Die Entscheidung für ein von volatilen Erzeugungsquellen dominiertes Stromsystem stellt an die Stabilisierung des Systems neue Anforderungen. Zugleich bieten sich neue Optionen. Die bisherige Asymmetrie, nach der für die Stabilisierung die Kraftwerksseite verantwortlich sei, ist überkommene Praxis, deswegen auch heute habituell naheliegend, aber vermutlich nicht länger effizient. Die im Titel genannten nachfrageseitigen Ausgleichsoptionen (SE & DSM) bieten sich an. Im Beitrag wird deren Potential abgeschätzt. In vier Gestaltungsfeldern wird zudem gefragt, ob die bislang von der Politik gegebenen rechtlichen Mandate konsequent SE & DSM als Option berücksichtigen. Das Ergebnis ist viermal (weitgehende) Fehlanzeige.

Emissions Trading Systems and Carbon Pricing schemes are spreading worldwide. This article looks at Carbon Pricing from the international perspective of the UN climate regime and describes what the Paris Agreement adopted in December 2015 means for international Carbon trading. In order to illustrate this, the authors first look back onto the provisions of the Kyoto Protocol and review its flexible mechanisms, namely International Emissions Trading, the Clean Development Mechanism (CDM) and Joint Implementation (JI). In a second step, the changes that the Paris Agreement (PA) brings about for the Carbon Markets are described. Art. 6 of the PA is analyzed, stressing that Art. 6 introduces a new element into emissions trading: all activities carried out under Art. 6 must lead to a net mitigation effect with respect to GHG reduction, thus abandoning the principle of "offsetting" that was at the heart of the project-based mechanisms of the Kyoto Protocol. The different Carbon trading options foreseen by Art. 6 are examined. Finally, the authors discuss ways forward and argue for early piloting schemes for the new "Paris mechanisms".
Towards an effective and equitable climate change agreement : a Wuppertal proposal for Copenhagen

This paper presents comprehensive proposals for the post-2012 climate regime: the scale of the challenge, emission targets for industrialised countries, increased actions by Southern countries, financing, technology, adaptation and deforestation. The proposals are based on ongoing research by the Wuppertal Institute.
The Ernst Strüngmann Forum seeks to link justice, sustainability, and diversity agendas. In support, this chapter discusses how linkages between these three concepts have formed and changed in the climate change discourse, particularly in light of the recent Paris Agreement. As the latest addition to the portfolio of international climate change agreements, the Paris Agreement establishes a landscape in which nation-states, subnational actors, and transnational networks will be able to reconfigure existing linkages between sustainability, diversity, and justice, and perhaps improve upon them.
Here, three possible developments are identified which may substantially influence the reconfiguration process. Recognition is given to the sustainability and justice deficits that have plagued the "top-down" character of the international climate change discourse, and it is hypothesized that the Paris Agreement opens the door for "bottom-up" movements to claim a larger segment of climate change policy decision making and design. In turn, the "polycentric" landscape created by such "movement from below" appears to emphasize concepts such as inclusivity and transparency perhaps allowing for explicit climate justice commitments. Finally, to advance societal transformation and embrace diversity, it is hypothesized that the scientific endeavor needs to be transformed from a purely analytical pursuit to an effort that makes use of the wide range of scientific competences and provides support for transformative innovations to change unsustainable sociotechnical systems.
Zielsetzung des Forschungsprojektes war es, Klimaschutzszenarien für Deutschland zu entwickeln, die hinsichtlich ihres klimapolitischen Ziels, d.h. ihres langfristigen Emissionsminderungsbeitrags, im Wesentlichen gleich sind, die aber zum Teil auf unterschiedliche Optionen zur Reduktion der energiebedingten CO2-Emissionen setzen. Diese Klimaschutzszenarien wurden hinsichtlich sozioökonomischer und ökologischer Kriterien evaluiert und miteinander verglichen.
