Considering the traditional coal-based energy infrastructure in the German state North Rhine-Westphalia the question arises how to face the needs of embanking climate change. To reduce greenhouse gas intensive electricity generation in the Ruhr area, the introduction of carbon capture and storage (CCS) is an option of particular relevance. The paper investigates and discusses possibilities of setting up a CCS infrastructure in NRW. It shall clarify whether, and possibly how, highly efficient conventional fossil fired power plants could be refitted with CO2 capture to flexibly react to potentially changing climate policy conditions and to keep up with the market.

Kohlekraftwerken nachgeschaltetes Carbon Dioxide Capture and Storage (CCS) dominiert die Debatte um CCS - zu Unrecht. Die Förderung dieser Anwendung torpediert den Übergang zu einem klimaneutralen Energiesystem: Sie schafft Anreize, weiter in die Kohleverstromung zu investieren und sie bedingt Wettbewerbsvorteile gegenüber Strom aus erneuerbaren Quellen. Dabei verursacht die Technologie aufgrund des Energieaufwands zur CO2-Abscheidung hohe Treibhausgasemissionen: Somit kann sie kein Element zur Lösung des Klimaproblems sein. Selbst ob und wie stark sie zur Emissionsminderung beiträgt, ist strittig - und hängt von der Wahl der Systemgrenzen ab.
Energie aus Biomasse spielt unter den erneuerbaren Energien eine zunehmend wichtigere Rolle. Biomasse kann industriell weiterverarbeitet werden oder der Erzeugung von Wärme, Strom und anderen Energieformen dienen. Daher ist bereits heute beim Einsatz nachwachsender Rohstoffe eine massive Nutzungskonkurrenz zwischen stofflicher und energetischer Verwertung absehbar.
Aus der begrenzten Verfügbarkeit der Ressource und der steigenden Nachfrage nach Biomasse leitet sich die Forderung nach ihrer möglichst effizienten Verwertung ab. In diesem Zusammenhang fällt immer häufiger der Begriff der Kaskadennutzung von nachwachsenden Rohstoffen (Nawaro) als möglicher Lösungsansatz. Dieses Konzept kann im Wesentlichen als eine Hintereinanderschaltung von (mehrfacher) stofflicher und energetischer Nutzung desselben Rohstoffs gesehen werden und schafft so eine Verbindung des Material- und Energiesektors.
Das Prinzip der Kaskadennutzung ist damit ein Ansatz zur Steigerung der Rohstoffeffizienz von Nawaro und zur Optimierung der Flächennutzung.
Die Ansatzpunkte für Nutzungskaskaden sind vielfältig. Ob und inwieweit derartige Konzepte tragen, wie hoch deren Potenzial ist, welche Voraussetzungen für die Umsetzung zu erfüllen sind, ist aber noch nicht ausreichend untersucht.
Im vorliegenden Diskussionspapier wird zunächst eine Definition des vielfach und teils unterschiedlich verwendeten Begriffs Kaskadennutzung erarbeitet. Die folgenden Darstellungen von Kaskadennutzung integrieren sowohl landwirtschaftliche als auch forstwirtschaftliche Produkte und beziehen sich auf Beispiele der Kaskadennutzung aus beiden Bereichen, um die breite Anwendbarkeit des Konzepts zu verdeutlichen. Zudem werden Anforderungen an eine nachhaltige Kaskadennutzung von Nawaro abgeleitet und Schlussfolgerungen zu deren Ausgestaltung gezogen, damit Unternehmen der Land- und Forstwirtschaft die Potenziale von Nawaro hochwertig und erfolgreich nutzen können.
The global land area required to meet the German consumption of agricultural products for food and non-food use was quantified, and the related greenhouse gas (GHG) emissions, particularly those induced by land-use changes in tropical countries, were estimated. Two comprehensive business-as-usual scenarios describe the development corridor of biomass for non-food use in terms of energetic and non-energetic purposes. In terms of land use, Germany was already a net importer of agricultural land in 2004, and the net additional land required by 2030 is estimated to comprise 2.5–3.4 Mha. This is mainly due to biofuel demand driven by current policy targets. Meeting the required biodiesel import demand would result in an additional GWP of 23–37 Tg of CO2 equivalents through direct and indirect land-use changes. Alternative scenario elements outline the potential options for reducing Germany's land requirement, which reflect future global per capita availability.
Die Städte tragen weltweit am stärksten zum Klimawandel bei. Wer mit dem Klimaschutz ernst machen will, muss also dort ansetzen. Eine Metropole in einen weitgehend CO2-freien Ballungsraum umzuwandeln, ist eine sehr anspruchsvolle, aber machbare Aufgabe, die natürlich nicht umsonst zu haben ist, sich im Großen und Ganzen aber rechnet. Wie eine aktuelle Studie zeigt, lässt sich die weitgehende CO2-Freiheit aber nur realisieren, wenn der gesamte Entwicklungsprozess der urbanen Infrastrukturen in die Stadt-, Gebäude-, Verkehrs- und Energieplanung sowie in die Investitionsentscheidungen der privaten Akteure vorrangig integriert wird. Und wenn alle mitziehen: Verwaltungen, Stadtplaner, Energieversorger und der Bürger.

This paper presents the results of a collaborative project on public acceptance of Carbon Capture and Storage (CCS) in Germany, commissioned by the German Federal Ministry of Economics and Technology (BMWi). The project "Socio-economic Research on Acceptance of CCS" (April 2006 to March 2008) analyzed various aspects of public acceptance of CCS mainly in the national context of Germany. It was the first project to handle this subject matter. Public acceptance is one of the crucial factors for the implementation of CCS in the future.
Vor dem Hintergrund des Klimawandels und der Verknappung fossiler Ressourcen haben nachwachsende Rohstoffe in den letzten Jahren an Bedeutung gewonnen. Insbesondere die Bioenergie hat durch staatliche Fördermaßnahmen viel Aufmerksamkeit erfahren. Mit der Ausweitung der energetischen Nutzung von Biomasse sollen Beiträge zum Klimaschutz durch die Vermeidung von Treibhausgasen geleistet, die Versorgungssicherheit soll durch Ersatz der knapper werdenden fossilen Ressourcen erhöht und der ländliche Raum gestärkt werden. Die selben Argumente lassen sich auch für die stoffliche Nutzung von Biomasse heranziehen. Auch wenn diese etwas aus dem Blickfeld der energiebezogenen Diskussion geraten ist, kann hier in den nächsten Jahren ein erhebliches Marktwachstum erwartet werden. Biomasse als erneuerbare Ressource kann in Land- und Forstwirtschaft aber nur begrenzt bereitgestellt werden. Dies gilt umso mehr, als bestimmte Nachhaltigkeits-Anforderungen eingehalten werden müssen. Der zu erwartenden Nachfragesteigerung für nachwachsende Rohstoffe (Nawaro) steht damit eine limitierte Verfügbarkeit entgegen. Aus dieser leitet sich die Forderung nach einer möglichst effizienten Verwertung ab. In diesem Zusammenhang fällt immer häufiger der Begriff der Kaskadennutzung von Nawaro als möglicher Lösungsansatz. Dieses Konzept kann im Wesentlichen als eine Hintereinanderschaltung von (mehrfacher) stofflicher und energetischer Nutzung desselben Rohstoffs gesehen werden und schafft so eine Verbindung von Material- und Energiesektor. Im Rahmen der Projektarbeit sind daher Anforderungen an eine nachhaltige Kaskadennutzung von Nawaro abgeleitet und Schlussfolgerungen zu deren Ausgestaltung gezogen worden, um die Potenziale von Biomasse hochwertig und erfolgreich zu nutzen.
The analysis of different global energy scenarios in part I of the report confirms that the exploitation of energy efficiency potentials and the use of renewable energies play a key role in reaching global CO2 reduction targets. An assessment on the basis of a broad literature research in part II shows that the technical potentials of renewable energy technologies are a multiple of today's global final energy consumption. The analysis of cost estimates for renewable electricity generation technologies and even long term cost projections across the key studies in part III demonstrates that assumptions are in reasonable agreement. In part IV it is shown that by implementing technical potentials for energy efficiency improvements in demand and supply sectors by 2050 can be limited to 48% of primary energy supply in IEA's "Energy Technology Perspectives" baseline scenario. It was found that a large potential for cost-effective measures exists, equivalent to around 55-60% of energy savings of all included efficiency measures (part V). The results of the analysis on behavioural changes in part VI show that behavioural dimensions are not sufficiently included in energy scenarios. Accordingly major research challenges are revealed.
Development of alternative energy and climate scenarios for the Czech Republic : final report

Several countries with large coal deposits but limited domestic oil reserves show high interest in coal-to-liquid (CtL) technologies, which could reduce crude oil imports by converting coal into liquid hydrocarbon fuels. After decades of successful large-scale operating experiences in South Africa, CtL activities in the United States, China and Germany have been fanned by the high oil price in the last years. However, CtL indicates negative techno-economic and resource-related features, such as high capital costs, high greenhouse gas discharges and high water consumption. Therefore, the technology's diffusion strongly depends on a favourable framework of policies and strong technology advocates. Daniel Vallentin analyses interdependencies between technical and non-technical parameters affecting the diffusion of CtL technologies in the United States, China and Germany. Applying the inter-disciplinary technological system approach, he identifies factors which determine the market prospects of CtL in these countries, including costs, the geographic distribution of coal reserves, actor constellations and technology, energy and climate policies. At the end of his study, he derives general conclusions with regard to driving forces and barriers for CtL diffusion. As the investigated countries are major consumers of energy and belong to the world's largest emitters of greenhouse gases, their strategies in substituting crude oil based fuels are of utmost global relevance. Therefore, Vallentin's study is recommended to experts, planners, decision-makers, and politicians in the field of climate and resource protection.

Die Studie untersucht die Perspektiven einer künftigen Bereitstellung von Wasserstoff als Energieträger in Deutschland bis 2050. Ausgangspunkt ist die Analyse der möglichen Entwicklung des Kraftstoffmarktes als Teil des Energiemarktes. Darauf aufbauend wird die Entwicklung von Wasserstoff als Kraftstoff beleuchtet. Ziel ist die Erarbeitung einer deutschen Wasserstoff-Roadmap unter Berücksichtigung von Energieeffizienz, CO2-Minderung und Kostenentwicklung.

In this brochure, WISIONS focuses on the interdependent connection between water and energy. WISIONS presents good practice projects dealing with water and energy in Guatemala, Peru, Tunisia, the Philippines and Tanzania that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy and resource efficiency. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
Wichtiger Eckpunkt des EU-Pakets vom 23.1.2008 zur Realisierung der 20-20-20-Ziele ist die Erhöhung des Anteils erneuerbarer Energien (REN) mittels einer Richtlinie, die national umzusetzen ist. Hierzu liegt ein Entwurf vor. Auch wenn es noch Auseinandersetzungen um die Alternative eines EU-weiten einheitlichen Systems auf Basis eines Quoten-/Zertifikatehandels versus nationaler Fördersysteme gibt, ist davon auszugehen, dass letztlich eine Koexistenz der EEG-artigen und der Quoten-Ansätze auf mitgliedstaatlicher Ebene möglich sein wird. Vor diesem Hintergrund wird im Folgenden nach innovativen Optionen gefragt, die die neue Rechtslage auf EU-Ebene für die mitgliedstaatliche Umsetzung bietet.
Because of a growing global energy demand and rising oil prices coal-abundant nations, such as China and the United States, are pursuing the application of technologies which could replace crude oil imports by converting coal to synthetic hydrocarbon fuels - so-called coal-to-liquids (CtL) technologies. The case of CtL is well suited to analyse techno-economic, resources-related, policy-driven and actor-related parameters, which are affecting the market prospects of a technology that eases energy security constraints but is hardly compatible with a progressive climate policy. This paper concentrates on Germany as an example - the European Union (EU)'s largest member state with considerable coal reserves. It shows that in Germany and the EU, CtL is facing rather unfavourable market conditions as high costs and ambitious climate targets offset its energy security advantage.
Innovation and diffusion of car-sharing for sustainable consumption and production of urban mobility

Because of a growing dependence on oil imports, powerful industrial, political and societal stakeholders in the UnitedStates are trying to enhance national energy security through the conversion of domestic coal into synthetic hydrocarbon liquid fuels - so-called coal-to-liquids (CtL) processes. However, because of the technology's high costs and carbon intensity, its market deployment is strongly affected by the US energy, technology and climate policy setting. This paper analyses and discusses policy drivers and barriers for CtL technologies in the United States and reaches the conclusion that an increasing awareness of global warming among US policy-makers raises the requirements for the technology's environmental performance and, thus, limits its potential to regional niche markets in coal-producing states or strategic markets, such as the military, with specific security and fuel requirements.

Iran ist eines der größten Erdölförderländer und verfügt über riesige Erdgasreserven - und hat doch ein Energieproblem. Im Zuge des steigenden Energieverbrauchs droht das Land zum Energieimporteur zu werden. Ein Ausweg wird in der Kernenergie gesucht, was durch den Fokus auf den militärischen Aspekt ein großes Konfliktpotenzial birgt.
In seiner Dissertation entwickelt Nikolaus Supersberger "Szenarien eines diversifizierten Energieangebots in OPEC-Staaten am Beispiel Irans - Strategien eines auf klimaschonenden Energieträgern basierenden Umstiegs". Die Ergebnisse sind in diesem Reader zusammengefasst.
Es wird deutlich, dass die Kernenergie für eine langfristig sichere Energieversorgung nicht notwendig ist. Er zeigt das große Potenzial zur Nutzung erneuerbarer Energien und dass eine vollregenerative Stromerzeugung möglich ist. Zudem wird offenbar, dass der Einsatz erneuerbarer Energien und von Energieeffizienz die Ölexporte Irans wie auch anderer OPEC-Staaten deutlich strecken würde.

Norway's abundance of resources is the establishing factor in explaining how the North European state ranks among the countries worldwide with the highest standard of living. Indeed, fossil fuels are finite and after their depletion the Norwegian social welfare state should endure. Therefore, a sovereign wealth fund has been founded in the kingdom in 1990, in which the surpluses from the oil and gas industry sales have been invested from that time on. This method should secure the state's ability to act in the post-petroleum era.
At the end of the 1990's the voice of Norwegian society insisted that the sovereign wealth fund should not only be for intergenerational justice, but should also contribute to the implementation of worth and norms of the present country. In the end of 2004 the Parliament (Storting), on the basis of the Graver Report, finally agreed upon ethic regulations for the investment of the sovereign wealth fund. With capital of over 280 billion Euros (figures from 2007), the second largest sovereign wealth fund in the world, they should now only have businesses in their portfolio which adhere to those ethical regulations. In the present paper, the emergence and outcomes of the development of a "Third Way" between maximising profit and sustainability will be illustrated.
The ethical regulations have different dimensions (e.g. no contribution to human rights violations, child labour, serious environmental damages, etc.) to which the present text concentrates on posing the question to what extent sovereign wealth funds could be a new instrument of climate protection policy. For this purpose, the contribution of both main instruments of ethical regulations, "Active Ownership" and the exclusion of businesses, were analysed as well as the actors which have been created for their implementation. The repercussions reach from dialogs with businesses in the USA to stop lobby activities against Congress-planned climate protection laws, such as an emissions trading system, to adjusting to the exclusion of individual firms from the portfolio of welfare states, due to a breach of ethics.
The drawbacks and constraints of a takeover of the Norwegian regulations by other financial actors and its first diffusion effects will be analysed. Finally, this article will deal with the running evaluations of the ethical regulations and Norwegian current and future domestic climate policies.
Der Ressourcenreichtum Norwegens hat die Grundlage dafür geschaffen, dass der nordeuropäische Staat weltweit zu den Ländern mit dem höchsten Lebensstandard zählt. Doch fossile Energien sind endlich, und auch nach ihrer Erschöpfung soll der norwegische Wohlfahrtstaat Bestand haben. Deshalb wurde in dem Königreich im Jahr 1990 ein Staatsfonds aufgelegt, in dem seither die Überschüsse aus dem Öl- und Gasverkauf angelegt werden. Diese Mittel sollen die Handlungsfähigkeit des Staates in der Post-Petroleum-Ära sicherstellen.
Ende der 1990er Jahre wurden in der norwegischen Gesellschaft Stimmen laut, dass der Staatsfonds nicht nur zur intergenerationellen Gerechtigkeit, sondern auch zur Umsetzung der Werte und Normen des Landes in der Gegenwart beitragen solle. Ende 2004 wurden schließlich vom Parlament (Storting) auf Basis des Graver Reports ethische Richtlinien für die Anlagepolitik des Staatsfonds beschlossen. Der mit einem Vermögen von über 280 Mrd. Euro (Stand Ende 2007) zweitgrößte Staatsfonds der Welt soll nun nur noch Unternehmen in seinem Portfolio haben, die diese ethischen Richtlinien einhalten. Im vorliegenden Paper werden Genese und Outcome dieser Entwicklung eines "Dritten Weges" zwischen Profitmaximierung und Nachhaltigkeit dargestellt.
Die Ethik-Richtlinie hat verschiedene Dimensionen (u. a. kein Beitrag zu Menschenrechtsverletzungen, Kinderarbeit, schweren Umweltschäden, etc.), wobei sich der vorliegende Text auf die Fragestellung konzentriert, inwiefern Staatsfonds ein neues Instrument der Klimaschutzpolitik sein können. Dazu werden der Beitrag der beiden Hauptinstrumente der Ethikrichtlinien, das "Active Ownership" und der Unternehmensausschluss, zum globalen Klimaschutz ebenso analysiert wie die zu ihrer Umsetzung geschaffenen Akteure. Die Bandbreite der Auswirkungen reicht dabei vom Dialog mit Unternehmen in den USA, Lobbytätigkeiten gegen vom Kongress geplante Klimaschutzgesetze einzustellen bis hin zur Verbannung einzelner Firmen aus dem Portfolio des Staatsfonds wegen groben Verstößen gegen die Ethik-Richtlinien.
Die Möglichkeiten und Grenzen einer Übernahme der norwegischen Regeln durch andere Akteure der Finanzwirtschaft werden ebenso untersucht wie erste Diffusionseffekte. Schließlich wird auf die laufende Evaluation der Ethik-Richtlinien und auf Stand und Perspektiven norwegischer Klimaschutzinnenpolitik eingegangen.
Die drei Partner der Europäischen Gesetzgebung haben sich Ende Juni 2008 auf die Einbeziehung des Luftverkehrs in den Europäischen Emissionshandel verständigt. Das Besondere daran ist, dass nicht lediglich der EU-interne, sondern der "internationale" Luftverkehr der EU adressiert wurde, d.h. sämtliche EU-Territorium berührenden Flüge einbezogen sind. Diese "sektorale" Ausweitung des Emissionshandels hat in mehrererlei Hinsicht Pilotcharakter: (i) für die regionale Ausweitung des Emissionshandels der EU; (ii) für den Typ "Sektorabkommen" unter der UNFCCC-Nachfolgeregelung ab 2013; und (iii) für den Ansatz "asymmetrischer" Erweiterung des Klimaregimes seitens einer Regionalmacht, die gewillt ist, eine Vorreiterrolle einzunehmen, aber nicht bereit ist, dafür Wettbewerbsnachteile hinzunehmen. Dass der für (Langstrecken-) Luftverkehr spezifische zusätzliche Klimaeffekt nicht in Ansatz gebracht wurde, hat hier, in der WTO-Konfliktträchtigkeit des Vorgangs, seinen Grund.

Dieser Spartenband beinhaltet die wichtigsten Ergebnisse, die im Rahmen der Forschungspartnerschaft INFRAFUTUR in der Sparte Energie erarbeitet worden sind. In insgesamt 14 Kapiteln, die dem logischen Aufbau der Untersuchungen in der dreijährigen Partnerschaft folgen, werden für die Sparte Energie die Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität aufgezeigt. Schwerpunkt des Projektes war eine SWOT-Analyse, d.h. eine umfangreiche Analyse der Vor- und Nachteile einer dezentralen Organisation der Infrastrukturdienstleistungen sowie der Chancen und Gefahren für verschiedene kommunale Unternehmenstypen. Die Ergebnisse bildeten die Basis für die Strategieentwicklung, die in den Kapiteln 13 und 14 dargestellt wird. Um relevante Strategien für die beteiligten Praxispartner entwickeln zu können - trotz (zum Teil erheblicher) Unterschiede in den örtlichen und regionalen Gegebenheiten kommunaler Unternehmen der Energiewirtschaft - wurden drei idealtypische kommunale Unternehmenstypen als Referenzpunkt definiert.

In der vorliegenden Screening-Studie werden zum Thema "Einführung synthetischer Kraftstoffe in Nordrhein-Westfalen" relevante Entscheidungsgrößen auf verschiedenen Ebenen der Energie-, Klima- und Industriepolitik in NRW aufgearbeitet und bewertet. Das Projekt im Auftrag des Ministeriums für Wirtschaft, Mittelstand und Energie (MWME) des Landes Nordrhein-Westfalen leistet damit einen Beitrag zur Einschätzung des Potenzials und der Effekte, die durch GTL in und für NRW erzielt werden können.

Klimasensitivität, Leben und die Grenzen der Science-Kultur : zum vierten IPCC-Sachstandsbericht

Das IPCC hat mit seinem jüngsten Bericht eine Alarmstimmung ausgelöst. Unter anderem erhöhte es die "beste Schätzung" der Klimasensitivität (Temperaturerhöhung bei Verdoppelung der CO2-Konzentration) von 2,5 Grad auf 3 Grad. Ist diese Korrektur der Beginn einer Tendenz? Das Klimaproblem drängt die Science-Kultur, ihre Grenzen zu überschreiten und das Klimasystem als Teil des Klima-Erdsystems zu fassen, wobei zunehmend Lebensphänomene zu berücksichtigen sind. Diese dürften die Sensitivität des Systems besonders beeinflussen.
Ziel - In diesem Beitrag sollen die mit der Erdgasbereitstellung für den deutschen Markt verbundenen Treibhausgasemissionen entlang der gesamten Prozesskette dargestellt werden, um eine Gesamtbewertung der mit seiner Nutzung verbundenen Treibhausgasemissionen und einen Vergleich mit den entsprechenden Emissionen anderer Energieträger zu ermöglichen. Dabei werden die in bis 2030 zu erwartenden dynamischen Veranderungen sowohl der Gasherkunft, als auch der Technik bei Förderung, Aufbereitung und Transport detailliert berücksichtigt. Ein besonderer Schwerpunkt liegt auf den Emissionen der Erdgasbereitstellung aus Russland, das seine Rolle als führender Erdgaslieferant ggf. noch weiter ausbauen wird.
Ergebnisse und Diskussion - Die Analysen dieses Beitrags zeigen, dass sich die Bezugsstrukturen für Erdgas in den nächsten zwei Jahrzehnten signifikant verändern werden. Die Förderung in der EU wird deutlich zurückgehen und der Anteil russischen und norwegischen Erdgases sowie von verflüssigtem Erdgas LNG (z.B. aus Algerien und Ägypten) wird zunehmen. Obwohl hierdurch die Emissionssituation potentiell ungünstiger wird, können steigende Emissionen durch die erforderlichen umfangreichen Investitionen teilweise kompensiert werden, weil ältere und ineffizientere Technik durch den aktuellen Stand der Technik ausgetauscht wird. Im Ergebnis werden sich die gegenläufigen Trends in etwa aufheben und die Treibhausgasemissionen der Erdgasbereitstellung - je nach Investitionsumfang - leicht sinken, d.h. bei etwa 12% der direkten Treibhausgasemissionen liegen. Für die beiden hier berechneten Szenarien-Varianten wird eine Senkung der gesamten Vorketten-Emissionen des in Deutschland genutzten Gases von rund 23 Mio. t CO2-Äquivalent (2005) auf 19,5 bzw. 17,6 Mio. t CO2-Äquivalente bis 2030 angenommen. Bei der ersten Variante können trotz steigenden Gasverbrauchs die Emissionen mittels technischer Verbesserungen reduziert werden, während bei der zweiten Variante der erhebliche Rückgang des Gasimports Hauptgrund für die Emissionsreduktion ist.
Schlussfolgerungen - Derzeit liegen die indirekten Treibhausgasemissionen der Erdgasbereitstellung etwa auf dem Niveau der anderen fossilen Energieträger, Öl und Steinkohle. Beim Erdgas wird diese Höhe in den nächsten Jahrzehnten sogar stark absinken, wenn die großen Optimierungspotentiale konsequent umgesetzt werden. Allerdings sind für die Sicherstellung der Erdgasversorgung umfangreiche Investitionen erforderlich. Diese sollten mit der aus Emissionssicht jeweils best verfügbaren - und damit langfristig auch wirtschaftlichsten - Technik erfolgen. Erdgas wird unter diesen Voraussetzungen auch in Zukunft - als relativ sauberer fossiler Energieträger - eine wichtige Übergangsfunktion zur regenerativen Energieversorgung übernehmen können.

CO2-capture and geological storage as a climate policy option : technologies, concepts, perspectives

The idea of removing carbon dioxide from flue gas and industrial gas flows and putting it into suitable long-term storage sites is referred to as Carbon Capture and Storage (CCS). This publication provides a close look at this new line of technologies, describing its current status and outlining the prospects for development. The approach is both diagnostic and analytical, identifying the questions a technology assessment poses and showing the steps that need to be taken to implement CCS.
CCS is currently moving to the centre of climate policy discussion. Nonetheless this line of technologies is still the subject of controversial discussion. On the one hand there is a clear hope that these technologies will open up opportunities to use fossil fuels without harming the climate and thus make it possible to continue using oil, natural gas and above all coal even under a stricter climate regime. Accordingly, numerous R&D projects have been initiated all over the world, and various demonstration projects are at the planning or implementation stage. On the other hand, CCS (especially the storage part) has given rise to considerable scepticism from an ecological point of view.
Toothless tiger? : Is the EU action plan on energy efficiency sufficient to reach its target?

Motivated by, inter alia, the increasing energy prices, the security of energy supply and climate change, the new EU "Action Plan for Energy Efficiency: Realising the Potential" (EEAP), sets out the policies and measures required to be implemented over the next six years to achieve the EU's goal of reducing annual primary energy consumption by about 20 % by 2020. By increasing energy efficiency, the security of energy supply and the reduction of carbon emissions are also improved.
The paper will analyse the 20 % target of the new EEAP for the energy demand side by comparison with different recent energy scenarios for the EU. It will therefore review the recommended policies and measures and examine, in which energy demand sectors energy efficiency may be increased and to which extend. The main focus is whether the recommended policies and actions will be sufficient and which additional measures may be useful, if additional measures are needed.
Future of car-sharing in Germany : customer potential estimation, diffusion and ecological effect

The paper reviews the current knowledge on the use of biomass for non-food purposes, critically discusses its environmental sustainability implications, and describes the needs for further research, thus enabling a more balanced policy approach. The life-cylce wide impacts of the use of biomass for energy and material purposes derived from either direct crop harvest or residuals indicate that biomass based substitutes have a different, not always superior environmental performance than comparable fossil based products. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered from the end-of-life products, tends to provide a higher environmental benefit than primary use as fuel. Due to limited global land resources, non-food biomass may only substitute for a certain share of non-renewables. If the demand for non-food biomass, especially fuel crops and its derivates, continues to grow this will inevitably lead to an expansion of global arable land at the expense of natural ecosystems such as savannas and tropical rain forests. Whereas the current aspirations and incentives to increase the use of non-food biomass are intended to counteract climate change and environmental degradation, they are thus bound to a high risk of problem shifting and may even lead to a global deterioration of the environment. Although the "balanced approach" of the European Union's biomass strategy may be deemed a good principle, the concrete targets and implementation measures in the Union and countries like Germany should be revisited. Likewise, countries like Brazil and Indonesia may revisit their strategies to use their natural resources for export or domestic purposes. Further research is needed to optimize the use of biomass within and between regions.
About 2 % of the overall electricity consumption of the EU is caused by circulators in single or double family homes and flats. A new technology of pumps with electronically commutated (EC) motor pumps is available now; it is one possible way to achieve a reduction in circulator annual electricity use by 60 % or more.
The project's objective is a market transformation towards this new very energy-efficient pump technologies - Energy+ pumps - for circulators in heating systems, both stand alone and integrated in boilers. Only few manufacturers have so far introduced the new pump technology to the market for single or double family homes and flats.
To bring more products to the market from all major manufacturers, the project will adapt and apply the technology procurement methodology as it was very successfully tested in the European Energy+ project on energy-efficient cold appliances.
Large buyers will be aggregated, to activate the pump and boiler manufacturers. Sales and training materials and a sizing spreadsheet software for installation contractors will be developed and applied. A competition both for energy-efficient products and marketing campaigns will be organised and the information on the Energy+ pumps will be disseminated widely through website, newsletter, media, and fairs.
This paper gives a short overview of this project and presents the results of the first project phases: a European wide market study on circulators and heating systems, and the first Energy+ lists for circulators, buyers and supporters.
The Russian natural gas industry is the world's largest producer and transporter of natural gas. This paper aims to characterize the methane emissions from Russian natural gas transmission operations, to explain projects to reduce these emissions, and to characterize the role of emissions reduction within the context of current GHG policy. It draws on the most recent independent measurements at all parts of the Russian long distance transport system made by the Wuppertal Institute in 2003 and combines these results with the findings from the US Natural Gas STAR Program on GHG mitigation options and economics.
With this background the paper concludes that the methane emissions from the Russian natural gas long distance network are approximately 0.6% of the natural gas delivered. Mitigating these emissions can create new revenue streams for the operator in the form of reduced costs, increased gas throughput and sales, and earned carbon credits. Specific emissions sources that have cost-effective mitigation solutions are also opportunities for outside investment for the Joint Implementation Kyoto Protocol flexibility mechanism or other carbon markets.

In this brochure, WISIONS focuses on the applications of solar assisted cooling systems. After taking a more detailed look at the characteristics of such appliances, WISIONS presents projects in Spain, the USA, Germany and China that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy efficiency and successful performance. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
A number of "roadmapping" activities are being carried out internationally with the aim of planning and facilitating transitions to hydrogen energy systems. However, there is an evident discrepancy between the treatment of quantitative and qualitative information in the majority of roadmapping efforts. Whilst quantitative information is frequently analysed in numerical and computational models, conversely qualitative information tends to be incorporated on a significantly more ad hoc basis. Previous attempts at incorporating qualitative considerations have not usually been systematised. In this paper we present a methodology aimed at increasing the rigour with which qualitative information is treated in hydrogen roadmapping activities. The key changes and actor mapping (KCAM) methodology was developed as the primary qualitative component of the European Hydrogen Energy Roadmap project "HyWays". KCAM, developed from a well known general systems development model, constitutes a means of qualitatively analysing variable hydrogen supply chains that is structured, systematic and flexible.
Scenarios for the future of renewable energy through 2050 are reviewed to explore how much renewable energy is considered possible or desirable and to inform policymaking. Existing policy targets for 2010 and 2020 are also reviewed for comparison. Common indicators are shares of primary energy, electricity, heat, and transport fuels from renewables. Global, Europe-wide, and country-specific scenarios show 10% to 50% shares of primary energy from renewables by 2050. By 2020, many targets and scenarios show 20% to 35% share of electricity from renewables, increasing to the range 50% to 80% by 2050 under the highest scenarios. Carbon-constrained scenarios for stabilization of emissions or atmospheric concentration depict trade-offs between renewables, nuclear power, and carbon capture and storage (CCS) from coal, most with high energy efficiency. Scenario outcomes differ depending on degree of future policy action, fuel prices, carbon prices, technology cost reductions, and aggregate energy demand, with resource constraints mainly for biomass and biofuels.
Iran ist einer der größten Ölexporteure der Welt, sieht sich aber trotzdem mit zahlreichen Energieproblemen konfrontiert (z. B. stark steigender und subventionierter Energieverbrauch). Gemein mit anderen OPEC-Staaten hat Iran außerdem das so genannte Dutch Disease. Für Iran wurden Langzeit-Energieszenarien berechnet, die den Einsatz von Energieeffizienz und erneuerbaren Energien in unterschiedlich hohen Graden abbilden. Es wird gezeigt, dass in Iran unter Beibehaltung des bisherigen energieintensiven Entwicklungspfads binnen weniger Jahrzehnte mehr Erdöl und Erdgas verbraucht werden, als heimisch produziert werden kann. Nur unter Annahme hoher Effizienzsteigerungen wird es möglich sein, dass Iran auch noch im Jahr 2050 Erdöl und Erdgas exportiert. Unter Annahme von Preiskurven wird deutlich, dass Energieeffizienz für den iranischen Staat sehr hohe (ökonomische) Gewinne ermöglicht. Die Nutzung erneuerbarer Energien in Iran ermöglicht ebenfalls hohe ökonomische Gewinne: Durch deren heimischen Einsatz kann Erdgas eingespart und exportiert werden. Außerdem tragen sie zu einer Diversifizierung des heimischen Energiemix sowie des Exportportfolios bei. Kernenergie ist dagegen für die Herstellung iranischer Versorgungssicherheit nicht notwendig. Der großmaßstäbliche Einsatz erneuerbarer Energien als Exportgut könnte innerhalb der OPEC einen Prozess der Disaggregation gemeinsamer Interessen einleiten. Dennoch sprechen zahlreiche Gründe dafür, dass die OPEC eine weitreichende Strategie für erneuerbare Energien und Energieeffizienz entwickelt, die langfristig ihren eigenen Interessen dient und sie zu einem Klimaschutz-Vorreiter machen kann.

For the option of “carbon capture and storage”, an integrated assessment in the form of a life cycle analysis and a cost assessment combined with a systematic comparison with renewable energies regarding future conditions in the power plant market for the situation in Germany is done. The calculations along the whole process chain show that CCS technologies emit per kWh more than generally assumed in clean-coal concepts (total CO2 reduction by 72-90% and total greenhouse gas reduction by 65-79%) and considerable more if compared with renewable electricity. Nevertheless, CCS could lead to a significant absolute reduction of GHG-emissions within the electricity supply system. Furthermore, depending on the growth rates and the market development, renewables could develop faster and could be in the long term cheaper than CCS based plants. Especially, in Germany, CCS as a climate protection option is phasing a specific problem as a huge amount of fossil power plant has to be substituted in the next 15 years where CCS technologies might be not yet available. For a considerable contribution of CCS to climate protection, the energy structure in Germany requires the integration of capture ready plants into the current renewal programs. If CCS retrofit technologies could be applied at least from 2020, this would strongly decrease the expected CO2 emissions and would give a chance to reach the climate protection goal of minus 80% including the renewed fossil-fired power plants.

Inducing the international diffusion of carbon capture and storage technologies in the power sector

Although CO2 capture and storage(CCS) technologies are heatedly debated, many politicians and energy producers consider them to be a possible technical option to mitigate carbon dioxide from large-point sources. Hence, both national and international decision-makers devote a growing amount of capacities and financial resources to CCS in order to develop and demonstrate the technology and enable ist broad diffusion.The presented report concentrates on the influence of policy incentives on CCS diffusion and examines the following research question: Which policy strategy is needed to stimulate the international diffusion of carbon capture and storage technologies in the power sector? Based on the analysis of innovation-specific (e.g. CCS competitiveness and compatibility), market-related (e.g. national CO2 discharges and storage capacities) and institutional determinants (e.g. existing national and international policy frameworks) of CCS diffusion, the paper discusses the suitability of various national and international policy instruments to induce the international deployment of CCS. Afterwards, three CCS diffusion paths are derived from fundamentally different carbon stabilisation scenarios which include climate policy measures to stimulate the adoption of CO2 mitigation technologies.

Anreize für einen klimaeffizienteren Kraftwerkspark in der deutschen Ausgestaltung der EU ETS

Das Ziel dieser Arbeit bestand darin, aufzuzeigen, inwieweit die Einbindung von Stromspeichern und Lastmanagement in die Kraftwerkseinsatzplanung die Spitzenlaststrompreise eines Systems mit hohem Anteil erneuerbarer Energien beeinflusst. Mithilfe des auf MATLAB/SIMULINK® basierenden Energiesystemmodells EmSAr erfolgt eine nach ökonomischen Gesichtpunkten ausgerichtete Einsatzoptimierung fossiler Regelkraftwerke, Speichertechnologien sowie der Option Lastmanagement. Es handelt sich dabei um ein lineares Optimierungsmodell, welches als Punktmodell den Elektrizitätsbedarf der Bundesrepublik Deutschland im Jahre 2020 bei hohem Anteil erneuerbarer Energien deckt. Die Einsatzplanung konzentriert sich dabei auf den starke Fluktuationen aufweisenden Spitzenlastbereich. Aus den Ergebnissen der Einsatzplanung leiten sich die Spitzenlaststrompreise des Systems ab. Ergänzt wird das Modell durch ein separates Simulationsmodell, welches das Ladeverhalten der Speichersysteme abbildet.
In rural areas, access to electricity is required for better living standard, enhance income options and reduce population migration. In last decades, steady progress has been made but the status of electrification significantly varies across countries. In developing countries, about 1.6 billion people live without electricity and another 2 billion have access but to an unreliable extent. Large population also live in remote areas where extension of grid is not feasible, where people continuing to live under distress conditions. International projections reveal that number of un-electrified people will remain same by the year 2030 if similar pace of electrification is continued in future.From this perspective, the study describes what bigger countries such as India, China and Brazil are doing and where rural electrification stands in priority in a poor country like Ethiopia. Is off-grid technologies show an option for such remote locations" The two case studies of Vietnam and South Africa reveal that work carried out through external support in the absence of national policies. As a result, people have experienced the benefits of technologies but unable to retain them in long term. Electricity has given various advantages but poor affordability of the people hinders the acceptance of technologies in rural areas.The study shows the need of a framework to achieve the long-term support for rural electrification. A framework that could direct the national priorities, understands social, economic and environmental aspects of off-grid technologies, identify key areas to be strengthen, allocates the roles and responsibilities at different working levels, maintains a consistent flow of adequate finance, pursue regular monitoring process and incorporate the monitoring results, or, critical success factors into the national policies to make them more effective. Both macro- as well as micro-level approaches have been suggested in this study.

Der Verkehrssektor ist keineswegs der einzige, jedoch ein wesentlicher Verursacher der Klimaprobleme. Der Automobilverkehr als traditioneller Hauptbelaster im Verkehrsbereich zeigt zwar vergleichsweise positive Tendenzen, trotzdem ist auch hier noch erheblicher weiterer Handlungsbedarf gegeben. Das Wuppertal Institut hat hier in übersichtlicher und systematischer Form Stand und Perspektiven zusammengetragen. Nach einer ausführlichen Einbettung in den Klimadiskurs erfolgt die schrittweise Konzentration auf den PKW-Verkehr Deutschlands. Für diesen Bereich werden im Detail die denkbaren technischen Ansätze und die möglichen Umsetzungsmaßnahmen erörtert.

In der Studie "Analyse und Bewertung der Nutzungsmöglichkeiten von Biomasse" wurden Optionen zur Strom- und Wärmeerzeugung durch Biogas mit Techniken zur Holznutzung verglichen. Im ersten Teil dieses Aufsatzes (BWK 3/2006) wurden Potenziale, Techniken, Kosten und Klimaschutzaspekte der Biogasnutzung vorgestellt. Der zweite Teil befasst sich mit der Gewinnung von Biomethan aus der Holzvergasung, der Aufbereitung und Einspeisung von Biogas sowie den Anforderungen und Restriktionen der Einspeisung ins deutsche Erdgasnetz.

Considering the enormous ecological and economic importance of the transport sector the introduction of alternative fuels - together with drastic energy efficiency gains - will be a key to sustainable mobility, nationally as well as globally. However, the future role of alternative fuels cannot be examined from the isolated perspective of the transport sector. Interactions with the energysystem as a whole have to be taken into account. This holds both for the issue of availability of energy sources as well as for allocation effects, resulting from the shift of renewable energy from the stationary sector to mobile applications. With emphasis on hydrogen as a transport fuel for private passenger cars, this paper discusses the energy systems impacts of various scenarios introducing hydrogen fueled vehicles in Germany. It identifies clear restrictions to an enhanced growth of clean hydrogen production from renewable energy sources (RES). Furthermore, it points at systems interdependencies that call for a priority use of RES electricity in stationary applications. Whereas hydrogen can play an increasing role in transport after 2030 the most important challenge is to exploit short–mid-term potentials of boosting car efficiency.
The role of hydrogen in long run sustainable energy scenarios for the world and for the case of Germany is analysed, based on key criteria for sustainable energy systems. The possible range of hydrogen within long-term energy scenarios is broad and uncertain depending on assumptions on used primary energy, technology mix, rate of energy efficiency increase and costs degression ("learning effects"). In any case, sustainable energy strategies must give energy efficiency highest priority combined with an accelerated market introduction of renewables ("integrated strategy"). Under these conditions hydrogen will play a major role not before 2030 using natural gas as a bridge to renewable hydrogen. Against the background of an ambitious CO2-reduction goal which is under discussion in Germany the potentials for efficiency increase, the necessary structural change of the power plant system (corresponding to the decision to phase out nuclear energy, the transformation of the transportation sector and the market implementation order of renewable energies ("following efficiency guidelines first for electricity generation purposes, than for heat generation and than for the transportation sector")) are analysed based on latest sustainable energy scenarios.
Vom 28. November bis 10. Dezember 2005 fand im kanadischen Montreal die 11. Klimakonferenz (COP 11) statt. Doch diesmal kamen nicht nur die Vertragsstaaten der Klimarahmenkonvention zusammen, sondern es traten gleichzeitig und erstmalig auch die mittlerweile 156 Mitgliedsstaaten des Kyoto-Protokolls zusammen (COP/MOP 1). Neben letzten Weichenstellungen für dessen Umsetzung ging es in Montreal insbesondere darum, Verhandlungen über die Fortentwicklung der Kyoto-Verpflichtungen auf den Weg zu bringen. Ein Anlass, um Bilanz zu ziehen.

In this brochure, WISIONS focuses on the micro financing of renewable energy systems. WISIONS presents projects from Peru, South Africa, China and Nepal that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the microfinance projects was the inclusion of renewable energy technologies like solar/photovoltaic systems, wind energy and hydropower biogas used for cooking, lighting, power telecommunications equipment, radio, television, household electrification, health clinics, water pumping, milling and grinding, water disinfection, fencing, computer education, machinery operation, etc. in households or businesses.

Because of high efficiency, low environmental impacts and a potential role in transforming our energy system into a hydrogen economy, fuel cells are often considered as a key technology for a sustainable energy supply. However, the future framing conditions under which stationary fuel cells have to prove their technical and economic competitiveness are most likely characterised by a reduced demand for space heating, and a growing contribution of renewable energy sources to heat and electricity supply, which both directly limit the potential for combined heat and power generation, and thus also for fuelcells. Taking Germany as a case study, this paper explores the market potential of stationaryfuelcells under the structural changes of the energy demand and supply system required to achieve asustainable energy supply. Results indicate that among the scenarios analysed it is in particular a strategy oriented towards ambitious CO2-reduction targets, which due to its changes in the supply structure is in a position to mobilise a market potential that might be large enough for a successful fuel cell commercialisation. However, under the conditions of a business-as-usual trajectory the sales targets of fuel cell manufacturers cannot be met.

Using natural gas for fuel releases less carbon dioxide per unit of energy produced than burning oil or coal, but its production and transport are accompanied by emissions of methane, which is a much more potent greenhouse gas than carbon dioxide in the short term. This calls into question whether climate forcing could be reduced by switching from coal and oil to natural gas. We have made measurements in Russia along the world's largest gas-transport system and find that methane leakage is in the region of 1.4%, which is considerably less than expected and comparable to that from systems in the United States. Our calculations indicate that using natural gas in preference to other fossil fuels could be useful in the short term for mitigating climate change.

Under the framework of the UN framework convention on climate change (UNFCCC) and its Kyoto Protocol the targets and strategies for the second and third commitment period ("post-2012") have to be discussed and set in the near future. Regarding the substantial emission reductions that have to be shouldered by the industrialized nations over the next two decades it is evident that all available potentials to mitigate greenhouse gas (GHG) emissions have to be harnessed and that energy efficiency has to play a key role.
To substantiate this we developed a comprehensive scenario analysis of the EU 25s energy system and other greenhouse gas emissions until 2020. Our analysis shows which key potentials to mitigate greenhouse gas emissions are available, by which policies and measures they are attainable
and which will be benefits of greenhouse gas mitigation measures.
By this analysis we show the mayor role of energy efficiency in all sectors and all member states. We demonstrate that a reduction of EU 25 greenhouse gas emissions by more than 30 % by 2020 is feasible, reasonable and - to a large extent - cost effective. We also develop a comprehensive policy package necessary to achieve ambitious Post-Kyoto targets.
The scenario analysis results in a clear identification of the needed strategies, policies and measures and especially the relevance of energy efficiency to achieve the necessary ambitious greenhouse gas reduction targets. It also clearly shows the costs and the benefits of such a policy compared to a business as usual case.

Gerhard Berz leitete lange Jahre die GeoRisikoForschung der Mü̈nchener Rück. Die Gründung seines Kompetenzzentrums ergab sich aus den Schutzzielen und dem Selbstverständnis des Unternehmens: Risiken müssen sachlich begründet eingeschätzt und existenzbedrohende Risiken ausgeschlossen werden können. Und da das dazu notwendige Wissen außen nicht verfügbar ist, muß es im eigenen Haus verfügbar gemacht werden. Mit der Einrichtung eines Forschungsinstituts seitens einer privatrechtlichen "Gesellschaft" ist eine überzeugende und modellhafte Antwort auf die Frage gegeben, welches Wissen zu welchem Zweck generiert, aufbereitet und - auch öffentlich, an Kunden - verbreitet werden muß, um Schäden von der Gesellschaft abzuwenden. Based on different current long-term energy scenarios the paper discusses the future perspectives of hydrogen in the German energy system as a representative example for the development of sustainable energy systems. The scenario analysis offers varying outlines of the future energy system that determine the possible role of hydrogen. The paper discusses the possibilities of expanding the share of renewable energy and the resulting prospects for establishing clean hydrogen production from renewable energy sources. Emphasis is given to the questions of an ecologically efficient allocation of limited renewable energy resources that can only be assessed from asystems analysis perspective. Findings from recent studies for Germany reveal a strong competition between the direct input into the electricity system and an indirect use as fuel in the transport sector. Moreover, the analysis underlines the paramount importance of reducing energy demand as the inevitable prerequisite for any renewable energy system.
Mit Inkrafttreten des Kyoto-Protokolls am 16.2.2005 gelten für Deutschland und die meisten anderen Industrieländer völkerrechtlich bindende Minderungsziele für die 6 im Kyoto-Protokoll erfassten Treibhausgase. Damit erlangt eine durchaus kontrovers diskutierte Klimaschutzstrategie, die auf eine stärkere Umstellung der Energienutzung von Öl und Kohle auf mehr Erdgas setzt, zusätzlich an Bedeutung. Der nachfolgende Beitrag setzt sich mit der Klimabilanz des Erdgases unter Berücksichtigung der gesamten Prozesskette auseinander. Insbesondere werden neue Messergebnisse aus Russland dargestellt (Wuppertal Institut 2004), die zeigen, dass die dem Export von russischem Erdgas nach Deutschland zuzuordnenden indirekten Emissionen nur etwa ein Viertel der bei der Erdgasverbrennung entstehenden direkten Emissionen betragen. Damit bleibt Erdgas auch unter Berücksichtigung der indirekten Emissionen in Russland der fossile Energieträger mit den mit Abstand geringsten Treibhausgasemissionen.

The aim of eco-efficiency is to achieve market-based measures of environmental protection, in order to enhance the prospects for sustainable development and achieve positive economic and ecological benefits. The distinguished authors discuss a number of themes surrounding eco-efficiency including the necessary conditions for technological dissemination and ecological modernization, and the role of government in enabling businesses and society to participate actively in this process. In particular, they highlight the application of existing European-based policies concerning material flows and energy. The authors also investigate some new concepts of sustainable development and provide a useful introduction to material flows analysis. In further chapters they study the emerging regulatory policies for eco-efficiency, and examine the issues of sustainable business and consumption strategies.

Im Auftrag des BMZ werden innovative Technologieentwicklungen in Deutschland und Europa eruiert und bewertet. Ziel ist es, Entwicklungen frühzeitig zu erkennen, die für Entwicklungsländer und die internationale Zusammenarbeit wichtig sein können. Der inhaltliche Schwerpunkt liegt hierbei in den Bereichen Trinkwasser- und Energiebereitstellung. Die Untersuchung gliedert sich in drei Elemente. Zunächst besteht die Aufgabe darin, eine Screening-Methodik inklusive Kriterien/Indikatoren auszuarbeiten, anhand derer potenziell interessante Ansätze ermittelt werden können. Im zweiten Schritt wird mit Hilfe dieser Methodik eine Vorauswahl für viel versprechende Projekte vorgenommen. In dieser Auswahl ist bereits eine erste Einschätzung hinsichtlich der möglichen Umsetzbarkeit der Ansätze im Sinne von nachhaltiger Entwicklung, also unter Beachtung ökologischer, ökonomischer und sozialer Kriterien, enthalten. Im dritten Schritt wird eine zusammenfassende Bewertung der einzelnen Technologien vorgenommen. Da es sich hier um die Betrachtung neuer, innovativer Technologien handelt, für die der Informationsstand häufig vergleichsweise gering ist, muss die vorgenommene Bewertung vor diesem Hintergrund gesehen werden und kann allenfalls als eine Art grundsätzliche Einschätzung verstanden werden. Nach Rückkopplung mit dem Auftraggeber wird das Thema "Algen" näher hinterfragt und in die Arbeit integriert.

New energy efficiency policies have been introduced around the world. Historically, most energy models were reasonably equipped to assess the impact of classical policies, such as a subsidy or change in taxation. However, these tools are often insufficient to assess the impact of alternative policy instruments. We evaluate the so-called engineering economic models used to assess future industrial energy use. Engineering economic models include the level of detail commonly needed to model the new types of policies considered. We explore approaches to improve the realism and policy relevance of engineering economic modeling frameworks. We also explore solutions to strengthen the policy usefulness of engineering economic analysis that can be built from a framework of multidisciplinary cooperation. The review discusses the main modeling approaches currently used and evaluates the weaknesses in current models. We focus on the needs to further improve the models. We identify research priorities for the modeling framework, technology representation in models, policy evaluation, and modeling of decision-making behavior.
