In 2009, the German government launched its "National Development Plan for Electric Mobility" which set the concrete target of having 1 million electric vehicles on the road by 2020. However, there have been hypes around e-mobility before and even if this goal were to be reached, a merely quantitative aim of a certain number of electric vehicles will not suffice to contribute to a more sustainable development in transport. This requires a more comprehensive vision of sustainable e-mobility as a system innovation. Thus, the question addressed in this thesis is: How can we assess - at this critical early stage - whether there is potential for e-mobility developing as a sustainable system innovation? A theoretical framework will be developed for assessing the potential of a wider transition at an early stage by analyzing current patterns of socio-technical co-evolution and embedding these in a wider framework of the structural dynamics involved in transitions. The aim of the analysis is to identify whether 'system-innovative' projects do emerge in the case of Germany/Baden-Württemberg and what patterns (e.g. in terms of specific actor constellations, institutional adjustments etc.) can explain this. It will be shown that the system-innovative potential of this e-mobility niche remains limited, due to the powerful influence of incumbents, conflicting political goals and traditional science approaches. A few more system-innovative activities emerge where powerful actors from outside are involved, who are capable of viewing mobility in a more systemic way (e.g. actors from the public transport or housing sector). It is argued that the role of large demonstration projects is important, but they need to be designed as transdisciplinary research projects from the beginning.

In this thesis, the systematic, situation-oriented selection of approaches to sustainability assessment and effects of selection on assessment results are investigated. The central focus lies on the practice-oriented design of a framework to support selection decisions as well as the necessary criteria and scales for the systematic, quantifiable description of assessment approaches and assessment situations within such a framework. Sustainability assessments are important instruments for the derivation of goals, strategies and measures for shaping sustainable development in all domains. They provide decision-makers in science, industry, politics and society with vital answers to sustainability-related questions that arise in the most diverse contexts. Numerous different assessment approaches are available for carrying out sustainability assessments within such assessment situations. Because of the multitude and diversity of assessment situations and approaches, not every approach is fitting for every situation. In current practice, the fit between approaches and assessment situations is not, or only insufficiently, taken into account when selecting sustainability assessment approaches. Furthermore, no systematic studies have yet been conducted on the effects of approach selection on assessment results. The central result of this work is a concept for the situation-oriented selection support of sustainability assessment approaches based on a Multi-Criteria Decision-Making framework. With the framework, "fitness scores" are calculated, which are used to quantify and operationalize the fit between assessment approaches and assessment situations. With the developed concept, different assessment approaches are selected and exemplarily applied within a use case. Hereby, the effects of approach selection on assessment results are examined. On the basis of the knowledge gained with regard to approach selection, framework development and application, the potentials and limits of assessment approaches widely fitting for diverse assessment situations are finally derived.

Gemeinsames Umweltmanagement in Unternehmensnetzwerken : das Beispiel der Eco-Industrial Parks

Der Beitrag erörtert Möglichkeiten und Grenzen eines gemeinsamen Umweltmanagement in Unternehmensnetzwerken am Beispiel von ökologisch ausgerichtete Industrieansiedlungen ("Eco-Industrial Parks"). Der erste Teil untersucht Netzwerke als marktnahe Institutionen. Es wird dargestellt, dass vertikale und horizontale Netzwerkformen die Produktions-, Entsorgungs- und Transaktionskosten von Unternehmen absenken können. Technologische sowie kognitiv-institutionelle Pfadabhängigkeiten können diesen Vorteil begrenzen. Im Umweltmanagement können über Netzwerke Kosten abgesenkt sowie Innovationen angestoßen werden. Im zweiten Teil werden Eco-Industrial Parks analysiert. Als Fallbeispiele werden Kalundborg, Fairfield, Burnside, Brownsville und Kitakyushu betrachtet. Der Beitrag kommt zu dem Schluss, dass die Startphase der Parks Anlass zu vorsichtigem Optimismus gibt. Augenmerk sollten der Ausgestaltung institutioneller Kooperationsformen für eine kontinuierliche Umweltentlastung sowie Prüfverfahren gelten.

The "South-North Dialogue" Proposal, developed by researchers from developing and industrialised countries, outlined equitable approaches to mitigation. These approaches were based on the criteria of responsibility, capability and potential to mitigate, and include deep cuts in industrialised (Annex I) countries and differentiated mitigation commitments for developing countries. This paper quantitatively analyses the implications of the proposal for countries' emissions and costs. The analysis focuses on a "political willingness" scenario and four stabilisation scenarios. The analysis shows that stringent stabilisation targets imply that many developing countries would have to take on quantitative mitigation obligations by 2030, even when the Annex I countries take on ambitious mitigation commitments far beyond the Kyoto obligations. The "political willingness scenario" will probably not suffice to limit a warming of the Earth's atmosphere to below 2 °C.

In February 2000, the German Bundestag established a Study Commission on "Sustainable Energy Supplies in View of Globalisation and Liberalisation" (cf. Final Report, 2002). The Commission's Final Report is a contribution made by Germany toward implementing the sustainable development objectives defined in 1992 at the World Summit in Rio de Janeiro (Agenda 21). Despite minority votes of several members of the Study Commission, the main outcomes of the Final Report are worthwhile discussing in other industrial countries. The Commission had been given the mandate to identify "robust, sustainable development paths" for the energy sector for the period up to 2050, which represent a scientific basis for the German parliament's further decision-making in the field of long-term energy policy. The applied backcasting approach showed that an ambitious climate-protection goal - reducing CO2 emissions by 80% by 2050 - is technically and economically feasible. The main strategies and instruments for protecting the climate while ensuring asustainable energy supply are summarised.
Within one decade a fundamental choice will have to be made: Should the energy system follow the historical trends of risky and unsustainable energy use patterns? Or should it take the course towards sustainable development and climate protection, giving top priority to energy efficiency and to a broad mix of renewable energies? Both roads are technically feasible. "Back-casting"-scenarios could help to answer the question, what technological options are available for climate protection and how societal goals can be achieved in a cost-effective way. Lessons learned from world energy scenarios and possible implementation options will be discussed. A case study of the German Parliament ́s Enquete Commission on Sustainable Energy Systems will be taken as illustration. The analysis shows that sustainable energy systems can be financed and that economic growth can be decoupled from absolute levels of non-renewable energy consumption by stepping up energy productivity.

Doch ihr Ende ist absehbar: Sie verursachen politische und gesellschaftliche Konflikte, Preisrisiken und beeinflussen das Klima in verheerender Weise. Die Atomenergie ist keine Alternative, sie verlagert Risiken statt sie abzubauen. Dieses Buch zeigt, wie eine Energieversorgung ohne fossile Energieträger und ohne Uran gelingen kann. Es verdeutlicht, vor welchen globalen Herausforderungen die Industrie-, Schwellen- und Entwicklungsländer stehen. Es benennt die Technologien und Instrumente, die global Energieeffizienz und erneuerbaren Energien zum Durchbruch verhelfen können. Nur so können Risiken verringert und kann der Energiehunger der Schwellen- und Entwicklungsländer nachhaltig gestillt werden. Stabilizing the concentration of greenhouse gases (GHGs) in the atmosphere at levels compatible with sustainable development is the objective of the United Nations Framework Convention on Climate Change (UNFCCC) and an imperative for the global community. This is a daunting task, and its magnitude and costs are debated among scientists as well as policy-makers [Stern, 2006]. While most GHGs in the past have been emitted by developed countries and they are called upon to reduce their emissions and take responsibility for past mistakes, the contribution of developing countries in the future will reach similar magnitudes and is equally threatening for life on this planet. While developing countries have no commitments under the UNFCCC, they can still contribute voluntarily to climate change mitigation. The Global Environment Facility (GEF), as the financial mechanism of the UNFCCC and the leading multilateral entity promoting energy efficiency and renewable energy in developing countries and countries in transition, needs to provide significant support to these countries with respect to reaching a path of sustainable energy supply and sustainable economic and social development. Since 1992, the GEF has provided around US$ 2 billion in grants to support projects in the climate change focal area, leveraging over US$ 10 billion in total investments. Most of these funds have been spent on climate change mitigation projects. The GEF's mandate with respect to mitigation is to develop, expand, and transform markets for energy and mobility in developing countries, enabling them to grow toward and efficiently operate on a less carbon-intensive path. In doing so, the GEF applies the incremental cost principle and is restricted in the selection of technologies by a number of factors. Developing markets for sustainable energy technologies and sustainable framework conditions is a long-term effort, and it is hard to understand how effective the GEF is or can be in fulfilling this mission. This paper discusses the magnitude of the challenge, and demonstrates that this challenge is too big for the GEF's limited funds, and provides some suggestions for the GEF's programming for maximizing its impact on global GHG emissions by seeking out the most rewarding opportunities and maximizing replication of successful project examples by effective outreach and knowledge management.
The role of hydrogen in long run sustainable energy scenarios for the world and for the case of Germany is analysed, based on key criteria for sustainable energy systems. The possible range of hydrogen within long-term energy scenarios is broad and uncertain depending on assumptions on used primary energy, technology mix, rate of energy efficiency increase and costs degression ("learning effects"). In any case, sustainable energy strategies must give energy efficiency highest priority combined with an accelerated market introduction of renewables ("integrated strategy"). Under these conditions hydrogen will play a major role not before 2030 using natural gas as a bridge to renewable hydrogen. Against the background of an ambitious CO2-reduction goal which is under discussion in Germany the potentials for efficiency increase, the necessary structural change of the power plant system (corresponding to the decision to phase out nuclear energy, the transformation of the transportation sector and the market implementation order of renewable energies ("following efficiency guidelines first for electricity generation purposes, than for heat generation and than for the transportation sector")) are analysed based on latest sustainable energy scenarios.

Die Zeit drängt und auch ein entfesselter Energiemarkt hilft nicht weiter. Die Energieversorgung ist ein öffentliches Gut, das dauerhaft allen und gerecht verteilt zur Verfügung stehen muss. Deshalb braucht die Lösung der Energiefrage den gestaltenden Staat, eine engagierte Zivilgesellschaft, kreative Ingenieure, qualifizierte Arbeitnehmer und verantwortungsbewusste Energiemanager, um die drei Zukunftssäulen Energiesparen, Effizienzsteigern und Erneuerbare Energien aufzubauen. Deutschland kann dabei eine Vorreiterrolle übernehmen. Wir stehen vor der Herausforderung, wie wir die Weltmacht Energie einsetzen wollen: für Frieden und Wohlstand im Zeichen der Demokratie, oder für eine zunehmende Zerstörung der Welt. Dieses Buch zeigt, dass es Wege aus der Misere gibt. Entscheidend ist, die Weltmacht Energie zu demokratisieren. Dann können alle von ihr profitieren.

Zwar beschert er Unternehmen und Verbrauchern erhebliche Preisvorteile beim Bezug von Strom. The amount of land directly disturbed by mining is a key generic environmental pressure indicator. A novel method based on the measurement of the cumulative net area disturbances using Landsat satellite images and its correlation with the cumulative ore production at the mine site was applied. Weighted disturbance rates (WDRs) were calculated indicating the annual quantity of hectares newly disturbed per million metric tons of ore extracted. Results show that open pit (OP) have a smaller average WDR (5.05 ha/Mt) than underground (UG) mines (11.85 ha/Mt). This is explained by the relation between the annual amounts of new net area disturbed and of ore extracted which is larger for UG than for OP mines due to the annual extraction volume (lower for UG). Overall findings demonstrate that bauxite mining has the highest WDR (7.98 ha/Mt), followed by gold (6.70 ha/Mt), silver (5.53 ha/Mt), copper (4.5 ha/Mt) and iron (4.25 ha/Mt).

As society's reliance on software systems escalates over time, so too does the cost of failure of these systems. Meanwhile, the complexity of software systems, as well as of their designs, is also ever-increasing, influenced by the proliferation of new tools and technologies to address intended societal needs. The traditional response to this complexity in software engineering and software architecture has been to apply rationalistic approaches to software design through methods and tools for capturing design rationale and evaluating various design options against a set of criteria. However, research from other fields demonstrates that intuition may also hold benefits for making complex design decisions. All humans, including software designers, use intuition and rationality in varying combinations. The aim of this article is to provide a comprehensive overview of what is known and unknown from existing research regarding the use and performance consequences of using intuition and rationality in software design decision-making. To this end, a systematic literature review has been conducted, with an initial sample of 3909 unique publications and a final sample of 26 primary studies. We present an overview of existing research, based on the literature concerning intuition and rationality use in software design decision-making and propose a research agenda with 14 questions that should encourage researchers to fill identified research gaps. This research agenda emphasizes what should be investigated to be able to develop support for the application of the two cognitive processes in software design decision-making.

Die Entwicklung zu einer nachhaltigen Wirtschaftsweise wird insbesondere durch Veränderungsprozesse in einzelnen Schlüsselbranchen vorangetrieben. Zu einer solchen Schlüsselbranche gehört der Energiesektor. Ein nachhaltiger Branchenwandel basiert dabei auf einem differenzierten Zusammenspiel von technologischen Entwicklungen, von politischer Rahmensetzung, von allgemeinen Umfeldveränderungen und von der Entwicklung neuer Geschäftsstrategien, die diese Elemente aufgreifen.

Ein neues Fortschrittsverständnis gewinnt an Kontur, in dem soziale, institutionelle und systemische Innovationen von zentraler Bedeutung sind. Damit stellen sich auch neue Anforderungen an die Wissenschaft. Wird das deutsche Wissenschaftssystem diesen neuen Herausforderungen gerecht? Zunehmend mehren sich die Zweifel daran. Das Buch analysiert die deutsche Wissenschaftslandschaft und zeigt bestehende Defizite in Forschung und Lehre auf. Es entwickelt die Perspektive einer "transformativen Wissenschaft", die den Weg in ein zukunftsfähiges Wissenschaftssystem weist. Wie lässt sich zugleich Gerechtigkeit fördern, ohne dabei die ökologischen Grenzen zu überschreiten? Und was, so die Leitfrage des Buches, bedeutet Gerechtigkeit im Umweltkontext konkret? Julia Schultz diskutiert in ihrem Buch Gerechtigkeitsfragen und analysiert ausgehend von der "Environmental-Justice-Bewegung" in den USA Erfahrungen in Deutschland. Das Buch bietet eine ethische Checkliste, die sich aus Gerechtigkeitsperspektive beim Umweltschutz in Deutschland und auch darüber hinaus verwenden lässt. Beispielhaft werden für die Bereiche Gesundheit, Haushaltsenergie und Tierrechte konkrete Instrumente und Maßnahmen zusammengestellt und kommentiert.
Building a "theory of sustainable development" : two salient conceptions within the German discourse

This paper identifies a lack in sustainability science, of a well-founded normative basis, for the justification of sustainable development. In order to fill this gap, we aim at calling attention to two of the salient conceptions in the German discourse, namely the "Theory of Strong Sustainability" developed at the University of Greifswald and the "Integrative Sustainability Concept" proposed by the Helmholtz Association of German Research Centres (HGF), the biggest research institution in Germany. Both conceptions highly value the justification of a strong theoretical and normative core of sustainable development. This paper suggests that a well-founded "theory of sustainable development" provides the distinctiveness that allows the assessment whether or not there is progress towards sustainability. A clear scientific comprehension of sustainability may inform politics in sustainability affairs and function as a rational corrective for the otherwise diffuse discussion in the general public.
Im Diskurs um eine Hochschulbildung für nachhaltige Entwicklung ist die Frage zentral, welche didaktischen Arrangements besonders geeignet sind, Studierende als Change Agents zur Gestaltung einer zukunftsfähigen Gesellschaft zu befähigen und ihnen eine überfachliche Kompetenzentwicklung zu ermöglichen. Das problembasierte und selbstbestimmte Lernen wird dabei als wichtiges didaktisches Konzept diskutiert, ohne jedoch die eigentlichen Lernprozesse im Sinne der individuellen Auseinandersetzung von Lernenden mit Nachhaltigkeitsthematiken zu fokussieren.
Die vorliegende Untersuchung will diese Forschungslücke schließen und stellt daher die Frage in den Mittelpunkt, wie Studierende im Rahmen eines problembasierten und selbstorganisierten Seminars über Nachhaltigkeit lernen. Die Ergebnisse der Fallstudie zeigen, dass sich das studentische Lernen als subjektiv bedeutsamer und handelnder Weltaufschluss vollzieht, der an die Vorerfahrungen der Studierenden mit Nachhaltigkeitsthemen anknüpft und ein transformatives Lernen befördert.
Die Studie leistet damit einen Beitrag für eine Qualitätsverbesserung hochschuldidaktischer Lehr-Lernarrangements im Kontext einer Bildung für nachhaltige Entwicklung. Sie richtet sich an HochschuldiaktikerInnen, NachhaltigkeitsexpertInnen und an interessierte Studierende.
Implementation von Bildungsinnovationen in Netzwerken : Analyse von Schul-Unternehmens-Kooperationen

Der vorliegende Beitrag setzt sich mit der Zusammenarbeit innerhalb eines Netzwerkes auseinander und betrachtet insbesondere die Rolle der Zusammenarbeit für die Implementation schulischer Innovationen. Untersuchungsgegenstand der explorativen Studie ist ein Netzwerk bestehend aus einzelnen Lernpartnerschaften zwischen Schulen und Unternehmen. Anhand von zwölf leitfadengestützten Interviews mit Personen aus vier Kooperationen innerhalb des Netzwerkes wird untersucht, 1) durch welche Kriterien die Qualität der Zusammenarbeit innerhalb des Netzwerkes beschrieben werden kann, 2) welche hemmenden und fördernden Bedingungen die Kooperation beeinflussen und 3) in welchem Zusammenhang die Qualität der Zusammenarbeit im Netzwerk mit der Implementation schulischer Innovationen steht. Befunde der Untersuchung geben Hinweise darauf, dass die Zusammenarbeit in Netzwerken als Instrument bei der Implementation von Innovationen angesehen werden kann und liefern mögliche Ansatzpunkte für die weiterführende Kooperations- und Netzwerkforschung.

This paper claims that countries of the North must develop a new model of wealth - one less harmful to the environment and capable of being applied throughout the world. There are reasons to be hopeful they will do so: first, they have the means at their disposal; second, it is a misconception that environmental protection is a cost; and third, there is mounting pressure for change as indicated by air, water and soil quality data. The challenge is to move the emphasis away from end-of-the-pipe pollution control to improving resource productivity. The best way of doing this is through the imposition of "green taxes" to raise resource prices. If governments compensate by cutting other taxes to make the change revenue-neutral, there would be real benefits to the environment and the economy, particularly in developing countries.
