Objective of this study is to support the development of a Thematic Strategy for Sustainable Use and Management of Resources through the provision of background information, in particular "an estimate of materials and waste streams in the Community, including imports and exports" (Article 8 a 6th EAP) using the method of material flow accounting. It further presents first ideas on how the resource use pattern of the EU can be assessed with regards to priority setting for possible policy measures.
By referring to the concept of Industrial Metabolism, resources are defined in a broad sense, embracing the source and sink function of the natural environment, i.e. the provision of raw materials and land, and the absorption of residual materials (waste and emissions). Environmental impacts are associated not only with the extraction, harvesting and catching of raw materials but also with the subsequent production, use and disposal of products and goods. It is the total of environmental impacts associated with the entire life cycle of raw materials which has to be considered.
Three generic "management rules" for the sustainable use and management of renewable and non-renewable natural resources are presented and discussed which have been formulated by several political institutions based on scientific literature:
1. The use of renewable resources should not exceed their renewal and/or regeneration rates.
2. The use of non-renewable resources should not exceed the rate at which substitutes are developed (should be limited to levels at which they can either be replaced by physically or functionally equivalent renewable resources or at which consumption can be offset by increasing the productivity of renewable or non-renewable resources).
3. Outputs of substances to the environment (pollution) should not exceed the assimilative capacity of environmental media ("absorption capacities").
The study "Review of voluntary approaches in the European Union" has been conducted in the context of the project "Feasibility study on demonstration of voluntary approaches for industrial environmental management in China" and aims at evaluating the experience with voluntary agreements between industry and public authorities in the European Union. It is part of a comparative study between Europe and China. The study aims at providing a basis for adoption and further development of voluntary agreements in China. Therefore, conceptual information and case studies are presented in order to illustrate the instrument, its chances and risks as well as success factors.

In this brochure, WISIONS focuses on the significance of innovative strategies in the field of sustainable tourism. WISIONS presents projects from Tanzania, Germany, Ecuador, Switzerland and Ghana that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy and resource efficiency, but social aspects such as the inclusion of local population were also of relevance. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
Der weltweite Verbrauch an natürlichen Ressourcen ist in vielfacher Weise verflochten mit dem internationalen Finanzsystem. Dieses Papier beleuchtet, wie der internationale Handel mit natürlichen Ressourcen im Rahmen des internationalen Systems von Geld und Kredit und von privaten und öffentlichen Finanzinstitutionen stattfindet und liefert Aufschluss darüber, inwiefern der Verbrauch von Ressourcen dadurch bestimmt wird. Ferner geht es der Frage nach, welche Rolle das internationale Finanzsystem für die (Ungleich-)Verteilung des Zugangs und Verbrauchs an natürlichen Rohstoffen spielt, etwa wie sich Wechselkurse, internationale Schuldner-Gläubiger-Beziehungen, die Regime für internationale Finanzflüsse oder Auslandsdirektinvestitionen auf die Verteilung der Zugriffs- und Verbrauchsmöglichkeiten natürlicher Rohstoffe auswirken. Das Papier fokussiert dabei besonders auf den Zusammenhang zwischen Entwaldung bzw. der Nutzung von Holzprodukten und dem Finanzsystem. Im ersten Teil des Papiers wird anhand der Länderbeispiele Brasilien und Indonesien die Rolle des internationalen Finanzsystems bei der Erschließung, Ausbeutung und Zerstörung natürlicher Ressourcen, insbesondere tropischer Wälder, exemplarisch beleuchtet. Entlang der dabei gewonnenen Erkenntnisse werden im zweiten Teil dieses Papiers typische Wirkungsketten herausgearbeitet, wie bestimmte Elemente des internationalen Finanzsystems auf die Nutzung natürlicher Ressourcen Einfluss nehmen. Dazu gehören die Verschuldung, die Auflagenpolitik der Gläubiger ("Strukturanpassung"), die Folgen von Wechselkurseinbrüchen in Finanzkrisen, aber auch die Folgen der "normalen" Finanzflüsse in Entwicklungsländern unter nicht-krisenhaften Bedingungen, insbesondere in Form von Krediten und Direktinvestitionen. Eine Zusammenfassung der Ergebnisse und ein Ausblick nach vorn schließen das Papier ab.
Gerhard Berz leitete lange Jahre die GeoRisikoForschung der Mü̈nchener Rück. Die Gründung seines Kompetenzzentrums ergab sich aus den Schutzzielen und dem Selbstverständnis des Unternehmens: Risiken müssen sachlich begründet eingeschätzt und existenzbedrohende Risiken ausgeschlossen werden können. Und da das dazu notwendige Wissen außen nicht verfügbar ist, muß es im eigenen Haus verfügbar gemacht werden. Mit der Einrichtung eines Forschungsinstituts seitens einer privatrechtlichen "Gesellschaft" ist eine überzeugende und modellhafte Antwort auf die Frage gegeben, welches Wissen zu welchem Zweck generiert, aufbereitet und - auch öffentlich, an Kunden - verbreitet werden muß, um Schäden von der Gesellschaft abzuwenden. Die Ausrichtung der GeoRisikoForschung der Münchener Rück als ein Modell für die internationale Klima- und Erdsystemwissenschaft im Verhältnis zu der sie tragenden Gesellschaft?
