A global collaborative accounting network to calculate the resource use of products and services

Die Wirtschaftsweise der Green Economy gilt als ein mögliches Leitbild für ein nachhaltigeres Wirtschaften im internationalen Nachhaltigkeitsdiskurs und ist in vielfältigen Studien gesellschaftlicher Akteure beschrieben und gefordert worden. Das Ziel des vorliegenden Papieres ist es, auf Basis der Analyse von Schlüsselstudien zur Green Economy gesellschaftliche Anforderungen an die Forschung und Innovation in Living Labs abzuleiten und so das Innovationsumfeld für das INNOLAB Projekt zu definieren und wichtige Eckpunkte, Rahmenbedingungen und Anknüpfungspunkte aufzuzeigen.
Dieses Papier ist ein Ergebnis aus dem Arbeitspaket 1 "Bestandsaufnahme des Innovationsumfeldes für Living Labs" im Rahmen des Projektes "Living Labs in der Green Economy: Realweltliche Innovationsräume für Nutzerintegration und Nachhaltigkeit" (INNOLAB), das im Rahmen der Sozial-ökologischen Forschung zum Themenschwerpunkt "Nachhaltiges Wirtschaften" vom Bundesministerium für Bildung und Forschung gefördert wird.
Insgesamt wurden zehn Schlüsselstudien untersucht, die die nationale, europäische und globale Ebene sowie die Bereiche Politik, Wirtschaft und NGOs abdecken. Die Schlüsselstudien wurden hinsichtlich ihrer Definitionen einer Green Economy, Indikatoren zur Messung der Green Economy und möglichen Anknüpfungspunkten für die Living Lab Forschung analysiert und die Ergebnisse zusammengefasst.
Das Arbeitspapier adressiert die Definition und Typisierung von Living Labs. Ziel ist einerseits die Erarbeitung einer Living Lab Definition, die im INNOLAB Projekt als Referenzrahmen für die weiteren Arbeitspakete dienen soll. Andererseits soll die deutsche Living Lab Landschaft kartiert werden.

Die Basisstudie stützt sich auf eine Literaturanalyse von ausgewählten Schlüsselstudien sowie auf fünf Experteninterviews und deren Inhaltsanalyse.
Es zeigt sich, dass sowohl technologische Innovationen als auch Verhaltensänderungen als Auslöser von Rebound-Effekten unterschieden werden. Von diesen Auslösern ausgehend, entstehen zunächst unmittelbare Effekte, die dann Rebound- Effekte über drei unterschiedliche Mechanismen bewirken können: über monetäre Effekte (also aufgrund von Geldeinsparungen), über Zeiteffekte (also aufgrund von Zeiteinsparungen) und über sozial-psychologische Effekte. Rebound-Effekte können sich durch die Reinvestition eingesparter Geld- und Zeitbudgets im Bedarfsfeld der ursprünglichen Einsparung (als direkte Rebound-Effekte) oder in einem anderen Bedarfsfeld (als indirekte Rebound-Effekte) ergeben, siehe nachfolgende Abbildung.
To live a life of sufficiency in a consumerist culture may be one of the most ambitious experiments an individual could undertake. To investigate this challenge, we employed a social-practice approach. This article is based on 42 qualitative interviews asking respondents why and how they acted in a sufficient way within a Western infrastructure and culture. The results indicate that sufficiency-oriented people draw on particular meanings in everyday-life practices when adopting relevant resource-extensive actions. These understandings encompass an amalgam of environmentally friendly attitudes, positive social intentions, and/or personal commitments to thriftiness. We further identified a set of specific practices - including sharing, recycling, and reusing - as useful for the adoption of a sufficient lifestyle. For our respondents, many of these sufficiency practices occurred regularly in daily life and were rarely questioned. Using an additional survey, we show that these routines lead to less resource-intensive lifestyles and demonstrate how a small group of people has been able to habitually adopt sufficiency practices. However, the majority does not see a need for more frequent implementation of such routines because daily decision-making processes are widely focused on the consumption of products.
Dieser Bericht stellt Schlüsseldimensionen für Living Labs in der Green Economy kompakt und zusammenfassend dar. Die Analyse führt die Essenz aus den insgesamt acht Ergebnispapieren in Arbeitspaket "Bestandsaufnahme im Innovationsumfeld für Living Labs" zusammen und gibt Hinweise auf Anknüpfungspunkte in den weiteren Arbeitspaketen des Projektes.
This study conducted by Wuppertal Institute and Germanwatch explores how the social pillar of sustainability at the local level could be met in Concentrated Solar Power (CSP) projects. For this purpose, the authors evaluate the livelihood dimension of CSP technology based on a case study conducted on the 160 MW pilot CSP plant Nooro I in Ouarzazate, Morocco.
On 12 December 2015, the Parties to the UNFCCC adopted the "Paris Agreement". With this step, the world community has agreed on a collective and cooperative path to fight human-induced climate change: After 25 years of UN climate diplomacy, the world's governments have for the first time in history negotiated a treaty which envisages climate action by all nations. The Agreement sets the world on a path that might lead to a decarbonised economy in the second half of the century. Researchers from the Wuppertal Institute have observed COP 21 and elaborated a detailed analysis of the results. The assessment provides an overview of the most important negotiation outcomes, assesses their results as well as shortfalls and provides an outlook of the next steps needed to implement the Paris Agreement's goals and to set the world firmly on a non-fossil based development path.
The German government has set itself the target of reducing the country's GHG emissions by between 80 and 95% by 2050 compared to 1990 levels. Alongside energy efficiency, renewable energy sources are set to play the main role in this transition. However, the large-scale deployment of renewable energies is expected to cause increased demand for critical mineral resources. The aim of this article is therefore to determine whether the transformation of the German energy system by 2050 ("Energiewende") may possibly be restricted by a lack of critical minerals, focusing primarily on the power sector (generating, transporting and storing electricity from renewable sources). For the relevant technologies, we create roadmaps describing a number of conceivable quantitative market developments in Germany. Estimating the current and future specific material demand of the options selected and projecting them along a range of long-term energy scenarios allows us to assess potential medium- or long-term mineral resource restrictions. The main conclusion we draw is that the shift towards an energy system based on renewable sources that is currently being pursued is principally compatible with the geological availability and supply of mineral resources. In fact, we identified certain sub-technologies as being critical with regard to potential supply risks, owing to dependencies on a small number of supplier countries and competing uses. These sub-technologies are certain wind power plants requiring neodymium and dysprosium, thin-film CIGS photovoltaic cells using indium and selenium, and large-scale redox flow batteries using vanadium. However, non-critical alternatives to these technologies do indeed exist. The likelihood of supplies being restricted can be decreased further by cooperating even more closely with companies in the supplier countries and their governments, and by establishing greater resource efficiency and recyclability as key elements of technology development.
The research project seeks to identify the CDM SD tool's possible shortcomings, and to make structured recommendations on how to improve the EB's SD tool. Findings from this project are meant to have a lighthouse effect on the development of provisions on Sustainable Development within other carbon mechanisms of the UNFCCC and beyond. This report represents the consolidated findings of three work packages within this research project. The first chapter provides some background on the subject at hand, and leads into the report. The following chapter covers the assessment and comparison of the SD provisions of selected flexible mechanisms and multilateral standards.
The book shows that the implementation of a sustainable energy strategy in Iran provides the opportunity for further economic and social development. In this context, the aim of the book is to provide some of the analyses needed to rethink the country’s energy strategy and to grasp the chances. The authors hope to make a contribution to the emerging and rapidly growing discussion on better energy alternatives and the respective opportunities for investment, innovation and modernization. The work presented in the book should provide ideas for such opportunities and create a vision of how this could contribute towards developing a more sustainable, efficient and prosperous future energy system for Iran.
The book is based on long-term academic cooperation between Iranian researchers from several universities and the Iranian Energy Association and German researchers from the Wuppertal Institute, Büro Ö-quadrat and the University of Osnabrück. The book in hand is an important result of the collaboration. So its publication lends itself to taking stock of these twelve years of continued cooperation.
Flexibilitätskonzepte für die Stromversorgung 2050 : Technologien, Szenarien, Systemzusammenhänge

Als Beitrag zum globalen Klimaschutz soll die Stromversorgung in Deutschland überwiegend auf erneuerbare Energien umgestellt werden. Die vorliegende Analyse zeigt Möglichkeiten auf, wie das System gestaltet werden kann. Mehr als 100 Experten aus Wissenschaft und Wirtschaft haben ihre Expertise eingebracht.
Das Projekt "Ressourcenpolitik" (PolRess) begleitete die Debatte um die anspruchsvolle Ressourcenpolitik, zu der sich Deutschland verpflichtet hat, aus politikwissenschaftlicher, juristischer und ökonomischer Perspektive und setzte dabei auch selbst Impulse.
Der Abschlussbericht fasst Überlegungen des Projektteams für die Weiterentwicklung der Ressourcenpolitik zusammen. Darin heißt es unter anderem, dass das in der Nachhaltigkeitsstrategie erfasste Ziel der Bundesregierung, die Rohstoffproduktivität bis zum Jahr 2020 gegenüber 1994 zu verdoppeln, wohl nicht ohne drastische Maßnahmen (wie einem Ausstieg aus der Braunkohle) erreicht werden kann. Da das hiesige und derzeitige Niveau der Materialnutzung weder global verallgemeinerbar noch langfristig tragfähig ist, müsste die abiotische Materialnutzung Deutschlands (einschließlich der ungenutzten Entnahmen) um bis zu 80 Prozent bis 2050 reduziert werden.
National policies for resource efficiency and waste management : structures, impacts, and deficits

Limiting global warming to below 2 °C or even 1.5 °C requires a fundamental transformation of global socio-economic systems. This need for transformation has been taken up by international climate policy. This article synthesizes criteria of transformational change from transition research and climate finance agencies. On this basis, the article conducts a multi-criteria evaluation of the transformative potential of the European Union Emissions Trading Scheme (EU ETS), currently the world's largest market-based climate policy. From this case it can be inferred that emissions trading can "destabilize" incumbent high-emission practices, but its effectiveness in fostering innovation is limited. Furthermore, the analysis shows that details in the arrangements of the scheme such as allocation rules can have a strong detrimental impact on its outcome. If a global carbon market with a uniform price were introduced, this could lead to developing countries "buying in" with large amounts of freely allocated allowances. This, however, has been shown to thwart transformational effects and instead contribute to further carbon lock-in.
Die Energieeinsparverordnung (EnEV) adressiert die Energieeffizienz sowohl der Gebäudehülle als auch der Anlagentechnik - die Anlagen ihrerseits werden mit Energieträgern betrieben, die mittels Primärenergiefaktoren (PEF) untereinander vergleichbar gemacht werden. Im Rahmen der EnEV müssen bestimmte Grenzwerte bei den Bauteilen und / oder beim Primärenergiebedarf des Gesamtgebäudes eingehalten werden. Da die Primärenergiefaktoren einen entscheidenden Einfluss auf die Größe des zu berechnenden Jahres-Primärenergiebedarfs haben, hat ihre Festlegung Auswirkung auf die Wahl von Heizungstechnologien und deren Energieträger bzw. auf das Binnenverhältnis von Maßnahmen zur Steigerung der Energieeffizienz bei Gebäudehülle und Anlagentechnik. Vor diesem Hintergrund werden in der Studie die Definition und Bedeutung der Primärenergiefaktoren sowie ihre Steuerungswirkung in Richtung Klimaschutzziele (CO2) und weiterer Ziele untersucht. Das Ergebnis der Studie zeigt, dass insbesondere aus den folgenden beiden Gründen eine Neujustierung beim PEF im Rahmen der EnEV erforderlich scheint:
1) Der Primärenergiefaktor ist in vielen Fällen kein geeignetes Maß zur Bestimmung der Treibhausgasemissionen eines Heizungssystems oder eines Endenergieträgers und hat damit in Bezug auf den Klimaschutz nur eine bedingte Lenkungswirkung.
2) Primärenergiefaktoren (PEFne), die Null betragen (Beispiel Fernwärme), nahe Null liegen (Beispiel Holz) oder perspektivisch gegen Null laufen (Beispiel Strom), verlieren ihre Steuerungswirkung für die Energieeffizienz von Gebäuden. Auch wenn dadurch die formalen Ansprüche an die Bilanzierung von Gebäuden erfüllt werden, werden doch andere wichtige Aspekte wie z. B. die Ressourcenverfügbarkeit und Importabhängigkeit von Energieträgern oder andere mit der Primärenergiebereitstellung verbundene Effekte vernachlässigt.
In dem Diskussionspapier werden daher erste Ansätze skizziert, wie der PEF in der EnEV methodisch sinnvollerweise weiterentwickelt werden könnte bzw. ob ggf. weitere oder andere Indikatoren zur Charakterisierung der ökologischen Performance von Gebäuden herangezogen werden sollten.

The German federal state of North Rhine-Westphalia (NRW) is home to one of the most important industrial regions in Europe, and is the first German state to have adopted its own Climate Protection Law (CPL). This paper describes the long-term (up to 2050) mitigation scenarios for NRW’s main energy-intensive industrial sub-sectors which served to support the implementation of the CPL. It also describes the process of scenario development, as these scenarios were developed through stakeholder participation. The scenarios considered three different pathways (best-available technologies, break-through technologies, and CO2 capture and storage). All pathways had optimistic assumptions on the rate of industrial growth and availability of low-carbon electricity. We find that a policy of "re-industrialisation" for NRW based on the current industrial structures (assumed here to represent an average growth of NRWs industrial gross value added (GVA) of 1.6% per year until 2030 and 0.6% per year from 2030 to 2050), would pose a significant challenge for the achievement of overall energy demand and German greenhouse gas (GHG) emission targets, in particular as remaining efficiency potentials in NRW are limited. In the best-available technology (BAT) scenario CO2 emission reductions of only 16% are achieved, whereas the low carbon (LC) and the carbon capture and storage (CCS) scenario achieve 50% and 79% reduction respectively. Our results indicate the importance of successful development and implementation of a decarbonised electricity supply and breakthrough technologies in industry - such as electrification, hydrogen-based processes for steel, alternative cements or CCS - if significant growth is to be achieved in combination with climate mitigation. They, however, also show that technological solutions alone, together with unmitigated growth in consumption of material goods, could be insufficient to meet GHG reduction targets in industry.
This article presents an integrated assessment conducted in order to explore whether carbon capture and storage (CCS) could be a viable technological option for significantly reducing future CO2 emissions in South Africa. The methodological approach covers a commercial availability analysis, an analysis of the long-term usable CO2 storage potential (based on storage capacity assessment, energy scenario analysis and source-sink matching), an economic and ecological assessment and a stakeholder analysis. The findings show, that a reliable storage capacity assessment is needed, since only rough figures concerning the effective capacity currently exist. Further constraints on the fast deployment of CCS may be the delayed commercial availability of CCS, significant barriers to increasing the economic viability of CCS, an expected net maximum reduction rate of the power plant's greenhouse gas emissions of 67%-72%, an increase in other environmental and social impacts, and low public awareness of CCS. One precondition for opting for CCS would be to find robust solutions to these constraints, taking into account that CCS could potentially conflict with other important policy objectives, such as affordable electricity rates to give the whole population access to electricity.
Die Produktion von Biokraftstoffen ist wegen der Konkurrenz mit der Lebensmittelproduktion ein weltweit umstrittenes Thema. Die vorliegende Arbeit beschäftigt sich mit einer Pflanze, die giftig ist, und daher bei der Biokraftstoff-Produktion nicht in Konkurrenz mit der Lebensmittelproduktion tritt. Der Name der Pflanze ist Jatropha curcas und sie ist unter anderem in Südamerika heimisch.
Die Autorin hat eine Methode zur Abschätzung des Anbaupotenzials von J. curcas entwickelt, die auf einer ArcGIS-Datenbank, internationalen Anbau-Erfahrungen und einer Studie der bolivianischen Regierung und dem Entwicklungsprogramm der Vereinten Nationen beruht. Die vorliegende Untersuchung ist eine Fall-Studie zur möglichen Biokraftstoff-Produktion aus J. curcas in einer Region in Bolivien. Im Untersuchungsgebiet El Gran Chaco im Departamento Santa Cruz sind rund 7 Mio. ha Boden fortgeschritten erodiert, dies entspricht 86 % der Gesamtoberfläche des Untersuchungsgebiets. Zugleich ist das Untersuchungsgebiet durch niedrigen Niederschlag, Dürre-Anfälligkeit, trockene Luft, und Nährstoffarmut charakterisiert.
Neben der Bestimmung des J. curcas Anbaupotenzials im Untersuchungsgebiet werden auch die Auswirkungen des Anbaus präsentiert. Es werden Handlungsempfehlungen zu einer nachhaltigen Biodieselproduktion im industriellen Maßstab für Regierung, Bauern und Investoren vorgenommen. Dabei werden ökologische und sozioökonomische Kriterien berücksichtigt.
Die Arbeit kommt zu dem Ergebnis, dass für Länder wie Bolivien mit entsprechenden klimatischen Bedingungen, genügend Ackerfläche, geringer Bevölkerungsdichte und ausreichender Flächen-Verfügbarkeit sowie Anfälligkeit für Krisen wie Nahrungsmittel- und Energieknappheit, der Anbau von Biokraftstoffpflanzen ein Beitrag für wirtschaftliches Wachstum sein und auch regionale Probleme wie den steigenden Diesel-Importbedarf (teilweise) lösen kann.
Mobilität dient in der Regel einem bestimmten Zweck - etwa um einzukaufen oder um zur Arbeit zu pendeln. Meistens handelt es sich dabei um kurze Wege oder Wegeketten - immerhin sind 62 % aller Wege in Deutschland kürzer als 5 Kilometer. Elektromobilität auf zwei oder vier Rädern ist genau für diese Wege gut geeignet, allerdings gibt es für die lokale Ebene bereits leistungsstarke umweltfreundliche Verkehrsmittel wie das traditionelle Fahrrad oder den öffentlichen Personennahverkehr (ÖPNV).
Water is a basis for life and ecosystem health. And water, especially in regions affected by water scarcity, is a highly contested and politicised natural resource. The state-of-the-art in sustainable water resources management requires collaborative approaches that foster the integration of conflicting interests of multiple stakeholders. Achieving integration in complex and contested real life situations however remains a major challenge. Boundary work can facilitate this ambitious goal. This study evolves boundary work science to improve collaboration in the water sector. It develops a framework for boundary work that enables understanding, structuring and approaching barriers for collaborative water resources management. A case study from the Garden Route region, South Africa gives a grounded basis for the conceptual developments and further provides in-depth insights into reasons and obstacles for collaborative water resources management in a contested local case. The case study serves both: An intrinsic analysis of a conflictive case, and conceptual developments to the boundary work framework - tested against local realities.
Dieser Beitrag beschäftigt sich mit den strukturkonservierenden Regime-Elementen der deutschen Energieversorgung. Methodisch wird dabei der Transitionsansatz von Geels genutzt. Mithilfe der Multi-Level-Perspektive wird am Beispiel der örtlichen Stromverteilnetze gezeigt: Innovationen finden in Nischen statt und müssen die Hemmnisse und das Beharrungsvermögen des nuklear-fossilen Altregimes überwinden, Anhand empirischer Analysen wird gezeigt, dass die Widerstandsfähigkeit sowie die kollektive Marktmacht des etablierten Regimes auf der Stromverteilnetzebene die zur Transformation der Energiewirtschaft erforderliche Dezentralisierung entscheidend ausbremst. Auf der anderen Seite wird dargelegt, dass Stadtwerke als örtliche Verteilnetzbetreiber wichtige Schlüsselakteure der deutschen Energiewende sind und zahlreiche Voraussetzungen erfüllen, einen grundlegenden Strukturwandel voranzutreiben. Der Trend zur Rekommunalisierung und zur Neugründung von Stadtwerken belegt dabei den Wunsch einer Verstärkung kommunalpolitischer Gestaltungsmöglichkeiten. In diesem Kontext werden Zielvorstellungen formuliert und auf erfolgversprechende Strategien zur Veränderung des Altregimes eingegangen.
Reforming the EU VAT system to support the transition to a low-carbon and resource efficient economy

This chapter discusses the question of ecologically differentiated value added taxes (VAT) as a tool to overcome tax-related cognitive barriers by connecting to an existing tax system. This is elaborated along several aspects: (a) The role indirect of consumption taxes for the economy, (b) the legal issues of the VAT system, (c) the EU harmonization efforts in this context, (d) the distributional implications of value added taxes. Following this, the chapter develops a proposal for a VAT reform (e). To this end, it looks at potential and existing differentiations between sectors, products and services, and product and service groups and turns to those consumption areas that are widely identified as particularly resource and carbon intensive and sets out how a harmonization of the overall system and an ecological differentiation in single consumption areas could be brought together. Potential impacts and effects are briefly discussed (f) and some conclusions are drawn (g). The subject addressed in the chapter is relevant from a policy perspective but mainly descriptive: It does not use innovative qualitative and quantitative tools.
Technologischer Wandel ist wichtig für die Umsetzung und den Erfolg der Energiewende, deswegen strebt die Bundesregierung mit ihrer Politik auch eine positive Innovationswirkung an. Doch welche Auswirkungen hat der politisch angestoßene Wandel des Energiesystems wirklich und welche Dynamiken werden durch ihn induziert? Eine aktuelle Studie untersucht die Sicht auf die Energiepolitik und Innovationsaktivitäten in der Energiewirtschaft und Energietechnologie-Branche. Sie zeigt die durch die Energiewende getriebenen Innovationsdynamiken, aber auch Schwierigkeiten und Herausforderungen für Politik und Unternehmen auf.
In the face of persistent sustain ability problems challenging economic development, ecological integrity as well as social justice, transformational changes are crucial. Proposed changes shall include, for instance, large-scale transitions of practices, infrastructures as well as values and priorities. In Germany, real-world laboratories are proposed for research in and with society, aiming to understand and contribute to transformations.
The rising global demand for metals in a context of declining ore grades is driving the opening of new mines and the expansion of existing ones, disturbing substantial land areas (especially by open pits). However, how much land is currently disturbed globally? How much land could be disturbed by metal mining in 2050? This study investigates the global area disturbed by mining of iron, bauxite, copper, gold, and silver for the first time. The first part consists of the calculation of the specific land requirements, i.e. the area newly disturbed caused by the ore extraction at the mine site. The second part addresses the global area disturbed in the year 2011 whereas the third presents scenarios of how such area might evolve until 2050. The last part addresses the current and future pressures on global biodiversity by metal mines and shows possibilities for the future opening of new mines in low biodiversity areas, alleviating pressures in high biodiversity ones. This study presents the findings of the author´s dissertation hoping they are used as a frame to develop policies and incentives to reduce the amount of area directly disturbed by mines and their pressures on biodiversity.
Nach vielen Jahren einer disziplinären und fast ausschließlich innerwissenschaftlichen Exzellenzorientierung steht seit einiger Zeit die Rolle von Wissenschaft in der Gesellschaft erneut zur Diskussion. Der vorliegende Beitrag zeichnet die Debatte zur Bedeutung von Wissenschaft in gesellschaftlichen Umbruchsphasen nach und zeigt auf, welche neue Formen der Demokratisierung diskutiert werden und wo künftige Herausforderungen liegen.
The industry sector accounted for just over 30% of global GHG emissions in 2010 and scenarios envisage a continuing rise in demand for energy-intensive materials. This article sums up the most recent international analysis (IPCC, IEA, UNIDO, Global Energy Assessment) to give a broad view of the current prospects for reducing GHG emissions in industry. It does so from a global perspective, complementing where necessary where regional and sector-specific case studies. The article addresses the portfolio of options available, their technical and economic potentials, the experience in the use of policy instruments in industry, the synergies and tradeoffs that mitigation in the industry sector can have with other policy objectives, and the specific concerns of developing countries. Long-term decarbonisation pathways for the sector are also presented.
Brasiliens Nachfrage nach Strom ist in den vergangenen Jahren stark gewachsen. Auch für die kommenden Jahre ist mit einer weiteren Steigerung von jährlich etwa 3,5 Prozent der Nachfrage zu rechnen. Dies stellt das Land vor eine große Herausforderung. Zusätzlich steht die auf Wasserkraft basierende Stromerzeugung des Landes aufgrund geringer Niederschläge und Wasserstandsmengen vor einem Engpass. Deshalb kommen fossilthermische Reservekraftwerke insbesondere seit dem vergangenen Jahr verstärkt zum Einsatz und verteuern die Stromerzeugung erheblich.
Auch der Ausbau nicht-konventioneller Erneuerbarer Energien zur Diversifizierung der Strommatrix läuft in Brasilien nur sehr langsam an. Eine Planung zur systematischen Integration verschiedener Erneuerbarer Energieträger findet bislang aber nicht statt.
Ziel der Studie ist es deshalb, das zusätzliche THG-Einsparpotenzial durch die systematische Integration von Erneuerbaren Energien, gegenüber dem Business as Usual Szenario (Ausbau der Erneuerbaren ohne systematische Integration) zu ermitteln und in einer Broschüre für ein breites Publikum aufzuarbeiten.

Im Rahmen einer strategischen Partnerschaft zwischen Deutschland und Brasilien verfolgt die Zusammenarbeit für Nachhaltige Entwicklung (ZnE) das beidseitige Interesse, die Klima- und Biodiversitätsziele Brasiliens zu erreichen. Die Schwerpunkte der deutsch-brasilianischen Zusammenarbeit liegen auf den Bereichen Schutz und nachhaltige Nutzung der brasilianischen Tropenwälder und Erneuerbaren Energien und Energieeffizienz.
Im Schwerpunkt Energie kooperieren GIZ und KfW im Auftrag des BMZ seit 2009 mit brasilianischen Partnern. Die Zusammenarbeit beruht hierbei auf zentralen Hypothesen bezüglich zu erwartender Wirkungen im Hinblick auf die brasilianische Energiematrix, die Reduktion von Treibhausgasemissionen, die Schaffung geeigneter Rahmenbedingungen für erneuerbare Energien und Energieeffizienz, sowie die Entstehung neuer Märkte.
Ziel ist, mit den von deutscher Seite eingesetzten Ressourcen einen höchstmöglichen Mehrwert in den Bereichen Klimaschutz und Biodiversität zu erreichen. Ein zusätzlicher Aspekt der Zusammenarbeit ist die Förderung neuer Märkte für international wettbewerbsfähige Zweige der deutschen und europäischen Wirtschaft.
Inwieweit die unternommenen Maßnahmen zu den erwarteten Wirkungen beitragen, und wie sie weiterentwickelt werden könnten, wurde im Rahmen dieser Studie in Zusammenarbeit mit dem brasilianischen Partnerinstitut COPPE der Universität Rio de Janeiro anhand von ausgewählten Projekten aus verschiedenen Technologiebereichen untersucht. Diese Studie dient neben der kritischen Betrachtung von abgeschlossenen und laufenden Vorhaben der ZnE auch der künftigen strategischen Ausrichtung der technischen und finanziellen Zusammenarbeit zwischen Deutschland und Brasilien.
The German "Energiewende" (energy transition) is meant to be a contract between generations. The rebuilding of the whole energy system is designed and financed today in order to safeguard our children and grandchildren against fundamental risks: the enormous economic, social and environmental costs of a fossil-nuclear energy system, the risks of the nuclear fuel-cycle and the impacts of climate change, as well as energy import dependency, price shocks and geopolitical disputes over scarce resources. In contrast, a successful Energiewende creates new business areas and qualified jobs and increases competitiveness in the "green race" - in particular on the lead markets for efficiency technology and renewable energy. Accordingly, the Energiewende is described in this book as the collective effort of post-war German history and as a unique learning arena for a positive socio-economic transformation with international relevance. The book covers the formation of both the social and scientific Energiewende consensus, quantitative scenarios, the state of the Energiewende in 2015, the need for further policy intervention - in particular with respect to energy efficiency, and not least the integration of efficiency, sufficiency and renewable energy policies.
Energy systems with high shares of renewable electricity are feasible, but require balancing measures such as storage, grid exchange or demand-side management to maintain system stability. The demand for these balancing options cannot be assessed separately since they influence each other. Therefore, a model was developed to analyze these mutual dependencies by optimizing a concerted use of balancing technologies. This model is presented here. It covers the European electricity system in hourly resolution. Since this leads to a large optimization problem, several options for reducing system complexity are presented. The application of the model is illustrated with a case study outlining the effects of pumped hydro storage and controlled charging of electric vehicles in central Europe.
Im Rahmen des Forschungsprojektes wurde auf der Ebene von privaten Haushalten untersucht, in welchem Ausmaß eine Bedürfnisbefriedigung mit materiellen Gütern innerhalb der Randbedingungen von globaler Gerechtigkeit, einer nachhaltigen Rohstoffnutzung und einer umweltverträglichen Gesellschaft möglich ist. Zur Bestimmung des Rohstoffbedarfs langlebiger Haushaltsgüter wurden das methodische Konzept der Verfügungskorridore entwickelt und empirisch fundiert sowie global tragfähige Ausstattungen für verschiedene Haushalte prototypisch dargestellt. Das im Rahmen des Projekts entwickelte Webtool veranschaulicht wesentliche Ergebnisse des Forschungsvorhabens. Vor dem Hintergrund ihrer eigenen Haushaltsausstattungen wird den Nutzer/-innen des Webtools das Forschungsthema "Rohstoffverbrauch und Nachhaltigkeit" exemplarisch veranschaulicht, wodurch eine konkrete Reflexion des eigenen Konsumverhaltens ermöglicht wird.
Market mechanisms - the Clean Development Mechanism (CDM), Joint Implementation (JI) and Art. 17 emission trading - have been a central feature of the Kyoto Protocol. The Parties to the United Nations Framework Convention on Climate Change (UNFCCC) intend to adopt a new comprehensive climate agreement at this year's Conference of the Parties (COP) in Paris. The shape of the new agreement is emerging only slowly, including the role market mechanisms will play.
To gauge the potential scope of market mechanisms in the forthcoming Paris agreement, this paper surveys the submitted INDCs on the question to what extent they envisage the use of market mechanisms. In detail, the paper looks at five questions for each INDC:
- Does the INDC make any mention of market mechanisms?
- Does the Party plan to use market mechanisms to achieve its contribution to the Paris agreement?
- If a Party intends to use market mechanisms, does the INDC specify which mechanisms or types of units the country intends to use?
- Does the Party quantify the extent to which it intends to use market mechanisms? Under the Kyoto Protocol, use of mechanisms has been supposed to be supplemental to domestic action, though this principle has never been quantified.
- Does the Party specify how the use of mechanisms will ensure environmental integrity and avoid double counting?
Decision-making in sustainable urban mobility planning : common practice and future directions

The European Commission aims to foster sustainable local transport systems through the concept of "Sustainable Urban Mobility Plans" (SUMPs). This paper is intended as a think piece highlighting the challenges for cities in selecting sustainable and cost-effective transport and mobility measures. Not only does the paper convey an understanding of the challenges of determining a transport project's viability, but it also presents five case studies of sustainable urban mobility planning and the role of project appraisal in those policy-making processes.

Kartierung des anthropogenen Lagers in Deutschland zur Optimierung der Sekundärrohstoffwirtschaft

Deutschland hat ein enormes Vermögen in Form von Bauwerken, Infrastrukturen und sonstigen langlebigen Gütern angehäuft. Hierin befindet sich ein wertvolles Sekundärrohstoffreservoir - ein anthropogenes Materiallager. Es ist als Kapitalstock der Zukunft zu begreifen, den es systematisch zu bewirtschaften gilt. In der überwiegend Input-dominierten Ressourceneffizienzdiskussion findet dieser Kapitalstock bislang nur wenig Beachtung. Eine Ursache hierfür ist unzureichendes Wissen über die Größe und Zusammensetzung dieses Materiallagers sowie über dessen Veränderungsdynamik. Das Vorhaben sollte dazu beitragen, die Wissensbasis diesbezüglich deutlich zu erweitern. Mit den Ergebnissen des Projektes liegt nun ein differenziertes Bild über Materialflüsse und Materialbestände vor, die in langlebigen Gütern in Deutschland gebunden sind und von diesen ausgelöst werden. Neben umfangreichen Daten wurde ein Konzept vorgelegt, das Grundlagen zum Aufbau eines langfristigen Monitorings des anthropogenen Lagers durch eine kontinuierliche Fortschreibung von Bestandsveränderungen liefert.
The Deep Decarbonization Pathways Project (DDPP) is a collaborative global initiative led by IDDRI and SDSN that aims to demonstrate how individual countries can transition to a low-carbon economy preferably consistent with the internationally agreed target of limiting the increase in global temperature to less than 2°C. Achieving this target will require a profound transformation of energy systems by mid-century, a "deep decarbonization". The project comprises 16 research teams composed of leading institutions from the world's largest GHG emitting countries: Australia, Brazil, Canada, China, France, Germany India, Indonesia, Italy, Japan, Mexico, Russia, South Africa, South Korea, United Kingdom, and United States. Each team is exploring what is required to achieve this transformation in their own country's economy while taking into account socio-economic conditions, development aspirations, infrastructure stocks, natural resource endowments, and other relevant factors.
The DDPP country study for Germany explores what is required to achieve deep decarbonization in Germany. It has been conducted by the Wuppertal Institute for Climate, Environment and Energy, with the support of Stiftung Mercator. The study discusses how the German government's target of reducing domestic GHG emissions by 80 to 95% by 2050 (versus 1990) can be reached.
After a wave of privatizations in the end of the 1990s, the electrical power supply of many municipalities in Germany has been returned into public hands. Many municipalities discover chances and possibilities for local action, which arise with remunicipalisation. The local policy-makers realize that remunicipalisation offers the opportunity of implementing an independent energy policy at local level which is critical in creating a transformation to a sustainable energy system based on energy efficiency and renewable energies.
This scoping study provides an introduction to the topic of establishing municipal utilities in Germany. The findings of the authors' study provide important new insights into the possibilities to decentralise and democratise the German power sector. The findings were identified on the basis of a comprehensive screening of all newly established municipal utilities in Germany. As most network concession contracts in Germany expire by 2016, there has now existed a window of opportunity to rebuild the local energy supply. As a result, 72 new local power companies were established in Germany within just seven years (between early 2005 and late 2012). The results of this unique study will inform about details regarding regional concentration, the size of municipalities, the legal forms of the newly founded municipal public utility and the role of strategic partnerships.
Furthermore, the founding of 72 municipal utilities since 2005 leads us to ask for the reasons. The study reviews the German trend towards municipal ownership of local utilities, assessing their performance based on 10 targets related to the energy transition, climate protection, and the local economic impact. Based on expert opinions, the study finds out that the likelihood of these targets being reached is "high to very high".
The Japanese translation of the scoping study is completed by a foreword by Prof. Dr. Jörg Raupach-Sumiya (Professor, College of Business Administration, Ritsumeikan University) highlighting the importance of this study for Japan's energy policy.
Achieving a truly sustainable energy transition requires progress across multiple dimensions beyond climate change mitigation goals. This article reviews and synthesizes results from disparate strands of literature on the coeffects of mitigation to inform climate policy choices at different governance levels. The literature documents many potential cobenefits of mitigation for nonclimate objectives, such as human health and energy security, but little is known about their overall welfare implications. Integrated model studies highlight that climate policies as part of well-designed policy packages reduce the overall cost of achieving multiple sustainability objectives. The incommensurability and uncertainties around the quantification of coeffects become, however, increasingly pervasive the more the perspective shifts from sectoral and local to economy wide and global, the more objectives are analyzed, and the more the results are expressed in economic rather than nonmonetary terms. Different strings of evidence highlight the role and importance of energy efficiency for realizing synergies across multiple sustainability objectives.
