Multinational mining companies operating in Latin America increasingly publish sustainability reports which outline their contributions to sustainable development. Companies argue that reports help communities better understand the importance of the benefits created by mining. However, we argue that sustainabilityreporting can only play a role in improving a company's performance and reputation if the quality of the reported data is good enough to answer community-raised contentious issues and if such are tackled through a stakeholder engagement process which includes "anti-mining" groups. The paper examines a miningconflict in Argentina's Bajo de la Alumbrera open pit mine. The assessment is based on a content analysis of Alumbrera's Sustainability Report (SR), primarily from 2009, complemented with insights from the 2010 and 2011 reports. The study reveals that environmental and economic indicators are the most contentious and least reported. The reports examined only briefly acknowledge these issues, and fail to detail the procedures followed to identify and engage stakeholders.
Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country's 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law - passed in parliament by a large majority - that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country's NPPs.
The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany's ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity.
Now - a little more than a year after the phase-out law entered into force - this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government's immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation.
The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011.
If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation.
Assessing the natural resource use and the resource efficiency potential of the Desertec concept

Considering global warming, increasing commodity prices, and the dramatic consequences of the over-exploitation and overuse of resources, a transition to a renewable energy supply is necessary. This requires an (resource) efficient and renewable supply of operating reserve. In this article, a possible solution to this problem is analysed: the Desertec concept. It is meant to convert solar energy in areas with high solar irradiation into electrical energy by means of Concentrated Solar Power (CSP) transferring this energy by High Voltage Direct Current (HVDC) lines into the whole European Union Middle East and North Africa (EU-MENA) area. In order to assess the resource efficiency potential of Desertec, three different kinds of CSP plants (parabolic trough, Fresnel collector and central receiver of the building classes Inditep, Novatec and Solar Tres) including heat storage systems (Molten Salt and Phase-Changing-Material) and the necessary HVDC are analysed using the Material Input per Service Unit (MIPS) methodology. The assessment is accomplished for three different locations (Morocco, Tunisia and Egypt) and two points of time (2025 and 2050). With these results, a scenario of electricity supply in Germany in 2050 with a 20% share of solar power import is calculated. Central receivers are the most resource efficient ones: their consumption of abiotic materials is only half of parabolic trough plants and two thirds of Fresnel trough plants. Water and air consumption is the lowest of all analyzed CSP plants as well. The scenario for Germany's fuel mix in 2050 shows that a predominantly renewable fuel mix reduces the consumption of abiotic materials by 75%, of water by 60% and of air by 45%. Only the consumption of biotic materials rises due to the higher share of biomass conversion.
Durch einen deutlichen Anstieg der getrennten Erfassung und Verwertung sowie durch Abfallvermeidung und effizientere Methoden zur Abfallbehandlung und -beseitigung konnten bislang etwa 28 Mio. t CO2 reduziert werden. Der vorliegende Beitrag zeigt, welche Handlungspotenziale und -strategien die kommunale Abfallwirtschaft hat, um aufbauend auf den bisherigen Erfolgen einen weiteren Beitrag zur Energiewende in Deutschland zu leisten. Außerdem wird gezeigt, welche Synergien und Kooperationsmöglichkeiten mit anderen kommunalen Spartenunternehmen bestehen, um abfall- und energiebedingte CO2-Emissionen zu vermeiden.
There's no decarbonisation without energy efficiency : but take care of the "rebound effects"

Als einer der weltweit führenden Industriestandorte ist Deutschland abhängig von der Versorgung mit Rohstoffen. Aber nur noch wenige Bau- und Massenrohstoffe wie Kies, Sand oder Kalkstein können aus heimischen Lagerstätten gewonnen werden; Industriemineralien, Energierohstoffe und vor allem metallische Rohstoffe müssen in großem Umfang aus dem Ausland eingeführt werden. Strategische Ansätze wie die Ressourcenstrategie der EU oder die Ressourceneffizienzstrategie des BMU setzen daher in zunehmendem Maße auf die Senkung des Primärrohstoffverbrauchs durch den Einsatz von Sekundärrohstoffen und die Erhöhung der Anteile recycelter Abfälle in Produkten - mit massiven Konsequenzen für die Planung abfallwirtschaftlicher Infrastrukturen.
In the past decades, risk management in the financial community has been dominated by data-intensive statistical methods which rely on short historical time series to estimate future risk. Many observers consider this approach as a contributor to the current financial crisis, as a long period of low volatility gave rise to an illusion of control from the perspectives of both regulators and the regulated. The crucial question is whether there is an alternative. There are voices which claim that there is no reliable way to detect bubbles, and that crashes can be modeled as exogenous "black swans". Others claim that "dragon kings", or crashes which result from endogenous dynamics, can be understood and therefore be predicted, at least in principle. The authors suggest that the concept of "Bayesian risk management" may efficiently mobilize the knowledge, comprehension, and experience of experts in order to understand what happens in financial markets.
Global climate

This report lays out the major developments in Durban and assesses the main outcomes. It is structured along the Bali roadmap for a future climate agreement that was agreed at the Bali climate conference in 2007. The Bali roadmap comprises negotiations under two tracks. First, the Ad Hoc Working Group on Further Commitments by Annex I Countries under the Kyoto Protocol (AWG-KP), established at the conference in Montreal in 2005, has been negotiating future emission targets for developed countries (listed in Annex I of the United Framework Convention on Climate Change (UNFCCC) and hence called Annex I countries). As the Kyoto Protocol's first commitment period expires in 2012, the AWG-KP is to agree on new targets for a second commitment period post-2012 as well as associated rules for accounting emissions. Second, the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) has also been negotiating commitments for Annex I countries, intending to cover those that have not ratified the Protocol - that is, the USA. In addition, the LCA negotiates "Nationally appropriate mitigation actions" of developing countries, which are to be supported by Annex I countries with technology, financing and capacity-building. Both the actions and the support are to be "measurable, reportable and verifiable". The LCA also negotiates how such support for developing countries' mitigation actions may be delivered as well as how developing countries may be supported in adapting to the impacts of climate change.

Mit Dienstleistungen zur Steigerung der Energieeffizienz und zum Energiesparen Geld zu verdienen, ist oft nicht einfach. Die Produkt- und Geschäftsfeldentwicklung ist spannend - aber auch extrem fordernd. Das im Rahmen des Programms "Intelligent Energy Europe" von der Europäischen Kommission geförderte Projekt Change Best hat in den Jahren 2009 bis 2012 insgesamt 38 Unternehmen aus 16 EU-Mitgliedsstaaten dabei unterstützt, mögliche Schwierigkeiten bei der Entwicklung und Markteinführung neuer Energieeffizienzdienstleistungen zu bewältigen.
Germany's current efforts to decarbonize its electricity system are analysed. As nuclear power and fossil power plants equipped with carbon capture and storage were ruled out in 2011, renewable electricity generation (RES) together with electricity savings are the primary focus for achieving decarbonization. Germany aims to have RES account for at least 80% of its electricity by 2050. Achieving renewable generation needs strong political support and regulatory provisions for its market integration. Four main technical and regulatory challenges are the maintenance of a steady and efficient expansion of RES, the provision of balancing capacities, the realization of the targeted electricity savings, and the smart adaptation of the transport and distribution grid. An overview of the existing and planned regulatory provisions for decarbonization are described, and some gaps identified, particularly with regard to the overall management of the process, the inclusion of electricity savings and the interference of Germany's decarbonization strategies with neighbouring countries. Policies that both accelerate grid expansion and direct RES expansion should immediately be put in place and can be supported by a targeted mobilization of balancing capacities. Electricity savings are a significant and cost-efficient strategy for low-carbon electricity. Policy relevance: Germany is actively converting its national electricity system towards a fully renewable one. As renewable electricity has reached about a quarter of total consumption, a number of technical and regulatory challenges arise. Current discussions and plans are described for the four main challenges: maintaining and optimizing high investment rates into RES generation technologies, providing balancing capacities, reducing demand, and adapting the grid to the changing needs. Policy recommendations for these four tasks highlight the need to intensify electricity demand reduction and also consider the potential interactions between the German electricity system and its neighbouring countries.
The 2011 Japanese earthquake and tsunami, and the consequent accident at the Fukushima nuclear power plant, have had consequences far beyond Japan itself. Reactions to the accident in three major economies Japan, the UK, and Germany, all of whom were committed to relatively ambitious climate change targets prior to the accident are examined. In Japan and Germany, the accident precipitated a major change of policy direction. In the UK, debate has been muted and there has been essentially no change in energy or climate change policies. The status of the energy and climate change policies in each country prior to the accident is assessed, the responses to the accident are described, and the possible impacts on their positions in the international climate negotiations are analysed. Finally, the three countries' responses are compared and some differences between them observed. Some reasons for their different policy responses are suggested and some themes, common across all countries, are identified. Policy relevance: The attraction of nuclear power has rested on the promise of low-cost electricity, low-carbon energy supply, and enhanced energy independence. The Fukushima accident, which followed the Japanese tsunami of March 2011, has prompted a critical re-appraisal of nuclear power. The responses to Fukushima are assessed for the UK, Germany, and Japan. Before the accident, all three countries considered nuclear as playing a significant part in climate mitigation strategies. Although the UK Government has continued to support nuclear new build following a prompt review of safety arrangements, Japan and Germany have decided to phase out nuclear power, albeit according to different timescales. The factors that explain the different decisions are examined, including patterns of energy demand and supply, the wider political context, institutional arrangements, and public attitudes to risk. The implications for the international climate negotiations are also assessed.
Als Grundlage für die Praxishilfe "Klimaschutz in der räumlichen Planung" wurde im Auftrag des Umweltbundesamtes eine Reihe von Konzepten, Plänen und Programmen auf teil- bzw. gesamtstädtischer, regionaler und Landesebene untersucht, die für die Integration des Klimaschutz in die räumliche Planung beispielhaft sind. Es handelt sich im Schwerpunkt um formelle Instrumente (Bebauungs- und Flächennutzungspläne, Regionalpläne, Landesentwicklungspläne). Komplementär wurden auch informelle Instrumente untersucht, die die fachliche Grundlage für eine integrierte und effektive Bearbeitung des Klimaschutzes in der förmlichen Raumplanung darstellen (v.a. Energieversorgungs- und Klimaschutzkonzepte).

This book provides a guide for transport policymakers and planners on achieving low-carbon land transport systems and describes possible measures for reducing emissions. Based on wide ranging research, case studies from developed and developing countries and an overview of policy scenarios, the book presents a toolbox for decision-makers with a huge variety of measures which can be tailored to their specific circumstances. It also addresses the question of how policies can be bundled successfully and integrated in urban transport decision-making and planning. Practical information is given on how greenhouse gas savings are measured as well as success factors for implementing policies and measures in complex decision-making processes.
SustChange-Agents - Personen, die im organisationalen Bereich Veränderungen hin zu einer nachhaltigeren Entwicklung voran bringen wollen - benötigen personale, soziale, kognitiv-methodische und sachlich-fachliche Kompetenzen. Dies hat eine qualitative Inhaltsanalyse ausgewählter Kompetenzsystematiken aus den Bereichen "Change Management" (Wandel in Organisationen), berufliche Bildung, Bildung für nachhaltige Entwicklung und Berufsbildung für nachhaltige Entwicklung gezeigt. Den personalen Kompetenzen fällt dabei eine besondere Bedeutung zu, da sie ebenfalls Persönlichkeitseigenschaften einschließen. Es konnte gezeigt werden, dass die allgemein diskutierten Kompetenzsystematiken implizit Aspekte jener Kompetenzen aufweisen, die im Kontext von Nachhaltigkeit angeführt werden - Nachhaltigkeit ist also auf Kompetenzebene an die Konzeptionen von Wandel und beruflicher Bildung anschlussfähig.
In recent years, policies to promote renewable energy have become increasingly popular among municipalities in different parts of the world. This article examines the case of Germany. It argues that municipalities, compared to other state and private actors, already have the potential to play a key role in German renewable energy governance. Although both private actors and the European Union have gained importance in the past 20 years, German municipalities still play a crucial role and can apply five distinct and important modes of governance in the field of renewable energy policy. In this regard, the notion of a general development towards a "cooperating and ensuring state", which increasingly delegates its tasks and thus becomes less important, cannot be confirmed in the field of municipal renewable energy governance in Germany.
Resource efficiency in production and technological innovations are inadequate for considerably reducing the current use of natural resources. Both social innovations and a complementary and equally valued strategy of sustainable consumption are required: goods must be used longer, and services that support collaborative consumption (CC) patterns must be extended. "Using rather than owning" strategies, such as product sharing, have the potential to conserve resources. Based on the results of different German studies, this article highlights the resource-saving potentials of CC patterns and recommendations proposed for policies and further research questions. The purpose of this paper is to show that a general resource-saving potential can be realized by "use rather than own" schemes, depending on the application field and the framework for implementation. CC is suitable for making a positive contribution to achieving the Factor 10 target by playing an important role in changing consumer patterns.

Unfair und trickreich : wie Stromkonzerne mit großer Marktmacht Rekommunalisierungen behindern

The Low Carbon Future Cities (LCFC) project aims at facing a three dimensional challenge by developing an integrated city roadmap balancing: low carbon development, gains in resource efficiency and adaptation to climate change. The paper gives an overview of the first outcomes of the analysis of the status quo and assessment of the most likely developments regarding GHG emissions, climate impacts and resource use in Wuxi - the Chinese pilot city for the LCFC project. As a first step, a detailed emission inventory following the IPCC guidelines for Wuxi has been carried out. In a second step, the future development of energy demand and related CO2 emissions in 2050 were simulated in a current policy scenario (CPS). In parallel, selected aspects of material and water flows for the energy and the building sector were analyzed and modeled. In addition, recent and future climate impacts and vulnerability were investigated. Based on these findings, nine key sectors with high relevance to the three dimensions could be identified. Although Wuxi's government has started a path to implement a low carbon plan, the first results show that, for the shift towards a sustainable low carbon development, more ambitious steps need to be taken in order to overcome the challenges faced.
Our perception of design is changing, for design today is no longer concerned only with aesthetics. Now the key factors are interdisciplinary competence and approaches to problem solving. Both politicians as well as businesses recognise design's hybridity and increasingly implement it as a driver of sustainable development (see Chap. 2: Design as a Key Management Factor for Sustainability).
But what exactly does "sustainability" mean? What does it mean in this specific context? People must make use of natural resources to meet their basic needs. In this process, resources are transferred into commercial circulation and usually transformed into products with a particular function. Yet the environment is limited and humanity uses more resources than the Earth can sustainably provide. It is time to rethink and generate the same usage while consuming fewer resources (see Chap. 3: Environmental Space - Challenging Transitions).
Most countries have incorporated sustainability strategies into their political agendas in order to counteract the threats of climate change caused by the overuse of natural resources, high CO2 emissions, and other factors. The indicators for these strategies vary greatly from country to country (see Chap. 4: Sustainability - Challenges, Politics, Indicators).
These indicators need to be taken into account if we are to successfully implement a product or service within a specific context. A concept can only be successful when country-specific indicators are taken into account and the societal context is incorporated into the plan right from the start. The goal is to develop services that support national sustainability targets in production and consumption systems (see Chap. 5: Managing Sustainable Development).
When it comes to companies, these changes can simply be introduced in the form of services or products. In the end, it is the users who decide on the success or failure of innovative solutions by either integrating them into their daily lives or ignoring them. Solutions will only be integrated into users' lives when their role within the social framework remains unchallenged by behavioural transformations caused by use of the solution. In order for users to be able to adopt innovations, sustainable development must take place simultaneously on many different levels. These multi-levelled transitions allow for the transformation of society as a whole. Designers can act as agents of change by providing the needed innovations (see Chap. 6: Transition Requires Change Agents for Sustainability).
If we are to develop suitable solutions and new approaches, the real needs have to be analysed at the beginning of the development process. New physical products, which frequently result in auxiliary products, are often developed without taking into account the overall context, whereas the development of service-orientated solutions is ignored. A physical product is not absolutely necessary. A service (which is naturally dependent on physical products) can usually fulfil the need just as well - or perhaps even better and at a lower cost – while using fewer or no resources (see Chap. 7: Needs & Services - An Approach). There are a variety of possible approaches to integrate sustainability into the design process (see Chap. 8: Design Process).
Precisely which solution is "most or more sustainable" (this is dependent on the defined targets and the indicators used) is often not immediately obvious, and we must turn to a set of methods for a transparent and tangible assessment (see Chap. 9: Sustainability Assessment in Design - Overview and Integration of Methods).
The European electricity market is linked to a carbon market with a fixed cap that limits greenhouse gas emissions. At the same time, a number of energy efficiency policy instruments in the EU aim at reducing the electricity consumption. This article explores the interactions between the EU's carbon market on the one hand and instruments specifically targeted towards energy end-use efficiency on the other hand. Our theoretical analysis shows how electricity demand reduction triggered by energy efficiency policy instruments affects the emission trading scheme. Without adjustments of the fixed cap, decreasing electricity demand (relative to business-as-usual) reduces the carbon price without reducing total emissions. With lower carbon prices, costly low emission processes will be substituted by cheaper high emitting processes. Possible electricity and carbon price effects of electricity demand reduction scenarios under various carbon caps are quantified with a long-term electricity market simulation model. The results show that electricity efficiency policies allow for a significant reduction of the carbon cap. Compared to the 2005 emission level, 30% emission reductions can be achieved by 2020 within the emission trading scheme with similar or even lower costs for the industrial sector than were expected when the cap was initially set for a 21% emission reduction.

Many European city governments have voluntarily committed to ambitious CO2-emission reduction targets until 2020 and 2050. Supported by dedicated structures and networks (e.g. Covenant of Mayors), local governments have already developed, or are currently developing, ambitious climate action plans, all pursuing the aim of radical CO2-emission reduction in the long term.
Though, the development of climate action plans is only a first step, as the actual crucial and more challenging part its implementation. Besides financial investments also additional capacities, improved institutional structures and innovative strategies are necessary to successfully implement ambitious policies within existing national and regional framework conditions. There is often more competition than co-operation between cities. However, exchanging on common challenges in order to find new solutions provides potential for innovative ideas and new views on own structures. In particular, methods and formats for self-assessment and mutual learning can support cities' stakeholders to overcome their implementation gap in local energy and climate policies.
This paper will present results from the first phase of the three year project "CASCADE", which was initiated by 19 European cities in co-operation with EUROCITIES. Within the project, implementation challenges are being addressed in an intensive process of self-assessment and mutual learning. The methodological "backbone" of this process is a qualitative benchmarking framework in the thematic fields of "Renewable energy sources and distributed energy generation", "Energy efficient buildings and districts" and “Energy in urban transport”. Up to a certain degree, existing local climate policy benchmarks provide a common exchange platform, but mainly for the comparison between cities. The CASCADE benchmarking framework goes beyond competitive comparisons. As a qualitative criteria-based assessment procedure it identifies key challenges and factors for a successful implementation of established local climate policy plans. These factors have been developed from a qualitative survey including interviews and workshops with representatives of the participating cities.
Six cities serve as examples. Self-assessment reports were provided based on the CASCADE benchmarking framework focussing on the implementation status of their local climate policies. These reports were reevaluated by four or five project partners from different cities in a desk-review process. During subsequent four-days peer learning visits, the CASCADE benchmarking framework was used again as a tool for an in-depth assessment of the local climate and energy action plans and the local activities towards implementation of these strategic documents. Finally, the visitors drafted a feedback report with recommendations and improvements for the hosts.
The paper describes the methodology of the CASCADE benchmarking framework for integrated learning, its applicability for peer learning processes, as well as first experiences and results from the peer learning visits.
Conventional new buildings in OECD countries with a history of building codes save about 50 % of energy compared to average buildings in the building stock. This improvement, however, is not enough to create a building standard with low lifetime costs nor to reach long-term climate protection targets. Much higher energy savings can already be achieved through proven high-efficiency building concepts bringing net economic benefits among other advantages.
A strategic approach to integrated building design is the key to achieving these high-energy savings at low or no extra cost in residential buildings. In our paper we describe the "Easy Efficiency Approach", which can reduce primary energy consumption by 40 to 60 % compared to conventional new building standards, or by 70% to 80% when compared to the primary energy consumption of the existing building stock, and should be regarded as the minimum. This strategy focuses on low-cost options, mainly passive options. Although it can already significantly reduce energy consumption, this first step will not be sufficient to reach long-term climate protection goals. It is thus necessary to implement and support what we call an "Advanced Efficiency Approach", with savings up to 90% , as compared to new building standards, as soon as possible to avoid lock-in effects. Further improvements, especially through the active use of renewable energies, reduce the net primary energy demand to 0 % and beyond.
According to the chosen strategy clearly defined energy performance ranges, with reference to possible savings, for different climate zones worldwide are given. In verifying this approach simulations with BAT (Best Available Technologies) buildings of different types (single family, multi family, high rise) were carried out in close cooperation with project partners. This data has also been verified through an empirical database of built examples both for energy consumption as well their economic soundness.
Strategic policy packages to deliver energy efficiency in buildings : their international evidence

The project "bigEE - Bridging the Information Gap on Energy Efficiency in Buildings" presents comprehensive information for energy efficiency in buildings and the related policy on the international internet-based knowledge platform bigee.net.
To develop the evidence-based information required for bigee.net, we addressed in a different and more systematic way than usual the question of how policy can support improved building energy efficiency most effectively: We combined (1) a theoretical, actor-centred analysis of market-inherent barriers and incentives for all actors in the supply and use chain of (energy-efficient) buildings to derive a recommended package combining the types of policies and measures the actors need to overcome all these barriers, with (2) empirical evidence on model examples of good practice policy packages to check if advanced countries have indeed used the combination of policies we derived from the actor-centred analysis.
In this way, we found that the recommendable policy package for new buildings is similar to the well-known one for appliances, but with the objective to mainstream nearly zero energy buildings. By contrast, the task for existing buildings is two-dimensional - increasing the depth of renovation first, to savings of 50 to 80%, and then the rate of energy-efficient renovation to 2% or more p.a. - and so the policy package needs more emphasis on individual advice, incentives, and financing. The paper presents the recommended packages as well as a comparison of existing national policy packages from California (USA), China, Denmark, Germany, and Tunisia and what we learned from it for effective packages and implementation.
ESCOs for residential buildings : market situation in the European Union and policy recommendations

Refrigerators and freezers (subsumed under the term "cold appliances") are among the most widely used electrical appliances in the residential sector all around the world. Currently, about 1.4 billion domestic cold appliances worldwide use about 650 TWh electricity, which is 1.2 times Germany’s total electricity consumption, and cause CO2 emissions of 450 million tons of CO2eq.
Although the specific electricity consumption per volume of cold appliances has decreased during recent years due to technical progress and policy instruments like labelling and eco-design requirements, total worldwide energy consumption of these appliances is on the increase. Scenario calculations were carried out for 10 world regions by the Wuppertal Institute. Results show that about half of the energy consumption could be saved with the most energy-efficient appliances available today, and even higher savings will be possible with next generation technologies by 2030. According to the analysis, these savings are usually very cost-effective.
All these aspects are part of the new website "bigEE.net - Your guide to energy efficiency in buildings" which aims to provide information about technical options but also about policies to support the development of energy-efficient appliances.
To initiate and foster market transformation of energy-efficient appliances it is highly advisable for policymakers to generate appliances-specific policy packages. Since each regional market has its specificity (e.g. energy prices, typical appliance affecting the cost effectiveness of efficient appliances), the barriers for the market transformation of single product groups are also specific and need to be addressed by appropriate policies and measures. Elements of measures to build appropriate specific policy packages for refrigerators will be presented in the paper, and the refrigerator package from California (USA) demonstrates the successful implementation of a sector-specific package.
As part of the discussion on a new international climate agreement, which is supposed to be concluded by 2015, the European Commission conducted a stakeholder consultation, to which the Wuppertal Institute contributed. The Wuppertal Institute suggests that Parties should revisit the widely shared assumption that there is a trade-off between climate protection and economic well-being. The problem is not so much the macro-economic outlook. The problem is that climate policy causes substantial distributional impacts and thus naturally leads to resistance. The Wuppertal Institute recommends to reconsider the political wisdom of the quantity-based approach that climate policy has so far been based on. As long as emissions are seen as inextricably linked to economic well-being, framing commitments in terms of emission reductions directly triggers the perspective of seeing climate protection as an economic loss. Commitments should ideally be multi-dimensional. Possible types of commitments to consider may include scaling up certain climate-friendly technologies, improving energy efficiency, limiting fossil fuel use and fossil fuel extraction, or emission price commitments. The strongest mobilisation of political support might perhaps be achieved by framing commitments as a joint international undertaking to provide universal access to sustainable energy services by a specific date.

Several low-carbon energy roadmaps and scenarios have recently been published by the European Commission and the International Energy Agency (IEA) as well as by various stakeholders such as Eurelectric, ECF and Greenpeace. Discussions of these studies mainly focus on technology options available on the electricity supply side and mostly omit the significant challenges that all of the scenarios impose on the energy demand side.
A comparison of 5 decarbonisation scenarios from 4 of the most relevant recent scenario studies for the EU shows that all of them imply significant efficiency improvements in traditional appliances, usually well above levels historically observed over longer periods of time. At the same time they assume substantial electrification of transportation and heating. The scenarios suggest that both of these challenges need to be tackled successfully for decarbonising the energy system.
With shares of renewable electricity reaching at least 60 % of supply in 2050 in almost all of the decarbonisation scenarios, the adaptation of demand to variable supply becomes increasingly important. This aspect of demand side management should therefore be part of any policy mix aiming for a low-carbon power system.
Based on a quantitative analysis of 5 decarbonisation scenarios and a comparison with historical evidence we derive the (implicit) new challenges posed by the current low-carbon roadmaps and develop recommendations for energy policy on the electricity demand side.
The role of cities in mitigating GHG emissions and thus tackling global warming has gained importance over the last years.Many cities have developed climate action plans, primarily to achieve long-term "low-carbon" mitigation goals set by national governments or (inter)national agreements. A mere adoption of high level targets, however, raises the question whether these targets are applicable for cities with very different framework conditions.
We argue that it is crucial to understand the socio-economic, geophysical, spatial, infrastructural and political framework of a city - a broad approach, which is generally missing in climate action plans. Thus, determining drivers and barriers for future development paths is neglected by local policies, which leads to a gap between ambition (target) and reality (implementation).
We exemplarily examine this hypothesis for the shrinking city of Oberhausen (Germany). Oberhausen, located in the Ruhr area,is a typical old industrial region, which has seen a decline of its industrial basis over the last decades. We analysed historical data and developed scenarios until 2030. Both show a significant decrease in CO2 emissions. A closer look, however, reveals that the reduction is primarily due to the economic transformation (less manufacturing, more service industry, accompanied by a decrease in population) and general energy efficiency developments following the implementation of national and EU policies. Although the city has implemented–and will further implement - many instruments and policies to reduce CO2 emissions, local barriers such as unemployment, low rents, low income, high per capita debts, etc. dramatically reduce the city's capacity for action.
The results show that Oberhausen's emission reductions do not reflect active energy policies but are mainly driven by an economic decline. To reach ambitious reduction targets, however, the city needs to be enabled to take action in achieving appropriate and reasonable targets.
Shifting baselines : the interdependency of local and national policies to reduce GHG emissions

Climate change and thus low-carbon transitions are global challenges, which require commitment and effort on all political levels. As international climate politics has approached its limits over the last two decades, the role of cities has simultaneously gained in importance. Many cities1 worldwide have committed to ambitious climate protection targets, which often exceed national targets. However, cities cannot act in isolation. Their opportunities for action are embedded in an (inter)national policy framework, which may either support or hinder local actions. This gives rise to the question: which opportunities for climate protection do cities really have in a political system of multi-level governance?
This question can be illustrated using the city of Hamburg as an example for the German climate policy regime. The city aims to reduce its annual CO2 emissions by 2 million metric tons and attempts to quantify the impact of local and national policies and actions using a bottom-up monitoring approach. We therefore analyse more than 400 local actions with respect to the induced CO2 emission reductions. We also take a closer look at national and European policies and their impacts on local energy use and emissions. In total, 15 policies and instruments - broadly ranging from instruments to foster energy efficiencyin residential and non-residential buildings, in appliances and in the transport sector, to support renewable energy sources (including biofuels) and to uptake CHP - are considered.
Our approach consists in measuring separately the impact of local and national policies and actions on urban CO2 emissions. While the city of Hamburg has implemented many policies and actions, our results show that, a significant proportion of its CO2 reduction is due to national policies, in the context of the German "Energiewende", which cannot or can only indirectly be influenced by the city. The results imply that local commitment and effort is essential in addressing the global challenge, yet ambitious targets can only be met in the presence of a supportive national policy framework. The analysis shows that many policies and measures implemented at national level require supportive structures and activities at local level in order to bridge information and implementation gaps of these measures.
What makes a good policy? : Guidance for assessing and implementing energy efficiency policies

Which factors are crucial to successfully design and implement a "good practice" policy to increase the energy efficiency of buildings and appliances? This is one of the main challenges for the new web platform bigee.net that provides guidance on good practice policies.
In this paper we examine the question what "good practice" is by presenting a multi-criteria assessment scheme to analyse different policies worldwide.
The assessment scheme contains a set of criteria addressing key factors leading to the success of a policy as well as its outcomes: a good policy addresses all market players and barriers, avoids lost opportunities and lock-in effects, has ambitious and regularly updated energy efficiency levels, and spill-over effects. Other criteria are high energy savings and the calculated cost-effectiveness.
The assessment scheme provides a standardised data collection approach, which paves the way for both qualitative and quantitative evaluation. Furthermore, it can help policy-makers to transfer a successful policy.
The development of the scheme is based on a literature review of worldwide implemented policies and measures that promote energy-efficiency of buildings and appliances. Criteria were operationalized, including a ranking between 0 and 10. The ranking is a decisive factor whether the policy qualifies as good practice. To demonstrate the practicability of this scheme, the paper analyses a good practice example according to the assessment scheme: Energy-Efficient Refurbishment and Energy Efficient Construction programmes of the German public bank KfW.

Da der Energiemarkt allein den Umbau der Energieversorgung nicht stemmen kann, ist die Politik gefordert. Neben dem weiteren Ausbau von erneuerbaren Energien gilt es, Energieeffizienzmaßnahmen zu forcieren und das Potenzial des Energiesparens auszuschöpfen. Energieanbieter müssen verpflichtet werden, bei der Zielerfüllung eine konstruktivere Rolle zu spielen als bisher.
The greenhouse gas balance

Die Menschheit ist seit wenigen Jahrzehnten in eine Epoche eingetreten, in der sie die globalen ökologischen Randbedingungen ihres Zusammenlebens und Wirtschaftens selber massiv beeinflusst ("Anthropozän"). Nur durch eine "große Transformation" (WBGU) scheint es möglich, im Jahr 2050 für rund 9 Milliarden Menschen Wohlstand innerhalb der gegebenen globalen ökologischen Grenzen zu gewährleisten. Ein solch umfassender Wandlungsprozess benötigt dabei mehr als rein technologische Veränderungen. Es handelt sich um ein Transformationsprogramm auch auf ökonomischer, institutioneller und kultureller Ebene. Das Verständnis für diese mehrdimensionalen Veränderungen kann als "Transformative Literacy" bezeichnet werden. Eine solche Fähigkeit bzw. Bildung ist heute in Politik, Wirtschaft und Gesellschaft erst in Ansätzen verankert. Der Beitrag gibt einen Einblick in die Bausteine eines solchen umfassenden Wandlungsverständnisses. Im Ausblick zeigt er drei aktuell dominante "Schulen" der Transformationsdebatte auf und beleuchtet sie vor dem Hintergrund des Bezugsrahmens.
Die "Große Transformation" erfordert neue Formen des Wissens und der Integration von Wissen. Die sich ergebenden Herausforderungen lassen sich mit dem Begriff der transformative literacy rahmen. Sie beschreibt die Fähigkeit, Informationen über gesellschaftliche Veränderungsprozesse zu verstehen und eigenes Handeln in diese Prozesse einzubringen. Sie hat eine technologische, ökonomische, institutionelle und kulturelle Dimension - wobei oft die technologische Sicht auf Veränderungsprozesse dominiert. Um die "Große Transformation" zu meistern, muss dieses Ungleichgewicht beseitigt werden.
Die Studie untersucht das Potential der deutschen Forschungslandschaft für nutzerintegrierende Produkt- und Dienstleistungsinnovationen. Sie zeigt auf, dass Living Labs mit zunehmender Mensch-Technik-Interaktion eine wichtige Rolle für nachhaltige Entwicklung spielen können. Living Labs zielen auf eine frühzeitige Integration von Nutzerbedürfnissen und des Anwendungskontextes in Forschungs- und Innovationsprozesse. Sie können beispielsweise Lösungen zur Erhöhung der Akzeptanz ressourcenschonender Systemlösungen oder zur Vermeidung von negativen systemischen Auswirkungen auf den Ressourcen- und Energieverbrauch bieten.
In der Potentialstudie werden Anwendungsfelder von Living Labs identifiziert sowie Aspekte, die für die Entwicklung des Forschungs- und Innovationssystems relevant sind, untersucht. Weiterhin werden Handlungsoptionen zur Förderung transdisziplinärer Verbundprojekte und zu strukturbildenden Maßnahmen aufgezeigt. Die Studie basiert auf den Ergebnissen des Projekts "Nachhaltigkeitsinnovationen im Living Lab", welches vom Bundesministerium für Bildung und Forschung (BMBF) gefördert wurde, und ist am Wuppertal Institut in Zusammenarbeit mit dem Fraunhofer-Institut für Arbeitswirtschaft und Organisation (IAO), dem Fraunhofer-Institut für System- und Innovationsforschung (ISI) sowie dem Faktor 10-Institut entstanden ist.
The transition to renewable energy systems : on the way to a comprehensive transition concept

Ausgangspunkt einer Bewertung des Standes der Energiewende ist die Verständigung darüber, was sie konkret umfasst. Hier bietet sich die Zielmatrix des Energiekonzepts der Bundesregierung vom Herbst 2010 an, die allerdings um folgende Punkte zu erweitern ist: vollständiger Ausstieg aus der Atomenergie bis zum Jahr 2022; Steigerung des Anteils der Kraft-Wärme-Kopplung an der gesamten Stromerzeugung bis 2020 auf 25 Prozent.

Erneuerbare Energien und Energieeffizienz sind die Schlüsselstrategien für die Umsetzung einer klimaverträglichen Energieversorgung in Deutschland und weltweit. Dieser Beitrag soll die Kopplung zwischen erneuerbaren Energien und Energieeffizienz im Kontext von Systemlösungen aufzeigen. Diese Systemlösungen sollten schon sehr frühzeitig und systematisch im Kontext von technologischen Lösungen, von Infrastrukturansätzen und von Politikansätzen bedacht werden.

The article argues for a need to overcome a conventional notion of product design. In this regard, the article offers an integrative and systemic approach to sustainable design. Instead of focusing on objects, a user-centred perspective is adopted. A sustainable design of products and services requires the integration of production-orientated (efficiency and consistency) and consumption-orientated (sufficiency) strategies. The article introduces the concept of an indicator that is capable of comprehending a lifecycle-wide analysis of products and that favours the integration of existing sustainability strategies. The goal is not to design sustainable products but rather to design systems that manage to foster sustainable lifestyles. The article illustrates the usability of the introduced concept by showing examples of strategic integrative thinking in sustainable design from the Sustainable Summer Schools.

Time for pilots : discussions on new market-based mechanisms show little movement of positions

Current production and consumption patterns remain unsustainable: Global economic growth reaches planetary boundaries and puts increasing pressure on the world's natural resources. Whereas most economic actors just react to environmental pressures, proactive market actors and other non-governmental organisations, e.g. greentec firms or fair trade organisations, turn them into market opportunities or even create standards or certification schemes as promising problem-solving market instruments in global value chains. However, how legitimate are standards and certification schemes developed by collaborating non-state actors for sustainability in global value chains? What are conditions for the success of those market-based governance mechanisms? This paper discusses the legitimacy and effectiveness of standard setting in the case of palm oil and focuses on the Roundtable of Sustainable Palm Oil (RSPO) as the first global standard setting initiative in this respect. Conditions for the success of sustainability standard setting in global value chains are identified based on the concept of non-state market-driven (NSMD) governance, based on literature review and expert interviews on standard setting. Results from the case study on RSPO highlight strengths and weaknesses of its standard setting process in the light of increasing market demand for palm oil.
Industrialized countries have committed to providing "new and additional" funding to developing countries for climate change mitigation and adaptation. However, lack of a common definition of "new and additional" undermines the climate process. This article aims to contribute to the discussion on the principle of additionality by assessing possible definitions. The article first contextualizes the guiding principles that led to the endorsement of "new and additional" finance within the history of international climate negotiations. Second, we survey definitions of "new and additional" put forward by industrialized countries as well as further proposed definitions put forward by scholars. Third, we assess the respective strengths and weaknesses of these definitions.
Our analysis shows that there is no singular formula that would resolve the problem of how to define additionality. Definitions that would be politically acceptable to developed countries are subject to gaming while definitions that are technically robust are politically difficult. We conclude that a combination of using innovative sources and defining specific future levels of development assistance ex ante may offer the best prospects for resolving the climate finance conundrum.
Economy of sufficiency : essays on wealth in diversity, enjoyable limits and creating commons

Another summit of change, known as Rio+20, has passed in summer 2012, nourishing the rumours of a green economy. Building up a green economy seems to be the all over recipe for different crises of capitalism, among them climate change and resource scarcity. Yet efficiency and consistency, as their main strategies, do not suffice to reach sustainable levels, as they cause rebound effects and keep stimulating economy growth. Obviously, there are limits to green growth, too. Can we conceive an economy, and respective economic institutions, that serve human needs and wealth without a built-in necessity to grow? What kind of political, mental, and individual changes does a sufficiency economy require? And what are perspectives and policies to actually start implementing it?
Just before Rio +20 the symposium "Economy of Sufficiency", devoted to Wolfgang Sachs on the occasion of his 65th birthday in 2011, examined these questions in three dimensions. Accordingly this selection of contributions to the symposium follows the chapters "Wealth in diversity" (Ashok Khosla, Marianne Gronemeyer, Vandana Shiva), "Enjoyable limits" (Richard B. Norgaard, Tim Jackson) and "Creating commons" (Ezio Manzini, Silke Helfrich).
The essays indicate the historical development of the ideas on a sufficiency economy. Wandering through discourses of sustainable development for several decades, the authors map the range of perspectives, practices as well as barriers and bridge them between cultures, agencies and schools.
This report analyses the international climate negotiations at the UN climate conference in Warsaw in November 2013. The report covers the discussions under the Durban Platform on developing a new comprehensive climate agreement by 2015 and increasing short-term ambition as well as the issues relating to near-term implementation of previous decisions in the areas of emission reductions and transparency, adaptation, loss and damage, finance and technology. The report concludes that Warsaw once again starkly highlighted the sharp divisions and lack of trust among countries. Industrialised countries' collective lack of leadership strongly contributed to re-opening the traditional North-South divide. As a result, on many issues the outcomes hardly go beyond the lowest common denominator. The conference only agreed on the bare minimum to move the 2015 process forward and also made no headway in strengthening short-term ambition. Some progress was made with the establishment of the "Warsaw international mechanism for loss and damage associated with climate change impacts" and the completion of the rules for reducing emissions from deforestation and forest degradation. However, here as well further substance, in particular financial support from industrialised countries, is required to actually fill these mechanisms with meaning. If countries want to escape from groundhog day, they will have to start seeing and utilizing the UN climate process rather differently.
Indikatoren für ein quantitatives und qualitatives Monitoring werden sowohl für einzelne Maßnahmen als auch für ein Abfallvermeidungsprogramm hergeleitet. Die knapp 300 Maßnahmen zur Abfallvermeidung durch die öffentliche Hand aus der Beispielsammlung des Vorläuferprojektes werden zunächst bewertet und konsolidiert. Entlang der Lebenswegstufen Rohstoffgewinnung, Produktgestaltung, Produktion, Logistik, Handel, Einkauf, Nutzung und Abfallentsorgung werden diese systematisch gruppiert. Das Abfallvermeidungspotenzial und die ökologischen Auswirkungen ausgewählter Einzelmaßnahmen werden orientierend bewertet. Die wesentlichen Effekte werden durch die Vermeidung von Umweltbelastungen bei den "vermiedenen" Produktionsaufwendungen, z.B. durch die intensivere Nutzung und die Verlängerung der Lebensdauer von Produkten, erzielt. Dazu gehört auch die Förderung eines Gebrauchtwarenmarkts zur Wiederverwendung von Waren. Ökonomische und soziale Auswirkungen werden punktuell beschrieben. Basierend auf der Bewertung werden geeignete Abfallvermeidungsmaßnahmen für das nationale Abfallvermeidungsprogramm vorgeschlagen.
A cost-minimizing electricity market model was used to explore optimized infrastructures for the integration of renewable energies in interconnected North African power systems until 2030. The results show that the five countries Morocco, Algeria, Tunisia, Libya and Egypt could together achieve significant economic benefits, reaching up to EUR 3.4 billion, if they increase power system integration, build interconnectors and cooperate on joint utilization of their generation assets. Net electricity exports out of North Africa to Europe or Eastern Mediterranean regions, however, were not observed in the regime of integrated electricity markets until 2030, and could only be realized by much higher levels of renewable energy penetration than currently foreseen by North African governments.
Both focus group discussions and information-choice questionnaires (ICQs) have previously been used to examine informed public opinions about carbon dioxide capture and storage (CCS). This paper presents an extensive experimental study to systematically examine and compare the quality of opinions created by these two research techniques. Depending on experimental condition, participants either participated in a focus group meeting or completed an ICQ. In both conditions participants received identical factual information about two specific CCS options. After having processed the information, they indicated their overall opinion about each CCS option. The quality of these opinions was determined by looking at three outcome-oriented indicators of opinion quality: consistency, stability, and confidence. Results for all three indicators showed that ICQs yielded higher-quality opinions than focus groups, but also that focus groups did not perform poor in this regard. Implications for the choice between focus group discussions and ICQs are discussed.
This article presents the accounts of China's Total Material Requirement (TMR) during 1995–2008, which were compiled under the guidelines of Eurostat (2009) and with the Hidden Flow (HF) coefficients developed by the Wuppertal Institute. Subsequently, comparisons with previous studies are conducted. Using decomposition, we finally examine the influential factors that have changed the TMR of China. The main findings are the following: (1) During 1995–2008 China's TMR increased from 32.7 Gt to 57.0 Gt. Domestic extraction dominated China’s TMR, but a continuous decrease of its shares can be observed. In terms of material types, excavation constituted the biggest component of China's TMR, and a shift from biomass to metallic minerals is apparent; (2) Compared with two previous studies on China's TMR, the amounts of TMR in this study are similar to the others, whereas the amounts of the used part of TMR (Direct Material Input, DMI) are quite different as a result of following different guidelines; (3) Compared with developed countries, China's TMR per capita was much lower, but a continuous increase of this indicator can be observed; (4) Factors of Affluence (A) and Material Intensity (T), respectively, contributed the most to the increase and decrease of TMR, but the overall decrease effect is limited.
Improving material efficiency in the manufacturing industry is a sustainability imperative for companies due to economic and environmental advantages such as the reduction of material costs and resource use. Innovative solutions in terms of material efficiency measures are diverse and widespread. As a systematic assessment of efficiency approaches and their effects are likely to support dissemination and deployment, this paper aims to develop an approach that helps to classify material efficiency measures. The classification approach presents different dimensions and properties of material efficiency measures based on a literature analysis regarding existing classification approaches as well as on work that has been conducted for the Eco-Innovation Observatory. The classification has been designed as basis for an empirical impact assessment of material efficiency measures based on a data sample that stems from the German Material Efficiency Agency.

Selbst das eingestaubte Bild einer "Ökodiktatur" dient wieder als Schreckgespenst und Wahlkampfhilfe. Dabei lohnt es sich sehr wohl, über das Verhältnis von Staat und individueller Freiheit zu streiten. Uwe Schneidewind und Angelika Zahrnt zeigen in dem Buch, wie dieses Verhältnis im Zeitalter der Nachhaltigkeit neu auszutarieren ist und ein zeitgemäßer Liberalismus aussehen kann. Das Buch erweitert den Blick auf die Debatte über die Wohlstandspolitik und es provoziert. Eine gute Politik sorgt dafür, dass eine Vielfalt individueller Lebensstile möglich ist, ohne die Lebensentwürfe anderer einzuschränken. Sie schafft Möglichkeitsräume für gutes Leben, so die beiden Autoren. Von einer ökologisch orientierten Wirtschaftsordnung über die Gestaltung einer auf das richtige Maß setzenden Stadt- und Verkehrspolitik bis zu neuen Impulsen in der Verbraucher-, Arbeits- und Gesundheitspolitik reichen dabei die Ansatzpunkte einer Suffizienzpolitik. Das Buch zeigt die Ansätze auf und entwickelt daraus ein umfassendes politisches Programm.
The Sino-German project "Low Carbon Future Cities" (LCFC) aims to develop a low carbon strategy for its Chinese pilot city Wuxi. The strategy primarily focuses on carbon mitigation, but also considers links with the issues of resource efficiency and adaption to climate change. This report written by Daniel Vallentin, Carmen Dienst and Chun Xia offers strategic examples of good practice and makes recommendations to Wuxi city government about the changes that key sectors can adopt in order to comply with its low carbon targets. The recommendations are based on scientific analyses which were undertaken earlier in the LCFC project.
This report provides an overview of current activities regarding climate change mitigation in six emerging economies: Brazil, China, India, Mexico, South Africa and South Korea. We cover the institutional set up, measurement, reporting and verification systems for greenhouse gases and mitigation policies and measures. The analysis also addresses existing barriers to mitigation and considers where the international community could provide support to remove these.

Bisherige Berechnungsmethoden erlaubten es dem Speicherbetreiber nicht, Strategien für einen zweiten Markt zu entwickeln. Die Opportunitätskosten der eingeschränkten Angebotsflexibilität auf dem Spotmarkt bestimmen deswegen die Kapazitätskosten für Gebote auf Reservemärkten, woraus sich Konsequenzen für einen optimierten Speicherbetrieb ergeben.

The eighteenth Conference of the Parties (COP 18) to the United Nations Framework Convention on Climate Change (UNFCCC) and the ninth Conference of Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 8) came to a close in the evening of 8 December 2012. This report lays out the main developments in Doha and assesses the main outcomes. The first chapter outlines the overall situation coming into Doha. The subsequent chapters cover the negotiations on the future of the Kyoto Protocol, the discussions under the Durban Platform on developing a new comprehensive climate agreement by 2015 and increasing short-term ambition, and further near-term action under the UNFCCC.

How does an average, aging society deal with the challenges of climatic and demographic change? In reality, the effects vary regionally. This paper explores how an urban society responds to the challenge of increasing summer temperatures using the example of Aachen, a city in North Rhine-Westphalia, Germany. The research started with the perception of heat in the working and living environment of older and thus particularly vulnerable residents. As actors of urban development actively influence living and working conditions, their projected need for action is compared to the results of a survey of the residents. It clearly showed that demographic, socio-cultural, spatial, and construction factors affected the perceptions of the residents. Climate change awareness and possible adaptation measures usually exist, but, in general, initiatives are only taken if the effect is noticed by an individual. Although not all residents and stakeholders of Aachen perceived heat waves as a problem, a variety of adaptation strategies could be established. They ranged from aspired lifestyle over individual and short-term behavioral changes to urban planning, architectural and technical measures. These measures can be used to raise awareness of climate issues and implement adaptation strategies. Thereby, all stakeholders and residents, employers and employees, homeowners and tenants, planners, architects and developers, investors and users, etc., are asked to take responsibility within their field.

Bislang geschieht das zu wenig, weil das Wachstumsmantra des Bruttoinlandsprodukts den Blick auf soziale und ökologische Notwendigkeiten verstellt.
Die Einsicht, dass es notwendig wäre, ihr Konsumverhalten zu ändern, bringt nur die wenigsten dazu, weniger Fleisch zu essen oder das neueste Produktmodell zu ignorieren. Suffizienten Konsumpraktiken stehen unterschiedliche innere und äußere Hindernisse im Weg. Die gute Nachricht: Sie lassen sich beseitigen.
Die Entscheidung für ein von volatilen Erzeugungsquellen dominiertes Stromsystem stellt an die Stabilisierung des Systems neue Anforderungen. Zugleich bieten sich neue Optionen. Die bisherige Asymmetrie, nach der für die Stabilisierung die Kraftwerksseite verantwortlich sei, ist überkommene Praxis, deswegen auch heute habituell naheliegend, aber vermutlich nicht länger effizient. Die im Titel genannten nachfrageseitigen Ausgleichsoptionen (SE & DSM) bieten sich an. Im Beitrag wird deren Potential abgeschätzt. In vier Gestaltungsfeldern wird zudem gefragt, ob die bislang von der Politik gegebenen rechtlichen Mandate konsequent SE & DSM als Option berücksichtigen. The relationship between large-scale metal mining and its impacts is a topic of growing discussions in Argentina. Multinational mining corporations publish sustainability reports in order to show their social responsibility and contributions to sustainable development. These reports promote a higher transparency but doubts remain as to its usefulness to improve relationships with communities. By using a descriptive-explanatory method, this study analyses the 2009 Sustainability Report of Bajo de la Alumbrera mine so as to assess its quality and compare the "reality" painted by the company with the views of conflict by critical stakeholders. Results, validated with reports from other years, show the need to improve the information reported for conflictive indicators and, along with local governments, to implement a significant change in the way of making decisions, especially by engaging critical stakeholders.

While strategic studies on natural resources usually focus on the criticality of certain single materials, our paper starts from the inter-linkages between and among resources (called "the resource nexus"). It examines the impact any food and water stress may have on extraction activities in fragile states and regions. According to our approach, conflicts are likely to increase and may escalate in a number of countries, many of which are of relevance for the global supply of strategic materials. Future criticality for European and other industries, thus, is more likely to result from particular regions surpassing their adaptive capacities, and not mainly from limited availability or bottlenecks in the supply chain. The paper first develops a heuristic model of drivers for stress in resource-rich regions. Applying this approach, our paper then develops a global three-layered map along the dimensions of (i) future regional food and water stress, (ii) fragility of countries, and (iii) resource-rich countries with relevant reserves of strategic materials. As a result our paper tentatively identifies 15 countries at high risk and some 30 other countries being at relevant risk of causing resource supply disruptions. The conclusions underline the need to analyse those global inter-linkages and institutional mechanisms for strategic futures studies at a regional scale. As this may go beyond the capacities of actors on commodity markets, our paper also draws conclusions towards the establishment of an international data hub on the global resource nexus and for futures research. The paper points to some of the long-term implications of these issues.
Aufgabenstellung des "Folgeprojekts CCS-Kommunikation" war es, die Bedeutung unterschiedlicher Einflussfaktoren und deren Wechselwirkungen für die Akzeptanz mit Hilfe multivariater statistischer Analysen zu untersuchen. Dabei standen folgende zentrale Fragestellungen im Mittelpunkt der Untersuchungen: Welche Faktoren sind ausschlaggebend für die 1. spontane Einstellung zu CCS? 2. Stabilität spontaner Einstellungen zu CCS? 3. Risiko- und Nutzeneinschätzungen von CCS? 4. Akzeptanz der drei CCS-Prozessschritte?
Diese Fragestellungen wurden mit unterschiedlichen multivariaten statistischen Verfahren und differenziert für unterschiedliche Ebenen oder Sachverhalte untersucht.
Seit der im Jahr 1972 erschienenen Studie "Grenzen des Wachstums" hat sich die ökologische Debatte stark auf die Gefahr der Verknappung von Rohstoffen konzentriert. Die neuere Umweltforschung zeigt, dass noch weit vor dem Ende der fossilen Rohstoffe andere Umweltgrenzen überschritten werden. Der Beitrag widmet sich den sich daraus ergebenden Konsequenzen für Unternehmen.

Die vorliegende Kurzstudie macht deutlich, dass die großen überregionalen Stromkonzerne und ihre regionalen Töchter den kommunalen Bemühungen zur Stromnetzübernahme mit einem ganzen Bündel an Methoden bzw. Strategien begegnen. Sie haben ein hohes Interesse im Sinne einer Besitzstandswahrung, einmal erworbene Konzessionen auch zukünftig behalten zu können.
Gerade jüngere Gesetzesinitiativen und eine Vielzahl von Praxisbeispielen machen deutlich, dass die Konzerne dabei auch vorhandene Lücken im gesetzlichen Regelwerk zu ihren Gunsten nutzen, um Mitbewerber aus dem Feld zu schlagen, und Rekommunalisierungsabsichten der Gemeinden zu erschweren oder zu verhindern. Dazu kommen Maßnahmen, die geeignet sind, politische Entscheidungsträger zu vereinnahmen oder ihre Entscheidungen zu ihren Gunsten zu beeinflussen. In beschriebenen Einzelfällen scheint die Rechtmäßigkeit des Vorgehens sogar zweifelhaft. Aufgrund der unterschiedlichen Erfahrungswerte bietet sich ein Bild einer ungleichen Wettbewerbssituation. Die Strategien überregionaler Energieversorgungsunternehmen zur Besitzstandswahrung auf der Verteilnetzebene entfalten auf diese Weise eine strukturkonservierende Wirkung.
Die im Rahmen dieser Kurzstudie gemachten Recherchen können kein vollständiges Bild aller Strategien abbilden. Es wird aber deutlich, dass die Konzessionen ein hart umkämpftes Gut sind und dass hier von den Altkonzessionären eine Vielzahl von Mitteln eingesetzt wird, um Rekommunalisierungen und neue Konzessionäre zu verhindern. Das veranschaulichen die dargestellten Einzelbeispiele.
Strategien zur Vermeidung des Konzessionsverlustes sind wissenschaftlich bisher kaum untersucht. Die vorliegende Ausarbeitung sammelt vor diesem Hintergrund Fallbeispiele für die Vergabe an Konzessionen an etablierte Konzessionäre und dokumentierte Formen (Gegenstrategien) für erfolgreiche alternative Konzessionsstrategien. Sie ist ein Baustein in der Forschung des Wuppertal Instituts zum besseren Verständnis politischer Akteursstrategien im Bereich der Energiemärkte. Eine systematische Auswertung kann nur in einer umfangreicheren Studie durchgeführt werden.
Deutlich wird, dass es neben einer guten Vorbereitung auf kommunaler Ebene auch zahlreicher Gesetzesinitiativen auf Bundesebene bedarf, um den Konzessionswettbewerb fair ausgestalten zu können. Der vorliegende Bericht beinhaltet daher neben Empfehlungen für Kommunen sowie Erfolgsbeispielen und -faktoren von Netzübernahmen auch Vorschläge für den gesetzgeberischen Handlungsbedarf auf Bundesebene.

Antworten auf diese Frage erforscht derzeit das Verbundprojekt "RessourcenKultur" (Projektlaufzeit 2009-2013, gefördert vom Bundesministerium für Bildung und Forschung). In diesem Band werden anhand verschiedener Fragestellungen die neuesten Forschungserkenntnisse zu betrieblichen Vertrauenskulturen und Innovationen für Ressourceneffizienz in KMU diskutiert sowie die fördernden und hemmenden Bedingungen zur Umsetzung einer RessourcenKultur dargestellt und Handlungsempfehlungen aufgezeigt. Behandelt werden die Themenfelder Bedeutung von Vertrauen und Kultur im Unternehmen, Innovations- und Veränderungsprozesse als Belastung von Vertrauen, Ressourceneffizienzstrategie als Förderung von Vertrauenskulturellen Elementen, Kompetenzentwicklung für Ressourceneffizienzberatung, Betriebliche Umsetzung Ressourceneffizienz und Implikationen für RessourcenKultur.
Allein auf technologische Innovationen und lineares Wachstum zu setzen, reicht nicht länger, um die fundamentalen Umbrüche dieser Zeit zu bewältigen. Ein neues Fortschrittsverständnis gewinnt an Kontur, in dem soziale, institutionelle und systemische Innovationen von zentraler Bedeutung sind. Damit stellen sich auch neue Anforderungen an die Wissenschaft. Wird das deutsche Wissenschaftssystem diesen neuen Herausforderungen gerecht? Zunehmend mehren sich die Zweifel daran. Das Buch analysiert die deutsche Wissenschaftslandschaft und zeigt bestehende Defizite in Forschung und Lehre auf. Es entwickelt die Perspektive einer "transformativen Wissenschaft", die den Weg in ein zukunftsfähiges Wissenschaftssystem weist. Vorangetrieben wird sie derzeit von der organisierten Zivilgesellschaft, in Pionier-Hochschulen und -Instituten, von Vorreiter-Landesregierungen und von Stiftungen und studentischen Initiativen.

Was lässt sich aus dem Emscher-Umbau für die anstehenden Aufgaben in anderen Infrastrukturbereichen lernen?
Um Strom aus regenerativen Energien, der zeitweise nicht in das Stromnetz aufgenommen werden kann, nicht abregeln zu müssen, können neben dem Netzausbau auch verschiedene
Speichertechnologien eingesetzt werden. Hier wird ein Vergleich dieser Optionen hinsichtlich ihrer Eignung für einen nachhaltigen Umgang mit Stromüberschüssen angestellt. Dazu werden mit einer multikriteriellen Analyse (engl. Multi-Criteria Analysis, MCA) sowohl ökonomische als auch ökologische, soziale und technologischeKriterien herangezogen. Die MCA bildet ein wertvolles Werkzeug zur Entscheidungsfindung und dokumentiert einen transparenten und nachvollziehbaren Entscheidungsprozess. Dieser Artikel beschreibt die Struktur der MCA, die zur Bewertung genutzten Kriterien und insbesondere den Gewichtungsprozess, der einen wichtigen Aspekt der MCA darstellt.

The transport sector is the second largest and one of the fastest growing energy end-use sectors, representing 24% of global energy-related greenhouse gas emissions. The International Energy Agency has developed scenarios for the transport sector within the overall concept of mitigation pathways that would be required to limit global warming to 2 °C. This paper builds on these scenarios and illustrates various passenger travel-related strategies for achieving a 2° transport scenario, in particular looking at how much technology improvement is needed in the light of different changes in travel and modal shares in OECD and non-OECD countries. It finds that an integrated approach using all feasible policy options is likely to deliver the required emission reductions at least cost, and that stronger travel-related measures result in significantly lower technological requirements.
Die Bedeutung von Urban Mining nimmt zu, da das Wachstum der Technosphäre, insbesondere des Baubestandes abnimmt. In den kommenden Jahrzehnten wird in Deutschland regional differenziert ein Gleichgewicht zwischen Zu- und Rückbau erreicht werden. Dann wird ein erheblicher Teil des Materialbedarfs aus Recycling gedeckt werden können. Erste Kommunen wie die Stadt Zürich praktizieren ein integriertes Bestands- und Ressourcenmanagement. Auf nationaler Ebene laufen Untersuchungen zur Dynamik des Materiallagers. Die Entwicklung eines Informationssystems Urban Mining bedarf der Kooperation aller Beteiligten.

The need of recycling obsolete mobile phones has significantly
increased with the worldwide propagation of mobile phones and
their inherent rapid turnover. In this article, we examine the
acceptance of mobile phone return programs by using the
Technology Acceptance Model and multiple case studies. Our
findings can provide valuable recommendations for the setup of
future mobile phone return programs.
Current well-being research often overlooks human dependency on natural resources and undervalues the way environmental impacts affect human activities. This article argues that the capability approach provides an applicable framework for inquiring into ecologically sustainable well-being. Therefore, this pilot study aims to develop a research method for integrating the measurement of natural resource use with capability-based well-being research. Semi-structured interviews were carried out with 18 Finnish minimum income receivers and their natural resource use (material footprints) was measured in five central functionings by using the Material Input Per Unit of Service (MIPS) method. The connections between capabilities, functionings and material footprints are interpreted from a person-centered perspective in order to explain the individual variety in material footprints. The results show that the material footprints of minimum income receivers are smaller than with an average Finn but they still exceed what is estimated to be an ecologically sustainable level of natural resource use.
This paper argues that the contemporary growth paradigm needs to be reconsidered on a micro level of consumption and product service-systems. This becomes necessary since a dynamic link between macro strategies and micro implementation of sustainable growth is missing up to date. Therefore, mainstream sustainability strategies of efficiency and consistency are extended by sufficiency in order to integrate strategies for individual welfare within their social environment. Limits to and drivers for growth are revised and updated socially in terms of qualitative values, diminishing marginal utility or symbolic social distinction. We elaborate a definition of sustainable growth that fosters individual welfare by enhancing social enactment within the boundaries of environmental space. Shifting focus on social aspects in design fosters more sustainable production and consumption patterns while sustaining individual welfare. We derive latent indications for eco-intelligent product service-arrangements and evaluate to concepts by referring to introduced definitions and according indications. With doing so, we illustrate new pathways for the translation of sustainable growth and strategies into product service-systems.
Das Verfahren der Öffentlichkeitsbeteiligung in der Stromnetz-Ausbauplanung : eine erste Bewertung

Der Ausbau der Netze stellt nicht nur technisch, sondern auch politisch und rechtlich eine Herausforderung dar. Einigermaßen Einigkeit besteht wohl darüber, dass das Stromnetz im Zuge der Energiewende um- und ausgebaut werden muss. Darüber hinaus herrschen jedoch beträchtliche Differenzen zwischen der Öffentlichkeit sowie den Übertragungsnetzbetreibern und der Bundesnetzagentur in der Frage, welches Maß an Ausbau notwendig ist. Dies sollte sich im Prozess der Aufstellung des Bundesbedarfsplans Stromnetze in einem sauberen Kompromiss lösen lassen. Eine Analyse des ersten Erstellungsprozesses legt jedoch verschiedene Fehlentwicklungen offen, die rasch angepackt werden sollten.

In welchem Verhältnis stehen Sozialpolitik und Nachhaltigkeit? Welche Schwierigkeiten entstehen im Spannungsfeld zwischen Nachhaltigkeit und Wirtschaftswachstum? Mit diesen und weiteren Fragen des Themenkomplexes beschäftigt sich Uta von Winterfeld gemeinsam mit mehreren Studierenden der Freien Universität Berlin.
Wie die Gesellschaft, so differenziert sich auch das Wissenschaftssystem weiter aus. Immer höhere Spezialisierungen führen zu vermeintlich höherer Produktivität, lässt aber Wirtschaft, Politik und Medien in ihrer Eigenlogik erstarren. Uwe Schneidewind plädiert daher für eine Bürgeruniversität um die verschiedenen Gesellschaftsbereiche neu aufeinander zu beziehen. Er skizziert die Kernbausteine seiner Bürgeruniversität und zeigt den Weg der Wissenschaft zurück in die Mitte der Gesellschaft auf.
Haben Sie auch eine saftige Nachzahlung für Strom- und Heizkosten leisten müssen? Energie wird teurer - das tut besonders denen weh, die sowieso schon jeden Euro zweimal umdrehen müssen. Sollen wir deshalb doch wieder auf (vermeintlich billigen) Atomstrom setzen? Dass es jenseits platter Polemik auch anders geht, zeigt Michael Kopatz. Er stellt Maßnahmen vor, mit denen sich die Energiewende fair und sozial verträglich realisieren lässt. Dreh- und Angelpunkt ist ein nationales Aktionsprogramm gegen Energiearmut. Es beinhaltet unter anderem die Vermeidung von Stromsperren, sozial ausgerichtete Sanierungsprogramme für Gebäude und professionelle Energieberatungen im Haushalt. Nur wenn die Energiewende fair ist und in der Bevölkerung akzeptiert wird, kann sie gelingen.
Several studies in Germany aimed at the development of a sound database on existing waste prevention measures by public bodies at the local, regional and federal levels. These results are the starting point for the creation of a national prevention program, which has to be presented by all European Member States until the end of 2013 - due to the revised European Waste Framework Directive. Based on this empirical foundation, this paper draws conclusions with regard to drivers and barriers for eco-innovations in the field of waste prevention. The analysis shows that an optimized adaptation of information on waste prevention to the needs of specific target groups is still missing but could be a relevant driver. With regard to barriers the results of the study show that waste prevention is by no means always a win–win-situation. Institutional frameworks are missing to coordinate the different interests and for the exchange of experiences that could help to realize learning effects regarding innovation approaches.
Resource use of wind farms in the German North Sea : the example of Alpha Ventus and Bard Offshore I

The German government aims to obtain at least 40 percent of its electricity from renewable sources by 2030. One of the central steps to reach this target is the construction of deep sea offshore wind farms. The paper presents a material intensity analysis of the offshore wind farms "Alpha Ventus" and "Bard Offshore I" under consideration of the grid connection. An additional onshore scenario is considered for comparison. The results show that offshore wind farms have higher resource consumption than onshore farms. In general, and in respect to the resource use of other energy systems, both can be tagged as resource efficient.

The river Emscher is - similar to the river Ruhr - the symbol of one of the internationally most renowned industrial regions: the Ruhr area with its 5 million inhabitants and an important location of key industries such as steel, chemical and materials industry. The revitalisation of the Emscher over the last 20 years marks a new phase in the region's history and is an impressive example of ecological and socio-economic transformation affecting all aspects of life along the river. What can we learn from the Emscher conversion for upcoming tasks in other infrastructure fields?

Based on the European Waste Framework Directive and the German Recycling Management Act of 01.06.2012 the objectives for a national waste prevention programme were defined. As main objective, according to art. 1 WFD, the "prevention or reduction of the disadvantageous impacts of waste generation and management on the human health and the environment" is recommended. Indicators for a quantitative and qualitative monitoring are derived for both, the individual measures as well as for a waste prevention programme.
Carbon recycling, in which organic waste is recycled into chemical feedstock for material production, may provide benefits in resource efficiency and a more cyclical economy - but may also create "trade-offs" in increased impacts elsewhere. We investigate the system-wide environmental burdens and cost associated with carbon recycling routes capable of converting municipal solid waste (MSW) by gasification and Fischer-Tropsch synthesis into ethylene. Results are compared to business-as-usual (BAU) cases in which ethylene is derived from fossil resources and waste is either landfilled with methane and energy recovery (BAU#1) or incinerated (BAU#2) with energy recovery. Monte Carlo and sensitivity analysis is used to assess uncertainties of the results. Results indicate that carbon recycling may lead to a reduction in cumulative energy demand (CED), total material requirement (TMR), and acidification, when compared to BAU#1. Global warming potential is found to be similar or slightly lower than BAU#1 and BAU#2. In comparison to BAU#2, carbon recycling results in higher CED, TMR, acidification, and smog potential, mainly as a result of larger (fossil-based) energy offsets from energy recovery. However, if a renewable power mix (envisioned for the future) is assumed to be offset, BAU#2 impacts may be similar or higher than carbon recycling routes. Production cost per kilogram (kg) MSW-derived ethylene range between US$1.85 and US$2.06 (Jan 2011 US$). This compares to US$1.17 per kg for fossil-based ethylene. Waste-derived ethylene breaks even with its fossil-based counterpart at a tipping fee of roughly US$42 per metric ton of waste feedstock.
This chapter addresses material leakage as a major problem of international open markets for used goods, in particular for used vehicles. It develops elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. The arguments in favour of such a proposal are as follows: Any regulation should actively seek for industry participation, taking advantage of business interest in supplying a sufficient amount of materials while lowering materials cost. It should also address public issues such as sustainability of recycling and waste. A first section analyses contracts as a tool to overcome knowledge problems that occur when many actors are involved. A second short section gives empirical evidence for material leakage in the case of used vehicles from Germany. A third section develops elements of an international metal covenant. A fourth section analyses potential impacts and discusses legal and institutional issues. Finally, some conclusions are drawn.

Deutlich wird, dass eine Transformation Richtung Nachhaltigkeit nicht gelingen kann, wenn alte Rationalitäts muster - wie die vom starken Staat und vom selbstregulieren den Markt - fortbestehen. Dagegen muss ein demokratischer Prozess stehen, der auf den Fähigkeiten der Bürger(innen) basiert und der emanzipatorische und herrschafts kritische Bewegungen stärkt.

Die Suche nach einem Ausweg aus den festgefahrenen Klima- verhandlungen ist derzeit eine der wichtigsten Aufgaben der internationalen Politik. Franz Josef Radermacher (2013) versucht, so einen Weg aus dem Politikstau aufzuzeigen: In verstärktem Ausmaß sollten Privatakteure eingebunden werden und Klimaschutzmaßnahmen finanzieren, weil die internationale Staatengemeinschaft bisher daran gescheitert sei, ein Folgeabkommen für das Kyoto-Protokoll abzuschließen. Von der Staatengemeinschaft verlangt Radermacher nur noch, überhaupt irgendein Abkommen zuwege zu bringen, das die globalen Emissionen zumindest einigermaßen deckelt. Weitere Emissionsreduktionen, die "Verhandlungslücke", sollen Unternehmen und Privatpersonen übernehmen, indem sie freiwillig Emissionszertifikate im Umfang von mehreren hundert Milliarden Tonnen CO2 kaufen und stilllegen. Darüber hinaus sollen weitere 150 Milliarden Tonnen CO2 über Aufforstungsprojekte aus der Atmosphäre herausgeholt werden (Sequestrierung).
In diesem Artikel wird die Energiewende aus wachstumskritischer Sicht diskutiert. Der gegenwärtige Versuch, eine nachhaltige Energieversorgung vorrangig mit technischen Lösungen zu ermöglichen, die das wirtschaftspolitische Wachstumsparadigma und die damit verbundenen, auf materielle Wohlstandssteigerung ausgerichteten Lebensstile und Konsummuster unangetatset lassen, ist - so die zentrale These - zum Scheitern verurteilt. Eine Entkoppelung von Wirtschaftswachstum und Ressourcenverbrauch, die das Ziel der deutschen Energie- und Nachhaltigkeitspolitik ist, entpuppt sich als Schimäre, da Verlagerungseffekte der technisch orientierten Effizienz- und Konsistenzstrategie dieselben schwächen. Energie-Suffizienz, also der genügsame Minderverbrauch von Energie, erscheint daher eine notwendige Ergänzung für eine erfolgreiche Energiewende, wenn die mit Effizienzsteigerungen und mit dem Ausbau erneuerbarer Energien angestrebten Nachhaltigkeitsziele nicht konterkariert werden sollen. Für eine solche "Suffizienzrevolution" werden drei Ansatzpunkte skizziert: ein Bewusstseinswandel auf individueller Ebene, Suffizienzpolitik als staatliche Steuerungsmaßnahme und konviviale Technologien als materielle Ermöglichungsstruktur für suffiziente Lebensstile.
The Durban Climate Conference agreed on the creation of a new market-based mechanism under the United Nations Framework Convention on Climate Change (UNFCCC) and to consider the establishment of an overall framework for various mitigation approaches, including opportunities for using markets ("Framework"). The creation of such a Framework is therefore of high political significance, as it should ensure on the one hand that new market-based mechanisms contribute to global climate change mitigation and to achievement of targets, and on the other hand, that different market-based approaches can be integrated in a global carbon market. As yet, there is little clarity as to the roles and design of such a framework. This paper contributes to the debate by discussing and evaluating inter alia several design options, and explores how the various options could be implemented and how they interrelate. It concludes that a strong central oversight at the level of the UNFCCC is probably the only option that could reassure the vast majority of UNFCCC Parties that the environmental integrity of new market-based mechanisms is in fact ensured. This does, however, not exclude that some reasonable balance may be struck between centralization and flexibility.
The need for recycling obsolete mobile phones has significantly increased with their rapidly growing worldwide production and distribution. Return and recycling rates are quite low; people tend to keep old, unused phones at home instead of returning them for recycling or further use because of a lack of knowledge and acceptance of return programmes. Thus far, individual use and recycling behavior has not shown any trend towards more sustainable patterns. Consequently, an increased awareness is needed for the high environmental and social impact throughout the whole value chain of a mobile phone - there is simply a lack of information and knowledge regarding sustainability issues around the mobile phone. A teaching material was therefore developed in a German research project, based on the concept of the ecological rucksack, presenting comprehensive information about the value chain of a mobile phone. Its application in different schools led to an increased awareness and interest among pupils for the connection between sustainability, resources and mobile phones. Based on these research results, this paper analyses young people’s knowledge of sustainability issues linked to their mobile phones and their acceptance of more sustainable behavioral patterns regarding their mobile, including return and recycling programmes.
Calculating MIPS 2.0

The Wuppertal Institute developed, in the early 1990s, an input-oriented lifecycle-wide resource accounting method, the "Material Input per Service-Unit" concept (MIPS), today also referred to as "Material Footprint". The official handbook applicable to products, services, and processes describes a MS Excel-based sequential approach for calculating MIPS. Today's computing power, available to every researcher, and access to software and databases dedicated to lifecycle analysis make calculating MIPS using matrix inversion possible. This also opens up possibilities for enhancing MIPS-models programmatically: parameterizing the foreground and background systems, batch modeling for producing time series, and computational algorithms enhancing interpretation. The article provides (1) an overview of the methods and tools used for calculating MIPS from its origins to today, and (2) demonstrates some of the programmatically enhanced capabilities offered to MIPS-practitioners.

Die Energielandschaft in Deutschland ist derzeit von einer Stadtwerke-Gründungswelle gekennzeichnet, insgesamt gab es in den letzten Jahren rund 70 Neugründungen von Stadt- und Gemeindewerken im Strombereich, davon allein 14 in Nordrhein-Westfalen. In einer Studie des Wuppertal Instituts wurde nun festgestellt, dass die wichtigsten Ziele, die mit Rekommunalisierungen verbunden werden, auch erreichbar sind.

In communication sciences partnerships between entertainment media professionals and sustainability organizations conveying prosocial messages are called "Entertainment-Education (E-E) collaborations". Whereas comprehensive research takes place in countries such as the Netherlands and the US, the field is a terra incognita in Germany. Even though German E-E collaborations are designed and implemented they still are unusual experiments. The qualitative study presents first results on characteristics, conditions and forms of E-E collaborations in Germany's television field since the 1990s. It reveals various factors leading to a highly complex situation for the collaborating partners. One central factor is the media legislation,
which does not provide a clear orientation standard for the partners. Another one is the public acceptance of E-E collaborations. Some forms are accepted while others are not. Hence, for German television formats, forms with a low to medium level of collaboration (E-E service and E-E license partnerships) should be preferred in contrast to high level collaboration forms (E-E co-productions and E-E inscript participations).
Die Dissertationsschrift von Christian R. Lindfeld beschäftigt sich mit der integrativen Innovations- und Gründungsförderung aus Universitäten und Forschungseinrichtungen und betritt mit der Konzeption der Zukunftsinnovation eines Center of Entrepreneurial Opportunity Discovery and Development (CEODD) wissenschaftliches Neuland. Er greift damit die aus der Darstellung des Status quo resultierende Konklusion einer sich aufdrängenden Erneuerungsaufgabe in der Innovations- und Gründungsförderung auf und knüpft hierzu an den Forschungsanstrengungen der Bergischen Universität Wuppertal und des Wuppertal Instituts für Klima, Umwelt, Energie zur Theorie der Entrepreneurship Education 2.0 an. Im gründungsdidaktisch fundierten Modell eines CEODD werden insbesondere die theoretischen und konzeptionellen Grundlagen zur Erschließung und Entwicklung unternehmerischer Persönlichkeiten und Organisationen einbezogen, um dem zentralen Anspruch der Bewirkung zusätzlicher Unternehmensgründungen gerecht zu werden. Hierzu werden nicht nur die neuartigen, elementenhaft-synthetisch zusammengeführten Interaktions- und Wirkungsmechanismen der Zukunftsinnovation konzipiert, sondern der Autor versteht die Notwendigkeit, ebenfalls theoretisch fundierte, systematische Implementierungsphasen und exemplarische Umsetzungsmöglichkeiten zu beschreiben. Die erarbeiteten Erkenntnisse werden auch als Einladung an die verbundene wissenschaftliche Community verstanden, diesen Beitrag aufzunehmen und sich den weiteren Fragestellungen nachhaltig zuzuwenden.
Nachhaltige Energieversorgung spielt eine wichtige Rolle für den Klimaschutz. Dabei gehört die Steigerung der Energieeffizienz zu den zentralen Elementen einer Energiewende. Die vorliegende Fallstudie beschäftigt sich intensiv mit einem in der Policy Analyse bisher vernachlässigten Politikfeld: der Energieeffizienzpolitik.
In Deutschland wird viel Energie dazu gebraucht, um Gebäude zu heizen. Hier existieren große wirtschaftliche Effizienzpotentiale. Die EU sieht darin eine "Schlüsselrolle" und fordert von ihren Mitgliedstaaten mit der Richtlinie 2002/91/EG Rahmenbedingungen für energieeffizientere Gebäude. Mit Ansätzen der EU-Implementationsforschung und der Politikfeldanalyse untersucht die Arbeit den Implementationsprozess dieser Richtlinie zwischen 2003 und 2010 in Deutschland und beschreibt die formale und praktische Effektivität des Ergebnisses mithilfe neu entwickelter kontextspezifischer Kriterien. Eine detaillierte Prozess-Analyse identifiziert relevante Faktoren, die das politische Ergebnis beeinflusst haben.
Formal hat Deutschland die EU-Gebäude-Richtlinie größtenteils implementiert. Doch einige Anforderungen sind verspätet oder unbefriedigend praktisch implementiert worden. Eine wichtige Ursache der Verzögerung waren inhaltliche Differenzen zwischen den politischen Ressorts. An der öffentlichen Debatte beteiligten sich starke Befürworter beider Seiten, die den Prozess zusätzlich beeinflussten. Für den Vollzug der Energieeinsparverordnung (EnEV) sind die Bundesländer zuständig; ihre Kontrolle der energetischen Mindeststandards bei Bestandsgebäuden ist jedoch nicht befriedigend. Es gibt kaum Daten zu der Frage, ob neu gebaute oder sanierte Gebäude den gesetzlichen Anforderungen entsprechen. Ursachen für den mangelhaften Vollzug liegen im Zielkonflikt zwischen ambitionierter Klimaschutzpolitik auf der einen und Bürokratieabbau auf der anderen Seite. Hier war der Bundesrat, der behördliche Stichproben ablehnte, entscheidender Akteur. Die Verzögerungen und die ineffektive praktische Implementation der Richtlinie in Deutschland waren Resultat politischer Auseinandersetzungen. Es gab also keine institutionellen oder administrativen Probleme bei der Implementation im engeren Sinne, wie sie Implementationsdefizite in anderen Fällen erklären.
Abschließend werden konkrete Handlungsempfehlungen entwickelt, wie die Bundesregierung eine effektive Implementation der EU-Gebäude-Richtlinie gewährleisten (u. a. bessere formale Implementation des Energieausweises und der Heizungsinspektion sowie effektivere Durchsetzung der EnEV durch Stichprobenkontrollen) und erfolgreich gegen Widerstände von Interessengruppen durchsetzen kann (z. B. indem sie Pro-Effizienz-Interessenkoalitionen stärkt und neben dem Ordnungsrecht auch begleitende Instrumente weiterentwickelt, beispielsweise finanzielle Anreize sowie Information und Beratung, auch um mit dem gängigen Missverständnis aufzuräumen, die EnEV sei freiwillig).
EXIOPOL (A New Environmental Accounting Framework Using Externality Data and Input–Output Tools for Policy Analysis) was a European Union (EU)-funded project creating a detailed, global, multiregional environmentally extended Supply and Use table (MR EE SUT) of 43 countries, 129 sectors, 80 resources, and 40 emissions. We sourced primary SUT and input–output tables from Eurostat and non-EU statistical offices. We harmonized and detailed them using auxiliary national accounts data and co-efficient matrices. Imports were allocated to countries of exports using United Nations Commodity Trade Statistics Database trade shares. Optimization procedures removed imbalances in these detailing and trade linking steps. Environmental extensions were added from various sources. We calculated the EU footprint of final consumption with resulting MR EE SUT. EU policies focus mainly on energy and carbon footprints. We show that the EU land, water, and material footprint abroad is much more relevant, and should be prioritized in the EU's environmental product and trade policies.
Apart from the much-debated question of what legal form the 2015 climate agreement is supposed to have, another core issue is the substantive content of countries' commitments. While the climate regime has so far mostly been based on emission targets, literature has identified a broad range of other possible types of mitigation commitments, such as technology targets, emission price commitments, or commitments to specific policies and measures (PAMs). The nationally appropriate mitigation actions (NAMAs) submitted by developing countries under the Cancún Agreements also show a broad range of different forms of participation. This article surveys the possible commitment types that have so far been discussed in literature and in the UNFCCC negotiations and assesses their respective advantages and disadvantages against a set of criteria: environmental effectiveness, cost effectiveness, distributional aspects and institutional feasibility. The article finds that no commitment option provides a silver bullet. All options have several advantages but also disadvantages. The environmentally most effective way forward may lie in pursuing a multi-dimensional approach, combining emission targets with other commitment types to compensate for the drawbacks of the emission-based approach. However, such an approach would also increase complexity, both in terms of the negotiations and in terms of implementation and administration.

Ressourceneffizienz verspricht geringere Materialkosten, Importunabhängigkeit und geringere Umweltbelastungen. Die Einspareffekte lassen sich auf vielfältige Art erreichen: Sei es durch Einsatz neuer Technologien, Optimierung bestehender Technologien oder Strategien, die Produktion und Konsum aufgreifen. Das Buch zeigt anhand von 18 Beispielen, wie sich Ressourceneffizienz erfolgreich in Deutschland umsetzen lässt und welche Einspareffekte zu erzielen sind.
Der angestrebte starke Ausbau Erneuerbarer Energien (EE) für die Stromerzeugung wird bisher hauptsächlich mit der Frage verbunden, wie schnell und umfangreich die Stromnetze ausgebaut werden müssen und in welchem Umfang es welcher neuer Energiespeicher bedarf. Die mögliche große Bedeutung, die die bestehenden Gasnetze und -speicher für den EE-Ausbau und ihre Integration via Einspeisung von Wasserstoff oder auch synthetischem Methan aus EE-Strom haben können, findet dagegen nur wenig Berücksichtigung. Es wird zwar z. B. in der dena Netzstudie II für das heutige Erdgasnetz ein sehr großes, noch unerschlossenes Potenzial als "Stromspeicher" in Höhe von umgerechnet 130 Mrd. kWhel ausgewiesen. Gleichwohl wurde das Erdgasnetz nicht in die Berechnungen der dena Netzstudie mit einbezogen. Durch eine synchrone aber räumlich getrennte Kombination von "Stromspeicherung" (Power-to-Gas) und Stromerzeugung (Gas-to-Power) könnten die bestehenden Gasinfrastrukturen prinzipiell aber auch für einen weiträumigen "Stromtransport" genutzt werden. Diese Option wird vor dem Hintergrund des stockenden Stromnetzausbaus auf ihre Machbarkeit und Synergieeffekte mit dem Stromnetzausbau hin untersucht.
Dazu werden im Rahmen dieser Studie folgende Leitfragen bearbeitet:
Wie wird aus heutiger Sicht (Metaanalyse) der Bedarf für den Ausbau des Stromnetzes und an Energiespeichern sowie die Rolle von Power-to-Gas gesehen? Welche technischen Potenziale und Synergieeffekte bietet die bestehende Gasinfrastruktur in Deutschland für eine Entlastung des Stromnetzausbaus? Welche Kosten sind damit heute und in Zukunft verbunden und welche Kosten können dadurch ggf. reduziert werden? Welche Hemmnisse sind zu beachten und wie können sie ggf. überwunden werden?
