This assessment report identifies six key areas of sustainable consumption. Transforming those areas is associated with a significant, positive impact on sustainable development. In this way, those key areas lay the foundation to set clear priorities and formulate concrete policy measures and recommendations. The report describes recent developments and relevant actors in those six fields, outlines drivers and barriers to reach a shift towards more sustainability in those specific areas, and explores international good-practice examples. On top of this, overarching topics in the scientific discourse concerning sustainable consumption (e.g. collaborative economy, behavioural economics and nudging) are revealed by using innovative text-mining techniques. Subsequently, the report outlines the contributions of these research approaches to transforming the key areas of sustainable consumption. Finally, the report derives policy recommendations to improve the German Sustainable Development Strategy (DNS) in order to achieve a stronger stimulus effect for sustainable consumption.
Creating statistics for China's building energy consumption using an adapted energy balance sheet

China's regular energy statistics does not include the building sector, and data on building energy demand is included in other types of energy consumption in the Energy Balance Sheet (EBS). Therefore data on building energy demand is not collected based on statistics, but rather calculated or estimated by various approaches in China. This study aims at developing and testing China's building energy statistics by applying an adapted EBS. The advantage of the adapted EBS is that statistical data is from the regular statistical system and no additional statistical efforts are needed. The research result shows that the adapted EBS can be included in China regular energy statistical system and can be standardized in a transparent way. Testing of the adapted EBS shows that China's building energy demand has shown an annual increase of 7.6% since 2001, and a lower contribution to the total energy demand as compared to the developed world. There is also a close link to lifestyle and living standard while industrial energy demand is mainly driven by economy and decoupling of building energy demand with increasing of building floor area, this is due to a considerable improvement of building energy efficiency. The adapted EBS creates a method for China conducting statistics of building energy consumption at the sector level in a uniform way and serves as the basis for any sound building energy efficiency policy decisions.
Die vorliegende Broschüre fasst die Ergebnisse der Gemeindestudie "Energiewende und globale Megatrends in NRW" zusammen. Für die Untersuchung wurden kommunale Entscheidungsträgerinnen und -träger aus NRW, wie Dezernatsleitungen aus Planung und Umwelt, Abteilungsleitungen aus Stadtwerken oder Bürgermeisterinnen und Bürgermeister, zu den Trendthemen Digitalisierung, soziale Ungleichheiten, Übernutzung natürlicher Ressourcen sowie Urbanisierung und demografischer Wandel befragt. Der Großteil der interviewten Personen nimmt diese Megatrends sowohl als bedeutsame Entwicklungen wahr und sieht auch einen engen Zusammenhang mit der Energiewende.
Die Ergebnisse zeigen starke Unterschiede sowohl in der Auffassung der unterschiedlichen Trends als auch in der Betroffenheit zwischen befragten Städten und NRW-Gemeinden. Mit rund 84,4 Prozent empfindet die Mehrheit der in der Online-Befragung interviewten Personen die Veränderungen in der Bevölkerungsstruktur im Zuge eines demografischen Wandels als relevant für die eigene Kommune. Kommunen, die in dynamischen Wachstumsregionen ein starkes Bevölkerungswachstum erlebt haben - etwa durch steigende Geburtenraten und durch mehr zugezogene Menschen -, ließ die Tendenz der alternden Bevölkerung sinken. Städte und Gemeinden in peripheren, ländlichen Schrumpfungsregionen hingegen sind durch einen Bevölkerungsrückgang und Überalterung geprägt. Daraus resultieren unter andrem Herausforderungen für die Gewährleistung der Daseinsvorsorge.
Die energieintensive Industrie kann zum Ausgleich volatiler Stromeinspeisungen und somit zum Gelingen der Energiewende beitragen.
Digitalisierungsprozesse ermöglichen die Flexibilisierung der Produktion, wodurch die Stromnachfrage steuerbarer wird.
Gegenwärtig sind die Anreize zur Flexibilisierung jedoch für die meisten Unternehmen aufgrund von Investitionsunsicherheiten und der Konkurrenz durch konventionelle Kraftwerke gering.
Im Rahmen der Transformation des Energiesystems und zunehmender Digitalisierung der Produktion wird die Flexibilisierung für Industrieunternehmen perspektivisch attraktiver.
Digitalisierung und Flexibilisierung haben Auswirkungen auf Beschäftigte. So werden bereits jetzt Tätigkeiten an eine Abschaltung von Anlagen zur Stabilisierung des Stromsystems angepasst.
Im Hinblick auf Digitalisierungsprozesse gilt es, Mitarbeiter frühzeitig zu beteiligen und Ängste sowie Anregungen der Beschäftigten ernst zu nehmen.
Die Akzeptanz von Veränderungsprozessen kann durch eine frühzeitige Einbindung der Beschäftigten und ihrer Vertretung gefordert werden.
Ein den Digitalisierungsaktivitäten entsprechendes Personalkonzept stellt sicher, dass Beschäftigte mit notwendigem Know-how ausgestattet werden.
Die Energiewende ist der Umstieg der Energieproduktion, -versorgung und -nutzung von nuklearen und fossilen Energieträgern auf erneuerbare Energien. Dieser tiefgreifende Wandel des über viele Jahre gewachsenen Energiesystems in Deutschland umfasst zahlreiche, hoch komplexe Aspekte und Prozesse. Aus einer eher technologischen Perspektive heraus betrachtet sind die Ziele der Energiewende eine Weiterentwicklung und Dezentralisierung des technischen Stromsystems und seiner Komponenten (Speicher, Netze, Management), die Steigerung der Energieeffizienz (bspw. in industriellen Prozessen sowie in Haushalten, durch energetische Modernisierung des Gebäudebestandes oder eine intelligentere Nutzung der Wärme) sowie die Elektrifizierung des Verkehrs.
In dem vorliegenden Kapitel werden die verschiedenen Herausforderungen zur Umsetzung der Energiewende genauer beleuchtet und dargestellt und schließlich in zentrale Schlussfolgerungen zur Realisierung der Energiewende überführt.
Climate researchers agree that anthropogenic greenhouse gas emissions significantly contribute to climate change, and that radical measures to reduce greenhouse gas emissions and to adapt to the impacts of no longer avoidable climate change are needed. The German Federal Government with its Climate Protection Plan 2050 reinforced its target to reduce Germany's greenhouse gas emissions by 80 to 95 percent compared with 1990. The achievement of these targets requires nothing less than a fundamental transformation of spatial planning.
In the paper a methodology to scientifically assess the likely impacts of possible combinations of policies or strategies to achieve the energy transition, i.e. to reduce the greenhouse gas emissions of urban mobility and transport is proposed and demonstrated, using the Ruhr Area, the largest conurbation in Germany, as an example.
The results of the policies examined so far can be summarised as follows: Push measures as high energy prices, speed limits or reduction of the number of lanes of main roads are more effective in reducing greenhouse gas emissions than pull measures as the promotion of cycling, walking, electric cars or public transport. Between policies or policy packages there can be positive or negative synergies, i.e. the impacts of measures can reinforce or weaken each other. The results show that even with ambitious policies the greenhouse gas emission targets of the national and state governments will not be achieved and that more radical policies are needed.
Addressing the prevailing mode of high-carbon lifestyles is crucial for the transition towards a net-zero carbon society. Existing studies fail to fully investigate the underlining factors of unsustainable lifestyles beyond individual determinants nor consider the gaps between current footprints and reduction targets. This study examines latent lifestyle factors related to carbon footprints and analyzes gaps between decarbonization targets and current lifestyles of major consumer segments through exploratory factor analysis and cluster analysis. As a case study on Japanese households, it estimates carbon footprints of over 47,000 households using expenditure survey microdata, and identifies high-carbon lifestyle factors and consumer segments by multivariate regression analysis, factor analysis, and cluster analysis. Income, savings, family composition, house size and type, ownership of durables and automobiles, and work style were confirmed as determinants of high-footprint Japanese households, with eight lifestyles factors, including long-distance leisure, materialistic consumption, and meat-rich diets, identified as the main contributory factors. The study revealed a five-fold difference between lowest and highest footprint segments, with all segments overshooting the 2030 and 2050 decarbonization targets. The findings imply the urgent need for policies tailored to diverse consumer segments and to address the underlying causes of high-carbon lifestyles especially of high-carbon segments.
The Wuppertal Institute conducted an impact analysis of the NRW Sustainability Bond #4 of 2018 on behalf of the State Government of North Rhine-Westphalia (NRW). The most recent bond has a volume of EUR 2.025bn, a term of 10 years and consists of 52 eligible projects from the State's 2017 general budget (sustainable value-added was confirmed in a second party opinion by oekom research1). This report analyses the contribution of the bond to climate mitigation, sustainable land use and social impacts. It also includes information on the impacts of the previous three bonds (NRW Sustainability Bond #1 to #3).

Die Situation ist klar: Die Menschheit braucht die sozial-ökologische Wende, damit ihre Existenz auf der Erde langfristig gesichert bleibt. Auch der Weg dorthin ist vorgezeichnet, wir müssen ihn nur gehen. Ein Buch mit knappen Argumenten und in Thesen zugespitzt - es ist ein Appell an Politik und Gesellschaft, für einen radikalen Wandel des Wirtschaftssystems einzutreten.
