The brochure focuses on the significance of the construction sector and aim to collect world-wide innovative project approaches that have already been implemented to promote the concepts. Using a key number of internationally accepted criteria, the main considerations have been the energy efficiency and in a broad sense also the resource efficiency of the projects.
Im Auftrag des BMZ werden innovative Technologieentwicklungen in Deutschland und Europa eruiert und bewertet. Ziel ist es, Entwicklungen frühzeitig zu erkennen, die für Entwicklungsländer und die internationale Zusammenarbeit wichtig sein können. Der inhaltliche Schwerpunkt liegt hierbei in den Bereichen Trinkwasser- und Energiebereitstellung. Die Untersuchung gliedert sich in drei Elemente. Zunächst besteht die Aufgabe darin, eine Screening-Methodik inklusive Kriterien/Indikatoren auszuarbeiten, anhand derer potenziell interessante Ansätze ermittelt werden können. Im zweiten Schritt wird mit Hilfe dieser Methodik eine Vorauswahl für viel versprechende Projekte vorgenommen. In dieser Auswahl ist bereits eine erste Einschätzung hinsichtlich der möglichen Umsetzbarkeit der Ansätze im Sinne von nachhaltiger Entwicklung, also unter Beachtung ökologischer, ökonomischer und sozialer Kriterien, enthalten. Im dritten Schritt wird eine zusammenfassende Bewertung der einzelnen Technologien vorgenommen. Da es sich hier um die Betrachtung neuer, innovativer Technologien handelt, für die der Informationsstand häufig vergleichsweise gering ist, muss die vorgenommene Bewertung vor diesem Hintergrund gesehen werden und kann allenfalls als eine Art grundsätzliche Einschätzung verstanden werden. Nach Rückkopplung mit dem Auftraggeber wird das Thema "Algen" näher hinterfragt und in die Arbeit integriert.

In this brochure, WISIONS focuses on the significance of innovative strategies in the field of sustainable tourism. WISIONS presents projects from Tanzania, Germany, Ecuador, Switzerland and Ghana that have been successfully implemented, with the intention of further promoting the particular approaches used by these projects. Using a key number of internationally accepted criteria, the main consideration for the selection of the projects was energy and resource efficiency, but social aspects such as the inclusion of local population were also of relevance. The assessment of the projects also included the consideration of regional factors acknowledging different needs and potentials.
Under the framework of the UN framework convention on climate change (UNFCCC) and its Kyoto Protocol the targets and strategies for the second and third commitment period ("post-2012") have to be discussed and set in the near future. Regarding the substantial emission reductions that have to be shouldered by the industrialized nations over the next two decades it is evident that all available potentials to mitigate greenhouse gas (GHG) emissions have to be harnessed and that energy efficiency has to play a key role.
To substantiate this we developed a comprehensive scenario analysis of the EU 25s energy system and other greenhouse gas emissions until 2020. Our analysis shows which key potentials to mitigate greenhouse gas emissions are available, by which policies and measures they are attainable
and which will be benefits of greenhouse gas mitigation measures.
By this analysis we show the mayor role of energy efficiency in all sectors and all member states. We demonstrate that a reduction of EU 25 greenhouse gas emissions by more than 30 % by 2020 is feasible, reasonable and - to a large extent - cost effective. We also develop a comprehensive policy package necessary to achieve ambitious Post-Kyoto targets.
The scenario analysis results in a clear identification of the needed strategies, policies and measures and especially the relevance of energy efficiency to achieve the necessary ambitious greenhouse gas reduction targets. It also clearly shows the costs and the benefits of such a policy compared to a business as usual case.

Mit Inkrafttreten des Kyoto-Protokolls am 16.2.2005 gelten für Deutschland und die meisten anderen Industrieländer völkerrechtlich bindende Minderungsziele für die 6 im Kyoto-Protokoll erfassten Treibhausgase. Damit erlangt eine durchaus kontrovers diskutierte Klimaschutzstrategie, die auf eine stärkere Umstellung der Energienutzung von Öl und Kohle auf mehr Erdgas setzt, zusätzlich an Bedeutung. Der nachfolgende Beitrag setzt sich mit der Klimabilanz des Erdgases unter Berücksichtigung der gesamten Prozesskette auseinander. Insbesondere werden neue Messergebnisse aus Russland dargestellt (Wuppertal Institut 2004), die zeigen, dass die dem Export von russischem Erdgas nach Deutschland zuzuordnenden indirekten Emissionen nur etwa ein Viertel der bei der Erdgasverbrennung entstehenden direkten Emissionen betragen. Damit bleibt Erdgas auch unter Berücksichtigung der indirekten Emissionen in Russland der fossile Energieträger mit den mit Abstand geringsten Treibhausgasemissionen.

Der Verkehrssektor ist keineswegs der einzige, jedoch ein wesentlicher Verursacher der Klimaprobleme. Der Automobilverkehr als traditioneller Hauptbelaster im Verkehrsbereich zeigt zwar vergleichsweise positive Tendenzen, trotzdem ist auch hier noch erheblicher weiterer Handlungsbedarf gegeben. Das Wuppertal Institut hat hier in übersichtlicher und systematischer Form Stand und Perspektiven zusammengetragen. Nach einer ausführlichen Einbettung in den Klimadiskurs erfolgt die schrittweise Konzentration auf den PKW-Verkehr Deutschlands. Für diesen Bereich werden im Detail die denkbaren technischen Ansätze und die möglichen Umsetzungsmaßnahmen erörtert.
Vom 28. November bis 10. Dezember 2005 fand im kanadischen Montreal die 11. Klimakonferenz (COP 11) statt. Doch diesmal kamen nicht nur die Vertragsstaaten der Klimarahmenkonvention zusammen, sondern es traten gleichzeitig und erstmalig auch die mittlerweile 156 Mitgliedsstaaten des Kyoto-Protokolls zusammen (COP/MOP 1). Neben letzten Weichenstellungen für dessen Umsetzung ging es in Montreal insbesondere darum, Verhandlungen über die Fortentwicklung der Kyoto-Verpflichtungen auf den Weg zu bringen. Ein Anlass, um Bilanz zu ziehen.

CO2-capture and geological storage as a climate policy option : technologies, concepts, perspectives

The idea of removing carbon dioxide from flue gas and industrial gas flows and putting it into suitable long-term storage sites is referred to as Carbon Capture and Storage (CCS). This publication provides a close look at this new line of technologies, describing its current status and outlining the prospects for development. The approach is both diagnostic and analytical, identifying the questions a technology assessment poses and showing the steps that need to be taken to implement CCS.
CCS is currently moving to the centre of climate policy discussion. Nonetheless this line of technologies is still the subject of controversial discussion. On the one hand there is a clear hope that these technologies will open up opportunities to use fossil fuels without harming the climate and thus make it possible to continue using oil, natural gas and above all coal even under a stricter climate regime. Accordingly, numerous R&D projects have been initiated all over the world, and various demonstration projects are at the planning or implementation stage. On the other hand, CCS (especially the storage part) has given rise to considerable scepticism from an ecological point of view.
Toothless tiger? : Is the EU action plan on energy efficiency sufficient to reach its target?

Motivated by, inter alia, the increasing energy prices, the security of energy supply and climate change, the new EU "Action Plan for Energy Efficiency: Realising the Potential" (EEAP), sets out the policies and measures required to be implemented over the next six years to achieve the EU's goal of reducing annual primary energy consumption by about 20 % by 2020. By increasing energy efficiency, the security of energy supply and the reduction of carbon emissions are also improved.
The paper will analyse the 20 % target of the new EEAP for the energy demand side by comparison with different recent energy scenarios for the EU. It will therefore review the recommended policies and measures and examine, in which energy demand sectors energy efficiency may be increased and to which extend. The main focus is whether the recommended policies and actions will be sufficient and which additional measures may be useful, if additional measures are needed.
The paper reviews the current knowledge on the use of biomass for non-food purposes, critically discusses its environmental sustainability implications, and describes the needs for further research, thus enabling a more balanced policy approach. The life-cylce wide impacts of the use of biomass for energy and material purposes derived from either direct crop harvest or residuals indicate that biomass based substitutes have a different, not always superior environmental performance than comparable fossil based products. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered from the end-of-life products, tends to provide a higher environmental benefit than primary use as fuel. Due to limited global land resources, non-food biomass may only substitute for a certain share of non-renewables. If the demand for non-food biomass, especially fuel crops and its derivates, continues to grow this will inevitably lead to an expansion of global arable land at the expense of natural ecosystems such as savannas and tropical rain forests. Whereas the current aspirations and incentives to increase the use of non-food biomass are intended to counteract climate change and environmental degradation, they are thus bound to a high risk of problem shifting and may even lead to a global deterioration of the environment. Although the "balanced approach" of the European Union's biomass strategy may be deemed a good principle, the concrete targets and implementation measures in the Union and countries like Germany should be revisited. Likewise, countries like Brazil and Indonesia may revisit their strategies to use their natural resources for export or domestic purposes. Further research is needed to optimize the use of biomass within and between regions.
About 2 % of the overall electricity consumption of the EU is caused by circulators in single or double family homes and flats. A new technology of pumps with electronically commutated (EC) motor pumps is available now; it is one possible way to achieve a reduction in circulator annual electricity use by 60 % or more.
The project's objective is a market transformation towards this new very energy-efficient pump technologies - Energy+ pumps - for circulators in heating systems, both stand alone and integrated in boilers. Only few manufacturers have so far introduced the new pump technology to the market for single or double family homes and flats.
To bring more products to the market from all major manufacturers, the project will adapt and apply the technology procurement methodology as it was very successfully tested in the European Energy+ project on energy-efficient cold appliances.
Large buyers will be aggregated, to activate the pump and boiler manufacturers. Sales and training materials and a sizing spreadsheet software for installation contractors will be developed and applied. A competition both for energy-efficient products and marketing campaigns will be organised and the information on the Energy+ pumps will be disseminated widely through website, newsletter, media, and fairs.
This paper gives a short overview of this project and presents the results of the first project phases: a European wide market study on circulators and heating systems, and the first Energy+ lists for circulators, buyers and supporters.
The Russian natural gas industry is the world's largest producer and transporter of natural gas. This paper aims to characterize the methane emissions from Russian natural gas transmission operations, to explain projects to reduce these emissions, and to characterize the role of emissions reduction within the context of current GHG policy. It draws on the most recent independent measurements at all parts of the Russian long distance transport system made by the Wuppertal Institute in 2003 and combines these results with the findings from the US Natural Gas STAR Program on GHG mitigation options and economics.
With this background the paper concludes that the methane emissions from the Russian natural gas long distance network are approximately 0.6% of the natural gas delivered. Mitigating these emissions can create new revenue streams for the operator in the form of reduced costs, increased gas throughput and sales, and earned carbon credits. Specific emissions sources that have cost-effective mitigation solutions are also opportunities for outside investment for the Joint Implementation Kyoto Protocol flexibility mechanism or other carbon markets.

Inducing the international diffusion of carbon capture and storage technologies in the power sector

Although CO2 capture and storage(CCS) technologies are heatedly debated, many politicians and energy producers consider them to be a possible technical option to mitigate carbon dioxide from large-point sources. Hence, both national and international decision-makers devote a growing amount of capacities and financial resources to CCS in order to develop and demonstrate the technology and enable ist broad diffusion.The presented report concentrates on the influence of policy incentives on CCS diffusion and examines the following research question: Which policy strategy is needed to stimulate the international diffusion of carbon capture and storage technologies in the power sector? Based on the analysis of innovation-specific (e.g. CCS competitiveness and compatibility), market-related (e.g. national CO2 discharges and storage capacities) and institutional determinants (e.g. existing national and international policy frameworks) of CCS diffusion, the paper discusses the suitability of various national and international policy instruments to induce the international deployment of CCS. Afterwards, three CCS diffusion paths are derived from fundamentally different carbon stabilisation scenarios which include climate policy measures to stimulate the adoption of CO2 mitigation technologies.

Wichtiger Eckpunkt des EU-Pakets vom 23.1.2008 zur Realisierung der 20-20-20-Ziele ist die Erhöhung des Anteils erneuerbarer Energien (REN) mittels einer Richtlinie, die national umzusetzen ist. Hierzu liegt ein Entwurf vor. Auch wenn es noch Auseinandersetzungen um die Alternative eines EU-weiten einheitlichen Systems auf Basis eines Quoten-/Zertifikatehandels versus nationaler Fördersysteme gibt, ist davon auszugehen, dass letztlich eine Koexistenz der EEG-artigen und der Quoten-Ansätze auf mitgliedstaatlicher Ebene möglich sein wird. Vor diesem Hintergrund wird im Folgenden nach innovativen Optionen gefragt, die die neue Rechtslage auf EU-Ebene für die mitgliedstaatliche Umsetzung bietet.
Iran ist eines der größten Erdölförderländer und verfügt über riesige Erdgasreserven - und hat doch ein Energieproblem. Im Zuge des steigenden Energieverbrauchs droht das Land zum Energieimporteur zu werden. Ein Ausweg wird in der Kernenergie gesucht, was durch den Fokus auf den militärischen Aspekt ein großes Konfliktpotenzial birgt.
In seiner Dissertation entwickelt Nikolaus Supersberger "Szenarien eines diversifizierten Energieangebots in OPEC-Staaten am Beispiel Irans - Strategien eines auf klimaschonenden Energieträgern basierenden Umstiegs". Die Ergebnisse sind in diesem Reader zusammengefasst.
Es wird deutlich, dass die Kernenergie für eine langfristig sichere Energieversorgung nicht notwendig ist. Er zeigt das große Potenzial zur Nutzung erneuerbarer Energien und dass eine vollregenerative Stromerzeugung möglich ist. Zudem wird offenbar, dass der Einsatz erneuerbarer Energien und von Energieeffizienz die Ölexporte Irans wie auch anderer OPEC-Staaten deutlich strecken würde.
Norway's abundance of resources is the establishing factor in explaining how the North European state ranks among the countries worldwide with the highest standard of living. Indeed, fossil fuels are finite and after their depletion the Norwegian social welfare state should endure. Therefore, a sovereign wealth fund has been founded in the kingdom in 1990, in which the surpluses from the oil and gas industry sales have been invested from that time on. This method should secure the state's ability to act in the post-petroleum era.
At the end of the 1990's the voice of Norwegian society insisted that the sovereign wealth fund should not only be for intergenerational justice, but should also contribute to the implementation of worth and norms of the present country. In the end of 2004 the Parliament (Storting), on the basis of the Graver Report, finally agreed upon ethic regulations for the investment of the sovereign wealth fund. With capital of over 280 billion Euros (figures from 2007), the second largest sovereign wealth fund in the world, they should now only have businesses in their portfolio which adhere to those ethical regulations. In the present paper, the emergence and outcomes of the development of a "Third Way" between maximising profit and sustainability will be illustrated.
The ethical regulations have different dimensions (e.g. no contribution to human rights violations, child labour, serious environmental damages, etc.) to which the present text concentrates on posing the question to what extent sovereign wealth funds could be a new instrument of climate protection policy. For this purpose, the contribution of both main instruments of ethical regulations, "Active Ownership" and the exclusion of businesses, were analysed as well as the actors which have been created for their implementation. The repercussions reach from dialogs with businesses in the USA to stop lobby activities against Congress-planned climate protection laws, such as an emissions trading system, to adjusting to the exclusion of individual firms from the portfolio of welfare states, due to a breach of ethics.
The drawbacks and constraints of a takeover of the Norwegian regulations by other financial actors and its first diffusion effects will be analysed. Finally, this article will deal with the running evaluations of the ethical regulations and Norwegian current and future domestic climate policies.
Der Ressourcenreichtum Norwegens hat die Grundlage dafür geschaffen, dass der nordeuropäische Staat weltweit zu den Ländern mit dem höchsten Lebensstandard zählt. Doch fossile Energien sind endlich, und auch nach ihrer Erschöpfung soll der norwegische Wohlfahrtstaat Bestand haben. Deshalb wurde in dem Königreich im Jahr 1990 ein Staatsfonds aufgelegt, in dem seither die Überschüsse aus dem Öl- und Gasverkauf angelegt werden. Diese Mittel sollen die Handlungsfähigkeit des Staates in der Post-Petroleum-Ära sicherstellen.
Ende der 1990er Jahre wurden in der norwegischen Gesellschaft Stimmen laut, dass der Staatsfonds nicht nur zur intergenerationellen Gerechtigkeit, sondern auch zur Umsetzung der Werte und Normen des Landes in der Gegenwart beitragen solle. Ende 2004 wurden schließlich vom Parlament (Storting) auf Basis des Graver Reports ethische Richtlinien für die Anlagepolitik des Staatsfonds beschlossen. Der mit einem Vermögen von über 280 Mrd. Euro (Stand Ende 2007) zweitgrößte Staatsfonds der Welt soll nun nur noch Unternehmen in seinem Portfolio haben, die diese ethischen Richtlinien einhalten. Im vorliegenden Paper werden Genese und Outcome dieser Entwicklung eines "Dritten Weges" zwischen Profitmaximierung und Nachhaltigkeit dargestellt.
Die Ethik-Richtlinie hat verschiedene Dimensionen (u. a. kein Beitrag zu Menschenrechtsverletzungen, Kinderarbeit, schweren Umweltschäden, etc.), wobei sich der vorliegende Text auf die Fragestellung konzentriert, inwiefern Staatsfonds ein neues Instrument der Klimaschutzpolitik sein können. Dazu werden der Beitrag der beiden Hauptinstrumente der Ethikrichtlinien, das "Active Ownership" und der Unternehmensausschluss, zum globalen Klimaschutz ebenso analysiert wie die zu ihrer Umsetzung geschaffenen Akteure. Die Bandbreite der Auswirkungen reicht dabei vom Dialog mit Unternehmen in den USA, Lobbytätigkeiten gegen vom Kongress geplante Klimaschutzgesetze einzustellen bis hin zur Verbannung einzelner Firmen aus dem Portfolio des Staatsfonds wegen groben Verstößen gegen die Ethik-Richtlinien.
Die Möglichkeiten und Grenzen einer Übernahme der norwegischen Regeln durch andere Akteure der Finanzwirtschaft werden ebenso untersucht wie erste Diffusionseffekte. Schließlich wird auf die laufende Evaluation der Ethik-Richtlinien und auf Stand und Perspektiven norwegischer Klimaschutzinnenpolitik eingegangen.
Dieser Spartenband beinhaltet die wichtigsten Ergebnisse, die im Rahmen der Forschungspartnerschaft INFRAFUTUR in der Sparte Energie erarbeitet worden sind. In insgesamt 14 Kapiteln, die dem logischen Aufbau der Untersuchungen in der dreijährigen Partnerschaft folgen, werden für die Sparte Energie die Perspektiven dezentraler Infrastrukturen im Spannungsfeld von Wettbewerb, Klimaschutz und Qualität aufgezeigt. Schwerpunkt des Projektes war eine SWOT-Analyse, d.h. eine umfangreiche Analyse der Vor- und Nachteile einer dezentralen Organisation der Infrastrukturdienstleistungen sowie der Chancen und Gefahren für verschiedene kommunale Unternehmenstypen. Die Ergebnisse bildeten die Basis für die Strategieentwicklung, die in den Kapiteln 13 und 14 dargestellt wird. Um relevante Strategien für die beteiligten Praxispartner entwickeln zu können - trotz (zum Teil erheblicher) Unterschiede in den örtlichen und regionalen Gegebenheiten kommunaler Unternehmen der Energiewirtschaft - wurden drei idealtypische kommunale Unternehmenstypen als Referenzpunkt definiert.
