Transnational corporations' (TNCs) economic operations cover numerous countries and can be diverted between several continents. These units have reached a level of significance, having not only economic, but also social and environmental implications. This justifies that they shall be treated separately as a social phenomenon, when considering strategies for the development towards sustainability. This paper presents the concept of Responsible Corporate Governance (RCG), as a strategy to "govern" TNCs. RCG is suggested as a stakeholder based policy instrument, which aims at allocating responsibilities to societal actors aiming at corporate accountability. RCG recognises that the process of societal change is strongly based on what can be called as bottom up-processes. Learning processes take place through the interaction of the different societal members, which eventually leads to macro changes. Therefore, governing TNCs towards sustainability improvements is considered to be a collective process including all stakeholders. Firstly, the paper places the concept of RCG in the ongoing debate of political modernization based on the fact that society develops overtime and the political system must correspondingly modernize. In this context, political overload developed as a consequence of increased resource interdependencies is explained and as a resolution, network approach is discussed. Secondly, demands on the orientation of the TNCs in terms of accountability and innovative action are brought forward. Here, the paper also lists down corporate elements (stakeholder empowered corporate governance, management and performance evaluation systems, transparency enhancement and accountability verification), which need to be in place to attain an accountable orientation in the society. Following, using an analytical framework, the orientation and capabilities of each societal actor (environmental non-governmental organisations, financial institutions, intergovernmental organisations) to affect improvements in the corporate responsibility elements are investigated and recommendations for their effective orientation are listed.
Der neoliberalen Globalisierung liegen Rationalitätsmuster zugrunde, die weder neu, noch liberal sind. Dies gilt für herrschaftliches Denken über Natur (als Ressource) ebenso wie für den sich verstärkenden Zugriff auf Naturgüter und die Ausblendung reproduktiver Elemente aus der Debatte über Umgangsweisen mit Natur. Mit Blick auf Landnutzung und Livelihood wird lokale Vielfalt durch Globalisierung zerstört. Der Absolutheitsanspruch eines weltweit entfesselten Marktes mit seinem grenzenlos freien Wettbewerb untergräbt das Recht auf- und die Möglichkeit zu je eigener, der Lokalität gemäßer Naturnutzung. Wenn immer mehr Menschen ihrer an die jeweiligen Lokalitäten gebundenen Produktionsmittel beraubt werden, können sich Gesellschaften nicht von innen heraus nachhaltig entwickeln.
An increasing number of publications about theoretical approaches and new findings illustrate the relevance of the topic environmental risk assessment. The actual discussion about high oil prices is not incorporated under this headline; but it should be, as natural resource scarcity is a crucial economic factor. In practical experience, more and more banks, insurance companies as well as investors realize that there are certain areas with a high correlation between sustainable development and corporate success, corporate risk exposure and corporate performance. In this discussion one of the most obvious topics are risks related to climate change. According to the findings of surveys evaluated in this paper climate change starts to affect economic development and companies' performance in various ways. Over the next decade, economic losses due to climate change are estimated by US$ 150 billion per year. As result world's business leaders have described climate change as the biggest challenge of the 21st century. Hence, the incorporation of climate change as a risk factor is essential, but risks related to climate change feature a severe issue of complex structure and uncertainty; traditional risk assessment tools appear in the light of not being able to either reflect the multifaceted system nor provide sufficient outcomes. Environmental risk assessments in general so far have mainly emphasized - if at all - on actual and possible impacts of the release of materials or emissions (external effects). But an overall sustainable risk assessment has also to take into account the risks related to the inflow of materials. The main reason for neglecting the inflow risks from an environmental perspective can be seen in the fact that these risks seem to be less tangible and more uncertain. Nevertheless, in a world where economic development and the use of natural resources is not uncoupled yet, a steadily increasing economic power will result in a continually rising extraction of resources. As all resources are limited, the risk of scarcity will rise; and the example of water illustrates that it already exists. Indeed, scarcity is not tangible for all kind of resources from a present point of view. Hence, a specified analysis is needed considering different market and supply conditions. A comprehensive analysis of environmental risks needs to encompass risks affecting the output as well as the input side of a value chain. This paper enlarges the discussion on environmental risk assessments upon the input dimension using the example of carbon risks. Firstly, carbon risks are defined as risks related to climate change at the corporate level with a focus on the input as well as the output dimension. Secondly, an analysis of the current discussion on the topic of carbon risk evaluates the status quo of scientific work in this field. Thirdly, in terms of developing a practically oriented tool, the Value-at-Risk approach and it's application to measure input oriented carbon risks are scrutinized. The results discuss how future volatility and market prices can be utilized to describe the uncertainty resulting from markets acknowledging and pricing oil scarcity as a risk factor. Finally recommendations with a focus on strategic management decisions and financial performance analysis are given and further research opportunities are drawn. The conclusion is; once markets have acknowledged the depletion mid-point as a measure of oil scarcity, natural scarcity will result in a significant higher Value-at-Risk. The Value-at-Risk of one barrel of crude oil could then be as high as US$ 15.5 in the short term and even US$ 17.2 in the long term. The scope of this paper is neither intended to predict one likely development nor to demonstrate how this tool can actually work in terms of forecasting single companies' performance. But in order to point the way ahead, this paper provides scenarios for potential future developments and sets a frame for risk assessments due to oil scarcity.

In jedem Unternehmen gibt es Potenziale, um die eigene wirtschaftliche Position zu verbessern und sich gegen zukünftige Krisen abzusichern. Technische, organisatorische oder soziale Innovationen sind der Schlüssel zur dauerhaften Sicherung ihrer Wettbewerbsposition. Diese Broschüre soll kleinen und mittelständischen Unternehmen helfen, Bereiche zu finden, in denen Innovationspotenziale vorhanden sind. Anhand erster Maßnahmen, so genannten Innovationsschritten, werden Ansatzpunkte entwickelt, wie mit möglichst geringem (Zeit- und Kosten-) Aufwand gezielt die eigene Wettbewerbsposition gestärkt werden kann. Sie wendet sich an Unternehmensleitung oder Umweltmanagementbeauftragte und gibt ihnen einen ersten Ein- bzw. Überblick und konkrete Vorschläge, wie sie die Zukunftsfähigkeit ihres Unternehmens verbessern können. Damit hat diese Broschüre konkrete Hilfestellungen für den Praktiker im Unternehmen im Fokus. Mögliche Ansatzpunkte, geeignete Wege sowie passende Instrumente werden für einzelne Bereiche aufgezeigt und erläutert.
Der Check zeigt Unternehmen mit Migrationshintergrund, wo sie stehen, wenn sie den ökonomischen, ökologischen und sozialen Herausforderungen des Marktes erfolgreich begegnen wollen. Außerdem zeigt er ihnen Verbesserungsansätze auf.
Der Unternehmens-Check wurde auf der Grundlage einer eingehenden Analyse der typischen Herausforderungen und Potentiale von Unternehmen mit Migrationshintergrund entwickelt. Schnell wurde dabei auch klar, dass der Unternehmens-Check für unterschiedliche Migrationshintergründe anders aussehen sollte, da die Herausforderungen sich doch deutlich unterscheiden. In Zusammenarbeit mit Unternehmensverbänden und Unternehmen, die bereits erfolgreich am Markt tätig sind, wurden deshalb drei spezifische, auf die Bedürfnisse der unterschiedlichen Migrantengruppen abgestimmte Varianten entwickelt - für Unternehmen mit türkischem Migrationshintergrund, italienischem Migrationshintergrund und russischem Migrationshintergrund.
In this brochure, WISIONS focuses on the significance of innovative strategies for saving energy in schools, including two types of projects: energy education projects and those that focus on sustainable energy technologies. WISIONS presents projects from India, France, Germany and Uganda that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy and resource efficiency, but social aspects such as the inclusion of pupils, teachers and parents were also of relevance. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
Lern- und Innovationsfähigkeit von Unternehmen und Organisationen : Kriterien und Indikatoren

Das vorliegende Papier setzt sich mit den grundlegenden Elementen für höherwertige Lern- und Innovationsprozesse auseinander. Dazu wurden Ansätze der Organisationsforschung auf die wichtigsten Bestandteile für organisationales Lernen und Innovation analysiert. So wurden die zwölf bedeutendsten Aspekte für Lernen und Innovation in Organisationen extrahiert und Indikatoren gebildet. Im Einzelnen wurden die Aspekte Lerngeschichte, Lernräume, Wissensmanagement, Vision, Verantwortungsübernahme, Forschungs- und Evaluationsorientierung, Vertrauen und Offenheit, Fehlerkultur, Kritikkultur, Dialogfähigkeit, Reflexionsfähigkeit und schließlich systemisches Denken für eine Operationalisierung organisationalen Lernens und Innovationsfähigkeit ausgewählt.
Microfinance and renewable energy : investing in a sustainable future ; WISIONS of sustainability

In this brochure, WISIONS focuses on the micro financing of renewable energy systems. WISIONS presents projects from Peru, South Africa, China and Nepal that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the microfinance projects was the inclusion of renewable energy technologies like solar/photovoltaic systems, wind energy and hydropower biogas used for cooking, lighting, power telecommunications equipment, radio, television, household electrification, health clinics, water pumping, milling and grinding, water disinfection, fencing, computer education, machinery operation, etc. in households or businesses.
Many concepts are able to initiate an increase in resource productivity in enterprises and supply chains – although some of these approaches do not directly address resource efficiency. From these instruments, we derived seven important set-screws, pointing at the most important starting points for resource productivity. Considering the differences of the examined set-screws in general and of the approaches lying in the background in particular, the existing portfolio of instruments seems broad enough to successfully implement instruments aiming at an increase of resource efficiency in the enterprises. However, it is necessary to adapt the selection of instruments to the conditions of the specific enterprise.
In this paper Justus von Geibler, Kora Kristof and Jan Walter highlight how sustainability demands can be integrated in early innovation phases and how new markets for sustainable products can be explored. The paper describes related experiences from a research project on future market development for timber in the building sector, conducted for the German Ministry for Research and Education.
Information and communiction technologies (ICTs), as a crosscutting evolving technology, can contribute to the achievement of the Millennium Development Goals (MDGs). This opinion is not only voiced by business, but also expressed in specific MDG targets as well as from a range of stakeholders, e.g. NGOs, intergovernmental organisations and financial institutions. However, ICT implications are not only beneficial, a range of stakeholders raises critical issues. Quantified information on ICT contribution to the MDGs available today on both micro and macro level does not meet the expectations. Business actors thus need solid and balanced sustainability information to accurately get the implications of ICT and to promote and assess their voluntary activities. In this context the project "A Comprehensive Approach for Assessing Risks and Opportunities of the ICT sector and ICT applications" addressed the contributions of the ICT sector to the achievement of the MDGs. The project's core objective has been to develop a discussion paper on the assessment of risks and opportunities of ICT. The scope of the paper is to raise awareness for a balanced approach of sustainability information (regarding the contribution to the MDGs, at micro and macro level, risks and opportunities) and to provide best practice examples for a comprehensive approach in the ICT sector. Therefore, research questions have been addressed such as: How can ICT contributions to the MDGs be quantified? What are the demands on sustainability information for the ICT sector? What are the business implications from this?
The paper reviews the current knowledge on the use of biomass for non-food purposes, critically discusses its environmental sustainability implications, and describes the needs for further research, thus enabling a more balanced policy approach. The life-cylce wide impacts of the use of biomass for energy and material purposes derived from either direct crop harvest or residuals indicate that biomass based substitutes have a different, not always superior environmental performance than comparable fossil based products. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered from the end-of-life products, tends to provide a higher environmental benefit than primary use as fuel. Due to limited global land resources, non-food biomass may only substitute for a certain share of non-renewables. If the demand for non-food biomass, especially fuel crops and its derivates, continues to grow this will inevitably lead to an expansion of global arable land at the expense of natural ecosystems such as savannas and tropical rain forests. Whereas the current aspirations and incentives to increase the use of non-food biomass are intended to counteract climate change and environmental degradation, they are thus bound to a high risk of problem shifting and may even lead to a global deterioration of the environment. Although the "balanced approach" of the European Union's biomass strategy may be deemed a good principle, the concrete targets and implementation measures in the Union and countries like Germany should be revisited. Likewise, countries like Brazil and Indonesia may revisit their strategies to use their natural resources for export or domestic purposes. Further research is needed to optimize the use of biomass within and between regions.
Hot Spots und zentrale Ansatzpunkte zur Steigerung der Ressourceneffizienz : Projekt-Ergebnisse

Der Zukunfts-Check HolzBau unterstützt Unternehmen in der Wertschöpfungskette "Bauen und Sanieren mit Holz" (d. h. Forst- und Holzwirtschaft, holzbe- und -verarbeitenden Industrie, Architektur-/Planungsbüros sowie Bauunternehmen im Bereich Neubau und Sanierungen) den Herausforderungen des Marktes zu begegnen.
Bei dem auch als Internet-Tool zugänglichen Unternehmens-Check handelt es sich um ein Selbstbewertungstool, das als Fragekatalog konzipiert ist, der sowohl Aspekte aufgreift, die für alle Unternehmen in der Wertschöpfungskette relevant sind, als auch Aspekte, die für unternehmerische Aktivitäten in spezifischen Wertschöpfungsstufen von zentraler Bedeutung sind. Er kann von Unternehmen (Eigentümer/-innen bzw. Beschäftigte) genauso gut genutzt werden wie von Akteuren aus dem Unternehmensumfeld - wie z. B. Verbänden oder (Weiter-) Bildungsinstitutionen.
Der Unternehmens-Check bietet einen schnellen und unkomplizierten Weg, um einen guten Überblick über die IST-Situation im Unternehmen zu erhalten. Die komprimierte Auswertung des Zukunfts-Check HolzBau, erlaubt es den Unternehmen, über alle unternehmens- und wettbewerbsrelevanten Themenkomplexe hinweg (z. B. Unternehmensführung, Agieren in der Wertschöpfungskette, Kooperations- und Netzwerkbildung, Innovation u. v. m.), ihre spezifischen Stärken zu erkennen und auszubauen. Gleichzeitig bietet er die Möglichkeit, Schwächen zu identifizieren und weist erste Wege, diesen wirksam zu begegnen.
Die globale Nachfrage nach Bioenergie lässt einen boomenden Biomassehandel mit weit reichenden ökologischen und sozialen Auswirkungen entstehen. Standards und deren Zertifizierung werden als vielversprechender Ansatz zur Sicherung der Nachhaltigkeit in der Wertschöpfungskette gesehen. Inwieweit kann damit aber den unerwünschten Auswirkungen einer stark steigenden Nachfrage begegnet werden? Am Beispiel des Palmölhandels und der Standards des Roundtable on Sustainable Palm Oil wird diskutiert, unter welchen Voraussetzungen nichtstaatliche Standards zu einer öko-fairen Gestaltung der Wertschöpfungskette beitragen können und wie eine steigende Nachfrage die Wirksamkeit der Standards beeinflusst.
Der Forschungskontext der hier vorgelegten Untersuchung liegt innerhalb des in der sozial-ökologischen Forschung angesiedelten Forschungsverbundes "Blockierter Wandel? Denk- und Handlungsräume für eine nachhaltige Regionalentwicklung". Der Untersuchungsraum ist die Region "Muldemündung" in Sachsen-Anhalt. Dort, bei Dessau, mündet die Mulde in die Elbe. In dem Teilprojekt geht es um vielfältige Tätigkeiten, die, nur zum Teil als Arbeit anerkannt, in verschiedenen gesellschaftlichen Räumen stattfinden - in "Tätigkeitsräumen". Im Mittelpunkt der Überlegungen steht die Anerkennung und Bewertung der bisher vom sichtbaren Erwerbsarbeitsraum abgetrennten sorgenden und pflegenden Tätigkeiten. Denn in ihnen, so die These der Autorinnen, gibt es Fähigkeiten für eine nachhaltige Entwicklung. Verursacht wurde ihre Ausgrenzung durch abspaltende und hierarchische Konzeptionen des Politischen und des Ökonomischen. Die hier maßgeblichen Ansätze von John Locke und Adam Smith werden daher theoriegeschichtlich analysiert. Ansätze zu Konzeptionen, die diese Trennungen nicht mehr brauchen, finden sich in zwei untersuchten Praxisbeispielen, deren Auswertung jeweils spezifische kreative Potenziale für eine sozial-ökologische Transformation i. S. einer nachhaltigen Entwicklung sichtbar werden lässt - Potenziale vieler Menschen sowie der ökologischen Natur. Ihre Aktivitäten weisen auf die Herausbildung eines ganzheitlichen Tätigkeitskonzepts mit anderen Bewertungen und einer anderen "Natur der Arbeit" hin. Die Projekte stellen, analytisch gefasst, kleine neue Gesellschaftsverträge dar, über die neue, nicht trennende Konzepte von Politik und Ökonomie entwickelt werden können, die wiederum das neue Tätigkeitskonzept absichern. Gleichzeitig machen die Praxisbeispiele aber auch deutlich, wie stark neoliberale Kräfte die alten Strukturen stützen. Diese Ambivalenz wird verstärkt durch die vielfachen Schrumpfungsprozesse, denen die Untersuchungsregion ausgeliefert ist.

The Wuppertal Institute for Climate, Environment and Energy and the UNEP/Wuppertal Institute Collaborating Centre on Sustainable Consumption and Production (CSCP) set out to analyse Japanese dematerialisation and resource efficiency strategies within the 3R scope and searched for options of enhancing resource effi ciency strategies, commissioned by the German Federal Environment Agency. A further task of the project was to initiate a policy dialogue including stakeholders, academia, politics and Japanese and European environmental experts. The following paper summarises findings from the analyses, the results of the policy dialogues (Experts Workshop, 6 June 2007 and International Conference, 6 November 2007) and draws conclusions for a potential Japanese-European cooperation on the resource efficiency issue.
Die Ausarbeitung eines Konzepts für Nachhaltigkeitsbildung, welches das Ziel hat, nachhaltige Lebensstile zu befördern, muss zwei Barrieren überwinden können: die eine vom Nichtwissen zum Wissen, die andere vom Wissen zum Handeln. Sie zu überwinden, haben sich u. a. zwei Forschungsstränge zum Ziel gesetzt: Die pädagogische Kompetenzforschung, welche die für eine nachhaltige Denk- und Handlungsweise notwendigen Fähigkeiten aufdeckt, und die umweltpsychologische Theorieentwicklung, welche das Zusammenspiel von Umweltbewusstsein und andere auf das Umwelthandeln einwirkende Faktoren fokussiert. Die "Forschungsgruppe Nachhaltiges Produzieren und Konsumieren" des Wuppertal Instituts hat durch den Versuch, beide Stränge zu integrieren, ein eigenes Bildungs- und Kommunikationskonzept zur Förderung nachhaltiger Denk- und Handlungsweisen entwickelt und in die praktische Bildungsarbeit übersetzt. Die Theorie und Praxis dieses Bildungskonzepts sollen hier vorgestellt werden.
Gerhard Scherhorn fordert in seinem Artikel die Entwicklung eines Kanons von ethischen Kriterien für Geldanlagen, der neben Nachhaltigkeitskriterien für die Natur- und Sozialverträglichkeit auch die Menschenrechte, die kaufmännische Ethik, die politische Fairness und elementare Moralvorschriften berücksichtigt. Hätte es dies schon gegeben, so Scherhorn in seinem Artikel, wäre es weder zu der chaotischen Liberalisierung der Finanzmärkte noch zur derzeitigen Krise gekommen. Das ökonomische Motiv der Gewinnmaximierung dürfe erst wieder Regie führen, wenn sichergestellt ist, dass nur noch nach ethischen Richtlinien investiert wird.
Eine nachhaltige Entwicklung zielt auf den Erhalt der Umwelt unter weltweit sozialverträglichen und wirtschaftlich verlässlichen Bedingungen. Für den nötigen gesellschaftlichen Kurswechsel werden technologische, soziale und organisatorische Innovationen benötigt, die im privaten Umfeld (Familie, Vereine) wie im beruflichen Kontext (Unternehmen, Bildungseinrichtungen) von jedem einzelnen vorangebracht werden können. Um Zukunft durch Innovationen gestalten zu können, müssen junge Menschen zusätzlich zu ihrer beruflichen Qualifikation als Bürger zu gesellschaftlicher Teilhabe befähigt und motiviert werden. Mit entscheidend hierbei ist ein erfolgreicher Übergang von der Schule in den Beruf. Die Kooperation zwischen Schule und Wirtschaft und die damit zusammenhängende Öffnung der beiden unterschiedlichen Systeme kann einen wichtigen Beitrag dazu leisten. Die Studie versucht, ausgehend von aktuellen bildungspolitischen Zielsetzungen und im Rahmen einer nachhaltigen Entwicklung, die Bedeutung der Kooperation von Schule und Wirtschaft herauszustellen sowie entsprechende Handlungsempfehlungen für deren Ausgestaltung und Weiterentwicklung zu geben.
