The "South-North Dialogue" Proposal, developed by researchers from developing and industrialised countries, outlined equitable approaches to mitigation. These approaches were based on the criteria of responsibility, capability and potential to mitigate, and include deep cuts in industrialised (Annex I) countries and differentiated mitigation commitments for developing countries. This paper quantitatively analyses the implications of the proposal for countries' emissions and costs. The analysis focuses on a "political willingness" scenario and four stabilisation scenarios. The analysis shows that stringent stabilisation targets imply that many developing countries would have to take on quantitative mitigation obligations by 2030, even when the Annex I countries take on ambitious mitigation commitments far beyond the Kyoto obligations. The "political willingness scenario" will probably not suffice to limit a warming of the Earth's atmosphere to below 2 °C.
Proposals for contributions of emerging economies to the climate regime under the UNFCCC post 2012

Under the principle of "common but differentiated responsibilities” (Article 3.1 of the UNFCCC) non-Annex I parties have so far been exempted from emission limitation or reduction commitments. However, the pressure is mounting on those countries, especially major emitting developing countries, to contribute actively to the mitigation of climate change. Participation by these developing countries in a future international climate regime is often called for, but it is usually unclear how and how much these countries should participate, what kind of support they need and in which sectors. This project aims to provide a more detailed view on six countries to understand how they could best make a contribution to the regime and how they could best be supported in limiting their greenhouse gas emissions.

The adoption of the Kyoto Protocol in December 1997 was a major achievement in the endeavour to tackle the problem of global climate change at the dawn of the 21st century. After many years of involvement in the negotiation process, the book's two internationally recognised authors now offer the international community a firsthand and inside perspective of the debate on the Kyoto Protocol. The book provides a comprehensive scholarly analysis of the history and content of the Protocol itself as well as of the economic, political and legal implications of its implementation. It also presents a perspective for the further development of the climate regime. International climate policy is one of the most fascinating issues in foreign policy, yet in recent years it has become one of the most contentious. The failure of the conference in The Hague revealed, among other things, strongunderlying rifts in the transatlantic relationship. As the self-acclaimed worldleader, the United States is not in a position to exert leadership in this vital area owing to a mixture of constitutional constraints and an ever-growing cultural dependence on fossil fuels such as oil and gas. It therefore falls to the European Union to take up this challenge. This will require careful coalition building with the rest of the world as well as confidence in the ability of Europe to develop a united position, to stick to that position and to translate the rules of the Kyoto Protocol into stringent domestic climate policy. The climate change regime is at a crossroads. At the resumed COP-6 con-ference, the Parties must decide whether to continue the process under theassumption ‘that global problems require global solutions’ or whether to turn to the more regional concept of "think globally, act locally". In either case, steering climate policy in this century on to a successful path will require the skills and dedication not only of natural scientists and technology developers, but also of those in the foreign policy community.

"Joint Implementation" (JI) is considered by many participants in the international negotiations on aclimate protocol to be an important economic instrument for the implementation of greenhouse gas obligations. Apart from a wide range of problems that still have to be resolved on the project level, the institutional and procedural design of such a mechanism is of vital importance. Because JI has a "perverse incentive" to overstate results achieved by individual projects, careful reporting, monitoring and verification procedures are essential. Furthermore, the institutional structure must reconcile the sometimes conflicting demands of overall effectiveness and cost-effectiveness. This paper explores the possible design of a future international mechanism for JI and makes recommendations with regard to the institutional and procedural requirements.

Die internationale Umweltpolitik ist in besonderem Maße auf die effektive und kreative Nutzung völkerrechtlicher Instrumente angewiesen. Diese Instrumente müssen dynamisch und flexibel sein, damit die Regelungen jederzeit schnell den ökologischen Erfordernissen angepaßt werden können. Umweltregime in Form "institutionalisierter" Verträge ist dabei eine effektive Antwort des Völkerrechts auf die gestiegenen Anforderungen. Der Autor untersucht die Erfolgsbedingungen im Hinblick auf ihre Struktur, die Formen flexibler Rechtsetzung und effektive Verfahren der Konfliktlösung. Er analysiert erstmals umfassend die heute verwendeten kreativen Instrumente und Verfahren des internationalen Umweltschutzes durch völkerrechtliche Verträge. Die Untersuchung bietet ferner eine detaillierte Darstellung der internationalen Regelungen zum Schutz der Ozonschicht (Montrealer Protokoll) und zur Kontrolle grenzüberschreitender Abfallverbringung (Basler Konvention).
