Ca. 50 % des Endenergiebedarfes in Deutschland, wie auch im Mittel in Europa, sind Wärme. Die Energiewende kann also nur mit einer Wärmewende gelingen. Eine klimaneutrale Wärmeversorgung zeitnah zu erreichen muss daher wesentliches Ziel der Gesellschaft und der Politik der kommenden Jahre sein. Dies spiegelt sich auch in den Sektorenzielen der Bundesregierung wider: sowohl im Gebäudesektor als auch im Industriesektor werden deutliche Einsparungen der CO2-Emissionen erwartet, die wesentlich auf eine Umstellung der Wärmebereitstellung abzielen.
In Jahr 2022 kamen zu dieser bereits bekannten Zielsetzung aus klimapolitischer Sicht durch den Krieg in der Ukraine weitere wesentliche Aspekte hinzu: In der öffentlichen Diskussion dominierte das Thema "Versorgungssicherheit" in der Wärmeversorgung von Gebäuden und Industrie. Gleichzeitig wurde Erdgas als billige und ausreichend zur Verfügung stehende "Brückentechnologie" in Frage gestellt und die hohen fossilen Energiepreise rückten einige bisher oft als zu aufwändig betrachtete nachhaltige Technologien schlagartig mehr ins Zentrum der Lösungen.
Somit war 2022 das Jahr, in dem das Thema klimaneutrale Wärme bisher unbekannte Aufmerksamkeit erfuhr.
The present study investigates and compares the public perception of CO2 offshore storage, CO2 onshore storage and CO2 transport via pipeline in Germany nationwide and in two coastal regions. For this purpose, three representative surveys were carried out and analyzed with the methods of descriptive statistics and ordinal regressions. The results of our descriptive statistical analyses show clear regional differences with regard to self-reported awareness, factual knowledge, risk perceptions and general attitudes towards CO2 offshore/onshore storage and CO2 transport via pipeline. With regard to the public perception of the two storage options - offshore and onshore - no major differences could be identified: both are hardly accepted by the German public. In comparison to CO2 offshore storage/CO2 onshore storage, the attitudes towards CO2 transport via pipeline were perceptibly more positive in all regions. Our regression analyses revealed that the perceptions of the personal and societal risks of CO2 transport via pipeline/CO2 offshore storage/CO2 onshore storage as well as the perceptions of the personal and societal benefits of CCS are the most important direct determinants of general attitudes towards CO2 transport via pipeline, CO2 offshore storage and CO2 onshore storage.
Die Digitalisierung und der demografische Wandel sind Megatrends, die die Energiewende überlagern. Mehr denn je sind daher integrierte Problemlösungskonzepte für die Umsetzung der Energiewende gefragt. Neben den technischen Aspekten sollen diese Lösungen auf die sozio-ökonomischen Charakteristika der einzelnen Regionen und Kommunen eingehen und mögliche Veränderungen durch die Megatrends berücksichtigen.
Zielsetzung des Teilprojekts war die Entwicklung eines wirtschaftlich-, ökologisch- und sozial optimalen Wärmeversorgungskonzepts für die Konversionsfläche der ehemaligen Zeche Westerholt in Gelsenkirchen-Herten. Im Fokus stand das Gesamtsystem der Wärmeversorgung, bestehend aus Netz, Speicher und Erzeugung. Angestrebt wurde eine zukunftsfähige Niedertemperaturversorgung (LowEx), welche Technologien der Sektorkopplung und diverse erneuerbare Energiequellen wie Solarthermie, Erdwärme und Abwärmequellen einbinden kann. Dabei wurde eine integrierte Analyse technisch-infrastruktureller sowie sozio-ökonomischer und -kultureller Umsetzungsvoraussetzungen durchgeführt. Neben der interkommunalen Einbindung zeichnete sich das Vorhaben durch ein transdisziplinäres Projektkonsortium aus Kommune, Stadtwerk, Wissenschaft, Technologieentwicklern und Planungsbüros aus.
Flexible, system-oriented operating strategies are becoming increasingly important in terms of achieving a climate-neutral energy system transformation. Solid-oxide electrolysis (SOEC) can play an important role in the production of green synthesis gas from renewable energy in the future. Therefore, it is important to investigate the extent to which SOEC can be used flexibly and which feedback effects and constraints must be taken into account. In this study, we derived a specific load profile from an energy turnaround scenario that supports the energy system. SOEC short-stacks were operated and we investigated the impact that the load profile has on electrical stack performance and stack degradation as well as the product gas composition by means of Fourier-transform infrared spectroscopy. The stacks could follow the grid-related requirement profiles of secondary control power and minute reserves very well with transition times of less than two minutes per 25% of relative power. Only short-term disturbances of the H2/CO ratio were observed during transitions due to the adjustment of feed gases. No elevated degradation effects resulting from flexible operation were apparent over 1300 h, although other causes of degradation were present.
Das Forschungsvorhaben befasst sich mit der Fragestellung, welche Faktoren und Bedingungen die Anpassungskapazität von Kommunen in Deutschland maßgeblich beeinflussen. Dazu wurden im Projekt empirische Befragungen mit kleineren und mittleren Kommunen wie auch eine Fachworkshopreihe mit insgesamt elf Kommunen durchgeführt. Vor diesem Hintergrund erarbeitete das Projekt Vorschläge und Unterstützungsangebote zum systematischen Aufbau von Kapazitäten zur Anpassung an den Klimawandel auf lokaler Ebene. Insbesondere die Stärkung institutioneller Faktoren, die die Fähigkeit einer Kommune beeinflussen, sich organisatorisch, prozedural und fachlich-strategisch auf neue Herausforderungen wie den Folgewirkungen des Klimawandels adäquat einzustellen, erweisen sich hier als ein wichtiger Baustein für Unterstützungsansätze.
Die Energiewende regional gestalten : auf dem Weg zu einer Energiewende-Roadmap im Ruhrgebiet

Diese Broschüre ist ein Produkt des Rahmenprogramms zur Umsetzung der Energiewende in den Kommunen des Ruhrgebiets: Die Aufgabe des Projektes bestand darin auszuloten, in welcher Weise Kommunen ihre Handlungskapazitäten zur Umsetzung der Energiewende in der Region bewahren beziehungsweise perspektivisch erweitern können.
Das Rahmenprogramm steuerte in seiner dreijährigen Projektlaufzeit (2013-2016) einen Beitrag zur Analyse der Handlungsfähigkeit von Kommunen im Ruhrgebiet zur Umsetzung der Energiewende bei und systematisierte bisherige Handlungsansätze in der Region. Es setzte an bestehenden Rahmenbedingungen an und versuchte, in Zusammenarbeit mit regionalen Akteurinnen und Akteuren künftige Handlungsansätze für eine langfristig angelegte Umsetzung der Energiewende in der Region zu identifizieren. Das vorliegende Dokument führt Ergebnisse des Projektes zusammen und formuliert strategische Hinweise für die weitere Umsetzung der Energiewende im Ruhrgebiet.
Eine besondere Herausforderung für die Wärmewende stellen leitungsgebundene Wärmeversorgungsstrukturen dar. Aufgrund ihrer hohen Kapitalbindung bei gleichzeitig hoher Lebensdauer müssen hier frühzeitig die richtigen Weichen in Richtung Energiewende gestellt werden. Eine Vielzahl von Akteuren, Stadtwerken und Energieversorgern, über Planer und Handwerker bis hin zur Immobilienwirtschaft stehen vor der Schwierigkeit, einen langfristig kompatiblen Pfad in Richtung Klimaschutz und Energiewende einzuleiten. Vor diesem Hintergrund sollen in diesem Artikel aus technologischer Sicht Optionen aus dem Themenfeld "LowEx und gekoppelte Wärmeversorgungsstrukturen" näher betrachtet werden.
The CO2 utilisation is discussed as one of the future low-carbon technologies in order to accomplish a full decarbonisation in the energy intensive industry. CO2 is separated from the flue gas stream of power plants or industrial plants and is prepared for further processing as raw material. CO2 containing gas streams from industrial processes exhibit a higher concentration of CO2 than flue gases from power plants; consequentially, industrial CO2 sources are used as raw material for the chemical industry and for the synthesis of fuel on the output side. Additionally, fossil resources can be replaced by substitutes of reused CO2 on the input side. If set up in a right way, this step into a CO2-based circular flow economy could make a contribution to the decarbonisation of the industrial sector and according to the adjusted potential, even rudimentarily to the energy sector.
In this study, the authors analyse potential CO2 sources, the potential demand and the range of applications of CO2. In the last chapter of the final report, they give recommendations for research, development, politics and economics for an appropriate future designing of CO2 utilisation options based upon their previous analysis.
Transformation in der Industrie : Herausforderungen und Lösungen für erneuerbare Prozesswärme

Der Beitrag stellt Ergebnisse aus der "AG Industrielle Prozesswärme" des Thinktanks IN4climate.NRW in Zusammenarbeit mit dem wissenschaftlichen Kompetenzzentrum Sci4Climate.NRW vor. Hier wurde in einem mehrjährigen Stakeholder-Prozess unter Einbindung von Wissenschaft, Politik und Unternehmen der energieintensiven Industrie in NRW ein Diskussionspapier entwickelt, welches in einem "Vier-Stufen- Modell" eine aus gesamtsystemischer Sicht optimale Vorgehensweise zur Dekarbonisierung bzw. Defossilisierung industrieller Prozesswärme aufzeigt. Flankierend werden über die Koautor:innen Technologie-Beispiele innerhalb des "Vier-Stufen-Modells" aufgezeigt.
Im Auftrag der Stadt Kempten (Allgäu) untersuchte das Wuppertal Institut auf Basis vorliegender Baupläne, inwieweit zentrale Elemente für die Entwicklung des nachhaltigen und CO2-optimierten Neubauquartiers "Halde-Nord" berücksichtigt wurden. Inhaltlich wurden die Entwürfe entlang folgender Aspekte diskutiert: 1. Nachhaltige Energieversorgung / 2. Gebäudeeffizienzstandards / 3. Energieeffizientes Handeln und Suffizienz / 4. Baumaterialien, Graue Energie und Ressourcen / 5. Klimaresilienz und Verbesserung des Mikroklimas / 6. Siedlungsstruktur und städtebauliche Aspekte von Verkehrsanbindung und Mobilität / 7. Soziale Aspekte.
Die Energieeinsparverordnung (EnEV) adressiert die Energieeffizienz sowohl der Gebäudehülle als auch der Anlagentechnik - die Anlagen ihrerseits werden mit Energieträgern betrieben, die mittels Primärenergiefaktoren (PEF) untereinander vergleichbar gemacht werden. Im Rahmen der EnEV müssen bestimmte Grenzwerte bei den Bauteilen und / oder beim Primärenergiebedarf des Gesamtgebäudes eingehalten werden. Da die Primärenergiefaktoren einen entscheidenden Einfluss auf die Größe des zu berechnenden Jahres-Primärenergiebedarfs haben, hat ihre Festlegung Auswirkung auf die Wahl von Heizungstechnologien und deren Energieträger bzw. auf das Binnenverhältnis von Maßnahmen zur Steigerung der Energieeffizienz bei Gebäudehülle und Anlagentechnik. Vor diesem Hintergrund werden in der Studie die Definition und Bedeutung der Primärenergiefaktoren sowie ihre Steuerungswirkung in Richtung Klimaschutzziele (CO2) und weiterer Ziele untersucht. Das Ergebnis der Studie zeigt, dass insbesondere aus den folgenden beiden Gründen eine Neujustierung beim PEF im Rahmen der EnEV erforderlich scheint:
1) Der Primärenergiefaktor ist in vielen Fällen kein geeignetes Maß zur Bestimmung der Treibhausgasemissionen eines Heizungssystems oder eines Endenergieträgers und hat damit in Bezug auf den Klimaschutz nur eine bedingte Lenkungswirkung.
2) Primärenergiefaktoren (PEFne), die Null betragen (Beispiel Fernwärme), nahe Null liegen (Beispiel Holz) oder perspektivisch gegen Null laufen (Beispiel Strom), verlieren ihre Steuerungswirkung für die Energieeffizienz von Gebäuden. Auch wenn dadurch die formalen Ansprüche an die Bilanzierung von Gebäuden erfüllt werden, werden doch andere wichtige Aspekte wie z. B. die Ressourcenverfügbarkeit und Importabhängigkeit von Energieträgern oder andere mit der Primärenergiebereitstellung verbundene Effekte vernachlässigt.
In dem Diskussionspapier werden daher erste Ansätze skizziert, wie der PEF in der EnEV methodisch sinnvollerweise weiterentwickelt werden könnte bzw. ob ggf. weitere oder andere Indikatoren zur Charakterisierung der ökologischen Performance von Gebäuden herangezogen werden sollten.
Die Bereitstellung industrieller Prozesswärme ist eine zentrale Herausforderung für ein zukünftiges klimaneutrales Energiesystem. In diesem Artikel wird die Vielfalt an etablierten und neuen Energieträgern und Technologien zur treibhausgasarmen bzw. -neutralen Bereitstellung von Prozesswärme vorgestellt. Zudem werden ihre wichtigsten Stärken und Schwächen skizziert, um daraus geeignete Anwendungsfelder und eine Priorisierung ihres Einsatzes zu identifizieren.
Distributed cogeneration units are flexible and suited to providing balancing power, thereby contributing to the integration of renewable electricity. Against this background, we analysed the technical potential and ecological impact of CHP (combined heat and power) systems on the German minutes reserve market for 2010, 2020 and 2030. Typical CHP plants (from 1 to 2800 kWel) were evaluated in relation to typical buildings or supply cases in different sectors. The minutes reserve potential was determined by an optimisation model with a temporal resolution of 15 min. The results were scaled up to national level using a scenario analysis for the future development of CHP. Additionally, the extent to which three different flexibility measures (double plant size/fourfold storage volume/emergency cooler) increase the potential provision of balancing power was examined. Key findings demonstrate that distributed CHP could contribute significantly to the provision of minutes reserve in future decades. Flexibility options would further enhance the theoretical potential. The grid-orientated operating mode slightly increases CO2 emissions compared to the heat-orientated mode, but it is still preferable to the separate generation of heat and power. However, the impacts of a flexible mode depend greatly on the application and power-to-heat ratio of the individual CHP system.
Converting electricity into heat offers the opportunity to make of use large scales of renewable (surplus) energy in the long run in order to reduce shut-downs of renewable power plants and to substitute fossil fuels. Electrification seems to be also very promising for industrial heat applications, as it enables high process temperatures to be achieved in a tailor-made and efficient way and enables the utilisation of other energy sources like waste heat, geothermal or ambient heat (via heat pumps). This article analyses theoretical and technical electrification potentials of Steam Generation and Other Process Heat Generation in the following energy-intensive branches: iron & steel, non-ferrous metal, iron foundries, refineries, base chemicals, glass, cement clinker and paper industry in Germany. Literature research, expert interviews as well as own modelling were conducted to determine potentials and their implementation barriers. Based on these methods, market potential to electrify industrial steam generation was estimated. On the basis of two climate protection scenarios, the effects of both a monovalent and a hybrid industrial power-to-heat strategy were quantified with regard to greenhouse gas reduction and energy efficiency (primary energy saving). The pathway towards electrification will be reflected by criteria such as path dependency, dependency of infrastructure and system compatibility. Recommendations for research and development as well as policies are derived from the overall analysis. The article shows that electrification can be an important option to achieving high CO2-savings in the industrial heating sector in a long-term perspective. However, the scenario calculations show that electrification does not in itself guarantee reduction of greenhouse gases or savings of primary energy. To reach these goals, it is essential to further develop industrial heat pumps and to map electrification and further development of renewable energy (including infrastructure such as power networks and storage facilities) in a concerted strategy.
Smart Energy in Haushalten : Technologien, Geschäftsmodelle, Akzeptanz und Wirtschaftlichkeit

Die Digitalisierung des deutschen Energiesystems wird als eine wichtige Voraussetzung für das Gelingen der Energiewende gesehen. Insbesondere im Bereich der Elektrizitätsversorgung kann Digitalisierung die Flexibilitätspotenziale, z. B. für das Verteilnetz, steigern. Dafür sollen klassische Energietechnologien (der Erzeugung, Speicherung und Verbraucher) mit Informations- und Kommunikationstechnologien (IKT) oder "Internet-of-Things"-Technologien (IoT) zusammenspielen. Auf diese Weise wandelt sich das Energieversorgungssystem beispielsweise im Elektrizitätsbereich von einem unidirektionalen Netz zu einem bidirektionalen Netzwerk, ein sogenanntes Smart Grid.
Sowohl Energie als auch energiebezogene Informationen können zwischen Verbrauchern, Netzbetreibern sowie zwischen Energieerzeugungsanlagen und Energiespeichern ausgetauscht werden. In diesem Zusammenhang entwickeln Unternehmen innovative smarte Produkte und Dienstleistungen für private Haushalte, z. B. Smart Home Systeme, Energiemanagementsysteme, Smart Meter, intelligente Beleuchtungssysteme oder sie bieten digitale Dienstleistungen wie z. B. die datenbasierte Fernwartung von Photovoltaik-Anlagen an.
Organic waste to energy (OWtE) technologies have been developed and implemented in Latin America and the Caribbean (LAC) countries. However, they are still far away to significantly contribute not only to treat the ever-increasing waste volumes in the region but also to supply the regional energy demand and meet national carbon emission goals. The technical complexity of these technologies aligned with lack of research, high investment costs and political deficiencies have not allowed for an appropriate implementation of OWtE in the region, where the applicability of large-scale plants remains to be demonstrated. This research presents the state-of-the art of OWtE technologies in the context of the LAC countries based on archival research method. In addition, it presents challenges and opportunities that the region is facing for an adequate implementation of these technologies. The main findings show that OWtE have the potential to improve waste and energy systems in the region by reducing environmental impacts along with a series of social and economic benefits, such as increasing access to a sustainable energy supply. Diverse researches indicate principally anaerobic digestion, fermentation (e.g. 2G bioethanol, etc.), microbial fuel cells, gasification and pyrolysis as efficient technologies to treat solid organic wastes and produce bioenergy.
Dem Thema Natur in der Stadt näherten sich die Teilnehmer(innen) eines Seminars zur Politischen Ökologie durch theoretische Beiträge und praktische Erkundungen. Sie richteten einen kritischen Blick auf das Vorfindliche, das als Natur im weiteren Sinne identifiziert werden kann, um historische und funktionale Bezüge erkennbar zu machen.
The 2011 Japanese earthquake and tsunami, and the consequent accident at the Fukushima nuclear power plant, have had consequences far beyond Japan itself. Reactions to the accident in three major economies Japan, the UK, and Germany, all of whom were committed to relatively ambitious climate change targets prior to the accident are examined. In Japan and Germany, the accident precipitated a major change of policy direction. In the UK, debate has been muted and there has been essentially no change in energy or climate change policies. The status of the energy and climate change policies in each country prior to the accident is assessed, the responses to the accident are described, and the possible impacts on their positions in the international climate negotiations are analysed. Finally, the three countries' responses are compared and some differences between them observed. Some reasons for their different policy responses are suggested and some themes, common across all countries, are identified. Policy relevance: The attraction of nuclear power has rested on the promise of low-cost electricity, low-carbon energy supply, and enhanced energy independence. The Fukushima accident, which followed the Japanese tsunami of March 2011, has prompted a critical re-appraisal of nuclear power. The responses to Fukushima are assessed for the UK, Germany, and Japan. Before the accident, all three countries considered nuclear as playing a significant part in climate mitigation strategies. Although the UK Government has continued to support nuclear new build following a prompt review of safety arrangements, Japan and Germany have decided to phase out nuclear power, albeit according to different timescales. The factors that explain the different decisions are examined, including patterns of energy demand and supply, the wider political context, institutional arrangements, and public attitudes to risk. The implications for the international climate negotiations are also assessed.
Eine oft kontrovers diskutierte Frage ist, ob eine massive Dämmung von Häusern in der Gesamtbilanz nicht mehr Ressourcenverbrauch und Emissionen verursacht, als sie im Endeffekt einspart. Zur Untersuchung dieser Frage wurde nun erstmals eine trade-off Analyse durchgeführt. Hierzu wurde ein bottom-up Wirkungsanalyse-Modell entwickelt, dessen Kern ein Emissions- und Energiemodell für den Haushaltssektor bildet, gekoppelt mit einem Ökobilanzierungs-Tool. Den Rahmen für beide Modelle bilden Energieszenarien bis 2050, die für jede Dekade Sanierungsraten und Energiemixe vorgeben. Damit können "reine" Energieszenarien um ressourcenpolitische Analysen erweitert und die Auswirkungen verschiedener Dämmstrategien ermittelt werden.
Das zentrale Ergebnis der Modellierung ist, dass zusätzliche Aufwendungen für Dämmstoffe (untersucht wurden extrudierter Polystyrolhartschaum XPS und Zellulose) sowohl ressourcen- als auch emissionsseitig in fast allen Umweltwirkungskategorien durch erhebliche Einsparungen bei der Gebäudebeheizung überkompensiert werden. Im Wesentlichen sind keine Trade-offs erkennbar und der prozentuale Beitrag der Dämmstoffe an den Umweltwirkungsindikatoren ist gering. Relevant ist dagegen die Wahl des Treibmittels bei den aufgeschäumten XPS-Dämmstoffen: Gegenüber dem in Deutschland verwendeten XPS, das weitgehend mit CO2 aufgeschäumt wird, führt ein Dämmstoff, der hohe Anteile an Fluorkohlenwasserstoffen aufweist, zu einem hohen Trade-off bezüglich der Wirkungskategorie "stratosphärischer Ozonabbau" und zu einer erkennbaren, jedoch nicht so deutlichen Wirkung auf das Treibhaus-Potenzial. Eine Sensitivitätsanalyse mit dem alternativen Dämmmaterial Zellulose zeigt, dass sich die an sich schon geringen Anteile der Dämmstoffe an den Umweltwirkungsindikatoren weiter verringern. Hinsichtlich der Materialintensität sind XPS- und Zellulose-Dämmung jedoch mit vergleichbaren Auswirkungen verbunden.
Zusammenfassend lässt sich festhalten, dass für beide Materialien ambitionierte Dämmstoffstrategien im Hinblick auf alle in dieser Studie analysierten Faktoren einen wesentlichen Beitrag sowohl zu Materialeffizienz- als auch zu Emissionsminderungszielen leisten können.
Der Ergebnisbericht dokumentiert in Kapitel 2 die in diesem Forschungsvorhaben durchgeführten Arbeiten an dem von der TU Delft entwickelten agentenbasierten Strommarktmodell EMLab-Generation, das als Open-Source Modell konzipiert ist. Einen zentralen Aspekt bildet die Übertragung des Modells, das ursprünglich die beiden Regionen CWE (Central-Western- Europe) und UK umfasste, auf ein Modell mit den beiden Regionen Deutschland und Europa (ohne Deutschland), im Wesentlichen in den Grenzen der EU28. Diese Übertragung ist die Grundlage für die Untersuchung unterschiedlicher Fragestellungen hinsichtlich der zukünftigen Entwicklung des Strommarkts in Deutschland innerhalb des europäischen Verbundnetzes bei hohen Anteilen fluktuierender erneuerbarer Energien an der Stromerzeugung.
Nach der Darstellung der konkreten Zielsetzung und der Grundlagen des vorhandenen Modells werden im Hauptteil (Kapitel 2.3) die eigenen Modellierungsarbeiten (Datenaufbereitung, Modellierung und "lessons learned") beschrieben. Im Anschluss erfolgt eine kurze Darstellung einer noch in Erarbeitung befindlichen Masterarbeit zur Berücksichtigung von Risikoaspekten innerhalb des Investitionsalgorithmus' von EMLab-Generation, die sich aus dem internationalen ABM-Workshop als offene methodische Fragestellung von Strommarktmodellen ergeben hat (Kapitel 2.4). Kapitel 2.5 gibt eine kritische Einschätzung der erreichten Modellierungsergebnisse sowie weitere mögliche Anwendungen der neu konzipierten Modellregionen.
Kapitel 3 gibt anschließend einen Überblick über die in diesem Vorhaben durchgeführten gemeinsamen Workshops zwischen TU Delft und Wuppertal Institut sowie den internationalen Workshop, an dem fünf Forschungseinrichtungen aus Deutschland sowie die TU Delft erstmals ihre Erfahrungen mit ABM-Strommarktmodellierung austauschten und methodischen Forschungsbedarf aufarbeiteten.
Der Bericht schließt mit einer kurzen Zusammenfassung sowie einem Ausblick auf weitere Forschungsarbeiten, mit denen die im Rahmen dieser Anbahnungsmaßnahme begonnene Kooperation zwischen Wuppertal Institut und TU Delft fortgesetzt werden soll.
Decarbonisation of energy systems requires deep structural change. The purpose of this research was to analyse the rates of change taking place in the energy systems of the European Union (EU), in the light of the EU's climate change mitigation objectives. Trends on indicators such as energy intensity and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios for the electricity, residential, transport, and industry sectors. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that the EU has made significant progress in decarbonising its energy systems. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.
Rather than examining aggregate emissions trends, this study delves deep into the dynamics affecting each sector of the EU energy system. It examines the structural changes taking place in power production, transport, buildings and industry, and benchmarks these with the changes required to reach the 2030 and 2050 targets. In so doing it aims to influence both the ambition and direction of future policy decisions, both at Member State and EU level.
In order to assess the adequacy of the EU and its Member States policies with the 2030 and 2050 decarbonisation objectives, this study goes beyond the aggregate GHG emissions or energy use figures and analyse the underlying drivers of emission changes, following a sectoral approach (power generation, buildings, industry, and transport). Historical trends of emission drivers are compared with the required long-term deep decarbonisation pathways, which provide sectoral "benchmarks" or "corridors" against which to analyse the rate and direction of historical change for each Member State and the EU in aggregate. This approach allows the identification of the necessary structural changes in the energy system and policy interventions to reach deep decarbonisation, and therefore the comparison with the current policy programs at European and Member State level.
Eine zukünftige Herausforderung der Energiewende wird darin bestehen, zunehmende Stromnetzeinspeisungen von fluktuierenden erneuerbaren Energien (FEE) in das Energiesystem zu integrieren. Neben den Flexibilitäten im Stromsystem sollten dabei auch die Möglichkeiten des Wärmemarktes zur Stabilisierung des Strommarktes berücksichtigt werden. So können Kraft-Wärme-Kopplungs-Anlagen (KWK), Elektroheizer und Wärmepumpen als Verbindungstechnologien zwischen Strom- und Wärmemarkt abhängig vom FEE-Dargebot und damit auch den Preissignalen des Strommarktes zu- bzw. abgeschaltet werden. Dazu werden Wärmespeicher benötigt, da die Flexibilisierung nur möglich ist, wenn die Produktion von der Wärmenutzung entkoppelt werden kann. Eine besonders aussichtsreiche Kopplung von Strom- und Wärmemarkt ist im Bereich der Fernwärmesysteme möglich, da sich hier große Energiemengen in Fernwärmespeichern im Vergleich zu dezentralen Lösungen kostengünstiger und effizienter speichern lassen.
Environmentally extended multiregional input-output (EE MRIO) tables have emerged as a key framework to provide a comprehensive description of the global economy and analyze its effects on the environment. Of the available EE MRIO databases, EXIOBASE stands out as a database compatible with the System of Environmental-Economic Accounting (SEEA) with a high sectorial detail matched with multiple social and environmental satellite accounts. In this paper, we present the latest developments realized with EXIOBASE 3 - a time series of EE MRIO tables ranging from 1995 to 2011 for 44 countries (28 EU member plus 16 major economies) and five rest of the world regions. EXIOBASE 3 builds upon the previous versions of EXIOBASE by using rectangular supply-use tables (SUTs) in a 163 industry by 200 products classification as the main building blocks. In order to capture structural changes, economic developments, as reported by national statistical agencies, were imposed on the available, disaggregated SUTs from EXIOBASE 2. These initial estimates were further refined by incorporating detailed data on energy, agricultural production, resource extraction, and bilateral trade. EXIOBASE 3 inherits the high level of environmental stressor detail from its precursor, with further improvement in the level of detail for resource extraction. To account for the expansion of the European Union (EU), EXIOBASE 3 was developed with the full EU28 country set (including the new member state Croatia). EXIOBASE 3 provides a unique tool for analyzing the dynamics of environmental pressures of economic activities over time.
Industrial demand response can play an important part in balancing the intermittent production from a growing share of renewable energies in electricity markets. This paper analyses the role of aggregators - intermediaries between participants and power markets - in facilitating industrial demand response. Based on the results from semi-structured interviews with German demand response aggregators, as well as a wider stakeholder online survey, we examine the role of aggregators in overcoming barriers to industrial demand response. We find that a central role for aggregators is to raise awareness for the potentials of demand response, as well as to support implementation by engaging key actors in industrial companies. Moreover, we develop a taxonomy that helps analyse how the different functional roles of aggregators create economic value. We find that there is considerable heterogeneity in the kind of services that aggregators offer, many of which do create significant economic value. However, some of the functional roles that aggregators currently fill may become obsolete once market barriers to demand response are reduced or knowledge on demand response becomes more diffused.
Towards an effective and equitable climate change agreement : a Wuppertal proposal for Copenhagen

This paper presents comprehensive proposals for the post-2012 climate regime: the scale of the challenge, emission targets for industrialised countries, increased actions by Southern countries, financing, technology, adaptation and deforestation. The proposals are based on ongoing research by the Wuppertal Institute.
As part of the discussion on a new international climate agreement, which is supposed to be concluded by 2015, the European Commission conducted a stakeholder consultation, to which the Wuppertal Institute contributed. The Wuppertal Institute suggests that Parties should revisit the widely shared assumption that there is a trade-off between climate protection and economic well-being. The problem is not so much the macro-economic outlook. The problem is that climate policy causes substantial distributional impacts and thus naturally leads to resistance. The Wuppertal Institute recommends to reconsider the political wisdom of the quantity-based approach that climate policy has so far been based on. As long as emissions are seen as inextricably linked to economic well-being, framing commitments in terms of emission reductions directly triggers the perspective of seeing climate protection as an economic loss. Commitments should ideally be multi-dimensional. Possible types of commitments to consider may include scaling up certain climate-friendly technologies, improving energy efficiency, limiting fossil fuel use and fossil fuel extraction, or emission price commitments. The strongest mobilisation of political support might perhaps be achieved by framing commitments as a joint international undertaking to provide universal access to sustainable energy services by a specific date.
Um die Treibhausgasneutralität bis 2045 zu erreichen, wird unter anderem erforderlich sein, dass die Industrie klimaneutrale Produktionsweisen entwickelt und umsetzt. Damit einher gehen gesellschaftliche Aushandlungsprozesse darüber, welche neuen Technologien eingesetzt werden und welche Auswirkungen vor Ort akzeptiert werden. Das Ausmaß an Akzeptanz gegenüber Technologien oder Infrastrukturen beeinflusst neben anderen Faktoren die spezifische Ausgestaltung der Transformation. Mangelnde Akzeptanz kann die Entwicklung von Transformationspfaden verlangsamen oder gar verhindern, und zu Protesten, beispielsweise von lokalen Initiativen oder von etablierten Klimaschutz- und Umweltverbänden, führen.
Dieses Wuppertal Paper stellt die Frage in den Fokus, welchen Einfluss Protestbewegungen auf öffentliche Akzeptanz haben bzw. haben könnten. Grundlage dafür sind empirische Ergebnisse aus dem Projekt Protanz.NRW zu Protesten und Akzeptanz im Kontext der Industrietransformation in NRW. Darauf aufbauend wird ein Protest-Akzeptanz-Modell entwickelt und es werden Hypothesen abgeleitet, wie unterschiedliche Protestgruppen die öffentliche Akzeptanz von Technologien für die Industrietransformation in NRW beeinflussen können. Abschließend werden Handlungsempfehlungen für Politik und Industrie abgeleitet sowie Forschungsbedarfe aufgezeigt.
Als Beitrag zu einer fundierten Diskussion über adäquate Politikinstrumente in der Wärmewende hat der FVEE mit seinen Mitgliedsinstituten im September 2015 ein Positionspapier erstellt: "Erneuerbare Energien im Wärmesektor - Aufgaben, Empfehlungen und Perspektiven". Dieses gibt einen umfassenden Überblick über die Herausforderungen und Handlungsoptionen im Wärmesektor und bietet damit eine wichtige Orientierung bei der Gestaltung der Energiewende.
Um die Energiewende erfolgreich umzusetzen, plädiert der FVEE für eine deutliche Stärkung des Wärmesektors in der Energiepolitik und eine entschiedene und langfristig angelegte Politik der Wärmewende, die den besonderen Anforderungen des Wärmesektors gerecht wird. Im vorliegenden Beitrag werden ausgewählte Analyseergebnisse und Empfehlungen des Positionspapiers vorgestellt.
Iran ist eines der größten Erdölförderländer und verfügt über riesige Erdgasreserven - und hat doch ein Energieproblem. Im Zuge des steigenden Energieverbrauchs droht das Land zum Energieimporteur zu werden. Ein Ausweg wird in der Kernenergie gesucht, was durch den Fokus auf den militärischen Aspekt ein großes Konfliktpotenzial birgt.
In seiner Dissertation entwickelt Nikolaus Supersberger "Szenarien eines diversifizierten Energieangebots in OPEC-Staaten am Beispiel Irans - Strategien eines auf klimaschonenden Energieträgern basierenden Umstiegs". Die Ergebnisse sind in diesem Reader zusammengefasst.
Es wird deutlich, dass die Kernenergie für eine langfristig sichere Energieversorgung nicht notwendig ist. Er zeigt das große Potenzial zur Nutzung erneuerbarer Energien und dass eine vollregenerative Stromerzeugung möglich ist. Zudem wird offenbar, dass der Einsatz erneuerbarer Energien und von Energieeffizienz die Ölexporte Irans wie auch anderer OPEC-Staaten deutlich strecken würde.
Iran is one of the largest oil producers and natural gas owners globally. However, it has to struggle with domestic energy shortages, economic losses through energy subsidisation and inefficient energy infrastructures. Furthermore, GHG and other energy related emissions are rapidly increasing and posing a growing threat to local environment as well as global climate. With current trends prevailing, Iran may even become a net energy importer over the next decades. Resource allocation is therefore a crucial challenge for Iran: domestic consumption stands versus exports of energy.
The energy transformation sector clarifies Iran's dilemma: soaring electricity demand leads to blackouts, and power plant new builds are far from using most efficient technologies (e. g. CHP), therefore keeping energy intensive structures. But fossil fuels could be sold on international markets if spared by having more efficient energy infrastructures.
As shown by the high energy intensity of its economy, Iran has large potentials for energy saving and efficiency. In order to highlight and better identify this potential the paper contrasts a high efficiency scenario in all sectors of energy transformation and consumption with a possible "business as usual" development.
Using a bottom-up approach, the analysis provides a sector-by-sector perspective on energy saving potentials. These can be utilised on the demand side especially in the transport sector (fuels) and in households (electricity for appliances, natural gas for heating). Electricity generation bears efficiency potentials as well.
We conclude that Iran, but also the international community, would benefit on various levels from a more energy-efficient Iranian economy: Energy exports could increase, generating more foreign currency and reducing the pressures on international oil and gas prices; energy consumption would decrease, leading to lower needs for nuclear energy and for subsidies to Iranian people, as well as to a reduction of the high external costs entailed by fossil fuels combustion (smog in cities, environmental stress).
Das Ziel der Energiewende - ein sicheres, umweltverträgliches und ökonomisch erfolgreiches Energiesystem - birgt diverse Herausforderungen. Diese umfassen die Erreichung der Klimaneutralität, den Umstieg auf erneuerbare Energieträger in allen Sektoren (inkl. Schwerlast- und Flugverkehr sowie industrielle Prozesswärme) als auch deren gegenseitige Integration. Bioenergie kann hierzu einen multiplen Beitrag leisten, sowie negative Emissionen bereitstellen und darüber hinaus auch Beiträge jenseits des Energiesystems erbringen, wie Naturschutz, ländliche Entwicklung, oder die Bereitstellung von biogenem CO2 als Rohstoff für die chemische Industrie. Somit ist Bioenergie ein unverzichtbarer Bestandteil für die Lösung der Herausforderungen in der Transformation zu einem nachhaltigen Energiesystem.
Gegenwärtig stellt Bioenergie mit dem größten Anteil an erneuerbaren Energien im Primärenergieverbrauch (60 %) als auch im Endenergieverbrauch (53 %), mehr als alle anderen erneuerbaren Energieträger zusammen. Dabei bestehen Unterschiede zwischen den Endenergiesektoren: während Bioenergie in der Bruttostromerzeugung 24 % des erneuerbaren Stroms deckt, dominiert sie die erneuerbare Bereitstellung von Wärme mit 86 % als auch den erneuerbaren Endenergieverbrauch im Verkehrssektor mit 88 % in 2018. Aufgrund der Bedeutung von Bioenergie heute werden Beispiele vorgestellt, welche einen zukünftigen multipleren Systembeitrag von Bioenergie fokussieren.
Diesen Technologien wird für das Energiesystem, bei einem zunehmenden Ausbau der fluktuierenden regenerativen Leitenergieträger Wind und Sonneneinstrahlung als zentrale Flexibilitätsoption sowie zur Dekarbonisierung der Industrie - Bereitstellung von Wasserstoff und Kohlenwasserstoffen -, eine Schlüsselrolle zukommen. Wie die bisherigen Erfahrungen mit anderen Energieinfrastrukturen, z. B. Freileitungen oder Windkraftanlagen, zeigen, stellt eine breite gesellschaftliche Akzeptanz einen wesentlichen Erfolgsfaktor für die großflächige Diffusion und Transformation dar. Entsprechend ist die gesellschaftliche Einbettung auch bei der Planung von PtX-Strategien frühzeitig zu beachten.
This paper attempts to assess whether renewable energy self-sufficiency can be achieved in the crop production and processing sector in Tanzania and if this could be accomplished in an environmentally sustainable manner. In order to answer these questions the theoretical energy potential of process residues from commercially produced agricultural crops in Tanzania is evaluated. Furthermore, a set of sustainability indicators with focus on environmental criteria is applied to identify risks and opportunities of using these residues for energy generation. In particular, the positive and negative effects on the land-use-system (soil fertility, water use and quality, biodiversity, etc.) are evaluated. The results show that energy generation with certain agricultural process residues could not only improve and secure the energy supply but could also improve the sustainability of current land-use practices.
The study analyses the country background, emissions trends, ongoing activities and barriers relating to the implementation of the Nationally Determined Contribution (NDC) of Morocco under the UNFCCC. A special emphasis is laid on further mitigation potentials in the fields of urban environment, the mineral sector and the transport sector. A chapter is dedicated to the relevance and perspectives of coal use.
This study conducted by Wuppertal Institute and Germanwatch explores how the social pillar of sustainability at the local level could be met in Concentrated Solar Power (CSP) projects. For this purpose, the authors evaluate the livelihood dimension of CSP technology based on a case study conducted on the 160 MW pilot CSP plant Nooro I in Ouarzazate, Morocco.
In many developing countries large parts of the population are negatively affected by the lack of access to clean and affordable energy. Providing sustainable energy services to these people has been acknowledged as a key component to reduce poverty. One form of development assistance to address the needs of the energy-poor at the local level are small-scale renewable energy projects. Like all development interventions, these energy projects are not intended to produce short-term outputs, but to create long-term impacts. Thus, it has become increasingly important to evaluate and accurately assess their sustainability. But despite the widely recognized need to identify successes factors and explain failure only few studies exist that address the sustainability of small-scale of energy development efforts post implementation. Against this background the paper presents the results of a post-evaluation of 23 projects supported via the Sustainable Energy Project Support (SEPS) scheme of the WISIONS initiative run by the Wuppertal Institute. The analysis provides insights on the influence that socio-economic, environmental, geographic and gender factors can have on the sustainability of small-scale renewable energy projects in developing countries.
Access to sustainable and affordable energy services is a crucial factor in reducing poverty in developing countries. In particular, small-scale and community-based renewable energy projects are recognized as important forms of development assistance for reaching the energy poor. However, to date only a few empirical evaluations exist which analyze and compare the impact of these projects on local living conditions and their sustainability ex-post implementation.
To better understand the impacts and the conditions that influence sustainability of these projects, the research presented in this paper evaluated 23 local development projects post implementation. By applying an standardized evaluation design to a cross-sectional sample in terms of renewable energy sources (solar, wind, biomass, hydro), user needs (electricity, food preparation, lighting, productive uses), community management models, finance mechanisms and geographical locations, the review results provide valuable insights on the underlying conditions that influence the success or failure of these small-scale local energy interventions. The empirical evidence suggests that the sustainability of small-scale energy implementations (≤100 kW) in developing countries is determined by the same factors, independent of the socio-cultural, political and ecological context. These findings allow to better predict the long-term success of small sustainable energy projects in developing countries, this can help to improve project designs and increase the certainty for future investment decisions.
One of the main objectives of impact assessments is to identify potentially significant impacts. However, determining this significance has received very limited attention as a procedural step in social impact assessments. Consequently, only limited research and documentation exists on approaches, survey tools and evaluation methods, especially with regard to participatory approaches and combined participatory-technical approaches. This study aims to address this research gap by developing and applying a joined participatory and technical impact significance evaluation. The approach is applied in a case study which analysed the livelihood impacts of the large-scale concentrated solar power plant NOORO I in Ouarzazate, Morocco.
The analysis shows that although different approaches and significance criteria must be applied when involving both local stakeholders and experts, the linked analysis offers more robust results and an improved basis for decision-making. Furthermore, it was observed in the case study that impacts affecting the social, cultural and political spheres were more often considered significant than impacts affecting the physical and material livelihood dimensions. Regarding sustainability assessments of large-scale renewable energy plants, these findings underline the importance (as for other large-scale infrastructure developments) of placing greater emphasis on the inclusion of social aspects in impact assessments.
Many countries are increasingly investing in renewable energy technologies to meet growing energy demands and increase the security of their energy supply. This development is also evident in the Middle East and North Africa (MENA) region, where renewable energy targets and policies have evolved rapidly in recent years. There is a steady increase in both the number of planned and implemented solar photovoltaic (PV) but also of solar thermal projects in form of Concentrating Solar Power (CSP) plants. Many of these installations are designed as large utility-scale systems. Despite the fact that these types of large-scale projects can have significant effects on local communities and their livelihoods, the existing research into the social impacts of such large-scale renewable energy infrastructures at local level is limited. However, assessing and managing these impacts is becoming increasingly important to reduce risks to both the affected communities and to the project and businesses activities. In order to provide more robust evidence on the local effects, this research study reviews the social impacts of large-scale renewable energy infrastructure in the MENA region based on a case study of the NOORo I CSP plant in Ouarzazate, Morocco. Data collected during two empirical field studies, in combination with expert interviews and secondary data analysis, provides detailed evidence on the type and significance of livelihood impacts of the NOORo I CSP plant. The analysis results in a consolidated list of 30 impacts and their significance levels for different stakeholder groups including farmers, young people, women, community representatives and owners of small and medium enterprises. The results show that, overall, the infrastructure development was received positively. The review also indicates that factors identified as having effects on the sustainability of local livelihoods are mainly related to information management and benefit distribution, rather than physical or material aspects.
The energy potential of agricultural residues in Tanzania has so far not been evaluated and quantified sufficiently. Moreover, the scientific basis for estimations of the sustainable potential of wastes and residues is still very limited. This paper presents an attempt to evaluate the theoretical and technical potential of residues from the sisal sector in Tanzania with regards to energy recovery through anaerobic digestion. The characteristics and availability of sisal residues are defined and a set of sustainability indicators with particular focus on environmental and socio-economic criteria is applied. Our analysis shows that electricity generation with sisal residues can be sustainable and have positive effects on the sustainability of sisal production itself. All sisal residues combined have an annual maximum electricity potential of 102 GW h in 2009, corresponding to up to 18.6 MW of potential electric capacity installations. This estimated maximum potential is equivalent to about 3 % of the country's current power production. Utilizing these residues could contribute to meeting the growing electricity demand and offers an opportunity for decentralized electricity production in Tanzania.
Access to clean and affordable modern energy services has been widely recognised as a significant factor for enabling social and economic development. Stand-alone systems and mini-grids are presumed to play an important role in the provision of sustainable energy to those people who currently lack access. Accordingly, an increasing number of small-scale energy projects are being implemented in developing countries and emerging economies. However, despite the large number of energy development projects, only limited evidence exists about the actual contribution they make to sustainable development. This paper addresses this research gap by providing a systematic assessment of three selected impact pathways based on the evaluation of over 30 small-scale sustainable energy projects. Applying a theory-based evaluation approach in the form of a contribution analysis, the aim of this research is to better understand if and how these types of technical interventions can create development outcomes and impacts. The results show that technological issues are often not the most decisive factor in achieving development effects, but that embedding the technology in a set of actions that address social, cultural, economic and environmental aspects is essential.
It is widely recognised that access to sustainable and affordable energy services is a crucial factor in reducing poverty and enhancing development. Accordingly, various positive effects beyond simple access to energy are associated with the implementation of sustainable energy projects. One of these assumed positive outcomes is the productive use of energy, which is expected to create value - for example in the form of increased local availability of goods or higher incomes - thereby having a positive impact on local livelihoods. Many projects and programmes are based on such expectations regarding the productive use of energy but systematic evidence of these outcomes and impacts is still limited. This study analyses the results of an impact evaluation of 30 small-scale energy development projects to better understand whether and how the supply of sustainable energy services supports productive use activities and whether these activities have the expected positive impacts on local livelihoods. A contribution analysis is applied to systematically evaluate the impact pathways for the productive use of energy. The results show that access to sustainable energy does not automatically result in productive activities and that energy is only one of the input factors required to foster socio-economic development. Furthermore, the results demonstrate that activities, materials and information to support the productive use of energy - such as training, equipment or market research - need to be an integrated part of the energy project itself to allow for productive activities to develop on a wider scale.
The water-energy-food (WEF) nexus is increasingly recognised as a conceptual framework able to support the efficient implementation of the Sustainable Development Goals (SDGs). Despite growing attention paid to the WEF nexus, the role that renewable energies can play in addressing trade-offs and realising synergies has received limited attention. Until now, the focus of WEF nexus discussions and applications has mainly been on national or global levels, macro-level drivers, material flows and large infrastructure developments. This overlooks the fact that major nexus challenges are faced at local level. Aiming to address these knowledge gaps, the authors conduct a systematic analysis of the linkages between small-scale energy projects in developing countries and the food and water aspects of development. The analysis is based on empirical data from continuous process and impact evaluations complemented by secondary data and relevant literature. The study provides initial insights into how to identify interconnections and the potential benefits of integrating the nexus pillars into local level projects in the global south. The study identifies the complex links which exist between sustainable energy projects and the food and water sectors and highlights that these needs are currently not systematically integrated into project design or project evaluation. A more systematic approach, integrating the water and food pillars into energy planning at local level in the global south, is recommended to avoid trade-offs and enhance the development outcomes and impacts of energy projects.
