This study is an exploratory analysis to provide a prioritisation and indication of extensiveness of review activities related to measures that currently exist for eight product groups: Domestic Washing Machines, Domestic Dishwashers, Domestic Washer-Driers, Domestic Cold Appliances, Lighting products (non-directional, tertiary and "special purpose"), Set-top Boxes. For water pumps only a review of tolerances was required.
The analysis focused on possible energy savings as basis for prioritisation, but - following the request of the European Commission made during the kick-off meeting - also considers resource efficiency aspects insofar feasible within the constraints of the study. The conclusion of this exploratory study is that for all product groups considered (except pumps) a revision of existing regulations (or introduction of new regulations) is the preferred policy option.
The analysis shows that these product groups are expected to (continue to) meet eligibility criteria for the introduction of ecodesign and/or energy labelling measures, with simple set top boxes as sole exemption as its market and environmental significance is in rapid decline (sales are expected to be marginal by 2020).
The brochure summarises the project's objectives and methodological approach, its key findings as well as conclusions. Both case studies have shown that technological solutions for low carbon development should be embedded in a well-developed institutional framework to foster their deployment and implementation. Therefore, recommendations for Wuxi include examples of innovative and integrated technical projects for increasing energy and resource efficiency, combining them with recommendations for the development of institutional frameworks. One element of such a framework could be a local energy agency in Wuxi, which would offer support and expertise to potential investors in low carbon technologies. Also for the German pilot region, the brochure offers concrete recommendations how to facilitate low carbon planning within the region.

Prospects of carbon capture and storage (CCS) in India's power sector : an integrated assessment

Objective: The aim of the present article is to conduct an integrated assessment in order to explore whether CCS could be a viable technological option for significantly reducing future CO2 emissions in India. Methods: In this paper, an integrated approach covering five assessment dimensions is chosen. However, each dimension is investigated using specific methods (graphical abstract).
Results: The most crucial precondition that must be met is a reliable storage capacity assessment based on site-specific geological data since only rough figures concerning the theoretical capacity exist at present. Our projection of different trends of coal-based power plant capacities up to 2050 ranges between 13 and 111 Gt of CO2 that may be captured from coal-fired power plants to be built by 2050. If very optimistic assumptions about the country's CO2 storage potential are applied, 75 Gt of CO2 could theoretically be stored as a result of matching these sources with suitable sinks. If a cautious approach is taken by considering the country's effective storage potential, only a fraction may potentially be sequestered. In practice, this potential will decrease further with the impact of technical, legal, economic and social acceptance factors. Further constraints may be the delayed commercial availability of CCS in India, a significant barrier to achieving the economic viability of CCS, an expected net maximum reduction rate of the power plant’s greenhouse gas emissions of 71-74%, an increase of most other environmental and social impacts, and a lack of governmental, industrial or societal CCS advocates.
Conclusion and practice implications: Several preconditions need to be fulfilled if CCS is to play a future role in reducing CO2 emissions in India, the most crucial one being to determine reliable storage capacity figures. In order to overcome these barriers, the industrialised world would need to make a stronger commitment in terms of CCS technology demonstration, cooperation and transfer to emerging economies like India. The integrated assessment might also be extended by a comparison with other low-carbon technology options to draw fully valid conclusions on the most suitable solution for a sustainable future energy supply in India.
Belgien hat einen nationalen Energieeffizienz Aktionsplan (National Energy Efficiency Action Plan, NEEAP), der ein Energiesparziel von 27,5 TWh für das Jahr 2016 in Gebäuden, Verkehr und Kleingewerbe setzt. Rund 62 % der geplanten Energieeinsparungen sollen demnach in Flandern, 30 % in der Wallonie und 8 % in Brüssel-Hauptstadt erreicht werden. Zur Erreichung der Ziele soll jede Region eigene Anreize und Vorschriften in Bezug auf Energieeffizienz entwickeln. Das Energieleitbild ist somit in die Zielvorgaben der Wallonischen Region eingebunden.
Das langfristige Ziel der DG geht über diese Zielvorgabe hinaus und hat zum Kern die bilanziell "energieautarke DG". Dazu bedarf es einer auf Dauer angelegten und breit gefächerten Energieplanung mit konkreten und messbaren Teiletappen und -zielen. Die Erarbeitung eines regionalen Energieleitbildes stellt daher die Basis aller weiteren Schritte und Maßnahmen dar.
Vor diesem Hintergrund hat die DG das Wuppertal Institut im Rahmen einer öffentlichen Ausschreibung beauftragt, ein Energieleitbild für die Region zu erstellen. Dieses Energieleitbild beinhaltet folgende Elemente:
Bestandsaufnahme: Hier erfolgt eine Bewertung der energetischen Ist-Situation in der DG. Die Datenerhebung erfolgte in enger Kooperation mit dem Auftraggeber.
Potenzialanalyse: In der Potenzialanalyse werden die theoretischen Einsparpotenziale und die Möglichkeiten zur verstärkten Nutzung erneuerbarer Energieträger dargestellt.
Vision: Hier wird ein Bild einer positiven Entwicklung der DG anhand eines narrativen Szenarios entworfen.
Umsetzungs- und Fahrplan: Diese Pläne beinhalten Vorschläge für Maßnahmen und Aktionen zum Erreichen der Zielsetzungen, sowie mögliche Umsetzungszeiten.
Finanzierungsplan: Der Finanzierungsplan beinhaltet zahlreiche Vorschläge zur Finanzierung.
Using results-based finance for climate action : existing initiatives and the role of the CDM

Results-based finance is receiving increasing attention, being considered as a potential key funding mode in climate finance. The Clean Development Mechanism has been cited to potentially contribute to this goal. Against this background, the policy brief outlines the rationale of the concept and analyses six climate change mitigation initiatives that build on the results-based finance approach. The analysis puts a special focus on the role of the CDM.
The Clean Development Mechanism (CDM) is in crisis. More and more market participants are leaving the sector. In the light of this development, some argue that governments should step in as buyers of Certified Emission Reductions (CERs). Given the limited volumes of public funding, however, governments will have to prioritise some projects over others. This policy brief therefore analyses national purchase programmes and multilateral carbon funds in order to identify criteria public investors are applying in the selection of the projects they finance. The aim is to identify a vision of a high quality CDM project that be can be made use of when designing a possible support programme.
This policy brief discusses the opportunities and obligations of host country DNAs within the Standardized Baselines framework and identifies options for strategic intervention. Host countries can, for example, intervene by selecting the right sectors for which they develop an SB in the first place. DNAs can also tailor their SBs to some extent to support certain technologies, fuels or feed- stocks over others by choosing the right level of aggregation of the sector to be covered. Last but not least, the paper discusses the DNAs' role in managing the data for the development and maintenance of the SB. Host countries should take full advantage of potential synergies between data collection for SBs and other data intensive processes such as national greenhouse gas inventories or national statistics. SBs and the data gathered in the process of developing them can also be a basis for the development of other mitigation instruments such as Nationally Appropriate Mitigation Actions (NAMAs) or New Market Mechanisms (NMM).

Das Ziel dieser Untersuchung war, das technische Regelleistungspotenzial von BHKW in Deutschland für die Jahre 2010, 2020 und 2030 zu bestimmen. Der Fokus lag auf den kleineren Leistungsbereichen für die objektscharfe Versorgung von Wohngebäuden sowie von gewerblichen Objekten (Nichtwohngebäuden). Ergänzend wurde exemplarisch eine größere BHKW-Anlage mit Wärmenetz und ein industrieller Anwendungsfall untersucht.
Achieving sustainability has become one of the fundamental goals of many urban transportation systems in the past two decades. The emerging concept of sustainability has developed enormous interests among researchers and practitioners to develop a sustainable transport system. While many have focused on developing an appropriate definition of a sustainable transport by measures and indicators of sustainability to assess if a transport system is moving towards or away from sustainability, many others have put forward different strategies to make a transport system sustainable. Defining sustainable transport and identifying indicators are important to make this concept more correct, focused, and measurable.
This study tries to measure and monitories urban transportation sustainability from viewpoint of anÿurban planner. The question comes out from the relation between urban transportation sustainability and usage of public transportation. How these two facts link to each other? Are there any logical relations between usage of public transportation and sustainable development? How we can define specific indicator for measuring sustainability of transportation or on the other words, how can we standardized indicator to measure and monitor the urban sustainable transportation?
For response, exceeding questions two cities are selected which have a similarity and differences in structure and data sets. Our approach is to draw upon a raft of suitable analytical techniques to find out the approach base for comparison of structure between different cities, and then to apply the examples to examine the degree to which specified policy targets might be met in the future. The analytical framework includes Descriptive statistics, correlation and Regression analysis, and application of sustainable transportation indicator for case studies distributions.
The techniques proposed to provide a starting point for that dialogue toward more appropriate policies and their monitoring. It can be concluded that the new approach of sustainable transportation indicator for measuring sustainability of transportation is highly correlated with selected variables, which indicates that the new indicator has meaningful applicability to be used as indicator for transportation certificate system. This methods can be used for measuring, monitoring, and evaluating the sustainability of urban transportation for different areas and used the results as a standardize indicator for transportation certificate system for comparing and ranking the transportation sustainability of different cities. In addition, the result of this study can be used as for monitoring and assessment of plan for (SUMP) Sustainable urban mobility planning.
The EU has set itself ambitious targets with regards to a significant reduction of its greenhouse gas emissions and has presented roadmaps depicting an overall decarbonisation of its economy by the middle of the century. In this context European policymakers and stakeholders are currently discussing the targets and the level of ambition of the 2030 climate and energy policy framework. The Commission is expected to present its own vision for the further development of the energy and climate policy framework in its White Paper "For a 2030 climate and energy policy framework". At this decisive point in the political debate the Wuppertal Institute presents a brief working paper that analyses some of the analytical work - particularly the underlying energy and GHG emission scenarios - behind the Commission's proposals to be presented in the forthcoming White Paper.
Als eine der energieintensivsten Branchen wird auch von der Stahlindustrie ein Beitrag zum Klimaschutz erwartet. Da die bestehenden kohlebasierten Verfahren der Stahlerzeugung kaum noch Verbesserungspotential besitzen, kann langfristig nur über neue Verfahren ein großer CO2-Minderungseffekt erzielt werden. Die vorliegende Arbeit bewertet drei innovative Verfahren der Stahlerzeugung im Vergleich zur etablierten Hochofenroute. Die vergleichende Bewertung schließt nicht nur technische und betriebswirtschaftliche Aspekte, sondern auch gesellschaftliche, sicherheitstechnische und ökologische Aspekte mit ein und soll so eine ganzheitliche Einschätzung der neuartigen Verfahren ermöglichen. Die untersuchten Verfahren sind die Hochofenroute in Kombination mit Kohlenstoffabscheidung und -speicherung (CCS), die Wasserstoff-Direktreduktion und die Eisenerzelektrolyse. Die ganzheitliche Bewertung der drei Verfahren zeigt eine kläre Präferenz für die Wasserstoff-Direktreduktion als Zukunftsverfahren am Standort Deutschland, knapp gefolgt von der Eisenerzelektrolyse. Unter Verwendung dieser innovativen Methode könnte auch langfristig Primärstahl zu wettbewerbsfähigen Konditionen am Standort Deutschland produziert werden. Spätestens ab 2050 werden politische Rahmenbedingungen, steigende Preise für fossile Energieträger und Rohstoffe, sowie ansteigende Kosten für CO2-Emissionen voraussichtlich dafür gesorgt haben, dass die konventionellen Verfahren der Stahlerzeugung unattraktiv werden. Wichtige Voraussetzungen für die rechtzeitige Einphasung der neuen Verfahren sind eine konsequente Umsetzung der Energiewende und international verbindliche Klimaschutzziele sowie damit korrespondierende Anreizmechanismen.
Technology cooperation : update on the technology mechanism and options for using carbon markets

This policy brief provides a general overview on the setup of the UNFCCC's Technology Mechanism, exploring potential synergies between the mechanism and carbon market instruments such as the CDM.
There are two branches of the Technology Mechanism: the Technology Executive Committee (TEC), which is tasked to give political advice, and the Climate Technology Centre and Network (CTCN), providing support and fostering the operationalization of technology transfer. Both institutions strongly focus on capacity building.
The CDM, instead, has contributed to technology transfer in practice. However, the transfer has largely focused on equipment and basic operational knowledge. The transfer of knowledge to adapt, advance and innovate has been limited so far.
Therefore, the two mechanisms could well complement each other. In theory, Programmes of Activities and Standardized Baselines under the CDM could be a means for developing country governments to strategically address financial barriers to technology transfer.
Der 5. Sachstandsbericht des Weltklimarates (IPCC) macht unmissverständlich klar: Inakzeptable Klimafolgen, die sich jenseits der 2-Grad-Leitplanke häufen dürften, können nur vermieden werden, wenn der weitere Anstieg der Treibhausgaskonzentration so bald wie möglich gestoppt wird. Der WBGU empfiehlt daher, die CO2-Emissionen aus fossilen Energieträgern bis spätestens 2070 auf Null zu senken. Dies ist ein ebenso ehrgeiziges wie prägnantes Politikziel, denn jedes Land, jede Kommune, jedes Unternehmen und jeder Bürger müssen "die Null schaffen", wenn die Welt als Ganzes klimaneutral werden soll. Die 2-Grad-Linie kann allerdings nur gehalten werden, wenn zahlreiche Akteure - insbesondere die OECD-Staaten - schon deutlich früher ihre Emissionen herunterfahren. Der Weltgesellschaft als Ganzes steht ein eng begrenztes Kohlenstoffbudget zur Verfügung, so dass der Scheitelpunkt der Emissionen möglichst bis 2020, auf alle Fälle aber in der dritten Dekade erreicht werden sollte. Der WBGU umreißt in diesem Gutachten eine Doppelstrategie für den globalen Klimaschutz, die auf das Zusammenspiel von Multilateralismus und Zivilgesellschaft setzt. Dafür sollte zum einen das für Ende 2015 angestrebte Pariser Klimaabkommen bestimmte Merkmale aufweisen, die der Beirat benennt. Insbesondere sollte ein Prozess vereinbart werden, der die Einhaltung der 2-Grad-Leitplanke sicherstellt. Zum anderen sollten alle gesellschaftlichen Akteure ihre spezifischen Beiträge zur Dekarbonisierung leisten. So kann eine verschränkte Verantwortungsarchitektur für die Zukunft unseres Planeten entstehen, in der vertikales Delegieren und horizontales Engagieren keinen Gegensatz bilden, sondern sich wechselseitig verstärken.
This paper analyses the results of the climate conference in Lima 2014 in the light of the coming climate summit in Paris by the end of this year (COP21). The authors from the Wuppertal Institute make recommendations for the improvement of the current cooperation in the context of the climate convention and they suggest to complement the existing UN regime with a club of forerunner countries in order to provide new breath for international climate policy.

Klimaschutz-Teilkonzept "Klimafreundliche Mobilität" für die Stadt Wolfsburg : Abschlussbericht

Mit dem Klimaschutz-Teilkonzept zur klimafreundlichen Mobilität waren Jung Stadtkonzepte und Wuppertal Institut von der Stadt Wolfsburg beauftragt worden. Untersucht wurde, welche Potenziale sich sowohl durch die fortschreitende technologische Entwicklung als auch durch kommunale Aktivitäten erschließen lassen. Dieser Frage ging das Konzept in zwei Szenarien nach. Die gemeinsame Arbeit kommt letztendlich zu dem Ergebnis, dass ein Großteil der möglichen CO2-Minderung aus der Technologieentwicklung bei den Fahrzeugen resultieren wird. Die größten Handlungsmöglichkeiten der Kommune liegen der Veränderung des Modal Splits zugunsten des Umweltverbunds. Das Konzept zeigt dazu in vier ausgewählten Handlungsfeldern entsprechende Leitmotive und Handlungsleitlinien auf und gibt vier grundlegende strategische Projektempfehlungen: 1. Stadtstruktur und Wohnumfeld: Carsharing und Wohnungswirtschaft zusammenführen. 2. Infrastruktur der Mobilität: Radverkehrsplan für die Gesamtstadt aufstellen. 3. Verkehrsmittel: Stationsbasiertes E-Carsharing einführen. 4. Marketing und Kommunikation: Mitarbeiter multimobil machen.
The 2014 United Nations Climate Change Conference had been scheduled from 1 to 12 December in Lima/Peru. While in the run-up to the conference, China and the US in a surprise bilateral move had announced plans to cut greenhouse gas emissions that exceeded expectations, the conference was characterised once again by a deep division between key players from the former so-called "developed" and "developing" world. The negotiations thus took 32 hours longer than planned and ended on Sunday morning at 1.22 am. More importantly, the conference failed almost completely to resolve the tasks it was supposed to do in order to prepare the last round of negotiations before next year's conference in Paris 2015, which is supposed to deliver a comprehensive future climate agreement. A team of researchers from the Wuppertal Institute attended the conference and have compiled a first assessment of the results.

Vor dem Hintergrund der aktuellen Ressourcenschutzdiskussion wird im Beitrag erläutert, wie Ressourcenschutzbelange in den bestehenden UVPG-Schutzgütern, aber auch darüber hinaus in der Umweltprüfung stärker berücksichtigt werden können. In diesem Zusammenhang stellen die räumlichen und zeitlichen Systemgrenzen der Umweltprüfung eine besondere Herausforderung dar. Es werden erste Ansätze dargestellt, wie ressourcenbezogene Umweltwirkungen und stoffliche und energetische Inanspruchnahmen in die Planungspraxis übernommen werden können.

Hochschulen scheinen kaum präsent im Ringen um viele gesellschaftlich brennende Fragen: zum Beispiel bei der Suche nach neuen Modellen der Ökonomie oder bei der Entwicklung angepasster Technologien. Doch Hochschule und Bürgerwissenschaftmüssen kein Gegensatz sein - im Gegenteil: Als Bürgerhochschule kann die Hochschule zum wichtigen Katalysator einer starken Bürgerwissenschaft werden.
Enabling the great transformation : transdisciplinarity as individual and institutional challenge

Realizing a sustainable future in the Anthropocene requires a "great transformation." The massive technological, economic, social, and cultural change this implies is based on new forms of literacy and knowledge integration. It depends on a highly transdisciplinary "transformative science," i.e., scientific knowledge production that not only focuses on "system knowledge" but also on "target" and on "transformation" knowledge, and thus integrates different disciplines and practical expertise. The existing science system is actually not fulfilling this new social contract between science and society. Frontrunner institutions like the IASS and "transdisciplinary personalities" like Klaus Töpfer are important change agents to bring forward the transformative mission of a future Earth science.
Il Wuppertal Institute ha condotto uno studio per valutare quali materiali sono da considerare critici in relazione al previsto incremento di energie rinnovabili in Germania. I problemi relativi a materiali come terre rare e vanadio riguardano la dipendenza da pochi paesi fornitori e gli usi competitivi.
Energieszenarien können in der Diskussion zur Energiewende Orientierung bieten und Entscheidungen unterstützen. Fehlende Transparenz sowie die Vielzahl und Heterogenität der verfügbaren Studien erschweren es jedoch, diese angemessen zu interpretieren. Das vorliegende Diskussionspapier bietet Nutzern eine Hilfestellung und leistet einen Beitrag zur Entwicklung eines grundsätzlichen Analyse- und Interpretationsrahmens, der auch in anderen thematischen Bereichen angewendet werden kann.
Among the factors that decelerate progress of CCS demonstration and deployment is the lack of public acceptance of local projects in Germany as well as in other countries. The study presented here aims to take the issue of public CCS perceptions further by empirically investigating the relevance of different specifications of the three main steps of the CCS chain, i.e. capture, transport and storage. An experimental approach is chosen and applied in an online survey with a representative sample from Germany with 1830 participants. With regard to possible CO2 sources we varied whether the CO2 of a specific setting is captured i) as part of an energy-intensive industry process (e.g. production of steel or cement), ii) from a power plant running on biomass, or iii) a coal-fired power plant. For transport, half of the settings described made reference to transport of CO2 via pipelines, the other half did not provide information about transport. With regard to storage the setting descriptions i) either explained that CO2 can be stored in saline aquifers, ii) can be used to enhance gas production from an emptying natural gas field or iii) can be stored in a depleted natural gas field. We find that overall the average of the ratings for perception of the settings fall into the neutral part of the answering scale. If the source of CO2 is a coal-fired power plant the setting is perceived less positively than if it includes biomass or industry. A significant interaction effect between transport and storage specifications is observed. This points out that storage in saline aquifers is perceived more negatively than a combination with enhanced gas recovery while storage in a depleted natural gas field is rated less positively if a pipeline is mentioned and more positively if no transport option is mentioned.
Ziel dieser Studie ist es, einen aktuellen Überblick über den Stand der Recyclingwirtschaft in Deutschland zu geben. Der Fokus liegt dabei vor allem auf den Marktprozessen, die bereits heute ökonomische Anreize zur Schließung von Stoffkreisläufen geben, bzw. auf spezifischen Hemmnissen, die genau solchen Entwicklungen im Wege stehen.
Aufbauend auf der Analyse spezifischer Hemmnisse für einzelne Abfallfraktionen (rechtliche und institutionelle Hemmnisse, Marktmacht, Informationsdefizite etc.) leitet die Studie verschiedene Instrumente und handlungsorientierte Ansätze ab, die zu einer Verbesserung der Kreislaufführung beitragen könnten; dabei kann Deutschland auch von bestehenden Best-Practice-Ansätzen im Ausland profitieren. Dazu gehören unter anderem der verstärkte Einsatz ökonomischer Instrumente, Maßnahmen zur verstärkten Integration von Abfallwirtschaft und Produktionssektor, Urban Mining Konzepte, internationale Vereinbarungen zum Rohstoffrecycling sowie Green Tech Funds.
Techno-economic feasibility study of solar and wind based irrigation systems in Northern Colombia

Water pumping systems powered by solar and wind energy are a clean, decentralized and economic alternative for the irrigation of crops. The intense droughts experienced in the last years in Northern Colombia due to particularly strong Nino Phenomena have reactivated the need of reliable water pumping irrigation systems in that region. This study aims to assess the techno economic feasibility of solar and wind based pumping irrigation system, taking as case study the Municipality of Piojo in the Atlantico department. In the first stage of the study the irrigation water requirements were determined by using the software CROPWAT based on two different crop patterns that represent existing feasible alternatives for small farmers of the region: i) a common crop pattern, which represent the current average distribution of crops for subsistence farming and ii) a fruit cash crop pattern that comprises crops for which well established markets in the region exist. Solar wind and diesel based pumping systems were sized based on the crop water demands for 1 ha. The unit irrigation costs of the three technologies, the two crop patterns and the three irrigation methods (surface, sprinkler and drip) were calculated and compared. The economical analysis was complemented with a cost-benefit analysis over 20 years. Our results show that both renewable energy based pumping systems (wind and solar) can cover the irrigation water demands of small farmers in the region. The economical analysis shows that windmills are the most cost effective solution followed by the solar pumping system. Diesel pumping system was the less cost effective, even though it does not comprise investment in water storage tank. The cost benefit analysis demonstrates that any irrigation system is financially unfeasible when providing water to a common crop pattern. In case of the fruit cash crop scenario the highest dividends were obtained by the wind pumping system and the lowest dividends by the diesel pumping system. The lowest payback period was obtained by the windmill after 7 years and could be even feasible after the fifth year if the surplus water would be used to irrigate larger areas. Dividends obtained in a fruit cash crop scenario with irrigation after 20 years were in the range of EUR 5200 and EUR 11200 higher than dividends obtained by the same crop pattern but without irrigation.
The 2010 UN climate conference in Cancún emphasized that "Parties should, in all climate change related actions, fully respect human rights". However, so far there is no further guidance. This article discusses the relevant legal human rights norms and two case studies from the Kyoto Protocol's Clean Development Mechanism (CDM). The first case (Bajo Aguán, Honduras) shows that the current absence of any international safeguards can lead to registration of highly problematic projects. The second case (Olkaria, Kenya) suggests that safeguards, introduced here as a side effect of World Bank involvement, can have a positive impact, but that it is necessary to have them based on human rights. It therefore seems recommendable that the UN climate regime develop mandatory human rights safeguards. In addition or alternatively, individual buyer countries or groups of countries, such as the European Union, could introduce their own additional requirements for CDM projects.

In what has become normal procedure at the international climate negotiations, the 2013 United Nations climate conference in Warsaw (the nineteenth Conference of the Parties (COP 19) to the United Nations Framework Convention on Climate Change (UNFCCC) and the ninth Conference of Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 9)) once again seemed on the brink of collapse and concluded more than one day behind schedule, in the evening of Saturday 23 November 2013. However, on most of the key issues it made only scant progress.
This report lays out the main developments in Warsaw and assesses the main outcomes. It starts with the discussions under the Durban Platform on developing a new comprehensive climate agreement by 2015 and increasing short-term ambition and subsequently covers the issues relating to near-term implementation of previous decisions in the areas of emission reductions and transparency, adaptation, loss and damage, finance and technology.
The lack of suitable tools to assess sustainable mobility measures' costs, benefits and overall impacts is a significant factor impeding their implementation. Cost-benefit analysis (CBA) is often applied to large-scale infrastructure projects, but does not capture all relevant socio-economic impacts. Small-scale but potentially highly cost-effective measures often do not have the critical mass to warrant a thorough cost-benefit analysis. This paper reviews existing assessment methodologies, including their advantages, limitations and application to different urban mobility measures, and current assessment practice in cities based on survey results. Based on these analyses, a holistic approach for project appraisal is proposed, consisting of aspects of a multi-criteria analysis (MCA) and CBA and applicable to a variety of urban mobility measures.
The results presented in this article illustrate how the local public was informed on specific Carbon Capture and Storage (CCS) projects by regional newspapers in Germany. The analyzed articles were published in four daily newspapers within the German regions where four CO2 onshore storage projects took place or have been planned. The articles were published between 2007 and 2011. In total, 1,115 newspaper articles about the four CO2 onshore storage projects were gathered and analyzed both qualitatively and quantitatively. Our results showed that the regional media coverage of CCS projects in Germany reached peaks in 2009 and 2010. The main topics changed within the media coverage and it is worth mentioning to what extent the media coverage of CCS disregarded topics with regard to economic, technical, ecological or scientific aspects on CCS. The overall evaluation of CCS within the articles is negative. While commercial CCS projects received more negative evaluation across newspaper articles; opinions about the research and industry project Ketzin were more neutral.
The present study investigates and compares the public perception of CO2 offshore storage, CO2 onshore storage and CO2 transport via pipeline in Germany nationwide and in two coastal regions. For this purpose, three representative surveys were carried out and analyzed with the methods of descriptive statistics and ordinal regressions. The results of our descriptive statistical analyses show clear regional differences with regard to self-reported awareness, factual knowledge, risk perceptions and general attitudes towards CO2 offshore/onshore storage and CO2 transport via pipeline. With regard to the public perception of the two storage options - offshore and onshore - no major differences could be identified: both are hardly accepted by the German public. In comparison to CO2 offshore storage/CO2 onshore storage, the attitudes towards CO2 transport via pipeline were perceptibly more positive in all regions. Our regression analyses revealed that the perceptions of the personal and societal risks of CO2 transport via pipeline/CO2 offshore storage/CO2 onshore storage as well as the perceptions of the personal and societal benefits of CCS are the most important direct determinants of general attitudes towards CO2 transport via pipeline, CO2 offshore storage and CO2 onshore storage.
Policy evaluation is widely considered important for assessing policies for effectiveness and impact. Municipalities are among the political actors implementing energy and climate policy. Yet, few municipalities have introduced adequate instruments to monitor the effectiveness of their actions. Often, municipal actors consider local greenhouse gas (GHG) inventories to be sufficient to monitor the impact of their actions. This paper points out why the expectations placed on local GHG inventories as a monitoring instrument can rarely be met in practice. On the basis of German examples, it shall be shown that a thorough calculation of actual local energy and GHG reductions attributable to local efforts is often only partially possible, and is complicated by external factors. A supplementary approach to the top-down method is to evaluate local programmes from the bottom-up. This paper discusses efforts to develop an instrument for a bottom-up monitoring of the city of Hamburg's Climate Action Plan.

The paper examines policies and measures that promote the usage of pedelecs and that contribute to climate friendly passenger transportation thereby. As pedelecs allow the rider to pedal at lower efforts, pedelecs provide the potential to increase the share of bicycle trips in metropolitan regions with hilly landscapes and with a significant share of medium commuting distances. The paper develops attitude-based mobility types and defines their specific pedelec affinity based upon differentiated reasons to use a pedelec. Thereafter policies and measures are examined that foster purchase and usage of pedelecs, and factors influencing the modal behaviour of (potential) attitude-based target groups are defined. Quantification of climate protection effects is conducted based on two scenarios for the German city of Wuppertal, a city known for its steep slopes. The first scenario assumes business as usual, and the second scenario is based on the introduction of ambitious policies and measures to encourage purchase and usage of pedelecs. Following a mixed-method approach, qualitative scenario assumptions are calculated by a quantitative model, which incorporates the analyses on attitude-based mobility types respective pedelec affinities.The results indicate that ambitious promotion of pedelecs significantly contributes to climate change mitigation. Compared to business as usual, ambitious policies and measures to purchase and use pedelecs reduce CO2-emissions of passenger transport in Wuppertal by 11 per cent in 2050. A spatially inclusive and comprehensive 30 kph speed limit proves to be particularly effective. In the scenario of ambitious promotion of pedelecs, interventions solely fostering the purchase of pedelecs significantly increase the modal share of pedelecs, whereas in a business as usual case such efforts remain ineffective. The traditional bicycle profits from the promotion of pedelecs, but its increased usage does not bring about similar climate protection effects.
The food and agricultural sector will face numerous challenges in the next decades, arising from changing global production and consumption patterns, which currently go along with high resource use, causing ecological and socio-economic impacts. The aim of this paper is to illustrate and evaluate the practical applicability of the Hot Spot Analysis methodology in the context of supply chain management in companies. The HSA is a method to identify social and ecological problems along the entire life cycle of a product. Special emphasis is put on a customized implementation in the value chain beef of McDonald's Germany. The HSA of McDonald's beef value chain shows that the main ecological problems arise in the phase of raw material extraction, whereas the main social problems can be identified in the phase of slaughtering. Finally, the paper shows potentials and shortcomings of such a customized application and how the results can be implemented in the sustainability management of a company.
A desirable future critically depends on our ability to ensure the supply of key resources while simultaneously respecting planetary boundaries. This paper looks at the potential implications of living within the "safe operating space" for people, business and the economy. It develops a positive vision of the future based on three pillars: a safe and fair use of global resources, a sustainable society, and a transformed economy. We review and build on recent sustainability visions to develop a holistic reflection on what life in 2050 could look like, and explore the key changes in the economy needed to get there. In particular we show that resource efficiency requires a systemic shift in values, innovation, governance and management regimes. We present a bold vision for Europe underlined by indicators and targets, explore transition challenges to getting there and conclude with a list of key policies needed for overcoming challenges and reaching the vision.
Der Begriff des "Reallabors" erfreut sich in der nachhaltigkeitsorientierten Transformationsforschung und Forschungspolitik einer wachsenden Resonanz. "Städte als Reallabore" spielen dabei eine wichtige Rolle. Der vorliegende Beitrag gibt einen Einblick in die Hintergründe, den Begriff und das Konzept sowie wichtige Diskussionspunkte des "Reallabor"-Ansatzes. Er illustriert seine Aussagen am Beispiel des ersten umfassenderen Reallaborforschungsprogrammes, das vom baden-württembergischen Forschungsministerium im Jahr 2014 aufgelegt wurde.

The objective of the concept paper is to propose an operational definition for what transformational change means in the context of NAMAs, taking into consideration ongoing discussions among NAMA experts, and to give an overview of theoretical approaches to sustainability transitions and transformational change, exploring their possible applicability to NAMAs. The theoretical approaches are the basis to propose hypotheses for the dynamics, indicators and success factors that foster transformational change, which is necessary to assess whether a NAMA intervention has been or can be transformational to achieve low carbon and sustainable development goals. This paper will serve as the basis for further exploration of a framework to assess the potential for transformational impacts of NAMAs.
Die energetische Sanierung von Wohnhäusern wird in vielen Städten vorangetrieben. Was im Hinblick auf Energieeffizienz sinnvoll ist, kann aufgrund steigender Mietkosten zu einer Verdrängung der alteingesessenen Bewohner(innen) führen. Damit energetische Sanierung nicht dazu beiträgt, soziale Ungleichheiten auf Stadt- und Quartiersebene zu erhöhen, bedarf es sozialpolitischer Regelungen und Förderinstrumente. Doch fehlt noch eine fundierte Datenbasis, die es erlaubt, entsprechende Empfehlungen zu geben.
Dass die Energiewende überall in den Regionen erhebliche Dynamiken und Innovationen hervorruft, hat einmal mehr das Leuphana Energieforum 2014 gezeigt. Trotz des politischen Gegenwinds bleiben die Bürgerenergieakteure extrem wichtig für die Akzeptanz der Energiewende und deren erfolgreiche Ausdehnung auf Wärmebereitstellung und Verkehr.
In the debate about the transformation process towards sustainability manifold eco social economic concepts are discussed. Most of them lay claim to democracy, to processes of inclusion of all who are affected. But do alternative concepts automatically lead to democracy, overcoming hierarchies, power and exclusion? Based on this question, the article discusses two eco social concepts: Vorsorgendes Wirtschaften and Small new Social Contracts. It throws the light on traps like repressive or instrumental forms of inclusion and ends with three clues for a transformative democratic way to sustainability.
This report details current and potential recycling of critical metals in Waste from Electrical Electronic Equipment (WEEE). The term "critical metals" is used instead of "rare metals" because the concept incorporates not only supply but also demand. The EU needs access to these metals and recycling can be an important part of the supply-strategy.
The study shows that the current recycling of critical metals in WEEE is very low, but that the potential amount could be increased threefold within 2015. Improving of the recycling of critical metals requires a variety of initiatives tackling different week point in the overall process: better collection, better pre-processing and end-processing, limiting the export of WEEE or used products out of the EU and better design of the EEE-products.
This study shows that data on sales volumes, WEEE composition and the composition of critical metals in EEE is currently insufficient for detailed analysis and monitoring, and addressing this should be a priority. Further, more detailed information on components used in EEE product groups would enable recyclers to identify and access the most materially important components. Dialog between recyclers, smelters and manufacturers could also facilitate product design that supports the recycling process.

Da Ernährungsgewohnheiten sowohl ökologische Auswirkungen induzieren als auch gesundheitliche Folgen für die Verbraucher haben, sind Konzepte gefragt, die ökologische mit gesundheitlichen Indikatoren kombinieren; diese sind jedoch bislang rar. Das vorgestellte Instrument des Nutritional Footprint greift diese Problemstellung auf und verbindet in einem innovativen Konzept jeweils vier Kernindikatoren beider Dimensionen. Mithilfe des Konzepts erhalten Verbraucher einen Überblick zu Umwelt- und Gesundheitswirkungen ihrer Ernährung. Unternehmen können wiederum interne Datensätze verwalten, Benchmarking betreiben und ihre externe Kommunikationsleistung erweitern.

Global transportation energy use is steeply rising, mainly as a result of increasing population and economic activity. Petroleum fuels remain the dominant energy source, reflecting advantages such as high energy density, low cost, and market availability. The movement of people and freight makes a major contribution to economic development and social well-being, but it also negatively impacts climate change, air quality, health, social cohesion, and safety. Following a review published 20 years ago in the Annual Review of Environment and Resources (then named the Annual Review of Energy and the Environment) by Lee Schipper, we examine current trends and potential futures, revising several major global transport/energy reports. There are significant opportunities to slow travel growth and improve efficiency. Alternatives to petroleum exist but have different characteristics in terms of availability, cost, distribution, infrastructure, storage, and public acceptability. The transition to low-carbon equitable and sustainable transport will take time but can be fostered by numerous short- and medium-term strategies that would benefit energy security, health, productivity, and sustainability.
At current primary steel production levels, the iron and steel industry will fail to meet the 80% emission reduction target without introduction of breakthrough technologies (Wörtler et al., 2013: 19). The current research analyses the technical and economical long-term potential of innovative primary steel production technologies in Germany throughout 2100. Techno-economic models are used to simulate three innovative ore-based steelmaking routes verses the reference blast furnace route (BF-BOF). The innovative routes in focus are blast furnace with CCS (BF-CCS), hydrogen direct reduction (H-DR), and iron ore electrolysis (EW). Energy and mass flows for the production of one tonne of crude steel (CS) are combined with hypothetical price, cost, and revenue data to evaluate the production routes economically, technically, and environmentally. This is a purely theoretical analysis and hence further external factors that may influence practical implementation or profitability are not considered.
Different future developments are considered by using three scenarios, representing an ambitious, a moderate, and a conservative transformation of the German energy sector. In general, looking into the future bares various uncertainties which should be reflected in a suitable manner.
According to the present scenario analysis, chances are that with rising prices for coal and CO2 allowances BF-BOF and even BF-CCS become unprofitable by mid-century. With a high share of renewable energy sources and high prices for CO2 allowances, H-DR and EW become economically attractive in the second half of the current century, when BF-based routes are long unprofitable. Energy and raw material efficiency is significantly higher for H-DR and EW and furthermore, the 80% reduction target by 2050 can be achieved in the ambitious scenario. However, high investment costs and high dependency on electricity prices prohibit a profitable implementation before 2030–2040 without further subsidies. EW is the most energy and resource efficient production route. Since continuous electricity is needed for the continuous operation, the electricity costs are 20–40% higher than for H-DR (with high-capacity hydrogen storage units). Even though hydrogen production implies efficiency losses compared to the EW route, the decoupling of hydrogen production from continuous operation of the steel plant through hydrogen storage offers the opportunity to use cheap excess renewable electricity. This makes the H-DR economically and environmentally the most attractive route and provides a crucial contribution to stabilize the grid and to store excess energy in a 100% renewable energy system.
Über 30 Prozent der gesamten deutschen CO2-Emissionen entstehen durch das Beheizen von Gebäuden. Während es für Wohngebäude genaue Verbrauchszahlen und konkrete politische Energieeinsparziele gibt, wird der Bestand an Nichtwohngebäuden - wie Bürogebäude, Fabrikhallen und Kliniken, aber auch Handelsflächen - bisher in Untersuchungen und Prognosen stark vernachlässigt. Der Umweltwissenschaftler und Bauingenieur Achim Hamann kommt in seiner Studie anhand von detaillierten Untersuchungsergebnissen für den Wuppertaler Stadtteil Vohwinkel zu einer Einschätzung für Wuppertal und darüber hinaus für ganz Deutschland. Demnach beträgt der Anteil der CO2-Emissionen aus der Erzeugung der Raumwärme für Nichtwohngebäude 13 Prozent der CO2-Gesamtemissionen. Fast die Hälfte aller Raumwärme-Emissionen entsteht bei Nichtwohngebäuden.
Auf Grundlage der ermittelten Bestandsdaten beschreibt Achim Hamann kurzfristige Sanierungspotenziale, entwirft CO2-Minderungsszenarien bis zum Jahr 2050 und leistet so einen wichtigen Beitrag dafür, dass Nichtwohngebäude bei Energieeinsparzielen angemessen berücksichtigt werden.
Die elektrische Energieversorgung von Kommunen wird nach einer Privatisierungswelle Ende der 1990er Jahren mehr und mehr wieder in kommunale Hand zurückgeholt und Kommunen entdecken Chancen und Möglichkeiten, die sich dadurch ergeben.
In Nordhessen ist ein Trend der Rekommunalisierung erkennbar durch die Neugründung von Stadt- und Gemeindewerken zur Elektrizitätsversorgung oder deren Weiterentwicklung. Dieser Prozess wird unter anderem durch die Städtische Werke Aktiengesellschaft, Kassel angetrieben, die als Partner die Kommunen insbesondere beim Rückkauf der Stromnetze, der Gründung von eigenen Stadtwerken und dem Vertrieb von Energieprodukten unterstützen. Gleichzeitig ist seit Mitte Dezember 2013 der Energieversorger E.ON Mitte AG von den nordhessischen und südniedersächsischen Landkreisen (zurück)gekauft und als Energie aus der Mitte GmbH & Co. KG (EAM) wieder in kommunaler Hand.
Vor dem Hintergrund dieser Entwicklungen untersucht die vorliegende Arbeit den Prozess der Rekommunalisierung der Energieversorgung in Nordhessen und beschreibt die damit verbundenen Herausforderungen für die Kommunen.
Am Beispiel von drei Kommunalwerken in Nordhessen wird die Fragestellung untersucht, wie der Prozess der Rekommunalisierung gestaltet werden kann und welche Teilprozesse wie Netzrückkauf, Vertrieb und Erzeugung mit welchen Herausforderungen verbunden sind. Auch die Frage, welche Bedeutung die Rekommunalisierung von E.ON Mitte AG hat, wird untersucht.
Um möglichst viel Wissen über die Rekommunalisierungsvorgänge von beteiligten Personen zu erlangen, wurde das Erhebungsverfahren der leitfadengestützten Experteninterviews ausgewählt. Die Auswertung der erhobenen Daten erfolgte mit der Methodik Grounded Theory.
