Die "Ökonomie der Aufmerksamkeit" hat zur Herausbildung spezifischer Märkte für Kommunikations-, Media- und Marketingdienstleistungen geführt. Ein dynamisch wachsender Markt ist der Markt für Live-Kommunikation, der in dieser Arbeit vertiefend untersucht wird. Hierbei werden drei Fragen diskutiert:
1. Was sind die treibenden Faktoren und Trends der Live-Kommunikation?
2. Nach welchen Maßstäben werden Events, insbesondere im Bereich der Unternehmenskommunikation, beauftragt?
3. Welche Chancen bestehen in diesem Markt, Events für Nachhaltigkeit als Marktsegment zu etablieren und zu stärken? Bei der Beantwortung dieser Fragen werden aktuelle Trendstudien ausgewertet, aber auch auf Untersuchungen und Fallstudien zurückgegriffen, die im Rahmen des Projektes "Eventkultur und Nachhaltigkeit" durchgeführt wurden.
Die Autoren kommen zu dem Ergebnis, dass die Markt- und Trendstudien eine wichtige Orientierungsfunktion für die Eventwirtschaft haben. Aus der Perspektive eines kulturökonomischen Ansatzes wird kritisiert, dass diese Orientierungsfunktion auf Marken und Marketingtechniken beschränkt ist und der Einfluss der gesellschaftlichen Wertbildung auf die Marketingpraxis ausgeblendet bleibt. Nachhaltige Ziele und Inhalte werden mit den Mitteln des Event-Marketings erst vereinzelt vermittelt. Aus diesen ersten Aktivitäten kann aber ein neuer Kommunikationsmarkt entstehen, wenn seitens der Nachhaltigkeitsakteure eine Verständigung über Kriterien und Anforderungen an dieses Marketinginstrument erfolgt sowie der Symbolebene in der Nachhaltigkeitskommunikation eine stärkere Beachtung geschenkt wird. Informationsbündelung und symbolisches Management sind wichtige Ansatzpunkte, um in der Marketingpraxis von Unternehmen, öffentlichen Einrichtungen, Verbänden, NGOs und von Kommunikations- und Eventagenturen eine nachhaltige Eventkultur zu verankern.
In der heutigen Spaß- und Konsumgesellschaft gewinnen Events als Marketingstrategie zunehmend an Bedeutung. Damit Unternehmen überhaupt noch Aufmerksamkeit erhalten, werden immer aufwändigere Events veranstaltet. Umweltaspekte spielen dabei eine eher untergeordnete Rolle. Doch das muss nicht so sein.

Development of scientific and technical foundations for a national waste prevention programme

In a new waste hierarchy the amended EU Waste Framework Directive (WFD) (2008/98/EG) confirmed the prevention of waste as a priority measure to protect the environment with regard to the production and handling of waste. Amongst others the Member States are requested to promote waste prevention. According to article 29 par. 1 WFD the prevention measures have to be planned in terms of waste prevention programmes to be created by the Member States until December 12th 2013. These prevention programmes are to describe existing waste prevention measures and set waste prevention goals. The progress is to be monitored and assessed by targeting appropriate, specific qualitative or quantitative benchmarks for adopted waste prevention measures. The programmes may be included in waste management plans or other environmental programmes. By the objectives and measures of prevention programmes the environmental impacts associated with generation of waste shall be decoupled from economic growth.
Das Forschungsvorhaben startete im April 2008 vor Verabschiedung des Kabinettsberichts der Bundesregierung zur Deutschen Anpassungsstrategie an den Klimawandel (DAS). In der DAS wird die Bedeutung der Information über Erfordernisse zur Anpassung und der aktiven Einbindung aller gesellschaftlichen Gruppen in den weiteren Prozess der Strategieentwicklung betont. Das Forschungsvorhaben hat dazu Vorschläge für eine Einbeziehung gesellschaftlicher Gruppen über das Internet und zur Einbeziehung von stakeholdern über Dialog- und Kommunikationsprozesse gemacht. Diese Vorschläge basieren im Wesentlichen auf einer Interessenanalyse über Interviews mit Stakeholdern und der Wirtschaft zu deren Anforderungen und Erwartungen an die DAS. Daneben wurden internationale Beispiele zur Anpassung an den Klimawandel recherchiert und als "good practice" in einer Broschüre für die Öffentlichkeitsarbeit aufbereitet. Für die Internet-Plattform www.anpassung.net wurden in Form von Projektsteckbriefen konkrete Vorschläge zur interaktiven Ausgestaltung der Plattform entwickelt.Ziel des von Öko-Institut und Wuppertal Institut durchgeführten UFOPLAN-Vorhabens war es, für Deutschland zum Komplex Abfallvermeidung eine fundierte Datenbasis über bestehende Maßnahmen der öffentlichen Hand sowie über angewandte Instrumente auf kommunaler, Länder- und Bundesebene zu schaffen. Damit wurde zugleich eine Datenbasis für die Erstellung eines nationalen Abfallvermeidungsprogramms, welche die Mitgliedstaaten gemäß der novellierten Abfallrahmenrichtlinie bis 2013 erarbeiten müssen, geschaffen. Hierzu wurden die in Deutschland und im Ausland bestehenden Abfallvermeidungsmaßnahmen der öffentlichen Hand auf lokaler, regionaler, Landes- und Staatsebene tabellarisch dargestellt und entsprechend dem Ziel, der Ebene sowie einer qualitativen Bewertung ihrer Vermeidungswirkung, beschrieben, soweit Informationen hierfür vorliegen. Schließlich wurden neue staatliche Abfallvermeidungsmaßnahmen in der Literatur identifiziert und geeignete Benchmarks, soweit sie im Rahmen der Recherchen ermittelt wurden, beschrieben. Insgesamt wurden 296 Maßnahmen aus über 20 Ländern erfasst und erste Schlussfolgerungen für mögliche Schwerpunkte eines nationalen Abfallvermeidungsprogramms gezogen.
As illustrated by the case studies of end-of-life vehicles and waste electric and electronic equipment, the approach of an extended producer responsibility is undermined by the exports of used and waste products. This fact causes severe deficits regarding circular flows, especially of critical raw materials such as platinum group metals. With regard to global recycling there seems to be a responsibility gap which leads somehow to open ends of waste flows and a loss or down-cycling of potential secondary resources. Existing product-orientated extended producer responsibility (EPR) approaches with mass-based recycling quotas do not create adequate incentives to supply waste materials containing precious metals to a high-quality recycling and should be amended by aspects of a material stewardship. The paper analyses incentive effects on EPR for the mentioned product groups and metals, resulting from existing regulations in Germany. It develops a proposal for an international covenant on metal recycling as a policy instrument for a governance-oriented framework to initiate systemic innovations along the complete value chain taking into account product group- and resource group-specific aspects on different spatial levels. It aims at the effective implementation of a central idea of EPR, the transition of a waste regime still focusing on safe disposal towards a sustainable management of resources for the complete lifecycle of products.
This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.
Defining the prevention of waste as top priority of the waste hierarchy - as confirmed by the revised Waste Framework Directive (WFD) - is much more than a simple amendment of ways to deal with waste, but means nothing less than a fundamental change of the socio-technical system of waste infrastructures and requires a transition from end-of-pipe technologies towards an integrated management of resources. The WFD therefore obligates member states to develop national waste prevention programs as a new policy instrument with the development of waste prevention indicators as one of the core elements. The article discusses the limitations of waste-based key figures and shows the need for more process-oriented indicators. As part of the development of national waste prevention programs such indicators reveal the relevance of different barriers that have to be overcome in order to make prevention an effective top priority in the waste hierarchy. With regard to path dependencies caused by sunk costs in end-of-pipe waste infrastructures the absolute amount of integrated environmental investments, as well as their share of the total waste-related investments, can be seen as indicators for the level of innovation activities aimed at waste prevention. Sector-specific indicators for the production phase could be used as benchmarks and to highlight differences in the need for policy interventions.
Als einer der weltweit führenden Industriestandorte ist Deutschland abhängig von der Versorgung mit Rohstoffen. Aber nur noch wenige Bau- und Massenrohstoffe wie Kies, Sand oder Kalkstein können aus heimischen Lagerstätten gewonnen werden; Industriemineralien, Energierohstoffe und vor allem metallische Rohstoffe müssen in großem Umfang aus dem Ausland eingeführt werden. Strategische Ansätze wie die Ressourcenstrategie der EU oder die Ressourceneffizienzstrategie des BMU setzen daher in zunehmendem Maße auf die Senkung des Primärrohstoffverbrauchs durch den Einsatz von Sekundärrohstoffen und die Erhöhung der Anteile recycelter Abfälle in Produkten - mit massiven Konsequenzen für die Planung abfallwirtschaftlicher Infrastrukturen.
Indikatoren für ein quantitatives und qualitatives Monitoring werden sowohl für einzelne Maßnahmen als auch für ein Abfallvermeidungsprogramm hergeleitet. Die knapp 300 Maßnahmen zur Abfallvermeidung durch die öffentliche Hand aus der Beispielsammlung des Vorläuferprojektes werden zunächst bewertet und konsolidiert. Entlang der Lebenswegstufen Rohstoffgewinnung, Produktgestaltung, Produktion, Logistik, Handel, Einkauf, Nutzung und Abfallentsorgung werden diese systematisch gruppiert. Das Abfallvermeidungspotenzial und die ökologischen Auswirkungen ausgewählter Einzelmaßnahmen werden orientierend bewertet. Die wesentlichen Effekte werden durch die Vermeidung von Umweltbelastungen bei den "vermiedenen" Produktionsaufwendungen, z.B. durch die intensivere Nutzung und die Verlängerung der Lebensdauer von Produkten, erzielt. Dazu gehört auch die Förderung eines Gebrauchtwarenmarkts zur Wiederverwendung von Waren. Ökonomische und soziale Auswirkungen werden punktuell beschrieben. Basierend auf der Bewertung werden geeignete Abfallvermeidungsmaßnahmen für das nationale Abfallvermeidungsprogramm vorgeschlagen.

Several studies in Germany aimed at the development of a sound database on existing waste prevention measures by public bodies at the local, regional and federal levels. These results are the starting point for the creation of a national prevention program, which has to be presented by all European Member States until the end of 2013 - due to the revised European Waste Framework Directive. Based on this empirical foundation, this paper draws conclusions with regard to drivers and barriers for eco-innovations in the field of waste prevention. The analysis shows that an optimized adaptation of information on waste prevention to the needs of specific target groups is still missing but could be a relevant driver. With regard to barriers the results of the study show that waste prevention is by no means always a win–win-situation. Institutional frameworks are missing to coordinate the different interests and for the exchange of experiences that could help to realize learning effects regarding innovation approaches.
Based on the European Waste Framework Directive and the German Recycling Management Act of 01.06.2012 the objectives for a national waste prevention programme were defined. As main objective, according to art. 1 WFD, the "prevention or reduction of the disadvantageous impacts of waste generation and management on the human health and the environment" is recommended. Indicators for a quantitative and qualitative monitoring are derived for both, the individual measures as well as for a waste prevention programme.

Ziel dieser Studie ist es, einen aktuellen Überblick über den Stand der Recyclingwirtschaft in Deutschland zu geben. Der Fokus liegt dabei vor allem auf den Marktprozessen, die bereits heute ökonomische Anreize zur Schließung von Stoffkreisläufen geben, bzw. auf spezifischen Hemmnissen, die genau solchen Entwicklungen im Wege stehen.
Aufbauend auf der Analyse spezifischer Hemmnisse für einzelne Abfallfraktionen (rechtliche und institutionelle Hemmnisse, Marktmacht, Informationsdefizite etc.) leitet die Studie verschiedene Instrumente und handlungsorientierte Ansätze ab, die zu einer Verbesserung der Kreislaufführung beitragen könnten; dabei kann Deutschland auch von bestehenden Best-Practice-Ansätzen im Ausland profitieren. Dazu gehören unter anderem der verstärkte Einsatz ökonomischer Instrumente, Maßnahmen zur verstärkten Integration von Abfallwirtschaft und Produktionssektor, Urban Mining Konzepte, internationale Vereinbarungen zum Rohstoffrecycling sowie Green Tech Funds.
A desirable future critically depends on our ability to ensure the supply of key resources while simultaneously respecting planetary boundaries. This paper looks at the potential implications of living within the "safe operating space" for people, business and the economy. It develops a positive vision of the future based on three pillars: a safe and fair use of global resources, a sustainable society, and a transformed economy. We review and build on recent sustainability visions to develop a holistic reflection on what life in 2050 could look like, and explore the key changes in the economy needed to get there. In particular we show that resource efficiency requires a systemic shift in values, innovation, governance and management regimes. We present a bold vision for Europe underlined by indicators and targets, explore transition challenges to getting there and conclude with a list of key policies needed for overcoming challenges and reaching the vision.
