After a wave of privatizations in the end of the 1990s, the electrical power supply of many municipalities in Germany has been returned into public hands. Many municipalities discover chances and possibilities for local action, which arise with remunicipalisation. The local policy-makers realize that remunicipalisation offers the opportunity of implementing an independent energy policy at local level which is critical in creating a transformation to a sustainable energy system based on energy efficiency and renewable energies.
This scoping study provides an introduction to the topic of establishing municipal utilities in Germany. The findings of the authors' study provide important new insights into the possibilities to decentralise and democratise the German power sector. The findings were identified on the basis of a comprehensive screening of all newly established municipal utilities in Germany. As most network concession contracts in Germany expire by 2016, there has now existed a window of opportunity to rebuild the local energy supply. As a result, 72 new local power companies were established in Germany within just seven years (between early 2005 and late 2012). The results of this unique study will inform about details regarding regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utility and the role of strategic partnerships.
Furthermore, the founding of 72 municipal utilities since 2005 leads us to ask for the reasons. The study reviews the German trend towards municipal ownership of local utilities, assessing their performance based on 10 targets related to the energy transition, climate protection, and the local economic impact. Based on expert opinions, the study finds out that the likelihood of these targets being reached is "high to very high".
The Japanese translation of the scoping study is completed by a foreword by Prof. Dr. Jörg Raupach-Sumiya (Professor, College of Business Administration, Ritsumeikan University) highlighting the importance of this study for Japan's energy policy.
The book shows that the implementation of a sustainable energy strategy in Iran provides the opportunity for further economic and social development. In this context, the aim of the book is to provide some of the analyses needed to rethink the country’s energy strategy and to grasp the chances. The authors hope to make a contribution to the emerging and rapidly growing discussion on better energy alternatives and the respective opportunities for investment, innovation and modernization. The work presented in the book should provide ideas for such opportunities and create a vision of how this could contribute towards developing a more sustainable, efficient and prosperous future energy system for Iran.
The book is based on long-term academic cooperation between Iranian researchers from several universities and the Iranian Energy Association and German researchers from the Wuppertal Institute, Büro Ö-quadrat and the University of Osnabrück. The book in hand is an important result of the collaboration. So its publication lends itself to taking stock of these twelve years of continued cooperation.
Wie lässt sich die Notwendigkeit der Suffizienz in der Breite der Bevölkerung einwurzeln? Da gibt es zunächst die Hoffnung auf einen kulturellen Wandel, in dem die immateriellen Werte des Lebens besser verstanden und höher geschätzt werden. Es gibt inzwischen viele Initiativen, suffizientes Leben und Wirtschaften in die Öffentlichkeit zu tragen, um für sie Aufmerksamkeit zu gewinnen und für sie zu werben. Auch lehrt inzwischen der Alltag Suffizienz. Da das tägliche Leben teurer geworden ist und weiterhin teurer werden wird, wächst auch die Einsicht in Grenzen des Konsums, zusammen mit der Erfahrung, dass maßvoller Genuss die Lebensfreude nicht schmälert.
Der hier zusammengestellte Katalog von Suffizienzpolitiken ist nicht nach Sachgebieten aufgebaut, sondern nach Eingriffstiefe und vermutlicher Akzeptanz der Maßnahmen. Im ersten Abschnitt stehen Politiken, die wohl die Zustimmung des größten Teils der Bevölkerung finden werden, weil sie ihr Leben erleichtern oder jedenfalls nicht beschweren werden. Ihr Ertrag für den Klimaschutz und die Ressourcenschonung ist freilich begrenzt.
Der zweite Teil enthält Politiken, die Umstellungen und neues Nachdenken erfordern, die einen spürbaren Eingriff in das Gängige und so gern Gewählte bedeuten, für die Routinen gewechselt und neue Gewohnheiten gefunden werden müssen, die aber keinen tief greifenden Wandel der Lebensweise erfordern. Ihr Beitrag zum Erhalt der Natur fällt durchaus ins Gewicht.
Im dritten Teil stehen die Politiken, die in das gewohnte Leben und Wirtschaften eingreifen, die ein gründliches Umdenken und die auch Verzichte fordern. Dafür leisten sie einen entscheidenden Beitrag zum Schutz der natürlichen Lebensgrundlagen.
Die hier vorgestellten 30 Politiken sind keine erschöpfende Aufstellung. Es sind Beispiele, Stellvertreter, ein Strauß von Möglichkeiten sehr unterschiedlicher Reichweite.
This study conducted by Wuppertal Institute and Germanwatch explores how the social pillar of sustainability at the local level could be met in Concentrated Solar Power (CSP) projects. For this purpose, the authors evaluate the livelihood dimension of CSP technology based on a case study conducted on the 160 MW pilot CSP plant Nooro I in Ouarzazate, Morocco.
Dieser Bericht stellt Schlüsseldimensionen für Living Labs in der Green Economy kompakt und zusammenfassend dar. Die Analyse führt die Essenz aus den insgesamt acht Ergebnispapieren in Arbeitspaket "Bestandsaufnahme im Innovationsumfeld für Living Labs" zusammen und gibt Hinweise auf Anknüpfungspunkte in den weiteren Arbeitspaketen des Projektes.
Im Auftrag des Bundesforschungsministeriums hat das Wuppertal Institut eine Studie zur systemischen Betrachtung und Modellierung der Bioökonomie erstellt. Sie zeigt Wege auf, die komplexen sozio-ökonomischen Zusammenhänge und Umweltauswirkungen der Bioökonomie zu erfassen und soll als Grundlage für den Aufbau eines kontinuierlichen Monitorings dienen. Die Autor(inn)en erfassten Indikatoren und Modellierungsmethoden mit Bezug zur Bioökonomie und weisen auf bestehende Lücken hin: Diese finden sich vor allem bei der Erfassung neuer technologiegetriebener Sektoren, der systemischen Betrachtung eines nachhaltigen Konsums und bei der Modellierung der Zusammenhänge zwischen Innovationen, Wirtschaftswachstum und Ressourcenverbrauch (insbesondere die Landnutzung).
Zur Umsetzung eines systemischen Monitorings empfiehlt die Studie das folgende Vorgehen: Unter Zuhilfenahme des DPSIR-Konzeptes (Analyse von Wirkungsbeziehungen nach Driving forces, Pressures, States, Impacts und Responses) sollten Schlüsselindikatoren und Nachhaltigkeitsziele in einem Indikatoren-"Dashboard" zusammengeführt werden. Benötigt wird zudem ein Werkzeugkasten von Methoden, der vor allem integrierte Analyse- und Bewertungsmodelle sowie ein systemisch konzipiertes Metamodell umfasst.
