This report develops an evaluation framework that policymakers can use to identify whether offsets can add value and uphold environmental integrity of a compliance scheme. It uses a scoring framework on factors to: (1) identify which sectors have hard-to-abate emissions that can justify demanding offsets as cost-containment measures for ambitious climate policies; and (2) identify mitigation activities that are otherwise inaccessible, fosters sustainable development, and the extent to which it enables transformative sectoral action to be eligible to supply offsets. This evaluation framework identifies the optimal conditions that make factors successful in either having sectors demand offsets, or specific mitigation activities supply offsets. Sectoral emissions that are hard-to-abate are those that are technically unavoidable due to a lack and maturity of technologies, and therefore should be allowed to have cost-containment measures - such as offsets - to avoid adverse economic ramifications such as carbon leakage. Mitigation activities that can supply offsets are those that are currently inaccessible to local actor’s due to lack of access to technology, finance or capabilities. Allowing these mitigation activities to be eligible to supply offsets allows to pilot such activities and realize mitigation outcomes outside the original scope of the compliance scheme. This report has chosen selected sectors and mitigation activities to illustrate how this framework can be applied at the global level. It recognizes that country-specific factors can change the assessment of whether the offset approach will add value and uphold environmental integrity to proposed compliance schemes of a country. The report further proposes practical steps policymakers can do to undertake an evaluation at the national level.
In Germany, the number of renewable energy prosumers has increased rapidly since 2000. However, the development of prosumers has faced and will continue to face various economic, social, and technological challenges, which have triggered the emergence of a number of innovative business models (BM). This paper enriches the empirical basis for prosumer-oriented BMs by investigating two BM innovations in Germany (P2P electricity trading and aggregation of small-size prosumers) drawing on business model and socio-technical transition theories. A mix of qualitative data collection methods, including document analysis and semi-structured expert interviews, was applied. We found that while both BMs can potentially address the challenges associated with renewable energy prosumer development in Germany, small-scale prosumers’ participation in both BMs has been limited so far. We identified various internal and external drivers and barriers for scaling up these BMs for prosumer development in Germany. Despite these barriers, both aggregation and centralized P2P targeting prosumers may potentially be also taken up by incumbent market actors such as utilities. Decentralized P2P on the other hand still faces significant internal and external barriers for upscaling. Based on the analysis, the paper provides policy recommendations with respect to the identified drivers and barriers. From a theoretical perspective, our findings provide further evidence to challenge the dichotomous understanding of niche actors and incumbents, the latter of which are often theorized to be resistant to radical innovations.
Although smart energy technologies (SETs) can fulfill multiple tasks in increasingly decarbonized and digitalized energy systems, market diffusion is still limited. This study investigates which beliefs influence consumers' intention to adopt two smart-energy offerings, whether the rapid growth of the smart home market will now drive SET adoption, and if consumer-driven diffusion will lead to sustainability potentials being realized. Building on UTAUT2, a new theoretical model is proposed, and a consumer acceptance survey was conducted in Germany (n = 700). Results indicate that a growing smart home market will not increase SET adoption and that "adjustable green defaults" should be introduced.
A clear understanding of socio-technical interdependencies and a structured vision are prerequisites for fostering and steering a transition to a fully renewables-based energy system. To facilitate such understanding, a phase model for the renewable energy (RE) transition in MENA countries has been developed and applied to the country case of Morocco. It is designed to support the strategy development and governance of the energy transition and to serve as a guide for decision makers. Such a phase model could be shared widely as part of Morocco's engagement in international platforms of multilateral collaboration, such as the Energy Transition Council (chaired by the United Kingdom (UK) and managed by the British Embassy - Rabat).
The analysis shows that Morocco has fully embarked on the energy transition. According to the MENA phase model, Morocco can be classified as being in the second phase "System Integration of Renewables". Nevertheless, Morocco plans to considerably increase the use of natural gas in order to back up intermittent solar and wind energy sources. The diversification of energy sources and a diverse portfolio of storage options, including solar thermal power and hydrogen, can foster flexibility options. To this end, a roadmap for power-to-X (PtX) should be considered for a smooth transition of the Moroccan energy supply and demand system.
The expansion of local REs can significantly contribute to reducing Morocco's high fossil fuel imports that are causing a high fiscal burden. With this regard, energy security can be strengthened. Next to large-scale deployment, decentralisation of the energy system must be built to encourage an energy transition on all societal levels. The results of the analysis along the transition phase model towards 100% RE are intended to stimulate and support the discussion on Morocco's future energy system by providing an overarching guiding vision for energy transition and the development of appropriate policies.
The aim of this study is to contribute to a learning process about innovative and successful approaches to overcoming problems and challenges of urban environmental protection. To this end, a detailed overview of the importance of environmental challenges, political priorities and successful solutions in selected countries and cities is given. Based on this, the study analyzes specific success factors and discusses the extent to which these can be transferred and replicated to other cities. Finally, recommendations are made for cities, countries and the international community on how environmental protection at the urban level can be further strengthened. The role of German cities and institutions will also be discussed. The case studies analyzed include Belo Horizonte in Brazil, Moscow in Russia, Kochi in India, Beijing in China, Cape Town in South Africa and Jakarta in Indonesia. These cities were selected because they have already implemented successful policies, measures and other initiatives in the past. For each city, the study analyzes relevant policy documents in order to present the respective challenges and political priorities. The analysis aims to understand the effectiveness of the plans and instruments taking into account the national political environment. Despite the cross-sectoral approach, the analysis of each case study focuses on specific sectors in order to produce well-founded results. The success factors that are worked out based on this sectoral analysis are placed in a holistic context in order to be able to make generalizable statements about success factors.
Given that over 50% of Myanmar's urban inhabitants and nearly 75% of the rural population lack access to adequate electricity, the country's development agenda includes electrification as a key policy goal. The government's National Electrification Project (NEP) aims to reach 100% household electrification by 2030. To achieve this ambitious target, the government of Myanmar has established a set of strategic electrification priorities. The primary focus is to electrify the country through extension of the national grid and construction of large power plants based on fossil fuels and renewable energy.
For decades, decentralised energy solutions have played a niche role in Myanmar's electrification journey. Local developers have constructed thousands of nominal "mini-grids", powered by a range of sources, including water, diesel, and solar. With the support of local communities, these initiatives provide positive stimuli for the social and economic development of villages across the country. To achieve its electrification goals, the NEP includes a segment to promote the development of new mini-grids through a set of subsidies and private sector cooperation initiatives. These target remote regions, which are difficult to electrify through extension of the main grid.
This report takes an in-depth look at decentralised electrification through community-based mini-grids with a focus on renewable energy. The aim is to provide insights into the potential role of sustainable electrification and to identify both enabling and limiting factors related to the institutional and policy landscape (macro), as well as the local conditions (micro). It also aims to explore whether the cooperative model is a suitable organisational framework for the operation of mini-grids in Myanmar. The results of the study will help to inform policymakers and supporters of decentralised electrification about the potential role for cooperatives and provide ways to improve the operating environment for sustainable, community-based mini-grids.
Die Studie zeigt interdependente Geschlechteraspekte von Klimapolitik sowie Wirkweisen und Chancen zur Verbesserung von Geschlechtergerechtigkeit auf. In ihr leitet ein interdisziplinäres Forschungsteam Grundsätze zur Einbeziehung von Geschlechtergerechtigkeit in Klimaschutz und -anpassung ab, analysiert bestehende Programme auf ihre Genderrelevanz hin und gibt konkrete Politikempfehlungen z. B. zum Klimaschutzgesetz und Gender Aktionsplänen. Wichtige Erkenntnisse ergeben sich auch für Methoden, Daten und Forschungsbedarfe. Schließlich werden Empfehlungen zu Finanzierungs- und Förderaspekten sowie Wissensverbreitung und Kompetenzstärkung gegeben und ein an den Klimabereich angepasstes Instrument zur gleichstellungsorientierten Folgenabschätzung (Gender Impact Assessment) vorgestellt.
This assessment report identifies six key areas of sustainable consumption. Transforming those areas is associated with a significant, positive impact on sustainable development. In this way, those key areas lay the foundation to set clear priorities and formulate concrete policy measures and recommendations. The report describes recent developments and relevant actors in those six fields, outlines drivers and barriers to reach a shift towards more sustainability in those specific areas, and explores international good-practice examples. On top of this, overarching topics in the scientific discourse concerning sustainable consumption (e.g. collaborative economy, behavioural economics and nudging) are revealed by using innovative text-mining techniques. Subsequently, the report outlines the contributions of these research approaches to transforming the key areas of sustainable consumption. Finally, the report derives policy recommendations to improve the German Sustainable Development Strategy (DNS) in order to achieve a stronger stimulus effect for sustainable consumption.
Germany and Japan have both gained substantial experience with hydrogen production and applications, albeit with focus on different sectors. They also share similar drivers for hydrogen development and, of course, similar technical and economic opportunities and challenges. However, there also are relevant differences in the policy priorities and approaches.
Notwithstanding differing emphases and patterns, the two countries share three main drivers for hydrogen development and deployment: climate mitigation and other environmental goals, energy supply diversification, and technological leadership. In this context, hydrogen has been identified by the German and the Japanese governments during the Energy Policy Dialogue as having potential for closer cooperation.
The authors of this study provide an overview of demand-side deployment by sector (residential, transport, industry, power generation and power-to-x) for both countries, as well as of their hydrogen policy debates, key institutions, R&D programs and demonstration projects. They also present a short survey on relevant international platforms and initiatives in which Japan and Germany participate.
On the basis of a meta-analysis of the role of hydrogen in 18 long-term energy system scenarios for Germany and 12 scenarios for Japan, this study draws conclusions on the possible role of hydrogen in the long term energy policy debates of both countries. Subsequently, the authors discuss sustainability criteria and certification schemes for clean hydrogen, compare the greenhouse gas intensity of different hydrogen supply chains and provide a data-based analysis to identify countries which could become important suppliers of clean hydrogen.
On the basis of a literature research, this subtask develops a conceptional framework for a common understanding of CE within the project team and for the following work packages and tasks. After a brief introduction into the objectives and the context of a circular economy, a more elaborated look into the necessity of an explicit understanding of CE, the objectives, the spatial perspective of CE and the specific challenges within the CICERONE context will be done, in order to develop a basis for a common understanding within the project context. Circular economy can and has to be understood as an (eco-)innovation agenda. Therefore, the paper investigates the role policy has to play to support innovation for a CE transition, for creating the framework conditions and why CE has also to be build from the ground up. Finally, the paper looks from two perspectives at emerging trends and business models in a CE to sketch next steps towards the transition in a selection of central sectors. Conclusions are drawn on the basis of the insights gained by the preceding chapters.
Alternative power initiatives are socio-ecological innovations that substantially contribute to city's sustainable development and, therefore, are of particular societal benefit and value. Cities should, consequently, have an inherent interest in their existence and proliferation. This, however, asks for strategic innovation management. While, acknowledgement of the project's innovativeness constitutes the precondition for management, in the further process of steering activity the tasks to reduce hurdles, create open space and support the project's capacities need to be mastered. Thereby, cities are increasingly asked to become innovative themselves in order to find ways to optimally make use of their available tools and capacities.
The study "Towards a Single and Innovative European Transport System" is developing action plans for the establishment of an integrated transport system in Europe. This report was created in a joint effort between VDI/VDE Innovation + Technik GmbH (Germany), Wuppertal Institute for Climate, Environment and Energy (Germany) and the Centre of Research and Technology Hellas, CERTH (Greece) on behalf of the European Commission's DG MOVE. Focus of the report is the international assessment of six different countries - Brazil, China, India, Japan, South Korea, USA - in five focus areas across all transportation modes. It provides actions plans on how to overcome existing European barriers towards a single and innovative European Transport System based on best practices and lessons learned in the countries under study. In addition to the actions plans, the study also provides recommendations for international collaboration.
Combating climate change requires a fundamental simultaneous transformation of various sectoral systems that are key to the functioning of our economies and societies, such as energy, industry, transport, housing, and agriculture. This report by the COP21 RIPPLES project examines sector-specific challenges to decarbonisation and what contribution international governance could make to overcoming these challenges.
Taking a sectoral perspective, the report identifies the key governance challenges that exist internationally towards the deep transformations required, and specifies the resulting key governance functions to be fulfilled by means of international cooperation/international institutions.
To this end, the report first clarifies a number of key concepts, including international (climate) governance, international and transnational institutions, institutional complexes and poly-centricity. It then derives a number of functions that international institutions can fulfil from the relevant literature: providing guidance and signals, setting rules, providing transparency and accountability, providing capacity building, technology and finance, and facilitating knowledge and learning. This is the basis for an investigation into the key governance challenges and the potential of international governance in 14 key sectoral systems.
The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. EEW3 analysed the progress made in the implementation of energy efficiency policies in European Member States since the publication of the second National Energy Efficiency Action Plans (NEEAPs) in 2011 by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Results are presented in Country Reports for each of the 28 Member States, the Expert Survey Report, 10 Case Studies presenting outstanding energy efficiency policies in Europe, the Key Policy Conclusions, the project summary report in brochure format and this Feedback Loop Report, which summarises the overall EEW3 portfolio.
The great mindshift : how a new economic paradigm and sustainability transformations go hand in hand

Sustainable development is the 21st Century's wicked problem. After 40 years into this agenda have reversed only few unsustainable trends we hear the call for a paradigm shift, transformation, radical change or system innovations in order to finally change course. But what does this actually mean? And how do we put it into practice? This book describes the path ahead. It combines system transformation research with political economy and change leadership insights when discussing the need for a great mindshift in how human wellbeing, economic prosperity and healthy ecosystems are understood if the Great Transformations ahead are to lead to more sustainability. It shows that history is made by purposefully acting humans and introduces transformative literacy as a key skill in leading the radical incremental change strategies that wicked problems require, illustrating their nature through mapping pioneering practices and their commonalities.
Rather than examining aggregate emissions trends, this study delves deep into the dynamics affecting each sector of the EU energy system. It examines the structural changes taking place in power production, transport, buildings and industry, and benchmarks these with the changes required to reach the 2030 and 2050 targets. In so doing it aims to influence both the ambition and direction of future policy decisions, both at Member State and EU level.
In order to assess the adequacy of the EU and its Member States policies with the 2030 and 2050 decarbonisation objectives, this study goes beyond the aggregate GHG emissions or energy use figures and analyse the underlying drivers of emission changes, following a sectoral approach (power generation, buildings, industry, and transport). Historical trends of emission drivers are compared with the required long-term deep decarbonisation pathways, which provide sectoral "benchmarks" or "corridors" against which to analyse the rate and direction of historical change for each Member State and the EU in aggregate. This approach allows the identification of the necessary structural changes in the energy system and policy interventions to reach deep decarbonisation, and therefore the comparison with the current policy programs at European and Member State level.
A key factor to energy-efficiency of heating in buildings is the behavior of households, in particular how they ventilate rooms. Energy demand can be reduced by behavioral change; devices can support this by giving feedback to consumers on their behavior. One such feedback device, called the "CO2 meter", shows indoor air-quality in the colors of a traffic light to motivate so called "shock ventilation", which is energy-efficient ventilation behavior. The following effects of the "CO2 meter" are analyzed: (1) the effect of the device on ventilation behavior within households, (2) the diffusion of "CO2 meter" to other households, and (3) the diffusion of changed behavior to households that do not adopt a "CO2 meter". An agent-based model of these processes for the city of Bottrop (Germany) was developed using a variety of data sources. The model shows that the "CO2 meter" would increase adoption of energy-efficient ventilation by c. 12% and reduce heating demand by c. 1% within 15 years. Technology diffusion was found to explain at least c. 54% of the estimated energy savings; behavior diffusion explains up to 46%. These findings indicate that the "CO2 meter" is an interesting low-cost solution to increase the energy-efficiency in residential heating.
A key challenge of the 21st century is to transform society into one that features sustainable patterns of production and consumption. To achieve this, transition processes need to be designed in key areas such as housing, mobility and nutrition. The design and large-scale implementation of sustainable product service systems (PSS) is regarded a promising approach for sustainability transitions. Real-life socio-technical experiments are an important infrastructure for designing PSS in collaboration with stakeholders and users. In this paper, we argue that transdisciplinary and action research methods are required for institutionalising an experimental set-up and developing PSS within such infrastructures. We present the Sustainable LivingLabs (SLL) research infrastructure and its methodology as an example of such experimental settings. It was collaboratively developed with key stakeholders in three consecutive research projects and applied to e.g. heating and space heating. We show new qualities of SLL in relation to existing LivingLabs and approaches for PSS design and present its methodological three-phase model (insight research, prototyping, field testing) of research. Our article contributes to knowledge on a methodological framework and tool-kit for PSS development in SLL with a clear focus on socio-ecological sustainability. Intermediate findings confirm the high influence of user practices on heating energy consumption and show starting points for PSS development: e.g. transformational products, home-automation combined with consulting along value chains. We hypothesise that developing PSS in user- and stakeholder-integrated settings supports acceptance and diffusion and, by taking into account users' social practices of utilising novelties, reduces rebound effects caused by incorrect application.
The Sino-German project "Low Carbon Future Cities" (LCFC) aims to develop a low carbon strategy for its Chinese pilot city Wuxi. The strategy primarily focuses on carbon mitigation, but also considers links with the issues of resource efficiency and adaption to climate change. This report written by Daniel Vallentin, Carmen Dienst and Chun Xia offers strategic examples of good practice and makes recommendations to Wuxi city government about the changes that key sectors can adopt in order to comply with its low carbon targets. The recommendations are based on scientific analyses which were undertaken earlier in the LCFC project.
Based on the European Waste Framework Directive and the German Recycling Management Act of 01.06.2012 the objectives for a national waste prevention programme were defined. As main objective, according to art. 1 WFD, the "prevention or reduction of the disadvantageous impacts of waste generation and management on the human health and the environment" is recommended. Indicators for a quantitative and qualitative monitoring are derived for both, the individual measures as well as for a waste prevention programme.
The final report of the research project "Power Sector Decarbonisation: Metastudy" contains the various reports prepared by Öko-Institut and Wuppertal Institute during the course of the SEFEP funded project. A key objective of the project was to make a contribution to the debates within the European Union (EU) and Member States on the EU's Energy Roadmap 2050 publication, which was released in December 2011. This objective was achieved by systematically analysing and comparing recently published scenarios on the European electricity sector commissioned by a range of different stakeholders (environmental NGOs, industry and government agencies).
The study "A Green New Deal for Europe" consists of two basic elements: Firstly it aims to cope with the economic crisis through intensive measures in order to systematically stimulate the eco-industries, to create jobs and to boost economic recovery. Secondly it aims at establishing the foundation for a green modernisation of the European economy. The study examines existing EU strategies policies and programs concerning their suitability to implement the Green New Deal. It proposes exemplary measures in the field of energy, mobility and resource use. The study has been compiled by the Wuppertal Institute on behalf of the Greens/European Free Alliance (EFA) Group in the European Parliament.
This report focuses on the contribution of ICT to improvements in resource efficiency and transport intensity at the macro, meso and micro levels. It presents the research on environmental effects of e-business and e-work.
The research strand explored the implication of ICT and its applications from the micro- (case study), meso- (different e-business types) and macro-level (macro-economic and policy level).
The "macro-analysis-module" aimed at quantifying the potential contribution of e-business and ICT to dematerialisation and resource productivity. The analysis followed a top-down approach complementary to the case study based microanalyses. It compromised the analysis of energy-use and selected material flows (CO(2)) of three EU Member States to determine whether there is any macro-level evidence of dematerialization and increased resource productivity resulting from e-business and ICT.
From a micro and meso level perspective, the research object has been the provision of new IT based applications instead of "traditional" products, services and customs (e-commerce and telework). The research quantified the resource- and transport efficiency of e-business in different case studies and identified key factors determining the impact on resource- and transport efficiency.
The environmental impacts of mobile computing : a case study with HP ; final report ; Digital Europe

This report includes the results and calculations of the HP case study within the Digital Europe project. This case study investigates the environmental effects of mobile computing devices as an element of the growing ICT infrastructure for applications such as ecommerce, egovernment and telework. Specifically, the resource intensity of a notebook computer and a handheld device will be analysed and discussed.
