As society's reliance on software systems escalates over time, so too does the cost of failure of these systems. Meanwhile, the complexity of software systems, as well as of their designs, is also ever-increasing, influenced by the proliferation of new tools and technologies to address intended societal needs. The traditional response to this complexity in software engineering and software architecture has been to apply rationalistic approaches to software design through methods and tools for capturing design rationale and evaluating various design options against a set of criteria. However, research from other fields demonstrates that intuition may also hold benefits for making complex design decisions. All humans, including software designers, use intuition and rationality in varying combinations. The aim of this article is to provide a comprehensive overview of what is known and unknown from existing research regarding the use and performance consequences of using intuition and rationality in software design decision-making. To this end, a systematic literature review has been conducted, with an initial sample of 3909 unique publications and a final sample of 26 primary studies. We present an overview of existing research, based on the literature concerning intuition and rationality use in software design decision-making and propose a research agenda with 14 questions that should encourage researchers to fill identified research gaps. This research agenda emphasizes what should be investigated to be able to develop support for the application of the two cognitive processes in software design decision-making.
Real-world labs are witnessing continued growth and institutionalization in the field of transformation-oriented sustainability research, as well as in adjacent disciplines. With their experimental research agendas, these labs aim at sustainability transformations, however, there is still a need to improve the understanding of their impacts. Drawing from this Special Issue's contributions, we offer a broad overview of the impacts achieved by various real-world labs, highlight the diverse areas and forms of impact, and elucidate strategies as well as mechanisms for achieving impact. We present methodological advances, and address common challenges along with potential solutions for understanding and realizing impact.
Das Zusammenspiel von aufstrebenden Technologiefeldern eröffnet neue Potenziale für die Nachhaltigkeitstransformation. Gleichzeitig erzeugt es komplexe Umweltbelastungen, die bisher kaum sichtbar und noch weniger gestaltbar sind. Für eine nachhaltige Digitalisierung brauchen wir jetzt ein Verständnis für die ökologischen Wechselwirkungen des zukünftigen Digitalsystems. Am Beispiel der Machine Economy und der ihr zugrunde liegenden Technologien Internet of Things, Künstliche Intelligenz und Distributed Ledger Technologie bzw. Blockchain machen wir in diesem Forschungsbericht Umweltwirkungen transparent und Ansatzpunkte greifbar - damit Digitalisierung ganzheitlich ökologisch gestaltbar wird.
While digital technologies hold significant transformational potential, anecdotal evidence suggests that the digital transformation might not be directed towards sustainable development sufficiently. Drawing on a modified and extended version of the framework proposed by Wanzenböck et al. (2020), we explore the cases of the circular economy and the transition towards a sustainable energy system in the twin transition. Making use of insights from 20 expert interviews and two in-depth interviews, we aim to gain a first careful indication of the convergence/divergence in societal views on key problems and solutions across different dimensions (technological, economic, socio-cultural, regulatory) and derive insights for integrated policy-making. Thereby the study contributes to bridging the existing gap between mission-oriented policies and the twin transition. Overall, our first insights indicate that while showing high similarities in the structure of problems and solutions across cases, the variety in wickedness (contestation, complexity, uncertainty) calls for differentiated policy-making: Significant parts of the relatively young twin transition might be in a state of disorientation where societal views on problems and solutions diverge. This would require policy-makers to follow a "discovery-mode" (basic research, experiments and monitoring) with only selected diffusion-focused strategies. Further, we show that missions in the twin transition require highly flexible policy-making as different approaches need to be applied simultaneously. Finally, there are several options for exploiting synergies in policy-making due to some overlapping characteristics as well as learning opportunities between cases. We believe that particularly our holistic perspective on the twin transition can yield substantial guidance for researchers and policy-makers in the field.
In order to limit global warming and fulfill their contributions to the Paris agreement, both Germany and Japan have set targets for climate neutrality towards the middle of the century. Reaching these goals will imply transformation of all sectors of society to avoid all fossil greenhouse gas emissions, heavy industry not the least. The focus of this study is the transformation of the petrochemical industry. This sector can become climate neutral but cannot be "decarbonized", as carbon is integral to the chemical structures of the products like polymers and solvents. Reaching climate neutrality thus means that the whole lifecycle of the petrochemical products has to be regarded. Another specific challenge is today's synergetic relation of this industry to fossil transport fuel production, which cannot be maintained in a climate neutral world.
The two countries interestingly share a similar industrial structure overall, and the chemical and petrochemical industry is one of the major industries in both countries. The countries' respective chemical industries are the third and fourth largest in the world in terms of sales, but at the same time, these industries represent just over 5% of the respective countries' greenhouse gas emissions. However, these scope 1 emissions of the chemical industry itself are far less relevant than the end-of-life emissions of their products, which belong to scope 3 and are thus not counted under the chemical industry in the country greenhouse gas balances. To mediate these emissions, there is a need to set the direction, draw out paths and investigate possible alternatives for how the petrochemical industry can be become climate neutral. In this report, the existing scenario analyses, energy strategies and roadmaps dealing with this issue in the two countries are compared, as well as the current state of their petrochemical industries. We highlight similarities, differences and identify possible areas of cooperation and exchange in order to find robust paths forward for the transformation of the petrochemical industries.
Vor dem Hintergrund einer kontinuierlich zunehmenden Pro-Kopf-Wohnfläche und den damit verbundenen negativen Auswirkungen auf Klima und Umwelt sollen mit dieser Arbeit die Bundesförderprogramme auf deren Anreizwirkung bezüglich eines achtsamen Umgangs mit der Ressource Wohnfläche überprüft werden. Der Fokus dieser Arbeit liegt auf den durch die Förderbank KfW durchgeführten Bundesförderprogrammen, die ein wichtiges Instrument der Nachhaltigkeitsstrategie des Bundes im Bereich Wohngebäude bilden. Mithilfe eines Screenings der aktuellen Förderprogramme der KfW sowie durch Gespräche mit Vertretenden der KfW soll kritisch beleuchtet werden, wie sich die derzeit verfolgten Leitbilder der Förderung im Wohngebäudebereich zu dem Leitbild einer achtsamen Wohnflächennutzung verhalten. Zudem sollen mögliche Anknüpfungspunkte für Suffizienzstrategien im Handlungsfeld Wohnfläche identifiziert und in den Kontext des aktuellen Sach- und Forschungsstands gestellt werden. Auf Grundlage der gewonnenen Erkenntnisse soll gezeigt werden, wie Suffizienzstrategien im Handlungsfeld Wohnfläche anhand innovativen Modellvorhaben erprobt werden können, um daraus Erkenntnisse für die Bundesförderung abzuleiten.
In light of Egypt's transition to a green economy, this report focuses on reducing greenhouse gas (GHG) emissions and increasing resource efficiency along three different value chains in which small and medium-sized enterprises (SMEs) play a crucial role. In order to support SMEs in Egypt to take advantage of implementing greening options along value chains, more detailed analyses are needed. Therefore, the aim of this study is to analyse three selected supply chains to identify greening opportunities for SMEs. Against this background, the project report is structured as follows: Chapter 2 introduces the background with an overview over the concept of green economy followed by Egypt's economy and its green economy. This is followed by a presentation of the value chains and an overview of the respective sectors. Chapter 3 describes the research approach, methods and data collection. The following chapters examine the three selected value chains cotton, sugar beet and refrigerators, including environmental hot spots, greening options as well as the experts' evaluation of those greening options. The report concludes with key recommendations in Chapter 7.
Established in 2016, the German-Japanese Energy Transition Council (GJETC) strives to promote bilateral cooperation between Germany and Japan on energy transition. Among other studies and topical papers, an output paper in 2020 (Rauschen et al., 2020) already compared the energy efficiency in buildings in both countries with a particular focus on heating and cooling. One important finding of this output paper was that further efforts in the building sector are needed to improve the energy efficiency of buildings in Germany and Japan. Following the more ambitious climate protection targets in both countries, this study seeks to analyze the German and Japanese policies put in place to accelerate the decarbonization of the building sector. The decarbonization of the vast number of buildings that both Japan and Germany are facing will be a major contribution to achieving the GHG reduction targets of both countries and should continue to be discussed among experts and developed into a discussion among policy makers.
This report examines and compares the characteristics of the building stock in both countries, as well as existing policies and new strategies and policies that are planned or discussed to achieve energy conservation and decarbonization of buildings. The current shape of buildings, especially houses, is greatly influenced by the land area of the country corresponding to the available space for buildings, the natural environment surrounding the country, the natural resources available, and the lifestyle and cultural ideas that have been passed down and taken root over time. Therefore, it might be difficult to compare them and the corresponding strategies and policies with the same yardstick, so we also discuss common or deviant situations. Through this joint research, we aim to find each other's advantages and challenges and to develop useful and concrete policy recommendations that will contribute to decarbonization policies in both countries.
Mit verschiedenen Wohnbauoffensiven versuchen viele Kommunen dem vorherrschenden Wohnraummangel entgegenzuwirken. Der Neubau von Häusern nimmt viel Fläche in Anspruch und verbraucht viele Ressourcen. Dabei lässt sich ein Großteil des Wohnraumbedarfs durch bestehende Wohngebäude decken, wenn sich Menschen an biografischen Wendepunkten, wie etwa Auszug der Kinder, für kleinere Wohnflächen und alternative Wohnkonzepte entscheiden würden.
Das Projekt OptiWohn ging darum der Frage nach, wie eine optimierte Nutzung der Wohnfläche proaktiv gefördert werden kann. Herzstück bildet die Entwicklung und Gründung von kommunalen Wohnraumagenturen. Sie identifizieren Wohnraumbedarfe im Quartier, bieten Beratung für Wohnungssuchende an, vermitteln alternative Wohnungen oder initiieren Angebote zum Wohnungstausch.
Neben dem Beratungs- und Förderangebot zur Optimierung der Wohnflächennutzung in den Städten Köln, Göttingen und Tübingen wurden die Ergebnisse in kommunale Handlungsempfehlungen übertragen, die neben Städten und Kommunen auch weitere Akteure ansprechen sollen. Darüber hinaus entwarfen die Wissenschaftlerinnen und Wissenschaftler ein bundesweites Förderprogramm für flächeneffizientes Wohnen.
Für Deutschland und viele Industrieländer weltweit wird der Import von grünem Wasserstoff ein zentraler Baustein auf dem Weg zur Klimaneutralität sein. Dabei muss einerseits gewährleistet sein, dass grüner Wasserstoff auch wirklich "grün" im Sinne von klimaneutral ist. Zugleich gibt es immer mehr Forderungen, dass auch andere Nachhaltigkeitskriterien - soziale, ökonomische und ökologische - bei der Produktion und dem Transport von Wasserstoff eingehalten werden. Der politisch getriebene Aufbau einer globalen Wasserstoffwirtschaft bietet von Anfang an die Möglichkeit, diesen Sektor in Einklang mit den bestehenden politischen Zielen zu bringen. Dazu zählen beispielsweise die Pariser Klimaziele oder die Agenda 2030. Die Industrienation Deutschland, die auch in Zukunft auf Energieimporte angewiesen sein wird, kann hier als führende Industrienation als Vorreiter Einfluss nehmen. Damit kann nicht nur sichergestellt werden, dass der nach Deutschland importierte Wasserstoff "grün und nachhaltig" ist, sondern auch die Nachhaltigkeit des globalen Wasserstoffmarktes insgesamt beeinflusst werden.
Diese Kurzstudie untersucht, welche bereits existierenden Politikinstrumente geeignet sind, Nachhaltigkeitskriterien für Wasserstoffimporte zu verankern und im Zusammenspiel den Weg zu einem nachhaltigen globalen Wasserstoffmarkt zu unterstützen. Dabei werden ausschließlich Nachhaltigkeitsziele und -kriterien jenseits der Klimawirkung von Wasserstoff analysiert. Es ist unbestritten, dass das zentrale Ziel der Wasserstoffwirtschaft die Reduktion von Treibhausgasen bis hin zur Klimaneutralität ist, was bereits in einer Vielzahl von Studien und Stellungnahmen diskutiert wurde. Daher wird in dieser Studie von der Klimaneutralität des grünen Wasserstoffs ausgegangen, um den Fokus auf die anderen wesentlichen Nachhaltigkeitsaspekte zu lenken, die für den Import von grünem und nachhaltigen Wasserstoff aus dem Globalen Süden von entscheidender Bedeutung sind.
Der hier vorliegende Klimaschutz-Aktionsplan 2030 für die Stadt Mannheim beschreibt Maßnahmen und Reduktionspfade für eine Minderung der Treibhausgasemissionen auf Mannheimer Stadtgebiet zur Erreichung der Klimaneutralität im Jahr 2030. Die Basis hierfür bildet die Energie- und CO2-Bilanz aus dem Jahr 2020.
In einem ersten Schritt wurden mit dem wissenschaftlichen Begleitkreis mögliche Reduktionspfade in den verschiedenen Sektoren und eine Definition für den Begriff der Klimaneutralität diskutiert. Mit dem Lenkungskreis wurden im nächsten Schritt acht Handlungsfelder festgelegt, für die in einzelnen Strategiegruppen die Maßnahmen entwickelt wurden. Weitere Vorschläge kamen aus der begleitenden öffentlichen Beteiligung. In diesem breit angelegten Beteiligungsprozess sind letztlich 81 Maßnahmen in acht thematischen Handlungsfeldern entstanden, von denen 34 als Maßnahmen von besonderer Priorität definiert wurden.
Gaining deep leverage? : Reflecting and shaping real-world lab impacts through leverage points

Real-world laboratories (RwLs) are gaining further traction as a means to achieve systemic impacts towards sustainability transformation. To guide the analysis of intended impacts, we introduce the concept of leverage points, discerning where, how, and to what end RwLs intervene in systems. Building on conceptual reasoning, we further develop our argument by exploring two RwL cases. Examining RwLs through the lens of the leverage points opens the way for a balanced and comprehensive approach to systemic experimentation. We invite RwL researchers and practitioners to further advance RwLs' transformative capacity by targeting the design and emerging direction of a system, contributing to a culture of sustainability.
Ways of evaluating the societal impact of real-world labs as a transdisciplinary and transformative research format are under discussion. We present an evaluation approach rooted in structuration theory, with a focus on structure-agency dynamics at the science-society interface. We applied the theory with its four modalities (interpretation schemes, norms, allocative and authoritative resources) to the case of the Mirke neighbourhood in Wuppertal, Germany. Six projects promoted the capacity for co-productive city-making. The effects of the projects were jointly analysed in a co-evaluation process. Previously proposed subcategories of the modalities as an empirical operationalisation were tested and confirmed as being applicable. Five new subcategories were generated. The use of the modalities seems appropriate for co-evaluation processes. The tool is practical, focused on real-world effects, and suitable for transdisciplinary interpretation processes. We encourage further empirical testing of the tool, as well as development of the subcategories.
This paper presents a novel governance concept for sustainable development, introducing the "Safe System Approach" as a transformative model that shifts focus from individual behavioural change to systemic transformation. This approach challenges traditional governance models that emphasize individual responsibility in achieving sustainable development and decarbonization. Instead, it advocates for creating an enabling environment that inherently guides individuals and communities towards sustainable actions. The Safe System Approach is centred on delivering low-carbon services across essential sectors, including electricity, mobility, industry, buildings, human settlements, and agriculture, thereby embedding sustainability as a default choice in societal systems. Drawing parallels with successful models in road safety, the paper explores the potential of this approach in urban development and climate action. It emphasizes the need for a broad coalition and integrated approaches in managing shared resources, highlighting the significance of systemic adjustments over individual behavioral change. By proposing a structure where sustainability is facilitated by the system's design, the paper builds on key concepts from seminal works by scholars like Garrett Hardin, Mancur Olson, Elinor Ostrom, and Ahrend Lijphart. It discusses the challenges and opportunities in creating safe operating spaces for sustainable development, emphasizing the need for multi-actor, multilevel governance systems that can manage shared resources sustainably and are resilient to political volatility. The paper aims to offer a robust, efficient, and inclusive pathway to sustainable development, contributing to the global discourse on environmental and social resilience.
Dieses Buch bietet einen Leitfaden für mehr Klimaschutz an Schulen und holt Schulleitungen, Lehrkräfte und Schüler:innen gemeinschaftlich ins Boot - denn Klimaschutz ist eine Gemeinschaftsaufgabe. Mit dem "Whole School Approach" wird die ganzheitliche Umsetzung von Klimaschutzaktivitäten in der Schulentwicklung angestoßen und auf schulischer Ebene ermöglicht und erleichtert.
Ziel ist es, Lehrer:innen in ihrer Gestaltungskompetenz für mehr Klimaschutz zu stärken - dies geschieht durch konkrete Vorschläge für die Arbeit mit Schüler:innen im Unterricht. Partizipative Methoden der Beteiligung sollen die Schüler:innen empowern und den Lehrkräften Ideen geben, um die eigene Selbstwirksamkeit, aber auch die der Schüler:innen zu steigern.
Die zentrale Kernbotschaft lautet: ein Klimaschutzprojekt an der Schule ist wesentlich für die strukturelle Verankerung von Bildung für nachhaltige Entwicklung im Schulalltag. Der Leitfaden gibt Anregungen für die Unterrichtsgestaltung, Anregungen für die Entwicklung eines Klimaschutzleitbildes, Hinweise für das Gebäudemanagement und Ideen zur Einbindung des schulischen Umfelds.
Städte und damit auch ihre Straßen wurden in den vergangenen Jahrzehnten stark nach dem Leitbild einer autogerechten Stadt geplant. Heute besteht ein weitgehender Konsens darüber, dass sich Städte bzw. Straßen wandeln müssen, um sich an die Folgen des Klimawandels anzupassen, und dass die Verkehrswende nur mit angepassten städtischen Verkehrsinfrastrukturen, die aktive Mobilitätsformen fördern, gelingen kann. Dennoch kommt es bei konkreten Projekten vor Ort häufig zu gesellschaftlichen und politischen Widerständen. Vor diesem Hintergrund beschreibt dieser Beitrag einen dreistufigen kollaborativen Beteiligungs- und Planungsprozess mit der Zivilgesellschaft, der Stadtverwaltung und der Kommunalpolitik für den Umbau einer Quartiersstraße in Dortmund. Ziel des Prozesses war es, die Zieldimensionen Verkehrswende, Aufenthaltsqualität und Klimaresilienz (blau-grüne Infrastrukturen) integriert zu betrachten, um eine gleichermaßen ambitionierte wie gesellschaftlich tragfähige Planung zu entwickeln. Der Beitrag beschreibt die empirischen Arbeiten und Befunde, stellt dar, wie die Rückmeldungen aus dem Beteiligungs- und Planungsprozess in die Planungsentwürfe integriert wurden, und reflektiert den Einsatz von Visualisierungen und Straßenexperimenten als Instrumente für eine kollaborative Planung.
Innovative Finanzierungskonzepte wie Solar und Spar-Bürgercontracting belegen, dass ein riesiges Einsparpotenzial an Schulen wirtschaftlich erschlossen werden könnte. Doch bislang passiert zu wenig, um dieses auch zu nutzen. Das Projekt Schools4Future zeigt, wie Schulen eigenständig eine CO2-Bilanz erstellen können, um nicht nur eigene Klimaschutzmaßnahmen umzusetzen, sondern auch, um der Politik zu zeigen, wo dringender Handlungsbedarf besteht.
Angesichts von Extremwetterereignissen, Klimaprognosen und Bewegungen wie Fridays for Future lässt sich schwer leugnen, dass ein Teil der Menschheit auf eine Weise lebt, die eine gut bewohnbare Welt höchst unwahrscheinlich macht. Städten wird in dieser Situation eine zentrale Rolle zugeschrieben. Sie können die Welt vor der Erderwärmung retten - oder sie sind die Ersten, die untergehen. Doch was genau wird getan, um Städte in Richtung Nachhaltigkeit zu transformieren? Britta Acksel nimmt Aktionspläne, Klimafestivals, Awards und weitere Transformationsinstrumente in den Blick. Ethnographisch fundiert zeigt sie auf, wie sich die Arbeit mit dieser speziellen Form von Policy-Werkzeugen gestaltet - und welche Bemühungen besonders aussichtsreich erscheinen.

Die schnelle und umfassende Emissionsminderung in der Energie- und Kreislaufwirtschaft ist der Schlüssel für die Begrenzung der Erderwärmung auf unter 2 °C. In Deutschland werden entsprechende Politiken seit den 1990er-Jahren verfolgt, allerdings erst in jüngster Vergangenheit mit dem notwendigen Nachdruck und der notwendigen Orientierung hin zu mehr Marktmechanismen. Wesentliche Handlungsfelder sind Energieeinsparung und erhöhte Energieeffizienz, Umstieg auf erneuerbare Energien, Bepreisung von Klimagasen sowie eine Reduzierung und Schließung der Stoffkreisläufe. In allen Handlungsfeldern sind Grundlagen geschaffen, es bleibt jedoch der Großteil des Weges noch zu gehen, um Klimaneutralität zu erreichen. Für einen schnellen Fortschritt spielen neben der Überwindung der technischen, ökonomischen und organisatorischen Herausforderungen auch Verteilungsfragen und die Einbettung in internationale Maßnahmen eine zunehmende Rolle.
Deutschlands Haushalte werden, zu Beheizungszwecken, zu 70 % leitungsgebunden versorgt: 50 % mit Erdgas und 14 % mit Fernwärme; 5 % mit Elektrizität, davon je die Hälfte noch mit Nachtspeicherheizung, die andere Hälfte mit Wärmepumpen. So war es 2021. So wird es in Zukunft nicht sein, denn Erdgas ist ein Energieträger fossiler Herkunft. Dessen Nutzung geht in den nächsten beiden Jahrzehnten gen Null. Die Frage ist, was das für die Erdgasleitungen in Deutschland bedeutet.
Direct air capture (DAC) combined with subsequent storage (DACCS) is discussed as one promising carbon dioxide removal option. The aim of this paper is to analyse and comparatively classify the resource consumption (land use, renewable energy and water) and costs of possible DAC implementation pathways for Germany. The paths are based on a selected, existing climate neutrality scenario that requires the removal of 20 Mt of carbon dioxide (CO2) per year by DACCS from 2045. The analysis focuses on the so-called "low-temperature" DAC process, which might be more advantageous for Germany than the "high-temperature" one. In four case studies, we examine potential sites in northern, central and southern Germany, thereby using the most suitable renewable energies for electricity and heat generation. We show that the deployment of DAC results in large-scale land use and high energy needs. The land use in the range of 167-353 km2 results mainly from the area required for renewable energy generation. The total electrical energy demand of 14.4 TWh per year, of which 46% is needed to operate heat pumps to supply the heat demand of the DAC process, corresponds to around 1.4% of Germany's envisaged electricity demand in 2045. 20 Mt of water are provided yearly, corresponding to 40% of the city of Cologne's water demand (1.1 million inhabitants). The capture of CO2 (DAC) incurs levelised costs of 125-138 EUR per tonne of CO2, whereby the provision of the required energy via photovoltaics in southern Germany represents the lowest value of the four case studies. This does not include the costs associated with balancing its volatility. Taking into account transporting the CO2 via pipeline to the port of Wilhelmshaven, followed by transporting and sequestering the CO2 in geological storage sites in the Norwegian North Sea (DACCS), the levelised costs increase to 161-176 EUR/tCO2. Due to the longer transport distances from southern and central Germany, a northern German site using wind turbines would be the most favourable.
This paper examines the current and prospective greenhouse gas (GHG) emissions of e-fuels produced via electrolysis and Fischer-Tropsch synthesis (FTS) for the years 2021, 2030, and 2050 for use in Germany. The GHG emissions are determined by a scenario approach as a combination of a literature-based top-down and bottom-up approach. Considered process steps are the provision of feedstocks, electrolysis (via solid oxide co-electrolysis; SOEC), synthesis (via Fischer-Tropsch synthesis; FTS), e-crude refining, eventual transport to, and use in Germany. The results indicate that the current GHG emissions for e-fuel production in the exemplary export countries Saudi Arabia and Chile are above those of conventional fuels. Scenarios for the production in Germany lead to current GHG emissions of 2.78-3.47 kgCO2-eq/L e-fuel in 2021 as the reference year and 0.064-0.082 kgCO2-eq/L e-fuel in 2050. With a share of 58-96%, according to the respective scenario, the electrolysis is the main determinant of the GHG emissions in the production process. The use of additional renewable energy during the production process in combination with direct air capture (DAC) are the main leverages to reduce GHG emissions.
The petrochemical industry is among the most relevant sectors from an economic, energetic and climate policy perspective. In Western Europe, production occurs in local chemical parks that form strongly connected and densely integrated regional clusters. This paper analyzes the structural characteristics of the petrochemical system in Germany and investigates three particularly distinct clusters regarding their challenges and chances for a transition towards climate-neutrality. For this, feedstock and energy supply, product portfolios and process integration as well as existing transformation activities are examined. We find that depending on their distinct network characteristics and location, unique and complex strategies are to be mastered for every cluster. Despite the many activities underway, none of them seems to have a strategic network to co-create a tailored defossilization strategy for the cluster - which is the core recommendation of this paper to develop.
Demand-side mitigation strategies have been gaining momentum in climate change mitigation research. Still, the impact of different approaches in passenger transport, one of the largest energy demand sectors, remains unclear. We couple a transport simulation model to an energy system optimisation model, both highly disintegrated in order to compare those impacts. Our scenarios are created for the case of Germany in an interdisciplinary, qualitative-quantitative research design, going beyond techno-economic assumptions, and cover Avoid, Shift, and Improve strategies, as well as their combination. The results show that sufficiency - Avoid and Shift strategies - have the same impact as the improvement of propulsion technologies (i.e. efficiency), which is reduction of generation capacities by one quarter. This lowers energy system transformation cost accordingly, but requires different kinds of investments: Sufficiency measures require public investment for high-quality public services, while efficiency measures require individuals to purchase more expensive vehicles at their own cost. These results raise socio-political questions of system design and well-being. However, all strategies are required to unleash the full potential of climate change mitigation.
The establishment of the Leveraging a Climate-neutral Society–strategic Research Network (LCS–RNet) (then named the International Research Network for Low Carbon Societies) was proposed at the Group of Eight (G8) Environment Ministers’ Meeting in 2008. Its 12th annual meeting in December 2021 focused on the discussion on how to transition into a just and sustainable society and how to reduce the risks associated with the transition. This requires comprehensive studies including on the concept of transition, pathways to net-zero societies and how to realise the pathways by collaborating with various stakeholders. This Special Feature provides new insights into sustainability science by linking the scientific knowledge with practical science for the transition through the exploration of studies presented at the annual meeting. Following the opening paper, "A challenge for sustainability science: can we halt climate change?", a wide range of topics were discussed, including practices for sustainable transformation in the Erasmus University, practices in industry, energy transition and international cooperation.

Der Übergang zu einer nachhaltigen Gesellschaft ist eng mit der Neuausrichtung des gegenwärtigen Wirtschaftssystems verknüpft. Ein alternatives Wirtschaftsmodell ist die sogenannte Kreislaufwirtschaft, die vom Gedanken geleitet wird, Produkte, Materialien und Rohstoffe so lange wie möglich in hochwertiger Form zu nutzen und so Stoffkreisläufe zu erzeugen. Diese Wirtschaftsform ist von enger Kooperation und Informationsaustausch zwischen Unternehmen geprägt: Über bestehende Handelsbeziehungen hinaus müssen Unternehmen gemeinsame Infrastrukturen, Datensysteme und Wertschöpfungsketten aufbauen, die Klima- und Umweltschutz möglichst effektiv fördern und den Übergang zu einem zirkulären Ökosystem ermöglichen. Unternehmerische Kooperationen können jedoch sowohl kartellrechtlich als auch aus Sicht von Nachhaltigkeit problematisch sein - dies lässt sich mit der Gefahr des Lock-Ins nicht-nachhaltiger Geschäftsmodelle oder des Greenwashings erklären. Hierdurch könnte die Verwirklichung einer Kreislaufwirtschaft erschwert werden. Es stellt sich somit die Frage, unter welchen Voraussetzungen unternehmerische Kooperationen zum Zwecke der Förderung von Nachhaltigkeit bzw. Kreislaufwirtschaft unbedenklich sein können. In den letzten Jahren haben sich Kartellbehörden intensiver mit dem Spannungsverhältnis zwischen Kartellrecht und Nachhaltigkeit beschäftigt. Dabei haben sie unter anderem Art. 101 AEUV näher beleuchtet, Leitlinien angepasst und insgesamt versucht, Aspekte von Nachhaltigkeit in kartellrechtliche Prüfungen zu integrieren. Beispielsweise haben die Europäische Kommission, das deutsche Bundeskartellamt, die niederländische Autoriteit Consument & Markt oder die griechische Hellenic Competition Commission bereits Ansätze eruiert und weisen z.T. einschlägige Entscheidungspraxis auf. Besondere Schwierigkeiten bereiten dabei die effektive Verortung ökologischer Vorteile in kartellrechtlichen Prüfungen, ihre Erfassung als Effizienzvorteil im kartellrechtlichen Sinne, die Beteiligung von Verbraucher*innen an diesen Effizienzvorteilen sowie die Quantifizierung ökologischer Vorteile. Die bestehende kartellrechtliche Regulatorik muss der Berücksichtigung von Aspekten der Nachhaltigkeit nicht zwingend im Wege stehen - vielmehr bietet der bestehende kartellrechtliche Rahmen durchaus die Möglichkeit, Aspekte von Nachhaltigkeit zu integrieren. Neue Impulse weisen eine Tendenz dahingehend auf, Aspekten von Nachhaltigkeit im Rahmen der Rechtfertigung eine wichtigere Stellung einzuräumen, sodass unternehmerische Kooperationen teilweise erleichtert werden können.
Die große Herausforderung der Industrietransformation ist von besonderer Bedeutung für Nordrhein-Westfalen als eine der wichtigsten Industrieregionen Deutschlands und Europas, in der etwa die Hälfte der Anlagen der energieintensiven Grundstoffindustrie Deutschlands verortet sind und in der die industrielle Produktion wirtschaftlich eine besonders große Rolle spielt. Gleichzeitig kann eine gelingende Transformation der Industrie in NRW als Blaupause für andere Regionen dienen. Der vorliegende Bericht stellt die Ergebnisse des Forschungsprojekts SCI4climate.NRW 2018-2022 dar, welches die Industrietransformation in NRW wissenschaftlich begleitet und untersucht hat.
Die Akzeptanz von grünem Wasserstoff in Nordrhein-Westfalen : Status quo und Handlungsempfehlungen

Nordrhein-Westfalen (NRW) ist Heimat energieintensiver Industrien wie der Stahl- und Chemieindustrie. Künftig wird grüner Wasserstoff notwendig sein, damit die Industrie in NRW Klimaneutralität erreichen kann. Die Herausforderungen hierbei sind jedoch vielfältig - auch wenn die Akzeptanz für grünen Wasserstoff sowohl in der Gesellschaft als auch bei unmittelbar beteiligten Akteursgruppen hoch ist. Die Autor*innen fassen in diesem In Brief die Ergebnisse von zwei durchgeführten Akzeptanzstudien zu grünem Wasserstoff in NRW zusammen und diskutieren, welche Handlungsempfehlungen sich daraus ergeben.
Akzeptanz von industriellem CCS in Nordrhein-Westfalen : Empfehlungen für Politik und Industrie

Für die Landesregierung Nordrhein-Westfalen (NRW) ist die industriell genutzte Kohlenstoffabscheidung und -speicherung (engl. industrial carbon capture and storage, kurz iCCS) ein zentraler Baustein für den Übergang zu einer klimaneutralen Industrie bis 2045. Dafür braucht es aber eine breite gesellschaftliche Akzeptanz - zumal Pläne zur CO2-Abscheidung bei Kohlekraftwerken vor über zehn Jahren schon einmal an mangelnder gesellschaftlicher Akzeptanz gescheitert sind. In diesem In Brief haben die Autor*innen die Ergebnisse von zwei durchgeführten Akzeptanzstudien zu iCCS in NRW zusammengefasst und diskutieren, welche Handlungsempfehlungen sich daraus ergeben.
Das Bundesministerium für Wissenschaft und Klimaschutz (BMWK) möchte innovationsfreundliche Rahmenbedingungen für Reallabore schaffen. Im Sommer 2023 hat es dazu ein Grünbuch Reallabore veröffentlicht und einen Konsultationsprozess für ein Reallabore-Gesetz eingeleitet. Das Netzwerk Reallabore der Nachhaltigkeit begrüßt die Initiative, sieht aber zugleich erheblichen Gestaltungsbedarf. Die NaWis-Mitglieder unterstützen die hier vorgestellte Position des Netzwerks.
The co-operation between municipalities and civil society actors and their independent impulses for urban development are discussed under the terms of co-production and city-making. This article summarises these activities as co-productive city-making (koSM). Forms of as well as advantages and disadvantages of koSM have been discussed in research and practice so far, but analyses of the longitudinal genesis of these activities and their significance for the development of a specific area are rare. This article uses the longitudinally collected, mixed-method data of a constellation analysis of the development of the Mirke neighbourhood in Wuppertal/Germany. Based on four points in time, the dynamics as well as the spatial development of the koSM can be presented - individually and in comparison to other developments. It can be seen that the koSM in the Mirke has grown at an above-average and dynamic rate and can accordingly be interpreted as a motor of neighbourhood development. Main actors and locations are identified. The study is the basis for a follow-up work analysing the reasons and structural effects of the koSM. The koSM is discussed both in its interrelations with municipal action and in its significance for integrated and sustainable urban development. The method of constellation analysis is critically discussed with regard to the relationship between effort and benefit.
Transformation in der Industrie : Herausforderungen und Lösungen für erneuerbare Prozesswärme

A clear understanding of socio-technical interdependencies and a structured vision are prerequisites for fostering and steering a transition to a fully renewables-based energy system. To facilitate such understanding, a phase model for the renewable energy (RE) transition in MENA countries has been developed and applied to the country case of Morocco. It is designed to support the strategy development and governance of the energy transition and to serve as a guide for decision makers. Such a phase model could be shared widely as part of Morocco's engagement in international platforms of multilateral collaboration, such as the Energy Transition Council (chaired by the United Kingdom (UK) and managed by the British Embassy - Rabat).
The analysis shows that Morocco has fully embarked on the energy transition. According to the MENA phase model, Morocco can be classified as being in the second phase "System Integration of Renewables". Nevertheless, Morocco plans to considerably increase the use of natural gas in order to back up intermittent solar and wind energy sources. The diversification of energy sources and a diverse portfolio of storage options, including solar thermal power and hydrogen, can foster flexibility options. To this end, a roadmap for power-to-X (PtX) should be considered for a smooth transition of the Moroccan energy supply and demand system.
The expansion of local REs can significantly contribute to reducing Morocco's high fossil fuel imports that are causing a high fiscal burden. With this regard, energy security can be strengthened. Next to large-scale deployment, decentralisation of the energy system must be built to encourage an energy transition on all societal levels. The results of the analysis along the transition phase model towards 100% RE are intended to stimulate and support the discussion on Morocco's future energy system by providing an overarching guiding vision for energy transition and the development of appropriate policies.
The project "Plastic Credits - Financing the Transition to the Global Circular Economy" supports the implementation of a waste management structure in India's rural regions. By that it aims to improve the current waste collection and treatment structures in the pilot regions Goa, Maharashtra, and Kerala. Herein, the project focuses on low value plastics (LVP), and especially multi-layer plastics (MLP), that have no market value. In order to analyze the environmental impacts of the project, an Environmental Impact Assessment (EIA) was conducted. The considered environmental components comprise: greenhouse gas emissions, usage of primary resources, impacts on marine and terrestrial wildlife, standard of living, and economic costs.

It is designed to support the strategy development and to serve as a guide for decision-makers.
The analysis shows that Jordan has taken essential steps towards a RE transition. According to the MENA energy transition phase model, Jordan can be classified as being in a transitional stage between the first phase, "Take-Off Renewables", and the second phase, "System Integration". However, fossil fuels continue to play a dominant role in the Jordanian energy sector, and the fluctuating world market prices for fossil fuels impact the economy.
The expansion of domestically produced RE could significantly contribute to reducing Jordan's high imports of fossil fuels. This simultaneously increases energy security and reduces the trade deficit. To move towards a sustainable energy system, Jordan needs to embrace comprehensive flexibility measures. These include developing storage options, improving load management, upgrading the existing grid infrastructure, enhancing energy efficiency, exploring the electrification of end use sectors, and creating strong cooperation between stakeholders.
Um die Treibhausgasneutralität bis 2045 zu erreichen, wird unter anderem erforderlich sein, dass die Industrie klimaneutrale Produktionsweisen entwickelt und umsetzt. Damit einher gehen gesellschaftliche Aushandlungsprozesse darüber, welche neuen Technologien eingesetzt werden und welche Auswirkungen vor Ort akzeptiert werden. Das Ausmaß an Akzeptanz gegenüber Technologien oder Infrastrukturen beeinflusst neben anderen Faktoren die spezifische Ausgestaltung der Transformation. Mangelnde Akzeptanz kann die Entwicklung von Transformationspfaden verlangsamen oder gar verhindern, und zu Protesten, beispielsweise von lokalen Initiativen oder von etablierten Klimaschutz- und Umweltverbänden, führen.
Dieses Wuppertal Paper stellt die Frage in den Fokus, welchen Einfluss Protestbewegungen auf öffentliche Akzeptanz haben bzw. haben könnten. Grundlage dafür sind empirische Ergebnisse aus dem Projekt Protanz.NRW zu Protesten und Akzeptanz im Kontext der Industrietransformation in NRW. Darauf aufbauend wird ein Protest-Akzeptanz-Modell entwickelt und es werden Hypothesen abgeleitet, wie unterschiedliche Protestgruppen die öffentliche Akzeptanz von Technologien für die Industrietransformation in NRW beeinflussen können. Abschließend werden Handlungsempfehlungen für Politik und Industrie abgeleitet sowie Forschungsbedarfe aufgezeigt.
Reaching net-zero in the chemical industry : a study of roadmaps for industrial decarbonisation

Striving to mitigate climate change, the European Union has adopted net-zero greenhouse gas emissions as a target for 2050. In this paper, European chemical industry roadmaps from the past six years are assessed and compared to uncover how the industry envisions its role in the transition to net-zero emissions. The roadmaps are assessed in terms of ambition level, technology and feedstock strategies, investment needs and costs, agency and dependency on other actors, as well as timeline and concretion. Although net-zero pathways are often drawn out in the roadmaps, some also choose to emphasize and argue for less ambitious pathways with emission reductions of only 40-60 %. The roadmaps vary widely in terms of the importance they assign to mechanical and chemical recycling, switching to biogenic carbon and carbon dioxide as feedstock, electrification and hydrogen, and carbon capture and storage. A commonality though, is that low-tech or near-term mitigation pathways such as demand reduction, reuse or material efficiency are seldom included. High investment needs are generally highlighted, as well as the need for policy to create enabling conditions, whereas the agency and responsibility of the chemical industry itself is downplayed. Our analysis highlights that the chemical industry does not yet have a strong and shared vision for pathways to net-zero emissions. We conclude that such a future vision would benefit from taking a whole value chain approach including demand-side options and consideration of scope 3 emissions.
Biodiversity is under threat all over the planet. Implementing sustainable out-of-home catering (OHC) is a key way to reduce the environmental impact of the agri-food sector. Thus far, there have been no studies that show the impact of food on biodiversity at the menu level in Germany. This means that neither commercial kitchens nor their patrons can record the biodiversity impact of the menus or dishes served there. This article describes the development of an assessment framework and some initial findings. The framework was developed on the basis of a systematic literature review and expert interviews. Taking this as a starting point, an indicator-based approach was developed with a focus on land use. The approach was then validated by assessing recipes used at OHC facilities. The results show that using the BiTe Biodiversity Index (BBI) that was developed, it is possible to assess the biodiversity impacts of meals and optimize them at the level of the dish. The article outlines the possible areas for improvement. Overall, it is clear that this approach can already be used in the OHC context today.
In Deutschland werden jährlich über sieben Millionen gebrauchte Matratzen entsorgt, die überwiegend verbrannt und nur zu einem Bruchteil recycelt werden. Dieser lineare Ansatz belastet die Ressourcen, erhöht die Emissionen und birgt Umweltrisiken. Um diesen Herausforderungen zu begegnen, kann die erweiterte Herstellerverantwortung (Extended Producer Responsibility, EPR) als Instrument zur Umsetzung einer Kreislaufwirtschaft dienen. In dieser Masterarbeit wird daher untersucht, wie ein EPR-System für Matratzen in Deutschland gestaltet sein sollte, um Kreisläufe effizient zu schließen. Gleichzeitig zielt diese Thesis darauf ab, die damit verbundenen Anforderungen und Herausforderungen bei der Umsetzung eines solchen Systems zu identifizieren.
Zur Beantwortung der Forschungsfragen wurden mithilfe von Expert*innen-Interviews und einer umfassenden Literaturrecherche drei EPR-Modelle entwickelt und anhand von ausgewählten Kriterien bewertet. Die Ergebnisse der Bewertung ergaben, dass ein Modell präferiert werden sollte, in dem eine sogenannte Producer Responsibility Organisation (PRO) gebündelt die Verantwortung der Hersteller übernimmt. Ein solches System würde unter anderem eine angemessene Kontrolle ermöglichen und Anreize für Forschung und Entwicklung im Bereich der Recyclingtechnologien und des zirkulären Designs der Matratzen schaffen. Obwohl die Datenlage über Altmatratzen und deren Verwertung in Deutschland derzeit noch begrenzt sind und die hier präsentierten Ergebnisse von der gewählten Methodik abhängen, dient diese Masterarbeit als erste Grundlage für die weitere Entwicklung eines EPR-Systems für Matratzen in Deutschland.
Fortschreitende Digitalisierung und zunehmende Internationalisierung von Märkten bergen Herausforderungen für Unternehmen mit traditionell geprägten Arbeits- und Fertigungsstrukturen. Um den steigenden Anforderungen gerecht zu werden, sollten in diesen Unternehmen die digitale Arbeitsfähigkeit und Kompetenzen für Agilität ausgebaut werden. Dieser Beitrag beschreibt die Konzeption einer digitalen Plattform zur Steigerung derartiger Kompetenzen in kleinen und mittelständischen Unternehmen (KMU). Die digitale Kompetenzplattform soll insbesondere produzierenden KMU strukturschwacher Regionen helfen, ihre Agilität zu steigern und so zur Innovations- und Zukunftsfähigkeit des Unternehmens beitragen.
Die Schaffung von bezahlbarem und sozial gerechtem Wohnraum stellt eine zentrale Herausforderung der nachhaltigen Stadtentwicklung dar. Zur Begegnung dieser Herausforderungen spielen innovative Wohnformen wie gemeinschaftliche Wohnprojekte eine bedeutende Rolle, da sie vielfältige soziale Nachhaltigkeitsaspekte aufweisen und dadurch zu einer nachhaltigen Stadtentwicklung beitragen können. In diesem Kontext bleibt die Frage offen, ob die Gemeinschaften in Wohnprojekten nach ihrer Gründung beständig bleiben. Das Ziel der Arbeit war die Beantwortung der folgenden Forschungsfrage: "Wie können gemeinschaftliche Wohnprojekte dauerhaft in Bezug auf ihre Weiterentwicklung bestehen bleiben und somit langfristig eine nachhaltige Stadtentwicklung unterstützen?"
Zur Beantwortung der Forschungsfrage wurde eine qualitative Studie in Form von narrativen Interviews mit Bewohner:innen gemeinschaftlicher Wohnprojekte durchgeführt. Die Ergebnisse aus Literatur und Praxis konnten acht besonders relevante Faktoren für die Beständigkeit von gemeinschaftlichen Wohnprojekten identifizieren: Soziale Durchmischung, Organisationsstruktur, Gemeinschaftspflege, Vertrauen, Soziales Netzwerk, Kommunikationskultur, gelebte Nachhaltigkeit, Flexibilität und Anpassungsfähigkeit. Diese Faktoren ermöglichen eine nachhaltige und anpassungsfähige Gemeinschaft, welche zu einer nachhaltigen Stadtentwicklung beitragen kann. Dafür sollten gemeinschaftliche Wohnprojekte ihre vorhandenen Potenziale weiterhin ausbauen.
Case study on the German discourse of industry decarbonisation : a discourse network analysis

The adoption of the Paris Agreement in 2015 and the passing of the Climate Action Law in Germany in 2019 established the legal need for the basic material industry in Germany to decarbonise. For the industry sector, the target is sets at a 49-51% GHG reduction by 2030 compared to 1990. Even though the sector specific targets are likely to become obsolete, a Hydrogen Strategy, Industry Strategy and Climate Protection Contracts are currently being developed or elaborated on. These are to further ensure and enable the basic material industry in Germany to decarbonise. These developments are emphasising the relevance of studying the industry decarbonisation at the time of conducting this research.
As the institutionalisation of the industry decarbonisation is influenced by discourse, the analysis of the discourse is an important tool for studying the power effects produced by and built into the discourse. This is the first research aiming to provide a structured analysis of the discourse on industry decarbonisation in Germany. Drawing on discourse analysis and the Multilevel-Perspectives framework, this research investigated the power and dominance of storylines to influence the discourse of the industry transformation towards decarbonisation. In this research insights were obtained into the storylines used in this discourse, the actors who are part of this discourse, the frequency of storylines used and the percentage of actors making use of these storylines. Additionally, insights were generated into the discursive network and potential coalitions.
This research made use of the Discourse Network Analysis software in combination with Visone and Excel for data collection, analysis, and visualisation. Based on 117 documents of various categories from the years 2012 to 2023, the discourse on German industry decarbonisation is discovered to be dominated by storylines of mainly technological or economic nature. The general sentiment discovered by the different actors is positive with the storylines focusing on establishing the conditions for the industry to decarbonise and no resistance being communicated. The discourse is furthermore dominated by most storylines. 18 out of 27 storylines are being used by more than 56% of all actors. The high overlap in storyline indicates discursive homogeneity. The homogeneity is further indicated through the lack of emerging discourse coalitions and the therewith connected lack of struggles for discursive dominance. One coalition can be defined with some actors being deeper involved and some being less involved in the discourse.
As decisions on the transition path for Germany's industry to decarbonise are still to be taken the lack of discursive struggles has come to my surprise. In the discussion I reflect on how the positive sentiment, the discursive homogeneity and the great number of dominant storylines may come about.
Im September 2023 sind zwei wenig ermutigende Untersuchungen veröffentlicht worden: Das Klimasekretariat der Vereinten Nationen macht in seinem Report zur ersten Globalen Bestandsaufnahme (Global Stocktake) deutlich, dass die bisher zugesagten nationalen Klimaschutzbeiträge bei weitem nicht genügen, um die Pariser Klimaschutzziele zu erreichen. Auch das Update zur Einhaltung der planetaren Grenzen fällt ernüchternd aus: In sechs von neun Bereichen sind die Grenzen teils weit überschritten - auch in Bezug auf den Klimawandel.
Allerdings reichen die ergriffenen Klimaschutzmaßnahmen nicht aus, um die gesteckten Ziele zu erreichen. Suffizienzstrategien und -politik können den Wandel bringen - bei Konsum, Gebäuden, Verkehr, Kreislaufwirtschaft und Energie, wie der Zukunftsimpuls zeigt.
The international architecture competition Solar Decathlon Europe was held in Wuppertal in 2022 and focused on sustainable building and living in the city. The student teams participating in the competition developed buildings that would enable climate-friendly living and be tailored to the "Mirke" district in Wuppertal and the individual needs of the residents in this neighborhood. Not only the neighborhood was the focus of the competition, but also the residents of the Mirke district were involved in the project through a neighborhood panel. As part of the Mirke neighborhood panel, three survey waves were conducted between May 2021 and August 2022. The results and insights gained from the neighborhood panel were incorporated into the project and shared with the architectural teams participating in the competition. In addition, the results were shared and discussed with the urban development department of the city of Wuppertal, local initiatives, and other partners in the neighborhood.
Strengthening global climate governance and international cooperation for energy‐efficient buildings

Buildings constitute one of the main GHG emitting sectors, and energy efficiency is a key lever to reduce emissions in the sector. Global climate policy has so far mostly focused on economy-wide emissions. However, emission reduction actions are ultimately sectoral, and opportunities and barriers to achieving emission reductions vary strongly among sectors. This article therefore seeks to analyse to what extent more targeted global governance may help to leverage mitigation enablers and overcome barriers to energy efficiency in buildings. To this end, the article first synthesises existing literature on mitigation enablers and barriers as well as existing literature on how global governance may help address these barriers ("governance potential"). On this basis, the article analyses to what extent this governance potential has already been activated by existing activities of international institutions. Finally, the article discusses how identified governance gaps could be closed. The analysis finds that despite the local characteristics of the sector, global governance has a number of levers at its disposal that could be used to promote emission reductions via energy efficiency. In practice, however, lacking attention to energy efficiency in buildings at national level is mirrored at the international level. Recently, though, a number of coalitions demanding stronger action have emerged. Such frontrunners could work through like-minded coalitions and at the same time try to improve conditions for cooperation in the climate regime and other existing institutions.
Der vorliegende Beitrag analysiert die Bedeutung der Abfallvermeidung auf kommunaler Ebene. Besonderes Augenmerk liegt dabei auf der Rolle von Städten bei der Abfallvermeidung und der Notwendigkeit strategischer Konzepte sowie praktischer Umsetzungsstrategien. Es wird herausgearbeitet, dass das Initiieren von Abfallvermeidungsmaßnahmen auf kommunaler Ebene auf verschiedene Herausforderungen stoßen kann, wie beispielsweise die Abstimmung bestehender Konsum- und Entsorgungsmuster sowie das Fehlen geeigneter Anreize für Akteure. Es wird gezeigt, inwiefern der Ansatz der Zero Waste City ein Instrument zur Förderung der kommunalen Abfallvermeidung darstellen kann und welche Ziele und Maßnahmen die Zero Waste Cities Kiel und München in ihre Zero-Waste-Konzepte aufgenommen haben. Darüber hinaus werden Handlungsempfehlungen zur Stärkung der Abfallvermeidung in der Kommune, in der Verwaltung und in Bezug auf spezifische Abfallfraktionen präsentiert.
In diesem Bericht wird das Wohngebäudemodell der Abteilung Kreislaufwirtschaft des Wuppertal Instituts präsentiert. Der Bericht zielt darauf ab, die Materialströme, die durch Abriss, Neubau, Sanierung und Austausch im Wohngebäudesektor des Bundeslandes Nordrhein-Westfalen während des Zeitraums von 2022 bis 2060 verursacht werden, abzuschätzen. Das Modell verknüpft dabei Angaben zu tatsächlichen Wohngebäudezahlen, entnommen aus den Daten des Statistischen Bundesamts und der Zensuserhebung 2011, mit typischen Baumaterialien je Gebäudetyp und Baujahr. Die Gebäudetypologie basiert dabei auf Arbeiten des Instituts für Wohnen und Umwelt. Bis zum Jahr 2060 können so über Festlegung von Abriss-, Neubau- und Sanierungsraten sowie Austausch einzelner Bauteile mögliche Materialströme des Landes NRW im Wohnbausektor modelliert werden.
Ohne die Transformation unserer Wirtschaft in eine nachhaltige Kreislaufwirtschaft werden wir die planetaren Grenzen weiter überschreiten, die Klimaziele verfehlen und die Ökosysteme schädigen. Deutschlands Politik hat sich in einem Flickenteppich aus Strategien und Gesetzen verfangen, aus dem eine echte Kreislaufwirtschaft nicht in der notwendigen Geschwindigkeit hervorgehen kann. Der Versuch, einer verschwenderischen Wirtschaft allein mit den Mitteln des Abfallrechts beizukommen, kann nicht glücken.
Nötig ist vielmehr eine ganzheitliche, übergeordnete deutsche Kreislaufwirtschaftsstrategie mit ambitionierten nationalen Zielen. Das vorliegende Papier will zeigen, was sich konkret verändern muss und welche Hebel es braucht, um die Kreislaufwirtschaft signifikant voranzubringen.
Es ist Zeit zu handeln. Innovative Ideen, Konzepte und Forderungen liegen auf dem Tisch. Sie machen es möglich, Deutschland auf eine zirkuläre Zukunft auszurichten, Rohstoffe und Materialien konsequent im Kreislauf zu führen und der Wirtschaft Planungssicherheit zu geben. Kreislaufwirtschaft ist Zukunftswirtschaft. Sie muss Kernthema einer neuen Regierung werden.

Aufgrund der Wechselwirkungen mit sozialen, ökonomischen und ökologischen Zielen ist die Kreislaufwirtschaft möglicherweise ein Handlungsbereich mit systemischer Schubkraft für die integrierte Nachhaltigkeitsentwicklung von NRW. Sie ist deswegen auch für die Umsetzung der NRW-Nachhaltigkeitsstrategie, die 2016 zum ersten Mal aufgelegt und 2020 aktualisiert wurde, von besonderem Interesse. Aus diesem Grund hat sich das Wuppertal Institut im Rahmen des Forschungsprojekts "Nachhaltigkeitsstrategie NRW - Vertiefungsanalysen zur Umsetzung aus wissenschaftlicher Sicht" in einem Forschungsmodul mit der Umsetzung der Kreislaufwirtschaft im Kontext der Gesamtwirtschaft von NRW beschäftigt und hier insbesondere die Auswirkungen des europäischen, politischen Rahmens auf die Aktivitäten in NRW in den Blick genommen. Mit anderen Worten, das nachfolgende Arbeitspapier nimmt den European Green Deal und seine Bedeutung für NRW in den Blick und fragt: Welche Herausforderungen für NRW lassen sich aus dem Green Deal ablesen, wie und in welchen Sektoren kann/soll NRW eine Transformation zur Kreislaufwirtschaft einleiten und welche Bedingungen müssen dabei beachtet werden? Methodisch basiert diese Auswertung auf der Analyse relevanter Primärdokumente sowie der Sekundärliteratur zur Umsetzung der Kreislaufwirtschaft im politischen Mehrebenensystem. Dabei soll das Papier kein industriepolitisches Innovationsprogramm entwerfen, sondern eine Handreichung zur weiteren Diskussion von potenziellen Maßnahmen und Politikvorschlägen im Hinblick auf die zu entwickelnde Kreislaufwirtschaftsstrategie darstellen.
Die Transformation der bisher linearen Strukturen von Produktion und Konsum ("take-make-dispose") hin zu einer Circular Economy (CE) - im Sinne einer weiterentwickelten Kreislaufwirtschaft - gilt als zentrales Konzept zur Steigerung der Ressourceneffizienz und Kreislaufführung von Materialien und Produkten, zur Stärkung der Wettbewerbsfähigkeit der einheimischen Industrie sowie zur Schaffung neuer Arbeitsplatzpotenziale. Ziel dieses Forschungsmoduls ist es, die bisherige Umsetzung dieses Konzepts im Rahmen der Nachhaltigkeitsstrategie NRW zu analysieren und durch geeignete Impulse zu begleiten. Durch die Entwicklung eines Leitbilds für eine nachhaltige Circular Economy und zu seiner Messung geeigneter Indikatoren soll das noch an vielen Stellen unscharfe Konzept präzisiert und insbesondere an die spezifischen Ausgangsbedingungen und Herausforderungen von Nordrhein-Westfalen angepasst werden. Dazu sollen Bausteine für ein mittel- und langfristiges Leitbild (2030) entworfen werden, das einen konsistenten Entwicklungspfad für diesen komplexen Transformationsprozess beschreiben soll. Die bestehenden stark abfallwirtschaftlich geprägten Indikatoren zum Thema Kreislaufwirtschaft sollen durch Vorschläge für zusätzliche Indikatoren zur Nachhaltigkeit im Rahmen der Kreislaufwirtschaft (Circular Economy, CE) ergänzt werden.
The transition to a greener and more circular economy has been a European policy priority for several years. The Circular Economy Action Plan of 2020 underlines the ambition. The following EEA initiatives are meant to support the transition process:
- Bellagio Process on circular economy monitoring principles (EPA network);
- Enhancement of EEA indicators on circular economy (ETC/WMGE);
- Explorative work on novel data streams (FWC);
- Co-creation work - knowledge sharing of monitoring experience (ETC/Eionet).
The scope of the present task was to report on the co-creation process that was undertaken at the end of 2020. The co-creation process was organised to identify:
(i) best practices on monitoring strategies, data sources and target setting; and
(ii) areas of circularity measuring and monitoring that remain challenging and require additional investment.
The co-creation process partially built on the work done during the Bellagio Process/Initiative which was run in parallel. This ETC report presents and documents the evidence gathered throughout the co- creation process as well as providing a retrospective analysis of the links to the Bellagio Principles.
Abfallvermeidung steht an der Spitze der Abfallhierarchie und sollte daher mit höchster Priorität behandelt werden - auch in den Kreislaufwirtschaftspolitiken auf kommunaler Ebene. Ein Leitfaden mit 19 praxisorientierten Handlungsempfehlungen soll Kommunen nun unterstützen, Abfallvermeidung systematisch und erfolgreich umzusetzen.
Der Handlungsleitfaden ist ein Ergebnis des Projekts Circular Cities NRW: Das Wuppertal Institut hat gemeinsam mit der FernUniversität Hagen die 22 kreisfreien Städte in Nordrhein-Westfalen (NRW) sowie sechs internationale Referenzfälle in Bezug auf ihre Abfallvermeidungsmaßnahmen analysiert. Das Ergebnis: Die NRW-Städte gehen Abfallvermeidung zwar zunehmend an, allerdings bestehen große Unterschiede bei der Breite der Maßnahmen und den thematischen Schwerpunkten. Darüber hinaus haben die Forschenden viele nicht ausgeschöpfte Handlungspotenziale identifiziert.
Der Leitfaden enthält Maßnahmen, mit denen Kommunen Abfallvermeidung systematisch, verwaltungsweit, sektorenübergreifend und verknüpft mit anderen Klimaschutz- und Nachhaltigkeitsaktivitäten angehen können. Besonders interessant für die Kommunen: Einige der Handlungsempfehlungen sind einfach umzusetzen, kostengünstig und ermöglichen schnelle Abfallvermeidungserfolge.
Was ist der freiwillige Kohlenstoffmarkt - und welchen Beitrag leistet er für den Klimaschutz?

The COVID-19 pandemic has jolted societies out of normality, possibly creating new conditions for sustainability transformations. What does this mean for sustainability research? Because of the scope of the crisis, researchers have been heavily involved: not only have they had to speed up the pace of scientific production to provide urgently needed COVID-19 knowledge, but they have also been affected citizens. For sustainability science, this calls for an experience-based reflection on the positionality and orientation of research aiming to support sustainability transformations. Twenty sustainability researchers discussed their sustainability research on COVID-19 in three workshops based on the following questions: How does the pandemic - and the measures taken to deal with it - affect sustainable development? What can we learn from the pandemic from the perspective of societal transformation? The present discussion paper emerged from this multidisciplinary exchange among sustainability researchers, considering five topics: impacts of the COVID-19 crisis on sustainability transformations; learning for sustainability transformations; the role of solidarity; governance and political steering; and the role of science in society. Our discussions led to a meta-level reflection on what sustainability research can learn from research on COVID-19 regarding topics and disciplinary angles, time dimensions, the role of researchers, and how adequate preparation for both crises and long-term transformations requires interdisciplinary interaction.
Junge Menschen sehen sich durch die Klimakrise einer Einschränkung ihrer Entfaltungs- und Lebensmöglichkeiten gegenübergestellt. So überrascht es nicht, dass gerade die junge Generation sich aktiv für mehr Klimaschutz einsetzt - doch sind es wirklich alle Jugendlichen, die auf die Straße gehen? Die vorliegende explorative Studie zeigt auf, wie sowohl die Wahrnehmung der Klimakrise, die Handlungsmuster und auch die Verantwortungsattribution - individuell, innergenerational und politisch - milieuspezifisch verhandelt werden. Informiert durch das Projekt Schools4Future wurden vier Leitfadeninterviews mit Schüler*innen zur Wahrnehmung und Deutung der Klimakrise geführt. Im dreischrittigen Kodierprozess der Grounded Theory konnten Muster der Betroffenheit, der Verantwortungsattribution und der Handlungsstrategien von vier jugendlichen Klimaaktivist*innen aus akademischen und prekären Herkunftsmilieus rekonstruiert werden.
Deutschlands zirkuläre Zukunft : wie Missionen die Transformation zur Circular Economy beschleunigen

Most air-conditioned buildings in India operate as Mixed-Mode Buildings (MMBs), either fully air-conditioned or with natural ventilation depending on the weather. Energy consumption for space cooling is a vital end-use service in buildings. Air-conditioning is expected to increase significantly due to high growth estimates in building construction, sales of Room Air-Conditioners (RACs), and real income growth. Therefore, this thesis examines the most influential design and control parameters that influence the potential of MMBs in India in relation to their thermal and energy performance. The primary features of MMBs analysed in the research project are as follows: shutting windows at night makes night ventilation redundant; natural ventilation through ceiling fans and windows is utilised to maintain optimal thermal conditions in naturally-ventilated mode and RACs are employed in air-conditioned mode. This thesis poses three research questions and aims to answer them. Firstly, what are the research gaps in assessing thermal and energy performance in mixed-mode buildings in India? Secondly, what is their potential concerning key operating conditions, and which parameters affect this potential? Lastly, how can these influential parameters be optimised? To answer these questions, three research methods were employed: 1) literature review; 2) large-scale simulation of building energy performance combined with uncertainty and sensitivity analysis; and 3) field studies of user behaviour with regards to RACs and the impact of ceiling fans and RACs on indoor conditions and energy consumption. The study identifies the cooling set point temperature as the most influential control parameter. In general, input parameters related to building design, shape and geometry were considered more important than those related to construction parameters. Furthermore, the study highlights that a set point temperature of 28 or 30°C is sufficient to maintain indoor comfort according to the Indian Model for Adaptive Comfort (IMAC) for residential buildings. If a specific airflow is required, it would use the least energy to run the ceiling fan at a low speed, usually set at 1.
Analyzing previous international and national policy processes, the study offers recommendations for leveraging the Global Stocktake's (GST) outcomes for national climate action, especially for Nationally Determined Contributions (NDCs). It emphasizes the need for coordinated efforts to ensure the results of the GST influence national political discourse. It proposes communication strategies tailored to the different stages of the NDC policy process and diverse target audiences. The paper advocates for a nuanced and strategic approach to communication and emphasizes the importance of legitimacy and complexity in engaging stakeholders at different levels of decision-making.
Seit Einführung der ersten Wärmeschutzverordnung in den 1970er Jahren als Antwort auf die Ölkrise sind die energetischen Anforderungen an Gebäude kontinuierlich gestiegen. Heute werden sie im
Gebäudeenergiegesetz (GEG) geregelt, das aktuell erneut novelliert wird. Trotz dieser kontinuierlichen Verschärfungen der Anforderungen ist der Endenergiebedarf von Wohngebäuden in Deutschland in den letzten Jahrzehnten kaum gesunken. Ein wesentlicher Grund hierfür ist die ebenso kontinuierlich steigende Wohnfläche pro Person.
"Sustainable Development" can be understood as a widely used discourse that has become even more prominent since the publication of the UN Agenda 2030 for Sustainable Development in 2015. In this paper we analyze the way sustainable development discourse unfolds within the context of development aid in Germany by undertaking a discourse analysis of reports on development policy published 1973-2017 by the German Federal Ministry for Economic Cooperation and Development. Our analysis reveals that the sustainable development discourse is characterized by distinct components and storylines that change over time. We detect, in general, a shift away from a focus on environmental protection toward an emphasis on the role of the private sector in leading sustainable development. We argue, therefore, that although development is now only legitimate if it is "sustainable", the discourse apparently facilitates the uneven allocation of development aid. The concern that arises here is that although Agenda 2030 pledges to take "bold and transformative steps" to secure the planet and to leave "no one behind" the least developed states who cannot provide "private sector opportunities" or fulfil "national self-responsibilities" for sustainable development are indeed being "left behind".
Das Ziel einer urbanen Verkehrswende ist klar definiert: mehr Fläche für städtisches Leben, weniger Lärm und klimaschädliche Emissionen und eine saubere Luft. Das bedeutet weniger Autoverkehr in den Städten und mehr Wege zu Fuß, mit dem Fahrrad, dem Tretroller oder mit dem öffentlichen Verkehr. Dabei reicht es nicht aus nur auf Innovationen und attraktive Alternativen zu setzen - es braucht auch Exnovation, also restriktive und reduzierende Ansätze für den Autoverkehr.
Dieser Zukunftsimpuls zeigt, wie die urbane Verkehrswende durch Exnovation beschleunigt und richtungssicher umgesetzt werden kann, welche Hemmnisse es bei bisher umgesetzten deutschen und europäischen Projekten gibt und welche Strategie- und Handlungsempfehlungen sich daraus ableiten lassen.
Since the introduction of Germany's first Thermal Insulation Ordinance in the 1970s in response to the oil crisis, requirements for the energy performance of buildings have consistently increased.
Today, these are ruled by the German Building Energy Act, which is currently being amended. Despite this continuous tightening of regulations, the energy consumption in German housing has hardly decreased. The continuous increase in residential space per person is a significant reason for this.
The objectives of the urban mobility transition have been clearly set out: gaining more space for urban living, reducing noise and emissions that have a negative impact on the climate and improving air quality. That means less traffic in cities and more trips made using environmentally-friendly modes of transport - i.e., walking, cycling or foot scooters or public transport. In transport policy, the focus is generally on innovative approaches to shaping the mobility transition.
This paper aims to explain the concept of exnovation in the context of the urban mobility transition and to underpin it using specific practical examples. In the course of this process, it is intended to identify the obstacles that stand in the way of rolling out the concept on an area-wide basis in order to deduce strategies and courses of action for expanding the concept in the future.
As investors and financial intermediaries, private banks are increasingly confronted with climate change concerns. But to what extent do banks identify as the changemakers driving climate alignment forward? To advance this question, this paper analyzes the South African banking sector with a specific focus on Standard Bank and Nedbank as exemplary case studies. Relying on the concept of "climate mainstreaming", we critically assess the banks' annual reports and compare their self-portrayal with publicly available sources on the bank's business practices, chiefly provided by non-governmental organizations and media. We find that Nedbank pushes a holistic narrative of climate change as an inevitable business opportunity. Standard Bank, in turn, relies on a "narrative of balance" between climate change and other profit-oriented investments to safeguard its stakes in the fossil industry. In so doing, this paper sheds light on greenwashing practices within disclosure specifically and the lack of binding corporate regulation more generally.
LinkLab is a newly established working group under the umbrella of German Committee Future Earth (DKN Future Earth). It opens up a space to discuss relevant connections and interfaces between real-world lab research and various scientific disciplines, exploring fruitful connections and pathways for mutual learning for future sustainability-oriented research.
