The German Energiewende is a deliberate transformation of an established industrial economy towards a nearly CO2-free energy system accompanied by a phase out of nuclear energy. Its governance requires knowledge on how to steer the transition from the existing status quo to the target situation (transformation knowledge). The energy system is, however, a complex socio-technical system whose dynamics are influenced by behavioural and institutional aspects, which are badly represented by the dominant techno-economic scenario studies. In this paper, we therefore investigate and identify characteristics of model studies that make agent-based modelling supportive for the generation of transformation knowledge for the Energiewende. This is done by reflecting on the experiences gained from four different applications of agent-based models. In particular, we analyse whether the studies have improved our understanding of policies' impacts on the energy system, whether the knowledge derived is useful for practitioners, how valid understanding derived by the studies is, and whether the insights can be used beyond the initial case-studies. We conclude that agent-based modelling has a high potential to generate transformation knowledge, but that the design of projects in which the models are developed and used is of major importance to reap this potential. Well-informed and goal-oriented stakeholder involvement and a strong collaboration between data collection and model development are crucial.
How is it possible to increase homeowners' insulation activity? Answering this question is key to successful policies regarding energy-efficient buildings worldwide. In Germany, doubling today's insulation rate of about 1% is an important element for reaching the government's target of an 80% reduction in energy demand in the building sector by 2050.
This thesis uses an agent-based model analysis to improve the understanding of homeowners' insulation activity and to explore new approaches aiming at its increase in Germany. Two agent-based models were developed and utilized. The first model was developed mainly based on insights derived from a structured literature review. The second emerged from the previous one, incorporating the results of an online survey conducted among 275 homeowners.
The results indicate that homeowners' economic means have little influence on their decision to install insulation. Instead, their insulation decision-making is mostly affected by situational factors and their attitudes towards insulation. Situational factors, such as the condition of the building, are important because they initiate homeowners' individual decision-making processes on insulation. The simulation results show that improving homeowners’ attitudes about insulation by providing information has a comparatively low potential for increasing their insulation activity. Out of the policy options this thesis explored, the introduction of an obligation to insulate the walls within one year after change of house ownership was found to have the greatest impact on homeowners' insulation activity.
The transformation processes towards a sustainable development are complex. How can science contribute towards new solutions and ideas leading to change in practice? The authors of this book discuss these questions along the energy transition in the building sector.
A transformative research that leaves the neutral observer position needs appropriate concepts and methods: how can knowledge from different disciplines and from practice be integrated in order to be able to explain and understand complex circumstances and interrelations? What role do complex (agent-based) models and experiments play in this respect? Which mix of methods is required in transformative science in order to actively support the actors in transformation processes?
Theses questions are illustrated by the example of the BMBF funded project "EnerTransRuhr".

Wie kann Wissenschaft dazu beitragen, dass neue Lösungen und Ideen in der Praxis zu Veränderung führen? Dieser Frage gehen die Autorinnen und Autoren am Beispiel der Gebäudeenergiewende nach. Eine transformative Forschung, die den neutralen Beobachterposten verlässt, braucht entsprechende Konzepte und Methoden: Wie kann Wissen aus unterschiedlichen Disziplinen und aus der Praxis integriert werden, um komplexe Sachverhalte und Zusammenhänge zu erklären und zu verstehen? Welche Rolle spielen komplexe (agentenbasierte) Modelle und Experimente dabei? Wie sieht der Methodenmix einer transformativen Wissenschaft aus, die Akteure bei Transformationsprozessen aktiv unterstützt? Illustriert werden diese Fragen am Beispiel des vom BMBF geförderten Forschungsprojektes "EnerTransRuhr".
In Germany, doubling today's insulation rate of about 1% is an important element for reaching the government's target of reducing the demand for energy in the housing sector by 80% by 2050. A survey among 275 private homeowners was conducted to better understand their insulation activity. The results were incorporated into an agent-based model, which was applied to evaluate new policy options. The results of the survey show that policies should focus on homeowners' wall insulation activity. Homeowners' decision-making processes regarding insulation are largely unaffected by their financial resources, which raises the question of the usefulness of financial incentives. In contrast, non-economic factors were found to have a statistically significant influence: in the year following a house ownership change, a comparatively large number of insulation projects are carried out. The probability of insulating walls can be predicted from knowing the homeowner's age, attitude towards insulation, and the structural condition of the walls. The simulations indicate that information instruments lead to a comparatively small increase in the wall insulation rate, while obligating new homeowners to insulate the walls within the first year after moving in has the potential to increase the total insulation rate by up to 40%.
Die Wärmewende ist als Teil der Energiewende ein gesellschaftliches Großprojekt. Für eine erfolgreiche Umsetzung benötigt die Wärmewende im Vergleich zur Stromwende vielfältigere und differenziertere Handlungsmechanismen. Es geht dabei nicht nur um den Ersatz fossiler Energieträger im Bereich der Wärmeversorgung durch regenerative Quellen, sondern vielmehr um einen systemischen Ansatz, der zudem eine stringente Forcierung von Energieeffizienzmaßnahmen, eine optimierte Verzahnung von Strom- und Wärmesystemen sowie eine zielgruppenspezifische Adressierung und Sensibilisierung von Akteursgruppen (hier: Kommunen, Privathaushalte, Industrie, GHD) erforderlich macht.
Insulating existing buildings offers great potential for reducing greenhouse gas emissions and meeting Germany's climate protection targets. Previous research suggests that, since homeowners' decision-making processes are inadequately understood as yet, today's incentives aiming at increasing insulation activity lead to unsatisfactory results. We developed an agent-based model to foster the understanding of homeowners' decision-making processes regarding insulation and to explore how situational factors, such as the structural condition of houses and social interaction, influence their insulation activity. Simulation experiments allow us furthermore to study the influence of socio-spatial structures such as residential segregation and population density on the diffusion of renovation behavior among homeowners. Based on the insights gained, we derive recommendations for designing innovative policy instruments. We conclude that the success of particular policy instruments aiming at increasing homeowners' insulation activity in a specific region depends on the socio-spatial structure at hand, and that reducing financial constraints only has a relatively low potential for increasing Germany's insulation rate. Policy instruments should also target the fact that specific renovation occasions are used to undertake additional insulation activities, e.g. by incentivizing lenders and craftsmen to advise homeowners to have insulation installed.
Energy systems across the globe are going through a radical transformation as a result of technological and institutional changes, depletion of fossil fuel resources, and climate change. At the local level, increasing distributed energy resources requires that the centralized energy systems be re-organized. In this paper, the concept of Integrated community energy systems (ICESs) is presented as a modern development to re-organize local energy systems to integrate distributed energy resources and engage local communities. Local energy systems such as ICESs not only ensure self-provision of energy but also provide essential system services to the larger energy system. In this regard, a comparison of different energy system integration option is provided. We review the current energy trends and the associated technological, socio-economic, environmental and institutional issues shaping the development of ICESs. These systems can be applied to both developed and developing countries, however, their objectives, business models as well as composition differs. ICESs can be accepted by different actors such as local governments, communities, energy suppliers and system operators as an effective means to achieve sustainability and thereby will have significant roles in future energy systems.
The buildings sector accounts for more than 30% of global greenhouse gas emissions. Despite the well-known economic viability of many energy-efficient renovation measures which offer great potential for reducing greenhouse gas emissions and meeting climate protection targets, there is a relatively low level of implementation. We performed a citation network analysis in order to identify papers at the research front and intellectual base on energy-efficient renovation in four areas: technical options, understanding decisions, incentive instruments, and models and simulation. The literature was reviewed in order to understand what is needed to sufficiently increase the number of domestic energy-efficient renovations and to identify potential research gaps. Our findings show that the literature on energy-efficient renovation gained considerable momentum in the last decade, but lacks a deep understanding of the uncertainties surrounding economic aspects and non-economic factors driving renovation decisions of homeowners. The analysis indicates that the (socio-economic) energy saving potential and profitability of energy-efficient renovation measures is lower than generally expected. It is suggested that this can be accounted for by the failure to understand and consider the underpinning influences of energy-consuming behaviour in calculations. Homeowners׳ decisions to renovate are shaped by an alliance of economic and non-economic goals. Therefore, existing incentives, typically targeting the economic viability of measures, have brought little success. A deeper understanding of the decisions of homeowners is needed and we suggest that a simulation model which maps the decision-making processes of homeowners may result in refining existing instruments or developing new innovative mechanisms to tackle the situation.
Für die Umsetzung der Energiewende und speziell den Ausbau erneuerbarer Energien sind nicht nur energiewirtschaftliche oder Klimaschutz-Kriterien maßgeblich. Zu einer umfassenden Nachhaltigkeitsbewertung gehört unter anderem auch die Ressourcenbewertung. Hier ist unstrittig, dass die Gesamt-Ressourceninanspruchnahme eines Energiesystems generell erheblich niedriger ist, wenn dieses nicht auf fossilen, sondern auf erneuerbaren Energien basiert (und dabei nicht hauptsächlich auf Biomasse ausgerichtet ist). Bisher wurde jedoch insbesondere der Verbrauch und die langfristige Verfügbarkeit der mineralischen Rohstoffe, die in der Regel zur Herstellung von Energiewandlern und Infrastruktur benötigt werden, wenig untersucht.
Im Rahmen des Projekts KRESSE wurde daher erstmals analysiert, welche "kritischen" mineralischen Rohstoffe für die Herstellung von Technologien, die Strom, Wärme und Kraftstoffe aus erneuerbaren Energien erzeugen, bei einer zeitlichen Perspektive bis zum Jahr 2050 in Deutschland relevant sind. Die Einschätzung als "kritisch" umfasst dabei die langfristige Verfügbarkeit der identifizierten Rohstoffe, die Versorgungssituation, die Recyclingfähigkeit und die Umweltbedingungen der Förderung. Die Studie macht deutlich, dass die geologische Verfügbarkeit mineralischer Rohstoffe für den geplanten Ausbau der erneuerbaren Energien in Deutschland grundsätzlich keine limitierende Größe darstellt. Dabei kann jedoch möglicherweise nicht jede Technologievariante unbeschränkt zum Einsatz kommen.
The final report of the research project "Power Sector Decarbonisation: Metastudy" contains the various reports prepared by Öko-Institut and Wuppertal Institute during the course of the SEFEP funded project. A key objective of the project was to make a contribution to the debates within the European Union (EU) and Member States on the EU's Energy Roadmap 2050 publication, which was released in December 2011. This objective was achieved by systematically analysing and comparing recently published scenarios on the European electricity sector commissioned by a range of different stakeholders (environmental NGOs, industry and government agencies).

Eine Kurzstudie des Wuppertal Instituts untersucht, welche Chancen und Risiken aus dieser Praxis entstehen können. Außerdem werden Arbeitsplatz- und Wertschöpfungseffekte auch mit Blick auf entstehende Zukunftsmärkte analysiert.
