How much is 100 billion US dollars? : Climate finance between adequacy and creative accounting

Städte haben in dreierlei Hinsicht eine Verbindung zum Klimawandel. Als Verursacher sind sie für einen wesentlichen Anteil der anthropogen verursachten Treibhausgasemissionen verantwortlich. Gleichzeitig sind sie von den Folgen des Klimawandels, z. B. durch zunehmende Hitzebelastung, Starkregenereignisse und Überschwemmungen, besonders betroffen. Schließlich können Städte als Experimentierfeld für die Entwicklung und Umsetzung von Klimaschutzkonzepten, Technologien und Maßnahmen dienen. Sie sind damit Initiator für einen Transformationsprozess hin zu einer nachhaltigen und zukunftsfähigen Entwicklung.
In einigen Städten und Gemeinden in Deutschland sind in den letzten Jahren Klimaschutzkonzepte erstellt worden. Am Beispiel des vom Wuppertal Institut für die Stadt Köln erstellten Teilkonzeptes "Verkehr" sowie weiterer Erfahrungen und Erkenntnisse im kommunalen Klimaschutz zeigt der Beitrag auf, welche Maßnahmen ergriffen werden sollten, um mittelfristig die verkehrsbedingten Emissionen in den Städten zu verringern.
Transportation is one of the most pressing and least tackled problems for environmental protection and global warming, also in Germany, which is known for its car industry and highways. This thesis analyzes federal legal, fiscal and "soft" measures (such as awareness campaigns) for sustainability in the land transport sector in Germany. It shows the fixation on expensive technical programs such as electric mobility and infrastructure expansion to solve sustainability issues mobility behavior is not attempted to change. Instead of focusing on a traffic avoidance and modal shift, the federal government tries to solve emission problems only by improving engines and technology. The study compares goals and achievements of German politics and political packaging for sustainable transportation and shows that a massive transition in the transport sector is necessary to ensure affordable, socially just and environmentally friendly mobility for everyone.
This report analyses the international climate negotiations at the UN climate conference in Durban in December 2011. The conference revolved around two key sets of issues: What will be the overarching long-term framework of international climate policy and what near-term action will be taken to combat climate change? Accordingly, the first part of the report is devoted to the negotiations and outcome on the legal form of the future climate regime while the second part discusses near-term action along the "building blocks" of the Bali Action Plan.

The fifteenth Conference of the Parties (COP 15) to the United Nations Framework Convention on Climate Change (UNFCCC) and the fifth Conference of the Parties serving as Meeting of the Parties to the Kyoto Protocol (CMP 5) took place on 7–18 December 2010 in Copenhagen. According to the "Bali Action Plan", the "roadmap" of the negotiations agreed at COP 13/CMP 3 in Bali in 2007, the Copenhagen conference was to deliver a comprehensive agreed outcome on the future climate regime. Meeting this deadline was of urgency not only because of the ever more alarming messages from climate science, but also because the first commitment period of the Kyoto Protocol expires in 2012. As ratification of a new agreement can be expected to take at least two years, a timely agreement on post-2012 emission targets is needed to prevent a "gap" after 2012. Expectations were high as more than 100 Heads of State and Government had announced their attendance and more than 40,000 participants had registered their names.
However, despite a record number of five preparatory meetings over the course of 2009, the fundamental differences between Parties proved to be too difficult to overcome. The main outcome of the conference, the "Copenhagen Accord", is only a political declaration, and even this declaration was not supported by all countries. In addition, Parties agreed to continue negotiations into 2010.
Umwelt- und Wirtschaftspolitik, so schien es Jahrzehnte lang, stehen im Widerspruch. Was hilft der gesunde Wald, wenn Millionen keine Arbeit haben? Zwar gehen mit Arbeitslosigkeit seit Einführung der sozialen Sicherungssysteme nicht länger Not, Leid und Elend einher. Aber das Stigma bedrückt die Betroffenen und ist für die Gesellschaft eine Last. Und so ist die Schaffung von Arbeitsplätzen das Kernziel aller Politik. Allzu oft werden dabei allerdings die Interessen der zukünftigen Generationen vernachlässigt. Neue Straßen und Flughäfen oder deren Ausbau wie auch Gewerbeparks im Grünen werden mit dem Arbeitsplatzargument legitimiert.
Dabei gibt es zur Bekämpfung von Arbeitslosigkeit ein sozial und ökologisch wesentlich verträglicheres Konzept: die gerechtere Verteilung der zur Verfügung stehenden Erwerbsarbeitszeit. Die Arbeitslosigkeit ließe sich zumindest rechnerisch abschaffen, wenn die Menschen im Schnitt 30 Stunden in der Woche für Lohn arbeiteten. Dieser als "Kurze Vollzeit für alle" bezeichnete Ansatz ist so plausibel, dass man sich über die dürftige Resonanz in Politik und Gesellschaft wundert. Das Impulspapier stellt Zusammenhänge von Wachstum, Arbeitsplätze, Glück und Nachhaltigkeit her.

Die einschneidenden Marktumbrüche in der Energiewirtschaft zwingen die Energieunternehmen, sich als kunden- und wettbewerbsorientierte Dienstleister neu zu positionieren. In naher Zukunft sind darüber hinaus weitergehende Veränderungen der politischen Rahmenbedingungen zu erwarten, die zu einer deutlichen Steigerung der Energieeffizienz auf der Nachfrageseite und voraussichtlich auch zu einer stärkeren Dezentralisierung des Stromangebots vor allem auch auf der Grundlage erneuerbarer Energien führen werden. Damit entstehen neue Chancen für Anbieter von Energieeffizienz-Dienstleistungen, d. h. von Dienstleistungen, die eine Endenergieeinsparung und Qualitätssteigerung für die Kunden bewirken. Der Autor untersucht, wie Energie- und Energiedienstleistungsunternehmen mit dieser Entwicklung Schritt halten können, wie sie ihr Steuerungsinstrumentarium verändern oder ergänzen müssen, wie sie die Chancen dieser Entwicklung richtig nutzen und mit den möglichen Unsicherheiten und Risiken adäquat umgehen können. Auf Grundlage einer Analyse der Steuerungspraxis und ihrer Probleme entwickelt er Lösungsansätze für das Energiedienstleistungsgeschäft, die sowohl von Energieversorgern als auch von "reinen" Energiedienstleistungsunternehmen angewendet werden können. Ein Schwerpunkt liegt dabei auf dem Controlling von Contracting-Projekten. Darüber hinaus wird das "Massengeschäft" mit stärker standardisierten Energiedienstleistungen betrachtet. Fokussiert auf ein "Modell-Energiedienstleistungsunternehmen" werden praxisorientierte Konzepte entwickelt und Beispiele durchgerechnet, um die erforderlichen neuen Schwerpunktsetzungen und neuen inhaltlichen Ausgestaltungen des Controllings zu veranschaulichen. Ergänzt wird die Untersuchung durch eine umfassende Darstellung der Kostenrechnungs- und Controllingpraxis der deutschen Energiewirtschaft seit dem Beginn des Liberalisierungsprozesses.
Proposals for contributions of emerging economies to the climate regime under the UNFCCC post 2012

Under the principle of "common but differentiated responsibilities” (Article 3.1 of the UNFCCC) non-Annex I parties have so far been exempted from emission limitation or reduction commitments. However, the pressure is mounting on those countries, especially major emitting developing countries, to contribute actively to the mitigation of climate change. Participation by these developing countries in a future international climate regime is often called for, but it is usually unclear how and how much these countries should participate, what kind of support they need and in which sectors. This project aims to provide a more detailed view on six countries to understand how they could best make a contribution to the regime and how they could best be supported in limiting their greenhouse gas emissions.
Fünf Jahre bevor die Millennium Development Goals 2015 erreicht werden sollen, sind angesichts der Probleme der "entwickelten" Staaten durch die Finanz- und Wirtschaftskrise nachhaltige Entwicklungsperspektiven für den globalen Süden in den Hintergrund getreten. Doch gerade jetzt, in dieser globalen Umbruchphase, ist das Thema nachhaltige Entwicklung von herausragender Relevanz. Der vorliegende Band analysiert die Bedeutung und die Facetten der ökologischen, sozialen und ökonomischen Nachhaltigkeit, zeigt strukturelle Herausforderungen für eine nachhaltige Entwicklung auf und diskutiert deren Förderung durch internationale Zusammenarbeit. Dabei nähern sich Experten, Wissenschaftler und Praktiker aus der Entwicklungszusammenarbeit aus verschiedenen Blickwinkeln einzelnen Aspekten des komplexen Themenfelds an. Auf diese Weise befasst sich der Sammelband mit den wichtigsten Konzepten und drängendsten strukturellen Problemen aktueller Entwicklungspolitik.
In den letzten Jahren hat sich, vor allem durch die bescheidenen Ergebnisse internationaler Klimaverhandlungen, der Stellenwert der Kommunen bei der Bekämpfung des globalen Klimawandels grundlegend geändert. Ohne engagierte Kommunen werden nationale und internationale Klimaschutzziele nicht erreichbar sein. Viele Kommunen sind sich ihrer Verantwortung bewusst und engagieren sich bereits heute in vielfältiger Weise für den Klimaschutz. Gleichzeitig hat sich der kommunale Klimaschutz zu einem wichtigen Standortfaktor im Wettbewerb um qualifizierte Arbeitskräfte, Wettbewerbsvorteile und Prestige entwickelt. Deshalb stellt sich den Kommunen stellt sich daher im öfter die Frage, in welchen Handlungsfeldern das Engagement intensiviert werden soll. Hierbei vergleichen sich die Städte und Gemeinden häufig untereinander und fragen sich, "wo steht meine Kommune im Vergleich zu anderen?" Dieser Frage wurde exemplarisch anhand des kommunalen Gebäudebestands der Stadt Dortmund nachgegangen. Dabei wurde zunächst der aktuelle Zustand des lokalen Klimaschutzengagements quantitativ und qualitativ bewertet (Benchmark-Analyse). Neben der Ermittlung quantitativer Energieeinsparpotenziale wurden 23 Maßnahmen(-bündel) zur Steigerung der Energieeffizienz, zum Energiesparen bzw. zur Vermeidung von Treibhausgasen identifiziert und die Aktivitäten der Stadt Dortmund innerhalb der Maßnahmen(-bündel) bewertet. Um die sich aus der qualitativen und quantitativen Bewertung ergebenden Entwicklungspotenziale zu erschließen, wurden anschließend Maßnahmenvorschläge entwickelt. Da davon nicht unbedingt alle umgesetzt werden können, wurden im Rahmen einer Multikriterienanalyse die Maßnahmen bestimmt, die der Stadt Dortmund vor dem Hintergrund der ökonomischen, ökologischen und sozialen Rahmenbedingungen den größten Nutzen stiften können.
Die Geschehnisse in Fukushima und der anschließend von der Politik in Deutschland beschlossene endgültige Ausstieg aus der Atomkraft bewirken eine breite politische Hinwendung zur Energiewende. Das heißt, künftig erhalten erneuerbare Energien, Effizienzstrategien und dezentrale Erzeugungsalternativen einen deutlich größeren Stellenwert. Damit hat sich ein historisch einmaliges Zeitfenster für die Verwirklichung einer atomstromfreien und klimaschutzmotivierten Energieversorgung geöffnet. Und die Möglichkeiten der Stadtwerke, diesen Strukturwandel in der Energieversorgung maßgeblich mitzugestalten, sind vielfältig. Das war bereits im Jahr 2008 das Ergebnis einer dreijährigen Forschungspartnerschaft "Infrafutur" des Wuppertal Instituts.
Domestic emission trading systems in Non-Annex I countries : state of play and future prospects

Since the adoption of the Kyoto Protocol in 1997, the establishment of a harmonised international carbon market has been seen as one of the main strategies in international climate policy. So far, however, the market is far from being globally harmonised or systematically linked. Instead, a mosaic of national and sub-national markets has been under development, differing in timing, location, relationship to the Protocol and their levels of legal commitment.
Nevertheless, creating a global carbon market is a key goal of EU climate policy. As plans for the establishment of emissions trading systems (ETS) emerge in various non-Annex I countries, prospects for linking them to existing systems seem to finally get in reach. We have analysed the prospects of emission trading in non-Annex I countries in a recent paper on behalf of the German environment ministry. In the following we first give a theoretical overview of what design factors need to be taken into account when establishing national emission trading systems. The following elaborates on the status of emissions trading discussion in various non-Annex I countries.
Nationale und internationale Umweltdebatten fokussieren oft auf das Ziel, eine Senkung der Treibhausgasemissionen zur Schonung des Klimas zu erreichen. Entsprechend stehen die Themen "Erneuerbare Energien" und "Energieeffizienz" vermehrt im Vordergrund. Die Ökodesign-Richtlinie 2009/32/EG war ein Beispiel für diese Vorgehensweise. Obwohl die Richtlinie prinzipiell alle Umwelteffekte im Lebenszyklus eines Produktes in den Blick nimmt, lag der Fokus der bislang beschlossenen Durchführungsmaßnahmen auf der Steigerung der Energieeffizienz.
Im Rahmen der Richtlinie wurde bereits bedeutsam in die Gestaltung von energiebetriebenen Produkten wie z. B. Kühlschränken und Lampen eingegriffen und durch die erlassenen Mindesteffizienzanforderungen ein entscheidender Beitrag geleistet, die CO2-Emissionen zu reduzieren.
Mit der geänderten Ökodesign-Richtlinie 2009/125/EG wurde der Geltungsbereich auf energieverbrauchsrelevante Produkte erweitert, so dass sich die Frage stellt, ob im Zuge dieser Erweiterung andere Umweltziele stärker in den Mittelpunkt rücken. Zwar spielt die Wirkung auf den Energieverbrauch auch bei zahlreichen nichtenergiebetriebenen bzw. energieverbrauchsrelevanten Produkten eine entscheidende Rolle, doch gerade die Frage, welche weiteren Ressourcen bei den einzelnen Produktgruppen klimapolitisch bedeutsam sind, muss produktspezifisch neu beantwortet werden.
Vor diesem Hintergrund wird dieser Artikel aufzeigen, welche Fragen bei der Untersuchung neuer Produktgruppen wie z. B. Dämmstoffe und Fenstern aufkommen werden und es wird eine erste Einschätzung gegeben, wie eine neue Ressourcenbetrachtung innerhalb der Ökodesign-Richtlinie aussehen kann.
Die Energiewende auf örtlicher Ebene materiell umzusetzen, ist für die kommunale Energiewirtschaft eine große Herausforderung. In einer offensiven Klimaschutzstrategie steckt für Stadtwerke aber auch eine riesige Chance. Für eine nachhaltige und umfassende Qualitätssicherung in der Energieversorgung ist die Dezentralität ein herausragendes Leitprinzip und der Ausbau dezentraler Energie-Infrastrukturen eine entscheidende Grundlage.
Die vorliegende Diplomarbeit befasst sich mit dem NRW-Semesterticket. Dieser Sondertarif im öffentlichen Personennahverkehr ermöglicht zahlreichen Studierenden aus Nordrhein-Westfalen (NRW) seit dem Jahr 2008, über den Geltungsbereich ihrer regionalen Semestertickets hinaus die öffentlichen Verkehrsmittel im gesamten Bundesland uneingeschränkt zu nutzen. Mit der Diplomarbeit sollte eine erste Datengrundlage zu Akzeptanz, Nutzung und Wirkungen des NRW-Semestertickets erhoben werden. Von besonderem Forschungsinteresse war die Evaluierung der Akzeptanz eines landesweit gültigen Semestertickets an einer in Randlage NRWs gelegenen Universität sowie der vom NRW-Semesterticket geleistete Klima- und Umweltschutzbeitrag. Zur Beantwortung der Forschungsfragen wurde eine Online-Befragung an der Universität Bielefeld durchgeführt, an der 4.500 Studierende teilnahmen. Es zeigte sich, dass das NRW-Semesterticket auf breite Akzeptanz stößt, die jedoch unter anderem von der regionalen Herkunft der Studierenden, dem Alter und dem Autobesitz beeinflusst wird. Dem NRW-Semesterticket liegen differenzierte Nutzungsstrukturen zugrunde. Zusätzlich zu regionalen Semestertickets leistet das NRW-Semesterticket einen weiteren Beitrag für eine umwelt- und sozialverträgliche Verkehrsgestaltung, indem der Pkw-Bestand reduziert wird und Autoverkehre auf öffentliche Verkehrsmittel verlagert werden. Zudem steigt die Wahrscheinlichkeit, dass Studierende auch nach dem Ende ihres Studiums Kundinnen und Kunden des öffentlichen Personennahverkehrssystems bleiben. Das NRW-Semesterticket kann als guter Ansatz für die Ausweitung der Geltungsbereiche regionaler Semestertickets gewertet werden, der jedoch aufgrund der nur einseitig auf NRW erfolgten Erweiterung verbesserungsfähig ist.
Der Klimawandel hat Einfluss auf zahlreiche Lebensbereiche des Menschen; darunter auch auf die Bereitstellung und Organisation von Energie. Bereits heute lassen sich für verschiedene Prozessstufen und Energiesysteme Auswirkungen der Veränderung des Klimas beobachten. Langanhaltende Hitzeperioden erhöhen die Nachfrage nach Elektrizität für Kühlungsgeräte und schränken gleichzeitig die Bereitstellung von Elektrizität ein, da Kühlwasser nicht in ausreichender Menge und Temperatur zur Verfügung steht. Häufigere Unwetter und Überschwemmungen gefährden Anlagen und Transportwege. Diese und weitere Einflüsse werden zukünftig zunehmen und durch neue ergänzt, so dass die Energiewirtschaft vor einer neuen Herausforderung steht. Entlang der Prozesskette der Energiebereitstellung wird gezeigt, welche Stufen gegenüber den Auswirkungen des Klimawandels verwundbar sind. Anhand von Anpassungsoptionen wird zudem dargestellt, wie resiliente Energiesysteme aufgebaut werden können, die gegenüber Klimaänderungen widerstandsfähig sind.

Ziel der Good-Practice-Steckbriefe ist es, einen Überblick über die Breite der alternativen Mobilitätsansätze zu bieten. Die Bandbreite reicht in diesem Kontext vom Abholservice bis zu Bringdiensten, von Produkten bis hin zu Dienstleistungen. Die Steckbriefe liefern EntscheidungsträgerInnen Anregungen und Argumentationshilfen für die Beantragung und Folgenabschätzung von neuen Angeboten. Ferner bilden sie eine Basis für den nachfolgenden MultiplikatorInnen-Workshop, um innovative Kommunikationsstrategien in diesem Feld zu entwickeln.
International comparison of energy labeling and standards for energy efficient and green buildings

The general conditions for local authorities in Germany have changed fundamentally during the last decades. Not only do municipalities compete with each other for employment, prestige and competitive advantages, they also face increasingly higher demands by their citizens, for instance in the area of climate protection.
Therefore, every municipality has to consider various economic, social and ecological determinants in its decision-making processes. With respect to public buildings, an economically-oriented cost-benefit-analysis alone is not adequate due to a municipality's role as "consumer and role model". To identify measures with a broader benefit, a multicriteria analysis (MCA) has been used to analyze energy efficiency measures in public buildings for the city of Dortmund.
For several years Dortmund has committed itself to implement energy efficiency measures and improve the energy performance of its building stock. Nevertheless, a benchmark analysis still shows a high energy saving potential that cannot be tapped with the existing measures and instruments. Therefore, a package of measures has been developed in close cooperation with the city of Dortmund, ranging broadly from measures of energetic retrofitting and green IT to behavioral change of building occupants.
In the MCA these measures have been assessed according to ten different criteria such as innovativeness, cost effectiveness, external costs, CO2 reduction potential, local value or effort of implementation. Three different scenarios ("City as Role Model", "City as Homo Oeconomicus", "City as Climate Protector") show different municipal perspectives.
The analysis has shown that the greatest benefit for municipalities, regardless of the municipal perspective, is yielded by measures such as voluntarily enhanced minimum standards for new or for energetic retrofitting of public buildings, the procurement of energy-efficient office equipment, the expansion of heat generation from renewable energies and the usage of private capital in participatory projects like "Solar&Save".
What are the best policies and measures to stimulate energy efficiency in buildings? The debate around this is at least as diverse as the markets and concepts for energy efficiency in buildings, and often quite controversial. However, no magic formula seems to have been found so far. It is, therefore, time to address the question in a new way - by combining both theoretical evidence on what policy support markets need, and empirical evidence on which combinations or packages of policies have worked.
In the context of its new four-year project bigEE - "Bridging the Information Gap on Energy Efficiency in Buildings", the Wuppertal Institute is implementing this new approach. The bigEE project aims at developing an international internet-based knowledge platform for energy efficiency in buildings. Hence, it must provide evidence-based information. On the theoretical side, the analysis starts with value chains in the building sector and the barriers but also actor-inherent incentives that the different types of market participants face. This enables to identify, which policies and measures need to be combined to jointly overcome the barriers and strengthen the incentives. On the empirical side, model examples of good practice are collected and compared. The search for these is guided by the results of the theoretical analysis, international expert opinion, and existing databases and platforms. In order to identify what is "good practice", the project uses a newly developed multi-criteria assessment scheme. Finally, the impacts achieved with the model examples, lessons learned, and their transferability will be used to validate the model policy package identified in the theoretical analysis.
The public launch of the bigEE platform is planned for autumn of 2011; eceee Summer Study participants will get a first glance at its content through this paper. The paper presents the methods and tools used and showcases their application for the case of new buildings
The German contribution to limiting global warming to two degrees has to be - as in other developed countries, too - a reduction of 80 to 95 percent of CO2 emissions by 2050 compared to 1990. The project "Low Carbon City Wuppertal 2050" has analysed how such a drastic reduction of CO2 could be achieved on a municipal level in the transportation and residential sector by also working on the land use and material flows dimension. The focus of this paper lies on the space heating in the residential sector.
Wuppertal is a city with about 350,000 inhabitants in the West of Germany. According to the CO2 balance (2007) of the city that was adjusted to the year 2010, the emissions that were caused by space heating in the residential sector remained almost the same since 1990. They decreased slightly from 693,000 tons CO2 in 1990 to 691,000 tons in 2010, although final energy use for space heating increased by about 15 percent. But the shift of energy sources especially from coal to gas avoided an increase of emissions. However, the reduction target of 95 percent means that CO2 emissions have to be reduced to 35,000 tons per year until 2050.
A reference scenario shows that the city could achieve about 30 percent of the reduction required with the current trend of renewable energy development and energy efficiency measures such as retrofitting the building stock. But looking at the difficult financial conditions of the municipality as well as at the socio-economic situation of the inhabitants it becomes clear that the remaining 65 percent of the target to a 95 percent reduction will be difficult to reach and that innovative measures of energy efficiency and sufficiency1 need to be developed.
But which social-ecological effects does the implementation of comprehensive climate protection measures have on the inhabitants of a city? How do people live in a "Low Carbon City"? In this paper qualitative and quantitative scenarios will be developed since the combination of both is promising to show both effects: what share could renewable energies, energy efficiency and sufficiency measures have in reaching the target of 95 percent, and how could life look like in an almost CO2 free city in Germany in 2050.
In 2008, transport accounted for 27% of the world’s total final energy consumption. Currently, we are facing a rapidly expanding transport sector with continually increasing energy consumption. In the future, emerging and developing countries especially will experience an accelerated growth in transport energy demand due to rapid population growth, urbanisation and rising per capita income. The transport sector’s inefficiency and its dependency on oil will become an economic burden for these countries. They will have to face increasing crude oil prices and uncertainties regarding energy security.
Thus, there is a need for an efficient transport system and particularly for decision makers in developing and emerging countries to have access to planning advice in order to identify suitable and effective measures for low-energy urban transport. To meet this demand, existing knowledge and measures about energy efficiency in urban passenger transport was compiled and a structured introduction to energy efficiency in transport is provided.
The main determinates of an energy-efficient transport system are explained and strategic approaches to increase energy efficiency are outlined. Success factors and barriers for energy efficiency policies are described. The main element of the paper is an overview of different energy efficiency policies and measures for the key actors in energy-efficient transport on local and national levels. A set of measures is assigned to each actor identified. The compilation was adapted to the circumstances in developing and emerging countries and includes examples for successful implementation of several measures. Thus, the document satisfies the need for a comprehensive introduction to energy efficiency in urban transport in developing and emerging countries.

Die vorliegende Studie im Auftrag des Ministeriums für Klimaschutz, Umwelt, Landwirtschaft, Natur- und Verbraucherschutz des Landes NRW liefert zunächst in Kapitel 2 einen Überblick über wichtige grundsätzliche Zusammenhänge, die für eine Diskussion der Strompreiseffekte eines beschleunigten Ausstiegs zu berücksichtigen sind und stellt etwaige Preiswirkungen in den größeren Zusammenhang weiterer, ggf. auch positiver ökonomischer Wirkungen einer beschleunigten Energiewende. In Kapitel 3 werden anschließend die bisher öffentlich verfügbaren Untersuchungen und wissenschaftlichen Stellungnahmen zu der Frage der zu erwartenden Strompreiseffekte einzeln vorgestellt und bewertet. Das Fazit in Kapitel 4 fasst schließlich den aus den verschiedenen Studien und Stellungnahmen abgeleiteten aktuellen Wissensstand zur Untersuchungsfrage zusammen und geht kurz auf mögliche politische Maßnahmen zur Begrenzung der Strompreiseffekte sowie der damit potenziell verbundenen negativen Auswirkungen ein.

Die energetische Sanierung des Gebäudebestandes in Deutschland gehört zu den Schlüsselfaktoren für eine Verbesserung des Klimaschutzes. Trotz günstiger Rahmenbedingungen und ökonomischer Anreize hinkt die Umsetzung der energetischen Sanierung im Gebäudebestand jedoch bisher den vorhandenen technischen Möglichkeiten und den wirtschaftlich tragfähigen Maßnahmen deutlich hinterher. Die Ursachen hierfür sind sowohl vielfältig als auch auf verschiedenen Ebenen angesiedelt. Die Investitionsbereitschaft bei Haus- und Wohnungseigentümern scheint eher gering, auch aufgrund weiterhin bestehender Informationsdefizite beispielsweise in Hinsicht auf die Nachhaltigkeit energetischer Maßnahmen und das Ausmaß der Fördermöglichkeiten. Dies gilt auch bei verschiedenen Berufsgruppen, die für eine effektive und schnelle Umsetzung der energetischen Sanierung wichtig sind. Hinzu kommen eine hohe Zersplitterung der Beratungsangebote und eine damit verbundene Intransparenz der Beratungs- und Förderstruktur. Die Wüstenrot Stiftung hat sich angesichts der Unübersichtlichkeit entschieden, die Struktur und die Qualität der Energieberatung in Deutschland einer differenzierten Betrachtung zu unterziehen. Vorgenommen wurde eine Analyse der Rahmenbedingungen der Energieberatung in Deutschland, wozu auch eine Aufarbeitung des Beratungsbedarfes und eine Sichtung und Analyse der Informationswege zwischen Zielgruppen und Beratungsanbietern gehörte. Außerdem umfasste die Studie eine empirische Untersuchung zur Erhebung der Struktur der Energieberatungsangebote sowie die Erstellung einer Übersicht vor allem zu den Aktivitäten, die von Kommunen und Verbänden unternommen werden, um die verschiedenen Beratungsangebote zu koordinieren oder um in eigener Regie die Beratungsqualität vor Ort zu sichern. Mit der Durchführung der Untersuchung hat die Wüstenrot Stiftung das Wuppertal Institut für Klima, Umwelt, Energie GmbH beauftragt. Die gefundenen Ergebnisse belegen die Einschätzung zur zentralen Bedeutung einer umfassenden, von allen Betroffenen akzeptierten Energieberatung, ebenso wie das weiterhin vorhandene, nicht geringe Optimierungspotenzial auf diesem Sektor. In verschiedener Hinsicht spielen die Beratungsangebote der Kommunen eine wichtige Rolle in den Szenarien, die der weiteren Entwicklung der Energieberatung in Deutschland und der dadurch erzielbaren Effekte zugrunde gelegt werden können.

The report discusses the results in detail and concludes with an outlook on how the challenges ahead could be overcome.

Vor dem Hintergrund der Richtlinie zu Endenergieeffizienz und Energiedienstleistung (2006/32/EC, ESD) hat die Bundesregierung im September 2007 einen nationalen Energieeffizienz Aktionsplan (NEEAP) vorgelegt. Für den bundesdeutschen Kontext besteht in diesem Zusammenhang nun die Herausforderung zur Entwicklung eines bundesweiten ESD-Evaluations- und Monitoringsystems, welches ein vom Akteur unabhängiges Verfahren zum Nachweis erzielter Einsparungen bereitstellt. Die Qualität des Verfahrens muss dabei durch entsprechende Regelungen und Maßnahmen gesichert werden. Der Bericht beschreibt in Anlehnung an das Projekt EMEEES (Evaluierung und Monitoring für die EU-Richtlinie zu Endenergieeffizienz und Energiedienstleistung), wie erzielte Endenergieeinsparungen aus der Umsetzung des deutschen NEEAPs nachgewiesen werden können. Der Schwerpunkt liegt dabei auf der Entwicklung von geeigneten Bottom-up Methoden, die sowohl die erzielten Gesamteinsparungen als auch zusätzliche Einsparungen berechnen können. Zudem wird eine Berechnung von so genannten Early Energy Savings ermöglicht.

Der Clean Development Mechanism (CDM) des Kyoto-Protokolls hat eine zweifache Zielsetzung. Erstens soll damit den Industrieländern erlaubt werden, in emissionssparende Projekte in Entwicklungsländern zu investieren und sich die so erzielte Emissionsreduktion auf ihre Kyoto-Ziele anzurechnen. Denn dort sind Emissionsreduktionen oft kostengünstiger zu erzielen als in Industrieländern. Zweitens sollen die CDM-Projekte zur nachhaltigen Entwicklung der Gastgeberländer beitragen. Inzwischen sind weltweit über 2.000 CDM-Projekte genehmigt und weitere Tausende sind beantragt. Der Mechanismus hat damit eine Dimension erreicht, in der er wesentliche Wirkungen auslösen kann - zum Positiven oder zum Negativen. Laut Kyoto-Protokoll sind die beiden oben genannten Ziele gleichrangig. Es wird jedoch nur der Aspekt der erzielten Emissionsreduktionen durch ein internationales Verfahren reguliert und überwacht. Die Entscheidung, ob ein Projekt zur nachhaltigen Entwicklung beiträgt, obliegt allein den Gastgeberländern, die bisher jegliche Vorschläge, auch für diese Frage ein internationales Verfahren einzurichten, abgelehnt hatten. Jedes Entwicklungsland hat daher ganz eigene Kriterien für die Bewertung der Nachhaltigkeit seiner Projekte entwickelt, doch meist ohne die erforderlichen Kapazitäten, um Projekte wirklich zu prüfen.
Die hier vorgestellte Diplomarbeit von Bea Wittger untersucht diese Problematik am Beispiel Brasilien. Brasilien beheimatet weltweit die drittmeisten CDM-Projekte und hat den Ruf, ein besonders gründliches Genehmigungsverfahren durchzuführen. Doch auch in der brasilianischen Zivilgesellschaft wird teils harsche Kritik am CDM geübt. Die Diplomarbeit wurde an der Universität zu Köln vorgelegt und von Wolfgang Sterk betreut. Sie nimmt eine detaillierte Analyse der brasilianischen Genehmigungsverfahren und -praxis vor, erstens anhand ihrer inhärenten Konsistenz und Stringenz und zweitens anhand von zwei Projektbeispielen.

Energiearmut wird durch steigende Energiepreise und die gleichzeitig steigende Armut auch in der europäischen Union ein immer bedeutenderes Thema. Eine Vorreiterrolle bei der Erforschung von Energiearmut hält Großbritannien, wo das Problem schon lange existiert und deshalb bereits in den 1990er-Jahren eine gesellschaftliche Debatte und in der Folge nationale Programme gegen Energiearmut starteten. In den restlichen EU-Ländern und vor allem im deutschsprachigen Raum gibt es noch keine derart systematische Befassung der Regierungen mit dem Thema. Die Relevanz und das gesellschaftliche Interesse steigt aber auch in diesen Ländern, was daran abzulesen ist, dass in den letzten Jahren eine Reihe an regionalen und kommunalen Modellprojekten gestartet wurde, deren Aufgabe es ist, Energiearmut zu lindern.
Dieses Wuppertal Paper gibt einen kurzen Überblick über den Stand der Forschung zu Energiearmut sowie der politischen und gesellschaftlichen Diskussion in Deutschland, Österreich und Großbritannien. Dabei wird auch auf die Entwicklung der Energiekosten und die Auswirkungen dieser Entwicklung auf einkommensschwache Menschen eingegangen.
In Folge werden kurz nationale Strategien zur Armutsbekämpfung in Großbritannien und Deutschland vorgestellt. In Deutschland handelt es sich vor allem um eine bundesweite Weiterentwicklung und Finanzierung des Modellprojekts "Stromspar-Check" seit 2009. In Österreich gab es zum Zeitpunkt der Erstellung dieser Studie noch keine nationalen Programme zur Bekämpfung von Energiearmut.
Abschließend werden Modellprojekte aus dem deutschsprachigen Raum vorgestellt, welche es zum einen erlauben, Barrieren und "good practices" bei der Bekämpfung von Energiearmut herauszufiltern. Zum anderen zeigen diese Projekte, dass es ein steigendes gesellschaftliches Bewusstsein gegenüber dem Problem Energiearmut gibt, welches neue politische Lösungen einfordert.
Seit der Verabschiedung des Kyoto-Protokolls gilt die Etablierung eines harmonisierten internationalen Emissionshandelssystems Vielen als wesentliches Instrument im Kampf gegen den Klimawandel. So ist dies eines der Hauptziele der internationalen Klimapolitik der EU. Tatsächlich gestaltet sich die direkte Verknüpfung der verschiedenen Emissionshandelssysteme jedoch schwierig. Zu unterschiedlich sind die Mechanismen und Ziele, wie anhand verschiedener Beispiele deutlich wird. In der Praxis ist daher zunächst eher ein Mosaik mehr oder weniger stark voneinander abweichender nationaler Systeme zu erwarten. Deren indirekte Verbindung über die flexiblen Mechanismen des Kyoto-Protokolls (JI und CDM) könnte jedoch für eine Angleichung der Zertifikatpreise sorgen.

Die Studie "Zukunftsfähiges Hamburg" bietet in den Kapiteln Verwalten, Versorgen, Wachsen, Wertschöpfen, Leben und Arbeiten eine fundierte Analyse der Situation in Hamburg sowie Antworten auf die Herausforderungen nachhaltiger Stadtpolitik in den nächsten Jahren. Es geht sowohl um politisch strukturelle als auch um individuell persönliche Alternativen. Pfiffige Konzepte wie die "Kurze Vollzeit", die "Mobi-Flatrate" oder "stoffliche Nullsummenspiele" als Antwort auf die Wachstumssackgasse zeigen Handlungsoptionen. Sie unterstützen die "Europäische Umwelthauptstadt 2011" fundiert und konkret. Das Buch fokussiert die zentralen Themen der Studie "Zukunftsfähiges Deutschland in einer globalisierten Welt" auf Hamburg. Die vom Wuppertal Institut erstellte Studie ist eine erste Anwendung dort entwickelter Nachhaltigkeitsvisionen für eine Großstadt.

Taking public transport by bus in the Chinese Metropolis Hefei as an example, the report analyses the practicability of standardised baselines as possible instruments for climate protection funding. The development of standardised baselines for the transport sector has been pushed since the nineties in order to better assess emission reductions of CDM projects. Further aims of standardising are a clinical comparison and a precise forecasting. For all projects of a defined sector, class, size or a given geographical origin it is possible to develop standardised baselines in the sense of reference value for emissions. The report was produced in the context of the initiative "Partnership on Sustainable Low Carbon Transport" (SLoCaT), commissioned by the Asian Development Bank. It complements the study "Applicability of Post 2012 Climate Instruments to the Transport Sector (SITS)", that analyses the impacts of climate protection funding mechanisms like the Clean Development Mechanism (CDM) in the transport sector of metropolises in emerging nations and gives recommendations for the further development of financing mechanisms.

Mobil zu sein bedeutet in unseren Großstädten in vielen Situationen eine Dienstleistung zu nutzen: die Straßenbahn oder der Bus fahren uns zügig und ohne Parkplatzsorgen zum Einkaufen, das Taxi bringt uns nach der Party sicher nach Hause. Diese Mobilitätsdienstleistungen sind feste Bestandteile unseres Verkehrssystems und werden ergänzt durch weitere Elemente, z. B. Reise-Informationen, die uns helfen, Wege zu finden und pünktlich ans Ziel zu kommen, oder Kombinations-Angebote, wie die Möglichkeit, bei Regen das Fahrrad mit in die Bahn zu nehmen. Städtische Mobilität ist dennoch stark geprägt vom Autoverkehr, mit vielfältigen negativen Einflüssen auf Mensch, Umwelt und Stadtbild. Aus Sicht des Gesundheits- Umwelt- und Klimaschutzes sowie zur Verbesserung der Lebensqualität in unseren Städten ist es sinnvoll, vermehrt Mobilitätsdienstleistungen in Anspruch zu nehmen. Die vorliegende Arbeit untersucht die Nutzung von Mobilitätsdienstleistungen in drei deutschen Großstädten. Gefragt wird danach, wer die Nutzer dieser Dienstleistungen sind, welche Motive hinter der Nutzung stehen und welche Schwierigkeiten mit der Nutzung verbunden sind. Auf Basis von Befragungen wird die Bedeutung von Dienstleistungen für die städtische Mobilität insgesamt ermittelt. Es wird untersucht, welche Chancen für eine zukünftig intensivere Nutzung der Mobilitätsdienstleistungen bestehen und welche Voraussetzungen dafür notwendig sind.
Cleaning up the CDM

This study analyzes the usefulness of an attitude-based target group approach in predicting the ecological impact of mobility behavior. Based on a survey of 1,991 inhabitants of three large German cities, constructs derived from an expanded version of the Theory of Planned Behavior were used to identify distinct attitude-based target groups. Five groups were identified, each representing a unique combination of attitudes, norms, and values. The groups differed significantly from each other with regard to travel-mode choice, distances traveled, and ecological impact. In comparison with segmentations based on sociodemographic and geographic factors, the predictive power of the attitude-based approach was higher, especially with regard to the use of private motorized modes of transportation. The opportunities and limits of reducing the ecological impact of mobility behavior on the basis of an attitude-based target group approach are discussed.

This paper analyzes the international climate negotiations that took place at the 14th Conference of the Parties to the UNFCCC (COP) and the 4th Meeting of the Parties to the Kyoto Protocol (CMP) held in Poznan, December 1–12, 2008. It works out the main issues at stake in the negotiations, contrasts divergences in interests amongst negotiating Parties, and summarizes the main results achieved in Poznan. Furthermore, it contextualizes the Poznan negotiations within the broader political and economic context, which has shaped climate policy making throughout 2008. The paper ends with an outlook on the tasks ahead in 2009, until the next COP/CMP in December 2009 in Copenhagen.
The study "A Green New Deal for Europe" consists of two basic elements: Firstly it aims to cope with the economic crisis through intensive measures in order to systematically stimulate the eco-industries, to create jobs and to boost economic recovery. Secondly it aims at establishing the foundation for a green modernisation of the European economy. The study examines existing EU strategies policies and programs concerning their suitability to implement the Green New Deal. It proposes exemplary measures in the field of energy, mobility and resource use. The study has been compiled by the Wuppertal Institute on behalf of the Greens/European Free Alliance (EFA) Group in the European Parliament.

Achieving sustainable mobility in developing countries : suggestions for a post-2012 agreement

In December 2009, countries meet in Copenhagen to establish a new global climate agreement. This article links the need for reducing transport-related greenhouse gas emissions in developing countries with the current international climate negotiations. Arguing that a sustainable transport approach requires comprehensive policy packages, it assesses the suitability of current climate negotiation proposals in promoting sustainable transport. The project-based approach under the current climate regime incentivises neither comprehensive sustainable transport and mobility policies, nor sufficient numbers of local projects. Current proposals to increase efforts by developing countries, to reform the Clean Development Mechanism, and to create new emission trading mechanisms are promising but still have to overcome several obstacles. One obstacle involves how to properly assess the impact of actions while maintaining streamlined procedures. The authors conclude from their analysis that the best way forward would be to establish an international mitigation fund with a dedicated transport window financed by industrialised countries. This fund would enable developing countries to implement national policies and local projects. Developing countries would outline low-carbon development strategies, including a sectoral strategy for low-carbon transport.

Also in the global South, transport already significantly contributes to climate change and has high growth rates. Further rapid motorisation of countries in Asia and Latin America could counteract any climate efforts and aggravate problems of noxious emissions, noise and congestion.
This Paper aims at connecting the need for transport actions in developing countries to the international negotiations on a post-2012 climate change agreement. It outlines the decisions to be taken in Copenhagen and the preparations to adequately implement these decisions from 2013. Arguing, that a sustainable transport approach needs to set up comprehensive policy packages, the paper assesses the substance of current climate negotiations against the fit to sustainable transport. It concludes that the transport sector's importance should be highlighted and a significant contribution to mitigation efforts required.
Combining the two perspectives lead to several concrete suggestions: Existing elements of the carbon market should be improved (e.g. discounting), but an upscale of the carbon market would not be an appropriate solution. Due to a lack of additionality, offsetting industrialised countries' targets would finally undermine the overall success of the climate agreement. Instead, a mitigation fund should be established under the UNFCCC and financed by industrialised countries. This fund should explicitly enable developing countries to implement national sustainable development transport and mobility policies as well as local projects. While industrialized countries would set up target achievement plans, developing countries should outline low carbon development strategies, including a section on transport policy.
Aufgrund der asymmetrischen Struktur von Ursache und Wirkung (historische Hauptverursacher im Norden, besondere Verwundbarkeit des Südens) und aufgrund der schnell aufholenden Entwicklung der Schwellenländer sind vor allem die Nord-Süd-Beziehungen ein entscheidender Faktor bei der Bewältigung des Klimaproblems. Die "alten", traditionellen Industriestaaten werden die sich industrialisierenden Staaten des Südens nur dann zu eigenen Minderungsleistungen bewegen können, wenn sie - neben eigenen ambitionierten Reduktionen - auch in hohem Maße die Minderungsmaßnahmen im Süden finanzieren und die ärmeren Staaten bei der Anpassung unterstützen. Technologische Unterstützung und Finanzierung sind deshalb bei der internationalen Klimakonferenz (COP13) in Bali im Jahr 2007 zu einem Kernprojekt für die post-2012-Verhandlungen geworden.
Selbst konservative Schätzungen rechnen mit mehreren Dutzend Milliarden US-Dollar für die Minderung des Treibhausgasausstoßes und für Anpassungsmaßnahmen pro Jahr. Es ist daher nötig, bei der Finanzierung der Bekämpfung des Klimawandels nicht allein auf staatliche Mittel zu setzen, sondern auch private Mittel verstärkt mit einzubeziehen.
Diese Kurzstudie, die für das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) Anfang 2008 erstellt wurde, bietet eine Aufstellung und Bewertung der bestehenden Finanzierungsoptionen auf multilateraler (und zum Teil bilateraler) Ebene, sowie eine Darstellung von in der Planung befindlichen Instrumenten und innovativer Vorschläge für neue Formen der Zusammenarbeit von staatlichen und privaten Akteuren.
More and more countries are incorporating the instrument of emissions trading into their national climate policies. This emerging mosaic of emissions trading schemes (ETS) raises the question of whether they should be linked with each other. From an economic point of view, linking of domestic schemes is supposed to increase the economic efficiency of carbon markets. In addition, linking is also expected by some to yield substantial political benefits in terms of the evolution of the UNFCCC/Kyoto regime. However, these optimistic prospects are based on a best-case scenario where all major countries establish environmentally effective emissions trading systems and then link them with each other. Real-life politics might develop rather differently. This paper therefore examines to what extent the current status of emissions trading in industrialised countries provides a basis for reinforcing and moving forward the international climate regime through linking domestic ETS. After comparing emerging emissions trading schemes from an institutional perspective, it emerges that not only emissions trading is at a very early stage in most countries, in addition the emerging systems are probably going to be designed very differently from the EU ETS. While for some design features such as the coverage design differences do not matter, there are some areas where the plans in many non-EU countries look crucially different from the EU system. The outlook for a linked international ETS is therefore currently still very uncertain. Given this state of affairs, the EU should pro-actively engage with the non-EU countries to try to harmonise their developing national emissions trading schemes with the EU ETS, widely disseminate the lessons it has learned from the EU ETS, strongly make the case for environmental integrity and at the same time make clear that systems that want to link to the EU ETS will need to meet certain quality criteria.
The barriers to linking greenhouse gas cap-and-trade schemes are assessed, based on an analysis of existing and emerging trading schemes, including those in the USA, Japan, Australia, New Zealand and the EU. The feasibility of different forms of linking and the time frames for their implementation are examined. In particular, the barriers to direct bilateral linking are considered. It was found that only a few direct bilateral links will be viable in the short term, due to the divergent policy priorities of different nations and regions, reflected in critical design features, such as costcontainment measures. However, in the short term, cap-and-trade markets will very likely be indirectly linked via unilateral links to the CDM or new crediting mechanisms, which may be adopted within a successor treaty to the Kyoto Protocol. In order to ensure a harmonization of critical design elements in the mid to long term, early institutional cooperation may become necessary. Necessary policy steps and the appropriate institutional framework for such harmonization and, overtime, further integration of trading schemes are briefly delineated.
The Chinese national government has put energy efficiency and pollution control at the heart of its 11th five-year plan (2005-2010). However, implementation of national policies at the local level is notoriously poor in China. In order to tackle this problem, voluntary agreements were signed between local Environmental Protection Bureaus and 14 mostly state-owned companies from different energy-intensive sectors in Nanjing, Xi'an and Kelamayi in the context of an ongoing EU-funded pilot project. In Nanjing, for instance, agreed targets are in the range of a 3-5% reduction in energy intensity by 2009 over a 2007 baseline. The pilot agreements are informed by Dutch experiences with long-term agreements on energy efficiency (LTA/1989-1999) as European best practice, but have been significantly adjusted to Chinese circumstances. Much emphasis was put on process management applying a cooperative approach throughout. Each enterprise put together a so-called Energy Action Team for voluntary agreement development and implementation. This helped to create a sense of ownership in the companies and assigned clear responsibilities. Energy Action Teams conducted Energy Potential Scans in cooperation with a Dutch expert to identify energy saving potentials and possible measures to realize them. On this basis, achievable targets were agreed and a detailed action plan was developed. A first evaluation is scheduled for April 2009. By lifting industry on a more equal power level with government authorities, voluntary agreements showed to be an effective policy instrument to overcome traditional institutional constraints to environmental policy implementation at the local level in China.
Based on a comprehensive scenario analysis of the EU's GHG emissions by 2020, we show that the 20% energy savings target set in the Action Plan "Doing more with less" in 2006 is still the most significant and thus indispensable strategy element within an ambitious EU climate and energy strategy targeting at a 30% reduction of GHG emissions by 2020.
The scenario analysis provides a sector by sector projection of potential future energy use and GHG emissions, combined with a detailed policy analysis of the core policies on energy efficiency by the EU and its Member States taken from current research results by the authors and others.
Consequently the paper identifies and quantifies the current implementation deficit in the EU and shows that, despite of sufficient targets, implementation is still significantly lacking in almost all fields of energy efficiency. Some, e.g. transport sector and buildings, are still substantially far from receiving the necessary political impetus. The paper also demonstrates co-benefits of a strong energy efficiency strategy, e.g. the achievability of the targets of the RES directive, which crucially depends on a strong efficiency policy.
We conclude that the efforts of the energy efficiency policy of the EU and its Member States have to be significantly intensfied. As proposed by the EU in case that other developed and key developing countries take up comparable targets in order to fulfil its role in the climate and energy strategy. To achieve this, we offer an analysis of the current weaknesses of EU energy efficiency policy and derive recommendations on how the EU can still reach its targets for 2020.
Evaluation of energy saving measures in the transport sector : a review of efforts and certainty

The EU Directive on Energy End-use Efficiency and Energy Services (ESD) set an indicative target for EU Member States to achieve a 9% annual energy saving by 2016 from new energy efficiency improvement (EEI) measures. Until now there has been no common methodology on how to measure and evaluate such savings. An international consortium funded by the Intelligent Energy Europe programme and co-ordinated by the Wuppertal Institute has developed harmonised methods for the evaluation of end-use EEI measures. The European Commission encourages Member States to prove energy savings with the help of these methods.
From the evaluation point of view, the transport sector is a special case. In the transport sector, data collection appears to be difficult. A number of values can be derived from existing national statistics, but sources have to be analysed in order to be operational. In passenger transportation, measures prevalently aim at changing mobility behaviour. Mobility behaviour depends on specific socio-economic and local conditions and might therefore vary considerably from measure to measure. Often, only surveys that are well-defined for certain conditions can generate appropriate data.
The paper discusses availability and certainty of data sources to be derived to evaluate EEI measures in passenger transportation. It first introduces two transport-related bottom-up evaluation methods for the transport sector. One aims at evaluating measures fostering vehicle energy efficiency. The other one aims at evaluating modal shifts. The paper then points to sources of corresponding data and the way the data have to be analysed. Thereby it demonstrates the trade-off between evaluation costs and the level of certainty. In so doing, it gives recommendations how to conduct the evaluation of transport-related EEI measures with keeping both efforts low and certainty high.
Purpose - This paper sets out to tackle the issue of climate change from a business perspective. It seeks to discuss why it is important to take climate change considerations into account in business decisions, how this can be done and what further action is required from managers and business scholars.
Design/methodology/approach - The paper describes ways of reducing emissions and adapting to climate change that can be implemented by any business. As an illustration, the proposed climate strategy of a large European utility company, RWE, is provided.
Findings - There are numerous ways to reduce emissions within business operations, along the supply chain and surrounding product usage and disposal. Climate-proofing operations is also becoming increasingly pertinent to businesses.
Research limitations/implications - New ways have to be found yet in order to take emission reductions to a more ambitious level by altering patterns of production and consumption.
Practical implications - The paper discusses how businesses can reduce their carbon footprint and anticipate changes in the physical and political environment related to climate change.
Originality/value - The paper is of value to managers who, today, are expected not only to reduce emissions from operations, but also to gain an awareness of the physical, political and social risks stemming from the impacts of climate change.
The current emissions trading debates in the EU and the USA were examined and the prospects for creating a transatlantic carbon market were analysed. A future US Emissions Trading Scheme (US ETS) may be designed very differently from the EU ETS, raising questions of compatibility. Crucial differences relate to the stringency of targets, the recognition of offsets, and price control mechanisms. These differences flow directly from the different policy and economic perspectives on emissions trading and climate policy in the USA and the EU. The two sides should therefore seek a way forward that reconciles potentially different climate policies. For example, the USA and the EU should consider an effort to harmonize carbon prices, and US legislation could phase out cost-containment mechanisms after some time period. Finally, both US and EU policies should have mechanisms that allow periodic recalibration, which would allow each to adjust to new technology, react to developing-country climate policies, and learn from each other. In the longer term, this would allow both sides to strive for greater policy convergence, either through linked trading systems, harmonized prices, or a transition from harmonized prices to linkage.
Bad Hersfeld is a small city with about 30.000 inhabitants situated in the middle of Germany. Climate Protection has been on the political agenda in Bad Hersfeld since quite a while. In 1997 the Wuppertal Institute elaborated a first energy and CO2 balance for the city, which was updated in 2007. With the compilation of the CO2 balance it was shown that the emissions in Bad Hersfeld almost stayed at a constant level between 1997 and 2006.
The result was sobering for the local authority. Although some single measures had been implemented, there was no improvement of the CO2-balance.
It was concluded that a successful climate protection strategy needs a comprehensive concept comprising all sectors and a periodic monitoring. Bad Hersfeld commissioned the Wuppertal Institute to develop feasible measures to reduce the CO2 emissions drastically and instruments to overcome existing barriers. In a close cooperation with the City Council and the local municipal utility a climate protection concept was compiled that is rather ambitious for a city of this size.
In consideration of the regional peculiarities12 concrete measures and 7 accompanying measures build the core of the concept with a main focus on energy efficiency (final energy), combined heat and power (CHP) and renewable energies. Another important part of the concept is a municipal support programme to develop the endogenous efficiency potentials and renewable energies in the region. Further to these planning instruments, information and networking activities are compiled as well as a variety of suggestions for a climate protection marketing (Wagner 2008).
Some of these measures that were developed in an iterative and cooperative process between the responsible actors in Bad Hersfeld and the Wuppertal Institute are transferable to other cities and towns. The impeding factors in Bad Hersfeld like the user-investor dilemma, the low capital of small housing associations or the large stock of listed historical buildings, are typical for cities of this size.

Das Paper gibt zunächst Antworten auf die Fragen, wie sich der Ressourcenverbrauch entwickelt hat, welche Potenziale zur Verbrauchssenkung bestehen und warum sie trotz hoher Wirtschaftlichkeit nicht umgesetzt werden. Es zeigt, dass eine deutliche und zügige Steigerung der Energie- und Materialeffizienz notwendig ist, um Ressourcen ökologisch und sozial nachhaltig, aber auch finanzierbar und bedarfsgerecht bereitstellen zu können. Technische Innovationen und eine Veränderung der Produktions- und Konsummuster sind dazu Voraussetzung. Wirtschaft, Verbraucher, Politik und Gesellschaft haben viele Handlungsoptionen, die im Paper jeweils kurz vorgestellt und mit Beispielen illustriert werden. Sie zeigen, wie durch einen Policy Mix und Aktivitäten gesellschaftlicher Akteure Energie- und Materialeffizienz für die Anbieter- und Nachfragerseite einfach, umsetzbar und vorteilhaft werden kann. Ihre Entfaltung ist möglich, so die These, wenn Ressourceneffizienz politisch und gesellschaftlich gewollt ist.
Energy efficiency is a national priority for China as rapid energy consumption growth aggravates its greenhouse gas emissions, local air pollution and energy scarcity. In the 1990s, a large number of voluntary agreements emerged in industrialised countries in order to improve industrial energy efficiency. These experiences are now taken into account in China. This article analyses the drivers for voluntary agreements on industrial energy efficiency in China, based on a case study of three enterprises in Nanjing, Jiangsu Province. Furthermore, the article reviews the institutional set-up of energy policy and investigates the pertaining policy culture. From the findings, conclusions are drawn on the role of voluntary agreements within China's larger policy context. We conclude that opposed to avoiding stricter regulation, voluntary agreements in Nanjing are reinterpreted in view of more stringent national provisions on energy efficiency in the 11th Five Year Plan. Hence, agreements have evolved into an implementation tool of national policy at the local level. For industry, another major driver for participation was identified as improving its relations with local authorities. Voluntary agreements showed to have the potential to overcome traditional constraints of implementing top-down policies at the local level in China.

In der dreijährigen Forschungspartnerschaft "Infrafutur" kooperierten das Wuppertal Institut, dreizehn Unternehmen der kommunalen Wirtschaft und der Verband kommunaler Unternehmen. Sie untersuchten, welche Strategien geeignet sind, um die Ver- und Entsorgung von privaten Haushalten und der Wirtschaft in den Sparten Energie, Wasser/Abwasser und Abfall zu sichern und zu stärken. Zu diesem Zweck wurden in Form von Szenarien die Zukunftsaussichten kommunalwirtschaftlicher Infrastrukturunternehmen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität intensiv analysiert. Die Methoden der Forschungspartnerschaft "Infrafutur" können auch von anderen kommunalwirtschaftlichen Unternehmen gewinnbringend eingesetzt werden. Dieser Endbericht in Buchform stellt die erarbeiteten strategischen Konzepte einem breiten Kreis für die Umsetzung zu Verfügung. Als ein wesentliches Ergebnis wurde herausgearbeitet, dass Dezentralität als Leitprinzip und der Ausbau dezentraler Infrastrukturen eine entscheidende Grundlage für eine nachhaltige und umfassende Qualitätssicherung in den Sparten Energie, Wasser/Abwasser und Abfall bilden. Die von kommunalwirtschaftlichen Unternehmen erbrachte Daseinsvorsorge überwindet die einseitige Orientierung am Shareholder Value zugunsten eines Beitrags zur Sicherung der natürlichen Lebensgrundlagen durch Klima- und Ressourcenschutz. Sie fördert die Vielfalt von Akteuren und kann die Ausweitung oligopolistischer Strukturen begrenzen. Zudem verstärkt sie die Kundenbeziehung, mobilisiert Potenziale vor Ort bei den erneuerbaren Energien, bei Energie- und Materialeffizienz und reduziert den Import von Energie und Rohstoffen. Die Szenarienanalysen zeigen jedoch auch, dass diese positiven Beiträge und Perspektiven dezentraler Infrastrukturen sich nicht im Selbstlauf ergeben, sondern dass im EU- und nationalen Maßstab förderliche Rahmenbedingungen in der Klima-, Energie-, Abfall- und Wasserpolitik geschaffen werden müssen.
While the number of projects under the Clean Development Mechanism (CDM) is expanding rapidly, there currently are relatively few transport projects in the global CDM portfolio. This article examines existing CDM transport projects and explores whether sectoral approaches to the CDM may provide a better framework for transport than the current project‐based CDM. We ask: Would a sectoral approach to the CDM promote the structural change and integrated policymaking needed to achieve sustainable transport policy, making it hence more desirable than the framework of the current project‐based CDM? We conclude that it is possible to design sectoral transport activities within clear project boundaries that fit into a framework of a programmatic or policy‐based CDM. Although we are able to ascertain that transport policy research yields several modelling tools to address the methodological requirements of the CDM, it becomes apparent that sectoral approaches will accentuate transport projects' problems regarding high complexity and related uncertainties. The CDM may need new rules to manage these risks. Nonetheless, sectoral approaches allow the scaling up of activities to a level that affects long‐term structural change.
The sensitivity of climate phenomena in the low latitudes to enhanced greenhouse conditions is a scientific issue of high relevance to billions of people in the poorest countries of the globe. So far, most studies dealt with individual model results. In the present analysis, we refer to 79 coupled ocean–atmosphere simulations from 12 different climate models under 6 different IPCC scenarios. The basic question is as to what extent various state-of-the-art climate models agree in predicting changes in the main features of El Niño-Southern Oscillation (ENSO) and the monsoon climates in South Asia and West Africa. The individual model runs are compared with observational data in order to judge whether the spatio-temporal characteristics of ENSO are well reproduced. The model experiments can be grouped into multi-model ensembles. Thus, climate change signals in the classical index time series, in the principal components and in the time series of interannual variability can be evaluated against the background of internal variability and model uncertainty.
There are large differences between the individual model predictions until the end of the 21st century, especially in terms of monsoon rainfall and the Southern Oscillation index (SOI). The majority of the models tends to project La Niña-like anomalies in the SOI and an intensification of the summer monsoon precipitation in India and West Africa. However, the response barely exceeds the level of natural variability and the systematic intermodel variations are larger than the impact of different IPCC scenarios. Nonetheless, there is one prominent climate change signal, which stands out from model variations and internal noise: All forced model experiments agree in predicting a substantial warming in the eastern tropical Pacific. This oceanic heating does not necessarily lead to a modification of ENSO towards more frequent El Niño and/or La Niña events. It simply represents a change in the background state of ENSO. Indeed, we did not find convincing multi-model evidence for a modification of the wavelet spectra in terms of ENSO or the monsoons. Some models suggest an intensification of the annual cycle but this signal is fairly model-dependent. Thus, large model uncertainty still exists with respect to the future behaviour of climate in the low latitudes. This has to be taken into account when addressing climate change signals in individual model experiments and ensembles.
In this paper we report on the approach and findings of the research partnership "Prospects for decentralised infrastructures amid the competing demands of competition, climate protection and quality (INFRAFUTUR)." INFRAFUTUR stands for the future of decentralised infrastructures. We asked which strategies would be appropriate to safeguard supply and disposal services in the energy, water/sewage and waste sectors to private households and business on an enduring basis. In doing so, we focused our analysis on municipal and mixed municipal-private enterprises as players.

Durch zunehmenden Wettbewerb und steigende Anforderungen in den Bereichen Klimaschutz und Qualitätssicherung stellt sich für kommunale Versorgungsunternehmen immer öfter die Frage, wie
sie auch in Zukunft noch am Markt agieren können. Mit unterschiedlichen strategischen Maßnahmen kann die Daseinsvorsorge auf kommunaler Ebene gesichert und ausgebaut werden.
Im Auftrag des Bundesministeriums für Ernährung, Landwirtschaft und Verbraucherschutz hat das Wuppertal Institut zusammen mit dem Büro Ö-quadrat einen Tarifvorschlag für Strom hinsichtlich seiner Auswirkungen begutachtet. Zielsetzung dieses Gutachtens war es einerseits herauszuarbeiten, ob der Tarifvorschlag unter der Bedingung, dass die Einführung des Tarifs für den jeweiligen Stromanbieter insgesamt erlösneutral gestaltet wird, nachhaltig zu einer finanziellen Entlastung der einkommensschwachen Haushalte beitragen kann. Andererseits wurde analysiert, ob der Vorschlag auch mit Klimaschutzerfordernissen und einer Gesamtstrategie zum Umbau der Energieversorgung kompatibel ist, die eine Umstellung auf regenerative Energien beinhaltet sowie eine deutliche Steigerung der Endenergieeffizienz vorsieht. Ergebnis: Die verpflichtende Einführung von "Stromspartarifen" ist nicht geeignet, einkommensschwache Haushalte bei Energiepreissteigerungen zu entlasten und gibt keinen Anreiz zur Stromeinsparung. Das Gutachten weist auf eine Fülle von Schwächen bei den vorgeschlagenen Tarifmodellen hin.
Evaluation der "Serviceplattform Regionale Altbauinitiativen" : Evaluation AltbauNeu ; Endbericht

Dieser Spartenband beinhaltet die wichtigsten Ergebnisse, die im Rahmen der Forschungspartnerschaft INFRAFUTUR in der Sparte Energie erarbeitet worden sind. In insgesamt 14 Kapiteln, die dem logischen Aufbau der Untersuchungen in der dreijährigen Partnerschaft folgen, werden für die Sparte Energie die Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität aufgezeigt. Schwerpunkt des Projektes war eine SWOT-Analyse, d.h. eine umfangreiche Analyse der Vor- und Nachteile einer dezentralen Organisation der Infrastrukturdienstleistungen sowie der Chancen und Gefahren für verschiedene kommunale Unternehmenstypen. Die Ergebnisse bildeten die Basis für die Strategieentwicklung, die in den Kapiteln 13 und 14 dargestellt wird. Um relevante Strategien für die beteiligten Praxispartner entwickeln zu können - trotz (zum Teil erheblicher) Unterschiede in den örtlichen und regionalen Gegebenheiten kommunaler Unternehmen der Energiewirtschaft - wurden drei idealtypische kommunale Unternehmenstypen als Referenzpunkt definiert.
Im Rahmen dieses Projektes wurde die Klimaschutzfunktion des Freiraumkonzepts "RegioGrün" der Region Köln-Bonn analysiert. So wurde einerseits die Entwicklung des nahraumorientierten Freizeitverkehrs in der Region untersucht und andererseits die Funktion der im Projektraum neu angelegten Wald- und
Grünflächen als Kohlenstoffsenken quantifiziert. Ferner wurde der Beitrag von RegioGrün zur lokalen Anpassung an veränderte Klimabedingungen analysiert.
The international climate negotiations have seen endless struggles between countries from South and North for almost 17 years, ever since the initiation of negotiations by the International Negotiation Committee (INC) for the United Nations Framework Convention on Climate Change (UNFCCC). The 13th meeting of the Conference of the Parties to the UNFCCC and the 3rd meeting of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP 13 / CMP 3) held in Bali in December 2007 (the Bali conference) could mark the beginning of a rapprochement. Parties agreed on initiating a new "Ad-hoc working group on Long-Term Cooperative Action under the Convention" (AWG-LCA) that aims to negotiate a post-2012 agreement with participation of all parties, including the US and developing countries, by the end of 2009 at COP 15 / CMP 5 in Copenhagen. This article examines the outcomes of the Bali conference, focussing on the negotiations regarding post-2012, flexible mechanisms, financial mechanisms, technology transfer and deforestation. Finally, the article concludes that the Bali Conference saw a significant shift in the battle lines, a rearrangement of positions and alliances that might well announce a decisive new era in global climate policy and provides a real chance to agree on an effective and workable post-2012 agreement in Copenhagen.

In less than ten years, emissions trading has forged ahead as a climate policy instrument - from the setting of the agenda through the formulation of policy to the stage of implementation. This has happened at several policy levels: on the one hand, as international emissions trading in the framework of the Kyoto Protocol, and on the other hand as emissions trading for energy-intensive companies within the European Union. Not only because of the speed of the process, but also because emissions trading is generally being perceived as an effective means to avoid greenhouse gas emissions, ist introduction is mostly regarded as a success story. This claim is here critically examined with the help of a number of theoretical hypotheses borrowed from the field of multilevel governance research. The theoretical discussion is woven into a detailed descriptive-analytic account of the introduction of emissions trading, bringing out the most important players, conflicts and milestones in the process. What were the consequences of this rapid introduction for the interdependence of players and institutions in the multi-level policy system? To what extent was it accompanied with a transfer of authority from national governments to supranational or international institutions? Can we speak here of a further loss of sovereignty by national states in the age of globalisation? And has the introduction of emissions trading, as a new generation of climate policy instruments, brought about institutional changes in negotiation patternsand decision-making processes? This set of questions is being derived from the concept of multi-level governance which serves as the framework of analysis of this paper and is then being used to analyse fifteen theses in order to explain the complexity of the introduction of emissions trading and highlight problems and deficits in the negotiating processes. The aim of the paper is to give a answer to the question of whether the meteoric rise of the policy instrument may be described as a "success story".

Nun muss er beweisen, ob er den großen Verursachern von CO2-Emissionen wirtschaftliche Anreize bieten kann, um ihren Ausstoß deutlich zu verringern. Was aber lehrt der Testlauf? Werden die gewünschten Effekte erzielt, der Kraftwerkspark klimafreundlich modernisiert, Einsparungen von Energie und Reduktionen von Emissionen eingeleitet? Fügt sich der Emissionshandel in andere Instrumente der Klimapolitik ein und kann er wichtige Impulse für die Weiterentwicklung eines internationalen Klimaschutzregimes geben? Ralf Schüle ist mit Wissenschaftlerinnen und Wissenschaftlern aus dem Wuppertal Institut sowie weiteren Autoren diesen Fragen nachgegangen. In diesem Papier wird über den Ansatz und die Ergebnisse der Forschungspartnerschaft "Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität (INFRAFUTUR)" berichtet. INFRAFUTUR - das steht für die Zukunft der dezentralen Infrastrukturen. Es wurde danach gefragt, welche Strategien geeignet sind, um die Ver- bzw. Entsorgung von privaten Haushalten und der Wirtschaft mit Dienstleistungen in den Sparten Energie, Wasser/Abwasser und Abfall zukunftsfähig zu sichern. Dabei konzentrierte sich die Analyse auf kommunalwirtschaftliche Unternehmen als Akteure.
The Wuppertal Institute for Climate, Environment and Energy and the UNEP/Wuppertal Institute Collaborating Centre on Sustainable Consumption and Production (CSCP) set out to analyse Japanese dematerialisation and resource efficiency strategies within the 3R scope and searched for options of enhancing resource effi ciency strategies, commissioned by the German Federal Environment Agency. A further task of the project was to initiate a policy dialogue including stakeholders, academia, politics and Japanese and European environmental experts. The following paper summarises findings from the analyses, the results of the policy dialogues (Experts Workshop, 6 June 2007 and International Conference, 6 November 2007) and draws conclusions for a potential Japanese-European cooperation on the resource efficiency issue.

What is the significance of the 2007 United Nations Climate Change Conference in Bali? The formal outcomes, especially the "Bali Action Plan", are described and commented on, along with the challenges for negotiating a post-2012 agreement in Copenhagen during 2008 and 2009. The article concludes that the outcome of the Bali meeting is insufficient when compared to the nature of the challenge posed by climate change. However, it can nevertheless be considered a success in terms of "Realpolitik" in paving the way for the negotiations ahead, because some real changes have been discerned in the political landscape. The challenges for the road towards Copenhagen are manifold: the sheer volume and complexity of the issues and the far-reaching nature of decisions such as differentiation between non-Annex I countries pose significant challenges in themselves, while the dependency on the electoral process in the USA introduces a high element of risk into the whole process. The emergence of social justice as an issue turns climate policy into an endeavour to improve the world at large - thereby adding to the complexity. And, finally, the biggest challenge is the recognition that the climate problem requires a global solution, that Annex I and non-Annex I countries are mutually dependent on each other and that only cooperation regarding technology in combination with significant financial support will provide the chance to successfully tackle climate change.

In this study, the relevance of psychological variables as predictors of the ecological impact of mobility behavior was investigated in relation to infrastructural and sociodemographic variables. The database consisted of a survey of 1991 inhabitants of three large German cities. In standardized interviews attitudinal factors based on the theory of planned behavior, further mobility-related attitude dimensions, sociodemographic and infrastructural characteristics as well as mobility behavior were measured. Based on the behavior measurement the ecological impact of mobility behavior was individually assessed for all participants of the study. In a regression analysis with ecological impact as dependent variable, sociodemographic and psychological variables were the strongest predictors, whereas infrastructural variables were of minor relevance. This result puts findings of other environmental studies into question which indicate that psychological variables only influence intent-oriented behavior, whereas impact-oriented behavior is mainly determined by sociodemographic and household variables. The design of effective intervention programs to reduce the ecological impact of mobility behavior requires knowledge about the determinants of mobility-related ecological impact, which are primarily the use of private motorized modes and the traveled distances. Separate regression analyses for these two variables provided detailed information about starting points to reduce the ecological impact of mobility behavior.

The Russian natural gas industry is the world's largest producer and transporter of natural gas. This paper aims to characterize the methane emissions from Russian natural gas transmission operations, to explain projects to reduce these emissions, and to characterize the role of emissions reduction within the context of current GHG policy. It draws on the most recent independent measurements at all parts of the Russian long distance transport system made by the Wuppertal Institute in 2003 and combines these results with the findings from the US Natural Gas STAR Program on GHG mitigation options and economics.
With this background the paper concludes that the methane emissions from the Russian natural gas long distance network are approximately 0.6% of the natural gas delivered. Mitigating these emissions can create new revenue streams for the operator in the form of reduced costs, increased gas throughput and sales, and earned carbon credits. Specific emissions sources that have cost-effective mitigation solutions are also opportunities for outside investment for the Joint Implementation Kyoto Protocol flexibility mechanism or other carbon markets.

Warum sollten Strom- und Gasunternehmen ihre Kundinnen und Kunden beim Energiesparen durch effizientere Technik unterstützen? Warum sind die Anreize des Marktes zu schwach, und wie sollte daher die Politik förderliche Rahmenbedingungen für die Energiewirtschaft schaffen? Dem geht dieses Buch mit einer Analyse sinnvoller Politikpakete und wirtschaftlicher Effekte sowie mit einem Vergleich der politischen Rahmenbedingungen in Belgien, Dänemark, Großbritannien und den Niederlanden auf den Grund. Die Untersuchung zeigt, dass mit gut gestalteter Politik jährlich bis zu 1,5 Prozent Energie zusätzlich und wirtschaftlich eingespart werden kann. Der Vergleich liefert 44 Schlussfolgerungen zu Erfolgsfaktoren und die Grundlage zu Empfehlungen für die Politik in Deutschland.
About 2 % of the overall electricity consumption of the EU is caused by circulators in single or double family homes and flats. A new technology of pumps with electronically commutated (EC) motor pumps is available now; it is one possible way to achieve a reduction in circulator annual electricity use by 60 % or more.
The project's objective is a market transformation towards this new very energy-efficient pump technologies - Energy+ pumps - for circulators in heating systems, both stand alone and integrated in boilers. Only few manufacturers have so far introduced the new pump technology to the market for single or double family homes and flats.
To bring more products to the market from all major manufacturers, the project will adapt and apply the technology procurement methodology as it was very successfully tested in the European Energy+ project on energy-efficient cold appliances.
Large buyers will be aggregated, to activate the pump and boiler manufacturers. Sales and training materials and a sizing spreadsheet software for installation contractors will be developed and applied. A competition both for energy-efficient products and marketing campaigns will be organised and the information on the Energy+ pumps will be disseminated widely through website, newsletter, media, and fairs.
This paper gives a short overview of this project and presents the results of the first project phases: a European wide market study on circulators and heating systems, and the first Energy+ lists for circulators, buyers and supporters.
Future of car-sharing in Germany : customer potential estimation, diffusion and ecological effect

Although the anticipated "end of cheap oil" has boosted the interest in energy efficiency as a cornerstone of energy and climate strategies, it is usually taken into account on the basis of rather narrowly defined cost-benefit considerations. As a consequence, substantial ancillary benefits are usually barely considered.
In a recent study for the European Parliament (EP), the authors assessed two enhanced climate strategies compared to a more conventional strategy. One enhanced climate policy scenario relies, in particular, on raising the annual pace of energy efficiency improvement. The other aims at a radical boost of the market share of renewable energy forms, which, however, presupposes an equally radical improvement of energy efficiency.
The present article presents the scenario results and places them in the context of risk characterisation of the considered climate policy scenarios. Risks of international turmoil and energy price hikes could be reduced if dependency rates for fossil fuel imports went down. A more ambitious climate policy can also strengthen the EU position in post-Kyoto global climate agreements and a moderated need for emission trading can, for example, reduce conflicting pressures on clean technology transfer.
On the other hand, the implementation of the efficiency strategy will entail increased domestic risks because it will involve a re-prioritisation of resource allocation and will thus affect the current distribution of wealth in both the energy sector and some other closely related sectors.
The article outlines the main drivers behind the ambitious energy efficiency scenario and it attaches tentative price tags to the ancillary effects, with special emphasis on the above sketched swapping of risks. It will, therefore, strongly argue for a more holistic view, which underscores the need for political action and the benefits of such proactive policies in favour of energy efficiency.
Toothless tiger? : Is the EU action plan on energy efficiency sufficient to reach its target?

Motivated by, inter alia, the increasing energy prices, the security of energy supply and climate change, the new EU "Action Plan for Energy Efficiency: Realising the Potential" (EEAP), sets out the policies and measures required to be implemented over the next six years to achieve the EU's goal of reducing annual primary energy consumption by about 20 % by 2020. By increasing energy efficiency, the security of energy supply and the reduction of carbon emissions are also improved.
The paper will analyse the 20 % target of the new EEAP for the energy demand side by comparison with different recent energy scenarios for the EU. It will therefore review the recommended policies and measures and examine, in which energy demand sectors energy efficiency may be increased and to which extend. The main focus is whether the recommended policies and actions will be sufficient and which additional measures may be useful, if additional measures are needed.

The United Nations climate change conference in Nairobi came at the end of a year where public awareness of climate change had reached unprecedented heights. Nonetheless, the conference proceeded with its usual diplomatic ritual, apparently unaffected by time pressure. While it did see some progress on important issues for developing countries such as the Adaptation Fund, the Nairobi Work Programme on Impacts, Vulnerability, and Adaptation to Climate Change, and the Clean Development Mechanism (CDM), on questions regarding the future of the regime it proved to be at best a confidence-building session that served to hear further views. More serious work on the future of the regime must therefore be expected of the next Conferences of the Parties.

Anreize für einen klimaeffizienteren Kraftwerkspark in der deutschen Ausgestaltung der EU ETS

Das Forschungsvorhaben leistet einen wesentlichen Beitrag zur Verbesserung des nationalen Emissionsinventars. Im Bereich der Rohstoffemissionen konnten identifizierte Lücken aus der Nutzung von Kalkstein geschlossen werden. Sämtliche Einsätze von Kalkstein und Kalk in Wirtschaftszweigen, ihre Emissionsrelevanz sowie Berücksichtigung im deutschen Emissionsinventar wurden analysiert und für relevante Bilanzposten die Einsätze von Kalkstein und Kalk ermittelt. Neu in 2006 ins Inventar aufgenommene Bilanzposten wurden mit sämtlichen Detaildaten, die zur Neu-Implementierung des kompletten Zeitreihensatzes im Inventar erforderlich waren, zur Verfügung gestellt. Die Kalkstein- und Kalkbilanz für Deutschland wurde vollständig abgebildet. Die Emissionen für das Basisjahr 1990, die mit der Berichterstattung 2006 endgültig festgelegt worden sind, wurden um gut 3,5 Millionen Tonnen Kohlendioxid angepasst. Die Vollständigkeit des Inventars konnte damit erhöht werden.
Grave concerns with the Clean Development Mechanism (CDM) have increasingly surfaced in the international climate policy arena. The sectoral approaches described in this paper may be a way to address some of the shortcomings of this Kyoto mechanism. The paper outlines the criticisms that have been raised against the CDM as well as the conflicting interpretations of a sectoral approach and examines in how far it might resolve the mechanism’s perceived shortcomings. Furthermore, it outlines issues that need to be resolved when implementing a sectoral approach: distributing costs and benefits, defining the sector and its baseline, ensuring additionality and tackling procedural issues. A sectoral approach can enable countries to guide their structural development but it also opens up a gap between public and private investment that needs to be addressed before conflicts arise. Sectoral CDM activities may be able to lower transaction costs for projects that otherwise cannot compete in the CDM market and might even pave the way to sectoral greenhouse gas limitation targets in developing countries by establishing the necessary infrastructure for data collection. However, a sectoral CDM cannot be mistaken for a panacea. Some of the mechanism's problems remain, which highlights the need to establish additional instruments to support Southern countries in furthering sustainable development and embarking on a low-emission trajectory.
Das Forschungsvorhaben leistet einen wesentlichen Beitrag zur Verbesserung des nationalen Emissionsinventars. Ziel ist die lückenlose Erfassung des Einsatzes von Sekundärbrennstoffen in einzelnen Sektoren des Verarbeitenden Gewerbes und die Bereitstellung geeigneter Emissionsfaktoren zur Berechnung der Emissionen. Die dem UBA bislang nur teilweise vorliegenden Informationen zum Einsatz von Sekundärbrennstoffen in den Branchen Zementindustrie, Kalkindustrie, Stahlindustrie und Papierindustrie wurden in enger Kooperation mit den jeweiligen Wirtschaftsverbänden systematisch gesichtet, durch Schätzungen vervollständigt und in Form von Datenzeitreihen (von 1990 bis 2004) für die Inventardatenbank ZSE nutzbar gemacht. Ergänzt werden die nach Brennstoffkategorien differenzierten Massenströme um geeignete Emissionsfaktoren für Kohlendioxid und sog. Split-Faktoren, die den Anteil biogenen Kohlenstoffs am Gesamtgehalt angeben.
This paper introduces the special issue on the Policies for Ecological Tax Reform: Assessment of Social Responses (PETRAS) project about responses to ecological tax reform (ETR) in Europe. Although ETR is widely accepted to be a policy with desirable effects, its implementation has been limited by problems of political acceptability. The project aimed to address the question of how to make such a policy more acceptable. It is the first study to examine in depth the thinking of members of the general public about the ETR policies and is also the first international comparative study of the thinking of ordinary business people about ETR policies. The PETRAS project methodology was based around the use of interviews and focus groups to inform the assessment of social responses to ETR policies and the development of improved designs for them. A number of issues emerged relating to awareness, trust, understanding of the purpose, visibility, incentives, regressivity, levels of taxation, terminology, communication about ETR and the use of alternative instruments. Together with these similarities, a pattern of differences between the countries can also be seen. The final section of this paper introduces the national studies described in the following papers.

Der Verkehrssektor ist keineswegs der einzige, jedoch ein wesentlicher Verursacher der Klimaprobleme. Der Automobilverkehr als traditioneller Hauptbelaster im Verkehrsbereich zeigt zwar vergleichsweise positive Tendenzen, trotzdem ist auch hier noch erheblicher weiterer Handlungsbedarf gegeben. Das Wuppertal Institut hat hier in übersichtlicher und systematischer Form Stand und Perspektiven zusammengetragen. Nach einer ausführlichen Einbettung in den Klimadiskurs erfolgt die schrittweise Konzentration auf den PKW-Verkehr Deutschlands. Für diesen Bereich werden im Detail die denkbaren technischen Ansätze und die möglichen Umsetzungsmaßnahmen erörtert.
Energieeinsparung ist angesagt - auch in öffentlichen Gebäuden. Das größte Problem für eine Umsetzung des vernünftigen Gedankens stellt zumeist der öffentliche Haushalt dar, denn eine energetische Sanierung will finanziert sein und die Kassen sind leer. Für mehrere Schulgebäude in Nordrhein-Westfalen wird seit einigen Jahren mit Erfolg ein Finanzierungsmodell angewandt, das privates Kapital einsetzt. Interessierte Bürgerinnen und Bürger investieren in Solar- und Sparmaßnahmen und erhalten im Verlauf der Projektlaufzeit über die realisierten Energiekosteneinsparungen ihr Kapital (plus Rendite) zurück. Die erfolgreichen "Solar&Spar"-Pilotprojekte des Wuppertal Instituts zeigen inzwischen, dass der Modellversuch praxistauglich ist.
In the long term, any definition of adequacy consistent with UNFCCC Article 2 will require increased mitigation efforts from almost all countries. Therefore, an expansion of emission limitation commitments will form a central element of any future architecture of the climate regime. This expansion has two elements: deepening of quantitative commitments for Annex B countries and the adoption of commitments for those countries outside of the current limitation regime. This article seeks to provide a more analytical basis for further differentiation among non-Annex I countries. To be both fair and reflective of national circumstances, it is based on the criteria of responsibility, capability and potential to mitigate. Altogether, non-Annex I countries were differentiated in four groups, each including countries with similar national circumstances: newly industrialized countries (NICs), rapidly industrializing countries (RIDCs), ‘other developing countries’, and least developed countries (LDCs). Based on the same criteria that were used for differentiating among non-Annex I countries, a set of decision rules was developed to assign mitigation and financial transfer commitments to each group of countries (including Annex I countries). Applying these decision rules results in (strict) reduction commitments for Annex I countries, but also implies quantifiable mitigation obligations for NICs and RIDCs, assisted by financial transfers from the North. Other developing countries are obliged to take qualitative commitments, but quantifiable mitigation commitments for these countries and the LDC group would be not justifiable. As national circumstances in countries evolve over time, the composition of the groups will change according to agreed triggers.
Die Arbeit befasst sich mit der Frage, wie das Leitbild einer Nachhaltigen Entwicklung in die Kommunalverwaltungen integriert werden kann. Nach einer Erläuterung des Nachhaltigkeitskonzepts, gefolgt von einer strukturationstheoretischen Analyse der kommunalen Verwaltung, ergibt die Untersuchung der strukturellen und prozessualen Rahmenbedingungen, dass die für Nachhaltigkeitsprojekte so wichtige querschnittsorientierte Zusammenarbeit nur sehr erschwert möglich ist. Das Kernhindernis liegt in der fachlich abgetrennten Organisationsstruktur. Die bisherige Verwaltungsmodernisierung hat hier wenig Verbesserung gebracht, standen doch gleichermaßen betriebswirtschaftliche wie binnenorientierte Instrumente im Vordergrund. Notwendig ist, dass sich Verwaltungen stärker strategisch ausrichten, um die Qualität des Outputs auch im Sinne der Nachhaltigkeitsidee zu verbessern. Hierzu werden einige Ansätze wie Strategisches Management, Projektgruppenarbeit, Mitarbeitermotivation, Aus- und Fortbildung u.a.) vorgestellt. Gestützt werden die Thesen durch einen Empirieteil. Es wurden Leitfaden gestützte Interviews, eine Fragebogenaktion und zwei Expertenworkshops durchgeführt.

Steuerung nachhaltiger Daseinsvorsorge im öffentlichen Nahverkehr : politische Handlungsperspektiven

Das vorliegende Wuppertal Paper setzt sich mit der Frage der Verankerung von Daseinsvorsorge und Dienstleistungsqualität im Öffentlichen Personennahverkehr (ÖPNV) auseinander. Das Papier liefert eine Diskussionsgrundlage, die - ausgehend von der derzeitigen Gesetzeslage - das Politikfeld ÖPNV konzeptionell weiterentwickelt. Unter dem Stichwort nachhaltige Daseinsvorsorge wird die Frage gestellt, wie der ÖPNV verstärkt zum Ziel einer nachhaltigen Entwicklung beitragen kann. Im Mittelpunkt des Papiers steht die Analyse von Gesetzestexten, ausgewählten Nahverkehrsplänen und Ausschreibungen. Auf Basis der Analyse werden die zentralen Begriffe "Daseinsvorsorge" und "Dienstleistungsqualität" definiert und anschließend Ziele einer nachhaltigen Daseinsvorsorge und Dienstleistungsqualität sowie entsprechende Qualitätskriterien aufgestellt. Die abschließenden Thesen skizzieren die mögliche Rolle einer nachhaltigen Daseinsvorsorge in einem zunehmenden Wettbewerbsumfeld.
Combining environmental with employment objectives, ecological tax reform (ETR) envisages a double dividend. While research has mainly focused on the socio-economic and environmental impacts of ETR, there is less literature on the social responses. This paper gives an overview and history of German ETR as well as investigating the understanding of perceptions and attitudes towards ETR of those being "subject to tax". The research is based on qualitative social research methods. As with the other PETRAS papers, interviews were conducted with policy-makers and business leaders and focus groups were formed with lay persons. The results show that responses of policy-makers and business leaders are modest. Although some criticisms about the specific design of the German ETR remain, complaints towards ETR are settled. Attitudes appear influenced by more fundamental convictions such as economic interest or altruistic views. In contrast, ETR appears to politicise common people. Attitudes are influenced by the overall comprehension of the ETR concept, the expected impacts, perceived information deficits, as well as a general distrust in politics. Our data show that the linking of environmental and employment objectives is not understood and not welcomed. In order to increase social acceptance, the paper discusses refocusing ETR on environmental objectives, modestly increasing the share of ETR revenue spent for environmental purposes, removing inconsistencies in the ETR design, and improving information policy.
Holiday travel behavior, individual characteristics of holiday travelers and strategies to change holiday travel behavior are the subjects of this article. From the environmental perspective, the journey to the destinations is the most critical aspect of traveling. Based on a 2003 survey of 1991 German inhabitants, the kilometers traveled and the choice of transportation mode for holiday purposes have been quantified. According to the number of trips and kilometers traveled, four travel groups have been identified. The groups vary according to socio-demographics, psychological factors, number of holiday trips, and travel mode choice. Persons who traveled to more distant destinations also traveled more often and used air travel for more than 60% of their trips. For the other groups, car travel was more important. Correlating the four travel groups with greenhouse gas emissions reveals that the smallest group - the long-haul travelers - was responsible for 80% of the emissions of the whole sample. Income, education, and openness to change were main indicators of individual greenhouse gas emissions. Target group oriented strategies to reduce the environmental impact of holiday mobility are discussed against the background of 84 in-depth interviews conducted with selected representatives of the first survey.
After two weeks of negotiations, climate diplomats completed the implementation of the Protocol, refined some of its instruments for implementation and agreed on processes for moving forward beyond the first Kyoto commitment period. The report by the Wuppertal Institute provides an overview and assessment of the agreements reached in Montreal.
Vom 28. November bis 10. Dezember 2005 fand im kanadischen Montreal die 11. Klimakonferenz (COP 11) statt. Doch diesmal kamen nicht nur die Vertragsstaaten der Klimarahmenkonvention zusammen, sondern es traten gleichzeitig und erstmalig auch die mittlerweile 156 Mitgliedsstaaten des Kyoto-Protokolls zusammen (COP/MOP 1). Neben letzten Weichenstellungen für dessen Umsetzung ging es in Montreal insbesondere darum, Verhandlungen über die Fortentwicklung der Kyoto-Verpflichtungen auf den Weg zu bringen. Ein Anlass, um Bilanz zu ziehen.
This article presents the findings of a European study on energy efficiency in the public sector, entitled "Public procurement of Energy Saving Technologies in Europe" (PROST), completed in 2003. Energy efficiency in the public sector goes far beyond energy savings and climate protection. Energy efficiency must be seen as a strategy, which deals both with scarce public funds and with profound energy and climate challenges. The gains to be made are substantial. The study assessed the potential for energy and cost savings and the greenhouse gas reductions that are linked to energy efficiency in the European public sector. To the knowledge of the authors, this is the first time such an analysis has been carried out. The study concluded that there are no fundamental legal obstacles that would a priori disable the public sector from procuring energy efficient technologies or applying energy efficiency considerations in its daily building management routines. However, at the level of implementation obstacles can occur. It is therefore of paramount importance that there is sufficient political will and adequate incentive systems at all relevant levels. It appeared to be particularly effective when public procurement is energy-efficiency minded in all its operations and life cycle costing is applied for investments instead of conventional public budgeting procedures. The study demonstrates that consistent and EU-wide application of these principles and instruments can result in rather substantial savings both in terms of energy and in terms of money. With additional annual investments in energy efficiency of 80 million Euro, energy savings in the (EU15) Member States' public sector worth up to 12 billion Euro per year can be achieved. A supplementary analysis was performed for a selection of the new Member States, which indicated that the potential for energy and fiscal savings is substantial in those countries as well.

The study "Review of voluntary approaches in the European Union" has been conducted in the context of the project "Feasibility study on demonstration of voluntary approaches for industrial environmental management in China" and aims at evaluating the experience with voluntary agreements between industry and public authorities in the European Union. It is part of a comparative study between Europe and China. The study aims at providing a basis for adoption and further development of voluntary agreements in China. Therefore, conceptual information and case studies are presented in order to illustrate the instrument, its chances and risks as well as success factors.

In this brochure, WISIONS focuses on the significance of innovative strategies in the field of sustainable tourism. WISIONS presents projects from Tanzania, Germany, Ecuador, Switzerland and Ghana that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy and resource efficiency, but social aspects such as the inclusion of local population were also of relevance. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
