Die vorangegangenen Analysen im RESTORE2050 Projekt, die im Rahmen dieses Berichts weitergeführt werden, haben gezeigt, dass der Einsatz von Wasserstoffspeichern zur Residuallastglättung nur bedingt geeignet ist. Zwar bietet die Technologie ein hohes technisches Potenzial hinsichtlich der Speicherkapazitäten und der installierbaren elektrischen Leistungen. Jedoch führt ein systemdienlicher Einsatz, bei dem positive Residuallastspitzen u. a. durch Anheben geringer Residuallasten gesenkt werden, wie er in den Modellrechnungen des RESTORE2050 Projektes implementiert ist, zu einer Absenkung der Deckungsraten von erneuerbaren Energien (EE) im europäischen Stromsystem. Dies ist dadurch begründet, dass die Umwandlung und Speicherung von EE-Strom als Wasserstoff (H2) im Vergleich zu anderen Speichertechnologien hohe Wandlungsverluste sowohl bei der H2-Erzeugung als auch bei der Rückverstromung aufweisen. Daher wird im Rahmen dieses Aufstockungsprojektes (RESTORE2050_plus) untersucht, welchen Beitrag alternative Einsatzstrategien der H2-Speicher zur Minimierung der negativen Residuallast, also potenzielle erneuerbaren Stromüberschüssen, und gleichzeitig zur Erhöhung der EE- Versorgungsanteile leisten kann.
Mit der Nachhaltigkeitsanleihe NRW erschließt das Land das international wachsende Segment des nachhaltigen Investments für die Kreditfinanzierung des Landeshaushalts. Ziel der vorliegenden Studie ist es, die Bewertung positiver Nachhaltigkeitseffekte für die in 2016 emittierte Nachhaltigkeitsanleihe NRW zu erproben und Handlungsempfehlungen zur Bewertung zukünftiger Nachhaltigkeitsanleihen zu entwickeln. Für eine umfassende Nachhaltigkeitsanalyse ist aufgrund der Vielschichtigkeit der finanzierten Projekte und fehlender Standards zur Bewertung sozialer Kriterien eine umfangreiche Untersuchung erforderlich, wodurch sie für eine regelmäßige und standardisierte Wirkungsanalyse zukünftiger Anleihen nicht in Frage kommt. Stattdessen verfolgt die vorliegende Studie einen pragmatischen Ansatz zur Bewertung. Der Fokus liegt auf der Evaluation der potenziellen Treibhausgas-Minderung (THG-Minderung), da deren Bewertung sich derzeit als Standard für eine Wirkungsanalyse solcher Anleihen abzeichnet. Darüber hinaus werden die nächsten Schritte für eine Weiterentwicklung der Methodik und des Indikatorensets im Rahmen zukünftiger Wirkungsanalysen aufgezeigt.
The maritime part of all transport via the port of Rotterdam is linked to the brunt of all CO2 emissions (87 %) the port can potentially influence. This report aims to quantitatively grasp the maritime transport of the Port of Rotterdam, in terms of ships, total tonnages, energy consumption and CO2 emissions in respect to types of cargo and regions.
In the first and broad part of the report, the emissions and energy demands of sailing ships are assessed. Emissions and energy demand for the port itself are subject of a separate part at the end.
In recent years, many energy scenario studies have proven that a power supply system based on renewable energies (RE) >90 percent is feasible. However, existing scenarios differ significantly in the composition of generation technologies. Some scenarios focus on wind energy in the northern part of Europe, others base on a large utilisation of solar technologies in the south. Apart from the generation capacities, the needed technical flexibilisation strategies such as grid extension, demand flexibilisation and energy storage are generally known and considered in many scenarios. Yet, the impact of different renewable generation strategies on the local utilisation of flexibility options needs to be further assessed. Based upon the BMBF research project RESTORE2050, analyses have been carried out that focus on these interdependencies. The results of the project show that the local utilisation of flexibilisation options depends to a great extent on the technology focus of the long-term renewable expansion strategy. This applies for the spatial flexibilisation as provided by transnational interconnection capacities, especially the ones connecting regions with a surplus of power generation (e.g. GB, Norway and Spain). Another impact of the renewable scenario is seen on the required temporal flexibilisation of electricity generation and demand. In addition, the available options will compete for high utilisation in a future energy system. The differences in the utilisation of these applications, which base on the varying shares of photovoltaic (PV) and wind energy generation, lead to the conclusion that the decision about longterm RE expansion ought to be made very soon in order to avoid inefficient flexibility pathways. Otherwise, if the future RE structure will be kept open, adequate adoption of new flexibility options will be difficult, especially in case of technologies with long lead and realisation time (e.g. new power grids and large scale energy storage devices).
Article 6 of the Paris Agreement establishes three approaches for countries to cooperate with each other in implementing their climate protection contributions. However, Article 6 sketches out only some basic contours; the details are to be filled in by further negotiations. This article surveys the views countries have submitted so far in order to identify the main issues at stake, points of controvery and convergence and possible ways forward. The submissions reveal some sharp differences in opinions on key issues such as the scope of the new mechanisms, how to operationalise the Article 6 requirement to increase ambition, whether to have international provisions on the promotion of sustainable development, and how to protect environmental integrity in the use of Article 6. The article concludes with a number of recommendations on how to address these controversies.
Combating climate change requires a fundamental simultaneous transformation of various sectoral systems that are key to the functioning of our economies and societies, such as energy, industry, transport, housing, and agriculture. This report by the COP21 RIPPLES project examines sector-specific challenges to decarbonisation and what contribution international governance could make to overcoming these challenges.
Taking a sectoral perspective, the report identifies the key governance challenges that exist internationally towards the deep transformations required, and specifies the resulting key governance functions to be fulfilled by means of international cooperation/international institutions.
To this end, the report first clarifies a number of key concepts, including international (climate) governance, international and transnational institutions, institutional complexes and poly-centricity. It then derives a number of functions that international institutions can fulfil from the relevant literature: providing guidance and signals, setting rules, providing transparency and accountability, providing capacity building, technology and finance, and facilitating knowledge and learning. This is the basis for an investigation into the key governance challenges and the potential of international governance in 14 key sectoral systems.

On 7-18 November, the twenty-second Conference of the Parties (COP-22) to the United Nations Framework Convention on Climate Change (UNFCCC) and the twelfth Meeting of the Parties to the Kyoto Protocol (CMP-12) took place in Marrakech. Due to the rapid entry into force of the Paris Agreement, Marrakech also hosted the first Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA-1). Nobody had expected this one year before in Paris - the entry into force of the Kyoto Protocol, by comparison, had taken eight years. Many hailed the rapid entry into force as further proof of the commitment of the world community to finally tackle the climate problem.
In dem Forschungsprojekt "Technologien für die Energiewende" (TF_Energiewende) bewertet ein Konsortium von drei Verbundpartnern und zehn Technologiepartnern unter der Federführung des Wuppertal Instituts seit Herbst 2016 den mittelfristigen Forschungs- und Entwicklungsbedarf für die zentralen Technologien, die im Rahmen der Energiewende derzeit und zukünftig benötigt werden.
Für die Energiewende in Deutschland ist zeitnah ein nennenswerter Ausbau der Stromnetze auf Transport- und Verteilnetzebene erforderlich. Mittel- bis langfristig werden für die Umstellung der Strom- und Energieversorgung auf erneuerbaren Energien (EE) zusätzlich große Speicherkapazitäten benötigt. Dabei sind kostengünstige und mit minimalen Energieverlusten verbundene Speicher- und Erzeugungstechnologien anzustreben. Lösungsansätze dafür werden bisher überwiegend auf der Stromseite diskutiert. Chancen, die sich aus der Kopplung von Strom- und Gasnetzen ergeben, werden kaum wahrgenommen. Das erhebliche Lösungspotential der vorhandenen Gasinfrastruktur und -Anwendungstechnologien mittels Power-to-Gas sowie die damit verbundenen Auswirkungen auf eine nachhaltige Gestaltung der Energiewende finden zu wenig Beachtung.
Vor diesem Hintergrund hatte das Forschungsvorhaben "Integration fluktuierender erneuerbarer Energien durch konvergente Nutzung von Strom und Gasnetzen - Konvergenz Strom- und Gasnetze" zum Ziel, unter Berücksichtigung der Kopplung von Strom- und Gasnetzen, (1) die Potenziale zur Aufnahme, Speicherung und Verteilung von EE zu bestimmen, (2) die dynamischen Energieströme aus Angebot und Nachfrage in der gesamten Energieversorgungsstruktur zu modellieren, (3) die Kopplung volkswirtschaftlich zu analysieren und (4) Handlungsempfehlungen für den Ausbau der Netzinfrastrukturen und die Entwicklung eines zukünftigen Energiemarktes abzuleiten.

Innerhalb des Projektes NsB-Ress untersuchten Forscherinnen und Forscher eine Konsumform hinsichtlich seiner Ressourceneffizienz- und Diffusionspotenziale, die eine ressourcenschonendere und -effizientere Nutzung natürlicher Ressourcen verspricht. Das Credo: nutzen statt besitzen. Zum Zweck dieser Untersuchung machten sie eine Bestandsaufnahme der aktuell und zukünftig marktrelevanten NsB-Angebote, deren Ressourceneinsparpotenziale im Nachgang analysiert wurden. Durch diese Schritte sollen Erkenntnisse und Aussagen über den möglichen Ressourcenverbrauch und Reboundeffekte möglich werden. Weiterhin wurden Erfolgsfaktoren für die Diffusion von Angeboten identifiziert sowie Einsparpotenziale erschlossen, um auszuloten, wie NsB-Angebote frühzeitig ressourcenleicht gestaltet werden können. Am Ende des Projektes sollen Handlungsempfehlungen für relevante Akteure - also Politik, Wirtschaft sowie Verbraucherinnen und Verbraucher - generiert werden.
Das Projektteam zeichnet in der vorliegenden Broschüre ein differenziertes Bild, das sowohl ökologisch als auch sozial wünschenswerte und förderungswürdige NsB-Angebote aufzeigt, aber auch diejenigen benennt, die mit Reboundeffekten verbunden sein können und deshalb einer politischen Rahmensetzung bedürfen.
Im Projekt KomRev werden effiziente Energienutzungs- und Versorgungskonzepte am Beispiel der Stadt Rheine entwickelt. Ziel war es, mit einer sinnvollen Vernetzung der Bereiche Strom, Wärme und Verkehr eine weitgehend CO2-"freie" Energieversorgung im Jahr 2050 zu erreichen. Das Forschungskonsortium bestand aus dem Solar-Institut Jülich der FH Aachen, dem Wuppertal Institut sowie dem Deutschen Zentrum für Luft- und Raumfahrt.
Im Rahmen des Forschungsclusters "Transformation Industrieller Infrastrukturen" des Virtuellen Instituts "Transformation - Energiewende NRW" haben sich Helena Mölter, Georg Kobiela, Daniel Vallentin und Timon Wehnert vom Wuppertal Institut mit Formaten zur Unterstützung von Transformations- und Innovationsprozessen in Unternehmen beschäftigt. Die Energiewende stellt nicht nur eine Herausforderung für Unternehmen dar, sondern bietet auch die Möglichkeit, zu Vorreitern der Dekarbonisierung zu werden. CO2-arme Produkte, Produktionsprozesse und Geschäftsmodelle können die Konkurrenzfähigkeit stärken. Doch was können Unternehmen tun, um die notwendigen Innovationen - auch in Kooperationen mit anderen - voranzutreiben? Dieser Frage nehmen sich die Autorinnen und Autoren in ihrer Studie an.
Partizipative Irritationen : Reflexionen zum nachhaltigkeitsbezogenen Partizipationsgeschehen

Die Beteiligungslandschaft wird im Kontext nachhaltiger Entwicklung und in der Perspektive der Politischen Psychologie betrachtet. Ausgangspunkt sind Wechselwirkungen zwischen politisch vermittelter und in Verbindung mit Nachhaltigkeit besonders geforderter Partizipationsnotwendigkeit einerseits und individuell empfundenem Vertrauensverlust in die Fähigkeit der Politik zur Lösung von Umweltproblemen andererseits. Betrachtet werden Partizipationsmotive der Politik (z.B. Steigerung von Legitimität) und Partizipationsmotive von Bürgerinnen und Bürgern (z.B. die "echte" Chance auf Mitentscheidung, insbesondere bei Verfahren mit starkem Regionalbezug). Beide Motive sind eingebettet in eine weitgehend entscheidungsferne "Partizipationsarchitektur". Die Verfahren liegen überwiegend auf einer informativen und auf einer konsultativen Ebene. Auch zeigen sich Diskrepanzen auf der Ebene der politischen Aufforderungen zur Partizipation. Diese erfolgen eher, wenn es um Problemlösungen geht und eher nicht, wenn es um Investitionen und wirtschaftliche Gewinne geht. Intensiv werden partizipative Ansätze im Kontext von Klimaschutz und Energiewende verfolgt. Doch auch diese Partizipationsangebote gehen selten über die informative Ebene hinaus. Inhaltlich sind v.a. technische Lösungsansätze zur Reduktion der CO2-Emissionen fixiert worden, hingegen wurden politische wie soziale Lösungsansätze überwiegend ausgespart. Insgesamt besteht die Gefahr partizipativer Irritationen bis hin zu Erschöpfung, wenn Bürgerinnen und Bürger einerseits zur Beteiligung aufgefordert und aktiviert werden, andererseits aber erfahren, dass sie im politischen Geschehen wenig bewirken können.
Shaping the Paris mechanisms part III : an update on submissions on article 6 of the Paris Agreement

At the 46th meeting of the UNFCCC's subsidiary bodies in Bonn, it was decided that Parties submit their input on selected aspects of the Art. 6 negotiations shortly before COP 23, taking place in Bonn in early November. This Policy Paper summarises the views submitted in October 2017 to identify points of controversy and convergence. It builds on previous papers summarising the views submitted in September 2016 and March 2017, respectively.
Deutschland verfügt über eines der weltweit führenden Systeme im Bereich der Abfallwirtschaft - vorrangiges Ziel ist es, Abfall sicher und umweltschonend zu entsorgen. Allerdings kommen nur ca. 14 Prozent der in der Industrie eingesetzten Rohstoffe aus dem Recycling, der Rest sind noch immer Primärmaterialien. Kreislaufwirtschaft findet noch nicht ausreichend statt: Rezyklate, aus Abfällen gewonnene Sekundärrohstoffe, werden noch weit unterhalb der möglichen Mengen in Produktions- und Nutzungsprozesse zurückführt. Werteverlust, Abhängigkeit von volatilen Rohstoffmärkten, geringere Ressourcenproduktivität und Externalitäten in Form von Umweltverschmutzung ließen sich damit vermeiden. Eine Digitalisierungsoffensive in Industrie und Abfallwirtschaft könnte dies bewirken. Eine Studie des Bundesministeriums für Umwelt, Naturschutz, Bau und Reaktorsicherheit (BMUB) verweist darauf, dass kein Umweltleitmarkt so stark von der Digitalisierung profitieren könnte wie die Kreislaufwirtschaft - und dass gleichzeitig kein Sektor bisher so schlecht aufgestellt ist.
Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.

This policy brief discusses the importance of SUMPs (Sustainable Urban Mobility Plans). We test the hypothesis that the development of an ambitious plan in itself does not necessarily translate into successful policies and measures and in actual sustainable urban mobility. We find that the existence of a SUMP correlates positively with a higher share of public transport but that the existence of a SUMP does not as yet have a significant impact on the overall share of non-motorised modes of transport.
In addition to the expansion of renewable energies, the efficient use of energy is crucial in order to ensure energy transition successful. The Federal Government of Germany has therefore set itself clear objectives with the National Energy Efficiency Action Plan (NAPE), which aims to reduce the primary energy consumption in Germany - compared to 2008 levels - by 20 per cent until 2020, and by 50 per cent until 2050. In addition, greenhouse gas emissions should fall by 40 per cent compared to 1990.
To reach this goal, the German Federal Ministry of Economic Affairs and Energy (BMWi) inter alia launched the "National Top Runner Initiative (NTRI)" in January 2016. It is an important component and concerns private homes, as well as industry, retail and services.
The NTRI is intended to bring energy efficient and high-quality appliances (so called Top Runners) onto the market more quickly, thus accelerate market replacement. For this purpose, motivation, knowledge and competence in product-related energy efficiency is to be strengthened and expanded along the whole value chain - from the appliance manufacturer to the retailer and the consumer. Manufacturers are pushed to develop more efficient products and consumers get valuable information about Top-Runner products and how they can benefit. In this context, retailers are especially relevant as they act as "gatekeeper" between manufacturers and consumers. They play a key role in advancing an energy efficient production and consumption. They do not only select the products but they also have a direct contact to consumers and influence the purchase decision. In this paper, special emphasis will be put on the role of retailers and the efforts of the National Top Runner Initiative will be illustrated. Barriers and incentives to motivate this target group will be elaborated.
Contemporary combined heat and power (CHP) systems are often based on fossil fuels, such as natural gas or heating oil. Thereby, small-scale cogeneration systems are intended to replace or complement traditional heating equipment in residential buildings. In addition to space heating or domestic hot water supply, electricity is generated for the own consumption of the building or to be sold to the electric power grid.
The adaptation of CHP-systems to renewable energy sources, such as solid biomass applications is challenging, because of feedstock composition and heat integration. Nevertheless, in particular smallscale CHP technologies based on biomass gasification and solid oxide fuel cells (SOFCs) offer significant potentials, also regarding important co-benefits, such as security of energy supply as well as emission reductions in terms of greenhouse gases or air pollutants. Besides emission or air quality regulations, the development of CHP technologies for clean on-site small-scale power generation is also strongly incentivised by energy efficiency policies for residential appliances, such as e.g. Ecodesign and Energy Labelling in the European Union (EU). Furthermore, solid residual biomass as renewable local energy source is best suited for decentralised operations such as micro-grids, also to reduce long-haul fuel transports. By this means such distributed energy resource technology can become an essential part of a forward-looking strategy for net zero energy or even smart plus energy buildings.
In this context, this paper presents preliminary impact assessment results and most recent environmental considerations from the EU Horizon 2020 project "FlexiFuel-SOFC" (Grant Agreement no. 641229), which aims at the development of a novel CHP system, consisting of a fuel flexible smallscale fixed-bed updraft gasifier technology, a compact gas cleaning concept and an SOFC for electricity generation. Besides sole system efficiencies, in particular resource and emission aspects of solid fuel combustion and net electricity effects need to be considered. The latter means that vastly less emission intensive gasifier-fuel cell CHP technologies cause significant less fuel related emissions than traditional heating systems, an effect which is further strengthened by avoided emissions from more emission intensive traditional grid electricity generation. As promising result, operation "net" emissions of such on-site generation installations may be virtually zero or even negative. Additionally, this paper scopes central regulatory instruments for small-scale CHP systems in the EU to discuss ways to improve the framework for system deployment.
The cost of power is usually calculated by focusing only on the power plant - equipment, operating cost, maintenance and fuel. However, the true cost of generating power goes beyond that, and includes costs that society has to pay for, such as air and water pollution, displacement of communities and the effects of climate change caused by carbon emissions from the power plants. This report by energy researcher Maria Yetano Roche uses well established international methods to identify the true Nigerian cost of each energy source.
Participatory scenario processes : a tool for mutually shaping the future and social learning

Im Verkehrssektor sind die Emissionen in den vergangenen Jahren gestiegen statt gesunken. Schnelle Entscheidungen und innovative Mobilitätskonzepte sind notwendig, damit Städte klimafreundlicher werden können. Haben sich Kommunen aber einmal festgelegt, ist der Umstieg auf einen alternativen Ansatz mitunter schwierig und teuer - es können Pfadabhängigkeiten entstehen. Dabei weiß niemand derzeit genau, welche Technologien sich in den kommenden Jahrzehnten durchsetzen werden. Dies gilt gleichermaßen auch für zahlreiche Bereiche bei der Umsetzung der Energiewende. Die vorliegende Analyse des Akademienprojektes "Energiesysteme der Zukunft" (ESYS) zeigt Strategien für den Umgang mit Pfadabhängigkeiten auf und will damit Politikerinnen und Politiker in ihrem Entscheidungsprozess unterstützen.
Die Autorinnen und Autoren erklären in der Analyse, wie die Entscheidungstheorie Kommunal- und Bundesspolitiker bei der Gestaltung eines zukunftsfähigen Mobilitätssystems und beim Umbau der Energieversorgung helfen kann. Am Beispiel des kommunalen Flottenumbaus wird verdeutlicht, wie sie Lösungen bewusst auswählen und dabei trotzdem flexibel bleiben können.

Les religions se sont exprimées en termes choisis sur la question du changement climatique et ont émis des signaux d'alarme, les plus sérieux soulignant la menace que le réchauffement de la planète fait planer, non seulement sur la nature, mais aussi sur la cohabitation des etres humains. Elles ont par exemple mis l'accent sur la "vulnérabilité des pauvres" ("Islam Declaration"), la "souffrance de tous les etres vivants" (bouddhisme), la " dette écologique" (pape Francois) et la "justice climatique" (Conseil oecuménique des églises). De plus, de nombreuses ONG ont fait leur ce dernier mot d'ordre ; la "justice climatique" est devenue dans les années 2000 le slogan clamé haut et fort par la société civile accompagnant la politique climatique internationale jusqu'ici. Mais qu'en estil de cette justice? Comment le débat sur le climat se modifie-t-il dans la perspective de la justice? Et quelles sont les conséquences pour la politique de développement?
Out of the comfort zone! : Governing the exnovation of unsustainable technologies and practices

Innovations are important for sustainability transformations, yet often prove insufficient for replacing established unsustainable structures. The promotion of renewable energy, for example, has been insufficient for pushing coal out of the energy market. The prevalent "innovation bias" should be overcome by complementing innovation politics and research with a stronger occupation with the purposive termination of unsustainable technologies, products and practices. This article therefore introduces the concept of "exnovation" and discusses the need of, as well as different approaches for, the governance of exnovation processes.
This paper analyses India's participation in more than two decades of global climate politics. India has transitioned from a protest voice on the fringes of global climate policy to one that is actively shaping international efforts to combat climate change. Analysis of the drivers behind India's negotiating positions on climate change thus far has focused on the competing motives of equity and co-benefits, which has however been insufficient to explain some of India's recent actions in global climate governance. There is a gap in the literature with regards to the analysis of Indian climate policy as situated in its larger foreign policy agenda and objectives. This paper studies the evolution of India's climate policy through the perspective of its broader foreign policy strategy, arguing that India's engagement with international climate politics can be better understood by locating its climate policy as a subset of its foreign policy agenda. Shifts in India's climate change negotiation stance in the past decade have been but a part of its overall foreign policy adjustments in favour of greater responsibility in management of the global commons. Going forward, tracking Indian foreign policy objectives will yield vital clues towards India’s role in global climate action.
We present the results of a regression analysis of a large-scale integrated user online application that surveys natural resource use and subjective well-being in Germany. We analyse more than 44,000 users who provided information on their natural resource consumption (material footprint) as well as their personal socio-economic and socio-psychological characteristics. We determine an average material footprint of 26 tonnes per person per year. In addition, we endeavour to determine how much environment humans need by regressing natural resource use as well as relevant socio-economic and socio-psychological features on subjective well-being. We establish a slightly negative correlation between subjective well-being and material footprints. A higher material footprint is associated with lower subjective well-being. We conclude that consumer policies seeking to promote sustainable behaviour should highlight the fact that a lower material footprint may result in greater subjective well-being.
The growing demand for wood to meet EU renewable energy targets has increasingly come under scrutiny for potentially increasing EU import dependence and inducing land use change abroad, with associated impacts on the climate and biodiversity. This article builds on research accounting for levels of primary timber consumption - e.g., toward forest footprints - and developing reference values for benchmarking sustainability - e.g., toward land use targets - in order to improve systemic monitoring of timber and forest use. Specifically, it looks at future trends to assess how current EU policy may impact forests at an EU and global scale. Future demand scenarios are based on projections derived and adapted from the literature to depict developments under different scenario assumptions. Results reveal that by 2030, EU consumption levels on a per capita basis are estimated to be increasingly disproportionate compared to the rest of the world. EU consumption scenarios based on meeting around a 40% share of the EU renewable energy targets with timber would overshoot both the EU and global reference value range for sustainable supply capacities in 2030. Overall, findings support literature pointing to an increased risk of problem shifting relating to both how much and where timber needed for meeting renewable energy targets is sourced. It is argued that a sustainable level of timber consumption should be characterized by balance between supply (what the forest can provide on a sustainable basis) and demand (how much is used on a per capita basis, considering the concept of fair shares). To this end, future research should close data gaps, increase methodological robustness and address the socio-political legitimacy of the safe operating space concept towards targets in the future. A re-use of timber within the economy should be supported to increase supply options.
2015 verursachte jeder Deutsche 628 Kilogramm Siedlungsabfall. Damit liegt Deutschland für viele Abfallströme und insbesondere für Verpackungsabfälle deutlich über dem EU-Durchschnitt. Selbst wenn die Recyclingquoten hoch ausfallen, hat die Abfallvermeidung nicht nur eine ökologische Notwendigkeit. Auch aus ökonomischer Sicht muss sie zum Ausgangspunkt einer transformativen Innovationsagenda werden.
Die meisten Konzessionsverträge für Strom und Gas auf der örtlichen Verteilnetzebene sind zwischen 2005 und 2016 ausgelaufen. Viele Gemeinden in Deutschland haben dies als Chance verstanden, um mit der Gründung eigener Stadtwerke die örtliche Energieversorgung stärker selbst gestalten zu können. Bei diesem Trend zur Rekommunalisierung waren Städte und Gemeinden mit unter 25.000 Einwohnern besonders stark beteiligt. Im Folgenden sollen die verschiedenen Aspekte der Rekommunalisierung näher betrachtet werden.
Eine besondere Herausforderung für die Wärmewende stellen leitungsgebundene Wärmeversorgungsstrukturen dar. Aufgrund ihrer hohen Kapitalbindung bei gleichzeitig hoher Lebensdauer müssen hier frühzeitig die richtigen Weichen in Richtung Energiewende gestellt werden. Eine Vielzahl von Akteuren, Stadtwerken und Energieversorgern, über Planer und Handwerker bis hin zur Immobilienwirtschaft stehen vor der Schwierigkeit, einen langfristig kompatiblen Pfad in Richtung Klimaschutz und Energiewende einzuleiten. Vor diesem Hintergrund sollen in diesem Artikel aus technologischer Sicht Optionen aus dem Themenfeld "LowEx und gekoppelte Wärmeversorgungsstrukturen" näher betrachtet werden.
The study analyses the country background, emissions trends, ongoing activities and barriers relating to the implementation of the Nationally Determined Contribution (NDC) of Indonesia under the UNFCCC. A special emphasis is laid on further mitigation potentials. Fields of mitigation assessed are land use, land use change and forestry (LULUCF) governance and monitoring as well as electricity demand and generation. A chapter is dedicated to the ongoing and planned increase in coal use - contrary to mitigation ambition in other fields - including an analysis of the economic role and local impacts of coal.
Schon seit dem 19. Jahrhundert gilt Wasserstoff als Basis einer nachhaltigen Energiezukunft. Auch wenn sich noch keine kommerzielle Nutzung etabliert hat, sind Wasserstofftechnologien in den vergangenen Jahren deutlich weiterentwickelt worden. In Zusammenarbeit mit dem Wuppertal Institut hat Shell untersucht, welchen Beitrag Wasserstoff zu einer nachhaltigen Energieversorgung - vor allem im Verkehr - künftig leisten kann.
Concretely defined targets are guiding policy efforts and the measures required to achieve national energy and low-carbon transformations in order to reach the maximum 2 degree climate change mitigation target agreed at the COP in Paris in 2015. Reducing energy consumption by harnessing the potential of energy efficiency, expanding the use of renewable energy resources, and transforming all sectors into low-energy and low-carbon structures is crucial. Among the G20 states, most states have set targets for renewable energies, energy efficiency, and greenhouse gas (GHG) emission reductions. Yet, it seems that starting points and target units differ a lot between the G20, and hence comparability is difficult. This topical paper presents a synopsis on the current targets within the G20. The relative lack of energy efficiency targets shows that this pillar needs much greater efforts in current and future energy policy.
Das Projekt "Energiewende integrativ - Entwicklung eines transformativen Forschungsdesigns am Beispiel der Energiewende Ruhr" (EnerTransRuhr) behandelte vordergründig die Energiewende im Gebäudebereich. Auf dieses Thema fokussierten sämtliche Arbeiten und Untersuchungen, die im Rahmen des Projekts durchgeführt wurden. Im Kern aber ging es um die Frage, wie ein Projektdesign im Verständnis transformativer Wissenschaft inhaltlich und methodisch aussieht, das einzelne Disziplinen und Methoden ebenso integriert wie in transdisziplinären Prozessen das Wissen und die Expertise von nicht wissenschaftlichen Projektbeteiligten.
This report is a deliverable of the project "Bridging the raw materials knowledge gap for reuse and remanufacturing professionals" (ReUK) and of the second work package "Identification of knowledge gaps and industry needs". Funded by the Knowledge and Innovation Community for Raw Materials, ReUK will develop life-long education services tailor-made for the needs of the reuse- and remanufacturing sector in Europe. The present "Report on ten knowledge gaps" represents a further key step in delivering these services.
Das Forschungsprojekt untersucht, ob und wie die stoffliche Nutzung von Biomasse in Kaskaden zur Steigerung der Ressourceneffizienz beitragen kann. Es entwickelt eine klare Definition des Begriffs der Kaskadennutzung und analysiert existierende Konzepte der Kaskadennutzung. Als relevante Felder der Kaskadennutzung werden der Holzsektor, der Papiersektor, der Textilsektor und der Kunststoffsektor identifiziert und Ökobilanzen jeweils in diesen vier Sektoren durchgeführt. Die Ergebnisse zeigen deutliche Umweltvorteile für die Mehrzahl der untersuchten Kaskadenoptionen, es bedarf jedoch der Einzelfallbetrachtung. Ein Bewertungskonzept zur ersten Einschätzung möglicher Kaskadenansätze für Anwender wird entwickelt. Das Projekt empfiehlt, die Kaskadennutzung von Biomasse als "Prinzip" unterstützend in übergreifende Politikziele und Strategien einzubinden.
The article gives insights into the implementation process of sustainable management strategies in the food service sector. Furthermore, the normative requirements for sustainability in form of a mission statement, called "sustainable food services" are presented. The authors perceive this mission statement as a means to transfer current political demands (as in the SDG of the UN) into the sector. It could serve as a model for the entire food service sector to support and facilitate implementing aspects of sustainability into business practices with the help of sustainable management tools.
Die Sustainable Development Goals (SDGs) schlagen zur Indikation verantwortungsvoller Konsum- und Produktionsstrukturen bzw. zum nachhaltigen Management und der effizienten Nutzung natürlicher Ressourcen den Material Footprint pro Kopf vor. Zudem sollen SDG-Indikatoren prinzipiell in der Lage sein, zwischen verschiedenen Bevölkerungsgruppen (etwa nach Einkommen oder Alter) unterscheiden zu können. Wir stellen einen Indikator aus der Nachhaltigkeitsstrategie NRW zum Ressourcenverbrauch des privaten Konsums auf der Grundlage von Mikrodaten vor. Der größte Ressourcenverbrauch der privaten Haushalte in NRW bleibt Wohnung, Nahrungsmittel und Verkehr vorbehalten. Dabei ist zwischen 2003 und 2013 die größte Steigerung des Ressourcenverbrauchs in Post und Telekommunikation zu verzeichnen, wobei sich insgesamt der Ressourcenverbrauch leicht reduziert hat. Der Indikator zum Ressourcenverbrauch der privaten Haushalte erfüllt die Anforderungen an Indikatoren der Sustainable Development Goals sowie der Nachhaltigkeitsstrategie des Landes NRW. Gleichzeitig empfehlen wir eine weitere Disaggregierung des Material Footprints nicht nur nach Bevölkerungsgruppen, sondern auch in Gütergruppen auf der Basis von Lebenszyklusanalysen.
Sustainable out-of-home nutrition can help achieve overarching sustainability goals through a transformation in demands of consumers in this growing market. Studies indicate that individual food choice behaviours in out-of-home settings relate to a wide set of personal, social and situational factors. These factors can be influenced by various intervention strategies. In an expert meeting and a focus group we invited caterers and consumers to generate, discuss and evaluate various practical intervention ideas. Both parties largely perceive the explored ideas as useful and agree on key intervention ideas. Overall caterers and consumers state to prefer nudging strategies over information and participation interventions.
In the Paris Agreement, the governments of the world have pledged to attain climate neutrality in the second half of this century. More precisely, in Art. 4.1 parties agreed to "achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases". However, the collective as well as the majority of measures by individual countries fall short of embarking on a pathway towards that objective. But nevertheless, an increasing number of actors - countries, sub-national entities, as well as corporations - have stepped up their efforts and set themselves carbon neutrality goals.
In this Policy Brief Lukas Hermwille and Markus Gornik portray the commitments of Costa Rica, Norway, Sweden, the City of Melbourne, Australia and the corporation Microsoft. All cases have set themselves ambitious neutrality goals and have implemented measures to achieve them. However, none of the cases will be able to achieve accomplish neutrality on their own, at least not on short-term. The remaining emissions will be compensated using carbon credits either from domestic offset schemes (Costa Rica) or from international schemes.
For the time being, voluntary carbon neutrality goals, as presented in this Policy Brief, are an effective way to demonstrate leadership in climate protection. For the near future, pioneering actors that set voluntary carbon or climate neutrality goals could provide a significant source of demand for international carbon credits.
This report examines the role of waste management in the context of a circular economy transition. Key challenges relate to moving beyond the perception of "waste as a problem" to "waste as a resource". To this end high levels of cooperation are needed between the waste industry and enterprises engaged in circular economy business models. Collecting high quality waste streams for re-use, remanufacturing and recycling also requires citizen engagement and integrated infrastructure development from the municipal to the EU level. Ultimately, both waste prevention as well as a widespread growth in circular economy activities will require a coherent and holistic approach that takes recovery options into account at every stage of the product life cycle. Co-benefits will include reducing environmental burden as well as creating both high-skilled and low-skilled jobs for an inclusive, green economy. In concrete terms, this report examines five waste streams identified in the EU's Circular Economy Action Plan: municipal waste, packaging waste, food waste, bio-waste and critical raw materials. It looks at the current state of policy development, presents trends and data comparing Member State performance, reviews the state of technological development, and assesses employment opportunities relevant to each waste stream in the overarching context of assessing progress toward the circular economy transition in the EU. Case studies of specific options for collecting and treating waste based on experiences in Denmark, Italy and Slovenia complement the more macro-level analysis of trends. Finally, key policy options are identified, in particular focused on ways to prevent waste, align circular economy and waste management objectives and improve the quality and reliability of indicators toward more robust monitoring.
We present an approach to simulate climate and energy policy for the EU, using a flexible and modular agent-based modelling approach and a toolbox, called the Energy Modelling Laboratory (EMLab). The paper shortly reviews core challenges and approaches for modelling climate and energy policy in light of the energy transition. Afterwards, we present an agent-based model of investment in power generation that has addressed a variety of European energy policy questions. We describe the development of a flexible model core as well as modules on carbon and renewables policies, capacity mechanisms, investment behaviour and representation of intermittent renewables. We present an overview of modelling results, ongoing projects, a case study on current reforms of the EU ETS, and we show their relevance in the EU context.
Vor dem Hintergrund der europäischen Klimaschutzziele bis 2050 und der damit erforderlichen Dekarbonisierung der Wirtschaft werden in dem Vorhaben die Weiterentwicklungsoptionen der europäischen Energieeffizienzpolitiken untersucht. Es werden die Sektoren private Haushalte, Verkehr und Industrie betrachtet sowie der förderliche Rahmen, d. h. auch sektorübergreifende Instrumente. In den vorgeschlagenen Politikpaketen soll sich die Vielfalt der Instrumententypen abbilden. Neben Best-Practice-Beispielen liegen Länderstudien für drei große Volkswirtschaften der EU vor (Deutschland, Frankreich, Italien) und mit Polen auch eine Länderstudie für einen Mitgliedstaat aus dem mittelosteuropäischen Raum.
The paper undertakes a closer look on the relation of institutions and policy mixes within the multi-level scope of the European Union in the policy field of resource efficiency and maps out different configurations. Based on an extensive analysis of scope, foci, instruments and especially the distribution of institutional responsibilities in 32 EU countries, the paper aims to amplify the categorisation of policy mix characteristics developed by Rogge and Reichardt by considerations on the institutional background of policy mixes. It specifically brings into question the potential impact of different institutional settings on the consistency and coherence of approaches in this evolving policy field. Resource efficiency is an eminently cross-cutting policy concept and a specific interesting unit of analysis due to the observable heterogeneity of implementation approaches. However, it is still mainly disconnected from energy issues and, at the same time, EU policy has shifted to the circular economy approach, indicating further need for streamlining with the resource efficiency approach. The paper stresses the need to include institutional and multi-level governance issues for policy design and the development of policy mixes, especially in the context of the now refocused resource efficiency agenda to the transition to a circular economy.
Modelling studies which project pathways for the future of energy in India currently have several implicit assumptions with regards to the social, institutional, and political changes necessary for energy transitions. This paper focuses on the specific question of land use change required for realising ambitious clean energy targets. Demand for land is likely to be a critical question in India's energy future given the challenges with land acquisition in the country as a result of high population density and significant rights enjoyed by landowners. Yet, there is a lack of literature relevant to India which makes a quantitative assessment of the land use impacts of different types of low carbon technologies. I calculate and compare the land requirements in India of ground based solar photovoltaic (PV) power, nuclear power, and wind energy. All three types of technologies are expected to grow substantially as a share of India's electricity mix in the coming years. The analysis suggests that land demands of ground based solar PV are likely to be substantial compared to wind energy and nuclear power, and some policy suggestions are provided which may help mitigate that challenge.
Against the background of the question which role tax based instruments have to play in policy mixes to counteract the unbroken growth trend of global resource use, this chapter initially describes how the insights from a country comparative study on national resource policy frameworks could be linked to instruments for the internalisation of external environmental costs on a European scale. On the basis of a project specific but substantiated resource use vision and potential governance principles for three transition processes to reach the goals, the tax concepts are subsequently connected to simulation scenarios in order to illustrate the resource impacts that could be achieved by those policy reforms. Conclusively, barriers to such fundamental changes of framework conditions are briefly reflected upon and some conclusions are drawn.

Die Religionen haben in Sachen Klimawandel rhetorisch mobilgemacht, und ihre Warnrufe gipfeln darin, die Erdüberhitzung bedrohe nicht nur die Natur, sondern auch das Zusammenleben der Menschen. Betont werden etwa die "Verwundbarkeit der Armen" ("Islam Declaration"), das "Leiden für alle Lebewesen" (Buddhismus), die "ökologischen Schulden" (Papst Franziskus) und die "Klimagerechtigkeit" (Weltkirchenrat). Zudem haben sich mit letzterer Losungzahl reiche NGOs identifiziert; die Parole "Climate Justice" ist in den 2000er Jahren zur Fanfare der Zivilgesellschaft geworden, die die internationale Klimapolitik bis heute begleitet. Was hat es mit der "Climate Justice" auf sich? Wie verändert sich der Klimadiskurs, wenn man die Gerechtigkeitsperspektive einnimmt? Und welche Folgen hat das für die Entwicklungspolitik?
Von Beginn an haben die modernen Wirtschaftswissenschaften gesellschaftliche Prozesse nicht nur beobachtet und beschrieben, sondern diese auch selbst katalysiert und beeinflusst. Damit haben sie einer Entwicklung den Weg gebahnt, die neben unbestrittenen Erfolgen zu ökologischen Zerstörungen, sozialen Verwerfungen und immer wiederkehrenden ökonomischen Krisen geführt hat. Mehr denn je braucht es eine transformative Wirtschaftswissenschaft, die insbesondere die Bedingungen und Möglichkeiten einer nachhaltigen Entwicklung von Wirtschaft und Gesellschaft analysiert und verbessern hilft.
Energy efficiency activities are high on the current EU energy policy agenda. Key policy instruments like the Energy Efficiency Directive (EED), the Energy Performance of Buildings Directive (EPBD) and the Energy Labelling Directive are under revision.
In a project for the German government, we therefore analysed the effectiveness and consistency of existing sectoral policy packages anew, to open the discussion on which policy changes to the EU's energy efficiency policy packages are crucial to reach the targets.
This comprehensive review addressed the industrial, buildings, and transport sectors plus the overarching governance framework (targets and roadmaps, EED, energy taxation and EU ETS). For each of these, the first step was a gap analysis of the main deficits in the sectoral policy packages, against effective model packages.
At first glance, the combination of energy efficiency policies at EU level seems already quite comprehensive. However, their design and implementation often lack a consistent and ambitious approach to leverage their full potential.
To give some examples of the many shortcomings identified, the governance framework suffers from exceptions and the transport sector being only marginally considered in the EED; an outdated Energy Tax Directive has very low minimum rates and several exception clauses; there is a lack of commitment to implement energy management systems and investment projects in large companies; a clear EU-wide definition of nearly zero energy buildings (nZEB) is missing; and the labelling of energy-using products is still confusing for consumers. Subsequently, we elaborated comprehensive policy recommendations to increase the effectiveness of all these policies, and to bridge some gaps with new policies. A list of priorities was established to sort them by their relevance.
From 7 to 18 November 2016, the twenty-second Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Marrakech. Due to the early entry into force of the Paris Agreement, Marrakech also hosted the first Conference of the Parties serving as Meeting of the Parties to the Paris Agreement (CMA1). Researchers from the Wuppertal Institute observed the conference and elaborated a detailed analysis of the results. The report starts by discussing developments regarding the implementation of the Paris Agreement, in particular the detailed "rulebook" and cooperative mechanisms. Next, the article discusses developments in the various avenues for raising climate ambition that have been put in place by the Paris conference: the 2018 facilitative dialogue, the engagement of non-state and sub-national actors, and the elaboration of mid-century climate strategies. In addition, the article discusses other Marrakech developments, in particular on issues of climate finance and adaptation, as well as recent developments in the wider world that have an impact on the UNFCCC, in particular developing alliances, developments in the International Civil Aviation Organisation (ICAO) and under the Montreal Protocol, and possible repercussions of the US presidential election.
Two for one : integrating the sustainable development agenda with international climate policy

2015 was a watershed for international sustainability governance. With the Paris climate agreement and Agenda 2030, the international community adopted new targets and processes which are to guide policy for decades to come. Both emphasise the need for integration. In practice, however, climate change and sustainable development have so far been siloed issues.
Der vorliegende Bericht ist Ergebnis eines zweijährigen Forschungsprojekts im Rahmen des Virtuellen Instituts "Transformation - Energiewende NRW". Das Projekt wurde von der Stiftung Mercator finanziert. Der Bericht beschäftigt sich in mehreren Schritten mit der Transformation des Energie- und Industrielandes NRW: Er analysiert die ökonomischen Effekte der Energiewende in NRW und arbeitet Erfolgsfaktoren sowie Gestaltungsmöglichkeiten für industrielle Transformationsprozesse heraus. Nachfolgend werden zentrale Ergebnisse dieser Analyseschritte knapp zusammengefasst.
The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.
Comparing the Agenda 2030 of the United Nations and the Laudato si' by the Pope, both authored in 2015, one point stands out: the Development enthusiasm of the twentieth century is gone. In its place, we are now dealing with the demise of expansive modernity. The motto of the previous century (playing on words of the Lord's Prayer), "on Earth as in the West", now seems like a threat. The world is in crisis roundabout: the biosphere is being shattered and, in more ways than one, the gap between the rich and the poor is widening. While both publications agree that the global economic model can now be considered old iron, there are equally significant differences. While the Agenda 2030 seeks to repair the existing global economic model significantly, the encyclical calls for a pushing back of economic hegemony and for more ethical responsibility on all levels. While the Agenda 2030 envisions a green economy with social democratic hues, the encyclical foresees a post capitalist-era, based on a cultural shift towards eco-solidarity.
Wenn sich im November die internationale Staatengemeinschaft zur 23. UN-Klimakonferenz (Conference of the parties, kurz COP23) in Bonn trifft, um über die Umsetzung des Pariser Klimaabkommens zu beraten, wird auch die Forderung nach mehr Gerechtigkeit in der Klimapolitik laut werden. Denn die Parole "Climate Justice" ist in den 2000er-Jahren nicht nur zur Fanfare der Zivilgesellschaft geworden, die die internationale Klimapolitik bis heute begleitet. Längst fordern auch die vom Klimawandel besonders betroffenen Staaten, die Hauptverursacher der Erderwärmung - und damit vorwiegend die Staaten des globalen Nordens - stärker in die Pflicht zu nehmen.
Doch was hat es mit der "Climate Justice" auf sich? Wie verändert sich der Klimadiskurs, wenn man die Gerechtigkeitsperspektive einnimmt? Und welche Folgen hat das für die Entwicklungspolitik? Mit diesen Fragen befasst sich der vorliegende Beitrag.
In der vorliegenden Szenariostudie zeigen Forscher des Wuppertal Instituts, wie sich die Treibhausgasemissionen des Verkehrs in Deutschland von 166 Millionen Tonnen im Jahr 2016 bis zum Jahr 2035 auf null senken lassen - eine Zielmarke, die unter der Prämisse notwendig ist, dass die Erderwärmung auf möglichst 1,5 Grad Celsius begrenzt werden soll. Die Umsetzung dieser von der Staatengemeinschaft auf dem Klimaschutzgipfel in Paris 2015 vorgegebene Zielmarke erfordert eine rasche und konsequente Reduktion der Treibhausgasemissionen in allen Sektoren und auf nationaler wie globaler Ebene.
Zahlreiche einkommensarme Haushalte in Deutschland und diejenigen, die nahe der Armutsgrenze leben, leiden unter den in den letzten Jahren gestiegenen Stromkosten. In der Folge kann eine zunehmende Anzahl von Stromsperren beobachtet werden. Nach Angaben der Bundesnetzagentur wurden im Jahr 2014 insgesamt knapp 350.000 Unterbrechungen der Stromversorgung aufgrund von Zahlungsrückstände durch die Energieunternehmen veranlasst. Um solche Stromsperren zu vermeiden, bieten immer mehr Versorgungsunternehmen ihren Kunden einen Prepaidzähler als Antwort auf ausstehende Zahlungen und eine wachsende Zahl von Haushalten mit Energieschulden an. Das Phänomen der Energiearmut in Deutschland ist relativ jung und damit die Anzahl der Prepaidzähler noch niedrig. Erfahrungen in diesem Zusammenhang sind daher im Vergleich zu anderen Ländern (z. B. Großbritannien) rar. Im Auftrag des Ministeriums für Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes Nordrhein-Westfalen hat das Wuppertal Institut die erste wissenschaftlichen Befragung von Haushalten mit Prepaidzählern in Deutschland durchgeführt und stellt die Ergebnisse in diesem Wuppertal Report vor.
How is it possible to increase homeowners' insulation activity? Answering this question is key to successful policies regarding energy-efficient buildings worldwide. In Germany, doubling today's insulation rate of about 1% is an important element for reaching the government's target of an 80% reduction in energy demand in the building sector by 2050.
This thesis uses an agent-based model analysis to improve the understanding of homeowners' insulation activity and to explore new approaches aiming at its increase in Germany. Two agent-based models were developed and utilized. The first model was developed mainly based on insights derived from a structured literature review. The second emerged from the previous one, incorporating the results of an online survey conducted among 275 homeowners.
The results indicate that homeowners' economic means have little influence on their decision to install insulation. Instead, their insulation decision-making is mostly affected by situational factors and their attitudes towards insulation. Situational factors, such as the condition of the building, are important because they initiate homeowners' individual decision-making processes on insulation. The simulation results show that improving homeowners’ attitudes about insulation by providing information has a comparatively low potential for increasing their insulation activity. Out of the policy options this thesis explored, the introduction of an obligation to insulate the walls within one year after change of house ownership was found to have the greatest impact on homeowners' insulation activity.
Against the background of environmental problems arising from the growing extraction of natural resources and resource depletion, achieving a sustainable development is an indispensable challenge in the twenty-first century. In this article we want to show how socio-technical and product-service innovations can change social practices - the routine doings in everyday life - and, thus, support transition of socio-technical systems. We introduce theoretical considerations on how social practice theories and the framework of the Multi-Level Perspective in transition research can be linked to better understand transition processes from a micro-macro-link perspective. We then present cases based on desk research in the field of practices in bathing, heating and nutrition to show how these have changed over the past decades. Building on this, examples of concepts for sustainable product-service-design in these areas are introduced as leverage points to change social practices in everyday life. These have been developed in research projects or design student seminar works, respectively. We argue that this implies sustainable product-service-systems should be developed in a user- and actor-integrated framework, such as Sustainable LivingLabs. The integration of users and other stakeholders into participatory co-creation processes enables tailored solutions that take actual routines and dependencies seriously into account.
Die MENA-Region steht nicht nur vor erheblichen gesellschaftlichen Herausforderungen, sondern weist ebenfalls deutlichen Entwicklungsbedarf im Stromsystem auf und erfordert dessen nachhaltige Transformation. Durch einen möglichst hohen regionalen Verbleib der damit anfallenden Wertschöpfung könnten sich Chancen für Technologieausrüster ergeben. Allerdings herrscht im derzeitigen Marktstadium noch immer hohe Unsicherheit inwieweit zukünftig tatsächlich eine Marktentwicklung stattfindet. Vor diesem Hintergrund erfolgt die Entwicklung eines multikriteriellen Bewertungsrahmens für Investitionen in die lokale Produktion, wobei Aspekte der Transition-Forschung Anwendung finden.
This paper outlines the key elements of a low-carbon stabilization pathway for land transport, focusing on the potential of key policy measures at the local and national level, opportunities for synergies of sustainable development and climate change objectives, and governance and institutional issues affecting the implementation of measures. It combines several approaches to provide an integrated view on the decarbonization of the transport sector based on recent literature. It will assess the quantitative basis potential climate change mitigation pathways and will then look into policy and institutional aspects that relate to the feasibility of these pathways. This combination of quantitative and qualitative analysis to measure the potential, options, and feasibility of climate change mitigation strategies in the transport sector aims to synthesize recent papers on the subject and draw conclusions for future research.
Facing an ever-increasing global consumption of natural resources and related environmental as well as socioeconomic challenges, the transition towards a circular economy will be of crucial importance. The issue is high on the political agenda, especially since the European Commission published its Circular Economy Action Plan in December 2015. Apparently different stakeholders have very different perceptions of the concept as well as different expectations for its implementation. During a workshop series by the Friedrich Ebert Stiftung, experts from policy, science, administration, industry and unions discussed key issues for the circular economy: What's the status quo in Germany? How can the circular economy be implemented in a comprehensive and efficient way? Which instruments are available? Is the legal framework on EU and national level sufficient for the evolvement of a circular economy? What is the role of the consumer? What are the economic potentials especially with regard to job creation? How can research and innovation policy contribute to this process? This paper aims to summarise the different discussions.
Stepping up waste prevention : challenges and opportunities for national waste prevention programmes

Decarbonisation of energy systems requires deep structural change. The purpose of this research was to analyse the rates of change taking place in the energy systems of the European Union (EU), in the light of the EU's climate change mitigation objectives. Trends on indicators such as energy intensity and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios for the electricity, residential, transport, and industry sectors. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that the EU has made significant progress in decarbonising its energy systems. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.
Die Energiewende gilt als eine der zentralen gesellschaftlichen Projekte unserer Zeit. Ihre Bedeutung beschränkt sich nicht nur auf ihren bekannten Beitrag zum globalen Klimaschutz und auf die Reduzierung der Gefahren durch den Gebrauch von Atomenergie. Sie soll auch dazu dienen, die Energieimportabhängigkeit Deutschlands, mögliche Auswirkungen von Energiepreisschocks und die Wahrscheinlichkeit der Einbeziehung in zukünftige Ressourcenkriege zu reduzieren. Neben diesen Schutzfunktionen kann sie aber auch neue Geschäftsfelder und Arbeitsplätze schaffen und Innovationen in den Bereichen Effizienz und erneuerbare Energien voranbringen und damit einen Beitrag zu einer zukunftsorientierten, ökologischeren wirtschaftlichen Entwicklung beitragen.
Bereits 2010 hat die Bundesregierung Ziele in Bezug auf den Ausbau erneuerbarer Energien, die Steigerung der Energieeffizienz sowie die Reduktion des CO2-Ausstoßes formuliert. Während die Ziele hinsichtlich des Ausbaus erneuerbarer Energien im Stromsektor und am Wärmeverbrauch voraussichtlich erreicht werden, sind im Bereich der Energieeffizienzsteigerung weitere Anstrengungen notwendig. Zwar gibt es zahlreiche Energiedienstleistungsangebote und Förderprogramme, mit denen die Energieeffizienz gesteigert werden sollen, allerdings haben diese - insbesondere bei kleinen und mittleren Unternehmen (KMU) - bisher nicht zu den gewünschten Ergebnissen geführt. Daher ist es Ziel der Arbeit, Ansätze für ein Konzept zur Realisierung von Energieeffizienzpotentialen in KMU zu entwickeln.
Der Untersuchungsraum der Arbeit liegt im östlichen Ruhrgebiet in der Region Unna/Kamen/Bergkamen/Bönen/Holzwickede und ist auf das Projekt "SWOT-Analyse zur Energiewende Unna/Kamen/Bergkamen/Bönen/Holzwickede“ des Wuppertal Instituts zurückzuführen, in dessen Rahmen diese Arbeit entstand. Im Zuge der Analyse wurden zentrale interne und externe Einflussfaktoren auf die Entscheidung regionaler KMU zur Durchführung von Energieeffizienzmaßnahmen analysiert sowie Praxisbeispiele zur Realisierung von Energieeffizienzpotentialen ausgewertet. Abschließend wurden die Analyseergebnisse zu ersten Ideen für ein Konzept zur Realisierung von Energieeffizienzpotentialen in KMU ausgearbeitet und als Handlungsempfehlungen formuliert.
Seit 2005 ist ein Großteil der deutschen Strom- und Gaskonzessionsverträge ausgelaufen und eröffnete vielen Kommunen die Chance, die Energieversorgung wieder in die eigenen Hände zu nehmen. Gleichzeitig übernimmt die kommunale Ebene in einem zunehmend dezentral strukturierten Energieversorgungssystem eine immer wichtigere Rolle, da die Umsetzung der energiepolitischen Ziele der Bundesregierung vor allem vor Ort, in den Kommunen stattfindet. Ziel dieser Arbeit war es daher, zu ermitteln wie viele Kommunen im Zeitraum von 2005 bis 2016 durch die Gründung neuer Unternehmen im Bereich der Energieversorgung tätig geworden sind und welche Rolle die kommunalen Energieversorgungsunternehmen im Rahmen der Energiewende einnehmen können.
Auf Grundlage der bereits 2013 vom Wuppertal Institut durchgeführten Sondierungsstudie, die zahlreiche Neugründungen bis 2012 erfasste, konnten in dieser Arbeit insgesamt 139 kommunale Energieversorgungsunternehmen ermittelt werden, deren Gründung zwischen 2005 und 2016 stattfand. Dieses Ergebnis belegt für diesen Zeitraum einen ausgeprägten Trend zur Rekommunalisierung im Bereich der Energieversorgung. In einer umfangreichen Literaturanalyse sowie acht Experteninterviews mit kommunalen Ansprechpartnern und Geschäftsführern junger Stadtwerke, konnte darüber hinaus belegt werden, dass die kommunalen Energieversorger aufgrund ihrer Fachexpertise und ihrer ausgeprägten Vernetzung mit den Bürgern, örtlichen und regionalen Akteuren und der Kommune, wichtige Instrumente zur Umsetzung kommunaler Klimaschutzziele darstellen. Sie sind nicht nur in der Lage, sich im energiewirtschaftlichen Wettbewerb zu beweisen und zu positionieren, sondern können aufgrund ihrer lokalen Verankerung auch Potenziale erschließen, die von privaten Versorgern weitgehend ungenutzt bleiben. Diese umfassen beispielsweise Potenziale zur Energieerzeugung und -einsparung auf Kundenseite, aber auch die Möglichkeiten regenerativer Wärmeversorgung durch Nah- oder Fernwärme und eine stärkere Beteiligung der Bürger. Neben den zusätzlichen Wertschöpfungseffekten, von denen die Kommunen profitieren, ermöglichen die kommunalen Energieversorgungsunternehmen somit auch die aktive Mitgestaltung der Energiewende vor Ort, unter Einbeziehung der lokalen Akteure und Bürger.
What leads to lunch : how social practices impact (non-)sustainable food consumption / eating habits

The field of nutrition will face numerous challenges in coming decades; these arise from global consumption patterns and lead to a high use of resources. Actors in the catering sector face difficulties in promoting their solutions for a more sustainable situation in their field, one of them being the lack of acceptance from consumers. We must ask the question of how to influence consumer behavior and bring forth a transition towards more sustainable food consumption. This paper presents results of a qualitative assessment of eating practices. A group of ten consumers participated in problem-centered interviews and provided data on their eating-out behavior over the course of two weeks. Using the theoretical approach of practice theory, the data gathered in this study were used to form an understanding of the practice of eating out with a focus on the daily routines that influence consumer choices. The results indicate that the practice of eating out is highly dependent on external factors. Busy lifestyles, mobility routines and a perceived lack of time prompt the decision to eat out. Consumers consciously do so to save time and effort and to streamline their schedules. Mobility seems to be an important driver for eating out. Participants try to limit the ways they undertake eating out yet often stop for a meal in-between appointments spontaneously. Findings suggest that nutrition knowledge and sustainable mindsets have little influence on the eating decisions away from home: Participants show a high level of distrust towards quality claims and put their health concerns aside eating out. We can conclude that the act of eating out is strongly influenced by daily routines and those practices that precede or succeed it. Changes in work and mobility patterns are very likely to have an impact on the way consumers eat away from home.

A case study in the rural area of South Westphalia, Germany, showed the importance of independent intermediaries to support the development and implementation of sustainable energy and efficiency projects. The idea behind the project "Dorf ist Energie(klug)" (Village is Energy(smart)) was to foster, accompany, and support energy and efficiency projects in villages from the first idea to final implementation. Therefore, the South Westphalia Agency as independent intermediary initiated an application process in which villages could apply with their innovative energy and efficiency project ideas. During the following process the chosen "coaching villages" benefitted from the consultation of teams of thematic experts. Villages with less developed projects were supported through idea workshops with experts and study visits.
The accompanying scientific study evaluated the overall process focussing on the transferability, the sustainability and the quality of the process. Furthermore, a self evaluation tool for (energy) projects in villages was developed and tested in two of the participating coaching villages.
The paper gives a short insight into the project "Dorf ist Energie(klug)". It presents the methodology of the accompanying study and the results with a special focus on the role of the South Westphalia Agency as independent intermediary. Finally, it discusses the transferability and sustainability of the project.
Energiesuffizienz ist neben Energieeffizienz ein zweiter Weg, den Energieverbrauch zu reduzieren. Während Energieeffizienz bei unverändertem Nutzen den Energieinput senkt, ist Energiesuffizienz eine Strategie mit dem Ziel, die Menge an technisch bereitgestellter Energie durch Veränderungen der Quantität oder Qualität des Nutzens aus Energie auf ein nachhaltiges Maß zu begrenzen oder zu reduzieren. Das kann durch Reduktion, Substitution oder Anpassung des Nutzens an den Bedarf im Alltag geschehen. Viele Haushalte praktizieren schon Energiesuffizienz, aber die Hemmnisse für eine stärkere Nutzung sind groß. Auch die Energiesuffizienz im Haushalt benötigt daher eine Flankierung durch die Politik. Im BMBF-Projekt "Energiesuffizienz" wurde daher erstmals eine integrierte Energiesuffizienzpolitik untersucht, die insbesondere den Stromverbrauch in den privaten Haushalten adressiert.
Energy of the future? : Sustainable mobility through fuel cells and H2 ; Shell hydrogen study

Over the years Shell has produced a number of scenario studies on key energy issues. These have included studies on important energy consumption sectors such as passenger cars and commercial vehicles (lorries and buses) and the supply of energy and heat to private households, as well as studies on the state of and prospects for individual energy sources and fuels, including biofuels, natural gas and liquefied petroleum gas.
Shell has been involved in hydrogen production as well as in research, development and application for decades, with a dedicated business unit, Shell Hydrogen. Now, in cooperation with the Wuppertal Institute in Germany, Shell has conducted a study on hydrogen as a future energy source. The study looks at the current state of hydrogen supply path- ways and hydrogen application technologies and explores the potential and prospects for hydrogen as an energy source in the global energy system of tomorrow. The study focuses on the use of hydrogen in road transport and specifically in fuel cell electric vehicles (FCEVs), but it also examines non-automotive resp. stationary applications.

Mit dem Klimaschutz-Teilkonzept Mobilität für die Stadt Wolfsburg wurde eine neue Methode erprobt, mit der sich klimaschutzrelevante Handlungspotenziale an der Schnittstelle von Stadt- und Verkehrsplanung identifizieren lassen. Die Methode erlaubt es, bei der Abschätzung von Potenzialen zur Minderung verkehrsbedingter CO2-Emissionen stadträumliche Gegebenheiten zu erfassen und eine räumliche Differenzierung vorzunehmen. Sie stellt neben den für die Stadt- und Verkehrsplanung schon bestehenden Ansätzen die Analyse von variierenden CO2-Minderungspotenzialen innerhalb der Teilräume einer Stadt in den Vordergrund und ist eine sinnvolle Ergänzung zu den im verkehrsplanerischen Kontext oft angewandten Verkehrssimulationen.
In the face of growing popularity of eco-feedback innovations, recent studies draw attention to the relevance of the human factor for a more effective design of eco-feedback. This paper explores these challenges more deeply by employing a mixed methods approach. We provide in-situ insights from a Living Lab experiment on the effect of smart home systems and traffic light feedback on heating energy consumption in private households. Our results from an interrupted time series analysis of logged data on indoor room temperature, CO2 concentration and consumption of natural gas show that the interventions do not affect heating as expected, neither for automating behaviour via high-tech smart home systems nor via low-tech traffic light feedback. Smart home systems do not promise a significant reduction of heating energy consumption and a traffic light feedback on indoor air quality does not lead to a reaction of indoor CO2 concentrations, but may reduce heating energy consumption. Qualitative interviews on heating practices of participants suggests that comfort temperatures, lack of competences and inert heating systems do override expected effects of the feedback interventions. We propose that high-tech smart home systems should carefully consider the handling competences of users. Low-tech feedback products on the other hand should by design stronger address user experience factors like comfort temperatures.
Dass alle Welt auf den US-Präsidenten und sein populistisches Nein zum Klimaabkommen von Paris schaut, wird den Erfordernissen der internationalen Klimapolitik nicht gerecht. Wir sollten jetzt eher so handeln, als ob es die USA gar nicht gäbe. Es ist jedenfalls höchste Zeit, innerhalb und außerhalb der internationalen Verträge neue Allianzen der Vernunft zu bilden.
One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.
The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case study that impacts affecting the social, cultural and political spheres were more often considered significant than impacts affecting the physical and material livelihood dimensions. Regarding sustainability assessments of large-scale renewable energy plants, these findings underline the importance (as for other large-scale infrastructure developments) of placing greater emphasis on the inclusion of social aspects in impact assessments.

This transition is likely to be achieved by decoupling both resource and energy use from the sector's growth. Decision-makers in the sector will play a crucial role in achieving this. The aim of this policy brief series is to inform decision-makers in India at central government and state level about the current status of research, policy and institutions in the Indian construction sector and to identify key drivers and barriers. Finally, practical recommendations will be made for decision-makers about how to promote decoupling of resource and energy use from growth in the construction sector.

Policy brief 2 focuses on analysing the potential for decoupling in the Indian buildings and construction sector. Primary and secondary research was conducted to identify the factors that influence decoupling. Subsequently, a framework was established to make it possible to measure the nature and extent of decoupling that is possible within the existing policy environment. Furthermore, gaps, drivers and barriers have been identified which could enable a potential analysis study on decoupling to be carried out. In addition, examples of good practice from Germany and other European countries have been studied with a view to learning lessons that can help to bridge the current gaps in India.
A continuing trend of global urbanization leads to a geographical concentration of population and social activities that causes a regional compression of concomitant resource and energy consumption. This paper argues that a Sustainable Living Lab infrastructure (SusLab) in urban areas facilitates a systematic integration of user's consideration in the design and development of Product-Service Systems (PSS) that enables changes of daily routines in favor of urban wealth development and conservation of ecosystem services. The authors build on the Sustainable Consumption and Production (SCP) Model of the Wuppertal Institute that provides a theoretical framework of sociotechnical rearrangements towards urban sustainability transition. Therefore, a reconfiguration of social practices and PSS in a desired direction according to social, ecological and economic concerns is reconsidered on the micro level in line with efficiency, consistency, and sufficiency strategies. The authors introduce an assessment framework for urban sustainable development and illustrate multifarious concepts of PSS that are aiming to decouple wealth development from resource and energy consumption in urban areas.

Finally, practical recommendations will be made for decision-makers about how to promote decoupling of resource and energy use from growth in the construction sector.
Policy brief 1 focuses on the baseline for decoupling in the Indian construction sector. The study draws attention to the existing scenario in terms of key policies, research and institutions linked to resources and energy in the sector.
Ein undurchsichtiger Tarifdschungel, unzureichende Verbindungen und ungerechtfertigt hohe Preise - das schreckt viele Menschen davon ab, den Bus oder die Bahn zu nehmen. Wegen der anhaltenden Unterfinanzierung stehen bessere ÖPNV-Angebote nicht in Aussicht. Dabei ist es gerade aus Klimaschutzgründen erforderlich, den öffentlichen Personennahverkehr als Rückgrat einer klimaschonenden Mobilität auszubauen und seinen Anteil im Verkehr in Stadt und Region zu steigern.
Das neue Finanzierungsmodell "Bürgerticket" könnte dazu beitragen: Es könnte eine stabile Finanzierungsbasis schaffen und den Umstieg vom Auto auf den ÖPNV fördern. Für das Bürgerticket wird von allen ein zweckgebundener Solidarbeitrag zur Finanzierung der ÖPNV-Betriebskosten erhoben. Im Gegenzug haben dann alle Bürgerinnen und Bürger freie Fahrt in Bussen und Bahnen. Ein "Semesterticket für alle" - das ist die Idee.
Der Autor hat am Beispiel Wuppertals den möglichen Einfluss des Bürgertickets auf die Verkehrsmittelwahl untersucht und daraus Klimaschutzpotential sowie Kosten in Szenarien abgeschätzt. Abgerundet wird die Studie durch Vorschläge für Politik und Wirtschaft, wie dieses innovative Finanzierungsmodell in der Praxis umgesetzt werden kann.

On 12 December, the twenty-first Conference of Parties (COP-21) of the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement. This marked the conclusion of the long process of crafting a new international climate regime that began with the adoption of the Bali Roadmap in 2007, failed spectacularly in Copenhagen in 2009, and resumed with a new approach in Durban 2011. This article summarizes and analyzes the main contents of the Paris Agreement.
Städte und Klimawandel : Ruhrgebiet 2050 ; integriertes Modell Ruhrgebiet und Regionaler Modal Shift

Das Ziel des Teilprojekts "Integriertes Modell Ruhrgebiet 2050" war die Entwicklung und Anwendung eines integrierten Modellsystems, mit dem die Auswirkungen von Handlungsansätzen zur Reduzierung des Energieverbrauchs und von Treibhausgasemissionen in Stadtregionen bis zum Jahr 2050 abgeschätzt und bewertet werden können. In dem Teilprojekt wurde ein für das östliche Ruhrgebiet vorhandenes Flächennutzungs- und Verkehrsmodell auf das gesamte Ruhrgebiet erweitert und durch Teilmodelle des Energieverbrauchs von Gebäuden und Verkehr ergänzt. Die Ergebnisse sollen Zivilgesellschaft, Planung und Politik Hinweise darauf geben, welche Maßnahmen auf europäischer, nationaler, regionaler und lokaler Ebene durchgeführt werden müssen, um die Ziele der Energiewende im Ruhrgebiet zu erreichen.
Im Fokus des Teilprojekts "Regionaler Modal Shift" stand der regionale Personenverkehr im Ruhrgebiet. Hier werden bislang 53 Prozent aller Wege mit dem motorisierten Individualverkehr zurückgelegt gegenüber einem Ziel-Modal Split mit einem Pkw-Anteil von 25 Prozent und jeweils 25 weiteren Prozenten für Fuß- und Radverkehr sowie ÖPNV. Ein zentraler Ansatz zur Reduzierung des Energieverbrauchs und der Treibhausgasemissionen ist die Verlagerung (Modal Shift) von motorisiertem Individualverkehr auf den Umweltverbund (Fuß, Rad, ÖPNV, Car-Sharing). Die polyzentrische Struktur des Verkehrsnetzes des Ruhrgebiets bietet gute Voraussetzungen für eine klimafreundliche Mobilität im Umweltverbund. Darüber hinaus kann Elektromobilität einen weiteren Beitrag zur Reduzierung von Energieverbrauch und Treibhausgasemissionen leisten.
Dieser Bericht stellt die Ergebnisse aus den beiden Teilprojekten in integrierter Form dar.
Optimization and simulation models are fit to work on a multitude of technical, economic, and techno-economic questions. However, they are by now not able to satisfactorily include societal aspects like acceptance, spatial implications and legal frameworks. In order to advance scope and explanatory power of simulation models, collaboration in interdisciplinary research teams is needed. Yet the exchange in such teams and its coordination can prove challenging. Furthermore, disciplinary approaches and methods for simulation and optimization might not be familiar to all participants.
To this end, a new conceptual model is introduced. The conceptual model employs few basic elements and concepts for describing and explaining arbitrary societal and technical relationships. Most notably, the conceptual model is general in its design, so contributions to the problem formulation and design components can be made by all team members regardless of their discipline. The procedure is based on common agent-based concepts without using their terminology. Consequently, an exchange among all team members becomes possible without them necessarily being proficient in agent-based modeling. A reduced presentation of workshop results exemplifies the use of novel elements for deriving an emergent agent-based simulation.
To minimize the impact of end-of life vehicles on the environment they have to be managed in accordance with the legal requirements. Against this background it is important to comprehend the whereabouts of permanently decommissioned passenger cars. From the available statistical sources it was only possible to account for the whereabouts in parts for the last years. The subject-matter of the research project was the closure of this "statistical gap" to the maximum extent possible. The objectives of the project were the identification of the possible reasons underlying the "statistical gap", the determination, itemisation and, to the maximum extent possible, quantification of information on the actual whereabouts of permanently decommissioned vehicles and the development of measures and instruments that can be used to permanently improve the data situation.
Altfahrzeuge enthalten sowohl Schadstoffe als auch Wertstoffe und sind daher nach den Vorgaben der Altfahrzeugverordnung ordnungsgemäß zu behandeln und zu verwerten. Gefahren für die Umwelt können so vermieden und Wertstoffe zurückgewonnen werden. Dementsprechend ist es wichtig, dass die ordnungsgemäße Behandlung und Verwertung von Altfahrzeugen auch belegt werden kann. Grundlegend ist vor diesem Hintergrund, dass nachvollziehbar ist, wo Fahrzeuge verbleiben, die außer Betrieb gesetzt und in Deutschland nicht wieder zum Straßenverkehr zugelassen werden. Mit den vorliegenden statistischen Angaben war dies in den letzten Jahren nur teilweise möglich. Beispielsweise war vor Projektbeginn für das Jahr 2013 der Verbleib von 1,18 Millionen Fahrzeugen nicht aufklärbar. Ziel des Vorhabens war es daher, den Verbleib von außer Betrieb gesetzten Fahrzeugen möglichst lückenlos aufzuklären. Darauf aufbauend erarbeiteten die Autoren Vorschläge, um die Datenlage dauerhaft zu verbessern.
As of June 2017, 150 countries have ratified the Paris Climate Agreement. This agreement calls for, among other things, strong reductions in CO2 emissions by 2030 and beyond. This paper reviews the Nationally Determined Contribution (NDCs) plans of six Association of Southeast Asian Nations (ASEAN) countries and compares their current and projected future CO2 levels across sectors, and their stated targets in the context of their economic and demographic situations. This comparison reveals wide variations in the types of targets, with the "ambition" level changing as the perspective changes from total CO2 to CO2/capita and per unit gross domestic product (GDP). We also review national plans as stated in NDCs and find that while there are many types of policies listed, few are quantified and no attempts are made to score individual or groups of policies for their likelihood in achieving stated targets. We conclude that more analysis is needed to better understand the possible impacts of current policies and plans on CO2 emissions, and whether current plans are adequate to hit targets. Considerations on better aligning targets are also provided.
Since human nutrition is responsible for about 30 % of the global natural resource use and in order to decrease resource use to a level in line with planetary boundaries, Lukas et al. (2016) proposed a re-source use reduction in the nutrition sector by a factor 2 (Material Footprint).
The catering sector needs clearly defined indicators to assess their business activities' impact on ecology, social aspects, economic value, and health status. Within the project NAHGAST two sets of indicators, called NAHGAST Meal-Basis and NAHGAST Meal-Pro were developed. The indicator sets are proposed to measure several, with sustainability-associated challenges, such as such as the ecological, social and economical effects, which may come along with the production and the consumption of a meal. Basically, the NAHGAST Meal-Basis deals with qualitative indicators, such as the amount of organic food per serving or the percentage of food wasted. This set is supposed to enable leaders to assess the sustainability of their meals and to visualize future improvements on a simplistic level. The NAHGAST Meal-Pro deals with a more sophisticated set of indicators, such as the carbon and material footprint or the cost recovery per meal. Both sets are underpinned with sus-tainable targets and elaborated as an Excel-based assessment tool, which is tested within a one-year case study. The usefulness and the limits of the tool, as well as current results of the implementation including pro-posed challenges, are discussed.
Food labels are able to support consumers in making more sustainable food choices in out-of-home consumption situations. Thereby, the effect of changing consumption behaviour depends on the format of food labels and on the information it provides. In order to assess the importance of the amount of information as well as the design of food labels displaying sustainability aspects, we test different formats of food labels using a best-worst choice design. So far, no research tested a variation of information depth while keeping label designs fixed. We find clear preferences across both dimensions. Results indicate that consumers regard labels with a higher information depth as more helpful in order to choose a sustainable meal. For the label design it became obvious that the slider-design is preferred over footprints and traffic light label design.
The future belongs to the youth, but do they really have a say in it? Learning processes with regard to a successful socio-ecological change must start in childhood and adolescence in order to succeed in social transformation. The youth cannot be a passive part in a changing society - they have to be actively included in its design. When allowed to participate, young people can make important and effective contributions - which should not be reduced to sub-projects and opportunity structures. In a socio-political context, participation means involvement, collaboration, and commitment. In the context of intra- and inter-generational equity, as the core part of sustainable development, participation strategies should be developed that allow for a permanent and purposeful involvement of children and adolescents. Participation of young people is an important and appropriate step in strengthening those who are so strongly affected by the planning processes but are otherwise powerless. A successful involvement and participation of non-professional actors requires a target group-oriented method, a supportive culture of participation, as well as clarity and decision latitude. Abiding by these rules leads to central results.
Vision development towards a sustainable North Rhine-Westphalia 2030 in a science-practice-dialogue

The paper presents the results of a participatory vision development process in the Federal State of North Rhine-Westphalia (NRW) in Germany. The vision development was part of a scientific research project that accompanied the development of a sustainability strategy for NRW at state level. The Sustainability Strategy NRW was adopted in July 2016 and contains parts of the vision developed in the research project: Sentences from the narrative text vision and proposed targets and indicators that back-up the vision for a sustainable NRW in 2030 were used by the state of NRW. The vision was developed in iterative steps in three consecutive dialogue rounds with different stakeholders from science and practice. The paper presents the methodological approach and the results of the vision formulation process. The paper discusses the lessons learned from the vision development - from both practical and theoretical perspectives of transition management. The paper explores the relevance of setting ambitious targets for sustainable development as part of a state strategy by taking the proposed target of a "4 × 25% modal split" by 2030 as an example. The project demonstrated that a participatory approach for vision development is time and resource consuming, but worth the effort as it improves the quality and acceptance of a vision. Furthermore, the project demonstrated that transformative science contributes valuable inputs for sustainability transitions and for facilitating participatory vision development.
Business model resilience : understanding the role of companies in societal transformation processes

Business model resilience (BMR) is introduced as a conceptual framework to better understand the systemic dimension of companies affected by and shaping sustainability transformations. It offers an interdisciplinary approach for management studies and a framework for orientation in management practice.
Stadtwerke sind im Ruhrgebiet strukturprägend und haben eine lange Tradition. Sie sind fester Bestandteil der Akteurskonstellation im Energiebereich der Emscher-Lippe-Zone. Schon heute zeichnen sich die Stadtwerke des Ruhrgebiets vielfach dadurch aus, dass sie die mit der Energiewende verbundenen Chancen nutzen. Ihre technische und gesellschaftliche Struktur entspricht weitgehend den mit der Energiewende verbundenen Transformationsprozessen hin zu einer stärkeren Dezentralität der Erzeugung und der Demokratisierung der Energieversorgung. Die meisten Stadtwerke des Ruhrgebiets sind auf mehreren Wertschöpfungsstufen im Energiebereich tätig. In der Stromerzeugung haben sie einen Schwerpunkt im Bereich der Kraft-Wärme-Kopplung und bei erneuerbaren Energien. Zudem sind sie vielerorts Partner und teilweise sogar Mitinitiator bürgerschaftlichen Engagements zum Ausbau erneuerbarer Energien. Als Verteilnetzbetreiber für Strom, Gas und Wärme sorgen sie vielerorts für die Integration und Verteilung erneuerbarer Energien. Die Energiewende findet weitgehend in den örtlichen Verteilnetzen statt und bedeutet für die Stadtwerke des Ruhrgebiets eine Zunahme an komplexen Koordinierungsfunktionen und teilweise auch die Herausbildung völlig neuer Aufgaben.
Background: Global targets for reducing resource use have been set by organizations such as the International Resource Panel and the European Commission. However, these targets exist only at the macro level, e.g., for individual countries. When conducting an environmental analysis at the micro level, resource use is often neglected as an indicator. No sum parameter indicating all abiotic and biotic raw materials has been considered for life cycle assessment, as yet. In fact, life cycle assessment databases even lack some of the specific input flows required to calculate all abiotic and biotic raw materials. In contrast, the cumulative energy demand, an input-based indicator assessing the use of energy resources, is commonly used, particularly when analyzing energy-intensive product systems.
Methods: In view of this, we analyze the environmental relevance of the sum parameter abiotic and biotic raw material demand, which we call the material footprint. First, we show how abiotic and biotic raw material demand can be implemented in the Ecoinvent life cycle assessment database. Employing the adapted database, the material footprint is calculated for 12 individual datasets of chosen materials and crops. The results are compared to those of the cumulated energy demand and four selected impact categories: climate change, ozone depletion, acidification, and terrestrial eutrophication.
Results: The material footprint is generally high in the case of extracted metals and other materials where extraction is associated with a large amount of overburden. This fact can lead to different conclusions being drawn compared to common impact categories or the cumulative energy demand. However, the results show that both the range between the impacts of the different materials and the trends can be similar.
Conclusions: The material footprint is very easy to apply and calculate. It can be implemented in life cycle assessment databases with a few adaptions. Furthermore, an initial comparison with common impact indicators suggests that the material footprint can be used as an input-based indicator to evaluate the environmental burden, without the uncertainty associated with the assessment of emission-based impacts.
Many low-carbon transport strategies can help achieve other economic, social and environmental objectives. These include improving access to mobility, reducing traffic and parking congestion, saving consumers money, supporting economic development, increasing public health and safety, and reducing air and noise pollution. Based on Avoid-Shift-Improve approaches and case studies from Germany, Colombia, India and Singapore, this paper shows that low-carbon transport generates significant and quantifiable benefits that can create a basis for political and societal coalitions.
Estimates suggest that currently available and cost effective measures can reduce transport Greenhouse Gas emissions by 40-50% compared to 2010. Yet, a number of barriers affect the optimal exploitation of this potential. Considering the possible economic, social and environmental benefits of sustainable transport, the shift towards a low-carbon pathway of this sector can be a win-win situation for climate protection and local development goals. This paper aims to make a contribution to understand these opportunities by highlighting the linkages between objectives, presenting case studies, facts and figures. The paper will also explore assessment methodologies and tools that can help practitioners to assess sustainable development benefits (SDB) and providing evidence for policy-makers to make more informed decisions on transport investments and polices.
There is a large potential for cost-effective solutions to reduce greenhouse gas emissions and to improve the sustainability of the transport sector that is yet unexploited. Considering the cost-effectiveness and the potential for co-benefits, it is hard to understand why energy gains and mitigation action in the transport sector is still lagging behind the potential. Particularly interesting is the fact that there is substantial difference among countries with relatively similar economic performances, such as the OECD countries in the development of their transport CO2 emission over the past thirty years despite the fact that these countries had relatively similar access to efficient technologies and vehicles. This study aims to apply some well established political science theories on the particular example of climate change mitigation in the transport sector in order to identify some of the factors that could help explain the variations in success of policies and strategies in this sector. The analysis suggests that institutional arrangements that contribute to consensus building in the political process provide a high level of political and policy stability which is vital to long-term changes in energy end-use sectors that rely on long-term investments. However, there is no direct correlation between institutional structures, e.g. corporatism and success in reducing greenhouse gas emissions in the transport sector. Environmental objectives need to be built into the consensus-based policy structure before actual policy progress can be observed. This usually takes longer in consensus democracies than in politically more agile majoritarian policy environments, but the policy stability that builds on corporatist institutional structures is likely to experience changes over a longer-term, in this case to a shift towards low-carbon transport that endures.

Energy sufficiency has recently gained increasing attention as a way to limit and reduce total energy consumption of households and overall. This paper presents selected results of a research project funded by the German Federal Ministry of Education and Research that examined the potentials and barriers for energy sufficiency with a focus on electricity in households, how household members perceive sufficiency practices, and how policymakers could support and encourage these. Bottom-up calculations for an average 2-person household in Germany yielded a total electricity savings potential from energy efficiency and sufficiency combined of theoretically up to 75 %.
The continuous growth of per capita living space was identified as one important driver for additional energy consumption both for heat and electricity. The paper will present findings of a representative survey of 600 persons responsible for the housework. It revealed that a part of the households is already practicing sufficiency options or are open towards these. Up to 30 % of these households can imagine, given the right conditions and policy support, to move to a smaller dwelling or to share an apartment with others when they are older.
Results of a first comprehensive analysis of an energy sufficiency policy to encourage and support households to sufficiency practices form the second part of the paper, with a focus on the feasibility and potential effectiveness of instruments for limiting the growth in average living space per person. This includes a case study on fostering communal housing projects as a measure to reduce living space. Further, the feasibility of a cap scheme for the total electricity sales of a supplier to its customers was examined. Instruments supporting energy-efficient and sufficient purchase and use of equipment complete the integrated energy sufficiency and efficiency policy package.
The paper will finally present the project's conclusions on an integrated energy sufficiency policy package resulting from this analysis.

Kern des Projektes war es zu untersuchen, wie der Untersuchungsraum in Bezug auf die Energiewende aufgestellt ist und welche Entwicklungspotenziale künftig im Zuge einer gesellschaftlich und politisch gewollten Energiewende genutzt werden können. Zur Qualifizierung des wissenschaftlichen Nachwuchs wurde im Rahmen der hier bearbeiteten Forschungsfragen Studierende darin angeleitet, im Bereich der energiebezogenen Transformationsforschung eigenständig Teilaspekte zu untersuchen.
Dementsprechend wurden vom Wuppertal Institut insgesamt vier Studienarbeiten mit verschiedenen Themenschwerpunkten ausgeschrieben. Diese sollten am konkreten Beispiel der zu untersuchenden Region aufzeigen, welche Stärken und Schwächen, aber auch Chancen und Risiken in Bezug auf die pro-aktive Gestaltung der Energiewende bestehen. Zusätzlich sollte untersucht werden, wie stark kleine und mittlere Unternehmen (KMU) in der Region Unna davon betroffen sind beziehungsweise inwieweit sie als Akteure der Energiewende die Nachhaltigkeit ihrer unternehmerischen Tätigkeit stärken und sichern können. Auch die regionalwirtschaftlichen Effekte wie Wertschöpfungs- und Arbeitsplatzeffekte, die erzielbar wären, wenn die mittelständischen Unternehmen der Region pro aktiv die Herausforderungen der Energiewende in den Bereichen Energieeffizienz, erneuerbare Energien und dezentrale KWK aufgreifen, waren Bestandteil der Studienarbeiten. Der Schwerpunkt lag hier insbesondere im Bereich Energieeffizienz.
Ohne Wissenschaft kein Kohleausstieg: Techno-ökonomische Fakten, aber auch sozialwissenschaftliche Expertise sind vonnöten, um Alternativen zur Kohleverstromung zu entwickeln, Perspektiven für die Bergbauregionen aufzuzeigen und zwischen Interessensgruppen zu vermitteln. Zumal es nicht der letzte Ausstieg sein wird, den uns die nötige Energiewende abverlangt.
Moderne Gesellschaften sind in allen Lebensbereichen von Strom abhängig. Längere Stromausfälle oder gar ein Blackout könnten zu einer Gefährdung der öffentlichen Sicherheit führen. Um dies zu verhindern, gewinnt das Konzept der Resilienz an Bedeutung bei der Ausgestaltung von Energiesystemen. Resiliente Energiesysteme sollen Störungen aller Art "aushalten" können und ihre Systemdienstleistungen weiterhin erbringen. Im Zuge der Energietransition wird das Energiesystem dezentraler und gilt aufgrund verschiedener Charakteristika als Energie-Resilienz fördernd. Kleine Erzeugungsanlagen in der Nähe zu den Verbrauchern mit einer hohen räumlichen Dispersion und einer hohen Diversifizierung der Energieträger sorgen für geringe Schäden im Fall eines Anlagenausfalls. Die Kommunen als Orte dezentraler Stromerzeugung gewinnen an Bedeutung und können durch Entscheidungen die Resilienz der Stromversorgung beeinflussen.
Ziel der Arbeit ist es, die Rolle von Energie-Resilienz in den kommunalen Strategien anhand von zwei Kommunen im Ruhrgebiet, Unna und Bergkamen, durch dezentrale Stromerzeugungsstrukturen zu analysieren. Dazu wurden qualitative Interviews mit den Bürgermeistern der Kommunen geführt und mit der Inhaltsanalyse nach Mayring (2002) ausgewertet. Um die raumspezifischen Besonderheiten dieses altindustriellen Gebiets durch die Energietransition herauszuarbeiten, wurde die Multi-Level-Perspektive nach Geels (2002) aus der Transition-Forschung angewendet und um den spezifischen räumlichen Kontext der Kommunen erweitert. Die Ergebnisse zeigen, dass die Existenz kommunaler Stadtwerke mit eigener Stromerzeugung in beiden Kommunen als maßgeblicher Energie-Resilienz steigernder Faktor gewertet werden kann. Jedoch ist Energie-Resilienz keineswegs als Ziel von Seiten der Kommunen existent, vielmehr geht es um Einnahmen und Wertschöpfung, die durch Stadtwerke in der Kommune verbleiben. Als wichtigste hemmende Faktoren stellten sich Richtungswechsel in der Energiepolitik auf höheren politischen Ebenen heraus sowie der Mangel an verfügbaren Flächen für dezentrale Stromerzeugungsanlagen. In Bergkamen führt zusätzlich eine Pfadabhängigkeit durch die Bergbau-Tradition zu Widerstand gegen Windkraftanlagen. Somit finden durch die Stadtwerke einerseits Energie-Resilienz steigernde Handlungsweisen statt, andererseits werden diese durch hemmende Faktoren beschränkt. Vorhandene Chancen und Potenziale bleiben ungenutzt.
The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. It analysed progress of national policies by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Analysis of the National Energy Efficiency Action Plans (NEEAPs), the expert survey with input from over 1,100 experts on policy ambition and progress in each Member State, as well as 28 Country Reports have been central elements in EEW3. This paper will present the main conclusions and policy recommendations of EEW3. In doing so, it will first summarise the findings of the document analysis based on the 28 Country Reports, showing developments of energy efficiency policies since the second NEEAP in 2011 in a cross-country overview for six sectors. These findings are then contrasted with the experts' perspective on progress in energy efficiency policies in their countries as collected in the EEW survey. Moreover, ten case studies of good practice energy efficiency policies are shown, three of them will be presented in more detail. The paper ends with key policy conclusions for improving the effectiveness of European energy efficiency policies. A key finding is that policy implementation has improved a lot since 2011 but more is needed to achieve the EED Art. 7 and other targets.
One of the most pressing issues of climate policy is how to get building owners to invest in the energy efficiency of their homes. The German federal government has set the goal of decreasing the energy demand of buildings by 80 to 95 percent until 2050. One pillar of the strategy to support building owners in this task is the provision of targeted energy advice, to both motivate owners to implement an energy efficiency refurbishment and help them to choose the most efficient measures. In this paper we analysed the demand for energy advice in three German cities of the Ruhr area finding the number of energy consulting provided to be extremely low compared to the stated goals. Based on the approach of joint knowledge production we invited stakeholders from the three cities to participate in a series of workshops in order to develop ideas how to more effectively bring homeowners and energy advisors together. As a result, different energy advice experiments were co-operatively developed for each city targeting different groups by using tailored channels for outreach. The evaluation of both the process as well as the outcome of the experiments indicates that while joint knowledge production is a suitable approach to enable knowledge transfer and formation of new networks between different stakeholders in science and practice, it does not necessarily lead to superior approaches with regard to effectively addressing a policy issue at hand. Apart from the experiment in which the window of opportunity change of building ownership was taken advantage of, participation of target groups in the experiments has been soberingly low, underlining the value of so-called trigger points when designing effective outreach strategies to building owners.
Energy efficiency improvements have numerous benefits/impacts additional to energy and greenhouse gas savings, as has been shown and analysed e.g. in the 2014 IEA Report on "Multiple Benefits of Energy Efficiency". This paper presents the Horizon 2020-project COMBI ("Calculating and Operationalising the Multiple Benefits of Energy Efficiency in Europe"), aiming at calculating the energy and non-energy impacts that a realisation of the EU energy efficiency potential would have in 2030. The project covers the most relevant technical energy efficiency improvement actions and estimates impacts of reduced air pollution (and its effects on human health, eco-systems/crops, buildings), improved social welfare (incl. disposable income, comfort, health, productivity), saved biotic and abiotic resources, and energy system, energy security, and the macroeconomy (employment, economic growth and public budget). This paper explains how the COMBI energy savings potential in the EU 2030 is being modelled and how multiple impacts are assessed. We outline main challenges with the quantification (choice of baseline scenario, additionality of savings and impacts, context dependency and distributional issues) as well as with the aggregation of impacts (e.g. interactions and overlaps) and how the project deals with them. As research is still ongoing, this paper only gives a first impression of the order of magnitude for additional multiple impacts of energy efficiency improvements may have in Europe, where this is available to date. The paper is intended to stimulate discussion and receive feedback from the academic community on quantification approaches followed by the project.
Die Energiewende regional gestalten : auf dem Weg zu einer Energiewende-Roadmap im Ruhrgebiet

Diese Broschüre ist ein Produkt des Rahmenprogramms zur Umsetzung der Energiewende in den Kommunen des Ruhrgebiets: Die Aufgabe des Projektes bestand darin auszuloten, in welcher Weise Kommunen ihre Handlungskapazitäten zur Umsetzung der Energiewende in der Region bewahren beziehungsweise perspektivisch erweitern können.
Das Rahmenprogramm steuerte in seiner dreijährigen Projektlaufzeit (2013-2016) einen Beitrag zur Analyse der Handlungsfähigkeit von Kommunen im Ruhrgebiet zur Umsetzung der Energiewende bei und systematisierte bisherige Handlungsansätze in der Region. Es setzte an bestehenden Rahmenbedingungen an und versuchte, in Zusammenarbeit mit regionalen Akteurinnen und Akteuren künftige Handlungsansätze für eine langfristig angelegte Umsetzung der Energiewende in der Region zu identifizieren. Das vorliegende Dokument führt Ergebnisse des Projektes zusammen und formuliert strategische Hinweise für die weitere Umsetzung der Energiewende im Ruhrgebiet.
Für die Energiewende im Ruhrgebiet muss eine umfassende Strategie einer Wärmewende verfolgt werden. Wichtige Treiber dafür sind die Stadtwerke mit ihren Nah- und Fernwärmenetzen. Doch im Wärmemarkt sind die bisherigen Transformationserfolge gering. Während erneuerbare Energien mittlerweile einen Anteil von über 30 Prozent im Stromsektor haben, spielen sie im Wärmebereich mit lediglich rund 10 Prozent eine bescheidene Rolle. Die erforderliche Wärmewende ist gekennzeichnet durch eine ausgeprägte Wechselwirkung zwischen den Sektoren Strom, Wärme, Gas und Mobilität (Sektorenkopplung).
Following the decisions of the Paris climate conference at the end of 2015 as well as similar announcements e.g. from the G7 in Elmau (Germany) in the summer of 2015, long-term strategies aiming at (almost) full decarbonisation of the energy systems increasingly move into the focus of climate and energy policy. Deep decarbonisation obviously requires a complete switch of energy supply towards zero GHG emission sources, such as renewable energy. A large number of both global as well as national climate change mitigation scenarios emphasize that energy efficiency will likewise play a key role in achieving deep decarbonization. However, the interdependencies between a transformation of energy supply on the one hand and the role of and prospects for energy efficiency on the other hand are rarely explored in detail.
This article explores these interdependencies based on a scenario for Germany that describes a future energy system relying entirely on renewable energy sources. Our analysis emphasizes that generally, considerable energy efficiency improvements on the demand side are required in order to have a realistic chance of transforming the German energy system towards 100 % renewables. Efficiency improvements are especially important if energy demand sectors will continue to require large amounts of liquid and gaseous fuels, as the production of these fuels are associated with considerable energy losses in a 100 % renewables future. Energy efficiency on the supply side will therefore differ considerably depending on how strongly the use of liquid and gaseous fuels in the various demand sectors can be substituted through the direct use of electricity. Apart from a general discussion of the role of energy efficiency in a 100 % renewable future, we also look at the role of and prospects for energy efficiency in each individual demand sector.
Energy-intensive processing industries (EPIs) produce iron and steel, aluminum, chemicals, cement, glass, and paper and pulp and are responsible for a large share of global greenhouse gas emissions. To meet 2050 emission targets, an accelerated transition towards deep decarbonization is required in these industries. Insights from sociotechnical and innovation systems perspectives are needed to better understand how to steer and facilitate this transition process. The transitions literature has so far, however, not featured EPIs. This paper positions EPIs within the transitions literature by characterizing their sociotechnical and innovation systems in terms of industry structure, innovation strategies, networks, markets and governmental interventions. We subsequently explore how these characteristics may influence the transition to deep decarbonization and identify gaps in the literature from which we formulate an agenda for further transitions research on EPIs and consider policy implications. Furthering this research field would not only enrich discussions on policy for achieving deep decarbonization, but would also develop transitions theory since the distinctive EPI characteristics are likely to yield new patterns in transition dynamics.
Szenarien spielten und spielen eine zentrale Rolle für die Gestaltung der Energiewende. Sie beschreiben dabei auf konsistente Weise die mögliche zukünftige Entwicklung des Systems unter bestmöglicher Berücksichtigung des aktuellen Wissens bezüglich des Systems, d.h. der internen Abhängigkeiten und Wechselwirkungen der Systemkomponenten, aber auch die Abhängigkeit der Systementwicklung von äußeren Faktoren. Damit liefern Szenarien Leitplanken für zentrale technisch-strukturelle, energiepolitische, ökonomische und gesellschaftliche Weichenstellungen, die einen zielgerichteten Transformationsprozess flankieren müssen.
Bei der Energiewende handelt es sich um einen komplexen Transformationsprozess, der nicht allein aus der nationalen Perspektive betrachtet werden kann. Er ist nicht vollständig unabhängig, sondern in einen Mehr-Ebenen-Prozess eingebunden. Es gilt entsprechend sowohl lokale als auch regionale, nationale, europäische und auch die internationalen Energiewendeprozesse und zugehörigen Rahmenbedingungen zu diskutieren und zu beachten. Es gilt aber auch, über den eigentlichen Energiebereich hinausgehende Trends in ihren Wechselwirkungen mit dem Energiesystem zu identifizieren und zu analysieren. Mit der Energiewende wird zudem eine Zielvielfalt angesprochen. Es geht über das Erreichen von Klimaschutzzielen hinaus um eine größere Vielfalt von gesellschaftlich-politischen Zielen.
Der Transformationsprozess hat keine eindimensionale Zielorientierung, sondern muss in einer mehrdimensionalen Betrachtung analysiert werden.
Dieser Artikel ist der Frage gewidmet, welchen Beitrag eine verstärkte Sektorenkopplung zum Gelingen der Energiewende leisten kann. Ausgehend von einer Einführung der Prinzipien und Technologien bietet er Einblicke in die zur Erforschung der Sektorenkopplung angewendeten Methoden, sowie ausgewählte Ergebnisse.
Hinsichtlich der Energieversorgung versteht man unter Sektorenkopplung im Allgemeinen eine engere Verzahnung und Verknüpfung verschiedener Energieanwendungsbereiche, sowie die Zunahme von Verzweigungs- und Verknüpfungsstellen im Energiesystem. Die wesentlichen Anwendungsbereiche der Energie sind dabei die Bereitstellung von Strom, Wärme und Mobilität.
This article presents an account of how deeply entrenched the neoclassical economic paradigm with its homo economicus and unlimited growth ideals has become in our societies and why this inhibits solutions for sustainable futures. Drawing on political economists like Karl Polanyi and Antonio Gramsci it also highlights how the current questioning of this paradigm and thus informed mindsets provides a renewed window of opportunity for a Great Transformation towards more sustainable futures. It reviews Transition Towns, Beyond GDP and Common Good Economies as examples of movements that lead the way in putting a new paradigm into practice.
Since the majority of network concession contracts in Germany were set to expire some time between 2005 and 2016, a window of opportunity arose in which to rebuild and remunicipalise the local energy supply. As a result, 72 new local power companies were established in Germany within the space of just seven years (between early 2005 and late 2012). This paper provides an introduction to the topic of establishing municipal utilities in Germany. The findings were identified on the basis of the comprehensive screening of all newly established municipal utilities in Germany. Our analysis provides information about regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utilities and the role of strategic partnerships. The key findings are that remunicipalisation is not a question of size and that knowledge gaps may be closed by entering into close strategic partnerships.
Renewable energy targets in the European Union (EU) have raised the demand for timber and are expected to increase dependence on imports. However, EU timber consumption levels are already disproportionally high compared to the rest of the world. The question is, how much timber is available for the EU to sustainably harvest and import, in particular considering sustainable forest management practices, a safe operating space for land-system change, and the global distribution of "common good" resources. This article approaches this question from a supply angle to develop a reference value range for the current as well as future sustainable supply of timber at the EU-27 and global levels. For current supply estimates, national-level data on forest area available for wood supply, productivity in that area, as well as the rate available for harvest were collected and aggregated into three potential supply scenarios. For future supply estimates, a safe operating space scenario halting land use change, a sensitivity analysis, and a literature review were performed. To provide both a comparison of global versus EU sustainable supply capacities and to develop a benchmark toward evaluating and comparing levels of consumption to sustainable supply capacities, per capita calculations were made. Results revealed that the per capita sustainable supply potential of EU forests is estimated to be around three times higher than the global average in 2050. Whether a global or EU reference value is more appropriate for EU policy orientation, considering both strengthened economic and cultural ties to the forest in forest-rich countries as well as the need to prevent problem shifting associated with exporting land demands abroad, is discussed. Further research is needed to strengthen and harmonize data, improve methods for modeling future scenarios and incorporate interdisciplinary and multi-stakeholder perspectives toward the development of robust and politically relevant reference values for sustainable consumption levels.
The contribution of the EU bioeconomy to sustainable development depends on how it is implemented. A high innovation potential is accompanied by considerable risks, in particular regarding the exacerbation of global land use conflicts. This article argues that a systemic monitoring system capable of connecting human-environment interactions and multiple scales of analysis in a dynamic way is needed to ensure that the EU bioeconomy transition meets overarching goals, like the Sustainable Development Goals. The monitoring should be centered around a dashboard of key indicators and targets covering environmental, economic, and social aspects of the bioeconomy. With a focus on the land dimension, this article examines the strengths and weakness of different economic, environmental and integrated models and methods for monitoring and forecasting the development of the EU bioeconomy. The state of research on key indicators and targets, as well as research needs to integrate these aspects into existing modeling approaches, are assessed. The article concludes with key criteria for a systemic bioeconomy monitoring system.
Die deutschen Braun- und Steinkohlekraftwerke produzieren 40 % des deutschen Stroms - sind aber für 80 % der Treibhausgasemissionen in diesem Sektor verantwortlich. Ein sukzessiver Ausstieg aus der Kohleverstromung kann daher einen entscheidenden Beitrag leisten, die deutschen Klimaziele zu erreichen und den Pfad zur Einhaltung der Klimaziele von Paris offen zu halten. Vor diesem Hintergrund hat sich in den letzten Jahren in Deutschland eine Debatte um einen möglichen nationalen Kohleausstieg entsponnen.
Der Naturschutzbund Deutschland (NABU) hat das Wuppertal Institut daher beauftragt, zentrale wissenschaftliche Studien und politische Positionspapiere zum Thema Kohleausstieg zu analysieren. In der nun vorliegenden Metastudie fassen die Autoren den aktuellen Diskussionsstand zu wichtigen Eckpfeilern eines beschleunigten Kohleausstiegs in Deutschland zusammen. Analysiert wurden insbesondere Aussagen zur klimapolitischen Notwendigkeit und zur energiewirtschaftlichen Machbarkeit unterschiedlicher Zeithorizonte eines Kohleausstiegs sowie Optionen für eine sozialverträgliche Gestaltung des damit einhergehenden Strukturwandels.
Feedback devices can be used to inform households about their energy-consumption behavior. This may persuade them to practice energy conservation. The use of feedback devices can also - via word of mouth - spread among households and thereby support the spread of the incentivized behavior, e.g. energy-efficient heating behavior. This study investigates how to manage the impact of these environmental innovations via marketing. Marketing activities can support the diffusion of devices. This study aims to identify the most effective strategies of marketing feedback devices. We did this by adapting an agent-based model to simulate the roll-out of a novel feedback technology and heating behavior within households in a virtual city. The most promising marketing strategies were simulated and their impacts were analyzed. We found it particularly effective to lend out feedback devices to consumers, followed by leveraging the social influence of well-connected individuals, and giving away the first few feedback devices for free. Making households aware of the possibility of purchasing feedback devices was found to be least effective. However, making households aware proved to be most cost-efficient. This study shows that actively managing the roll-out of feedback devices can increase their impacts on energy-conservation both effectively and cost-efficiently.
Simulation modeling is useful to understand the mechanisms of the diffusion of innovations, which can be used for forecasting the future of innovations. This study aims to make the identification of such mechanisms less costly in time and labor. We present an approach that automates the generation of diffusion models by: (1) preprocessing of empirical data on the diffusion of a specific innovation, taken out by the user; (2) testing variations of agent-based models for their capability of explaining the data; (3) assessing interventions for their potential to influence the spreading of the innovation. We present a working software implementation of this procedure and apply it to the diffusion of water-saving showerheads. The presented procedure successfully generated simulation models that explained diffusion data. This progresses agent-based modeling methodologically by enabling detailed modeling at relative simplicity for users. This widens the circle of persons that can use simulation to shape innovation.
Shaping the Paris mechanisms part II : an update on submissions on article 6 of the Paris Agreement

Article 6 of the Paris Agreement established three approaches for countries to cooperate with each other: cooperative approaches under Art. 6.2, a new mechanism to promote mitigation and sustainable development under Art. 6.4, and a framework for non-market approaches under Art. 6.8. Detailed rules for these three approaches are currently being negotiated.
This Policy Paper summarises the views submitted by Parties in March 2017 to identify points of controversy and convergence. It builds on a previous paper which summarised views submitted in September 2016.
Compared to the 2016 round of submissions, some conceptual advances can be noted. However, a number of issues continue to be controversial with little indication of a convergence of views.
Der Beitrag baut eine Brücke zu den Forderungen nach einer "transformativen Wirtschaftswissenschaft". Er macht deutlich, dass die Herausforderung der Ökonomie nicht lediglich bei einer verbesserten Politikberatung, sondern am Grundverständnis des Faches ansetzen muss. Er beleuchtet dabei vier Aspekte (1) die Begrenzungen durch den methodologischen Individualismus als erkenntnistheoretische Grundlage der Wirtschaftswissenschaften, (2) die Annahme exogen gegebener Präferenzen, (3) die Berührungsangst mit Normativität, (4) das Ausblenden ihres performativen und sozialwissenschaftlichen Charakters und zeigt unter anderem die institutionellen Konsequenzen für eine sich erneuernde Wirtschaftswissenschaft auf.
Bisher ist die vollständige Schließung von Stoffkreisläufen durch die Verwendung von Abfällen als Ressource in Deutschland nur eine Vision. Der Beitrag führt das Konzept der Kreislaufwirtschaft ein und konkretisiert es am Beispiel der Reparatur und Wiederverwendung von Produkten. Anschließend werden Hemmnisse betrachtet, die es auf dem Weg zur Kreislaufwirtschaft zu überwinden gilt und mögliche Lösungsansätze beschrieben.
Der Abschlussbericht des dritten Arbeitspakets im Projekt "Energiesuffizienz" entwickelt aufbauend auf den Erkenntnissen der vorhergehenden Projektarbeiten Empfehlungen für ein integriertes Paket von Energiesuffizienzpolitiken im Feld Bauen/Wohnen. Der Fokus liegt auf dem Stromverbrauch in Haushalten. Dafür werden zunächst Leitlinien für die Governance von Energiesuffizienz und eine Methodik für die analytische Herleitung einer Energiesuffizienzpolitik entwickelt. Diese Analyse betrachtet Mikro- (Individuum) und Mesoebene (Haushalts-/Versorgungsökonomie). In sieben Schritten wird ein integriertes Politikpaket für Energieeffizienz und Energiesuffizienz entwickelt und eine juristische Kurzeinschätzung gegeben. Das Paket umfasst unter anderem eine Weiterentwicklung von Ökodesign und EU-Energielabel, eine integrierte Energieberatung sowie Förderprogramme für Geräte, die einen suffizienten Gebrauch ermöglichen, und für ressourceneffiziente Dienstleistungen, die Geräte im Haushalt ersetzen können. Zudem werden als Teil des Politikpakets auch übergreifende Politikansätze (Stromkundenkonto, Politikinstrumente zur Begrenzung des Wachstums der Pro-Kopf-Wohnflächen) analysiert.
Das Ziel der Studie erschließt sich aus der Idee, eine Übersicht über den Stand der Erkenntnisse in den Bereichen Ressourcenkonsum (t) und Ausgaben (€) sowie Zeitverwendung (h) mit Bezug auf Typologien (Wohnen, Mobilität, Ernährung) zu erhalten. Darauf basierend wurden Transitionlandkarten entwickelt, die eine offene Erschließung von Pfadveränderungen und Lösungswegen für nachhaltigere Konsumentscheidungen und Lebensstilveränderungen ermöglichen.
Wie viel Gestaltungsmacht haben das Pariser Klimaabkommen und die in der Agenda 2030 für nachhaltige Entwicklung formulierten Sustainable Development Goals (SDGs) als internationaler Bezugsrahmen für die globale Energietransformation? In der vorliegeneden Studie analysiert Lukas Hermwille die beiden Agenden und stellt deren Komplementaritäten heraus.
Die Studie kommt zu dem Ergebnis, dass ein Fokus allein auf innovative Ansätze und den Ausbau erneuerbarer Energien nicht ausreicht. Nimmt man die Ambition des Zwei-Grad-Limits oder gar des 1,5-Grad-Ziels ernst, reicht es nicht aus, darauf zu warten, bis Kohle, Öl und Gas von alleine obsolet werden, sondern es wird nötig werden, den Ausstieg aus fossilen Energieträgern aktiv politisch zu gestalten. In diesem Sinne empfiehlt die Studie mit Hilfe von "Exnovationsstrategien" auch die potenziellen Verlierer der Energietransformation in den Blick zu nehmen, so Widerstände abzubauen, um den Ausstieg aus der Nutzung fossiler Energieträger rechtzeitig und gleichzeitig sozial gerecht zu erreichen.
In order to analyse the mid- and long-term impacts of energy related policies, different modelling approaches can be derived. However, the results of even the best energy system model will highly depend on the underlying input data. First, in this contribution the importance and availability issues of grid data in the context of energy system modelling are highlighted. Second, this paper focuses on power grid modelling based on open and publicly available data from OpenStreetMap using open source software tools. Two recent approaches developed to build electrical transmission network models using openly available data sources are presented and discussed. The proposed methods provide transparent assumptions, simplifications and documentation of grid modelling. This results in the ability of scientists and other stakeholders to validate, discuss or reproduce the results of energy system models. Thus the new open approaches offer a unique opportunity to increase transparency, comparability and reproducibility of results in energy system modelling.
This article analyses the human rights implications of projects under the Clean Development Mechanism (CDM) of the United Nations Framework Convention on Climate Change (UNFCCC). While the CDM is likely to expire in the near future, the experience gained should be used to inform the rules of the new mechanism to be established under the 2015 Paris Agreement. We argue that the CDM and the new mechanism, as international organizations under the guidance of UNFCCC member states, should apply the UN Guiding Principles on Business and Human Rights. Based on the experience drawn from three case studies (two hydro power projects in Barro Blanco, Panama, and Bujagali, Uganda, and one geothermal energy project in Olkaria, Kenya), we show that CDM projects, while in formal compliance with CDM rules, can lead to a number of human rights infringements. We conclude with a number of recommendations on how to achieve a greater recognition of human rights in the new mechanism under the Paris Agreement.

The transformation processes towards a sustainable development are complex. How can science contribute towards new solutions and ideas leading to change in practice? The authors of this book discuss these questions along the energy transition in the building sector.
A transformative research that leaves the neutral observer position needs appropriate concepts and methods: how can knowledge from different disciplines and from practice be integrated in order to be able to explain and understand complex circumstances and interrelations? What role do complex (agent-based) models and experiments play in this respect? Which mix of methods is required in transformative science in order to actively support the actors in transformation processes?
Theses questions are illustrated by the example of the BMBF funded project "EnerTransRuhr".
The EU-CIVITAS project FLOW has developed a multimodal methodology to calculate the impact of walking and cycling measures on transport network performance and congestion. The methodology better includes non-motorised modes than previous methods which focussed on motorised transport. The article outlines key characteristics.
Energie der Zukunft? : Nachhaltige Mobilität durch Brennstoffzelle und H2 ; Shell Wasserstoff-Studie

Wasserstoff ist ein Element, das viel Beachtung erhält: Es gilt als Basis einer nachhaltigen Energiezukunft. Allerdings ist Wasserstoff nicht allein, er konkurriert mit anderen Energien und ihren Nutzungstechnologien. Es stellt sich die Frage, ob Wasserstoff im globalen Energiesystem der Zukunft eine tragende Rolle spielen kann bzw. wird. Shell ist schon seit Jahrzehnten in der Wasserstoff-Forschung und -Entwicklung aktiv. In Zusammenarbeit mit dem Wuppertal Institut hat Shell jetzt eine Energieträger-Studie erstellt, die sich mit dem aktuellen Stand und den langfristigen Perspektiven der Wasserstoffnutzung, insbesondere für Energie- und Verkehrszwecke, befasst.
Die Shell Wasserstoff-Studie diskutiert zunächst natürliche Vorkommen, Eigenschaften sowie historische Sichtweisen des Elements Wasserstoff. Anschließend werden aktuelle sowie künftige Verfahren und Ausgangsstoffe zur Erzeugung von Wasserstoff untersucht; dabei werden die Herstellungspfade in puncto Energieaufwand, Treibhausgasemissionen sowie Bereitstellungskosten miteinander verglichen. Weiterhin werden Fragen der Wasserstofflogistik untersucht. Dazu gehören zum einen heutige und künftige Speichermethoden, zum anderen die verschiedenen Transportoptionen und ihre jeweiligen Vorzüge einschließlich Fragen der Transportökonomie.
Es folgt eine Darstellung der unterschiedlichen Nutzungsmöglichkeiten von Wasserstoff. Unterschieden wird zwischen stofflichen und energetischen Nutzungen. Die Analyse der energetischen Wasserstoffnutzung fokussiert auf die Brennstoffzelle - und nicht auf Wärmekraftprozesse. Auf der Anwenderseite werden energetische stationäre Anwendungen für die Back-up-Stromerzeugung sowie die Hausenergieversorgung - und diese einschließlich Wirtschaftlichkeit - untersucht.
Den Schwerpunkt der Studie bilden (auto)mobile Wasserstoffanwendungen. Hierfür werden zunächst technologischer Stand und Perspektiven mobiler Anwendungen - von der Raumfahrt über Material Handling bis hin zum Pkw - erörtert. Anschließend wird die Wirtschaftlichkeit von wasserstoff-betriebenen Brennstoffzellen-Pkw (FCEV) mit Hilfe eines vereinfachten Autokosten-Vergleichs analysiert. Es schließt sich eine Diskussion des Aufbaus einer Wasserstoff-Tankstelleninfrastruktur für den Straßenverkehr an. Abschließend werden in Anlehnung an das ambitionierte 2DS-Wasserstoffszenario der Internationalen Energieagentur mögliche Auswirkungen von Brennstoffzellen-Pkw auf Kraftstoffverbrauch und Treibhausgasemissionen in ausgewählten Regionen bis 2050 diskutiert.
The objective of this paper is to recognize and categorize the various ways that ecosystem services researchers perceive the concept and purpose of ecosystem services (ES). To do so, we employed the discourse analysis approach of Q methodology, where 33 researchers ranked 39 statements on ES derived from the literature. Factor analysis of the Q sorts allowed for the interpretation of five main perspectives on ES: a pragmatic view on nature conservation, seeing ES as useful tool ("Non-Economic Utilitarian"), a strongly value-focused perspective with a skeptical view on ES ("Critical Idealist"), an opposition to a utilitarian approach to nature conservation but seeing ES as more encompassing approach ("Anti-Utilitarian"), a focus on a methodological rather than a critical approach to ES ("Methodologist"), and a rather economic approach to environmental decision-making, in which ES is a useful tool ("Moderate Economist"). We see this plurality as illustrating both the potential of the ES concept to serve as a boundary object for collaboration, but also the threat of ineffective collaboration due to the lack of a common conceptual ground. However, as pluralism can be fruitful if handled transparently, we suggest the need for open dialogue about underlying assumptions when using a value-laden concept like ES.
A fundamental change in societal values and economic structures is required to address increasing pressures on ecosystems and natural resources. Transition research has developed in the last decades to analyze the co-dynamics of technological, institutional, social and economic elements in the provision of key functions such as energy, water and food supply. This doctoral dissertation provides conceptual and methodological contributions to the pro-active governance of sustainability transitions. Three research gaps are identified that are addressed in this dissertation. First, a comprehensive conceptualization of learning in sustainability transitions is currently missing that comprises learning at multiple societal levels (ranging from individuals to policy-actors). Learning concepts are often not explicitly discussed in transition research even though learning is considered as fundamental for innovation processes, niche formation and development as well as breakthrough and diffusion of innovations. Second, methods for the analysis and design of transition governance processes are lacking that specify case-specific intervention points and roles of actors in the implementation of innovations. Third, participatory modeling approaches are only applied to a limited extent in transition research despite a high potential for supporting communication and learning. The conceptualization of multi-level learning developed in this doctoral research conceptualizes learning at different societal levels as specific learning contexts ranging from individual and group contexts to organizational and policy contexts. The conceptual framework further differentiates between learning processes, intensity, objects, outcomes, subjects and factors, allowing for a more detailed analysis of learning within and across learning contexts. Thus, learning contexts can be linked by processes that involve actors from different learning contexts (e.g., community groups and policy-makers), as well as exchanges of physical aspects, institutions and knowledge (in the form of "learning factors"). This research has also provided a classification of model uses in transition research that supports a purposeful discussion of the opportunities of modeling and promising future research directions. The methodology developed in this doctoral research aims at the analysis and design of transition governance processes by specifying the various opportunities to contribute to sustainability transitions through purposeful action at different societal levels, as well as related roles of stakeholders in implementing such processes of change. The methodology combines different streams of previous research: 1) a participatory modeling approach to identify problem perceptions, case-specific sustainability innovations as well as related implementation barriers, drivers and responsibilities; 2) a systematic review to identify supportive and impeding learning factors from the general literature that can complement case-specific factors; and 3) a method for the analysis and design of case-specific transition governance processes. Three case studies in Canada (topic: sustainable food systems), Cyprus (water-energy-food nexus) and Germany (sustainable heating supply) have been selected to test and iteratively develop the methodology described above. The results for each case study reveal that there are learning objects (i.e., learning requirements) in all learning contexts, which underscores the importance of multi-level learning in sustainability transitions, ranging from the individual to the group, organizational and policy levels. Actors have various opportunities to actively facilitate societal transformations towards sustainable development either directly through actions at their particular societal levels (i.e., context-internal learning) or indirectly through actions that influence learning at other societal levels. In fact, most of the learning factors require cooperation across learning contexts during the implementation process. The comparing of learning factors across case studies underline the importance of several factor categories, such as "physical a disturbance or crisis", "information and knowledge". Of the 206 factors identified by stakeholders, 40 factors are case-specific and not contained in the general, review-based factor list. This underscores the value of participatory research, as general, top-down analyses might have overlooked these case-specific factors. The methodology presented in this dissertation allows for the identification and analysis of case-specific intervention points for sustainability transitions at multiple societal levels. The methodology furthermore permits the analysis of interplay between individual, group, organizational and policy actions, which is a first step towards their coordination. The focus on sustainability innovations links the broad topic of sustainability transitions to a set of opportunities for practical interventions and overcoming their implementation barriers. The methodology presented allows for the analysis and design of these interlinkages between learning contexts. While the methodology cannot provide any "silver bullets" for inducing sustainability transitions, it is flexible enough to identify an appropriate abstraction level for analyzing and designing transition governance processes. The methodology developed in this doctoral research also provides several contributions for the development of participatory modeling methods in transition research. Thus, the participatory method supports an integrated analysis of barriers and drivers of sustainability innovations, and allows application in practice and education. The concepts and methods developed in this research project allow for reflection on transition governance processes from a systemic viewpoint. Experiences in the case studies underline the applicability of the concepts and methods developed for the analysis of case-specific transition governance processes. Despite substantial differences in the geographic location, culture and topics addressed, all case studies include promising sustainability innovations and the engagement of multiple actors in their implementation. The diversity and multitude of initiatives in the case study regions provides an optimistic outlook on future opportunities for large-scale sustainability transitions.
The effectiveness of sustainable product and service innovations is often restricted by limited market acceptance or unexpected consumption patterns. The latter includes rebound effects, which occur when resources liberated by savings are used for further consumption. Recently emerging research from the Living Lab is striving to address and anticipate challenges in innovation design by integrating users in prototyping and field testing product and service innovations. The paper presents findings from a literature review on rebound effects and expert interviews identifying methods to monitor and measures to mitigate rebound effects in early innovation design via Living Lab research.
We find that monitoring and mitigating rebound effects in Living Lab research includes technological and behavioural triggers as well as socio-psychological and time use effects in addition to economic re-spending effects. The experts have confirmed that Living Labs contain the potential to observe complex demand systems of users within experimental designs, encompassing indirect rebound effects in terms of expenditure as well as time use. In this respect, Living Lab research can facilitate support for sustainable innovations, which aim to encourage changes in consumer behaviour, considering re-spending and time use effects simultaneously.
Various electricity generation technologies using different primary energy sources are available. Many published studies compare the costs of these technologies. However, most of those studies only consider plant-level costs and do not fully take into account additional costs that societies may face in using these technologies. This article reviews the literature on the costs of electricity generation technologies, aiming to determine which types of costs are relevant from a societal point of view when comparing generation technologies. The paper categorises the relevant types of costs, differentiating between plant-level, system and external costs as the main categories. It discusses the relevance of each type of cost for each generation technology. The findings suggest that several low-carbon electricity generation technologies exhibit lower social costs per kWh than the currently dominant technologies using fossil fuels. More generally, the findings emphasise the importance of taking not only plant-level costs, but also system and external costs, into account when comparing electricity generation technologies from a societal point of view. The article intends to inform both policymakers and energy system modellers, the latter who may strive to include all relevant types of costs in their models.
In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe.
This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking.
The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas:
Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments;
Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges;
Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems.
As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed at fostering research and policymaking to jointly achieve decarbonised energy systems in countries around the world. It convenes leading scientists, practitioners and policymakers and aims at supporting governments in proceeding jointly towards the design and implementation of climate-friendly low carbon societies.
Ein am Genug und somit an den Bedingungen planetarer Grenzen ausgerichtetes Handeln ist ein Schlüsselbaustein auf dem Weg in eine zukunftsfähige Gesellschaft. Sein volles Potenzial kann das Suffizienzprinzip aber nur dann entfalten, wenn die Rahmenbedingungen stimmen und sich die Diskussion von einem Bevormundungs- zu einem Emanzipationsdiskurs entwickelt.

Strategischer Konsum ist ein Mythos. Es ist einfacher die Bedingungen im Stall zu verbessern als das Konsumverhalten. Nullemissionsautos können bis 2030 der Standard für Neuzulassungen werden. So wird Öko zur Routine. Viele Beispiele zeigen: Das Konzept funktioniert bereits in der Praxis.

Reallabore sind derzeit ein populärer Forschungsansatz an der Schnittstelle zwischen Wissenschaft und Gesellschaft. Neben vermuteten Potentialen, wie der Erzeugung von Transformationswissen und einem Beitrag zu gesellschaftlichem Wandel, gibt es auch vielfältige offene Fragen, u. a. im Hinblick auf das Verhältnis zu transdisziplinärer Forschung, der Übertragbarkeit des erzeugten Wissens oder der Gestaltung von Experimenten in der "realen Welt". Auch eine breit getragene Definition von Reallaboren existiert derzeit nicht. Dieses Diskussionspapier möchte daher dreierlei leisten: Es beginnt mit dem Herausarbeiten von Reallabor-Merkmalen als a) Beitrag zu Transformationsprozessen, b) Experimenten als zentraler Forschungsmethode, c) Transdisziplinarität als Forschungsmodus, d) dem Ziel der Ausweitung und Übertragung der Ergebnisse und e) Reallaboren als Orten wissenschaftlichen und gesellschaftlichen Lernens. Im Nachgang werden diese Merkmale durch Rückbezug auf die einschlägige Literatur vertieft diskutiert. Abschließend werden mit Reallaboren vergleichbare Forschungsansätze (Sustainable Living Labs, Urban Transition Labs und Niche Experiments) im Hinblick auf ihre Ausgestaltung der fünf herausgearbeiteten Merkmale vorgestellt und Reallabore damit in den internationalen Forschungskontext eingebettet. Das Diskussionspapier will damit Forschenden und Praktiker_innen in Reallaboren eine Orientierung ermöglichen. Die vorgestellten konzeptionellen Überlegungen basieren auf einem thematischen Literatur-Review, ebenso wie Diskussionen mit Reallabor- und Transformationsforschenden in nationalen und internationalen Kontexten. Sie sind im Rahmen der Begleitforschung des Forschungsprojektes "ForReal" zu den Baden-Württembergischen Reallaboren entstanden. Dem Charakter eines Diskussionspapieres entsprechend sind die hier vorstellten Rahmungen zum Reallaboransatz als Angebot zur Diskussion, Erweiterung und Verbesserung zu verstehen.
Im Rahmen des Projektes werden mögliche Bewertungsmaßstäbe für die Erfolgsmessung von Abfallvermeidungsmaßnahmen vertiefend analysiert und bewertet sowie ein passendes Set an Indikatoren erarbeitet und ein geeignetes Daten-Erfassungskonzeptes entwickelt. Bezogen auf das Datenerfassungskonzept gibt es im Bereich Wiederverwendung (WV) erhebliche Datenlücken zu den tatsächlich wiederverwendeten Mengen gebrauchter Produkte. Der vorliegende Zwischenbericht enthält die Ergebnisse einer ersten Datenerhebung auf Basis einer Befragung der 400 Wiederverwendungseinrichtungen in Deutschland. Ergänzend wurde das Potential der aus Online-Angeboten gewinnbaren Gebrauchtprodukte zur WV recherchiert.
Analysing the impact of walking and cycling on urban road performance : a conceptual framework

Der vorliegende Beitrag beschäftigt sich mit der Rolle dezentraler Akteure bei der Transformation des deutschen Energiesystems. Er betrachtet die Energiewende als ein gesellschaftspolitisches, technisches, soziales und ökologisches Leitprojekt für eine "Große Transformation". Die sozio-technische Hypothese dabei ist, dass (weltweit?) ein Trend zur "Re-Vergesellschaftung" der Energieerzeugung und nutzung auf modernstem technischen Niveau stattfindet in Verbindung mit einer regionalen und überregionalen Netzstruktur und (teilweise) auch großtechnischer erneuerbarer Stromerzeugung (z. B. Windkraftparks). Um den notwendigen massiven Ausbau erneuerbarer Stromerzeugung für die Dekarbonisierung von Gebäuden und Verkehr so gering wie möglich zu halten (Akzeptanz, Kosten), werden Energie/Stromeffizienz und die Begrenzung von Rebound Effekten (z. B. Lebensstiländerungen; nachhaltigere Produktions- und Konsummuster) zum Imperativ.
Replacing traditional technologies by renewables can lead to an increase of emissions during early diffusion stages if the emissions avoided during the use phase are exceeded by those associated with the deployment of new units. Based on historical developments and on counterfactual scenarios in which we assume that selected renewable technologies did not diffuse, we conclude that onshore and offshore wind energy have had a positive contribution to climate change mitigation since the beginning of their diffusion in EU27. In contrast, photovoltaic panels did not pay off from an environmental standpoint until very recently, since the benefits expected at the individual plant level were offset until 2013 by the CO2 emissions related to the construction and deployment of the next generation of panels. Considering the varied energy mixes and penetration rates of renewable energies in different areas, several countries can experience similar time gaps between the installation of the first renewable power plants and the moment in which the emissions from their infrastructure are offset.
The analysis demonstrates that the time-profile of renewable energy emissions can be relevant for target-setting and detailed policy design, particularly when renewable energy strategies are pursued in concert with carbon pricing through cap-and-trade systems.
Suffizienz wird als persönlicher Lebensstil hoch geschätzt. Als unentbehrlicher Teil zukunftsfähigen Lebens und Wirtschaftens wird sie aber erst Wirkung erlangen, wenn sie politisch durchgesetzt und damit verpflichtend wird. In einem ersten Text hat der Autor 30 Suffizienzpolitiken kartiert und begründet. Jetzt ist zu überlegen, auf welche Weise staatliche Maßnahmen dieser Art mit ihren Anreizen, aber eben auch mit ihren Grenzsetzungen und Verboten in der Wahlbevölkerung annehmbar werden können. Auch wenn Anordnungen des Staates verpflichtend sind, sind sie für ihre Wirksamkeit doch auf eine möglichst große Bereitschaft angewiesen, sie hinzunehmen und möglichst auch gutzuheißen und zu unterstützen. Schon darum, weil sonst Wege gesucht werden, diese Politiken zu umgehen, oder weil den Urhebern dieser Politiken bei den nächsten Wahlen das Vertrauen entzogen wird. Wie also sind Suffizienzpolitiken überzeugend zu begründen? Wie sind sie möglichst wirksam vorzustellen? Welche Widerstände sind zu erwarten? Was wiederum lässt sich tun, um die Abwehr zu überwinden?
Untersucht werden acht Politiken, um aus ihnen Merkmale für die Akzeptanz von Suffizienzpolitiken zu gewinnen. Die Beispiele sind in sich sehr unterschiedlich. Alle jedoch, ob gelungen, beabsichtigt oder bisher ohne Erfolg, lassen sich auf Auskünfte zum Thema dieser Arbeit hin befragen. Ein Schlusskapitel wertet sie aus und hält fest, was aus ihnen an Einsicht für die vor unserer Generation liegenden Aufgaben zu gewinnen ist. Das Ganze ist als eine Handreichung gedacht für politische Entscheiderinnen und Entscheider wie für aktive Bürger und Bürgerinnen.
Sharing : eine innovative, soziale Praktik für einen ressourcenschonenden, nachhaltigeren Konsum?

"Energiewende", which roughly translates as the transformation of the German energy sector in accordance with the imperatives of climate change, may soon become a byword for the corresponding processes most other developed countries are at various stages of undergoing. Germany's notable progress in this area offers valuable insights that other states can draw on in implementing their own transitions. The German state of North Rhine-Westphalia (NRW) is making its own contribution to achieving the Energiewende's ambitious objectives: in addition to funding an array of "clean and green" projects, the Virtual Institute Power to Gas and Heat was established as a consortium of seven scientific and technical organizations whose aim is to inscribe a future, renewable-based German energy system with adequate flexibility. Thus, it is tasked with conceiving of and evaluating suitable energy path options. This paper outlines one of the most promising of these pathways, which is predicated on the use of electrolytically-produced hydrogen as an energy storage medium, as well as the replacement of hydrocarbon-based fuel for most road vehicles. We describe and evaluate this path and place it in a systemic context, outlining a case study from which other countries and federated jurisdictions therein may draw inspiration.
After two decades of privatization and outsourcing being the dominant trends across public services, an inclination towards founding new municipal power utilities can be observed. In this article, the authors examine the preservation strategies of the German energy regime following the transition approach developed by Geels. From the multi-level perspective, it can be stated that innovations take place in niches and have to overcome the obstacles and persistence of the conventional fossil-nuclear energy regime. Through an empirical analysis, it can be concluded that the established regime significantly delays the decentralization process required for a transformation of energy structures on local electricity grids. Furthermore, it is shown that municipal utilities (Stadtwerke) are important key actors for the German Energiewende (energy transition) as they function as local energy distributors and they meet a variety of requirements to promote fundamental structural change. The trend towards re-municipalization and the re-establishment of municipal utilities reveal the desire to further strengthen the scope of local politics.
Wissenschaft und Utopie scheinen auf den ersten Blick gar nicht zusammenzupassen. Steht "Utopie" doch für das Kontrafaktische, für das Irreale. Wissenschaft holt dagegen auf den Boden der Tatsachen zurück. Doch ein zweiter Blick offenbart, wie stark Wissenschaft und Utopie aufeinander bezogen sind und sich ein Aufbruch in eine utopische Wissenschaft lohnt.
Vielfältige Einflüsse wirken auf die Energie- und Wasserversorgung ein, auch aus Faktoren resultierend, die nicht mit dem Klimawandel zusammenhängen. Es besteht damit zum einen die Herausforderung, die Folgen des Klimawandels unter den allgemeinen Bedingungen gesellschaftlicher Transformation modellhaft zu erfassen. Die Produktions- und Versorgungssysteme in Deutschland müssen sich langfristig an die Folgen des Klimawandels anpassen. Das Kapitel thematisiert deshalb zum anderen die Verletzlichkeit von Energiesystem und Wasserinfrastruktur und stellt dar, wie sie in unterschiedlichen Szenarien berechnet werden kann. Die Ergebnisse dieser unterschiedlichen Szenariorechenläufe setzen einen Rahmen, der die vielfältigen Anpassungserfordernisse aufzeigt. Wenn die Versorgung in Zukunft sicher und effizient sein soll, sind darüber hinaus auch die anderen, nichtklimatischen Einflussfaktoren zu berücksichtigen.
Accelerating the diffusion of domestic biogas is considered to be a promising option for reaching the goal of universal access to energy by 2030, particularly for the provision of cooking energy for rural populations in developing countries. The aim of this study is to develop a systematic account of the factors that influence the diffusion of domestic biogas technologies. To achieve this objective, a three step analysis approach is applied. In the first step, a conceptual model is built based on insights from scholars that have been studying the diffusion of energy innovations in rural contexts. In the next step, a qualitative content analysis of scientific literature is undertaken to test and refine the categories proposed by the conceptual model and to systematically organise the empirical evidence of the factors that influence the diffusion of domestic biogas in developing and emerging countries. The systemised evidence is used to identify the components and interactions between the household configurations and socio-economic context that determine both the adoption process at household level and the overall technology diffusion. Finally, in the last step, we reflect on the implications of the resultant systematic conceptualisation regarding the purpose and design of programmes promoting the dissemination of domestic biogas technologies.

In recent years, a number of energy scenario studies which aim to advise policy makers on appropriate energy policy measures have been developed. These studies highlight changes required to achieve a future energy system that is in line with public policy goals such as reduced greenhouse gas emissions and an affordable energy supply. We argue that behavioural changes towards energy-sufficient lifestyles have considerable potential to contribute to public policy goals and may even be indispensable for achieving some of these goals. This potential should, therefore, be reflected in scenario studies aiming to provide comprehensive advice to policy makers. We analyse the role that energy-sufficient lifestyles play in prominent recent global energy scenario studies and find that these studies largely ignore the potential of possible behavioural changes towards energy-sufficient lifestyles. We also describe how such changes have been considered in several other scenario studies, in order to derive recommendations for the future development of global energy scenarios. We conclude that the inclusion of lifestyle changes in energy scenarios is both possible and useful. Based on our findings, we present some general advice for energy scenario developers on how to better integrate sufficiency into future energy scenario studies in a quantitative manner.
Transitions towards sustainability are urgently needed to address the interconnected challenges of economic development, ecological integrity, and social justice, from local to global scales. Around the world, collaborative science-society initiatives are forming to conduct experiments in support of sustainability transitions. Such experiments, if carefully designed, provide significant learning opportunities for making progress on transition efforts. Yet, there is no broadly applicable evaluative scheme available to capture this critical information across a large number of cases, and to guide the design of transition experiments. To address this gap, the article develops such a scheme, in a tentative form, drawing on evaluative research and sustainability transitions scholarship, alongside insights from empirical cases. We critically discuss the scheme's key features of being generic, comprehensive, operational, and formative. Furthermore, we invite scholars and practitioners to apply, reflect and further develop the proposed tentative scheme - making evaluation and experiments objects of learning.
In October 2014, the European Council agreed on a target of improving overall energy efficiency by at least 27 per cent by 2030. According to the European Council's conclusions, this target should not be translated into nationally binding targets. Nevertheless individual Member States are free to set higher national objectives if desired. However, it is difficult to assess the degree of ambition of a national target because so far not much light has been shed upon the exact size of the untapped efficiency potentials.
This paper provides an in-depth analysis and comparison of existing studies on energy efficiency potentials in the European Union's (EU) Member States by 2030. It includes a structured overview of the results, information on the quality of the available data and suggestions for improvement.
The review shows that comprehensive studies on national energy efficiency potentials are rare and hardly comparable. The existing studies agree on the existence of significant potentials for energy efficiency. Their outcomes, however, vary significantly in terms of national levels. Assuming low policy intensity, energy savings between 10 and 28 per cent could be realised by 2030 compared to a baseline development, in the case of high policy intensity 7-44 per cent. Technical energy efficiency potentials in the different EU Member States are estimated at 14-52 per cent. On average, energy savings of 27 per cent by 2030 appear to be feasible with significant policy effort. We conclude that the deviation in Member States' energy efficiency potentials resulting from different studies represents an indication of the so far poor quality of underlying data. In order to allow for a concretisation of efficiency potential estimates, the comparability and detail of information sources should be improved.
Africa and in particular African Least Developed Countries have to a large extent been neglected by the Clean Development Mechanism (CDM). This article reviews the mechanism's performance in the region and highlights current developments. The analysis is based on a quantitative breakdown of data provided by the United Nations Environment Programme and Technical University of Denmark (UNEP/DTU) CDM Pipeline and was complemented by interviews with selected investors. The findings indicate that despite the various support measures for underrepresented regions, the overall share of African CDM activities continues to be low. The significant rise in the share of Programmes of Activities of recent years cannot make up for the continuing low numbers of African stand-alone projects. Further, the collapse of the compliance market has proved fatal in terms of timing: ongoing efforts to support the development of a genuine African carbon market were suffocated by the lack of demand for Certified Emission Reductions at a moment when capacity building had started to bear fruit. Consequently, instead of being a mitigation tool with significant scale, the future role of the CDM in Africa might be limited to the voluntary market, while at the same time serving as a tool to foster sustainable development, with mitigation benefits.
What can reasonably be expected from the UNFCCC process and the climate conference in Paris 2015? To achieve transformative change, prevailing unsustainable routines embedded in socio-economic systems have to be translated into new and sustainable ones. This article conceptualizes the UNFCCC and the associated policy processes as a catalyst for this translation by applying a structurational regime model. This model provides an analytical distinction of rules (norms and shared meaning) and resources (economic resources as well as authoritative and allocative power) and allows us to conceptualize agency on various levels, including beyond nation states. The analysis concludes that the UNFCCC's narrow focus on emission targets, which essentially is a focus on resources, has proven ineffective. In addition, the static division of industrialized and developing countries in the Convention's annexes and the consensus-based decision-making rules have impeded ambitious climate protection. The article concludes that the UNFCCC is much better equipped to provide rules for climate protection activities and should consciously expand this feature to improve its impact.
