Im Forschungsprojekt "Landscaping" untersuchte das Wuppertal Institut die für Nordrhein-Westfalen aus heutiger Sicht denkbaren Technologieansätze, die dafür nötigen politischen Rahmenbedingungen sowie mögliche Innovationen entlang der Wertschöpfungsketten. Bestandteil des Berichts sind Steckbriefe, in denen die möglichen Technologien für treibhausgasneutrale Industrieprozesse samt offener Forschungsfragen und Infrastrukturbedarfe dargestellt sind. Das Projekt entstand im Auftrag des Ministeriums für Wirtschaft, Innovation, Digitalisierung und Energie des Landes Nordrhein-Westfalen.
Als Grundlage für die Praxishilfe "Klimaschutz in der räumlichen Planung" wurde im Auftrag des Umweltbundesamtes eine Reihe von Konzepten, Plänen und Programmen auf teil- bzw. gesamtstädtischer, regionaler und Landesebene untersucht, die für die Integration des Klimaschutz in die räumliche Planung beispielhaft sind. Es handelt sich im Schwerpunkt um formelle Instrumente (Bebauungs- und Flächennutzungspläne, Regionalpläne, Landesentwicklungspläne). Komplementär wurden auch informelle Instrumente untersucht, die die fachliche Grundlage für eine integrierte und effektive Bearbeitung des Klimaschutzes in der förmlichen Raumplanung darstellen (v.a. Energieversorgungs- und Klimaschutzkonzepte).
Vor dem Hintergrund des Klimawandels und der Verknappung fossiler Ressourcen haben nachwachsende Rohstoffe in den letzten Jahren an Bedeutung gewonnen. Insbesondere die Bioenergie hat durch staatliche Fördermaßnahmen viel Aufmerksamkeit erfahren. Mit der Ausweitung der energetischen Nutzung von Biomasse sollen Beiträge zum Klimaschutz durch die Vermeidung von Treibhausgasen geleistet, die Versorgungssicherheit soll durch Ersatz der knapper werdenden fossilen Ressourcen erhöht und der ländliche Raum gestärkt werden. Die selben Argumente lassen sich auch für die stoffliche Nutzung von Biomasse heranziehen. Auch wenn diese etwas aus dem Blickfeld der energiebezogenen Diskussion geraten ist, kann hier in den nächsten Jahren ein erhebliches Marktwachstum erwartet werden. Biomasse als erneuerbare Ressource kann in Land- und Forstwirtschaft aber nur begrenzt bereitgestellt werden. Dies gilt umso mehr, als bestimmte Nachhaltigkeits-Anforderungen eingehalten werden müssen. Der zu erwartenden Nachfragesteigerung für nachwachsende Rohstoffe (Nawaro) steht damit eine limitierte Verfügbarkeit entgegen. Aus dieser leitet sich die Forderung nach einer möglichst effizienten Verwertung ab. In diesem Zusammenhang fällt immer häufiger der Begriff der Kaskadennutzung von Nawaro als möglicher Lösungsansatz. Dieses Konzept kann im Wesentlichen als eine Hintereinanderschaltung von (mehrfacher) stofflicher und energetischer Nutzung desselben Rohstoffs gesehen werden und schafft so eine Verbindung von Material- und Energiesektor. Das Prinzip der Kaskadennutzung ist damit ein Ansatz zur Steigerung der Rohstoffeffizienz von nachwachsenden Rohstoffen und zur Optimierung der Flächennutzung. Das Ziel des vorliegenden Berichts ist es, die Option "Kaskadennutzung" strategisch, differenziert und ganzheitlich zu beleuchten. Im Rahmen der Projektarbeit sind daher Anforderungen an eine nachhaltige Kaskadennutzung von Nawaro abgeleitet und Schlussfolgerungen zu deren Ausgestaltung gezogen worden, um die Potenziale von Biomasse hochwertig und erfolgreich zu nutzen.
The Wuppertal Institute for Climate, Environment and Energy and the UNEP/Wuppertal Institute Collaborating Centre on Sustainable Consumption and Production (CSCP) set out to analyse Japanese dematerialisation and resource efficiency strategies within the 3R scope and searched for options of enhancing resource effi ciency strategies, commissioned by the German Federal Environment Agency. A further task of the project was to initiate a policy dialogue including stakeholders, academia, politics and Japanese and European environmental experts. The following paper summarises findings from the analyses, the results of the policy dialogues (Experts Workshop, 6 June 2007 and International Conference, 6 November 2007) and draws conclusions for a potential Japanese-European cooperation on the resource efficiency issue.

In diesem Gutachten wurde untersucht, welche Optionen zur Gestaltung eines marktbasierten haushaltsunabhängigen Verpflichtungsansatzes zur CO2-Minderung im deutschen Gebäudebestand bestehen. Die Analyse erfolgte technologieoffen und berücksichtigte neben Sanierungsmaßnahmen zur Steigerung der Energieeffizienz auch einen verstärkten Einsatz CO2-armer/erneuerbarer Energien. Das Verpflichtungssystem soll in der Lage sein, die bestehenden Treibhausgas (THG)-Minderungsziele im Gebäudebestand möglichst kostengünstig auf kurz- und langfristig sinnvolle Weise zu erreichen und sich gut in das bestehende Förderinstrumentarium integrieren lassen.
Dieser Spartenband beinhaltet die wichtigsten Ergebnisse, die im Rahmen der Forschungspartnerschaft INFRAFUTUR in der Sparte Energie erarbeitet worden sind. In insgesamt 14 Kapiteln, die dem logischen Aufbau der Untersuchungen in der dreijährigen Partnerschaft folgen, werden für die Sparte Energie die Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität aufgezeigt. Schwerpunkt des Projektes war eine SWOT-Analyse, d.h. eine umfangreiche Analyse der Vor- und Nachteile einer dezentralen Organisation der Infrastrukturdienstleistungen sowie der Chancen und Gefahren für verschiedene kommunale Unternehmenstypen. Die Ergebnisse bildeten die Basis für die Strategieentwicklung, die in den Kapiteln 13 und 14 dargestellt wird. Um relevante Strategien für die beteiligten Praxispartner entwickeln zu können - trotz (zum Teil erheblicher) Unterschiede in den örtlichen und regionalen Gegebenheiten kommunaler Unternehmen der Energiewirtschaft - wurden drei idealtypische kommunale Unternehmenstypen als Referenzpunkt definiert.
Der Endbericht stellt die Ergebnisse des Projekts "Energiesuffizienz - Strategien und Instrumente für eine technische, systemische und kulturelle Transformation zur nachhaltigen Begrenzung des Energiebedarfs im Konsumfeld Bauen/Wohnen" dar. In dem Projekt wurde untersucht, wie energiesuffiziente Alltagsroutinen, soziale Praktiken und Lebensstilaspekte mit den sozialen und ökologischen Anforderungen an eine nachhaltige Entwicklung in Einklang gebracht werden können und wie die strukturellen und politischen Rahmenbedingungen gestaltet werden müssen, so dass Energiesuffizienz im Alltag akzeptabler und praktikabler wird. Für die drei prinzipiellen Energiesuffizienz-Ansätze Reduktion, Substitution und Anpassung wurden Reduktionspotenziale für den Haushaltsstromverbrauch quantifiziert. Für ausgewählte Anwendungsfelder wurden die Ergebnisse in Form von Suffizienzspektren dargestellt. Anschließend wurden Politikansätze zur Unterstützung von Energiesuffizienz in Privathaushalten analysiert und Vorschläge für ein integriertes Paket von Politikinstrumenten für Energieeffizienz und -suffizienz entwickelt. Die Erkenntnisse des Projektes sind unter anderem in einen internetbasierten Haushalts-Strom-Check, in ein Handbuch zur nachhaltigen Produktgestaltung für die Geräteindustrie und in die Entwicklung von Vorschlägen für nationale und EU-Instrumente zur Reduktion des Stromverbrauchs und zur Förderung des kommunalen Klimaschutzes eingeflossen.

Policy brief 2 focuses on analysing the potential for decoupling in the Indian buildings and construction sector. Primary and secondary research was conducted to identify the factors that influence decoupling. Subsequently, a framework was established to make it possible to measure the nature and extent of decoupling that is possible within the existing policy environment. Furthermore, gaps, drivers and barriers have been identified which could enable a potential analysis study on decoupling to be carried out. In addition, examples of good practice from Germany and other European countries have been studied with a view to learning lessons that can help to bridge the current gaps in India.

Policy brief 3 focuses on recommendations both at national and state level on the possible interventions that could result in resource and energy use being decoupled from growth in the Indian construction sector. Lack of a comprehensive policy on resource efficiency and the possibility of using secondary raw materials to obtain resource and impact decoupling continue to be the key issues that India will have to grapple with in the years to come.
Vor dem Hintergrund der europäischen Klimaschutzziele bis 2050 und der damit erforderlichen Dekarbonisierung der Wirtschaft werden in dem Vorhaben die Weiterentwicklungsoptionen der europäischen Energieeffizienzpolitiken untersucht. Es werden die Sektoren private Haushalte, Verkehr und Industrie betrachtet sowie der förderliche Rahmen, d. h. auch sektorübergreifende Instrumente. In den vorgeschlagenen Politikpaketen soll sich die Vielfalt der Instrumententypen abbilden. Neben Best-Practice-Beispielen liegen Länderstudien für drei große Volkswirtschaften der EU vor (Deutschland, Frankreich, Italien) und mit Polen auch eine Länderstudie für einen Mitgliedstaat aus dem mittelosteuropäischen Raum.
Treibhausgasneutralität in Deutschland bis 2045 : ein Szenario aus dem Projekt SCI4climate.NRW

Die klimapolitischen Ziele Deutschlands und der EU machen eine sehr schnelle und tiefgreifende Transformation sowohl der Energieversorgung als auch der energieverbrauchenden Sektoren notwendig. Diese Transformationsherausforderung betrifft nicht zuletzt die energieintensive Industrie in Deutschland, die vor grundlegenden technologischen Veränderungen wichtiger Produktionsprozesse steht. Die Herausforderungen für die Industrie werden durch die aktuelle Energiekrise weiter verschärft.
Vor diesem Hintergrund stellt das hier vorgestellte Klimaschutzszenario "SCI4climate.NRW-Klimaneutralität" (S4C-KN), das im Rahmen des vom Land NRW finanzierten Forschungsprojekts "SCI4climate.NRW" entwickelt wurde, die möglichen künftigen Entwicklungen in der energieintensiven Industrie in den Mittelpunkt der Analyse. Das Szenario analysiert diese Entwicklungen im Kontext eines gesamtwirtschaftlichen Transformationspfads hin zu einem klimaneutralen Deutschland im Jahr 2045.
Im Herbst 2001 veröffentlichte Bundeswirtschaftsminister Werner Müller einen viel diskutierten Energiebericht. Neben einer Bestandsaufnahme der deutschen Energie- und Klimapolitik befasst er sich auch mit einer Analyse der zukünftigen Entwicklungsmöglichkeiten des Energiesystems. Dabei steht die Frage im Vordergrund, ob und wenn ja, zu welchem Preis eine über das bisher von der Bundesregierung beschlossene Maß hinausgehende Minderung der CO2-Emissionen möglich ist. Referenzpunkt ist das Ziel, im Jahr 2020 eine CO2-Reduktion von 40 Prozent gegenüber dem Niveau des Jahres 1990 zu erreichen. In seinen Zukunftsaussagen basiert der Energiebericht im Wesentlichen auf einer Untersuchung von Prognos/EWI/Bremer Energieinstitut aus dem Frühjahr 2001. Der Energiebericht will mit dieser Zukunftsbetrachtung einen Beitrag zum energiepolitischen Diskurs leisten und eine intensive Diskussion entfachen. Das Wuppertal Institut stellt sich dieser Aufforderung mit vorliegender Antwort. Dabei sollen die Aussagen und Schlussfolgerungen des Energieberichts kritisch hinterfragt und eigenen Überlegungen gegenübergestellt werden.

In this project, an overview and prioritization of relevant technologies of the German energy transition are presented in a consolidated form. Many of the relevant technologies have already been developed and deployed to the market. However, in various sectors like system integration or sector coupling, innovation needs remain, as well as in-depth research on further possibilities and potentials for cost degression and technology optimization for all technologies.

Considering that 40% of the European Union's energy consumption can be traced back to its buildings, it is essential to improve their energy efficiency in order to achieve the EU's energy efficiency targets. Both the rate of energy renovation and its depth, i.e. the amount of energy savings during a renovation, need to be improved. Energy Performance Certificates (EPC), regulated by the EU's Energy Performance of Buildings Directive (EPBD), are an important instrument to enhance the market uptake of energy-efficient new buildings and the energy-efficient renovation of existing buildings.
Against this background, the Horizon2020 funded project QualDeEPC will work on EU-wide convergence of the building assessment and the issuance, design, and use of quality-enhanced EPCs as well as their recommendations for building renovation. The aim is to make these recommendations coherent with deep energy renovation towards a nearly-zero energy building stock by 2050.
The first part of the QualDeEPC project (work package 2) aims to identify the priorities for elements of EPC schemes that show a need to be improved, and for which the project will investigate further and propose how the elements can be improved. The first step in identifying these priorities is taking stock of the existing EPC schemes. Based on the input from all national consortium partners and other sources, the Wuppertal Institute prepared this detailed overview of the country-specific EPC assessment and certification procedures and their links to other policies and programmes, existing initiatives, and projects. The analysis was based on a list of almost 50 potential options for enhancing the existing EPC schemes.
The aim of this deliverable is to present this stock-taking by a detailed analysis on which of the potential enhanced EPC elements are already implemented in which form in which country, covering all 28 countries that were EU member states until 31 January 2020. All partners conducted bilateral interviews with the major actors in the EPC procedures, including executive bodies on EPC at regional and/or national level. For countries not represented in the Consortium, Wuppertal Institut and EAP conducted specific literature research, e.g. from the Concerted Action EPBD, and aimed to obtain contributions from other member states. The information collected allows a detailed presentation on the elements implemented as well as a cross-country comparison matrix (see Annex I) in this report, which outlines the current EPC practices across the EU regarding the elements of a good practice scheme or innovative improvement options, their comparability, compliance with EU legislation, and to which extent they differ or converge.
The results show, once more, the high diversity in EPC schemes across the EU. They also provide useful information in at least two directions: 1) which improvement options are not yet implemented at all or in sufficient quality in most QualDeEPC partner countries as well as other EU member states, and could therefore be interesting candidates for the further work of the QualDeEPC project in development, testing, discussion, and possibly implementation of elements for enhanced and converging EPC schemes; and 2) which countries, within or beyond the QualDeEPC project, offer good practice examples for the implementation of these options that could serve to guide the development and implementation in other countries. This deliverable will thus serve as a basis for the upcoming tasks to develop priorities and actual proposals for improvement of EPC schemes.
Proposals for contributions of emerging economies to the climate regime under the UNFCCC post 2012

Under the principle of "common but differentiated responsibilities” (Article 3.1 of the UNFCCC) non-Annex I parties have so far been exempted from emission limitation or reduction commitments. However, the pressure is mounting on those countries, especially major emitting developing countries, to contribute actively to the mitigation of climate change. Participation by these developing countries in a future international climate regime is often called for, but it is usually unclear how and how much these countries should participate, what kind of support they need and in which sectors. This project aims to provide a more detailed view on six countries to understand how they could best make a contribution to the regime and how they could best be supported in limiting their greenhouse gas emissions.
Das Projekt "Ressourcenpolitik" (PolRess) begleitete die Debatte um die anspruchsvolle Ressourcenpolitik, zu der sich Deutschland verpflichtet hat, aus politikwissenschaftlicher, juristischer und ökonomischer Perspektive und setzte dabei auch selbst Impulse.
Der Abschlussbericht fasst Überlegungen des Projektteams für die Weiterentwicklung der Ressourcenpolitik zusammen. Darin heißt es unter anderem, dass das in der Nachhaltigkeitsstrategie erfasste Ziel der Bundesregierung, die Rohstoffproduktivität bis zum Jahr 2020 gegenüber 1994 zu verdoppeln, wohl nicht ohne drastische Maßnahmen (wie einem Ausstieg aus der Braunkohle) erreicht werden kann. Da das hiesige und derzeitige Niveau der Materialnutzung weder global verallgemeinerbar noch langfristig tragfähig ist, müsste die abiotische Materialnutzung Deutschlands (einschließlich der ungenutzten Entnahmen) um bis zu 80 Prozent bis 2050 reduziert werden.
In order to limit global warming and fulfill their contributions to the Paris agreement, both Germany and Japan have set targets for climate neutrality towards the middle of the century. Reaching these goals will imply transformation of all sectors of society to avoid all fossil greenhouse gas emissions, heavy industry not the least. The focus of this study is the transformation of the petrochemical industry. This sector can become climate neutral but cannot be "decarbonized", as carbon is integral to the chemical structures of the products like polymers and solvents. Reaching climate neutrality thus means that the whole lifecycle of the petrochemical products has to be regarded. Another specific challenge is today's synergetic relation of this industry to fossil transport fuel production, which cannot be maintained in a climate neutral world.
The two countries interestingly share a similar industrial structure overall, and the chemical and petrochemical industry is one of the major industries in both countries. The countries' respective chemical industries are the third and fourth largest in the world in terms of sales, but at the same time, these industries represent just over 5% of the respective countries' greenhouse gas emissions. However, these scope 1 emissions of the chemical industry itself are far less relevant than the end-of-life emissions of their products, which belong to scope 3 and are thus not counted under the chemical industry in the country greenhouse gas balances. To mediate these emissions, there is a need to set the direction, draw out paths and investigate possible alternatives for how the petrochemical industry can be become climate neutral. In this report, the existing scenario analyses, energy strategies and roadmaps dealing with this issue in the two countries are compared, as well as the current state of their petrochemical industries. We highlight similarities, differences and identify possible areas of cooperation and exchange in order to find robust paths forward for the transformation of the petrochemical industries.
The QualDeEPC project is aiming to both improve quality and cross-EU convergence of Energy Performance Certificate schemes, and the link between EPCs and deep renovation: High-quality Energy Performance Assessment and Certification in Europe Accelerating Deep Energy Renovation. The objective of the project is to improve the practical implementation of the assessment, issuance, design, and use of EPCs as well as their renovation recommendations, in the participating countries and beyond.
This report serves as a compilation of the project's proposal for an enhanced and converging EPC assessment and certification scheme. It aims to provide a detailed description on the set of practical concepts, policy proposals, and tools for an enhanced EPC scheme towards deep renovation, developed by the QualDeEPC project. The project's substantial proposals both on EU and national level are presented in a comprehensive and rational way, guiding the relevant stakeholders, in particular the policy makers and competed bodies, on which steps need to be followed so as the proposals to be adapted and how the specific values can be determined in MSs. Furthermore, this report includes the project's proposal for defining "Deep Energy Renovation" based on a modified nZEB-based approach.
The project's priorities A) to G) addressed are presented in the following order in this document, reflecting the importance of the enhanced EPC template form and the training of EPC assessors in such schemes:
A) Improving the recommendations for renovation, which are provided on the EPCs, towards deep energy renovation;
E) High user-friendliness of the EPC, by way of an enhanced EPC template form, including an introduction of the proposed "Energy Rating" indicator;
D) Regular mandatory EPC assessor training or examination on assessment and renovation recommendations, required for certification/accreditation and registry;
B) Online tool for comparing EPC recommendations to deep energy renovation recommendations;
C) Creating Deep Renovation Network Platforms (DRNPs);
F) & G) Voluntary/mandatory advertising guidelines for EPCs and Improving compliance with the mandatory use of EPCs in real estate advertisement.
Target 2020 : policies and measures to reduce greenhouse gas emissions in the EU ; final report

Zielsetzung des Forschungsprojektes war es, Klimaschutzszenarien für Deutschland zu entwickeln, die hinsichtlich ihres klimapolitischen Ziels, d.h. ihres langfristigen Emissionsminderungsbeitrags, im Wesentlichen gleich sind, die aber zum Teil auf unterschiedliche Optionen zur Reduktion der energiebedingten CO2-Emissionen setzen. Diese Klimaschutzszenarien wurden hinsichtlich sozioökonomischer und ökologischer Kriterien evaluiert und miteinander verglichen.
Die voranschreitende Umstellung des Energiesystems von einer "additiven Rolle" regenerativer Energien hin zu deren Dominanz wirft zahlreiche Fragestelllungen auf, für deren Beantwortung in zunehmendem Maße Modellierungsansätze gewählt werden. Vor diesem Hintergrund ist in den letzten Jahren eine große Anzahl von modellbasierten Szenarioanalysen des deutschen Energiesystems entstanden. Da sie zum Teil sehr unterschiedliche Ergebnisse erzielen, die nur schwer miteinander vergleichbar sind, erschwert dies die Weiterentwicklung des Zukunftswissens zur Energiewende und auch die gegenseitige Qualitätssicherung der Ergebnisse.
Vor diesem Hintergrund hat das Wuppertal Institut zusammen mit den Partnern Fraunhofer ISE und DLR das RegMex-Projekt durchgeführt. Ziel des Projektes war zum einen die inhaltliche Weiterentwicklung der Diskussion zur Ausgestaltung der Energiewende. Zum anderen sollte durch den Modellvergleich eine höhere Transparenz der teilnehmenden Modelle erreicht werden, um die Implikationen und Auswirkungen verschiedener Modellansätze besser differenzierten zu können.
Im Modellexperiment 1 wurden für zwei Szenarien (Zielszenario und Ambitioniertes Szenario) das Gesamtsystem mit Hilfe von drei Energiesystemmodellen und im Modellexperiment 2 das Stromsystem und flexible Sektorenkopplung mit Hilfe von vier Stromsystemmodellen modelliert. In einem weiteren Arbeitspaket wurden "Disruptive Elemente" identifiziert und analysiert, die gravierende Auswirkungen auf das Energiesystem haben können. Die Modellexperimente zeigen klar, dass die Einordnung und Interpretation von Modellergebnissen nicht losgelöst von den Modellen und deren methodischen Unterschieden erfolgen darf.
There's no decarbonisation without energy efficiency : but take care of the "rebound effects"

Established in 2016, the German-Japanese Energy Transition Council (GJETC) strives to promote bilateral cooperation between Germany and Japan on energy transition. Among other studies and topical papers, an output paper in 2020 (Rauschen et al., 2020) already compared the energy efficiency in buildings in both countries with a particular focus on heating and cooling. One important finding of this output paper was that further efforts in the building sector are needed to improve the energy efficiency of buildings in Germany and Japan. Following the more ambitious climate protection targets in both countries, this study seeks to analyze the German and Japanese policies put in place to accelerate the decarbonization of the building sector. The decarbonization of the vast number of buildings that both Japan and Germany are facing will be a major contribution to achieving the GHG reduction targets of both countries and should continue to be discussed among experts and developed into a discussion among policy makers.
This report examines and compares the characteristics of the building stock in both countries, as well as existing policies and new strategies and policies that are planned or discussed to achieve energy conservation and decarbonization of buildings. The current shape of buildings, especially houses, is greatly influenced by the land area of the country corresponding to the available space for buildings, the natural environment surrounding the country, the natural resources available, and the lifestyle and cultural ideas that have been passed down and taken root over time. Therefore, it might be difficult to compare them and the corresponding strategies and policies with the same yardstick, so we also discuss common or deviant situations. Through this joint research, we aim to find each other's advantages and challenges and to develop useful and concrete policy recommendations that will contribute to decarbonization policies in both countries.
Resource-efficient construction : the role of eco-innovation for the construction sector in Europe

Die große Herausforderung der Industrietransformation ist von besonderer Bedeutung für Nordrhein-Westfalen als eine der wichtigsten Industrieregionen Deutschlands und Europas, in der etwa die Hälfte der Anlagen der energieintensiven Grundstoffindustrie Deutschlands verortet sind und in der die industrielle Produktion wirtschaftlich eine besonders große Rolle spielt. Gleichzeitig kann eine gelingende Transformation der Industrie in NRW als Blaupause für andere Regionen dienen. Der vorliegende Bericht stellt die Ergebnisse des Forschungsprojekts SCI4climate.NRW 2018-2022 dar, welches die Industrietransformation in NRW wissenschaftlich begleitet und untersucht hat.
In diesem Papier wird über den Ansatz und die Ergebnisse der Forschungspartnerschaft "Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität (INFRAFUTUR)" berichtet. INFRAFUTUR - das steht für die Zukunft der dezentralen Infrastrukturen. Es wurde danach gefragt, welche Strategien geeignet sind, um die Ver- bzw. Entsorgung von privaten Haushalten und der Wirtschaft mit Dienstleistungen in den Sparten Energie, Wasser/Abwasser und Abfall zukunftsfähig zu sichern. Dabei konzentrierte sich die Analyse auf kommunalwirtschaftliche Unternehmen als Akteure.
In this paper we report on the approach and findings of the research partnership "Prospects for decentralised infrastructures amid the competing demands of competition, climate protection and quality (INFRAFUTUR)." INFRAFUTUR stands for the future of decentralised infrastructures. We asked which strategies would be appropriate to safeguard supply and disposal services in the energy, water/sewage and waste sectors to private households and business on an enduring basis. In doing so, we focused our analysis on municipal and mixed municipal-private enterprises as players.
Die vorliegende Studie im Auftrag des Ministeriums für Klimaschutz, Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes NRW liefert zunächst in Kapitel 2 einen Überblick über wichtige grundsätzliche Zusammenhänge, die für eine Diskussion der Strompreiseffekte eines beschleunigten Ausstiegs zu berücksichtigen sind und stellt etwaige Preiswirkungen in den größeren Zusammenhang weiterer, ggf. auch positiver ökonomischer Wirkungen einer beschleunigten Energiewende. In Kapitel 3 werden anschließend die bisher öffentlich verfügbaren Untersuchungen und wissenschaftlichen Stellungnahmen zu der Frage der zu erwartenden Strompreiseffekte einzeln vorgestellt und bewertet. Das Fazit in Kapitel 4 fasst schließlich den aus den verschiedenen Studien und Stellungnahmen abgeleiteten aktuellen Wissensstand zur Untersuchungsfrage zusammen und geht kurz auf mögliche politische Maßnahmen zur Begrenzung der Strompreiseffekte sowie der damit potenziell verbundenen negativen Auswirkungen ein.
Vor dem Hintergrund der Richtlinie zu Endenergieeffizienz und Energiedienstleistung (2006/32/EC, ESD) hat die Bundesregierung im September 2007 einen nationalen Energieeffizienz Aktionsplan (NEEAP) vorgelegt. Für den bundesdeutschen Kontext besteht in diesem Zusammenhang nun die Herausforderung zur Entwicklung eines bundesweiten ESD-Evaluations- und Monitoringsystems, welches ein vom Akteur unabhängiges Verfahren zum Nachweis erzielter Einsparungen bereitstellt. Die Qualität des Verfahrens muss dabei durch entsprechende Regelungen und Maßnahmen gesichert werden. Der Bericht beschreibt in Anlehnung an das Projekt EMEEES (Evaluierung und Monitoring für die EU-Richtlinie zu Endenergieeffizienz und Energiedienstleistung), wie erzielte Endenergieeinsparungen aus der Umsetzung des deutschen NEEAPs nachgewiesen werden können. Der Schwerpunkt liegt dabei auf der Entwicklung von geeigneten Bottom-up Methoden, die sowohl die erzielten Gesamteinsparungen als auch zusätzliche Einsparungen berechnen können. Zudem wird eine Berechnung von so genannten Early Energy Savings ermöglicht.
Die Energiewende regional gestalten : auf dem Weg zu einer Energiewende-Roadmap im Ruhrgebiet

Diese Broschüre ist ein Produkt des Rahmenprogramms zur Umsetzung der Energiewende in den Kommunen des Ruhrgebiets: Die Aufgabe des Projektes bestand darin auszuloten, in welcher Weise Kommunen ihre Handlungskapazitäten zur Umsetzung der Energiewende in der Region bewahren beziehungsweise perspektivisch erweitern können.
Das Rahmenprogramm steuerte in seiner dreijährigen Projektlaufzeit (2013-2016) einen Beitrag zur Analyse der Handlungsfähigkeit von Kommunen im Ruhrgebiet zur Umsetzung der Energiewende bei und systematisierte bisherige Handlungsansätze in der Region. Es setzte an bestehenden Rahmenbedingungen an und versuchte, in Zusammenarbeit mit regionalen Akteurinnen und Akteuren künftige Handlungsansätze für eine langfristig angelegte Umsetzung der Energiewende in der Region zu identifizieren. Das vorliegende Dokument führt Ergebnisse des Projektes zusammen und formuliert strategische Hinweise für die weitere Umsetzung der Energiewende im Ruhrgebiet.
Towards an effective and equitable climate change agreement : a Wuppertal proposal for Copenhagen

This paper presents comprehensive proposals for the post-2012 climate regime: the scale of the challenge, emission targets for industrialised countries, increased actions by Southern countries, financing, technology, adaptation and deforestation. The proposals are based on ongoing research by the Wuppertal Institute.
As part of the discussion on a new international climate agreement, which is supposed to be concluded by 2015, the European Commission conducted a stakeholder consultation, to which the Wuppertal Institute contributed. The Wuppertal Institute suggests that Parties should revisit the widely shared assumption that there is a trade-off between climate protection and economic well-being. The problem is not so much the macro-economic outlook. The problem is that climate policy causes substantial distributional impacts and thus naturally leads to resistance. The Wuppertal Institute recommends to reconsider the political wisdom of the quantity-based approach that climate policy has so far been based on. As long as emissions are seen as inextricably linked to economic well-being, framing commitments in terms of emission reductions directly triggers the perspective of seeing climate protection as an economic loss. Commitments should ideally be multi-dimensional. Possible types of commitments to consider may include scaling up certain climate-friendly technologies, improving energy efficiency, limiting fossil fuel use and fossil fuel extraction, or emission price commitments. The strongest mobilisation of political support might perhaps be achieved by framing commitments as a joint international undertaking to provide universal access to sustainable energy services by a specific date.
