured and reported. They were used as a starting point by the European Commission to develop the methods recently recommended to the member states. Furthermore, the paper briefly discusses the importance of the quantity to be measured-all or additional energy savings - and the effect of measures implemented before the entering into force of the ESD ("early action"), and what this meant for the methods to be developed. It compares the main elements of calculation needed to ensure consistent results between bottom-up and top-down methods at the overall national level. Finally, general conclusions are drawn about what could be the next steps in developing an evaluation system that enables a high degree of comparability of results between different countries.
Mit Steigerungen der Energie- und Ressourceneffizienz sind gelegentlich sog. Rebound-Effekte verbunden. Die durch die Effizienzsteigerung eingesparten Kosten führen dann durch verstärkte Nutzung oder zusätzlichen Konsum und damit verbundener Produktion zu weiterem Energie- und Ressourcenverbrauch. Obwohl oft und gerne vergessen wird, dass Rebound-Effekte durchaus auch Indikatoren positiver Entwicklungen sind, reduzieren sie unstrittig erzielte Effizienzgewinne. Aber welchen Umfang haben diese Effekte überhaupt? Und gibt es Möglichkeiten, ihren Einfluss zu schmälern?
The energy potential of agricultural residues in Tanzania has so far not been evaluated and quantified sufficiently. Moreover, the scientific basis for estimations of the sustainable potential of wastes and residues is still very limited. This paper presents an attempt to evaluate the theoretical and technical potential of residues from the sisal sector in Tanzania with regards to energy recovery through anaerobic digestion. The characteristics and availability of sisal residues are defined and a set of sustainability indicators with particular focus on environmental and socio-economic criteria is applied. Our analysis shows that electricity generation with sisal residues can be sustainable and have positive effects on the sustainability of sisal production itself. All sisal residues combined have an annual maximum electricity potential of 102 GW h in 2009, corresponding to up to 18.6 MW of potential electric capacity installations. This estimated maximum potential is equivalent to about 3 % of the country's current power production. Utilizing these residues could contribute to meeting the growing electricity demand and offers an opportunity for decentralized electricity production in Tanzania.
This paper attempts to assess whether renewable energy self-sufficiency can be achieved in the crop production and processing sector in Tanzania and if this could be accomplished in an environmentally sustainable manner. In order to answer these questions the theoretical energy potential of process residues from commercially produced agricultural crops in Tanzania is evaluated. Furthermore, a set of sustainability indicators with focus on environmental criteria is applied to identify risks and opportunities of using these residues for energy generation. In particular, the positive and negative effects on the land-use-system (soil fertility, water use and quality, biodiversity, etc.) are evaluated. The results show that energy generation with certain agricultural process residues could not only improve and secure the energy supply but could also improve the sustainability of current land-use practices.
This paper presents the evaluation of a regional energy efficiency programme implemented in two "départements" of France. Électricité de France (EDF), a French energy company, provides refurbishment advice and financial incentives to end-users in the residential sector as well as specific training courses and certification to local installation contractors and building firms. Refurbishment measures analysed in this paper are efficient space heating equipment (condensing boilers, heat pumps and wood stoves or boilers), solar water heating systems and the installation of double-glazed windows. A billing analysis based on a survey of programme participants' energy consumption is used to calculate the energy savings attributed to the programme. In order to receive an economic feedback of this demonstration programme, the evaluation of both saved energy and programme costs is of importance. Detailed knowledge of the programme's cost-effectiveness is essential for EDF to achieve the saving obligations imposed by the French White Certificate scheme at the lowest cost. Results of this evaluation can support the development and implementation of further energy efficiency programmes with similar characteristics in other regions of France. The cost-effectiveness is determined from the perspective of the programme participant and the society as well as the energy company in charge of the programme. All cost and benefit components are calculated in Euro per kilowatt-hour, which allows a direct comparison of levelized costs of conserved energy with the avoidable costs of the energy supply system.
The Durban conference decided to establish a new market-based mechanism that is to cover a broad segment of a country's economy. The implementation details are to be agreed at this year's conference in Qatar. The question is, however, which developing countries would actually be able to implement such a new mechanism. The introduction of the EU emission trading system highlighted the many challenges that even advanced developed countries face when establishing a carbon market. This paper by Wolfgang Sterk and Florian Mersmann therefore aims to explore the essential prerequisites for the implementation of new market mechanisms (NMM). In addition to a theoretical discussion it considers the cases of China and Mexico.
How much is 100 billion US dollars? : Climate finance between adequacy and creative accounting

This report analyses the international climate negotiations at the UN climate conference in Doha in December 2012. The report is structured along the three main tracks of the negotiations: the agreement on a second commitment period under the Kyoto Protocol, the closure of the Ad-hoc Working Group on Long-Term Cooperative Action under the Convention, and the start of negotiations on a new comprehensive climate agreement that are to be concluded by 2015.
Eine oft kontrovers diskutierte Frage ist, ob eine massive Dämmung von Häusern in der Gesamtbilanz nicht mehr Ressourcenverbrauch und Emissionen verursacht, als sie im Endeffekt einspart. Zur Untersuchung dieser Frage wurde nun erstmals eine trade-off Analyse durchgeführt. Hierzu wurde ein bottom-up Wirkungsanalyse-Modell entwickelt, dessen Kern ein Emissions- und Energiemodell für den Haushaltssektor bildet, gekoppelt mit einem Ökobilanzierungs-Tool. Den Rahmen für beide Modelle bilden Energieszenarien bis 2050, die für jede Dekade Sanierungsraten und Energiemixe vorgeben. Damit können "reine" Energieszenarien um ressourcenpolitische Analysen erweitert und die Auswirkungen verschiedener Dämmstrategien ermittelt werden.
Das zentrale Ergebnis der Modellierung ist, dass zusätzliche Aufwendungen für Dämmstoffe (untersucht wurden extrudierter Polystyrolhartschaum XPS und Zellulose) sowohl ressourcen- als auch emissionsseitig in fast allen Umweltwirkungskategorien durch erhebliche Einsparungen bei der Gebäudebeheizung überkompensiert werden. Im Wesentlichen sind keine Trade-offs erkennbar und der prozentuale Beitrag der Dämmstoffe an den Umweltwirkungsindikatoren ist gering. Relevant ist dagegen die Wahl des Treibmittels bei den aufgeschäumten XPS-Dämmstoffen: Gegenüber dem in Deutschland verwendeten XPS, das weitgehend mit CO2 aufgeschäumt wird, führt ein Dämmstoff, der hohe Anteile an Fluorkohlenwasserstoffen aufweist, zu einem hohen Trade-off bezüglich der Wirkungskategorie "stratosphärischer Ozonabbau" und zu einer erkennbaren, jedoch nicht so deutlichen Wirkung auf das Treibhaus-Potenzial. Eine Sensitivitätsanalyse mit dem alternativen Dämmmaterial Zellulose zeigt, dass sich die an sich schon geringen Anteile der Dämmstoffe an den Umweltwirkungsindikatoren weiter verringern. Hinsichtlich der Materialintensität sind XPS- und Zellulose-Dämmung jedoch mit vergleichbaren Auswirkungen verbunden.
Zusammenfassend lässt sich festhalten, dass für beide Materialien ambitionierte Dämmstoffstrategien im Hinblick auf alle in dieser Studie analysierten Faktoren einen wesentlichen Beitrag sowohl zu Materialeffizienz- als auch zu Emissionsminderungszielen leisten können.
Transdisziplinarität sucht mögliche Lösungen für komplexe gesellschaftliche Probleme. Dafür bricht sie disziplinäre Engsicht auf und bringt außerwissenschaftliche Perspektiven ein. Sie übt Wissenskultur in Forschung und Praxis, die in der Nachhaltigkeitswissenschaft einen Vorreiter gefunden hat: die environmental literacy, die uns vom Wissen zum Entscheiden leitet.

Der Wissenschaftliche Beirat Globale Umweltveränderungen (WBGU) hat in seinem im Jahr 2011 erschienenen Hauptgutachten zur "großen Transformation" die Veränderungsprozesse aufgezeigt, die notwendig sind, um mit den globalen Umwelt- und Klimaherausforderungen des 21. Jahrhunderts angemessen umzugehen. Welche Rolle können Unternehmen bei dieser "großen Transformation" spielen? Dies muss eine Schlüsselfrage für eine nachhaltigkeitsorientierte Betriebs- und Managementlehre sein und sie steht im Mittelpunkt des vorliegenden Beitrages.

Die Entwicklung zu einer nachhaltigen Wirtschaftsweise wird insbesondere durch Veränderungsprozesse in einzelnen Schlüsselbranchen vorangetrieben. Zu einer solchen Schlüsselbranche gehört der Energiesektor. Ein nachhaltiger Branchenwandel basiert dabei auf einem differenzierten Zusammenspiel von technologischen Entwicklungen, von politischer Rahmensetzung, von allgemeinen Umfeldveränderungen und von der Entwicklung neuer Geschäftsstrategien, die diese Elemente aufgreifen.
The multi-level perspective has successfully been applied to the analysis of complex sector transitions in the energy, the health or the food production sector. Is this framework also helpful to understand and give prescriptive advice for sustainability transformations within a national science system? Based on a comprehensive study of the diffusion of transdisciplinary sustainability research in Germany, this article analyzes the institutional dimension of a changing science-society relation in the German science system. It uses the multi-level perspective as a fruitful heuristic in order to identify potential pathways for a broader diffusion of transdisciplinary sustainability science. The importance of niche coalitions of frontrunner universities and research institutes are highlighted.

Im Zentrum dieser Untersuchung steht die Aufbereitung der Erfahrungen mit den Elektrofahrzeugen in Einzelprojekten der Modellregionen Phase I hinsichtlich der energiebezogenen Parameter und der nach Fahrzeugsegmenten differenzierte Vergleich mit herkömmlichen Fahrzeugen. In der Literatur finden sich für die Klimabilanz von Elektrofahrzeugen unterschiedliche Bewertungsmethoden, deren Ergebnisse kurzfristig stark streuen und sich erst mittel- bis längerfristig perspektivisch annähern. In der vorliegenden Untersuchung werden drei Varianten zur Bilanzierung der klimarelevanten Emissionen gerechnet: a) Werden Elektrofahrzeuge mit Strom aus erneuerbaren Energien betrieben, ist ihre Klimabilanz deutlich besser als diejenige fossil betriebener Pkw. Wann, inwieweit und unter welchen Voraussetzungen (Herkunftsnachweis) eine direkte Zuordnung des Fahrstroms zu einer Stromerzeugung aus erneuerbaren Energien möglich ist, ist heute allerdings umstritten. b) Unter pragmatischen Gesichtspunkten bietet die Strommixmethode eine gute Orientierung für die klimabezogene Bewertung von Elektrofahrzeugen. Aufgrund der auf der Zeitachse planungsgemäß zunehmenden Anteile erneuerbarer Energien im Strommix führt dies für die Zeiten, in denen eine signifikante Durchdringung mit Elektrofahrzeugen zu erwarten ist, zu einer gegenüber heute deutlichen Verbesserung der spezifischen CO2-Emissionen und respektive Vorteilen gegenüber mit fossilen Kraftstoffen betriebenen Fahrzeugen. c) Legt man dem Kraftwerkseinsatz Merit Order als Regel des ökonomischen Betriebs zugrunde und betrachtet den Stromverbrauch von Elektrofahrzeugen als "zusätzlichen" Verbrauch gegenüber einem Zustand ohne Elektrofahrzeuge, stellt sich die Klimabilanz nicht so günstig dar.
Eine Steigerung der Energieproduktivität, um Energie möglichst sparsam im Wirtschaftsprozess einzusetzen, ist ein wichtiger Beitrag zur Nachhaltigkeit. Dieser Text geht indessen der Frage nach, inwiefern Produktivitätssteigerungen "unerwünschte Nebenwirkungen" in Form einer Mehrnachfrage nach Energie nach sich ziehen können, die als so genannter Rebound-Effekt dem Ziel der Energieeinsparung zuwiderlaufen. Der Text zeigt 13 mögliche Rebound-Effekte auf, umreißt ihr quantitatives Ausmaß und beschreibt die Schwierigkeiten, sie mit politischen Maßnahmen zu begrenzen.
Im Ergebnis erscheint es dringend erforderlich, zukünftig Rebound-Effekte in wissenschaftlichen Szenarien und im politischen Handeln zu berücksichtigen. Denn aufgrund der Vielzahl und Verschiedenartigkeit möglicher Rebound-Effekte und der Einschätzung des Autors, dass die Summe dieser Rebound-Effekte auch langfristig mindestens die Hälfte der Einsparpotenziale von Effizienzmaßnahmen aufzehren wird, werden Nachhaltigkeitsziele wie die Verminderung der Treibhausgase um ca. 80-90 Prozent in den Industrieländern bis zum Jahr 2050 durch Effizenz- und Konsistenzstrategien alleine unerreichbar. Erst wenn das Volkseinkommen aufhört stetig weiter zu wachsen, können Effizienz- und Konsistenzstrategien einen uneingeschränkt positiven Beitrag zur Nachhaltigkeit leisten und ihre technisch möglichen Einsparpotenziale voll realisieren.
Die Landesregierung von Nordrhein-Westfalen hatte sich 2010 in ihrem Koalitionsvertrag zum Ziel gesetzt, einen Klimaschutzplan zu entwickeln, der die notwendigen Klimaschutzmaßnahmen zur Erreichung der Klimaschutzziele, inklusive von Zwischenzielen, konkret benennt.
Die Eckpunkte des Klimaschutzplanes wurden im Entwurf des Klimaschutzgesetzes (Landesregierung NRW 2011) beschrieben.
Grundlage der inhaltlichen Bearbeitung des Klimaschutzplanes ist eine szenariogestützte Auswahl notwendiger Klimaschutzstrategien und Klimaschutzmaßnahmen für NRW, durch welche die Klimaschutzziele der Landesregierung erreicht werden können. Für die Modellerstellung und die Diskussion von Klimaschutzmaßnahmen in den sektoralen Arbeitsgruppen zur Erstellung des Klimaschutzplanes waren umfangreiche Vorarbeiten notwendig. Dazu gehörte zentral eine Übersicht über die Emissionsminderungs- und Energieeffizienzpotenziale der einzelnen Sektoren in NRW. Dies ist auch explizit im Entwurf des Klimaschutzgesetzes unter § 6 gefordert. Aufgrund der kurzen Vorbereitungszeit zur Erstellung des Klimaschutzplanes war es nicht möglich, eine eigene umfassende Potenzialuntersuchung für ganz Nordrhein-Westfalen durchzuführen. Deswegen wurde im ersten Schritt ein Literaturscreening durchgeführt, in dem dargestellt wird, welche Potenzialuntersuchungen es für NRW in den einzelnen Sektoren gibt. Für diejenigen Bereiche, für die keine expliziten Untersuchungen für den Raum Nordrhein-Westfalen vorliegen, werden nationale Quellen herangezogen.
Aus der Literaturübersicht wurden die wichtigsten sektoralen Treibhausgasminderungs- und Effizienzpotenziale herausgezogen und so aufbereitet, dass sie im THG-Modell und als Vorlage für die sektoralen Arbeitsgruppen dienen können.

Sustainable energy technologies are widely sought-after as essential elements in facing global challenges such as energy security, global warming and poverty reduction. However, in spite of their promising advantages, sustainable energy technologies make only a marginal contribution to meeting energy related needs in both industrialised and developing countries, in comparison to the widespread use of unsustainable technologies. One of the most significant constraints to their adoption and broad diffusion is the socio-economic context in which sustainable energy technologies are supposed to operate. The same holds true for community-based energy projects in developing countries supported by the WISIONS initiative. Practical strategies dealing with these socio-economic challenges are crucial elements for project design and, particularly, for the implementation of project activities. In this paper experiences from implementing community-based projects are reviewed in order to identify the practical elements that are relevant to overcome socio-economic challenges. In order to systematise the findings, an analytical framework is proposed, which combines analytical tools from the socio-technical transition framework and insights from participative approaches to development.
Increasing resource efficiency can potentially deliver important economic and environmental benefits. Many of these benefits are regularly foregone because the financial sector's capacity to adequately take the opportunities and risks arising from resource utilization and related climate change aspects into account has so far remained relatively undeveloped. Focusing on the case of Germany, a number of barriers to the inclusion of resource efficiency and climate change aspects into financial services' considerations are presented. Corresponding measures for improving the capacity of the financial sector to better integrate resource efficiency considerations and climate change related risks into its operating procedures are introduced. The measures encompass the areas of risk controlling, company reporting, institutional reporting requirements, as well as additional supporting measures.
Managing solid waste is one of the biggest challenges in urban areas around the world. Technologically advanced economies generate vast amounts of organic waste materials, many of which are disposed to landfills. In the future, efficient use of carbon containing waste and all other waste materials has to be increased to reduce the need for virgin raw materials acquisition, including biomass, and reduce carbon being emitted to the atmosphere therefore mitigating climate change. At end-of-life, carbon-containing waste should not only be treated for energy recovery (e.g. via incineration) but technologies should be applied to recycle the carbon for use as material feedstocks. Thermochemical and biochemical conversion technologies offer the option to utilize organic waste for the production of chemical feedstock and subsequent polymers. The routes towards synthetic materials allow a more closed cycle of materials and can help to reduce dependence on either fossil or biobased raw materials. This chapter summarizes carbon-recycling routes available and investigates how in the long-term they could be applied to enhance waste management in both industrial countries as well as developing and emerging economies. We conclude with a case study looking at the system-wide global warming potential (GWP) and cumulative energy demand (CED) of producing high-density polyethylene (HDPE) from organic waste feedstock via gasification followed by Fischer–Tropsch synthesis (FTS). Results of the analysis indicate that the use of organic waste feedstock is beneficial if greenhouse gas (GHG) emissions associated with landfill diversion are considered.
Shifting the resource base for chemical and energy production from fossil feedstocks to renewable raw materials is seen by many as one of the key strategies towards sustainable development. The utilization of biomass for the production of fuels and materials has been proposed as an alternative to the petroleum-based industry. Current research and policy initiatives focus mainly on the utilization of lignocellulose biomass, originating from agriculture and forestry, as second generation feedstocks for the production of biofuels and electricity. These activities act on the assumption that significant amounts of biomass for non-food purposes are available. However, given a certain productivity per area, the current massive growth in global biofuels demand may in the long term only be met through an expansion of global arable land at the expense of natural ecosystems and in direct competition with the food-sector. Although many studies have shown the potential of biofuels production to reduce both, greenhouse gas emissions and non-renewable energy consumption, these production routes are still linear processes which depend on significant amounts of agricultural or forestry production area. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered at end-of-life, may provide a greater environmental benefit than primary use as fuel. Considering waste and production residues as alternative feedstocks could help to further reduce pressures on global arable land. This research focused on thermochemical and biochemical technologies capable of utilizing organic waste or forestry residuals for energy, chemical feedstock, and synthetic materials (polymers) generation. Routes towards synthetic materials allow a closer cycle of materials and can help to reduce dependence on either fossil or biobased raw materials. The system-wide environmental burdens of three different technologies, including (1) municipal solid waste (MSW) gasification followed by Fischer-Tropsch synthesis (FTS), (2) plasma gasification of construction and demolition (C&D) wood for syngas production with energy recovery, and (3) forest residuals use in a biorefinery for polyitaconic acid (PIA) production, were assessed using life-cycle assessment. The first two studies indicated that MSW gasification and subsequent ethylene and polyethylene production via FTS has lower environmental impacts than conventional landfilling. In the future, as societies may shift towards the use of renewable energy, power offset by conventional waste-to-energy systems would not be as significant and chemicals production routes may then become increasingly competitive (in terms of environmental burdens) also to waste incineration. While production cost of Fischer-Tropsch derived chemicals seems not yet competitive to fossil-based chemicals provision, future price increases in global oil prices as well as changes in waste tipping fees, and efficiency gains on site of the waste conversion systems, may alter the economics and allow carbon recycling routes to reach a price competitive to fossil-based production routes. The third study found that plasma gasification of C&D wood for energy recovery has roughly similar environmental impacts than conventional fossil-based power systems. However, process optimization with respect to coal co-gasified, coke used as gasifier bed material, and fuel oil co-combusted in the steam boiler, would allow to significantly lower the system-wide environmental burdens. The fourth study looked at PIA production from softwood hemicellulose in a stream integrated approach (with the partially macerated wood and lignin being used in other existing processes such as pulp & paper plants for conventional pulp and bioenergy production). The assessment indicated lower global warming potential, energy demand, and acidification, for the wood-based PIA polymer, when compared to corn-based PIA and fossil-based polyacrylic acid (PAA). However, water use associated with wood-derived PIA was found to be higher than for fossil-based PAA production and land occupation is highest for the wood-derived polymer. It is hoped that results of this dissertation will add to the current debate on sustainable waste and biomass utilization and to establish future supply chains for green and sustainable chemical products.
In den letzten Jahren hat sich, vor allem durch die bescheidenen Ergebnisse internationaler Klimaverhandlungen, der Stellenwert der Kommunen bei der Bekämpfung des globalen Klimawandels grundlegend geändert. Ohne engagierte Kommunen werden nationale und internationale Klimaschutzziele nicht erreichbar sein. Viele Kommunen sind sich ihrer Verantwortung bewusst und engagieren sich bereits heute in vielfältiger Weise für den Klimaschutz. Gleichzeitig hat sich der kommunale Klimaschutz zu einem wichtigen Standortfaktor im Wettbewerb um qualifizierte Arbeitskräfte, Wettbewerbsvorteile und Prestige entwickelt. Deshalb stellt sich den Kommunen stellt sich daher im öfter die Frage, in welchen Handlungsfeldern das Engagement intensiviert werden soll. Hierbei vergleichen sich die Städte und Gemeinden häufig untereinander und fragen sich, "wo steht meine Kommune im Vergleich zu anderen?" Dieser Frage wurde exemplarisch anhand des kommunalen Gebäudebestands der Stadt Dortmund nachgegangen. Dabei wurde zunächst der aktuelle Zustand des lokalen Klimaschutzengagements quantitativ und qualitativ bewertet (Benchmark-Analyse). Neben der Ermittlung quantitativer Energieeinsparpotenziale wurden 23 Maßnahmen(-bündel) zur Steigerung der Energieeffizienz, zum Energiesparen bzw. zur Vermeidung von Treibhausgasen identifiziert und die Aktivitäten der Stadt Dortmund innerhalb der Maßnahmen(-bündel) bewertet. Um die sich aus der qualitativen und quantitativen Bewertung ergebenden Entwicklungspotenziale zu erschließen, wurden anschließend Maßnahmenvorschläge entwickelt. Da davon nicht unbedingt alle umgesetzt werden können, wurden im Rahmen einer Multikriterienanalyse die Maßnahmen bestimmt, die der Stadt Dortmund vor dem Hintergrund der ökonomischen, ökologischen und sozialen Rahmenbedingungen den größten Nutzen stiften können.
Purpose - Iran as an energy-rich country faces many challenges in the optimal utilization of its vast resources. High rates of population and economic growth, a generous subsidies program, and poor resource management have contributed to rapidly growing energy consumption and high energy intensity over the past decades. The continuing trend of rising energy consumption will bring about new challenges as it will shrink oil export revenues, restraining economic activities. This calls for a study to explore alternative scenarios for the utilization of energy resources in Iran. The purpose of this paper is to model demand for energy in Iran and develop two business-as-usual and efficiency scenarios for the period 2005-2030.
Design/methodology/approach - The authors use a techno-economic or end-use approach to model energy demand in Iran for different types of energy uses and energy carriers in all sectors of the economy and forecast it under two scenarios: business as usual (BAU) and efficiency.
Findings - Iran has a huge potential for energy savings. Specifically, under the efficiency scenario, Iran will be able to reduce its energy consumption 40 percent by 2030. The energy intensity can also be reduced by about 60 percent to a level lower than the world average today.
Originality/value - The paper presents a comprehensive study that models the Iranian energy demand in different sectors of the economy, using data at different aggregation levels and a techno-economic end-use approach to illuminate the future of energy demand under alternative scenarios.
The article estimates the natural resource consumption due to nutrition from the supply and demand sides. Using the MIPS (Material Input per Service Unit) methodology, we analyzed the use of natural resources along the supply chains of three Italian foodstuffs: wheat, rice and orange-based products. These figures were then applied for evaluating the sustainability of diets in 13 European countries. The results outline which phases in food production are more natural resource demanding than others. We also observed different levels of sustainability in the European diets and the effect of different foodstuffs in the materials, water and air consumption.
Ein Stromsystem in Deutschland, das sich zu 100 % aus Sonne und Wind speist, erscheint wie die Vorstellung eines Extrems. Und doch gilt: Darauf hinzulaufen, ist als Entwicklung hierzulande angelegt. Diese Formulierung deutet an, dass wir uns generell in einer sog. pfadabhängigen Entwicklung befinden und überdies aktuell Zeitzeugen einer Gabelungssituation sind. Das wird in Deutschland kaum wahrgenommen. Deshalb wird hier ein Gedankenexperiment geboten, diese Tendenz als Ergebnis eines bestehenden Kräfteparallelogramms darzustellen, das zugleich eine Einschätzung des Energie-Sondergipfels vom 2.11.2012 liefert. Es wird einem Ansatz gefolgt, in dem die Darstellung der Systemveränderung „komparativ statisch“ vorgenommen wird, gemäß der populär formulierten Maxime "Vom Ende her denken" - und das wird verbunden mit der Analyse dynamisch-rückgekoppelter Treiber-Elemente. Für "das Ende", den eingeschwungenen Zustand nach der Systemtransformation, wird das Jahr 2050 gesetzt.
Dieser Gesellschaft und mit ihr der Wirtschaft, dieser Wirtschaft und mit ihr der Gesellschaft stehen einschneidende Veränderungen bevor und damit ein gerütteltes Maß an gemeinsamem Lernen. Zunächst ist zu fragen, was zu lernen ist. Vier Felder werden besprochen: Die wichtigsten Interessen erkennen; die weltweiten Abhängigkeiten ernst nehmen; das Wohlergehen unabhängig vom Wirtschaftswachstum suchen; den Wertewandel auch politisch denken. Danach ist zu überlegen, was dem gesellschaftlichen Lernen im Wege steht: der Wunsch das Erreichte zu behalten; die Faszination des Güterwohlstandes; der Sog des Fortschrittsdenkens. Und schließlich ist eine Antwort zu suchen, wobei das Interesse vor allem den Lernmotiven gilt: Wie lassen sich Gewinnstreben und Nachhaltigkeit verbinden, wie die Verlustängste zum Produktiven wenden? Das stärkste Motiv aber wird die Unausweichlichkeit des Wandels sein. Die Kosten des Lebens und Wirtschaftens werden deutlich steigen, und die allermeisten Menschen in diesem Land werden einen wachsenden Anteil ihrer Einkünfte benötigen, um die Grundbedürfnisse ihres Lebens zu stillen. Die Aufgabe heißt, die notwendige Bescheidung anzunehmen als die Bedingung der Zukunftsfähigkeit. Das kann durchaus gelingen. Auf das, was sie als unumgänglich erfahren, stellen sich die allermeisten Menschen ohne größere Widerstände ein - unter zwei Voraussetzungen: Was ihnen abgefordert wird, muss einsichtig begründet sein, und es muss alle treffen je nach ihrer Leistungsfähigkeit. Die Transformation zur Nachhaltigkeit wird ein Gemeinschaftswerk sein. Es kann dann erfolgreich sein, wenn in ihm nicht nur Politik und Wirtschaft das Sagen haben, sondern wenn auch die aktiven Teile der Gesellschaft an den Entscheidungsprozessen beteiligt sind. Gesichert ist von all dem nichts; aber es lohnt sich dafür zu arbeiten.
Weder Mangel noch Übermaß - diese Formel fasst das Anliegen der in diesem Band versammelten Aufsätze zusammen. Eine Formel, die Wohlstand für alle einfordert, gleichzeitig aber die Begrenzung des materiellen Wachstums, das "rechte Maß" sucht und streitbar vertritt. Der Autor warnt vor Lösungen, die allein auf technologische Effizienz bauen, ganz gleich wie attraktiv und intelligent sie sein mögen. Denn sie verhindern nicht den Wunsch nach mehr, weitere Expansion und ungerechte Verteilung. Dagegen führt Suffizienz als Strategie zur maßvollen Ressourcennutzung auf neue Wege, die Bedürfnisse auf das menschliche Maß zu konzentrieren. Doch wie lernen Gesellschaften das? Was steht dem Wandel zur Zukunftsfähigkeit im Wege? Wie lässt er sich fördern? Zu diesen Fragen entsteht gerade eine gesellschaftliche Debatte und auch Entscheidungsträger stellen sich den Themen Wachstum und Wohlstand zunehmend kritisch. Manfred Linz liefert dafür einen substanziellen Beitrag. In dem Buch hat der Autor Aufsätze aus seiner 20jährigen Forschungstätigkeit am Wuppertal Institut zusammengestellt.
Purpose - The purpose of this paper is to summarize and discuss the results from the LIVING LAB design study, a project within the 7th Framework Programme of the European Union. The aim of this project was to develop the conceptual design of the LIVING LAB Research Infrastructure that will be used to research human interaction with, and stimulate the adoption of, sustainable, smart and healthy innovations around the home.
Design/methodology/approach - A LIVING LAB is a combined lab-/household system, analysing existing product-service-systems as well as technical and socioeconomic influences focused on the social needs of people, aiming at the development of integrated technical and social innovations and simultaneously promoting the conditions of sustainable development (highest resource efficiency, highest user orientation, etc.). This approach allows the development and testing of sustainable domestic technologies, while putting the user on centre stage.
Findings - As this paper discusses the design study, no actual findings can be presented here but the focus is on presenting the research approach.
Originality/value - The two elements (real homes and living laboratories) of this approach are what make the LIVING LAB research infrastructure unique. The research conducted in LIVING LAB will be innovative in several respects. First, it will contribute to market innovation by producing breakthroughs in sustainable domestic technologies that will be easy to install, user friendly and that meet environmental performance standards in real life. Second, research from LIVING LAB will contribute to innovation in practice by pioneering new forms of in-context, user-centred research, including long-term and cross-cultural research.

Domestic sustainability innovations are considered to play a key role for pathways to sustainable consumption. The paper shows how open innovation processes can lead to such sustainable innovations, by means of an experimental and interactive infrastructure. It presents how – based on results of the LivingLab project conducted at the Wuppertal Institute within a European Consortium (Lead TU Delft) - currently an extended Sustainable LivingLab approach is developed and applied in two joint research projects at national and international level. To conceptualise this approach, we refer to recent proceedings in innovation and sustainability research, i.e. practice theory to analyse sustainable product design. Focusing on technical solutions and individual behaviour while assuming people's needs as fixed entities, disregards the dynamics of everyday practices in which technologies themselves create needs. Therefore, the consumer's position should be strengthened through userdriven innovation. LivingLabs are combined lab-/household systems, which put the user, i.e. the home occupant, and value chain related actors (producer, handicraft, etc.) on centre stage in the innovation process. We introduce its research agenda and the Three Phases Model of research. We hypothesise that at the end of this userintegrated innovation process developed products have a higher chance of successful diffusion. To illustrate this, we show how the LivingLab infrastructure is employed for the German InnovationCity Ruhr and how it can promote the development of user-centred sustainable consumption strategies.
Material footprint of low-income households in Finland : consequences for the sustainability debate

The article assesses the material footprints of households living on a minimum amount of social benefits in Finland and discusses the consequences in terms of ecological and social sustainability. The data were collected using interviews and a questionnaire on the consumption patterns of 18 single households. The results are compared to a study on households with varying income levels, to average consumption patterns and to decent minimum reference budgets. The low-income households have lower material footprints than average and most of the material footprints are below the socially sustainable level of consumption, which is based on decent minimum reference budgets. However, the amount of resources used by most of the households studied here is still at least double that required for ecological sustainability. The simultaneous existence of both deprivation and overconsumption requires measures from both politicians and companies to make consumption sustainable. For example, both adequate housing and economic mobility need to be addressed. Measures to improve the social sustainability of low-income households should target reducing the material footprints of more affluent households. Furthermore, the concept of what constitutes a decent life should be understood more universally than on the basis of standards of material consumption.
The field of nutrition is facing numerous social, ecological and economic challenges in the coming decades. The food industry belongs to the most significant economic sectors worldwide and the increasing population of 9 billion in 2050 will cause a growing demand on food. So far, changing lifestyles, especially the global rising consumption of meat and dairy products are increasing environmental damage. Moreover our health and wellbeing are the direct result of healthy or unhealthy nourishment and influence follow-up indicators like individual and public health, the expense of the health sector and work productivity.
The material footprint is a tool to measure and optimize the resource consumption of both products and their ingredients and the production processes along the whole value chain. It covers the whole life cycle of the products, from the extraction of raw materials to the processing industry, distribution, consumption, recycling, and disposal. In order to decrease resource consumption to a level in line with the planetary boundaries, the material footprint of household consumption should achieve a level of six to eight tonnes per capita in a year by 2050. This means a reduction in natural resource consumption by a factor of 5 to 10 in Western European countries. In order to ensure a decent lifestyle for all people in 2050, also the material footprint of nutrition has to be reduced significantly by 2050.
The paper shows the relevance and role of nutrition in the overall material footprint of households on the basis of existing studies on the overall resource consumption caused by household consumption. Quantified meal and diet examples are given. It also discusses the causes of food waste and raises the question how a reduction of food waste is possible and can help decreasing the resource consumption in the food sector.
Nutzen statt Besitzen : auf dem Weg zu einer ressourcenschonenden Konsumkultur ; eine Kurzstudie

Es gibt einen neuen Trend, der nicht nur in Deutschland, sondern weltweit Einzug hält: Gemeinschaftlicher Konsum heißt er und umfasst so unterschiedliche Praktiken wie Wohnungstausch, Kleidertauschparties, Autogemeinschaften, Gemeinschaftsgärten, Tauschringe für Werkzeuge, Drucker oder DVDs und vieles andere mehr. Das Time Magazin hat diese neue Konsumform sogar zu einer der zehn großen Ideen erkoren, die die Welt verändern. Denn wenn man Dinge gemeinsam nutzt und weiterverwendet, kann dadurch der Ressourcenverbrauch erheblich gesenkt werden.
Anhand der drei Beispiele "Kleidertausch", "Werkzeugverleih" und "Chemieleasing" geht diese Kurzstudie der Frage nach, welche Potenziale zur Reduktion des Ressourcenverbrauchs im Konzept „Nutzen statt Besitzen“ enthalten sind und was getan werden muss, um diesen Konsumstil zu befördern.
Die atompolitische Wende der Bundesregierung hatte zahlreichen Spekulationen und Befürchtungen Raum gegeben. Es wurde gemutmaßt, dass Deutschland zum Nettostromimporteur werden könnte, sollten die Kraftwerke (wie im Sommer 2011 beschlossen) dauerhaft außer Betrieb bleiben. Darüber hinaus nahm man an, dass die in Deutschland entfallende Stromerzeugung durch Kohlekraftwerke oder durch Importe aus französischen oder tschechischen Atomkraftwerken ersetzt würde und dass Strompreise sowie CO2-Emissionen deutlich ansteigen würden. Inzwischen liegen vorläufige Energiebilanzen und Marktdaten für das Jahr 2011 vor, die viele dieser Befürchtungen widerlegen. Der hier vorgenommene Ausblick auf die mögliche Entwicklung in den kommenden Jahren zeigt zudem, dass die Bilanz von 2011 keine Momentaufnahme sein muss, sondern dass der gegenüber 2010 wegfallende Kernenergiestrom - bilanziell gesehen - voraussichtlich bereits ab 2013 allein durch eine erhöhte regenerative Stromerzeugung kompensiert werden kann.

Wind energy that can neither be fed into the grid nor be used regionally must be curtailed. This paper proposes different options to deal with such surplus wind energy amounts in a time horizon until 2020. It assesses their ability to handle the surplus energy in a sustainable way using a multi criteria analysis. The paper bases on a study that was prepared for the Ministry for Climate Protection, Environment, Agriculture, Nature Conservation and Consumer Protection of North Rhine-Westphalia between 2010 and 2012.
Material flows induced by national economies can be regarded as indirect pressure indicators for environmental degradation. Economy-wide material flow analysis and indicators have been designed to monitor material and energy flows at the macroeconomic level and to provide indicators, which could contribute to management of resourceuse and output emission flows from both economic, environmental and broader sustainability points of view. These indicators can serve various purposes including monitoring the material basis of national economies and related environmental pressures, assessment of the material and resource productivity and monitoring the implications of trade and globalisation.
The main part of this paper compares the material and resourceuse of the Czech Republic, Germany and the EU-15 by means of DMI and TMR indicators over the period of 1991–2004 (1991–2000 for EU-15). At the aggregate level both indicators in all three economies do not show any clear decreasing or increasing trends over the period considered. This means that environmental pressure related to use of materials for production and consumption purposes remains rather stable. All the economies however, recorded an increase in the efficiency of transforming the material/resource inputs into economic output. The analysis further revealed that most of the dynamics of DMI and TMR in the Czech Republic tended towards a higher similarity with Germany and the EU-15. In the future, further decreases in DMI as well as in TMR of fossils fuels might be expected in the Czech Republic, which could be counteracted by increase in DMI and TMR of metal ores/metal resources and non-metallic minerals/non-metallic resources. The future development of total DMI, TMR and material/resource intensity in both the Czech Republic and Germany will depend on further shifts to less material intensive industries and services and on increasing material efficiency in production and consumption of particular products. This is not only a technological, but also a social challenge, as there are barriers in current mode of governance and in shaping of current economic and social systems to do so.
Umwelt- und Wirtschaftspolitik, so schien es Jahrzehnte lang, stehen im Widerspruch. Was hilft der gesunde Wald, wenn Millionen keine Arbeit haben? Zwar gehen mit Arbeitslosigkeit seit Einführung der sozialen Sicherungssysteme nicht länger Not, Leid und Elend einher. Aber das Stigma bedrückt die Betroffenen und ist für die Gesellschaft eine Last. Und so ist die Schaffung von Arbeitsplätzen das Kernziel aller Politik. Allzu oft werden dabei allerdings die Interessen der zukünftigen Generationen vernachlässigt. Neue Straßen und Flughäfen oder deren Ausbau wie auch Gewerbeparks im Grünen werden mit dem Arbeitsplatzargument legitimiert.
Dabei gibt es zur Bekämpfung von Arbeitslosigkeit ein sozial und ökologisch wesentlich verträglicheres Konzept: die gerechtere Verteilung der zur Verfügung stehenden Erwerbsarbeitszeit. Die Arbeitslosigkeit ließe sich zumindest rechnerisch abschaffen, wenn die Menschen im Schnitt 30 Stunden in der Woche für Lohn arbeiteten. Dieser als "Kurze Vollzeit für alle" bezeichnete Ansatz ist so plausibel, dass man sich über die dürftige Resonanz in Politik und Gesellschaft wundert. Das Impulspapier stellt Zusammenhänge von Wachstum, Arbeitsplätze, Glück und Nachhaltigkeit her.
Jährlich werden schätzungsweise 800 000 Haushalte aufgrund von Stromschulden von der Energieversorgung abgeklemmt. Würde bei der Standardisierung der zukünftig flächendeckend zum Einsatz kommenden intelligenten Stromzähler (Smart Meter) eine Prepaidfunktion berücksichtigt, ließen sich die mit Energiearmut einhergehenden Probleme mindern. Prepaidzähler vermeiden nicht nur weiter zunehmende Stromschulden, sie führen auch dazu, dass bewusster und sparsamer mit Strom umgegangen wird. Daher ist eine Vorgabe im Energiewirtschaftsgesetz zu empfehlen, die Sperrungen verbietet und stattdessen die kostenlose Installation eines Prepaidzählers vorschreibt.
Der Verlust wilder und landwirtschaftlicher Sorten- und Artenvielfalt schreitet immer weiter voran. Demgegenüber nehmen Biopatente stark zu, diese sind mitverantwortlich für den Sortenverlust, globale Ungerechtigkeiten, die Einschränkung der Wissensnutzung, etc. Viele internationale Abkommen betreffen den Umgang mit biologischer Vielfalt - doch die Frage nach Alternativen zum Eigentum an genetischen Ressourcen wird selten gestellt. Dabei gibt es genügend Ansätze, der Inwertsetzung der genetischen Ressourcen etwas entgegenzusetzen. In seiner Studie beschäftigt sich Gregor Kaiser mit diesen Alternativen, beleuchtet die Felder der Auseinandersetzung und stellt die Akteure vor. Er entwirft das Bild einer zukünftigen Züchtung und Biodiversitätsgestaltung, in der sich die Gesellschaften gemein machen mit ihrem Umfeld und sich einmischen in politische Prozesse.
Fragmentation or standardisation? : Offset use in Australia, California, Japan and South Korea

Dass wir von der Substanz leben, ist lange bekannt. Wachstum, Wohlstand und moderne Lebensstile beruhen auf dem Aufzehren, Zernutzen und Verschmutzen von Ressourcen. Einschlägige Leitbilder fordern deshalb eine Große Transformation zur Nachhaltigkeit, mit der allein die tief in das moderne Leben eingewobene Missachtung ökologischer Schranken überwunden werden kann. Diese benennen auch die Probleme der Transition, d.h. den Voraussetzungsreichtum und die Zielkonflikte des Übergangs zu nachhaltigem Wirtschaften. Eine erfolgreiche Transformation, so die einhellige Forderung, muss nicht nur die Risiken des fossilen Metabolismus, sondern auch die Risiken der Überwindungsstrategie minimieren. Erforderlich ist demnach ein präventives politisches Transformationsmanagement. Es ist aber völlig unklar, ob einer mit derlei Gestaltungsauftrag konfrontierten Politik die Ermöglichung des guten Lebens auch nur ansatzweise zugetraut werden kann. Es ist daher an der Zeit, den normativen Gehalt von Nachhaltigkeitsleitbildern mit ihrer faktischen Geltungskraft zu konfrontieren. Die Studie ist in drei Teile gegliedert. Zu Beginn (Teil I) wird die Skizze eines normativen Leitmotivs mit ihren gesellschaftstheo-retischen Geltungschancen konfrontiert. Geprüft wird nicht die Validität einschlägiger Nachhaltigkeitsleitbilder, sondern inwiefern diesen zugetraut werden kann, sich in konkreten Strukturen zu materialisieren. Es zeigt sich, dass eine erfolgreiche Transformationsstrategie nicht innerhalb "fossiler" Paradigmen (bzw. Entscheidungsprämissen) verfolgt werden kann. Auf der anderen Seite ist es sehr unwahrscheinlich, dass einer funktional differenzierten Gesellschaft eine Revision dieser Prämissen gelingen kann. Um die gesellschaftstheoretische Skepsis empirisch prüfbar zu machen, wird das Fundament der Theorie selbstreferentieller Systeme um eine konstellationsstrukturelle Ebene erweitert. Hierdurch entstehen nicht nur Anknüpfungspunkte für eine sozio-technische Systemperspektive, sondern auch sog. middle range Konzepte der Policy-Forschung.
Die so entwickelten Suchbilder werden in den folgenden beiden Teilen auf einen Anwendungsbereich bezogen, der mit Energie- und Landwirtschaft zwei der drei zentralen Transformationsfelder umfasst: Die Bioenergie. Diese ist deshalb eine besonders attraktive Empirie, um die Geltungskraft von Nachhaltigkeitsleitbildern zu erheben, weil ihre Marktchancen vollumfänglich von politischer Förderung abhängig sind. Im zweiten Teil der Studie wird erhoben, inwieweit der Bioenergiepolitik eine Revision fossiler Prämissen gelingt (ex post Perspektive). Welchen Transformationsprozessen sich das Nachhaltigkeitswissen selbst in der politischen Arena ausgesetzt sieht, wird im dritten Teil ausführlich nachgegangen (ex ante Perspektive). Im zweiten Teil kann nachgewiesen werden, dass sich in einer vergleichsweise jungen "Nachhaltigkeitsnische" des Energiesektors wesentliche Zielkonflikte dem politischen Management nicht nur entziehen, sondern gerade in dessen Folge zutage treten. Darüber hinaus muss mit Blick auf den sog. Biomethansektor, der nur teilweise unter dem Schutz der Nische steht und damit als Präzedenzfall eines dem Energiesektor insgesamt bevorstehenden Paradigmenkonflikts gelten kann, von einer umfänglichen "fossilen" Kolonialisierung der Nachhaltigkeitsnische gesprochen werden. Die Nachhaltigkeitspolitik scheitert, weil die Paradigmen und zugrundeliegenden Prämissen fossiler Energieversorgung aus den politischen Transformationsbestrebungen ausgeklammert werden. Der dritte Teil entheimlicht, was politikintern mit dem Wissen um ein erfolgreiches Management ökologischer Selbstgefährdung geschieht. Unter Anwendung der belief system Heuristik des advocacy coalition framework kann nachgewiesen werden, dass sich im Bio(gas)energiesektor - anders als von einschlägiger Literatur unterstellt - keine koalitionäre Spaltung entlang der Unterscheidung nachhaltig / fossil nachweisen lässt und damit die Geltungschance von Nachhaltigkeitsleitbildern nicht als Funktion koalitionärer Repräsentation modelliert werden kann. Auf welcher Ebene tatsächlich koalitionsheuristische Differenzierungen vorgenommen werden können, lässt sich mittels des discourse coalition approach konkretisieren. Denn es zeigt sich, dass die Bioenergiepolitik lagerübergreifend einem zu den Tonarten der Nachhaltigkeit höchst dissonanten Generalbass zu folgen hat. Politische Geltung kann allenfalls unter Aussparung jener Prämissenrevision erlangt werden, die jeder erfolgreichen Nachhaltigkeitstransformation zwingend vorauszugehen hat. Es entspricht dem politischen Tod des Leitbilds, wenn sich vor diesem Hintergrund ein sozusagen mechanischer Austausch der Ressourcenbasis vollzieht. Das ist die Unwahrscheinlichkeit der Großen Transformation: Dass ihre größten Feinde ihre Freunde sind.
How are neighbours doing? : Making energy efficiency efforts comparable through NEEAP screening

This thesis explores the opportunities and constraints for the adoption of a post-growth economy as a plausible approach towards sustainability by social movements. With the transdisciplinary perspective of sustainability science, the qualitative study of social movements and post-growth found that Germany does not have a post-growth movement. Nevertheless, the environmental movement and, in particular, Friends of the Earth Germany are suitable candidates of change for post-growth. However, they have not adopted post-growth yet because of certain gaps in bridging concepts of post-growth with their own work. To fill this gap, the study recommends to operationalize post-growth in five steps: (1) to distinguish between "sustainable liberalism" and "fair de-growth" as two major types of post-growth, (2) to re-frame the promises of economic growth as myths, (3) to complement "political choice" as means towards post-growth with "social choice", (4) to identify and compile areas of a post-growth economy, and (5) to overcome
the inherent power dilemma between agents of change and actors of these areas, that are required to be transformed, while forming coalitions between both. If these recommendations are taken into account by academics and activists, the environmental movement is more likely to successfully activate causal mechanisms of change for the transition to a post-growth economy. With its critique on the current comprehension of progress as economic growth, postgrowth is initiating a new, more fruitful phase of the sustainability discourse.
Ist der deutsche Ausstieg aus der Kernenergie ein Sonderweg? Oder ist er ein Vorbild für alle Länder, die nach Fukushima zu einer Neubewertung von Kosten und Risiken des Atomstroms gelangt sind? Deutschland befindet sich in einer einmaligen Schlüsselrolle, um zu demonstrieren: Ein geordneter Umstieg in ein klimaverträgliches Energiesystem ohne Atomstrom erbringt ökonomisch-gesellschaftliche Vorteile - wenn denn die richtigen Maßnahmen ergriffen werden. Der angebliche deutsche Sonderweg kann zur Startrampe für den weltweiten ökologischen Umbau der Energiesysteme werden; Fukushima kann einen weltweiten Dominoeffekt hin zum Ausbau erneuerbarer Energien auslösen. Der Weg in die Atomstromkrise und die Option für einen internationalen Umstieg bzw. die Wende hin zu einer Effizienzwirtschaft werden in diesem Buch ausgeleuchtet. Die enorme Unterversicherung der Atomkraftwerke wird von den Autoren als Gauklertrick entlarvt: Ohne diese künstliche Verbilligung beim Atomstrom bedürfte es auch keiner Subventionierung erneuerbarer Energien.
Bis zum Jahr 2050 ist in Deutschland ein ausreichender Klima- und Ressourcenschutz technisch möglich und für die Volkswirtschaft vorteilhafter als eine Referenzentwicklung ("business as usual"): Das ist die Kernbotschaft, die von einer Vielzahl vorliegender Langfrist-Energieszenarien ausgeht. Auch das aktuelle Energiekonzept (September 2010) der Regierungskoalition aus CDU/CSU und FDP formuliert - gestützt auf Szenarien - quantifizierte Leitziele, die noch vor einigen Jahren als ökologische Utopien abgetan worden wären. Ist die Energiepolitik also auf einem guten Weg? Wie weit tragen die Techniken für Energieeffizienz und Erneuerbare? Ist effizient auch suffizient? Dieser Beitrag beantwortet diese Fragen mit drei Thesen. Erstens: Die Integration von Energieeffizienz und erneuerbaren Energien ist "die Brücke" zur Nachhaltigkeit. Zweitens: Die volkswirtschaftlich attraktiven Synergien zwischen Ressourcen- und Energieeffizienz müssen gehoben werden. Drittens: Eine Strategie für mehr Ressourceneffizienz muss in eine "Kultur der Genügsamkeit" eingebettet werden.
In der Energiegewinnung zeichnet sich derzeit eine politisch vorgegebene Marschrichtung ab: Weg von den nicht nachwachsenden Rohstoffen Erdöl und Erdgas hin zu alternativen Nutzungsformen. Dies manifestiert sich zum Beispiel im Erneuerbare-Energien-Wärme-Gesetz (EEWärmeG) und der Energieeinsparverordnung (EnEV). Verstärkt setzt man in Deutschland dabei auf Solarenergie, Windkraft und Biomasse als erneuerbare Energien. Weniger bekannt ist hierzulande die energetische Nutzung der Abwasserwärme, die in der Schweiz und den skandinavischen Ländern schon seit über 20 Jahren erfolgreich zum Heizen und Kühlen von Gebäuden genutzt wird. Langsam kommt dieser Trend auch in Deutschland an. Einen Stein auf diesem Weg setzt der Autor Achim Hamann mit der Fachpublikation "Nachhaltige Immobilienwirtschaft am Beispiel der Abwasserwärmenutzung".
Transportation is one of the most pressing and least tackled problems for environmental protection and global warming, also in Germany, which is known for its car industry and highways. This thesis analyzes federal legal, fiscal and "soft" measures (such as awareness campaigns) for sustainability in the land transport sector in Germany. It shows the fixation on expensive technical programs such as electric mobility and infrastructure expansion to solve sustainability issues mobility behavior is not attempted to change. Instead of focusing on a traffic avoidance and modal shift, the federal government tries to solve emission problems only by improving engines and technology. The study compares goals and achievements of German politics and political packaging for sustainable transportation and shows that a massive transition in the transport sector is necessary to ensure affordable, socially just and environmentally friendly mobility for everyone.
The need for an "Energy Roadmap 2050" triggered a multitude of studies that were conducted between 2009 and 2011, which again contained a multitude of decarbonisation scenarios, which achieve the EU's long-term emission mitigation target of reducing greenhouse gas emissions by at least 80% until 2050 (relative to 1990 emissions). The variety of important analysis is difficult to compare and utilize for specific and timely policy decisions. Thus the Smart Energy for Europe Platform (SEFEP) has commissioned a comparative study of relevant energy scenario studies for Europe. The findings of this comparative study are summarized here briefly.

Die nachhaltige Gestaltung der zukünftigen Energieversorgung stellt heute große Herausforderungen. Diese gehen weit über die häufig im Mittelpunkt stehende Frage des Klimaschutzes hinaus und umfassen Aspekte der Versorgungssicherheit, der Wirtschafts- und Sozialverträglichkeit ebenso wie Ansprüche nach Risikominimierung, geringer Systemverletzlichkeit und Anpassungsfähigkeit. Bei der Gestaltung entsprechender Politiken und bei der Umsetzung von Maßnahmen gilt es diesen komplexen Anforderungskanon im Hinterkopf zu haben, Synergieeffekte anzustreben und trade off's zwischen verschiedenen Zielen zu vermeiden.
The final report of the research project "Power Sector Decarbonisation: Metastudy" contains the various reports prepared by Öko-Institut and Wuppertal Institute during the course of the SEFEP funded project. A key objective of the project was to make a contribution to the debates within the European Union (EU) and Member States on the EU's Energy Roadmap 2050 publication, which was released in December 2011. This objective was achieved by systematically analysing and comparing recently published scenarios on the European electricity sector commissioned by a range of different stakeholders (environmental NGOs, industry and government agencies).

Global trade is increasingly being challenged by observations of growing burden shifting, in particular of environmental problems. This paper presents the first worldwide calculations of shifted burden based on material flow indicators, in particular direct and indirect physical trade balances. This study covers the period between 1962 and 2005 and includes between 82 and 173 countries per year. The results show that indirect trade flow volumes have increased to around 41 billion tonnes in 2005. The traded resources with the highest share of associated indirect flows are iron, hard coal, copper, tin and increasingly palm oil. Regarding the burden balance between regions, Europe is the biggest shifter whereas Australia and Latin America are the largest takers of environmental burden due to resource extraction. To evaluate the findings from a global perspective, the results are analysed in terms of resource flow induced environmental pressure related to a country's land area in terms of total and per capita area. Resource endowment and population density seem to be more relevant in determining the physical trade balance, including indirect flows, than income level.
Increasing urbanisation and climate change belong to the greatest challenges of the 21st century. A high share of global greenhouse gas emissions are estimated to originate in urban areas (40 % to 78 % according to UN Habitat 2010). Therefore, low carbon city strategies and concepts implicate large greenhouse gas (GHG) mitigation potentials. At the same time, with high population and infrastructure densities as well as concentrated economic activities, cities are particularly vulnerable to the impacts of climate change and need to adapt. Scarce natural resources further constrain the leeway for long-term, sustainable urban development. The Low Carbon Future Cities (LCFC) project aims at tapping this three-dimensional challenge and will develop an integrated strategy / roadmap, balancing low carbon development, gains in resource efficiency and adaptation to climate change. The study focuses on two pilot regions - one in China (Wuxi) and one in Germany (Düsseldorf+) - and is conducted by a German-Chinese research team supported by the German Stiftung Mercator. The paper gives an overview of first outcomes of the analysis of the status quo and assessment of the most likely developments regarding GHG emissions, climate impacts and resource use in Wuxi. The project developed an emission inventory for Wuxi to identify key sectors for further analysis and low carbon scenarios. The future development of energy demand and related CO2 emissions in 2030 were simulated in the current policy scenario (CPS), using five different sub-models. Selected aspects of Wuxi's current material and water flows were analysed and modelled for energy transformation and the building sector. Current and future climate impacts and vulnerability were investigated. Recent climatic changes and resulting damages were analysed, expected changes in temperature and precipitation in the coming four decades were projected using ensembles of three General Circulation Models. Although Wuxi's government started a path to implement a low carbon plan, the first results show that more ambitious efforts are needed to overcome the challenges faced.
The paper analyzes a Bolivian region for possible cultivation of the oil plant Jatropha curcas for sustainable biodiesel production in order to replace in part Bolivia's diesel imports. The specific site for this study is located in the dry region of Gran Chaco in Santa Cruz. The aim of this work is to analyse the potential of useable land and resources for sustainable biodiesel production from Jatropha without competition with edibles production using economic, environmental and social criteria. In addition the article introduces Jatropha as one of the preferred oil plants for biodiesel production in several countries and indicates its different uses. The recommendation to cultivate Jatropha for biodiesel production is based on an exploration of the possibility of land use in the selected region and the benefits Jatropha production could offer. In this manner a sustainable cultivation of Jatropha in the region of Gran Chaco is recommended to produce biodiesel and to improve some of the environmental problems facing the region.
Aufgabenstellung des "Folgeprojekts CCS-Kommunikation" war es, die Bedeutung unterschiedlicher Einflussfaktoren und deren Wechselwirkungen für die Akzeptanz mit Hilfe multivariater statistischer Analysen zu untersuchen. Dabei standen folgende zentrale Fragestellungen im Mittelpunkt der Untersuchungen: Welche Faktoren sind ausschlaggebend für die 1. spontane Einstellung zu CCS? 2. Stabilität spontaner Einstellungen zu CCS? 3. Risiko- und Nutzeneinschätzungen von CCS? 4. Akzeptanz der drei CCS-Prozessschritte? Diese Fragestellungen wurden mit unterschiedlichen multivariaten statistischen Verfahren und differenziert für unterschiedliche Ebenen oder Sachverhalte untersucht.
In einigen Städten und Gemeinden in Deutschland sind in den letzten Jahren Klimaschutzkonzepte erstellt worden. Am Beispiel des vom Wuppertal Institut für die Stadt Köln erstellten Teilkonzeptes "Verkehr" sowie weiterer Erfahrungen und Erkenntnisse im kommunalen Klimaschutz zeigt der Beitrag auf, welche Maßnahmen ergriffen werden sollten, um mittelfristig die verkehrsbedingten Emissionen in den Städten zu verringern.
Consumption of natural resources should not exceed sustainable levels. The increasing use of biofuels and to some extent biomaterials, on top of rising food and feed demands, is causing countries to use a growing amount of global land, which may lead to land use conflicts and the expansion of cropland and intensive cultivation at the expense of natural ecosystems. Selective product certification cannot control the land use change triggered by growing overall biomass consumption. We propose a comprehensive approach to account for the global land use of countries for their domestic consumption, and assess this level with regard to globally acceptable levels of resource use, based on the concept of safe operating space. It is shown that the European Union currently uses one-third more cropland than globally available on a per capita basis and that with constant consumption levels it would exceed its fair share of acceptable resource use in 2030. As the use of global forests to meet renewable energy targets is becoming a concern, an approach to account for sustainable levels of timber flows is also proposed, based on the use of net annual increment, exemplified with preliminary data for Switzerland. Altogether, our approach would integrate the concept of sustainable consumption into national resource management plans; offering a conceptual basis and concrete reference values for informed policy making and urging countries to monitor and adjust their levels of resource consumption in a comprehensive way, respectful of the limits of sustainable supply.
Die systematisch-intentionale Förderung von innovativen Unternehmensgründungen aus Universitäten und Forschungseinrichtungen bedarf einer ergänzenden Neuausrichtung, will sie sich zukünftig als noch legitimierter und effizienter erweisen. Dabei wird im Rahmen einer integrativen Gründungs- und Innovationsförderung aus Universitäten und Forschungseinrichtungen eine Programmatik entworfen, die sich insbesondere in Prototypen komplexer Zukunftsinnovationen manifestiert.
This paper examines the effects of an increased integration of concentrated solar power (CSP) into the conventional electricity systems of Morocco and Algeria. A cost-minimizing linear optimization tool was used to calculate the best CSP plant configuration for Morocco's coal-dominated power system as well as for Algeria, where flexible gas-fired power plants prevail. The results demonstrate that in both North African countries, storage-based CSP plants offer significant economic advantages over non-storage, low-dispatchable CSP configurations. However, in a generalized renewable integration scenario, where CSP has to compete with other renewable generation technologies, like wind or photovoltaic (PV) power, it was found that the cost advantages of dispatchability only justify CSP investments when a relatively high renewable penetration is targeted in the electricity mix.
Erneuerbare Energien können überall auf der Welt einen wichtigen Beitrag zum Klimaschutz leisten. Gerade in Entwicklungs- und Schwellenländern ist das Potenzial besonders groß. Gleichzeitig sind die notwendigen Investitionen hier oft ein Problem. Dabei sind Entwicklungs- und Schwellenländer über zwei Instrumente in das internationale Klimaregime eingebunden: zum einen über die Globale Umweltfazilität (GEF), den offiziellen Finanzierungsmechanismus der Klimarahmenkonvention. Zum zweiten über den Clean Development Mechanism (CDM), der mit mehr als 4000 registrierten Projekten unerwartet zu einem der wichtigsten Instrumente des Kyoto-Protokolls geworden ist. Sylvia Borbonus untersucht, wie wirkungsvoll diese beiden Instrumente sind, wie sie sich gegenseitig beeinflussen und ob komplementäre Wirkungen und Synergien ausgeschöpft werden. Sie erörtert, welche Rolle Marktinstrumente gegenüber der finanziellen und technischen Zusammenarbeit bei der Förderung erneuerbarer Energien spielen. Ihr Buch liefert damit wichtige Erkenntnisse zur Markteinführung erneuerbarer Energien in Entwicklungs- und Schwellenländern und zur effektiven Umsetzung internationaler Klimapolitik.
Conflict minerals

The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research.
The paper identifies two main possible gateways to trace illegal trade in coltan: the neighboring countries, especially Rwanda, and the importing countries for downstream production, in particular China. Our estimation is that the value of such illicit trade comes close to $ 27 million annually (2009), roughly one-fifth of the world market volume for tantalum production. With regard to any certification the paper concludes that this will become challenging for business and policy: (a) Central Africa currently is the largest supplier of coltan on the world market, many actors profit from the current situation and possess abilities to hide responsibility; (b) China will need to accept more responsibility, a first step would be the acceptance of the OECD guidelines on due diligence; (c) better regional governance in Central Africa comprises of resource taxation, a resource fund and fiscal coordination. An international task force may provide more robust data, however more research will also be needed.
Natural resources are back on the agenda. After the rise of new economic powers such as China, India, and Brazil, global competition has perceptibly increased strategic concerns as regards high commodity prices and possible supply shortages. Germany, the EU, the United States, and many others have formulated raw material strategies that put concern over access and supply at center stage - but the environmental and the socio-political dimensions are widely neglected in these strategies. This paper underlines a new dimension of international relations and pleads for new approaches, called international resource politics, which can be used for ongoing debates concerning green economy and transition strategies.
Towards a resource policy : unleashing productivity dynamics and balancing international distortions

The paper outlines guidelines and pillars of a resource policy. Two reasons favour the formulation of such policy: a demand to increase sluggish resource productivity growth as well as environmental damages occurring along material flows at an international scale. Thus, it is both the innovation and environmental perspective that legitimate policies. The paper surveys recent empirical trends. Referring to research on innovation and transition management, it develops guidelines for a resource policy, namely, market order, provision function, learning processes, market development, and orientation. It furthermore describes four instruments as potential pillars of a future policy mix: a tax on construction minerals, an ecologically differentiated VAT tax, and an international covenant for metals and an international convention for sustainable resource management. The paper finally reflects these guidelines and pillars against weaknesses and ongoing discussions of climate policy. It concludes that despite all uncertainties and complexities, a well-designed resource policy is on the verge of becoming essential for unleashing eco-innovation dynamics.

Städte haben in dreierlei Hinsicht eine Verbindung zum Klimawandel. Als Verursacher sind sie für einen wesentlichen Anteil der anthropogen verursachten Treibhausgasemissionen verantwortlich. Gleichzeitig sind sie von den Folgen des Klimawandels, z. B. durch zunehmende Hitzebelastung, Starkregenereignisse und Überschwemmungen, besonders betroffen. Schließlich können Städte als Experimentierfeld für die Entwicklung und Umsetzung von Klimaschutzkonzepten, Technologien und Maßnahmen dienen. Sie sind damit Initiator für einen Transformationsprozess hin zu einer nachhaltigen und zukunftsfähigen Entwicklung.
The concept of regime and "flat ontologies" : empirical potential and methodological implications

This chapter is an excerpt from a study commissioned by the European Parliament, which examines EU subsidies for agriculture, fisheries, transport, energy and regional development. Based on proven methodologies for the identification and assessment of environmentally harmful subsidies, the study assesses the sustainability level of the sectoral policies and makes recommendations for a reform that would contribute to the alignment of the EU budget towards a more sustainable growth. The following sections provide the main findings of one of the largest fields of expenditure within the EU budget, the structural and cohesion policy.
This paper focuses on market incentives by the introduction of a construction minerals tax as an example of a resource tax. Currently, various European countries levy taxes or duties on primary construction materials, but a harmonisation of the taxation is not planned. Provided the tax rate has a perceptible price effect, the taxation of a resource can foster a demand management or the reduction of the raw material consumption and the governance of side and secondary effects. A construction minerals tax can target the stimulation of demand for secondary raw materials and recycled products, and - because the reuse of construction and demolition waste has technical limits - a stronger emphasis on the conservation of buildings and infrastructures. This has positive effects on the environment and the innovation efforts and it helps to internalise externalities. Germany, used as a case study in this paper, does not raise any taxes on other raw materials than energy sources at the federal level. For this reason, potential impacts of the introduction of a construction minerals tax will be explored and the results of a simulation will be provided.

Auch verfügen einzelne Akteure meist nicht über ausreichende Mittel und Informationen, um Veränderungen alleine voranzutreiben. Daher kommt regionalen Nachhaltigkeitsnetzwerken und Kooperationen eine zentrale Bedeutung zu - insbesondere zwischen Unternehmen und anderen gesellschaftlichen Gruppen. Carolin Baedeker zeigt anhand eines Netzwerks zwischen Schulen und Unternehmen in Wuppertal wie regionale Netzwerke einen entscheidenden Beitrag für eine nachhaltige Entwicklung leisten. Sie bilden den Ankerpunkt einer Vernetzung im Mehrebenensystem - von der individuellen über die lokale und regionale bis zur gesamtgesellschaftlichen Ebene. Die Autorin identifiziert wesentliche Merkmale und Erfolgsfaktoren für regionale, innovationsorientierte Netzwerke und entwickelt daraus das Modell eines Lernenden Netzwerks mit kreativen Agenten. Deutlich wird, wie regionale Akteure von gegenseitigem Vertrauen, emotionaler Bindung, spezifischer Vor-Ort-Kenntnis und konkreter Ergebnisorientierung profitieren.

Anpassung an den Klimawandel : Planungsansätze regionaler Entwicklungsstrategien im Vergleich

Das Weißbuch der EU zum Thema Klimaanpassung sowie die deutsche Anpassungsstrategie nennen die Raumplanung als wichtige Koordinatorin für die Entwicklung und Koordination von Klimaanpassungsstrategien. Es gibt jedoch auch andere Ausgangspunkte für eine Entwicklung, mit denen eine Anpassungsstrategie formuliert werden kann. Wie Regionen ihre Anpassungsstrategien entwickeln, wurde im Rahmen dieser Arbeit anhand von vier Beispielprojekten untersucht. Es wurden jeweils zwei Projekte aus den Forschungsvorhaben KlimaMORO vom Bundesministerium für Verkehr, Bau- und Stadtentwicklung (BMVBS) und zwei Projekte aus dem Forschungsvorhaben KLIMZUG vom Bundesministerium für Bildung und Forschung (BMBF) analysiert. Beide Fördervorhaben haben das Ziel regionale Anpassungsstrategien zu erarbeiten, verfolgen dabei jedoch unterschiedliche Herangehensweisen. KlimaMORO ist auf die Entwicklung neuer regionalplanerischer Instrumente und Anpassungsmaßnahmen konzentriert, während Klimzug einen innovativen und wirtschaftlich orientierten Weg vorschreibt. So bieten bereits diese Vorgaben unterschiedliche Ansätze einer Strategieentwicklung. Im Zuge dieser Arbeit wird untersucht, ob die unterschiedlichen Ansätze der Strategien der jeweiligen Projekte dennoch mit ähnlichen Chancen und Hemmnissen konfrontiert werden. Durch die Analyse der Planungsansätze der Beispielprojekte wurden Elemente für eine geeignete Anpassungsstrategieentwicklung identifiziert. In einer Gesamtbetrachtung aller Vorgehensweisen wurden die unterschiedlichen Lösungsansätze verglichen und potenzielle Chancen und Hemmnisse in einer Gesamtbetrachtung erarbeitet.

Mit den Ereignissen und Entscheidungen des Jahres 2011 wurde endgültig der Wandel im Umbau unseres Energiesystems eingeleitet. Welche Perspektiven ergeben sich daraus für die Unternehmen des Energiesektors? Namhafte Autoren aus Wissenschaft und Praxis beschreiben in diesem Buch, wie der Wandel in Richtung auf mehr Nachhaltigkeit gelingen kann. Eine wichtige Rolle spielen dabei die sogenannten Smart-Technologien. Die Herausforderung für Versorger und Technikanbieter liegt darin, erfolgreich neue Geschäftsmodelle zu realisieren. Die Autoren arbeiten in zukunftsweisenden Projekten in diesem Themenfeld und berichten über ihre Fortschritte beim Umbau der Energiebranche.
Technologien zur Abscheidung und Speicherung von CO2 (CCS) sind eine mögliche Option zur Reduzierung von Treibhausgasen. Ob das Potenzial von CCS als Klimaschutzoption in Deutschland zukünftig genutzt werden wird, hängt aber insbesondere davon ab, ob die Technologien in der Bevölkerung generell und vor Ort akzeptiert werden. Die vorliegende Veröffentlichung gibt einen Einblick in relevante Forschungsansätze und Ergebnisse wissenschaftlicher Untersuchungen zur Akzeptanz von CCS in Deutschland. Sie präsentiert zugleich die Ergebnisse eines Workshops am Wuppertal Institut und vermittelt einen Eindruck von den Herausforderungen bei der praktischen Umsetzung von Forschungsergebnissen und der Durchführung zukünftiger Forschung zur Technikakzeptanz.
